This is an audience, I know, that shares my interest in a subject that is currently getting a lot of attention -the tendency of our Nation to draw increasingly on overseas supplies of certain mineral commodities, and proportionately less on domestic sources for these minerals. That we do obtain substantial quantities of some essential minerals from abroad is easy to demonstrate. That we will continue to do so in the foreseeable future is not in doubt. Uncertainty begins, however, when we try to interpret the significance of these facts. As with many phenomena, their meaning is open to a variety of interpretations.

Mineral economics interfaces the mineral sciences and engineering with finance and economics in the analysis of appropriate questions facing the minerals and energy industries. Its practitioners include those trained in the earth sciences; mining, petroleum, and geological engineering; metallurgy and mineral preparation; as well as finance, information systems, economics, and statistics-most usefully in one or more combinations. Allowing for some overlap, three general areas may be identified: evaluation, economic analysis, and resource appraisal. Evaluation begins with mine investment analysis (exemplified by Gentry and O'Neil, 1984) and process costing, for which the STRAMM Handbook (Anon., 1977) provides a well-known basis for mining and beneficiation. But it extends from property appraisal, often used for the determination of taxes and royalties, through the determination and comparison of transport costs (e.g., Richer and Soo, 1977), and to benefit/cost analyses of externalities. Economic analysis, the subject of this section, is displayed in rigor and extent both theoretically and as applied to commodity classes in Vogely (1985), but it is implicit though apparent throughout Lefond (1983). The text edited by Vogely places minerals in their aggregative context with economic growth and trade, proceeds to the theoretical analysis of minerals and their markets, analyzes the structure and performance of the major mineral sectors, and concludes with policy issues: fuel, nonfuel, and environmental. Resource appraisal employs quantitative methods for the estimation of mineral and energy resources. It moves through geologic, geophysical, and geochemical properties to the identification of estimation procedures for mineral endowment and for the economic measure of stocks and flows of specific minerals (Harris, 1984). NINETEEN FORTY-SIX was an eventful year for the mineral industries. Perhaps the most significant development was the socialization of industry in Great Britain, initiated in 1945 but carried to fruition in the coal industry in 1946. On Jan. 1, 1947, management of the coal industry will be vested in a National Coal Board, responsible to the Ministry of Fuel and Power. A sum of £164,660,000 has been provided to compensate private owners for assets transferred to the Board. The British coal industry has been a problem for many years. Production has declined to a point where serious shortages of fuel for domestic needs have developed. Exports have dwindled to a small fraction of the previous trade. Costs have increased greatly, and quality has deteriorated. The industry's physical plant has not kept pace with the rapidly mounting wage scales in recent years. Some claim that the best and most accessible coal reserves of Britain are heavily depleted. The industry has been harassed by difficult labor problems, including bad morale among the workers and a shrinking labor force.

Mineral exploration carried out in Ireland since the mid-1950s has resulted in the discovery of ore deposits that are now in production atTynagh (Pb-Zn-Cu-Ag), Silvermines (Zn-Pb) and nearby Ballynoe (barite), and Gortdrum (Cu-Ag-Hg); a major Zn-Pb deposit at Navan that is now being drilled prior to development; potentially productive deposits at Keel (Zn-Cd-Pb), Ballinalack (Zn-Pb) and Aherlow (Cu-Ag); and a number of interesting prospects, including one of spodumene. Underground exploration of a formerly extensively mined copper deposit at Allihies has outlined new, albeit currently uneconomic, reserves at depth. The copper and pyrite deposits at Avoca have in recent years been re-explored and are now again being worked. Most Irish ore deposits are in the lower half of the Lower Carboniferous succession of limestones and subordinate shales and sandstones, and this stratigraphic zone is being most intensively explored at present. Other geological units under active exploration are Ordovician sediments-volcanics belts, Caledonian granites, and parts of the Old Red Sandstone and Dalradian series. Surface prospecting is made difficult in many places by glacial and other superficial deposits, including peat and alluvium. Geochemical prospecting methods have been outstandingly successful and primarily responsible for most new discoveries. Boulder hunting and outcrop prospecting have proved effective in detailed investigations of geochemically anomalous areas. Some parts of the country have been covered by three separate airborne geophysical surveys, albeit without success so far. The induced polarisation technique, the most widely used ground geophysical method, has contributed to several discoveries. The scope of application of electromagnetic surveys is more restricted than that of induced polarisation, but the method has been effective in a few cases and has contributed to the Tynagh discovery. To date, the resistivity and self-potential methods have found little application. Magnetic surveys are not applicable directly in the search for ore deposits of the various known types, but can be helpful in outlining geological structures in some areas. The gravity method has been used successfully in a survey over the Zn—Pb deposit at Navan ; it has also proved effective in trials over a blind sulphide deposit at Tynagh that cannot be detected with geoelectrical methods. AN ADEQUATE, dependable, and continuing supply of raw materials is indispensable to tile the United States and its industries in meeting the needs of an expanding Population, a rising standard of living, and the national security. The primary responsibility for appraising the status of the country's mineral supply and for making appropriate recommendations within the executive branch and to the Congress has been pinned in the U.S. Department of the Interior. In fulfilling its role of governmental responsibility for raw-material supplies and their efficient utilization, the Bureau of Mines has analyzed the factors in current and future mineral supplies and demands and has developed 87 statements for specific commodities that assess the national position and problems for these metals, minerals, and mineral fuels. These statements, which constitute the chapters of this volume, are based on lire assumption that nearly till production and consumption of materials in the United States are to be by private individuals and organizations, in accordance with the Nation's devotion to a private-enterprise economy.

