MOST of us are far .from home, and yet our Japanese hosts- have made us feel very much at home. Here in the Orient we engineers are .learning a new meaning for the word "orientation"- hereafter that engineering term will be a synonym for gracious hospitality, and "to orient" will mean to turn a whole country over to the World Engineering Congress. Mere geographic distance is no longer able to separate nations, for the conquest of distance is one of the triumphs of 'modern engineering. We of the Americas are fortunate in the position of our continents: with their shores lapped by the waves of two oceans, we face' two great civilizations, the' Occidental and the Oriental, and thus we can share the intellectual resources of these two older cultures.

THE Western States Joint Convention opened at Denver on Sept. 20, with about 400 registered the first day. Monday was devoted to the American Mining Congress, and the afternoon session was taken up with a discussion of the public land laws of the United States. Hubert Work, Secretary of Interior, and William Spry, Commissioner of the General Land Office, presented a comprehensive review of the origin and operation of the laws and argued against any general change in the system. Charles E. Winter, Congressman from Wyoming, marshalled the arguments in favor of turning over the public lands to the states within which they lie, and George H. Dern, Governor of Utah, presented a well-reasoned argument in favor of allowing the school sections to pass to the states regardless of their mineral or non-mineral character. The debate made it clear that in the West especially, there is strong feeling against any further development of the policy of reserving and leasing the public lands. Tuesday forenoon was devoted to the Silver Producers Association, F. H. Brownell and Charles A. Thomas being the principal speakers, and in the after- noon the American Association of Petroleum Geologists met with Alex. W. McCoy presiding, and Glenn C. Clark, J. V. Howell, and J. W. Beede presenting papers.

IN these days of low metal prices and difficult marketing conditions, any treatment that will improve the grade of a product is of interest, particularly when the operation involves little or no addition to the total cost and may even result in a marketable by-product. Such a' combination of circumstances exists, in some cases, in the zinc industry, where it has been found that certain impurities can be removed from .the ore during the Dwight-Lloyd sintering operation, previous to reduction to metal. Consequently it is not surprising that zinc smelters having these sintering machines are paying particular attention to this phase of the operation. Loss of zinc as fume is very low under the conditions obtaining in sintering zinc ores, but impurities such as cadmium and lead are more readily fumed off and it is on this fact that the purification is based. As a result of preferential volatilization of these impurities a sintered product' is made from which purer zinc metal or oxide can be produced, while the fume may be collected and treated to recover the impurity metals. To be effective the operation must be carefully conducted, but no special equipment other than that of a well designed Dwight. Lloyd plant is needed.

IN an ideal mill, with perfect milling operations, the mineral extraction would be 100 per cent, the, concentrate would be 100 per cent mineral, the tailing would assay zer.0 mineral and the milling cost would be zero dollars. Such an operation can, of course, never be attained. We can only strive to approach it as nearly as possible and in doing so most recognize .the fact that the three primary factors in milling: assay of concentrate, assay of tailing, and cost of operation bear a definite economic relationship to each other. This relation will change from time to time and will be different for different mills, depending on milling equipment, character and quality of feed, market conditions, and other factors. It is granted that for a given operation there is an economic point, but the location of this point is difficult. It is for the purpose of making some of these economic points a little more tangible that this paper has been prepared.

PACIFIC COAST steel and iron industries can now take care of all the western and export demands except for heavy structural shapes, thick plates, rails, alloy tool steels, and a few other items. In. 1902 all of our steel came from St. Louis and Milwaukee and points still farther east. A small quantity at that time came from foreign countries. Early mining in the West was, broadly speaking, prior to the steel age. 'Wood for structures and iron for castings were almost exclusively used. Forgings were made of rolled iron that came from the East and foreign countries. San Francisco was, from the early days of mining, the manufacturing center for mining and milling machinery of all types and held that position until the .nineties, when eastern competition began to be felt. Even today in the old mining camps of the West, and many abroad, you will find machines and equipment with familiar San Francisco manufacturers' names. ..Iron, either rolled or cast, entered into their manufacture, for steel castings did not come into general use :until the nineties.

USUALLY we forget about the things which move along smoothly. There are no causes for worry when there are no troubles. But when troubles arise we must put forth some thought and effort to alleviate them. No one "worries about his automobile until it begins to knock, develop flat tires, or refuses to start. However, when these ailments become apparent we get wide awake on the spot, and do our best to repair the car. So we find ourselves now. The old bus seems to hit all the ditches. There is rough ground on all sides and none of us is able to do anything toward improvement. A state of pessimism stares us in the face, and there is sufficient cause for it. With lead at 3.75 cents, copper about 8 cents, zinc under 4 cents, -and silver about 26 cents, one has a reason for grief. When we think of the 5000 or less men employed in Utah mines and smelters in 1931, as compared with about 12,000 in 1929, the calamity seems even worse. In view of the present economic crisis we cannot even think of new men getting a job.

