Proper understanding and management of production drilling in sublevel cave (SLC) mines is essential for meeting production targets and for avoiding inefficiencies that could lead to costly bottlenecks. In many SLC mine management models drilling is considered a derivative activity of firing and bogging. Its scheduling is considered to be implied in a firing schedule and given an arbitrary target completion, ‘several weeks’ or ‘a month’, ahead of production firing. Like development, drilling activities are most efficient when conducted separately from other production activities. Unlike development, however, it is not apparent during planning and feasibility how far in advance of firing drilling activities ought to be conducted. This paper presents a method of defining a minimum threshold of drilled stocks above which drilling, firing and bogging operations occur most efficiently. As an example, the drilling activities, procedures, and maintenance at Glencore Xstrata’s Ernest Henry Mine are presented, and the larger scale consequences of improvements to these areas are presented to illustrate their importance in the operation of an SLC mine.CITATION:Beal, C, 2014. PlannersÆ optimism (or maybe commercial necessity) means that most mine plans use equipment rates that are rarely achieved (Lumley and Beckman, 2009). This lack of understanding of what equipment actually moves is causing erroneous equipment forecasts, leading to incorrect mine development plans and economic evaluations. Compounding this problem is a downward trend in actual equipment performance in some areas. Consequently, the presentation of realistic mine plans that are actually achieved in practice is not a common occurrence. However, rational, fact-based mine planning is available to those who want it. Hundreds of millions of cycles of data from open cut mining equipment has been collected from mines around the world since 1992. This unique and highly valuable databank is growing at an exponential rate and is being used by a number of our big miners to support rational and fact-based decision-making. However, neither the use nor the appreciation of the value of this data is universal. There is a challenge to everyone in the mining industry - how do you access value from it? The databank was drilled into and the results analysed for, the Australasian Mining and Metallurgical Operating Practices (AMMOP) publication (Lumley, in press). For this paper the analysis has been extended to include interpretation of trends for draglines, shovels, excavators and trucks. It investigates trends between coal and non-coal mines and across geographic areas. It is known that mining equipment performance in most sections of the industry is falling. This paper attempts to quantify the fall and provide explanations. The trends are analysed to extract the reasons behind the changes and most importantly, what can be done about it.CITATION:Lumley, G, 2012. Societal expectations about how the industry operates and treats its people will be a key driver in the development of the Australian mining industry over the next 20 - 30 years (Moffat, Mason and Littleboy, 2009). Understanding these expectations will be critical in maintaining what much of the minerals industry calls its 'social licence to operate', or its public acceptance or approval. Yet what constitutes this social licence is poorly articulated, with little published research exploring the concept at a local operational level or at the national level in Australia or internationally. This research aimed to explore the societal expectations of the mining industry in Australia and test a participatory methodology to articulate them. Three workshops were conducted with a sample of 24 members of the 'Australian voting public' to explore community objectives for the onshore exploration and mining industry, and the underlying expectations for how the industry should operate in the future. Qualitative analysis of this data revealed three overarching objectives for the onshore mining industry held by participants. They thought that the industry should: advance Australia's national interests (including social well-being); minimise environmental impact, and; act in a socially responsible manner. Within each of these three key themes, or objectives, a number of tensions were evident in the views of participants regarding the trade-offs they are willing to make to secure economic benefit from mining, as well as the basic conditions for socially acceptable mining. These data provide an insight into the conditions for a national social licence in Australia for the mining industry, and the means for its realisation.

Work health and safety duties around Australia include duties to manage psychosocial health and safety (mental health) of workers engaged by businesses or undertakings and of other persons impacted by the operations of the business or undertaking. Persons conducting a businesses or undertakings must develop systems of work and policies and procedures for ensuring, so far as is reasonably practicable, the safety and health of workers and other persons. Officers have a duty to exercise due diligence and to ensure effective systems are developed, implemented and resourced. The developed systems will only be effective with worker’s co-operation and engagement. The duties placed on workers by work health and safety laws are an important part of the safety matrix of obligations. Supervisors and Leaders are workers and they play a critical role in delivering health and safety outcomes. To deliver these health and safety outcomes with respect to psychosocial safety Supervisors and Leaders need to understand their obligations and have a framework to use to assist them in understanding what workers require and what steps need to be taken to meet their duties. They also need to take steps to assist those workers that they supervise to meet their duties.

