One of the most important questions that arises in ore estimation can be stated as follows: What is the error when one extends the grade of a sample to a certain volume? The theory of regionalized variables, with the concept of extension variance, provides a response to that crucial question for any kind of sample extended to any volume. For the usual "extensions" encountered in current mining practice, some simple results can be derived from that theory which was initiated by Dr. G. Matheron. These results have been applied to a stratiform lead-zinc deposit for which several estimations of grade, tonnage and related precision have been made for a series of grid sizes such as might be used in a progressive exploration program.

Although bismuth mineralization is spread widely through the Lachlan Fold Belt in New South Wales, broad grouping of the various deposits can be effected on the basis of geographical and geological (age and type of associated rocks) affinities. As a result, significant concentrations of bismuth can be recognized in the Mid-Western granites, Cobar-type ore, the Yass Silurian acid volcanic belt, and the Albury, Bega, Braidwoodand Bathurst districts.In these deposits bismuth generally occurs in minor amounts associated with molybdenite, wolframite, scheelite, cassiterite, chalcopyrite, galena, magnetite, pyrite, arsenopyrite, and native gold. From this group of minerals three broadly defined associations can be recognized.I. Bi-Sn-W-Mo2. Bi-Au( -Te)3. Bi-Pb-Cu(-Au)There may be some interchangeability of these metals, as instanced by occasional Bi-Cu-W-Mo mirleralization, but pyrite and/ or arsenopyrite are usually prominent in all associations.The first two of these associations occur mainly in the form of narrow quartz veins rarely averaging more than O· 3 per cent Bi, although there is often a marked enrichment in ferruginous material in the oxidized zone.Most of these veins occur within or adjacent to granitic rocks of varying ages (principally Silurian or Devonian), although Bi-Au mineralization tends to be related to more basic igneous activity than the Bi-Sn-W-Mo association.The latter is also occasionally developed in pipes, usually coarse-grained and richer in bismuth (as at Whipstick, the principal mine in New South Wales with a production of 343 tonnes of the metal), or in lower grade, but probably larger tonnage skarn deposits. The bismuth-base metal association occurs mainly in Silurian acid volcanic sequences and may also form low grade but large tonnage deposits, such as is possibly developed at Cobar.

The characterisation of high-P iron ores by field emission gun electron probe microanalyser (FEGEPMA) was carried out to determine elemental associations in iron oxides sensus lato and, using this knowledge, to speculate on possible P incorporation mechanisms in goethite. Quantitative data was collected from two goethite-rich bulk ores and results showed that in both samples goethite was the main repository for phosphorus. The P-rich goethite also contained elevated levels of both aluminium and silicon.To understand the mechanism of P incorporation in goethite, high-P grains were located by coarse mapping of polished blocks with the FEG-EPMA. Analysis of element distribution maps collected on the P-rich grains showed that low-P regions within grains were typically associated with low-Al and high-Si, whereas high-P regions were associated with high-Al and low-Si. Based on follow-up quantitative analyses, a coupled substitution mechanism for phosphorus incorporation within goethite was proposed: 2Si4+ = 1P5+ + 1Al3+. Additional quantitative analyses on further examples indicated the mechanism was only valid for Si contents in goethite of <1 wt per cent.Preliminary transmission electron microscope (TEM) studies confirmed the presence of P, Al and Si in goethite.

Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. Introduction Development of oil and gas is still centred in the Province of Alberta, much as it was when C. C. Ross read a paper on this subject three years ago at the Annual General Meeting in Montreal; but so far as gas is concerned, its early production in Saskatchewan seems now assured. The three years that have elapsed since Mr. Ross' paper have witnessed a growth in the world's production of oil that has created a potential supply out of all proportion to the demand for petroleum products, and one that has resisted the most energetic efforts of the industry entirely to control. The natural result has been very much to retard the active prospecting of new structures in the Prairie Provinces with any immediate view to oil production, although the same factor has not hindered the search for gas to the same extent. One consequence has been to divert the attention of organized oil operators from wildcat drilling to more detailed geological investigation than had hitherto been customary, sometimes accompanied by test drilling with a view to the elucidation of geological structure rather than to the immediate development of production which at the present is not needed. Nevertheless, in spite of the growth of this phase of oil prospecting - which the writer would be the last not to welcome as a very real blessing and of far greater value than indiscriminate wildcat drilling in either the complex structures of the foothills or the simpler but largely concealed formations of the plains- it is most satisfactory to have to record that in these three years the growth of production both of naphtha and the heavier crude-oil has kept pace with the by no means inconsiderable growth in the production and utilization of natural gas.

