In 2012, in response to an increasing potential unfunded liability, the Western Australian Government passed the Mining Rehabilitation Fund Act 2012. The intent of this Act was to introduce an annual levy on tenements covered under the Mining Act 1978 based on the area of disturbed land. The fund generated from these levies could then be used to rehabilitate mining sites where all other options to ensure rehabilitation had been exhausted. The fund could also be used to rehabilitate abandoned sites or features which, in Western Australia, number over 10 000.The Mining Rehabilitation Fund (MRF) was implemented on 1 July 2013 for an initial voluntary year. It becomes compulsory on 1 July 2014. By the end of March 2014, nine months into the voluntary period, over $6.5 million had been paid into the fund. The incentive for tenement holders to voluntarily enter the fund was the opportunity to have unconditional performance bonds held against their tenements retired. While there will be circumstances where bonds will continue to be applied, it is the State Government’s intention to retire most of the bonds.The MRF has received mostly accolades from industry and companies that have entered. Most have found the system easy to use. The MRF was also cited as a reason for Western Australia’s improved position in the Fraser Institute’s annual survey of mining jurisdictions. Work is now starting on processes to select priority abandoned mines for rehabilitation.This paper explains the background to the MRF and its development, and reviews its implementation during the first, voluntary, year. Rotary kilns have been in service in the gold industry to regenerate carbon for 65 years. At the time oxide ores with gold head grades of 8 to 10 g/t were being treated. Carbon could be regenerated adequately at 650°C and solution losses were less than 1%. Forty years ago, research indicated that heavily fouled carbon from flotation circuits had to be held at 750 to 850°C for ten to twenty minutes for full reactivation (Avraamides and La Brooy, 1987), gold head grades were typically 5 g/t and solution losses typically 0.02 ppm – still less than 1%. In 2017 it was determined (Claflin et al., 2017) that a residence time of less than 1 minute at 750°C can be adequate to reactivate carbon fouled with organics sufficiently to achieve 0.005 ppm solution losses in a flotation tailings leach plant.With the potential for discovery head grades to drop below 0.6 g/t, solution losses of 0.02 ppm represent over 3% loss. Tight operation of the whole carbon circuit is required to keep gold solution losses below 1% going forward.There are alternatives to a rotary carbon kiln, e.g. vertical kilns of which the Minfurn, Rintoul and Combustion Air kilns are examples. The alternative kilns can be heated using electrical heating elements, induction, and microwave. These kilns can operate successfully under the right conditions, however, they are almost exclusively for small carbon throughputs and are not suitable for the large carbon advance rates that are required to process low head grade ore deposits. Large throughput carbon kilns are are almost exclusively fossil fuel fired rotary kilns and the subject of this paper. In the view of the principal author, a fossil fuel fired vertical carbon kiln is preferred to a rotary kiln, however, it is not currently used in the industry.Thermal regeneration of activated carbon has a major impact on gold recovery in the carbon circuit. The carbon kiln and associated equipment constitute 3 to 5% of the capital cost for an oxide processing plant and up to 10% of the capital cost if flotation tails are leached. Despite the capital cost and impact on recovery, the carbon kiln is often poorly selected, operated and maintained.Six years ago Ausenco embarked on the Carbon Kiln Initiative to reduce solution gold losses. This body of knowledge has been published in a series of papers culminating in this paper on how to:1. Select a kiln appropriate for the flowsheet;2. The current boom being experienced by mining, coupled with a shortage of professionals, will mean those in the industry will have many choices. It may be easy to become carried away and run with the highest bid or the biggest promise. Without planning, however, the ærightÆ opportunity may be missed and there may be some long-term consequences. There are many choices of paths in the industry to suit work preferences, life cycles and to achieve a balanced life. People in mining have changed jobs and companies frequently û which means new leaders need to take greater responsibility in charting their own direction. Career options need to be carefully assessed and aligned to personal values and preferences. Emphasis is given on gaining site experience early on.This paper examines strategies for career planning, which incorporate life cycles, education and what is meant by a balanced lifestyle. Two tools are identified as being helpful in ensuring strategies can be successfully executed. They are ævisioningÆ and æinfluenceÆ.To make the mining industry more attractive, we need more creative solutions around advances in technology and organisation of work. It also needs the input and leadership of new entrants in to the industry to assist in its survival. New leaders are encouraged to voice a vision and effectively influence their companies. New leaders have little authority and need to learn how to effectively influence. We as a mining industry need to listen, be open-minded and give it a go.

