(Canal Zone meeting, November, 1910.) I. INTRODUCTION. THE present truce in litigation between Western smelting and ranching interests gives opportunity for a summary of the results achieved by metallurgists in condensing fume and de-acidifying furnace-gases. In the absence of complete records of past experiments, there has been a good deal of unnecessary duplication of attempts and' failures. Yet, especially under the recent policy of our large corporations, looking to the economic recovery of the values of by- and waste products, original and, in some cases, effective measures have been developed by American metallurgists. In the case of Bliss vs. the Anaconda Copper Mining Co., the Montana Supreme Court, recognizing the progressive efforts made to render the flue-gases innocuous, and the value to the community of the smelting company's operations, refused to hamper its work, and returned a verdict in favor of the defendant. In the trial, the experimental firms of the company in the so-called "affected region" were proved to be thriving perfectly, showing that immunity was guaranteed to vegetation and stock by the wide distribution of the sulphurous acid gas in the dry air of Montana. Indeed, L. S. Austin has proved that by the time the fume is 4,000 ft.. distant from the stack, the percentage of sulphurous acid has been diminished from 2.28 to 0.00045; and Angus Smith has shown that rain must contain 40 parts per million of free acid before vegetation is affected. The arsenic in the stack-gases is but a very small part of the original content of the ore, of which 80 per cent. and over is rejected in the concentrator and furnace waste-products or recovered in the flues. THE Aldrich Mining Co. holds under lease from the Illinois Central R. R. Co. about 14,000 acres, in the East half of Township 12, Range 12 `V., in Marion county, Alabama, and owns other lands, of which about 1,000 acres adjoin this leased tract, making a total area of about 15,000 acres, all of which is underlain by the coal-seam upon which the company is operating. This seam is nearly horizontal ; and a ravine, diagonally crossing the tract, exposes the outcrop on either side for about 2 miles. The territory has been so divided that nearly the whole of it can be worked out by two collieries. The mines at Brilliant were opened in the Fall of 1898, and shipments began in the following spring. The original plan was to furnish steam-coal for locomotives to the Illinois Central R. R. Co.; and upon this expectation the investment of capital was made. The field was entirely new; and the softness of the coal at the outcrop induced the belief that it could be very cheaply mined. A contract for the delivery of a large quantity of coal to the railroad was accordingly executed. But with the advance of the entries to increasing distances from the outcrop, the coal proved so hard that it could no longer be drilled with a breast-auger; and the expense of mining became so great that the contract for cheap steam-coal had to be cancelled. It became evident that the work must be done with machinery and explosives, if it could be profitably done at all. On the other hand, the excellent quality of this coal opened, at the same time, a possible market not specially contemplated at the outset-namely, that of a first-rate coal for domestic and general uses. Edward Stafford, Chester, Pa.:—Doring all my business life, I have been engaged in the manufacture of Bessemer and open-hearth steels, but, during my long connection with the Shoenberger Steel Co. of Pittsburg, I had some experience in the manufacture of high-grade puddled iron for horseshoes, and in making, by Dr. Otto Wuth's process, extremely pure, low-phosphorus puddled blooms (analyzing from 0.005 to 0.01 per cent. of phosphorus and sulphur), which were melted with low-phosphorus pig-iron in acid open-hearth furnaces, to make extra locomotive fire-box steel. I have also seen the Danks puddlers in operation at different times and places, notably where they were most successful, at the Otis Steel Works, Cleveland, Ohio; then under the management of our friend, Mr. S. T. Wellman. These Danks blooms were made solely for open-hearth melting-stock, to which they were well adapted. (The unavoidable presence of bits of ore-fix imbedded in the mass of the metal always prevents the profitable manufacture of merchant iron from Danks' blooms.) With the experience just described, I was to some degree in position to value fairly the means, methods and results of Mr. Roe's mechanical puddling from the metallurgical or technical and economic points of view, when given an opportunity by Mr. Roe to see his puddling-furnace or machine in operation in Pottstown, Pa. Briefly, the furnace, with water-cooled bottom, is rectangular in plan, about 20 by 8 ft. in the clear, suspended by trunnions at the middle of the long sides, at a height of 17 or 18 ft. above the general level. The oscillation (65" each way from the vertical) is accomplished by geared segments (attached to the downward-projecting side or trunnion-plates) with which engage pinions driven by a reversing engine. When an excavation is made underground the original rock stresses are removed from the surfaces of the excavation. These surfaces converge to partially close the excavation and the superincumbent rock mass moves down towards the excavation. If the convergence of the surfaces of the excavation were controlled, energy generated by their motion against the controlling forces could be extracted. Since the total forces in the rock mass are not significantly affected by the excavation, stress concentrations arise around the excavation, which compensate exactly for those stresses no longer transmitted through the excavation. These phenomena give rise to two general principles which provide the basis for analyzing the effects of making any underground excavation. The first of these is that the total force resulting from the stresses across any plane in the rock, including any plane through the excavation, must be the same before and after the excavation is made. The second of these is that energy must necessarily be released as a result of making an underground excavation.

