Chromium recovery from wet-blue offal trimmings and shavings can be done with substantial chemical cost gains by incineration at 600° C for 5 hr. Pretreating the offal with 0.5 M Na2C03 and air-drying prior to incineration produce Cr04 .By simply incinerating the offal, without pretreatment, an ash containing water insoluble Cr203 was produced. The Cr203 in the ash was purified by leaching with water. Chromium and crude protein were efficiently extracted from offal using 5 pct Na103, 5 pct H2S04, and 3 pct NaCl at 40° C. This procedure was effective but expensive. Satisfactory leather as to odor, appearance and shrinkage temperature was made from chromium recovered from wet-blue offal by incineration and by extraction. Chromium conservation is possible by recycling chromium liquors and by precipitating chromium from spent tanning liquors prior to combining these liquors with other tannery wastes. Combining chromium liquors with other wastes introduces contaminants that make chromium recovery and reuse difficult. Leaching sludges with H2SO4 produced marginal chemical cost gains. Leather tanned with these solutions had satisfactory shrinkage temperature but the sludge odors and iron contamination were objectionable.

The material presented in this chapter is a review of the work done during the period from June 23, 1972 to June 22, 1973 which was reported in detail in the first annual report for Grant No. 60122088 which was submitted on June 29, 1973. This report has appeared in the National Technical Information Service as bulletin number PB230 972/AS. 1.2 ANALYTICAL PREDICTIONS OF INDUCED VOLTAGES AND CURRENTS The basic building block in this analytical work is the development of an equivalent circuit. The equivalent circuit for the cable depends on all of the distributed parameters of the cable, although the series inductance and resistance are of primary importance. The cable resistances are generally available from handbooks or from cable manufacturers. On the other hand, the cable inductances are not usually available from either handbooks or the manufacturer's published data. Thus, it is useful to present the results of the derivation of the inductance matrix and a few intermediate steps.

There has been a substantial increase in the use of rubber-tired front-end loaders in the mining industry in recent years. Concurrent with this increased usage, in the period of 1966 to 1970, there were at least 74 mining industry fatalities involving front-end loaders, or (on the average) in excess of one fatality per month. When the usage of front-end loaders by the construction industry and other industries, organizations, and agencies, such as the Government (i.e., Department of Defense), along with the uncounted numbers of serious, but non-fatal accidents, are included in the picture, the safety record for front-end loaders, of necessity, becomes a serious subject for study. There is an urgent need for attempts to be made to eliminate or reduce the number of safety hazards; to decrease the confusing diversity of controls designs found on present front-end loaders; to improve the maintenance and operating procedures; to formulate better personnel policies; to increase management and official awareness of the extent of the problem, in both industry and the Government; etc.; in order to decrease the number of accidents. Part of the problem may be traced to the fact that the operator of a front-end loader is frequently designated a "heavy equipment operator." This implies that he is automatically qualified to operate any model, of any manufacturer's, wheeled or tracked, front-end loader as well as many other types and classes of heavy equipment. Contrary to automotive practice, the complement of primary operating and emergency controls varies widely from model to model, as well as from manufacturer to manufacturer. Not only are certain controls present on one front-end loader model and absent on others, but there are significant differences in the modes of control operation, in the functions performed by superficially similar controls, in the location of the various controls, etc.

This report contains the results of several related research efforts, all of which were aimed at enhancement of mine power system safety and reliability. The largest single effort was on optimum spares and maintenance scheduling for various components of a mine power system. Two closely related tasks involved calculation of the minimum arcing faults that could occur on dc trailing cables and the use of trippable load break switches to clear ground faults. Both of these tasks are concerned with reliable fault clearing to prevent shock and fire hazards. Three other closely related tasks were concerned with aspects of mine power system design: (1) alternate network topologies, (2) optimum voltage selection for mine power systems, and (3) selection of system components. The other research task consisted of laboratory tests to ascertain the effects of repetitive, low-level transients on insulation systems.

