This paper is a revision of Reports of Investigations , Serial 2541 , which was published in November , 1923 , for the benefit of State mining inspectors , safety engineers of mining companies , and others interested in electrical safety inspection in mines . It presents the important points that should be watched by inspectors and briefly reviews the work of the Bureau of Mines in testing of electrical apparatus and equipment to determine their permissibility for use in gassy coal mines .

The first thing to consider in prevention of electric shock is the voltage of the circuit. No person can be sure that he will not be killed, even from a 110-volt circuit, if he makes proper contact with the circuit so as to cause the maximum current to pass through his body. As the voltage is increased to 250 volts, 500 volts, or 2,300 volts the danger from contact with the electric circuit is increased, Alternating current of the same nominal voltage is possibly more dangerous than direct current. Experience has taught us that both will cause death, and that if the fatalities from this source are to be kept low, certain precautions in the guarding of circuits must be observed.

Graphite occurs in many places in the United States, but previous to 1914 the domestic production amounted to only 15 to 20 per cent of the natural graphite consumed in this country. Including artificial, graphite, the proportion was about 25 per cent. During the World War the production of both natural and artificial graphite increased until, in 1918 it, contributed more than one-half of the available supply, and since 1919 the proportion has not fallen below 40 per cent. Except during the war period, however, this apparently increasing independence has not been due to any large increase in production from domestic mines. It simply reflects a larger output of artificial graphite and reduced imports of Ceylon lung and chip, grades which have never been produced in substantial quantity in the United States. DOMESTIC DEPOSITS3 American graphite deposits, though numerous and often large, are characteristically low-grade. They constitute an abundant source of potential supply, but in normal times they have proved relatively costly to work, and even at the same price the various products have never been able wholly to displace certain imported qualities, notably crucible grades from Ceylon and pencil graphite from Mexico.

Ventilation is the most important safety factor in the production of coal because on it depends the safety, health, and efficiency of those who work underground. Without adequate and efficient means of supplying fresh air to the working faces, mining could not have advanced as it has. The extent of the workings, the increase in mechanization, and the increasing use of electricity are largely responsible for changes in methods of ventialtion. Ventilation in the early, days of coal mining was accomplished by means of a natural draft, created principally by a difference in the weights of columns of air between the intake and return openings: Later the furnace was introduced for the purpose of increasing the quantity of air in circulation. Mines continued to become larger, their output increased, men were employed in greater numbers, and more fresh coal surfaces were exposed. Coal beds near the surface, and practically free from explosive gas became exhausted, and deeper beds that liberated methane were opened as development advanced. Mechanical ventilation became necessary and was first accomplished by disc-type steam driven fans she old-.fashioned steam driven disc fan has generally been supplanted by the powerful electrically operated centrifugal fans in use at modern coal mines. In order to be secure against gas explosions and provide ample fresh air for persons employed in large coal mines, air must be conducted through the mine to all working places and to all other unsealed parts of the mince in sufficient quantities to dilute and render harmless all dangerous and noxious gases.

The content of the book covers: (1) The theory of the Eötvös torsion balance; derivation of the working formulas; description of the instrument; method of observation; relation of the magnitudes observed to the lines of force and the level surfaces of gravity; corrections or normal effects, near and distance terrane; subterranean effects; effects due to certain mathematical bodies. (2) Notes on the practical employment of the Eötvös torsion balance; initial testing of the instrument and of accessories; hints on planning the survey; work at the station site; office computation and plotting of results; the interpretation of the results: (3) A description of the instrument and instructions for its manipulation. This book was the best discussion in English on the theory and use of the Eötvös torsion balance and is surpassed only by a later paper by the same authors that covers much of the same ground. The book is suitable for a textbook for beginners, and advanced students will find it of use. It should be available as a reference book in all geological libraries and in all torsion balance department offices.

The mining methods described in this paper are those used in a large mine producing hard specular ore on the Marquette Range in the Upper Peninsula of Michigan. Although the conditions of mining are unique in this district, they are similar to those in many other districts, and information in regard to the methods used and the results obtained should be of interest. The methods now used are an outgrowth of those of former years which have been adapted to conform with improvements in mechanical appliances, changes in the wage scale and labor supply, and the' selling price of the product. The mine is situated' at Ishpeming, in the Upper Peninsula of Michigan, 16 miles west of Marquette, its shipping port on Lake Superior.

Cooperation between the United States Bureau of Mines and the Safety in Mines Research Board of Great Britain, continuous since 1924, has made possible this and other papers on safety subjects. Grateful acknowledgment is made to representatives of the Board for their assistance in arranging visits to several mine safety stations, and to F. R. Wynne, Deputy Chief Inspector of Mines, for arranging visits to mines in Great Britain and other countries in Europe. During the summer of 1927 the writer had the privilege of visiting the mine safety testing stations in great Britain, Belgium, Germany, and France, in the order named. All of these countries have large coal mines, many of which are rated as gassy. Therefore, when the installation of electrical equipment is contemplated, each of these countries is confronted with the same safety problem as is the United States - the development of electrical equipment that will not ignite gassy atmospheres which through neglect or accident might surround the equipment. The means employed by these countries in safeguarding gassy mines should therefore be of general interest to safety engineers in American coal mines, and it is proposed to give a brief survey for each of the four countries mentioned. The third of these surveys covers conditions in Germany.