WITHIN the past three weeks the price of crude oil in the Mid-Continent field has been cut 50 .per cent. Similar action has been taken, or probably, shortly will be taken, in most of the other fields of this country. This cut is very drastic. Is it justified? Some of the causes advanced for the cut are: that it is in line with the industrial downward readjustment now taking place throughout the country, and that there is an over-production of oil, which can best be slowed down by lowering the price of crude. In part, these two reasons are logically advanced, but such underlying causes as the great production- in Mexico have not been prominently brought forward nor the fact that it would be advantageous at this time to fill up the empty storage of many of the consuming companies at a low 'price. In order to properly comprehend the situation let us compare for a moment the production- of oil in the United' States and that in Mexico. Oil in the United States occurs in numerous often widely separated pools, varying in individual area, but each usually relatively extensive, compared to the area or gathering ground from which it is ultimately derived: It occurs in mod-erately porous reservoir rocks under such conditions of pressure, mobility and availability as to preclude its withdrawal except over a period of years-varying from 1 to at least 40 (average, say 15 years, depending on-the pool). One well will usually drain a limited area-2 to 10 acres-so that rate of withdrawal of oil under each owner's property is determined by the owner. - The important point to remember is that no matter how intensive the development, the oil reserves of -the United States cannot be materially exhausted' for at least 20 years, and the total available supply, not including shale oil, will probably require 50 to 75 years, or longer, for its withdrawal, the yearly rate of production decreasing slowly from this time on.

I HAVE been greatly honored as your unanimous choice for President of this. Institute, with which I have been associated during my entire professional life. It is customary for your new President, on these occasions, to make some observation on matters of general interest from the engineer's standpoint. The profession of engineering in the United States comprises not alone scientific advisers on industry but, in great majority, is comprised of the men in administrative positions. In such positions, they stand midway between capital and labor. The character of your training and experience leads you to exact and quantitative thought. This basis of training in a great group of Americans furnished a wonderful' recruiting ground for service in these last years of tribulation. Many thousands of engineers were called into the army, the navy, and civilian service for the Government. Thousands of high offices were discharged by them with credit to the profession and the nation. We have in. this country, probably, one hundred thousand professional engineers. The events of the past few years have greatly stirred their interest in national problems.' This has taken practical. form in the maintenance of joint committees for discussion of these problems and support to a free advisory bureau in ,Washington. The engineers want nothing for themselves from Congress.. They want efficiency in government, and you contribute to the maintenance of this bureau out of sheer idealism. This organization for consideration of national problems has had many subjects before it, and I propose to touch on some of them this evening.

This paper presents a novel methodology for the hydraulic design of mine backfill distribution systems. The ?operating range? method uses the concepts of the hydraulic grade line and equivalent pipe length to determine flows and pressures as the pipeline route and static head change over the life of the mine. The operating range method is easy to learn because it is semi-graphical and uses well-known design concepts (e.g., the hydraulic grade line) and slurry design models (e.g., the Durand deposition velocity model). However, by changing the paradigm in which these concepts are used, the operating method allows all potential pipeline cases to be analysed simultaneously without the need to know the exact pipe routing. It also allows the hydraulics engineer to quickly identify ?pinch points? and ?slack flow? zones, to estimate the effect of changing the size or length of any given section of pipe, to assess the impact of changing the material properties of the backfill slurry, to size the slurry pumps, and to size and locate rupture discs when required.