WITHOUT QUESTION the Commonwealth of Pennsylvania contains the most remarkable coal deposits of the whole world. Within its borders ,are to be found excellent coals ranging in rank from the high volatile bituminous of the western part of 'the state through the low volatile or semi-bituminous of central Pennsylvania to that aristocrat of solid fuels, anthracite, found in the East. . . . But while other states and even the Federa1 Government have recognized the needs of the coal industry, Pennsylvania has not. Though bituminous coal represents one of the most important industries in the state, far more important in annual productive wealth than agriculture, for example, hundreds, of thousands of dollars have been spent on agricultural research whereas little or nothing has been spent on coal investigation.

IN reviewing mineral industry education a year ago, occasion was taken to congratulate the Institute in general and to felicitate the Education Di- vision in particular on "the most gratifying growth which is taking place in Institute consciousness in regard to its responsibility for the recruitment and adequate training of student personnel and for the successful bridging of the difficult gap between graduation and achievement of professional status." Continuation of this growth of interest throughout 1939 is a recognition of the validity of the splendid statement of George Otis Smith that the mining students of today are the ore reserve of the Institute for the future. In this connection one recalls the equally apt expression of another distinguished geologist, George M. Fowler, who, speaking of exploration for ore deposits, says, "The place to look for elephants is where elephants have been found."

NO FEATURE of the annual meeting is considered more important at Institute headquarters than the assembly of delegates from the various local sections and divisions. There the president of the Institute and other officials may learn at first hand what the members are thinking and doing in every part of the country, and the delegates, in turn, may find that head- quarters is not a group of more or less cold-blooded New Yorkers whose primary function is to send out annual bills for $15. This year, the section and division delegates required three sessions to thresh out the matters of common interest: Monday morning and afternoon and Thursday afternoon. They were also guests of the Institute at the Directors' dinner on Tuesday night, and at the Directors' meeting afterward.

THE Bayard property of the united States Smelting Refining and Mining Company is in south central Grant County in southwestern New Mexico about fifteen miles east of Silver City and one mile west of Santa Rita. The present holdings cover a belt roughly one mile wide by ten miles long, lying west of, and adjacent to, the holdings of the American Smelting and Refining Co., Kennecott Copper Corp., Empire Zinc Co., and Peru Mining Co. The area extends from the village of Bayard on the south to a point three miles northeast of Fierro. The property is a part of the well-known Central mining district which has been New Mexico's leading copper-zinc producer for many years. The property is segregated into three sections, the Bullfrog, Hanover Bessemer, and the Shingle Canyon sections. MAJOR technical advances seldom occur in a single year, and this is especially true with aluminum and magnesium where marked improvements in metallurgical processes and products took place during the war years. Nevertheless, the light metals and alloys, particularly aluminum, are advancing in commercial importance and are finding their niche in industry. New applications during the year have resulted from a better over-all knowledge of properties, handling, etc., rather than from revolutionary new developments.

A DEMAND for specialized knowledge has directed engineering curricula towards competency in some particular field or occupation. Preparation for life in a broad sense of completeness has received little consideration. Ways and means are needed for weaving some of the threads of liberal education into the fabric of engineering education. Any effort to develop a humanistic-social stem of engineering education will depend largely upon the content of the courses and the type of instruction offered. Many of the courses in college curricula are intended to lay a foundation for more advanced courses to be taken later by those. who specialize in some particular field. Students in other fields lack the background necessary to take the advanced courses and have too much detailed information, soon forgotten, forced upon them if they pursue the foundation courses. To develop a humanistic-social stem for engineering education existing catalogue courses selected should follow some general plan aimed towards broad educational objectives. THE aggregate number of "papers" read within any one year before more or less bored and bewildered audiences is simply appalling. We have seventy to eighty engineering societies alone, not to speak of the many hundreds of societies of every other imaginable kind. And each meets at least once a year to tell what it has found out since the last meeting. All this is very fine and fortunate, at least in the case of the scientific and technological societies; for if even only one significant discovery, one new truth, one new idea comes out at the meeting, the session has been abundantly justified. To many of us, not scientists or technologists, the scientific and technological societies seem to release by far the most useful and important information. What they have to say is often of prime importance directly to human life and to industry, and is perhaps even more important indirectly in its final influence upon social and economic conditions, thus ultimately determining the course of what we like to call civilization. The paper read by that quiet, unpretentious man on the platform ma; mean the revolutionizing of a great existing industry, the creation of an entirely new industry, the gain of millions of dollars to some persons, the loss of millions to others. THE Fall Meetings of the Institute of Metals Division and of the Iron and Steel Division were held in Cleveland from Tuesday, Oct. 20, to Thursday, Oct. 22, as a part of the National Metal Congress. The registration at the technical sessions was something over 450 and the attendance at the joint dinner of the two Divisions on Wednesday evening taxed the capacity of the dining room. The president of the British Institute of Metals, W. R. Barclay, consulting metallurgist to the Mond Nickel Co., Ltd.; of London, was in attendance at several of the technical sessions and was one of the after-dinner speakers at the banquet. He commented on the desirability of greater international amity and cooperation in these troubled times and of the role that technical societies, such as the A. I. M. E. and his own British Institute of Metals, can and indeed are playing in bringing this to pass, with their membership and contacts reaching to all parts of the world. He also referred to the new reciprocal membership arrangements in effect between the A.I.M.E. and the British Institute of Metals.