The Minas de Matahambre is situated on the north coast of Cuba, in the Province of Pinar del Rio, approximately 150 miles west of Havana. This nine is the only producer of copper in Cuba, and has been worked for the past 15 years. In 1921 the property was affiliated with The American Metal Co., Ltd., and has been worked by them since that time under the direction of Mr. D. D. Homer, General Manager. Extracts from P. D. Wilson's ?Preliminary report on the geology at Minas de Matahambre? have been freely used in this report.

The Tennessee Copper Co. operated two mines in the Ducktown district during 1928. The Burra Burra mine is much the larger operation and is the chief source of the ore smelted and treated in the, company's smelter and acid plant rat Copperhill, 4.5 miles from Ducktown. This mine operates steadily and furnishes a regular output of about 40,000 tons per month. The Eureka mine is operated irregularly and produces a much smaller tonnage of high-sulphur ore the rate of output depending upon the demand for sulphur. During 1928 about 60 per cent of the combined output of these mines was shipped directly to the smelter, and the balance was concentrated before shipment in the flotation plant located near the mines. This circular is one of a series of reports on coal mining methods and cost s which are being prepared by the U. S. Bureau of Mines for the purpose of making available to those interested in the industry a knowledge of the mining methods employed in mines where mechanical and hand loading is practiced and the cost data on the several operations pertaining to the removal of coal from the working faces and its transportation to the tipple for loading into railroad cars. The methods employed are influenced by the natural local conditions with respect to the thickness and character of the coal beds and the overlying strata, the means employed for roof support and its control, and the disadvantages incident to the development of mines in thin coal beds.

The organic act passed by Congress in 1910 instituting the Bureau of Mines provided that the director of the bureau should promulgate such investigations as might be necessary to determine the causes of mine accidents and the best methods of preventing them. With the object of accident prevention in view, Director Joseph A. Holmes, and others who were pioneers in the bureau, conceived the Plan of having first-aid and mine-rescue training as one of the major activities of the Bureau. Out of this plan grew the first-aid and mine-rescue contests, which have been featured as an incentive for men to take courses in this type of mine safety training. The first appropriation for mine-accident investigations became available on July 1, 1908, under the jurisdiction of the U. S. Geological Survey, with Dr. J. A. Holmes in active charge. During 1908 there had been some first-aid training in the Pennsylvania anthracite field and a start made in Illinois, although there appears to be no exact information as to when or where first-aid training in the mining industry first became a reality, it is generally conceded that the St. John's ambulance corps of Scotland was one of the first - if not the first - to make the work effective. In 1911, to celebrate the establishment of the Bureau of Mines and the formal opening of the Pittsburgh, Pa., station, a first-aid and mine-rescue demonstration was conducted on Forbes Field, Pittsburgh. President William Howard Taft and many other men notable in public life were 2 resent. This was the first general national contest of the kind held it the United States; and since then there have been a number of nation-wide first-aid and mine rescue contests, as well as some which have been international in scope. There are over one hundred first-aid and mine-rescue contests of various kinds held annually in connection with mining and the allied industries.

The technology of clay and the manufacture of ceramic products therefrom, and also the clay resources of most of the individual States, are already covered by a voluminous literature. The present resume touches these matters only briefly; its purpose is essentially to bring together in small compass certain of the elementary factors affecting the potential commercial value of a clay deposit. In its preparation the author made extensive use of the annual chapters on Clay in Mineral Resources of the United States and in the two annual issues of the Minerals. Yearbook that succeeded them. For careful review and constructive criticism of the manuscript, the author is indebted to Hewitt Wilson. GENERAL DESCRIPTION The term ?clay? includes a great variety of substances that may differ widely in chemical mineralogical and physical properties. No two clays are exactly alike. All of them however, have the prominent characteristic of becoming more or less plastic when wet. Nearly all of the useful clays can be molded into articles, will hold their shape while being dried, and can be converted into a hard, rocklike substance by heat. Clay may, and in fact usually does, consist of a number of minerals among the commonest of which are kaolinite, quartz, feldspar, iron oxides, mica, bauxite, calcite, and manganese oxides. Organic matter is often present. Pure kaolinite, which has the formula A1203. 2 SiO2. 2H2O, is ordinarily, considered to be the parent "clay substance," butt most clays contain other hydrated mixtures of alumina and silica (aluminosilicic acids) along with indefinite amounts of sand and other nonessential minerals3/ Even, this so-called inert matter affects the plasticity, drying shrinkage, ease of drying, and final density, and at high temperatures may react chemically with the clay substance.

