Every few years we are treated to a battle over trade policy when the Reciprocal Trade Agreements Act comes up for consideration. In 1962 it is especially appropriate to consider the problem of mineral import -policy and the closely related problem of general import policy, for this year's struggle is different from those of the past in two ways. First, proposals have been made which are a substantial departure from past trade agreements legislation, and second, the formation and growth of the Europe Economic is Community may have an important bearing on the kind of legislation that is adopted. But this anticipates what is to come later. My task is to examine the problem of mineral import policy, although we shall find soon enough that general trade policy must be considered in order to get an indication of what is in store for minerals.

"INTRODUCTION Mines are filled with a mixture of gases, some of which are toxic, flammable, explosive. Others can be early reporters of potential problems. It has previously been shown that analysis by gas chromatograph can the most accurate conventional analytical tool for common mine gas mixtures when used correctly. There are some other detection methods (e.g hand held sensors), but they do not detect many situations which are immediately dangerous to life or health (IDLH). Examples include explosive hydrogen mixtures, toxic carbon dioxide levels, and some explosive mixtures of methane with oxygen. (Reference our previous paper). There are several reasons for mines to consider onsite GC analysis. (1) Timeliness of results. Samples can be taken and analyzed immediately. Samples do not have to be shipped to a lab and wait for results. (2) Ability to run greater number of samples a lower for the same cost. This allows mine to increase the number of samples taken to be more informed about the gases/conditions of the mine without the worry of financial constraints. (3) Fewer sample media needed, and there is no wear and tear or cost from shipping them offsite. When samples are shipped offsite, those sample media cannot be used to take until the lab returns them when the analysis is done onsite, the sample media can be used again almost immediately. However there are several challenges associated with using GC to analyze mine gas samples onsite. To date there has been a clash of the requirements for a successful analysis, the capabilities of the technology, and the practicalities of implementation. The purpose of this paper is to discuss some of the difficulties in getting accurate reliable data and doing so in an economic way. This whole measurement activity is a cost center for a mine, so there are economic concerns for the mine to address. These concerns are mainly staffing costs, capital costs, maintenance, and consumables costs. A properly staffed and equipped analysis lab, including burdened overhead, costs about $500K per year. At a sampling rate of 10 per day, this is about $140 per measurement for a proper onsite lab."

"Coal bearing rocks are low in strength and have geological discontinuities and moisture sensitivity. Roof and rib falls have been a major cause of fatalities in underground coal mines. Mine engineers design ground control plans for regulatory approvals. A number of tools are available from the National Institute for Occupational Safety and Health to design and assess these plans. Quite often there is not enough geotechnical input information available and databases are used. The Appalachian coalfields have extensive scientific studies to provide reliable regional inputs. Coal mines in the western United States and Canada have different geological and geotechnical conditions, and less available data. Use of inappropriate inputs in the tools like Analysis of Retreat Mining Pillar Stability, Analysis of Longwall Pillar Stability, and Analysis of Roof Bolt Systems may result in unsafe designs or over conservative designs. The tools are convenient but thorough understanding of the inputs, calibration with local test results, and operating experience are important for effective designs. The current paper contains examples of difficulties faced during mine planning using the above tools. INTRODUCTION Sedimentary rocks hosting coal are low in strength. Scientific studies have placed the uniaxial compressive strength (UCS), triaxial strength, tensile strength, and shear strength of sandstone, shale, siltstone, and claystone in lower range of strength among engineering materials (1). Coal bearing rocks are most often weakened by the presence of faults, folds, slickensides, bedding planes, fractures, and other geological discontinuities. The host rocks and coal are often moisture sensitive. The geological discontinuities allow water to enter the strata from surface and underground sources. This combination of low strength, structural weakness, and presence of water results in difficult ground control situations for the coal mines. Roof (2) and rib falls have been a major cause of fatalities in the U.S. coal mines. Modern underground coal mines necessitate wide entries to accommodate large production equipment. The gate roads, section entries, and the mains entries of a highly productive coal mine are as wide as twenty feet (6.1 m). The actual intersection width is nearly thirty feet (9.1 m). Adequate ground control is a key to maintain safe production in such mines. Mine engineers and their consultants routinely submit ground control plans to the regulatory authorities. While working out the necessary roof control system the mine engineers are required to demonstrate the adequacy of the proposed system. There are multiple ways to demonstrate this. Some engineers use traditional load calculation approach of roof bolts (3). Some engineers use numerical methods. Yet a large number of professionals resort to a suite of ground control design software offered by National Institute for Occupational Safety and Health (NIOSH) commonly referred to as “NIOSH Ground Control Toolbar.” These software tools are free and easy to download from NIOSH website. The software included in this package are: Analysis of Longwall Pillar Stability (ALPS), Analysis of Retreat Mining Pillar Stability (ARMPS), Coal Mine Roof Rating (CMRR), Analysis of Roof Bolt Systems (ARBS), Analysis of Horizontal Stress Effects in Mining (AHSM), Analysis of Multiple Seam Stability (AMSS), Analysis of Retreat Mining Pillar Stability - Highwall Mining (ARMPS-HWM). These tools are relatively simple to install and use in planning and designing coal mines and prospective coal mines. They accept a number of geotechnical inputs which are collected from either an existing mining operation or from exploratory boreholes. In the absence of necessary input parameters, the programs use default values which are drawn from databases of geotechnical properties built by NIOSH."