WHEN the Bureau of Mines initiated the program of large-scale research and development in the field of synthetic liquid fuels authorized in the Synthetic Liquid Fuels Act of April 5, 1044, the Coal Preparation Section was assigned the task of obtaining data on the preparation characteristics of the coal in large reserves that might be adaptable to use in this new industry. It is natural that, as the rapidly developing general research program brought about new concepts of raw-material quality, preferred geographical location, and the like, the orientation of coal-preparation investigations should have undergone some change. The first major assignment was the sampling and testing of a series of typical American coals deemed to he suitable for hydrogenation based on early research work conducted by the Bureau of Mines. This first series of tests has been completed and is reported in this paper.

To be successful , human exertion employed for the creation of value requires power and heat ; the ability to produce concentrated power in great quantities has resulted in the relatively recent industrial development that is so profoundly affecting the world . In our commercial history , we have advanced through several stages in the selection of the most suitable fuels , continuously striving to increase the flexibility and range of energy- transmission . The easy distribution of light , power and heat is the leading factor in the decentralization of industry which promises to correct some of the serious evils that have followed in the footsteps of our commercial development . The distribution of fuel in quantity in so convenient a form and with such an attractive reliability- factor as can be had with gas , meets the modern conception of efficient service . Natural gas has been used in this country for more than a century, but recently it has attained a prominence far in excess of anything known in its earlier history. We may consider that we are now getting into our real stride in the utilization of our natural- gas resources . : In a country like the United States , wherein we are accustomed to mammoth achievements , we may be inclined to accept casually the noteworthy technical and economic advances which have resulted in the expansion of natural- gas distribution . About three years ago , the transmission of natural gas a distance of more than 250 miles from its source was first accomplished , and this was really a noteworthy engineering feat . Today , this useful commodity is being transported twice that distance , and lines are being laid which will carry gas more than 900 miles from the points of occurrence . Let us not take such outstanding improvements too much as a matter of course ; the industry should be congratulated on its long steps forward .

Component failures in the electrical control circuits of mining machines account for a large percentage of the total downtime of the machine, Once a failure has occurred it is always a tedious and usually a time-consuming task to locate the failed component. Moreover, the pressure to quickly locate the cause of a delay can lead to compromises in safety. Thus an onboard diagnostic system, essential for an automated machine, would be a very useful addition to existing machines. This report details U.S. Bureau of Mines development of a generic procedure for synthesizing diagnostic systems for electrical-control-circuit failures in mining machinery. A continuous mining machine is used as the testbed to illustrate the application of the developed methodology. Substantive differences among mining machine control circuits made it impossible to achieve a generic diagnostic system, but a generic approach for the synthesis of the diagnostic system was possible. As the research progressed, it became apparent that an algorithmic approach was better than an expert-system-based implementation. A prototype system was constructed and used to evaluate the diagnostic system. Prototype implementation issues are also examined.

[THE ORGANIC act under which Federal Bureau of Mines was established provided for the investigation of the safe use of electricity in mines. Each Congress appropriates funds for conducting this investigation. As part of this investigation, electrical apparatus used in mines is studied to determine if its operation and use might introduce a hazard. From this study, certain safety standards have been developed. These standards, established with the aid of both the manufacturer and user of such apparatus, are published in schedules, and apparatus that complies with the requirements set forth these schedules is classified as "permissible." This term is defined to designate apparatus as "completely assembled and conforming in every respect with the design formally approved by the Bureau of Mines." In the judgment of the Bureau, the manufacturers of such apparatus have adhered to certain minimum standards of safety in supplying a product that when properly used and maintained is safe for operation in mines where flammable gas or coal dust may accumulate. This work of the Bureau of Mines for increasing safety does not make it obligatory for manufacturers of mine equipment to produce only that of permissible classification. Before the effective date of the Federal Mine Safety Code,5 the Bureau sought to promote safety by recommending that mine operators install permissible equipment in gassy mines as a preventive measure against gas and dust explosions initiated by electrical equipment. For some years, the mining laws of several States have prescribed the conditions under which permissible equipment must be used. The Federal Mine Safety Code requires that ?all new electric face equipment and replacements of equipment purchased for mines where nonpermissible equipment is now being used shall be of a permissible type approved by the United States Bureau of Mines,]

A survey of electromagnetic noise reports was performed and a summary of the results are given. Industrial concerns were surveyed for techniques to minimize the effects of electromagnetic noise and are presented. The common types of communication links used in mines today are presented. A mathematical development was presented which determines the probability of bit errors versus distance for various types of communication links designed for in mine use. The probability of undetected errors for the protocols of the communication links is given together with burst error detection.