The SMCO copper plant is located in DR Congo, and was designed by China NERIN Engineering Co., Ltd. The process is a typical hydrometallurgical plant with Leach-SX-EW, with the project treating the oxide minerals with agitation leaching, followed with three stage of solvent extraction and two stages of stripping, and using permanent SS cathodes to produce LME grade copper. Because of the special characteristic of the ore, what contains 2 different type of oxides (one high carbonate oxide and the other low carbonate), there are several new technical measures that have been developed and adopted for the plant. For example, different grinding, leaching, and filtering are used to treat different oxides. This paper, presents the project process, engineering design, construction and commissioning. The paper also describes some of the problems encountered during plant commissioning, such as the agitation leaching tank issues, and corrosion in the settler-mixer. This paper discusses some NERIN solutions to these problems, and explains the use of the CN filter, which is used to filter PLS to treat high level suspend solids, instead of the traditional sand filter. Finally, this paper also proposes steps / measures for further improvement for future plant operation.

THIS paper describes a series of tests performed at the Hollinger mill during the past four years, in which both metal and rubber-lined pumps were used for pumping sand and slime. While conditions will not be the same at other mills, it is felt that the information gained from the tests should be of value to other operators and of assistance to them in selecting the most efficient size of pump and kind of lining for economical operation. For the successful operation of pumps with rubber linings there are certain conditions, which, if recognized at the outset, will save the operator a good deal of work and trouble. First is the necessity of keeping sharp pieces of steel, or anything that might cut the lining, out of the pumps. This can be effected by placing screens in the proper locations. Second is to recognize the fact that the rubber lining of the shell, and the rubber cover of the impeller, are subjected to very different conditions. The shell lining, :being at rest and well supported by the metal case, has a relatively easy job compared ? with the impeller covering, which is subjected to centrifugal force and has a tendency to tear itself away from the metal core. Also, the pulp travels through and past the impeller at a high velocity. These two factors, centrifugal force and velocity of the pulp, would appear to set a limit to the speed at which, for a given set of conditions, it is economical to run a rubber-covered impeller. Therefore, a pump should be large enough for the work to be done. To get the best mechanical efficiency, it must be operated somewhere near the limit of its capacity, but this may not give the best overall cost, because the saving in power, due to the high efficiency, may easily be lost through excessive wear on the lining. It would appear that this condition is more critical in a rubber-lined pump than in one lined with metal.

"In an attempt to address the issue of rising labour costs, and to improve productivity, a laser-based system to guide underground LHDs and trucks has been developed. This comprehensive system is known as the Opti-Trak system.Essentially, the vehicle is equipped with front and rear-mounted lasers which scan a reference strip mounted on the drift back. The vehicle follows this reference strip and in addition, based on reflective bar codes mounted beside the reference strip, initiates certain functions (i.e. dump cycle, speed change, brake check, etc.). Any programming that is drift-specific is handled by the positioning of the reference strips and bar codes. Consequently, the vehicle can easily travel to many different haulageways or branches, providing the reference strip and bar codes are in place.The advantages of this system are an immediate elimination of haulage operator costs and an increase in available hauling time to 7 hours out of an 8-hour shift as compared to the typical 5Y2 out of 8 hours that a manned haulage system offers.This paper describes the Opti-Trak system and the benefits to be realized from automation of mine haulage requirements."

Nowadays along with population growth, industry development, consumption of mineral resources and the fact that the reserves on hand are running out, the depth of surface and underground mines for further exploitation are increasing. During recent years, in underground mining, the block caving method for low-grade and large-scale deposits has shown a growing rate of application. This method is very cost effective and economically affordable. The dimensions of blocks are one of the most important parameters which should be taken into account since it has been proved to have a great deal of effect on technical issues such as commencement of caving and mine design. Proper calculation of the length and width for a block in this method leads to proper caving and discharging which are the most important stages. Therefore, in this method, the calculation of the optimized dimensions (length and width) of blocks is not only important but also directly helps the productivity of extraction. In this study, firstly for the purpose of facilitation, some assumptions were considered and having used these assumptions for estimation of optimized length and width of block, a relationship based on rock mechanics and physics was explored. Furthermore, some necessary details were added to the said relationship and finally, it was transformed into an inequality. Solving this inequality provides us with the optimized length and width of the block. The explored relationship was analyzed with MATLAB software and the graphs thereof were drawn. In these graphs, each time one of the input parameters has been drawn up in a logical range so that it could be compared with previous states.