Dawsonite bearing oil shale of Colorado's Green River Formation offers a unique and vast (6.5 billion tons of Al2O3) resource of easily extractable alumina. The processing methods required by the thermal reactions dawsonite and its oil shale carrier also require production of shale oil, soda ash, and nahcolite as marketable coproducts. These production methods are presented. The alumina production process is contrasted with the Bayer process to describe technical advantages of extraction of alumina from oil shale which may offset the problems associated with processing a relatively lean ore. While alumina production from oil shale requires development of new technology, the technical problems appear solvable. Only the political problems arising from the now onerous and completely unnecessary Federal oil-shale withdrawal appear less solvable.

But increasingly busy traffic through a number of neighborhoods made it necessary. That’s the challenge a joint venture of several tunneling contractors faced when starting its portion of the $1.9 billion Northgate Link Extension in 2013, and the project is still keeping them busy three years later. Completion will mean just a 14-minute ride from Northgate to downtown for an extra 60,000 passengers by 2030. The transit lines will join 58 km (36 miles) of new and under-construction light rail lines running north, east and south from Seattle.Voters, tired of long commute times, approved the project, a key part of Seattle’s regional mass transit system, in 2008. The extension is part of a plan adopted by the Sound Transit board in 1996 to connect the region’s major activity centers. The Northgate project is meant to relieve one of the area’s most congested traffic areas by connecting the Northgate, Roosevelt and University District neighborhoods to existing routes including downtown Seattle and SeaTac airport.Sound Transit dedicated more than a quarter of the project’s estimated expense — $440 million -— to general contractor JCM Northlink LLC to handle the tunnel segment. JCM is a joint venture formed in 2013 between Jay Dee Contractors of Livonia, MI, Frank Coluccio Construction of Seattle, WA and Michels Corp. of Brownsville, WI. The contractors regularly collaborate on large-scale projects and brought experience working on a different section of the extension they completed in 2013.JCM project leaders knew immediately that the schedule would be demanding. They had to work around the clock, six days a week to meet deadlines. The extension runs through highly populated areas, meaning contractors had to follow strict city noise restrictions between 10 p.m. and 7 a.m. Plus, supervisors needed to manage the scheduling of nearly 250 employees to keep work running smoothly.“We had eight different operations and four different subcontractors trying to work in one tunnel,” said Chris Wood, JCM site project superintendent. “It’s important that we keep work linear. That’s the biggest challenge: keeping a path in and out so you can pour concrete, keep electricians and carpenters going, and accomplish everything else.”"