"This circular is part III of a series of papers reviewing the literature on air conditioning in mines, with particular reference to the health, safety, and efficiency of miners.4/ It deals with theoretical and practical methods of conditioning air in mines to correct or alleviate the health hazards described in parts I and II and discusses the results attained by some of the systems now in use in various-parts of the world.The principal conditions to be corrected or alleviated are the chemical qualities of mine air (especially when contaminated with toxic and noxious gases and dusts) and the physical qualities (abnormal mine temperatures and humidities) that emanate from various sources in underground workings. Air motion and barometric pressure are physical qualities also to be considered.From the standpoint of health, knowledge of the composition of the air, or atmosphere, in mines and other underground operations is of prime importance. Suitable control measures or plans of procedure to combat or eliminate the hazards from contaminants must be based upon accurate information obtained by the selection and use of proper methods of sampling and analyzing mine atmospheres (1).5/Conditioning air is one of the most essential factors to be considered in any underground workings, not only from the standpoint of health and safety but also with regard to efficiency and productivity. This report has been prepared, not only for the purpose of recording the results of the first series of coal-dust tests conducted in the experimental mine of the Bureau of Mines, but also to place before the mining public a description of the mine and an account of the objects sought in its establishment. Soon after the organization of the technologic branch of the United States Geological Survey, J. A. Holmes, then chief of the branch, concluded that for the solution of various problems relating to the causes and prevention of mine explosions it would be best to carry on large-scale tests in a mine rather than in a surface gallery. The idea of utilizing the underground passage of a mine for making explosion experiments did not at' first meet with general approval among investigators in this country or abroad. Many thought a mine passage was not a proper place in which scientific tests could be conducted, as great difficulty in controlling conditions was expected. However, after all arguments for and against such an investigation had been carefully considered, plans for opening an experimental mine were definitely adopted by the Bureau of Mines in 1910, and an allotment of funds was made to carry out the project. The first endeavor was to find an existing mine suitable for the purpose, but the mines offered by owners were either worked out, were wet, had poor roofs, or presented complications of various kinds, so that it was finally decided to open a mine if a site could be obtained having natural conditions that would fill the various requirements. A most desirable location was found on property of the Pittsburgh Coal Co., near Bruceton, Pa. The president of this company, Mr. W. K. Field, the general manager, Mr. G. W. Most gasolines and naphthas are mixtures of paraffin- series hydrocarbons and comprise such substances as pentane , hexane , heptane , octane , and others up to perhaps dodecane . Many of these hydrocarbons , when mixed with the proper proportions of air and ignited , are highly explosive . It is due to this characteristic that gasoline has become so important as a fuel in internal -combustion engines . Gasoline and naphtha also are used in the industry as solvents and cleaning agents . Because of their explosive properties they are dangerous to use unless the composition is so chosen that the vapor pressure of the mixture is not high enough to produce explosive mixtures with air at the temperature at which they are used . Hydrocarbon mixtures may be made less hazardous by adding some incombustible liquid , such as carbon tetrachloride . Barrier reports the amount of carbon tetrachloride that must be added to different naphthas to render such mixtures free from fire and explosion hazards . He found that the amount of carbon tetrachloride that must be present in the final mixture of naphtha and carbon tetrachloride varied with the density of the naphtha . Of the naphthas tested the amount of carbon tetrachloride necessary to render such mixtures free from fire and explosion hazards ranged from 30 to 70 percent . .. Determination of the fire and explosion hazards of carbon tetrachloridehydrocarbon mixtures would be easy if the boiling points and vapor pressures of the two were the same at any given temperature . So many subjects are covered in State mine-safety regulations that any attempt to compare different State laws in their entirety would be futile. On the other hand, if one selects a single phase or branch of safety work, such a comparison may prove profitable. The subject selected for study in this paper is limited to legislation or regulations dealing specifically with safeguarding (electric) motored equipment used in gassy mines. T When one reads glowing accounts of the safety activities being carried on here and there it is easy to believe that everything which is right and proper is being done to safeguard the mine.workers; but, when one takes time to look into the weakness of many State regulations, it is evident that there is still room for improvement. Undoubtedly it would have been much better for the safety of mines if electrical equipment had been introduced into mines 50 years earlier. If electricity had been in general use when the first mine regulations were pre- pared, those formulating the rules would have covered this hazard along with other hazards, but as electricity came in at a later period, safe mine legisla- tion regarding it has been woefully neglected. Today the United States in general is far behind most other coal-producing nations in the provision of adequate safety rules or laws for the installation and maintenance of electrical equipment and wiring. Returning to the subject of our study, approximately 30 of the 48 States mine coal. More than 20 of these States' produce coal in large quantities. How- ever, of the 30 States only four, 3 Pennsylvania, Utah, Washington, and West Virginia, have laws which specially call for the use of explosion-proof types