The practice of recording blasts for quality control purposes has been conducted for several decades. However, at the low frame rates of a standard video camera, essential data is frequently missed as it occurs when the shutter is closed between frames.The use of high-speed video for the research, development and monitoring of the performance of blasting procedures is a well proven but under-utilised practice.The recent development of low cost, easy to use high-speed digital cameras and user friendly software can deliver a capability into mine management as a day-to-day production tool that can greatly improve blasting performance and reduce costs.Digital high-speed video and image analysis software can accurately quantify each blast. Analysis of the images can facilitate the identification of causes of variance from design, geology changes, errors in blast practice and areas of poor performance. The use of high-speed video greatly enhances the audit and review processes so that future blast design can be quickly and appropriately modified to deliver improved blasting performance and reduced costs.The three videos demonstrate the differences between standard video and high-speed video and the detail that can be obtained from them. These videos of open cut blasts can be used to identify blast performance variances. Capturing images at 1000 frames per second allows the analysis on a millisecond timescale where detonator timings, fragmentation, venting, fume generation and flyrock can be accurately identified.CITATION:Adermann, D, Chalmers, D, Martin, C and Wellink, S, 2015. Raiseboring is an attractive method of constructing shafts, being safe, fast and comparatively cheap. But this means back-reaming through weathered ground. However in the gravels and weathered near-surface rocks typical of the Western Australian goldfields, back reaming large diameter shafts through to the surface is risky and conventional sinking from surface has normally been required.An alternative construction approach has recently been used to stabilise the weak surficial materials and allow raiseboring through to the surface. The method is based on first installing rings of non-contiguous reinforced bored piles around the shaft perimeter, for temporary support, then back reaming shafts at full diameter through to the surface. Immediately after the reaming head is removed, the weak exposed materials are supported using remotely sprayed fibrecrete.The method has been successfully applied to four shafts since July 2007; 3 m and 4 m diameter shafts at Trident Mine, a 3 m diameter shaft at Wattle Dam and a 4.5 m diameter shaft at Athena Mine.Bored pile layout designs have varied from eight to 24 piles, of diameters 120 to 270 mm, in one or two rings. In one case, the top 10 m of the proposed shaft was pregrouted. Subsequent surveys have confirmed that fallout occurred in some shafts, out to the ring of piles, implying that the piles inhibited collapse.The practical implementation of the method was not always easy and many valuable lessons have been learnt. This paper documents key aspects of the method and the critical elements for its application.

Mining is the art of disturbing ground. All phases of a mine’s life cycle from exploration to building and operating a mine, through closure, has a physical impact on the earth. There is currently increasing public and stakeholder awareness owing to a wide range of issues including heritage protection, environmental stewardship, and social impacts therefore ground disturbance must be conducted in a way that honours and respects all agreements, regulations, legislation, and social expectations. A comprehensive ground disturbance permitting process has been developed through consultation with major mining companies and Traditional Owner groups. It operates from strategic business planning through to closure and rehabilitation. Adherence to the principles and process of permitting helps to minimise risk by ensuring that mining companies conduct their business in an inclusive, professional, reliable, and consistent manner that stakeholders reasonably expect, and that mining companies can be proud of. Built on a geographical information system, supplemented with a specialist database, this process allows request, review, and approval by subject matter experts, to operate in a common environment that is transparent, facilitates collaboration, improves efficiencies, and reduces the risk of error or omission. The application of new technology can effectively highlight changes that naturally occur in today’s dynamic ESG domain and provides the perfect platform to record actual disturbance against authorised and planned allowances. The social license to operate demands that strong governance of the ground disturbance process, described herein, can be demonstrated to any interested stakeholder, and mining companies recognise that this principle is central to the betterment of the mining industry.