The Moab Khotsong Metallurgical Complex comprises a gold recovery circuit (Noligwa Gold Plant) and a uranium recovery circuit (South Uranium Plant). The metallurgical complex employs the reverse leach technology for the recovery of uranium; specifically, uranium extraction prior to gold using acid leaching processing. The inherent uranium species in the ore are uraninite, coffinite and brannerite. The slurry that has been subjected to the uranium leach is further subjected to solid-liquid separation to separate the uranium in a solution through counter-current decantation and the solids (solids carrying all the gold), which are repulped and returned to the gold plant for gold processing. The uranium leaching process is critical to the uranium playing a pivotal role as a value adding by-product to the gold operation. The benefit of adopting this reverse leach process, for improved gold recovery, is that it exposes gold particles occluded within the uranium matrices and avails them for cyanidation. However, the drive for operational efficiency in uranium extraction must be weighed against the incremental operating cost against the backdrop of depressed spot uranium market prices. Over the years, efforts were directed at maintaining the benefit of extracting uranium to enhance gold recovery and simultaneously, optimising the operating cost model for the uranium operation to remain relevant to the gold operation. The aim of this paper and the corresponding presentation is to give an account of the uranium processing optimisation journey embarked on over the years; namely, the operational tradeoffs made in the process of ensuring that uranium continues to add value to the gold operation. These challenges were faced while striking a fine balance between processing cost and operational efficiencies against the prevailing depressed uranium spot market prices. Mineralogical- and laboratory tests conducted form the support basis for the results and observations articulated in the paper. This paper demonstrates the method of approach for the optimization of such filters. This does not only incorporate the proven and simple recently developed equations for the calculation of the solids throughput, the residual moisture and gas throughput, but also introduces equations for the calculation of the specific product costs for both vacuum and hyperbaric filtration under consideration of the influences exerted by the filter compressor and a possible thermal drying. An easy-to-use method is offered which incorporates a special graphic representation concerning the plotting of the target parameters in dependence of the pressure difference with which the optimal process pressure difference can be established, independent of the specific cake permeability or product fineness. Finally, the optimization method is exemplarily demonstrated for a concrete application.

"Abstract-Exploration in most areas of Canada has to contend with problems posed by glacial overburden. In many areas exploration for gold has been based on the sampling of tills, frequently by deep overburden drilling, and analyses of heavy mineral concentrates. Notwithstanding the significant role that till geochemistry has played in the discovery of some important gold deposits over the last few years, increased appreciation of the nature of the glacial history and stratigraphy and the character of gold within till has led to the recognition of a number of ways whereby the effectiveness of exploration can be improved upon.In order for till geochemistry to be useful in exploration, a number of conditions must be fulfilled, including:1. mineralization, or alteration halo related to mineralization, subcropping at the bedrock /over­ burden interface; 2.glacial erosion and dispersal of a recognizable signature of mineralization into the glacialsediments; 3, preservation of glacial sediments containing this geochemical component (trace metal or mineral) at positions subsequently selected for sampling (normally drill sites); 4. correct identification of specific till units and associated ice movement history; 5. collection of adequately large and representative samples; 6. appropriate sample preparation and processing; 7, appropriate geochemical analyses; and 8. correct data processing and interpretation.While we have no control over the first two geological conditions, and only limited controlover till availability, we can control the quality and thoroughness of sampling, sample identification, sample preparation, analysis and interpretation. In particular attention needs to be focussed on obtaining a large enough sample to be adequately representative, an unbiased sample must be collected, together with appropriate sample processing, analysis, data processing and interpretation. It is considered that by modifying or extending existing approaches to gold exploration the chances of exploration success can be increased. In particular, analyses of both the heavy mineral and minus 63 ?m fractions of till is recommended because gold in till may occur in different size fractions."

