As the global mining industry continues to grapple with ‘black swans’ (high consequence / low frequency events) for health, safety and environmental losses, the focus is shifting from risk assessment of these events to risk management using selected purposeful controls that reduce the risk.Fundamental to critical control management (CCM) is a soundly based rationale for selecting the right controls for each and every risk. The approach should be based on a thorough understanding of the dynamics of the event: What causes it? How frequently will it occur? How likely is the consequence to be realised? This is typically done through a bowtie and methodical numerical risk analysis. Core to this step, then, is the structure and content of the bowtie; specifically, the analytic architecture that is used to construct the bowtie. Different architectures yield different constructions, and bowties are no different.Although bowties for operational health and safety (OHS) hazards appear to have a common architecture, they are not generic. It is important to stress that they contain site specific information, are prepared by site based operational teams, and vary from site to site to reflect each site’s operational conditions. They are often a product of the knowledge and understanding of the operational teams involved, may be prone to human error, and potentially miss latent hazards that may have been embedded early in the planning, design or construction phase of a mine or facility, or within the mining equipment. Overcoming these deficiencies through constant re-evaluation of the risks, and challenging the content on the bowtie will help to minimise the chance that something will be missed.This paper will cover key themes in bowtie architecture, introduce the concept of barrier models for high consequence event (HCE) bowties and present a relevant case study to illustrate the issues that determine quality in bowtie construction and critical control (barrier) selection and management.CITATION:Mills, R, Andrew, M and Reynolds, H, 2016. Mining has evolved in recent years, taking steps forward in the way that the industry is considerate of the environment and the communities in which it operates. Technology plays a major role in that evolution. Osisko Mining?s Osisko Mine near Malartic, Quebec is developing a new way of doing business. One manager said, ?We are building the Osisko culture,? but the company is doing many things that could become industry changers. Much of the change is driven by mine ownership and management to offer a better workplace and better community relations. Mining equipment manufacturers are changing, too, by engineering products with more operator comfort, fuel economy, ease of maintenance and more cleanly designed machines. And for those drills working close to communities, smaller bore sizes and sound retention are just two changes for the better.

"The opening chapter of this volume, by A. Ignatieff, places in perspective Canada's coal resource base as part of the world scene. This chapter will focus on the Canadian scene.Units of measurement in this report are in the International System of Units (SI) as approved for official use by the Canadian Standards Association and Metric Commission Canada. These units have been adopted by the Mining Association of Canada and the Coal Association of Canada. To assist with the shift to metric units these two associations have published ""Metric Practice Guide for the Canadian Mining and Metallurgical Industries"", 1978(1J, Appendix ""A"" lists some useful conversion factors along with SI prefixes. The last official assessment of Canada's coal resources and reserves was done by the Department of Energy, Mines and Resources and presented in Report ER 79-9 ""Coal Resources and Reserves of Canada"", published in December 1979 and authored by H.U. Bielenstein, L.P. Chrismas, B.A. Latour and T.E. Tibbetts(2). The Geological Survey of Canada has a continuing project concerned with coal resource assessment as does CANMET, whose concern is with coal reserve assessment and coal quality. As well, Alberta's Energy Resources Conservation Board (ERCB) has a continuing assessment program for coal in Alberta and publishes an annual reserves report, the current issue of which is cited as reference No. (3). The difference in resource and reserve terminology as used by EMR and ERCB has a major effect on derived tonnages for Alberta. This difference will be discussed later. In 1982 the Department of Energy, Mines and Resources produced a map titled ""Canada-Coal""<4J which outlines coalfields and illustrates coal import and export movements for the years 1981and1980. A copy of this map is contained in the map pocket of this publication. Two other resource assessment reports are noteworthy, the first is ""Coal Resources of Southern Saskatchewan: A Model for Evaluation Methodology"", by J.A. Irvine, S.H. Whitaker and P.L. Broughton<SJ which is one of the major outputs of a joint federal-government study of southern Saskatchewan's lignite deposits. (Another output from this same study' is the Geological Survey of Canada's SASCO file, a computer processable file holding borehole and coal quality data.) The second is ""Deep Coal Resources of the Interior Plains, Estimated from Petroleum Borehole Data"", by G.D. Williams and M.C. Murphy(6) which identifies coal resources from nearly 4,000 petroleum exploration boreholes distributed uniformly over an area spanning Manitoba, Saskatchewan, Alberta and British Columbia."