"The feasibility of Dugald River mine was highly sensitive to mining and geotechnical design assumptions, particularly stope dilution and strike length. Following the start of initial mine development in 2012 the project was suspended in 2013 due to concerns over the complex ground conditions and resulting dilution, stope sizes and general mineability. A technical risk mitigation program was undertaken with a key aim to increase the level of confidence in predicting stope dilution.A stope sizing and dilution model was developed that provided a range of stope sizes based on geotechnical conditions and acceptable dilution. The original feasibility used a standard stope size of 25 m height by 25 m span. The new model was used as the foundation for the subsequent updated development plan for Dugald River that reduced much of the previous technical risk through greater confidence in the geotechnical and mining parameters.Several methods to predict stope hanging wall dilution and appropriate stope size have been used at Dugald River that relied on the modified stability graph method. Improvements to the method were identified as more rock mass and mining data became available through the completion of a trial stoping program, increased underground development and a large geotechnical core logging campaign. These improvements not only focused on the technical aspects of the model, but also on creating an easy to use and sustainable process that could be used at multiple stages of mine planning from life-of-mine (LOM) through to final stope design.Several of the main improvements are: understanding stope failure mechanisms and collecting only geological information that is most relevant detailed modelling restricted to the rock mass that could be expected to influence stope behaviour accounting for different stope failure mechanisms with the stability chart method assigning a geotechnical confidence factor to the data making it useful as a mine planning tool with integration into the mine planning process using performance of completed stopes to update and calibrate the model.The model provides recommended hydraulic radius and associated dilution estimates across the ore body. Providing the hydraulic radius allows planning engineers the option to consider single, double and triple lift stoping options suitable to mine scheduling. Variations in many aspects of physical and chemical grade are often of concern to mining operations and mineral processing plants. In most circumstances these amounts of variation are predictable. At the time of planning new operations, we should be able to predict the amount of sampling and testing variation which our sampling devices, laboratory procedures and on-stream analysis devices will achieve. We should know how well our stockpiles, reclaimers and bins will homogenise material (or whether segregation will actually increase the amount of variation). We should be able to predict the amounts of variation that will occur on the important time or tonnage scales at the crucial p oints in our proposed operation. And once these amounts of variation are reliably known, mine planning will seem a little bit more like dealing with known knowns rather than like dealing with unknown unknowns.The first step towards quantifying amounts of variation for planned operations is to assess amounts of variation for existing operations. How many operations have estimates of amounts of variation in their databases? How often are people able to partition amounts of variation into amounts due to sampling error, amounts due to sample preparation, amounts due to assaying, and the amount of real variation in the stream of material?CITATION:Robinson, G K, 2012. Safety management, both personal and that associated with catastrophic hazard, helps to define the success of mining companies. Personal safety management, often categorised by slips, trips and falls, has been widely addressed, with numerous approaches successfully adopted. Catastrophic hazard can lead to a single accident (eg ground collapse, underground fires etc) causing multiple fatalities. Catastrophic hazard management in mining is an emerging discipline, and as such there are various pitfalls to demonstrate its effectiveness and success; it is much more than simply meeting regulatory requirements. Various standards, guidelines, and leading practices are available for reporting key performance indicators. While measuring and reporting safety related key performance indicators (KPIs) such as Total Recordable Injury Frequency Rate (TRIFR), Lost Time Injury Frequency Rate (LTIFR), are important, they often lack detail, and give little insight into the effectiveness of catastrophic hazard management strategies and controls. Catastrophic hazards are low likelihood, high consequence events, and as such demand a different management approach. Companies cannot use the suite of personal safety metrics to help demonstrate management of catastrophic hazards. In-field verifications have revealed that senior management commitment to safety is often clear, well organised, and resourced. However, there are often some inconsistencies between what management promotes and plan, to what the operational teams understand and implement. Communication and clear understanding of expectations were the common themes identified to help empower supervisors to reinforce requirements of catastrophic hazard management. A lack of specific, measurable, and time-sensitive goals and objectives for the short- or medium-term, making it challenging to track progress was another key observation. Development of an integrated, multi-disciplinary auditing process executed by an experienced team of technical subject matter experts, provided an in-depth understanding of the requirements of catastrophic hazard management. Areas such as underground fire prevention, explosive storage, electrical safety, mobile vehicle interactions, ground control, inrush, and shafts and winders management have substantial overlap and intertwined processes, and similar strategies for emergency responses. Auditing of catastrophic hazards and safety management systems compliance is only the first step in safety assurance. Completing operational performance audits in technical areas and benchmarking the site verification of safety management documents and verifications forms a critical part to clearly demonstrate industry leading safety practices. No longer is it the external inspection or regular hazard management plan review requirements that dominate, but rather the culture of continual hazard identification, management, controls verification, underpinned by improvement and follow-up verifications of the corrective actions.