E. Windsor Richards, London, England:—In reading this paper the most interesting point to me mas the question of the maximum percentage of phosphorus allowable in the steel rail. Mr. Colby said, and we will all agree with him, that the engineer knew, and even a steel-rail maker grants that phosphorus is the most undesirable constituent of steel. We in England have been for a long time considering a specification for the supply of steel rails. This matter has been taken up by the Institution of Civil Engineers, the Mechanical Engineers, the Iron and Steel Institute, the Institute of Naval Architects, and the Electrical Engineers. Committees have been formed,and the whole matter has received most careful attention. They arrived at last at an analysis which I will read: " The carbon is to be from 0.35 to 0.5 per cent.; the manganese from 0.7 to 1.0 per cent.; the silicon, not to exceed 0.10 per cent.; phosphorus, 0.07; and sulphur, 0.07 per cent." As to the phosphorus, which is the most important point of all in the analysis, we have for many years, and indeed until very lately, always agreed to supply steel which would not contain above 0.06 per cent. of phosphorus. Iron-ores are not quite as good now as they were formerly, and the manufacturers at the meetings of the committees referred to, tried to obtain an increase in the allowance of phosphorus. They asked the Sub-committee to agree to 0.08 per cent. of phosphorus. They tried all they possibly could to obtain that; but they failed. English engineers in Great George Street and all over England, representing the important Associa tions I have mentioned, would only agree to 0.07 per cent. and that is the maximum allowance of phosphorus. Mr. Colby is an able advocate, but with all his ability he would not have been able to persuade the English engineers to agree to 0.08 per cent.