"Creating stable, safe, constructible and cost effective support to openings in segmental linings is often an important component of successful delivery of a tunnel project. The many constraints on successful implementation include operational, spatial, geotechnical, structural, and constructability. Failure to address these adequately can lead to significant impacts on cost, schedule, and safety. With reference to past project experiences, this paper provides a guide to the most commonly deployed solutions and their pros and cons to help designers quickly identify the most appropriate solutions for a particular project, or act as a starting point for developing new and/or project specific solutions. It highlights the challenges that designers and contractors must address together for successful support of tunnel openings, and the constraints that arise. It then describes the common structural forms of support, and how each form can mitigate the constraints, allowing an effective opening support system to be implemented. INTRODUCTION While only a small portion of the total excavated volume of a typical tunnel, cross passages are often one of the most complex elements of a bored tunnel to construct. Cross passages in soft ground typically involve ground improvement, groundwater control, and multiple temporary support measures to ensure safe construction in ground that has been overstressed due to the construction of the running tunnels. Permanent lining construction requires careful detailing of waterproofing and reinforcement to support both long term ground and water loads and support the broken out rings of the main lining. While there is not a great deal of literature specific to cross passage construction, the main issues are discussed in some detail by Lawrence and Taylor (2011). However, the temporary support of the running tunnel segmental linings during cross passage construction is not always given the attention it deserves. The authors have been unable to find much literature on the design of such systems, much less the considerations that have led to a particular solution. Lawrence and Taylor only mention two potential methods of support. It may be easy to dismiss the opening support as an inconsequential item, but selection of the wrong support type can have significant impacts on both cost and schedule."

The main goal of this study was not only to investigate the effectiveness of the FGX Dry Separator for removing pure rock from run-of-mine coal producing a better feed stock for conventional coal preparation plants but also to optimize the FGX Dry Separator performance for producing a salable clean coal product without using the conventional wet coal preparation processes. A Model FGX-1 Dry Separator with feed throughput capacity of 10 tph was extensively tested at the Illinois Coal Development Park using two coal samples having distinctly different cleaning characteristics. Statistically designed experimental programs were conducted to indentify critical process variables and optimize FGX Dry Separator performance by systematic adjustments of critical process variable parameters. The coal cleaning performance of the FGX Dry Separator was evaluated for the particle size range of 63.5 x 4.76 mm in most cases, although FGX Dry Separator feed consisted of nominal -63.5 mm run-of-mine coals. The best cleaning performance obtained from the FGX Dry Separator is described by specific gravity of separation (SG50) and probable error (Ep) values of 1.98 and 0.17, respectively. The SG50 and Ep values for individual size fractions were as follow: 1.90 and 0.12 for the +50.8 mm size fraction, 1.95 and 0.18 for the 50.8 x 25.4 mm size fraction, 2.01 and 0.19 for the 25.4 x 12.7 mm size fraction, and 2.03 and 0.23 for the 12.7 x 4.76 mm size fraction. These process efficiency measures produced a clean coal with ash content of 13.38% from a feed coal with ash content of 34.45%. Ash content of tailings and middlings streams were 85.09% and 39.57%, respectively. Total sulfur contents of corresponding streams were 3.87%, 4.68%, 6.87%, and 4.62%. For a relatively easy to clean Illinois No 6 seam coal (Cleaning Index: 0.72), only about 0.42% of the clean coal (i.e., 1.6 float fraction) present in the feed was lost to the tailings stream. For a relatively difficult to clean coal (Cleaning Index: 0.53), about 0.98% of the clean coal present in the feed was lost to the tailings stream.

Traditionally in coal processing jigs have been used to clean the coarse coal fraction, the +3/8" or +1/4" material. Today with the advent of modern fine coal jigs in the United States, its place was moved from the coarse to the inter- mediate coal circuit, the 3/8" x 100 mesh. The most economical coarse coal circuit to build and operate is a heavy media bath circuit. The following table summarizes the cost per raw coal ton processed for a coarse coal jig circuit, and a coarse coal heavy media bath circuit. The flowsheets used to compare these two circuits are shown in Figures 1 and 2.

Over the last six years I have been involved with the calculation of ore reserves and mine planning using various computer systems and soft- ware packages. This experience has given me a unique perspective from which to view the needs of the engineers and geologists whose job it is to produce geologic and mineable ore reserves. The purpose of this paper is to share that perspective with those who are in this field or are thinking of purchasing computer software to aid in these calculations. My first experience with computers in mining was the creation of a mini-computer based coal reserve and mine planning package written as part of my Easter's thesis. This package took about ten weeks to write, four weeks to document, and two weeks to install at the mine for which it was written. It did what it was designed to do, which was to emulate the hand procedure which had been used prior to its installation. The package was specific to its application which involved several small seams of coal being mined simultaneously and would have required major modification for it to be applied to a mine where, say, one thick seam was mined in two benches.