Water-borne blast pressures from confined blasts were recorded as part of a submerged blasting program in Florida for channel deepening. The blasting was confined within the rock floor by stemming. Shot patterns of stemmed borings were recorded, as were two open-water shots. One hole of one shot was not confined properly, which allowed comparison of confined and a poorly confined larger charge weights per delay. The pressure data were intended to gain information on typical pressure measures from the rock removal program relative to impacts on marine organisms. Water-borne pressures from actual confined, rock-removal shots validate the hypothesis of lessened impacts to aquatic and marine biota.

Nearshore construction projects often require installation of steel piles and specific methodologies of installing piles may adversely affect nearby species of concern. Water is an uncompressible medium which allows for easy transmission of energy through the water column. Energy transmission through water depends on the following factors for pile driving: 1) direct contact of the pile and the water; 2) the depth of the water column; 3) the size of the pile; 4) type of hammer; and 5) the energy of the hammer. Seasonal restrictions are usually the best practicable alternative for reducing habitat impacts when pile driving activities may adversely affect the species of concern. When seasonal restrictions are not practical other options need to be evaluated, including mitigation and noise attenuation devices. The broad array of mitigation options will not be discussed as part of this presentation but instead will focus on noise attenuation technologies. Dewatered cofferdams can be effective noise attenuators as they eliminate direct contact of the pile with water while driving. Also, introduction of a compressible medium, like air, near the energy source can provide sound energy attenuation. An unconfined bubble curtain is relatively inexpensive but is not effective in tidal marine projects or rivers and may have unacceptable secondary effects. Secondary effects must be evaluated as these can increase exponentially for larger projects. Secondary effects to the environment include air quality degradation from air compressor use, transportation costs for fuel and equipment, and the potential for injecting oily compressed air into the water column. The confined bubble curtain works well in nearly all environments. It usually is more expensive initially, relative to an unconfined air curtain, but there is less potential for harmful secondary effects. Generally, seasonal restrictions will be adequate to protect species of concern. However, there are conditions in which mitigation or one of the sound attenuation options should be utilized. Site specific factors, including the amount of energy being imparted into the environment, sensitivity of the species of concern, current, accessibility, length of time needed to complete the project, and the cost of the sound attenuation, should be factored into the permit evaluation.

The Great Lakes Water Authority (GLWA) operates the largest regional water authority in the State of Michigan. Two of the tunnels supplying raw water to the system from the Detroit River are the Springwells and Northeast Tunnels. The existing 70- to 90-year old concrete lined tunnels have experienced distress and cracking over their life requiring non-structural repairs to sections of the tunnels. For the repair, an interior stainless-steel segmental liner plate system has been designed to restore the watertight capacity of the tunnel liner and resist the exterior hydrostatic groundwater pressure in a dewatered condition. The team is utilizing a “wet repair” approach to perform the necessary repairs while the tunnel remains fully flooded and operational. To test and validate the tunnel repair approach, a full-scale mock-up of the proposed repair has been performed using underwater equipment and divers.

"Petro-Canada's project investigative and experimental underground work in the Galt coal seam at Kipp, Alberta included the construction of an emergency egress and ventilation raise from surface.The Galt coal seam is 206 m below the surface and covered by 8 m of shale, sandstone and clay beds of the Oldman Formation, 128 m of shale, bentonite beds and sandstone of the Bearpaw Formation, and 70 m of glacial till and basal gravel. Free water was encountered from sand lenses in the glacial till and the basal gravel.Excavation for the ventilation raise was a nominal 2 m diameter and it was lined with a welded, continuous, steel liner of 1.2 m 1.D.Excavation in the glacial till was carried out with a surface bucket drill rig combined with hand mining. Ground support in the glacial till consisted of liner plates and backfill grout. The Bearpaw and Oldman formations were excavated by employing standard raise boring techniques. The individual liner sections of the continuous steel liner were assembled on surface and the entire liner column was lowered into the raise by employing hydraulic lift climbers. The liner column was back-filled with concrete.IntroductionThe Lethbridge Coal Field comprises an area of approximately 1 165 square km in the vicinity of Lethbridge in southern Alberta. Pacific Petroleums Ltd. proposed in a Preliminary Disclosure in January 1979 ""to open an experimental mine prior to development of a producing underground mine with an initial rate of 540,000 tonnes per year"". A 2 900-hectare group of leases in the Kipp-Coalhurst area was selected as the primary target for the Kipp experimental mine. The scope of work for the experimental mine included the construction of an access shaft with production capabilities, the construction of a ventilation and emergency exit raise, drive-ages in coal to yield a bulk sample, gathering of geotechnical information and the testing of experimental mining methods."