THE INDUSTRIAL strength and the security of the United States require an adequate, dependable, and continuing supply of raw materials, of which minerals constitute an indispensable segment. With an expanding population, a rising standard of living, and the instability inherent in a constantly changing international situation, the mineral supply outlook is a major national concern. Structures, roads, and machines are built largely of mineral products; the energy to heat the structures and to power the machines is derived mostly from minerals; agricultural out-put is sustained with the aid of mineral fertilizers; and the Nation's economic and military security both are founded ultimately on its ability to obtain and utilize essential metals, nonmetals, and mineral fuels.

The first major evaluation of the nation's raw materials prospects after World War II was completed by the President's Materials Policy Commission (Paley Commission) in 1952 and submitted to the President in June of that year, as a five-volume study entitled Resources for Freedom. The bulk of the report was devoted to an analysis of the past, present, and probable future of the Nation's mineral supply industries. The Commission's evaluation of the future situation regarding minerals was derived from its forecasts of the probable domestic demand for the major minerals in the 1970's. This demand analysis was made in the context of probable worldwide demand. Several crucial assumptions were made by the Commission's fore-casters. It was assumed in 1950 that the next 20 to 30 years would see no major wars and be a period of sustained economic growth. Another assumption was that the anticipated demand for raw materials must be supplied at essentially no increase in real cost in order to avoid crucial supply problems. The Commission's forecasts were derived within the context of the country's expected future rate of economic activity. The gross national product (GNP) growth to 1975 was derived from projections of the number of people in the labor force, hours of work, and an index of probable production measured per unit of labor input. It was believed labor hours would decrease and labor productivity would increase. The result was a forecast GNP growth rate of 3 percent.

The contribution of minerals to the growth and development of the United States is best demonstrated by the uses which have evolved during the past two centures. During pre-Revolutionary days the colonies were essentially agricultural in character, producing cotton, tobacco, rice, indigo, grains and flour, fish, livestock, dairy products, and timber. Shipbuilding was the major manufacturing industry. In 1763, the total value of exports for Virginia, Maryland, New York, Pennsylvania, and Massachusetts was £2,722,000, of which £55,000, or 2 percent, was for "copper ore, and iron in pigs" (3)1 and £49,000 was for 21,000 barrels or hogsheads of "pot-ash." The value of 75 ships built for sale in 1763 by the colonies was £61,500.

Every few years we are treated to a battle over trade policy when the Reciprocal Trade Agreements Act comes up for consideration. In 1962 it is especially appropriate to consider the problem of mineral import -policy and the closely related problem of general import policy, for this year&apos;s struggle is different from those of the past in two ways. First, proposals have been made which are a substantial departure from past trade agreements legislation, and second, the formation and growth of the Europe Economic is Community may have an important bearing on the kind of legislation that is adopted. But this anticipates what is to come later. My task is to examine the problem of mineral import policy, although we shall find soon enough that general trade policy must be considered in order to get an indication of what is in store for minerals.

Workers at the Consolidated Aluminum Corp. primary aluminum smelter at Lake Charles, LA walked out at midnight March 31 when their contract expired. Management personnel operated the smelter and prebaked carbon anode facilities until an agreement for a new 3-year contract was reached April 18. The Aluminum Company of America (Alcoa) began operations at its can recycling facility at Taylor, MS. The facility can process 3 million pounds per month of aluminum and steel cans. Alcoa announced plans to increase the capacity of its aluminum paste and flake production plant at Logan&apos;s Ferry, PA by 50 percent. Completion was scheduled for mid-1980.

IN reviewing mineral industry education a year ago, occasion was taken to congratulate the Institute in general and to felicitate the Education Di- vision in particular on "the most gratifying growth which is taking place in Institute consciousness in regard to its responsibility for the recruitment and adequate training of student personnel and for the successful bridging of the difficult gap between graduation and achievement of professional status." Continuation of this growth of interest throughout 1939 is a recognition of the validity of the splendid statement of George Otis Smith that the mining students of today are the ore reserve of the Institute for the future. In this connection one recalls the equally apt expression of another distinguished geologist, George M. Fowler, who, speaking of exploration for ore deposits, says, "The place to look for elephants is where elephants have been found."