"This paper explores the complex interrelationship between the resource cycle, recycling and metal production as a function of economics, environmental legislation, and product design. It is argued that central to optimising this resource cycle lies the control in particular of physical separation plants by the application of advanced sensor technology and sorting equipment, as well as suitable control and sampling algorithms supported by optimising mass balance models.Metals are produced through a long chain of processes. For primary resources, metals production goes through mining, mineral processing, ore smelting, conversion and refining steps or via low temperature hydrometallurgical processes, or a combination of both pyro- and hydrometallurgical operations. For the recycling of resources, metals are separated and recovered from metal scrap, which plays an increasingly important role in the world. Metals after being produced, either from primary or recycling resources, have to be further refined or manufactured into various types of alloys and finally shaped into different products for the end-users. Since the end-user discards products the contained materials find their way back into the resource cycle as scrap. Therefore, controlling the metallurgical reactors also controls, in a much broader sense, the material quality in the complete metals cycle, from the production phase, to the end-use phase, up to the recycling phase (Reuter et al., 2003). The recycling phase includes separation of materials into saleable intermediate products, which are reintroduced into the production phase as a recycling resource. Therefore, the metallurgical processes in each unit operation in the metals production and processing chain have to be controlled, so as to achieve optimal performance of high product quality, low energy and materials consumption, and low environmental impact."

NICKEL Plate mountain coincides closely with that portion of the Hedley mining district which is of economic interest. From it has come almost the entire past production, and the active mines of the present epoch, Nickel Plate-Sunnyside and Hedley Mascot, lie in a compact group near its summit. The Hedley district, which is 210 miles due east of Vancouver, is situated in the Okanagan range of southern British Columbia, where this rather gentle uplift is deeply dissected by the canyons of the Similkameen and its tributaries. The region is essentially part of the Interior Plateau of the Province (Figure 1), but is adjacent to easterly elements of the Coast Range. The Similkameen canyon, 4,000 feet in depth and frequently less than 4 miles from rim to rim, traverses the district from northwest to southeast. The deepest and narrowest portion of the canyon lies between Hedley and Keremeos, 18 miles to the southeast. At Hedley, an important tributary, Twenty Mile creek, enters from the north in a bold canyon, making a focus of unusually rugged topography. Nickel Plate mountain occupies the sector to the east of this junction (see Figure 2) and its flanks are ringed by the cliffs of Twenty Mile canyon on the west and by those of the Similkameen canyon on the south. On the east, it slopes gently to the hanging valley of Eighteen Mile creek, and on the north, with only slight loss of elevation, it merges into the moderately hilly surface of the plateau.

THE lead and zinc region of SW. Missouri is interesting, not only by reason of the value of its output, which ranges in the neighborhood of ten million dollars a year, but even more because of the facilities which it offers for the study of certain forms of ore-deposits, of which the loci and genesis are somewhat obscure. Although the mineral species found in the region are few and of common occurrence, crystallization has taken place on a generous scale, and unusual forms abound in many combinations, presenting examples of pseudomorphism, paragenesis, metasomatic replacement and the action of mineral-depositing and mineral-dissolving waters. For the mineralogist, lithologist, and specialist in certain lines of metamorphism, it has peculiar attractions, while the systematic geologist will perhaps find its chief claim to attention in the simplified problem it presents, in the study of ore-deposits. In addition to the phenomena above enumerated, it presents instances of well-developed comb-structure in the ores, fissures and faults, and slickensides-features usually associated with extensive movements in the earth's crust, and believed by some authorities to prove the deep-seated origin of the ores. In connection with these occurrences, the absence of all igneous rocks from this region is noteworthy and significant. For that reason, the simplified case presented by the Joplin region, from which these rocks have been eliminated as a factor, is specially valuable. Having had unusual opportunities to watch the development of this district, I have been deeply interested in the bearing of the revelations of the Joplin mines upon questions of universal importance to the science of ore-deposits ; and it was to my great regret that the project of a meeting of the American Institute of Mining Engineers at Joplin, proposed in 1892, was