An unusually pure grade of rutile and several grades of aplite rock are produced in a unique mining and mineral dressing operation in Hanover County, Virginia. The ore body is an aplite rock of gnessic structure, having a sari ace exposure extending over several hundred acres, heavily leathered and containing rutile, ilmenite, and other titanium and iron minerals. The physical nature and mineral composition of the ore body has permitted the use of a relatively economical and unusual processing circuit. The flowsheet was designed to take full advantage of the remarkable liberation of the minerals at relatively coarse rinds. It permits flexibility in changing the product mix, and maintains high levels of purity in both rutile and aplite rack. The mineral processing is discussed in some detail below.

A theoretical procedure is demonstrated for calculating two-dimensional binary cellular single-valued interfaces and extended to triple-valued (remelt) shapes. The numerical calculations for the single-valued local equilibrium problem which yield unique shapes as functions of the supersaturation parameter a and the partition coefficient k are reviewed. The cell amplitude L and wavelength A scale identically as the inverse velocity to the 112 power and the aspect ratio r is a constant equal to 312, independently of a and k for a < 0.5.. For 0.5 < a < m, L, A and r decrease asymptotically to zero indicating the finite amplitude nature of the instability at a = 1 and the existence of sub-marginal states which converge to a flat interface at a- m (Glv- m). Scaling comparisons between equilibrium single-valued and triple-valued and deep-rooted non- equilibrium cells are made.

Dragados USA is constructing the LA Effluent Outfall Tunnel, a 7-mile, 18 ft internal diameter effluent discharge tunnel, utilizing a 21.6 ft (6.585 m) Herrenknecht Mixshield TBM. This paper highlights the means and methods used for TBM launch from a 55 ft diameter shaft excavated in wet with diaphragm wall support of excavation. This included SEM excavation of jet grout blocks for starter and tail tunnels, temporary concrete structures and steel installations, TBM sealing system, umbilical management for TBM hydraulic, electric and bentonite circuits as well as complex segment delivery logistics. The many launching challenges were overcome thanks to the innovative approaches from the project team.

Book Review MAN-TO-MAN: THE STORY OF INDUSTRIAL DEMOCRACY. By John Leitch, Phila¬delphia, Pa. The B. C. Forbes Publishing Co., New York, 1919, 2.19 pp., 7 1/2 X 5 in. $2.00. "Man to Man" is a short, well-written, well-printed, easy to read and very interesting hook. It is an account of a method introduced into more than twenty industrial plants to give the workers a share in managing their own troubles. It is not a panacea for labor troubles and strikes, but neither have existed where the new method has been tried. The scheme is, in a word, to organize the working force like the government, having a cabinet composed of the executives, a senate composed of foremen, and a house composed of men elected by fellow workers from all departments. This governing machinery takes up all complaints of workers, investigates, reports, and settles. The increased profits due to economy and increased production from this cooperation are divided 50-50 between the company and the men. Experience has shown that, since inattention, tardiness, irregularity, and inefficiency tend to reduce their profits, all men very quickly, after once convinced of the sincerity of the management in their scheme of cooperation, eliminate them because it is for their personal profit. Astonishing results have been attained, including higher wages, greater output, lower unit costs, great reduction in labor turnover, elimination of waste, an increased loyalty and a waiting list of employees even in periods of labor shortage. Profit sharing as such and stock ownership as a benefit to industrial relations are discussed briefly and illuminatingly, although they are not believed by the author to he the best way to bring about the human relation between those who work,for and those who work with money. The author is not against unions but does not believe the union is the best medium for improving industrial relationship. The look is nowhere dogmatic but is always forceful and convincing and, being well written, is very entertaining. It is doubtful if "Industrial Democracy" is the right expression for the solution of the problem but certainly anything that will place on the shoulders of labor some of the responsibility of industry and will increase production is tine much-to-be-desired desideratum. It is a. contribution to the solution of our biggest problem and should be read by everyone who employs men and who has been worried by the labor turnover. P. E. B.