The following abstract of the minutes of the final Adjourned Annual Business Meeting, held Nov. 12, 1912, in the office of the Institute, 29 West 39th Street, New York City, is here presented for the information of the membership at large. On the announcement by the Secretary that there was a quorum present, President James F. Kemp called the meeting to order. The minutes of the Adjourned Annual Business Meeting of Oct. 7, 1912, were read and approved. (Sec p. xi,Bulletin No. 71, November). Prof. Jos. W. Richards, in behalf of the Special Committee of the Board of Directors and the Council (Messrs. Richards, Kirchhoff, and Rand), withdrew the two proposed amendments to the Constitution offered by the said Committee at the Adjourned Annual Business Meeting of Oct. 7, 1912. (See Bulletin. No. 70, October, 1912, p. vi., and Circular Announcement No. 8, Oct. 15, 1912, p. 15.) Professor Richards presented a syllabus of the proposed amendments to the Constitution and By-Laws prepared by the Special Committee. Several members present discussed various sections of the proposed Constitution, and the Committee advised that the suggestions would he duly considered before submitting the final document, which would be duly presented and sent to the membership at large at least 30 days before the next Annual Business Meeting, Feb. 18, 1913. Professor Richards presented a resolution, seconded by Mr. Kirchhoff, making a change in the present Certificate of Incorporation, so that it would conform to the proposed changes in the Constitution and By-Laws; said resolution was unanimously adopted. Professor Richards presented another amendment to the Constitution, which had been purposely omitted from the printed list, but had been requested by many members, namely, the creation of a " Class of Fellows." This question was freely discussed at the Cleveland meeting (see Bulletin No. 71, November, 1912, p. 1348), and in view of the diversity of opinion it was-decided to present it in separate form for separate action of the membership at large at the Annual Business Meeting, Feb. 18, 1913. In answer to question, the President announced that the proposed amendments to the Constitution and By-Laws presented by Messrs. Corning and Stone at the Adjourned Annual Business Meeting, Oct. 7, 1912, and published in Circular Announcement No. 8, Oct. 15, 1912, were still on record. Professor Richards presented a syllabus of the proposed amendments to the By-Laws, and several sections were discused by members present, but no action of record was taken. Mr. Charles F. Rand read a letter from Mr. L. K. Armstrong, Sec-retary of the Spokane Local Section of the Institute, referring to the proposed amendments to the Constitution, and he announced that many of Mr. Armstrong's suggestions were, in one form or another, already incorporated in the proposed amendments submitted by the Special Committee. A special vote of thanks was passed to Dr. Albert R. Ledoux for the valuable assistance rendered by him to the Special Committee in the preparation of the proposed amendments to the Constitution and By-Laws.

DURING the early years of Homestake operations, shaft signaling from the cage tenders to the hoisting engineers was done by mechanical means. Small steel cables or jointed steel rods were suspended in the shaft compartments and counterbalanced with weights or springs. These cables or rod strings were connected to the mechanically operated gongs at the engineers' stations by means of bell cranks and steel wires. The system was simple and economical and served the purpose well until the mine reached a depth of 1000 ft., then the system became slow and cumbersome and required a considerable amount of muscular effort to operate it with much speed, because of the inertia of the heavy moving parts. The mechanical signaling was superseded by a simple electrical system consisting of a single pair of wires in steel conduit for each shaft compartment. In the shaft at each station a pull switch was connected to the wires. The switches were operated by means of bell cords, which extended from station to station. This electrical system was a great improvement over the mechanical one, but it had one serious drawback, which also applied to the older system; namely, the engineer did not know where a signal originated. Later on this signaling was improved to overcome this drawback, and to give the engineer a positive indication of a signal's origin. In this system a separate return wire from each pull switch is carried to an annunciator at the engineer's station, where it indicates the signal's origin. While the annunciator system used by Homestake is very safe and reliable, it has the inherent drawback of all wire-connected systems in that it is impossible to send a signal from a moving cage. A number of years ago Homestake became interested in the possibility of using some sort of radio transmission for shaft signaling. The company did much experimental work with purely radio signal transmission, but no practical way was discovered to use radio transmission in a mine shaft for signaling to or from a cage. Therefore, all efforts were directed to devising a practical way of using the hoisting rope as part of the circuit. It was realized that the return circuit from the rope would need to be through electrostatic coupling between the cage and the earth or ground sides of the shaft, because the guides would not always be wet enough to make possible good electrical contact between the cage and earth, therefore relatively high-frequency alternating current was chosen as the medium of transmission. Soon a practical system was developed for transmitting an electric current from a moving cage over an electric circuit of which the hoisting rope was a part. (written discussion*).-In Mr. Burke Baker's description of the process of the American Briquet Co., he speaks only of the attractive features, but every process which uses a compound or emulsified binder has certain undesirable features which must be considered. In making an emulsion, the success of which depends upon the introduction of the various ingredients at certain fixed temperatures and the complete intermixing of a soluble solution with an oil which has absolutely no affinity for it, considerable difficulty is found in keeping the various factors in strict accordance with the formula. To serve its purpose properly or, in other words, to be right for easy mixing with the coal, it should be of a certain predetermined density. Among the controlling factors of this ate the proportion of moisture contained and the temperature of the oil when introduced. If the latter is higher than intended, a greater proportion of moisture will be evaporated than is proper, and if the oil is not sufficiently hot the process of emulsification is retarded. These various factors can be controlled with more or less certainty where working in a laboratory or in a small experimental way, but when it is attempted on a large commercial scale, certain obstacles not otherwise apparent are likely to be encountered.