Process automation is recognized as an area that can provide significant improvement opportunities with less capital requirement than major flowsheet modifications. This paper discusses the development and results of a strategy to allow and promote implementation of process automation improvements at individual mines based on their economic priorities taking advantage of common systems and concepts for use at multiple mines where practical. Introduction Metallurgical accounting practices have been revolutionized over the past 15 years by the introduction of low cost personal computers and easy- to-use spreadsheet software. The Chimney Creek metallurgical accounting system takes full advantage of these advances. Data is provided by a PLC-based process control system, IBM data logging, operator logsheets and assay results from an automatatic plant sampling system. The data is organized and stored in an IBM PS/2 system using Lotus 123 and customized accounting programs to provide a comprehensive information management system. Metallurgical accounting for gold plants should ideally provide information for the following: a) Gold production accounting b) Day-to-day process control and operation c) Metallurgical evaluation and process optimization The Chimney Creek system provides all of these while overcoming specific accounting problems presented by SAG milling a coarse feed, grinding in cyanide and dump leaching run-of-mine material. Process description Gold Fields' Chimney Creek mine is located 47 miles northeast of Winnemucca, Nevada, at the northern end of the Osgood Mountains. Ore is processed by a combination of dump leaching and milling processes. The dump leach operation treats approximately 2.0 million tons per year of low grade ore (0.030 oz/ton). Run-of-mine ore is top dumped in 40 foot high pads. The use of three solution ponds for leaching enables an intermediate solution to be recirculated to the leach pad to reduce the pregnant solution flowrate and increase gold tenor of solution to the carbon-in-column (CIC) recovery circuit. Gold recovery is approximately 65% by this method. The milling process employs a SAG mill-ball mill grinding circuit to treat 900,000 tons per year at an average grade of 0.19 oz/ton. The ore is crushed to minus 12" in a jaw crusher prior to feeding the SAG mill. Cyanide is added to the grinding circuit to start gold dissolution as early as possible. After grinding, leaching of the ore is continued in a unique two-stage counter current decantation circuit 1 with 12 hours of leaching between stages . 85% of the soluble gold is recovered from the first stage thickener overflow in carbon columns (CIC). The second stage underflow is treated in a scavenger carbon-in-pulp (CIP) plant. Ultimate gold recovery is over 95%. Loaded carbon from both the dump leaching and milling processes is pressure stripped by hot cyanide solution and gold is recovered from the resulting solution by zinc precipitation. The precipitate is retorted for mercury removal and smelted into bullion. The plant flowsheet appears in Figure 1. Data collection Data for daily metallurgical accounting is obtained from three sources: a) Plant sampling b) Process control system c) Operator logsheets All of the data collection for metallurgical accounting is based around the 12-hour shift operating schedule. Sampling All critical sampling for gold production accounting is performed by automatic samplers (Figure 2). Heath & Sherwood two-stage sampling systems are used for sampling all slurry streams (cyclone overflow, CIP feed and CIP tails). The automatic sampler consists of a pneumatically operated primary sample cutter and a continuous rotary secondary splitter. The cyclone overflow and CIP tails are the most critical samples since these are used to calculate gold into and out of the plant on a shiftly basis. The CIP feed sample gives additional information concerning intermediate dissolution and recovery

The mechanical behavior of hard roofs often leads to significant deformation and strong mine seismicity in gob-side entry retaining (GER) of the longwall mining, affecting the mining safety and efficiency of coal mines. Field investigations indicate that the failure process of the retained entry by hard roofs can be divided into three stages. In this paper, theoretical analysis and numerical simulations are first used to evaluate the damage process of the retained entry under the hard roof. The results show that the instability of the retained entry in the conventional GER method results from the combined static-dynamic loads (in stage II and stage III) from the hard roof. Then, an innovative method, through fracturing roofs to maintain entry (FRME), based on GER with the hard roof is introduced to solve this problem. In this method, the roof of the mining area is pre-fractured, and when the coal seam is mined, the direct hard roof will collapse along the fractured surface due to its deadweight and mining pressure. The hard roof control effect on the static and dynamic loads, taking into account the innovative method, is verified with simulations and theoretical analyses. The results are compared with those of the conventional GER method. Furthermore, based on the numerical simulation study of dynamic responses, it is found that compared to the GER method, the dynamic response of the retained entry using the innovative method is more moderate and more conducive to the stability of the entry. Field application also validated the effectiveness of the innovative method to control the mechanical behavior of the “massive sudden collapse” of the hard roof.