THE Engineering Education group began its sessions Tuesday morning, Feb. 16, as a Committee and wound up the day as the Institute&apos;s fifth " Division." C.II. Fulton presided. The first paper for discussion was entitled "Teaching Management in Engineering Schools,"&apos; by Eugene McAuliffe, president of the Union Pacific Coal Co., space for which may be found later in these pages. In it, Mr. McAuliffe argued that an engineering student should be taught the knowledge of men, much as a medical school teaches surgery. He then went on to indicate, out of the wealth of his administrative experience, the problems an executive needs to be equipped to handle, and said that every student engineer should look on himself as a potential manager.

SUGGESTIONS that existing schools give instruction bearing on the mineral industry, or that schools for that purpose should be established in the United States, began to be made early, and it would require too much space to catalogue them all. Some of the more important may be mentioned to indicate their general character. In the "advertisement to such parents as have now (or expect to have) children prepared to be educated in the College of New York," which appeared in the New York Mercury of June 3, 1754, Samuel Johnson, the first president of King&apos;s College, the predecessor of Columbia, said that it was the "design of this college to instruct and perfect the youth," among other things, "in the arts of Numbering and Measuring of Surveying, and Navigation and Geography. . . . and in the Air, Water and Earth around us, and, the various kinds of Meteors, Stones, Mines and Minerals, Plants and Animals; and in the knowledge of all Nature in the Heavens above us, and of everything useful for the Comfort, Convenience and the Elegance of Life . . . " Though the concept that natural science should be used to enlarge the bounds of human life was thus implicit at Columbia from the very beginning (John Stevens graduated from it in 1768, James Renwick in 1807, Horatio Allen in 1823, and A. W. Craven in 1829), it was only during the period of Renwick&apos;s professorship of Natural and Experimental Philosophy and Chemistry (1820- 1853) that much attention was given to applied science.* Among the Austin papers, published by the American Historical Association,2 there is a draft in Stephen F. In 1981, U.S. Bureau of Mines personnel conducted a survey of claims and prospects in the Wheeler Ridge RARE II area to determine if mineral resources or potential for resources exists at deposits in the area. Results of Bureau of Mines investigations indicate the area contains no identified mineral deposits. However, the geologic setting at the Round Valley Peak Prospect near the center of the study area is considered to be favorable for the discovery of tungsten resources with associated molybdenum and copper. Tungsten deposits, should they be present, would be expected to occur at depth in tactite at or near the calcareous rock-granite intrusive contact. Sand, gravel, and stone deposits in the area are not considered to be resources because equal or better quality material is available closer to major markets. INTRODUCTION The 16,200-acre (6,560 ha) Wheeler Ridge study area is 11 mi (18 km) northwest of Bishop, California, on the eastern flank of the Sierra Nevada range. The John Muir Wilderness adjoins the study area&apos;s western boundary (fig. 1).

In Mineral Processing, the objective of most processes is the separation of mixtures of minerals, which are originally associated in composite particles. Feed preparation processes grinding for instance, which take place before beneficiation or separation processes do not usually break particles at the boundary between mineral phases. They produce composite ("middlings") as well as liberated particle. It is therefore necessary, in a particulate system, to determine the proportion of particles which are liberated as well as, ideally, the size distribution of minerals which remain associated in composite particles. Up to now, there has been a lack of experimental techniques to characterize completely composite particulate systems. Heavy liquid separation which is commonly used to obtain information of this type can only be applied to simple binary cases for which one mineral has a low density (lower than e.g 2.8 ). The technique which is proposed in this paper involves the measurement of parameters on polished sections of particles mounted in a matrix, and the use of mathematical transformations to reconstruct in three-dimensions the information obtained from these measurements .

This paper presents a mineral liberation study on two iron ore samples from the Quadrilátero Ferrífero, in Brazil: compact itabirite of low-grade metamorphism (CI) and friable itabirite of high-grade metamorphism (FI). The quartz liberation spectrum for both samples have been obtained through QEMSCAN analyses, carried out for several comminution degrees, to compare the liberation characteristics and to evaluate the evolution of the quartz’s liberation degree after fragmentation. The results have shown significant differences in liberation spectrum between the itabirite samples studied. The liberation process of FI was easier than of CI, due its high porosity and larger crystal size compared with CI, which has shown more complex mineral assemblages with low porosity and smaller crystals. The quartz liberation spectrum has shown that grinding at P95 of 0.210 mm for the FI sample, and of 0.045 mm for CI sample, should result in satisfactory liberation for subsequent concentration step.