Traditionally pit optimisation and scheduling is carried out assuming that the resources, the commodity prices and production costs are all known. Once the pit contour and the mining schedule have been determined, geostatistical simulations can be used to assess the impact of the uncertainty in the resources on the pit design and the schedule, and likewise stochastic simulations can be used to test its robustness to fluctuations in costs and prices. But it would be more interesting to have a dynamic procedure for optimising the pit as the resources become better known and as economic factors such as commodity prices and costs evolve over time. This paper presents a novel approach for doing this. Rather than working with millions of small selective mining units, it was decided to work with large blocks, called macro-blocks. Mining sequences are defined as the quantities to be extracted from each macro-block in each time period. Feasible mining sequences are mining sequences that respect the accessibility constraints, and also the geometric constraints on the amounts that can be extracted from any one block over time, or from all the active blocks at a given time. Having defined feasible mining sequences, their mathematical properties were studied. It was found that natural breakpoints occur in the sequences when one set of blocks have been completely mined out, thereby opening up access to others. It was discovered that families of sequences exist, and that they are convex and closed under certain types of row permutation operations. Convexity is an advantage when optimising. The closure property opens up the possibility of mixing and matching subsequences of rows in the sequences. Another interesting property is that the sequences form branching families, rather like the binomial and trinomial trees used to model prices in finance and in real options.It is easy to generate large numbers of feasible mining sequences randomly. A two-step procedure is used to find the best one (or the best few) using three economic criteria: expected NPV,the probability of a negative NPV, and the percentage of years when the cash flow is negative. The procedure was tested on a synthetic gold mine based on the characteristics of the Essakane mine in Burkina Faso. The results were encouraging.

The Cosmo Project falls within the Archaean to Palaeo-Proterozoic Pine Creek Orogen, one of the major mineral provinces of Australia.The Cosmo Deposit is interpreted to be a series of steep north-west-plunging gold mineralised vein, breccia and shear systems within the tight Howley Anticline and hosted within interbedded siltstones, mudstones, banded iron, phyllites, dolerite sills and greywacke.A folded environment poses a number of technical challenges, particularly for estimation.Handling of tightly folded and in some cases narrow domains might include subdomaining for orientation, omni-directional three-dimensional (3D) estimation within constrained domains or software-enabled unfolding/un-wrinkling procedures (transformation of the data and estimate space into a two-dimensional environment). Each technique has its own unique set of advantages and disadvantages.A further method (one applied at Cosmo) is where the estimation parameters (specifically search and variography orientation) are modified in a frequent or ‘dynamic’ sense to suit the orientation of the domain whilst maintaining 3D space. Control of the resource estimation orientation can be done in several ways, including the use of sectional panels of a specific size or, alternatively, orientation sector divisions. The sector approach provides some significant reductions in processing time over the panel technique and could be applied in a number of software packages.Three-dimensional ‘dynamic’ interpolation reconciles well with production data from Cosmo, whilst the sector method provides a practical technique that can be executed without the complications of transformation or the need for labour-intensive orientation subdomaining and with acceptable resource estimation run time.CITATION:Finch, A and Pridmore, C, 2014. "Ventilation models are invaluable tools for both prediction of routine daily ventilation changesin an operating mine to circuit performance expectations at the mine in 20 yearsÆ time. Arguably ventilation offi cers are becoming increasingly reliant on maintaining an accurate ventilation model with which to do their work. This paper relates to the practical assessment of the accuracy and thus ability of a mine site ventilation model to be reliably utilised on such varied tasks. The author's experience shows that in some cases the incumbent model is found to be in a state of tune that demonstrates a mine wide detailed assessment of branch resistances is simply not required. The money spent on a detailed mine wide ventilation survey that is not required would be far bett er served purchasing much needed monitoring equipment, rather than fixing something that is possibly not even broken. The term ænot rocket scienceÆ has been incorporated into the title of this paper because it appears that many practitioners believe that circuit validation is diffi cult. As long as clear att ention to detail is paid to the actual data collection process then drawing an accuracy comparison between the circuit performance and the model performance at any particular point in time, is really very simple. This paper will show a manner in which a circuit can be analysed to determine its actual state of health by using various diagnostic tools and tips. It will help ensure that subsequent work scopes to address any highlighted model defi ciencies can be more effi ciently scoped and targeted. It will hopefully remind operational people that such self assessments can easily be done æin houseÆ if the appropriate steps are followed."