Production scheduling is one of the most important factors affecting mine planning. A program -Mine Scheduler -that aids mining engineers with the setup of an optimum open pit production scheduling algorithm has been developed. A mathematical model for open pit scheduling that optimizes the Net Present Value of the cash flows was formulated. A simulated data is formulated as a Mixed Integer Linear Programming (MILP) problem. What's Best by Lindo Systems is used as the MILP solver in Microsoft Excel. The implementation of the algorithm focuses on problem setup, allowing users to easily evaluate, simplify, and develop the model that best fits their production scheduling.

Macintosh use is becoming more pronounced in many other industries, and com soft-ware is of at least the quality of that available for DOS machines and many workstations. The construction and modification of tunnels brings a requirement for precise measurement of convergence and divergence to safeguard the structure, maintain safety and provide the assurance needed to maintain efficient progress. Established methods include manual measurement using tape extensometers and automated methods using photogrammetry and automated total stations. Drawbacks include the need for frequent access, power supply, cabling, and cost. The paper describes how the development of reliable optical displacement sensors (ODS) has changed the landscape. ODS sensors are connected to a long-range wireless mesh communications network via a solar-powered gateway outside the tunnel, with data instantly transmitted to the internet. A sensor and its reflector target can be installed in 20 minutes and is maintenance free for a decade. Tunnel movement is measured to sub-millimeter precision with repeatability of ±0.15 mm. Integration of a triaxial tilt sensor allows slope distance to be converted to horizontal and vertical changes and allows rotational movement to be determined. Applications include new-build and long-term structural health monitoring. Case studies will be given, including the refurbishment of rail tunnels in Spain where the ODS measured movement during track lowering in a situation where no other automated system was considered viable.

"Justified is a show on FX that takes place in Kentucky coal country. The two main characters, a cop named Raylan and a criminal named Boyd, are adversarial to the very end, yet they manage to maintain a seemingly inexplicable bond of friendship through it all. The final episode ends (spoiler alert) with Boyd asking Raylan why that is. He responds, “If I allow myself to be sentimental, there is one thing I wander back to” Boyd responds, “We dug coal together.” Fade to black.What creates these types of bonds between friends and co-workers in mining? I don’t know about you, but many of my best friends I met in mining. Certainly the people I respect the most in this world are a part of our industry. Good, honest, honorable men and women. And I am not just talking about the leaders of our industry. I am talking about great miners who taught me how to do the right thing and also be productive.I have had the pleasure to work for some great people and the misfortune of working for some of the loudest screamers. What I consider the worst butt-chewing in my life may surprise you. I once worked for a man I respected, because he showed me respect. He went on a business trip and left some instructions. For some reason, I was able to justify to myself that they applied to everybody but me, and I disobeyed them. When he returned he called me into his office and said to me: “Tim, you pissed me off when you did that.” He said it quietly and with no anger. I had lost his respect. This devastated me more than any screaming shift boss ever could have. I learned a lot about values from that conversation.Most of us will spend more time at work than we will with our families over a lifetime. It is natural that tight bonds be created at work. What I believe makes mining special is that these bonds are so strong. They are strengthened by the incredibly hard work our miners do. They work at all hours, on holidays and in all sorts of extreme weather conditions. The physical demands of the job are sometimes exhausting. Our bonds are further reinforced because the work is dangerous. Not only does management watch out for the wellbeing of their people, but each and every one of us looks out for one another. The bonds are made tight because our people are so passionate about what they do, no matter the department or profession. Finally, they are strong because of the thousands in the industry that keep doing the right thing, every day.