SELECTIVE SERVICE must meet three important demands for man power: (1) Activities concerned with production of war goods. (2) The armed forces. (3) Civilian activities and institutions the continuance of which are essential to maintaining the structure of our American democracy. In the above enumeration of demands I have placed everything, including most of our most prized possessions and activities, after the demand for men for war production and the armed forces. To establish an order between the latter two is difficult. For the time being, at least, the Selective Service policy is to make sure that we avoid the risk of "too little and too late." No soldier, sailor, or marine should be sent from these shores to risk his life without the assurance of having a gun, clothes, food, and medical supplies. Therefore, the premium is now being placed on man power for war production and in our process of selection no stone is left unturned to see that our agencies are fully informed of the needs of war production. Our procedures set up recourses for employers of war-production man power so that their activities need not be disrupted, at least not until they have had time to train replacements.

Mining education has received almost continuous discussion since its inception and most people engaged in the mining industry and in mining education feel at some time the urge and necessity to express their views. This paper is not a comprehensive survey of past and present practices and accepted principles, but a personal opinion of the form mining education should take at university level. It is expressed because of a dissatisfaction with the existing courses offered to students. It is hoped to provoke discussionand bring forth guidance to those engaged in mining education. After all, students spend four or five years at a university and it is desirable that the graduate should be something more than just those many years older at the end of his course.POST GRADUATE EMPLOYMENTThe first problem confronting the university should, be to discover what the mining industry wants and expects or graduates. This must influence the university course and yet universities have done little to seek this information, and if suggestions have been offered by industry; universities appear to have made little use of them. University mining curricula are basically what they were 50, 100 and even 200 years ago. (See Appendix.) Recent decades have seen significant advancements in analytical and experimental techniques, thermodynamic theory, and computational capabilities in high temperature research which are particularly timely to address the challenges of increasingly complex and variable feedstocks in both primary and secondary pyrometallurgical processes, the need to optimise and improve them. Currently a research program is in progress on the development of the 20-component multi-phase thermodynamic database for pyrometallurgical smelting, refining and recycling systems describing thermodynamics and phase equilibria of molten slag, matte, speiss, salts, alloys and associated solids. The integrated experimental and modelling program has been supported for nearly two decades by several consortia of 14 major international companies with over 30 operations around the world, integrates many components, incorporates many in-house developments, and brings together many different groups of professionals of different levels from junior and mid-career to senior from both industry and university sectors. The aims of the paper are:  to outline the many components and issues of the overall program including analytical, experimental and thermodynamic modelling research as well as implementation of the results in industrial practice, professional education, planning and organisation issues.  to highlight the opportunities, challenges, and possible solutions.  to present these to all different groups of professionals involved in the current program.  and thus, importantly, to facilitate possible future further developments and collaborations in the field of phase equilibria and thermodynamics of complex high-temperature systems.

The various facets of university-company cooperative activities and the opportunities for collaborative research for the mineral industries are presented in this paper. The advantages and disadvantages of various alternative research funding arrangements for the researcher, the university, and the sponsoring corporation are discussed. Examples of university-industry cooperative research programs are briefly outlined. The concept of a cooperative mining research program is presented. The improvement of performance through techno- logical developments and human skills may well be the greatest competitive edge available to the U.S. mining industry. In this regard, the need for new endeavors between industry and universities can hardly be overemphasized.

Research, hardware development, and field testing have been conducted on systems to allow easy and accurate determination of both foundation tip depth as well as the properties of the soils at and above the foundation tip. The nondestructive testing method used for tip depth determination is the Parallel Seismic (PS) method, while the soil properties are determined by a Cone Penetrometer Test (CPT). The research and development effort reported herein uses a novel combination of the two methods to allow a single piece of portable field equipment to perform both tests. A system has been developed and tested that includes a triaxial geophone and a hydrophone in the cone probe tip to allow collection of the PS data by a CPT rig without requiring a drill rig with hollow stem augers. Using the instrumented tip along with a standard instrumented CPT cone allows for the simultaneous determination of both the depth of unknown foundations and the measurement of soil properties along the length of the unknown foundation. The combined system allows for a more complete and accurate analysis of foundation capacity and scour susceptibility.