THE geometrical interpretation of transmission electron micrographs of hcp metals is more complicated than the equivalent interpretation of cubic metal for two reasons: firstly, prominent zone axes are not in general normal to prominent planes, so that a simple diffraction pattern often corresponds to a nonra-tional foil plane; and secondly, the Miller-Bravais sys-tem of indexing directions is not easy to visualize. In this, the indexing is referred to the Bravais four-axis system, and the direction is labeled [hkil], chosen so that and I are shown in Fig. 1. Some geometrical relationships useful for the interpretation of transmission micrographs have been calculated and are tabulated below: 6) Direction of the intersection of two planes; this is easily calculated by applying Condition 4 to both planes: a direction that lies in both planes is clearly their direction of intersection. Some of the above expressions have also recently been given by Otte and Crocker;' Expression 5 is of course in most standard crystallographic texts. It is generally considered easier and quicker to use graphical methods for the interpretation of electron micrographs than analytical methods. Short-range mine planning (less than five years) previously was accomplished using contour and isopac maps, pencil and paper, an abacus, and our lucky quarter. Through the use of both micros and mainframe time sharing, Glenrock Coal Company (GCC) has been able to virtually put the old equipment away (except the problem solving quarter). In the process, GCC has saved many man-days and eliminated the more tedious parts of mine planning, such as picking elevations off a map with an engineer's scale and repetitive calculations. These savings have allowed GCC to do a more extensive job of mine planning as well as offer more alternatives, making GCC better prepared for possible economic changes. Mine planning, simply, involves looking at what has been done and deciding what needs to be done using various constraints. The application of this concept is not as easy as it sounds. The need for experience and insight cannot be replaced by a machine, but machines can supplement a person's ability by doing the bookkeeping and the repetitive work. Through the application of computers and their accessories, GCC has brought mine planning to a more modernized state. The following paper will detail the development and use of one system as used at GCC. In searching for an explanation for the obvious difference between the copper and the brass type of rolling texture, it is common practice to look for correlations with other properties. For example, there are obvious differences between copper and brass in the critical resolved shear stress, the extent of easy glide or stage I, and the amount of "overshooting)) during single-crystal deformation.' Also, the slip lines in copper are fine and wavy while those in brass are more coarse and better described as slip bands.' Since neutron irradiation is known to make these properties in copper change in such a way as to resemble brass,2'3 an excellent test for these possible correlations is to see whether neutron irradiation produces a corresponding change in the texture, i.e., whether irradiated copper develops a brass-type rolling texture. The experiment would also answer the more important question of whether or not lattice defects like those introduced by neutron irradiation have any effect on the development of rolling textures in fcc metals. Experimental studies using conventional X-ray pole figure techniques are inconvenient because the X-ray detection system must be modified to discriminate against the radioactivity which is induced in the specimen by the necessarily long exposure to neutrons. THE methods of electrical prospecting, which employ contact electrodes to produce an electric field in the ground, furnish information concerning the constitution of the material beneath the surface, as indicated by the distortion of this artificially produced field and anomalies therein. To reveal the distortion of such field of known character, it is only necessary to measure qualitatively the direction of the field, using sensitive compensation methods. In such a case, the survey is relatively simple, and that is an important factor from a practical point of view, The distortion of the normal field thus determined permits an easy interpretation and gives approximate information as to the subsurface conditions, without the necessity of a thorough theoretical knowledge of the electrical field. The true field of application of the equipotential lines and search-coil methods, which are based on this principle of directional determination of the electrical field in the ground, is that of search for deposits of economic minerals for the mining industry, although they can also be used in solution of other problems; for example, in the determination of the strike of anisotropic beds. The distortion of the electric field as represented by the picture of equipotential lines or other measured curves is striking only when bodies having conductivities different from that of the country rock are embedded in the underground, or when the underground is anisotropic.