Process optimisation and continuous improvement are usually acknowledged when making a process more effective, efficient and transparent. During the last few decades, thousands of companies around the world have used total quality concepts in order to establish a continuous improvement process in their companies. Typically these companies apply some kind of Kaizen-type tools and expect results in the short term; however, the great majority of companies are poorly implementing these continuous improvement programs.Usually the most common reasons for failure of the program are lack of commitment from leaders, lack of discipline and engagement from the team to follow process and lack of clear targets for the program. When the results do not come at the expected timeline, it is common to simply drop the current process and apply a different approach from another company or consulting firm.This paper will explore some successful cases of companies that have invested time and effort to establish a reliable and sustainable process of continuous improvement. The focus will be case studies of mines and smelters around the world that use the plan–do–check–act (PDCA) cycle to increase productivity with the best services and lowest costs. Learning is an iterative process, and we might reasonably expect that after more than a century of mining during an era of sustained technological development, (following a millenium or two of unrelieved hard physical graft), that the more obvious physical hazards could by now be competently managed. It is perhaps a reflection on the perversity of human nature that we have not fully learned our lessons in this exacting environment, and that worse, we have still too often failed to profit by the experience of those lessons. The more obvious underlying factors which impact on this situation are examined briefly, as a prelude to consideration of some outstanding examples of recurrent problems experienced in recent years. Reasons for the continued existence of sub-standard practices are outlined, with a focus on the human element, and finally proposals for appropriate remedial strategies are summarised. This paper therefore seeks to examine and discuss some of our deficiences and to suggest some directions for the way ahead.

Traditionally, comminution and flotation have been surveyed, analysed and optimised separately. This often results in less than optimal outcomes because of the complex interactions between the two processes. Flotation recovery is a strong function of the valuable mineral particle size distribution with lower recovery of ultra-fines due to poor flotation kinetics, optimum recovery for the intermediate sized particles and lower recovery for the coarser particles due to poorer liberation. Thus, to optimise flotation recovery and grade it is usually best to grind to a fine size. This requirement needs to be balanced by the cost of grinding finer and the revenue that results from an increase in grinding throughput, which often results in a coarsening of the flotation feed.This paper demonstrates a technique which can be used to predict the effect of a change in feed grind size on flotation performance. It can be used to determine the optimum grind size for a particular operation which optimises total circuit profitability. Analysis is relatively easy to perform, as a minimum, requiring only size by assay data of the feed and product streams of the process. Case studies will be presented that demonstrate the usefulness of this technique in feed grind applications. Potential use of the technique for regrind evaluation is discussed. The information age has arrived. In every aspect of life, at the end of the second millennium, computers and information technology have made significant inroads. In mining there has been huge growth in the use of digitally controlled systems. From resource evaluation to mine planning to daily operations, information is being acquired, analysed, modeled and presented, using state-of-the-art information technology. Explosives, too, have moved into the information age. Computer controlled trucks and manufacturing plants have been developed and are now a regular feature on many mine benches. The next challenge for the explosives industry as a whole is to integrate blast initiation with information technology. The benefits are there, both to the supplier and to the end-user. Much has been written in the past about the potential for blast improvement but there are other significant advantages to a digital initiation system. These include security from unauthorised use, stock control and minimisation, reliability through testability and ease of use to name a few. So why is it taking so long? Surely the complexity of an electronic initiation system is far less than that of mobile phones that have been around for a long time. The answer, it seems, lies in the level of new technologies that need to be developed. There are enormous technological hurdles to be overcome in order to put into the market a cost-effective, reliable, user-friendly electronic initiation system. The most significant of these are:Safely and reliably initiating an explosive from an electronic device powered by a small capacitor. Prior to the development of electronic detonators primary initiation of explosives was by shock tube spit or by passing large currents and voltages down a pair of wires. Electronic detonators do not have that luxury. For example the energy stored