Copper, a world commodity, and the first metal used by man, played a great part in the beginnings of modern civilization, which rests so dependently on the utilization of metals. Then, long after the close of the so-called &apos;bronze age,&apos; when iron and steel had attained great prominence as the world&apos;s most important metals, the practical application of electricity to industry and commerce, for the improvement of every phase of man&apos;s multitudinous activities, gave a new impetus to the production of copper. Improved metallurgical practice made it possible to work low-grade properties at a profit. Research disclosed many new uses for copper. The metal, now produced from the mines of the world in the proportion of about one pound to every 50 tons of pig iron, has attained an importance which rivals that of iron and steel in the commerce and daily life of every nation. New fields of copper-bearing ore have been discovered in Canada in recent years. Established mines in the United States and Chile are producing on a great scale. Africa looms up as one of the great question marks in the future of copper. Whereas, a few years ago, the end of the world?s resources was predicted as being in sight, the evidence now available seems to show that the copper production of the world is likely not only to continue, but to increase for a long time yet to come. Canada&apos;s future in copper is a great subject; in the present paper only a few of the most outstanding factors affecting Canada&apos;s destiny in this large field may be noted, but if consideration of the points raised herein serves to focus attention on the magnificent possibilities of Canada as a producer of copper, the preparation of the paper will be more than justified.

Modern civilization, modern industry, and modern standards of living, bring into, sharp relief the present-day essentiality of metals .and minerals, and the wide and diversified use which is made of them. Any attempt, therefore, to appraise the international situation today must take into consideration the metal and mineral resources of the world. If, as some believe, the world is divided into two distinct ideologies of political belief, one unalterably opposed to the other, so that armed conflict is unavoidable, then the question of national strength in mineral resources becomes of paramount importance. If, however, it is possible to avoid war by raising the standard of living in the underdeveloped ?areas of the world, thus ensuring all peoples everywhere against the dread spectres of starvation and disease, then the development of the world&apos;s mineral resources assumes even greater importance. Today it is difficult to realize that, prior to the industrial revolution in Great Britain, only a few of the metals and minerals now in common use entered into the everyday life of the people. !iron and steel, copper, lead, tin, and zinc, usually in .their unalloyed forms, along with the more common industrial minerals, were those most widely used, and then only in limited amount. With the advance of technology in metallurgy and in fabricating skills, the list of commercial metals and minerals has expanded until today they number more than eighty.

"WE HAVE patterned our lives on the things we take from under the earth's surface. Our civilization is built upon the ore from which we obtain our metals and the fuels which power the world as we know it.Today I should like to discuss with you a newcomer to the ancient mining industry. This lusty infant of which I speak is just a century old - the oil industry.While one doesn't commonly think of oil men as delvers in the earth, It was by sinking a shaft that the first oil was obtained commercially in Canada. Men sank a shaft in a ‘gum bed' in southwestern Ontario's Lambton county, not far from Petroilia, and distilled from the gum a burning oil That was just a hundred years ago. The gum was originally liquid petroleum which had seeped to the surface and lost most of its volatile components.Later, the miners dug down to •bed-rock and soon after they were not digging but were drilling wells, as they have been ever since. From the wells they obtained erode oil.What is crude oil? It is not an element like gold, silver or lead, •but a complex mixture of compounds. These compounds are made basically from two elements, carbon and hydrogen, and are called hydrocarbons (Figure 1).The remarkable ability of these. Two elements to combine in different ways gives crude oil its physical and chemical character. The lighter hydrocarbon compounds in it are gases, at normal temperature and pressure, and these are dissolved in the other, heavier compounds."

The current Canadian coal production is approximately 57x106 tonnes per annum of which some 25 million tonnes is exported. Two thirds of the Canadian output is classified as thermal and one third as coking or metallurgical coal. The Canadian coal industry, like the industries in some other industrialized nations, has gone through a cycle of ups and downs. The current world vide recession and stable oil prices have somewhat dampened the plans for a further growth of this industry - albeit temporarily. No new mines are expected to be developed within the next few years. However the production is projected to increase to 60x106 tonnes in 1985 increasing to an estimated 75 to 80x106 tonnes by 1995. The Canadian mines are highly mechanized and are willing to employ the modern technology to maintain its competitive position in the world&apos;s coal market. This paper reviews the recent technical developments which continue to improve resource recovery and productivity.