This paper sets forth the mode of ore occurrence, characteristics of ore and country rocks, methods of exploration, development, and. ore extraction, and the costs of underground operation at No. 8 mine of the St. Louis Smelting and Refining Works of the National Lead Co. located near the southern extremity of the Southeast Missouri lead district. The author acknowledges the assistance of E. T. Campbell, geologist, in the preparation of the paragraphs on the geology of the ores. HISTORY The first record of mining in St. Francois County, Mo., concerns more or less shallow semisurface "diggings" which were worked about the year 174-2. In 1864, however, the discovery of the disseminated deposits, the present source of lead, was made on property near the town of Bone Terre. Winslow has estimated the lead-ore production in this county prior to 1869 to be 59,526 tons.3

A series of 15, stations beginning with Potsdam and Budapest and ending with Budapest and Potsdam were occupied inn the period August, 1908, to January, 1909. The intermediate stations were all at points which had been connected by Baron Eötvös with torsion-balance traverses. The observations were made with an invariable pendulum of the standard four-pendulum type of instrument of the Geodetic Institute, made by Stückrath at Berlin-Friedenau. The observations at each of the field stations lasted-one to three days with one exception; two or three time determinations were made; four to eight series of pendulum observations were made; the error of determination of the elevation of the instrument above mean sea level ranged from 0.30 meter to 1.10 meters, with the exception of the Arad and Baja stations, where the elevation was known more accurately and averaged about ± 0.8 m, which would cause an error of ± 0.25 x 10-3 dynes. No topographic correction was applied. The values for ?g were taken from Eötvös: Report on Geodetic Observations in Hungary, especially Observations with the Torsion Balance, Budapest, 1910. The differences in ?g as determined, by the torsion balance and by the unvariable pendulum were: Kuvin-Hidegkut 1.2 km. 0.001, Livada-Kuvin 9 km. 0.001, Pankota-Livada 13 km. 0.004, Kuvin-Arad 20 km. 0.000, Pankota-Arad via Kuvin 42 42 km.0.005, Pankota- Arad via Kurtics 50 km.0.000 dynes. Oltay concludes that if the stations are close enough together and if the terrane is rather flat, the measurement of ?g with the Eötvös torsion balance is as accurate as with the invariable pendulum. -- Donald C. The coal and metal mines of the United States furnish this country with a large part of the fuel and material necessary to support our industries and thus make possible the welfare and prosperity of our people and even the continuance of our present-day scale of civilization. Mining companies furnish material to industry with one general purpose in mind -- the making of a profit on their work. Efforts are being made successfully and continually to reduce operating costs, to increase production per man, and to perform work as far as possible mechanically and with more efficiency. These efforts are made primarily to reduce costs, to increase production, or to do both - in other words to make more profits or more certain profits. In the endeavor to reduce expense companies are considering more and more the factors which enter into costs of production, among them the factor of accidents and their cost. This paper endeavors to estimate the approximate cost of accidents to the mining industry in order to present the saving possible through accident reduction or elimination.

This paper describing the mining practices at a mine in the Southeast Missouri district is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The conditions, operating methods, and practice described in the following pages arc those obtaining at a property in the Southeastern Missouri lead belt, St. Francois County, Mo. This property is the eldest in the county and is a consolidation of a number of separate mines originally opened up as individual operations many years ago. Present-day operations have necessarily to be adapted to suit the older levels, stones, and pillars, and also the recovery of ore from worked over areas which was considered too low grade to mine in the earlier days constitutes a different problem than that of development and mining in virgin ground.

This paper is published as a progress report for the first half of 1929 on the study of wining methods and costs in the Eastern and Central States. Data obtained from 25 mines using open-stope methods are correlated and summarized. Some of these mines have been described in considerable detail in reports already published as Information Circulars. In addition to the published reports on individual mines, considerable data have been obtained from other mines which were visited and studied during the course of the investigation. Many of these mines will later be described in detail in separate papers, and when the field has been covered in this manner it is planned to issue a bulletin on open-stops methods of mining which will amplify the subject matter of the present paper. Definition of ?Open-Stops?. - The term "open-stopes" as employed by the Bureau of Mines is applied to all naturally supported stopes; that is, stopes in which the excavated ore is not replaced by support of an artificial nature other than preps or stulls and in which the ore or (and) capping are not caved during the active life of the stopes.

This paper describing the mining practices at a 100 per cent mechanized mine working the Pittsburgh or No. 8 coal bed in eastern Ohio is one of a series being prepared by the U. S. Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The purpose of assembling this data is to place before those interested in the mining industry the methods employed and the cost data on the items involved in the winning of the coal and its removal to the railroad car at the tipple. Mining costs are governed by the mining method used, which is selected for its adaptability to local natural physical conditions such as the nature and thickness of the coal, its dip, the character of the roof and floor, and the thickness of the overlying strata.