Poisonous hydrocyanic acid gas (HCN) is sometimes evolved in dangerous quantities from cyanides used in metallurgical and chemical operations. This gas is much used for fumigating buildings, ships, greenhouses, and such commodities as grain and cotton to destroy rats, mice and insect pests. Wherever cyanide fumes are evolved, thorough ventilation is necessary in order to render the sur- rounding air safe to breathe. Many persons have been killed by entering tanks and fumigated places too soon, and a simple test for this gas would promote safety. In view of the need for an easy method for quantitatively determining HCN in air, the three color reactions used originally for testing HCN in solution tions *** were modified and adapted. The reactions employ (1) picric acid (CH(NO2)3OH) which is yellow but combines with hydrogen cyanide to form a red- purple dye, isopurpuric acid****; (2) phenolphthalin (CH1604), which is a reduc- tian product of the phenolphthalein (CH4) used for acid indicator, this colorless substance is oxidized***** by presence of HCN to pink colored phenolph- thalin; and (3) guaiacum which oxidized from colorless to blue******. Phenolph- thalin and guaiacum require the presence of copper compounds which catalize the color formation by reduction of cupric cyanide. This paper discusses small-scale lade gold mining and milling. It is abstracted from a bulletin being prepared by the United States Bureau of Mines entitled "Equipping, Developing, and Operating Small Gold Mines." Gold is widely distributed in the mountainous regions of the United States; relatively few deposits, however, can be profitably worked on a large scale. Because of the high intrinsic value of gold, ores containing this metal may be very rich; hence it is possible to mine profitably smaller bodies of gold ore than of the more common metals.

Cable bolts are emerging as the newest ?twist? for roof support in U.S. underground coal mines. For decades cable bolts installed in underground metal mines in the United States and Canada used cement-based grouts for anchoring. The cement anchoring process, because of the time and expense for installation, made cable bolts impractical for use in coal mines. Today, the introduction of resin-anchored cable bolts provides a system more consistent with tradi­tional U.S. coal mine roof bolting practices and requirements. Expecta­tions are that the utilization of cable bolts for a number of U.S. mining applications will expand, particularly in coal mining.

The title of this book, The Phoenix of Natural Disasters: Community Resilience is aptly chosen. ?The Phoenix is a mythical bird that never dies; the phoenix flies far ahead to the front, always scanning the landscape and distant space. It represents our capacity for vision, for collecting sensory information about our environment and the events unfolding within it.? (source: The Feng Shui Handbook, feng shui Master Lam Kam Chuen.) There are Chinese, Japanese, Russian, Egyptian, and Native American counterparts of the phoenix. All of these birds are identified with the sun and depicted as rising from the ashes ? living again. This is the essence of a community after a natural disaster ? they live again. The Phoenix of Natural Disasters: Community Resilience is edited by Kathryn Gow and Douglas Paton who have done an excellent job of creating a relatively seamless transition between chapters with different authors. The content is organized well with the first chapter providing an excellent overview of what is to come and each chapter including an abstract clarifying the focus of the chapter.