in a æBeethovenÆ exploder is more than 500 times greater than that available to an electronic detonator. Communicating to a multitude of devices over very long cables installed by miners in harsh conditions. The deployment of an electronic detonator system has been likened to building a large telephone exchange in the rain and getting it to work perfectly first time! New communications protocols needed to be developed and tested. Wiring and connection systems have to be designed to survive the mining environment. In spite of these technological hurdles most of the major explosives manufacturers have persisted with electronic initiation systems and we are now, in 1999, starting to see the results of these multi-million dollar efforts. Driving sustainability concepts and practices into the heart of the design process is the key to achieving a successful, sustainable plant design. Engineering design practices, tools, systems and methodologies should be prepared around true eco-efficiency parameters, adopt wholesystems-thinking and consider life-cycle impacts for the design task. Experience dictates that the application of sustainable plant design practices is most likely to succeed if: The principles are well documented and explained. All stakeholders agree on what sustainability means. Sustainable plant design is treated as a core process. The principals of sustainable plant design are equally applicable in brownfield and Greenfield environments. Although brownfield situations provide the designer with less latitude for change, these types of projects do allow easier measurement and demonstration of relative impacts. This paper further develops the above points by drawing on case studies from HatchÆs repertoire.

"The Braemar Iron Formation is atypical ore when compared to the current magnetite ores being processed. In attempting to process and economically recover the vast quantities of iron ore stored within the Braemar Iron Formation, æshifting the paradigmÆ is required. The formation has a low Davis tube recovery (DTR) grade of 15 - 20 per cent, which is much lower than magnetite ores processed in Australia. Despite this, by thoroughly testing and understanding the ore characteristics, it is found that the Braemar ores have significant advantages to processing than the harder banded iron formation (BIF) and taconite resources.The Hawsons magnetite iron ore resource has been known from the early 1960s when CRA explored the area. The grade was low and the Pilbara region discovery lead to the development of high-grade direct shipping hematite ores. Carpentaria Exploration (CAP) rediscovered the magnetite whilst undertaking multi-commodity exploration in the Broken Hill district during 2009. Shifting the paradigm away from grade the advantages of processing this ore are achieved by having an extremely low waste to ore ratio, lower Bond work index, lower abrasion levels and high-grade magnetite concentrates with little impurities other than silica. While developing the Hawsons Iron Project (HIP) it became more apparent that a positive business case is achievable when the following factors are exploited: very large resource - the resource is contained within one pit the rock fractures easily along grain boundaries - ideal for cheap impact crushing of the ore the ore is extremely soft, with a Bond work index of 6.3 - 8.0 kWh/t all major infrastructure required is readily available - rail, power, access and port the mine is in close proximity to Broken Hill - rich mining history and skill set available the resource contains many billions of tonnes of magnetite mineralisation.Shifting the paradigm by selecting equipment suitable for processing soft ores and not hard BIF or taconite ores and taking locality and available infrastructure into account may change the way people approach new low-grade resources in future.CITATION:Koenig, R L and Broekman, K T, 2013. Steel wire weld mesh is a common industry standard surface support used in underground mining, traditionally installed with mining drills during the bolting cycle. As underground mining depth and stress increase, mining methods and their sequences at these depths place challenges on conventional surface support options. These challenges have provided a need for high capacity surface support options that improve development efficiency, reduce the need for secondary ground support installation and is easily installed with current mining equipment. A 5m2 mesh testing machine was built, suspending a 9500kg concrete slab, designed with multiple hold down points to test varying bolting patterns. Mesh load and displacement is accurately measured using a data acquisition system which pushes against the restrained mesh module with an available 200kN load and 1200mm displacement capacity. A testing program comparing conventional surface support, straps and combinations of both were tested for baseline results. New module designs incorporating existing mesh types and new design concepts were manufactured to allow for single pass installation during a bolting cycle. Nine mesh types, mesh/strap combinations and new mesh module designs were compared using the same test method. Based on these results, two high capacity mesh module types are produced. This paper will detail the test program, load and displacement results and underground mesh module performance, describing the two high capacity mesh modules function within the development cycle and manual handling.