Resistant Tape A new oil-resistant tape for rapid insulation build-up on splices in large power cables has been announced by Minnesota Mining & Mfg. Co. Designated Scotch brand electrical tape No. 25 is made of synthetic rubber providing greater dielectric strength and resistance to high temperatures. The chemical-resistant qualities of the tape make it suitable for use in oil drilling, mining and underground [ ] cable operations, while the 40-mil thickness and extreme stretch (1500 pct breaking point) make possible smooth insulation wraps on irregular surfaces. Dielectric strength is 15,000 v and 10,000 v at 500 pct elongation. It has an electrolytic corrosion factor of 1.0 and an insulation resistance of 100,000 megohms. Circle No. 1 Hydra-Lift The Pitman Mfg. Co. announces that is now has in production a new model of the Pitman hydra-lift, recently-developed crane with hydraulically-powered boom that can be mounted on the frame of any truck, 1 ½ tons or larger. According to the manufacturer, the new model hydralift model B features a variety of improvements over the original production model, introduced late in 1950. Changes incorporated in the new model, according to officials, not only have resulted in improved crane, but also have given the unit a new profile which distinguishes it sharply from the original model. The two chief improvements in the new model are: a big increase in the unit's safety margin and the fact that it is now shipped almost completely preassembled, cutting the time and cost of installation. Rated capacities of the hydra-lift are based on the tipping factor of a 1 1/2 ton truck, with outriggers down, and thus have not been increased. Circle No. 2

DURING the war the mineral industry, and metal mining in particular, extended itself more than any other to attain the limit of its productive capacity. Likewise, probably no other industry went quite so far toward jeop¬ardizing its own economic future through depletion of material reserves. Once we looked to Europe for most of the manufactured goods we needed. Our own limited mineral requirements were easily supplied from mines near the Eastern seaboard. With expansion and industrialization, our mineral needs increased in proportion, and the centers of mining activity moved westward to Michigan, Wisconsin, Minnesota, and the Tri-State district, where seemingly inexhaustible high-grade deposits of iron, copper, lead, and zinc ores were opened and rapidly developed.

The smelter is often considered the flywheel of the copper industry. No other unit can produce such a uniform product from so many starting materials. Direct-smelting ore, concentrate, precipitate, refinery slag, and scrap in almost any combination can be processed into blister or anode copper. Copper smelting practice has advanced little in the last century. It is still basically matte smelting, although the source of matte has changed from the blast furnace to the reverberatory furnace because of changes in smelter feed, and the Great Falls converter has been replaced by the Peirce-Smith converter. This lack of progress has continued because the economic forces required to produce change have not been of sufficient magnitude. Traditionally, the smelting, operation has required only about 10% of the total cost of producing copper from its ores and this minor cost item has not warranted change until recently.

IN principle, production of salt from sea water is a simple operation. Sea water is trapped in ponds, the sun and wind cause evaporation of the water, and what is left is principally salt. Commercial production of solar salt, however, requires a careful consideration of many factors. Obviously, sufficient evaporation must take place throughout the making season to produce an economically adequate crop. Other factors are density of soil, contour of ground, height of ground above sea level, minimum dilution from fresh-water streams, and distance from market. Unfortunately, in the United States the localities of greatest evaporation, allowing for the other factors, are not the most suitable for the manufacture of sea salt by solar evaporation. A time-consuming and expensive preshearing program to minimize the adverse effects of blasting on slope stability at Kennecott Copper Corp.'s Ruth Pit in east-central Nevada has been eliminated in favor of down-the-hole, nonelectric delayed blasting which can produce a smooth wall effect and improve blast fragmentation. The new blasting approach resulted from a Kennecott engineering investigation aimed at improving the stability of the extremely variable rock conditions found throughout the pit by reducing the vibrational energy imparted to the walls with conventional bench blasts.

Considerable efforts have been expended to apply multiple regression techniques to quantitative determinations in x-ray fluorescence analysis. Multiple regression has been shown to be an effective method for correlating x-ray fluorescence intensities to elemental concentrations. Although many other techniques have been devised to solve the problem of matrix effects in x-ray fluorescence analysis, there are few as efficient in terms of storage requirement or ease of programming for digital computers as the multiple regression method. In the case of ore slurry, it has the additional advantage of allowing a unified approach to the problems of slurry density correction and matrix effect corrections. The data used in the present work were obtained with an on-stream x-ray analyzer capable of analyzing 15 slurry streams for as many as nine elements simultaneously. One of its fixed monochromators was set to accept scattered radiation at a discretely selected wavelength as a means of monitoring the slurry's pulp density. The data were reduced to obtain the correlation equations and a computer program combining slurry density with matrix corrections was written in FORTRAN IV to calculate concentrations.