At the Prospectors and Developers Annual Convention (PDAC) in Toronto, Canada mining and exploration companies of all sizes were on hand to discuss the year that was and those that will be. The following is a look at some of the companies with Canadian operations that were on hand for PDAC 2009. Iamgold Corporation is a leading mid-tier gold mining company producing approximately 31 t (1 million oz) of gold from seven mines on three continents. With record revenues of $870 million ? up 28 percent when compared to 2007 ? the company is focused on growth with a target to reach 56 t (1.8 million oz) gold production by 2012. During 2008, the company acquired the Essakane project in West Africa. The project is fully permitted, under construction and will contribute more than 9.3 t (300,000 oz) of lower cost production by late 2008. Iamgold increased its reserves by 55 percent, to 385 t (12.4 million oz) and its resources in-creased by 16 percent to 821 t (26.4 million oz) in 2008. Going forward, Iamgold has three areas of focus ? West Africa, Guyana Shield and Quebec ? with seven gold operations, five advanced projects and the Niobec niobium mine included. The Rosebel Mine in Suriname is Iamgold?s fl agship property. With measured and indicated resources of 300 t (9.6 million oz), it accounts for 30 percent of Iamgold?s production. Production there was up 20 percent compared with 2007 and further production increases are expected in 2009 and 2010. Mill expansion and optimization increased throughput from 8.9 Mt/a (9.8 million st) to 10 Mt/a (11 million stpy). In West Africa, Iamgold has joint ventures at Sadiola in Mali; Tarkwa in Ghana; Yatela in Mali and Daman in Ghana. Iamgold also has 100 percent ownership of the Mupane gold mine in Botswana and the Doyon gold mine in Quebec, Canada. Also in Quebec, Iamgold has 100 per-cent ownership of the Niobec niobium mine in Quebec. Niobium is used in high strength specialty steels.

The growth in the supply and use of energy over the past years has been tremendous, but our very closeness and familiarity have somewhat distorted the viewpoint, particularly of the younger generation. To many of us who remember the wonderful satisfaction of our first responsibility for directing two horsepower hitched to a farm cart or hay wagon, there still arises a feeling of some awe at the casual flick of the switch with which our sons and daughters summon to their convenience the service of some one hundred or more horsepower.Energy is the vital component of our existence and, no matter what contempt our day-to-day familiarity may •breed, it is wise to .pause from time to time and consider our national energy standing. Have we still capital in the bank? Are our expenditures wisely •conceived and well directed? Is provision being made for the years •ahead for the needs of our children and our children's children?"

"In 2006, a Canadian steel maker embarked on an ambitious initiative to become “Best in Class in Energy Management”. This initiative provides the framework for this paper, with some augmentation from other energy management projects carried out by Hatch. The initiative focused on identifying energy/GHG management improvements leading to low-cost implementation of energy savings or GHG emission reduction. The key components of the approach were:• Review site energy management practices and benchmark internationally.• Review best technical practices and benchmark against public energy intensity data.• Conducted a site-wide Energy Assessment and physical review of operating areas.• Facilitation of on site-workshops with staff to prioritize savings opportunities, as well as identify and remove implementation barriers.• Development of an Energy Management Action Plan for implementation of improvements.Most organizations can produce, with relative ease, a list of ideas for saving energy, implementing them is the challenge. This paper addresses these issues as well as the profitability of the energy efficiency improvements and the consequences for GHG emissions.IntroductionWhen one of the authors was an undergraduate engineering student at the University of Cape Town in South Africa, the technical drawing instructor made a statement that was both humorous, and mildly profound. He claimed that the most successful engineer is one who is both lazy and diligent. Lazy, in the sense that the engineer is constantly on the lookout for an easier, more efficient, way to do something. Diligent, in the sense that the engineer will work tirelessly to come up with a good technical solution for the easier way. This paper, somewhat of an anomaly in a compilation of technical proceedings, hopes to break the mould a little, and to show a “lazy-diligent” way of reducing the carbon emissions from an industrial facility, using a steel plant as an example."

Since 1945 the world&apos;s iron ore industry has experienced radical change. This transformation is reflected in new levels of production, consumption and trade, in shits in the location and size of markets, in the tapping of far distant sources of iron ore, and in the emergence of new export centres catering on an increasing scale to ore deficient, importing countries. Within the broad framework of shifting supply/demand relationships, certain operationally meaningful adjustments can be singled out for special mention: 1. The iron and steel industry has undergone vigorous and aggressive expansion, during the post-war period, not only in the capitalist world and among the socialist bloc, but in backward regions as well. New countries have been added to the list of steel producers, while new facilities have been relocated by established steel makers. 2. Overall demand for iron ore has risen rapidly, arid has flowed different channels.

(Wilkes-Barre Meeting, June, 1911.) For some years past, those interested in the development of the increasingly important mining industry of Canada, have urged the adoption by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory, is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by &apos;Orders in Council and Ministerial Regulations. In the earlier stages of development, it is perhaps a matter of necessity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, -and that any changes required from time to time should be made only after full and open discussion in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada was constituted by the Imperial Statute known as the British North America Act of 1867 (which came into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nova Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert&apos;s Land, and the North West Territories. Subsequently Rupert&apos;s Land and the North West Territories were acquired, the &apos;Crown Colonies of British Columbia and * SECRETARY&apos;S NOTE.-Mr. Clark, an eminent Canadian lawyer, and joint author of the treatise on "The Law of Mines in Canada," has been requested by the Do¬minion Government to prepare a Federal mining-law, and presents this paper, by invitation of the Council, in order to obtain, if possible, useful suggestions from members of the Institute.-R. The Inconceivable Wealth propaganda goes on apace. Premier King, at Vancouver, has stated that we still have, untouched, natural resources, "beyond the wildest dreams." Principal Currie, in an address before the Canadian Society in New York said that Canada&apos;s resources, "are as yet merely scratched and it is not possible to compute her almost fabulous natural wealth." Mr. Meighen, in the last election campaign announced that, "under the providence of God, Canada is more richly endowed, perhaps, than any other country in the world." Four years ago a despatch was sent to Premier King "on behalf of" this Institute advising him that "Inconceivable Wealth" in minerals in this country was assured. This was made as a statement ~f "incontrovertible fact." Specifically, this despatch stated that this wealth was on such a scale that the mining industry would in the future lead all others in this country. This inventory is still in effect as far as this Institute is concerned.

The use of sheet and strip metal has increascd rapidly during the last few years and manufacturers have been called upon for an ever-increasing tonnage, better drawing quality, and better surface. The automobile industry is probably the most insistent in striving for a better product and a desire to reduce costs. Confronted by these demands, the mills have directed their efforts toward the delivery of material. Their personnel has been occupied largely with the problems incident to production, as any increase forced the use of new sources of raw material with their problems. These problems, combined with those met in the daily routine, have demanded immediate attention, with the result that the standardizing of heat treatments, quality, or temper, etc., have been neglected. Considerable work in standardizing has been done by many companies, but no acceptable method has been developed. The following method, therefore, is given with the hope that some method that can be accepted by the manufacturers and users may be developed. The problem of selecting a material with such properties that the losses in processing are a minimum is interesting and difficult. A description of the properties required is likewise difficult, largely because of loose terms. Another handicap is the number of methods of testing which have not been standardized and concerning which little information is available. In the selection of drawing or forming stock, it is advisable to eliminate as many variables as possible; consequently the method of testing the material is of the utmost importance. The method should be rapid and comparatively easy of application, as it is more important that a large percentage of the stock be tested with reasonable accuracy than that

"This paper describes the Cape Breton Development Corporation&apos;s experience with the Lovat M-300 tunnel-boring machine at the Donkin-Morien Mine. Between January 3 and December 21, 1984, the 7.6 m (25 It) diameter TBM advanced 3350 m (10 990 ft) . The authors will describe experiences with the machine and highlight the implications of tunnelling machines to underground coal mine development in Canada. IntroductionThe Cape Breton Development Corporation (CBDC) has recently completed the drivage of a 7.6 m (25 ft) diameter tunnel, 3.5 km (2.2 miles) in length , to access the Harbour Coal Seam at the Donkin-Morien Project. The tunnel was successfully driven with the first Canadian rock tunnel-boring machine (RTBM or TBM), designed and built by Lovat Tunnel Equipment, Inc. The initial mine development consists of the drivage of two tunnels to the first major coal seam. Future plans are proposed for the development of a 4 million tonne-per-year mine (Marsh et al., 1983, Gillman, 1982), which will require the drivage of a further two tunnels and could access up to four coal seams. The tunnel cross-sectional areas were designed to provide sufficient ventilation area and access for a production of 4 million tonnes per year."

In 2010, Rio Tinto Iron Ore’s operations commenced the planning and design of a sampling and analysis system for the new 50 Mt/a Cape Lambert Port B (CLB) facility. Current sampling systems at the ports consist of automated robotic, mass-based sampling protocols employed at Dampier, and semi-automated, time-based sampling systems operating at Cape Lambert Port A.The new sampling system at CLB has brought together a fully automated sampling and analysis system utilising time-based sampling, with the capacity to sample ore products of medium quality variation as defined in ISO 3082 (ISO, 2009). The CLB system is required to sample at shiploading rates from 6000 t/h to 13 440 t/h and provide full load-port analysis. The sampling approach is to proportionally extend primary increments (of varying mass relative to shiploading rate) to a standard length using variable speed aero-belt conveyor systems. This enables a fixed number of secondary cuts to be achieved for all primary increment masses and to be delivered to the automated cell. The cell is required to be capable of concurrently processing four individual shipments, each containing multiple cargoes.Achieving the target sampling precision for all export cargo sizes has culminated in the planning, design and construction of the largest automated iron ore port laboratory in the world. The CLB sampling and analysis cell was commissioned in Q3 and Q4 2013.