Theory, operational characteristics, and indicated precision and accuracy of analytical methods based on vacuum extraction, equilibrium pressure, and combustion approaches are reviewed. At the present time vacuum extraction at 1400°C and the equilibrium pressure method are recommended for determination of hydrogen in titanium and titanium-rich alloys. UNTIL a few years ago the role of hydrogen in titanium was an unknown factor with regard to its effect on the physical and mechanical properties of the metal. However, following the work of Jaffee and othersa-" it is now generally acknowledged that hydrogen has a degrading effect on titanium and its alloys. The chief manifestations are a decrease in impact strength in -systems and delayed cracking in a-ß systems. Since hydrogen does have a de- grading effect on titanium it is essential to control it within tolerable limits. It then follows that procedures for quantitative estimation of hydrogen are a primary requirement for the industry. For greatest benefit these methods should be simple, rapid, and precise. In addition to having these virtues, methods must be easy to duplicate in both equipment and technique to gain widespread use. After inherent accuracy has been established, the, required precision to make a method acceptable is dependent largely on the nature of the work at hand. DUPING the last two years, and especially during the last six months, a number of important articles upon the new methods for the desulphurization of galena have been published in the technical periodicals, particularly in the Engineering and Mining Journal and in Metallurgie. I proposed for these methods the type-name of "lime-roasting" of galena as a convenient metallurgical classification,' and this term has found some acceptance. The articles referred to have shown the great practical importance of these new processes, and the general recognition of their metallurgical and commercial value which has already been accorded to them. It is my present purpose to review broadly the changes developed by them in the metallurgy of lead, in which connection it is necessary to refer briefly to the previous state of the art. The elimination of the sulphur-content of galena has been always the most troublesome part of the smelting-process, being both costly in the operation and wasteful of silver and lead. Previous to the introduction of the Huntington-Heberlein process at Pertusola, Italy, it was effected by a variety of methods. In the treatment of non-argentiferous galena concentrate, the smelting was done by the roast-reduction method (roasting in reverberatory furnace and smelting in blast-furnace); the roast-reaction method, applied in reverberatory furnaces; and the roast-reaction method, applied in Scotch hearths 2 Precipitation-smelting, simple, had practically gone out of use, although its reactions enter into the modern blast-furnace practice, as do also those of the roast-reaction method.

(Cleveland Meeting, October, 1912.) THE structure of iron and steel, though the object of so much study and research for the past 25 years, is by no means thoroughly understood. In the first place, we have three or more distinct iron-carbon thermal diagrams, each with its own supporters, and each representing a theory of the structure and constitution of cast-iron. In the second place, by reason of the fact that austenite, the solid solution of carbon in iron, decomposes in the solid state into ferrite, or pure iron, and cementite (Fe3C), and that quenching from above this transition-range, no matter how rapid, cannot entirely prevent the change and thus preserve the austenite by itself at ordinary temperatures, it happens that under the microscope we find, in addition to the ferrite, Fe3C, and austenite, which the thermal diagram of steel requires, it series of transition-products with distinctive structures, to which have ,been given the names martensite, troostite, sorbite, etc. Now these transition-products, in addition to the solid solution, austenite, have been the source of much controversy, at times very bitter. One side would insist that, say, troostite was an entity, which the other side would deny, pointing out that it must be a transition-mixture, with a particular structure. That austenite was a solid solution of carbon in iron has been denied by one school ; we have been told that Fe24C dissolved both Fe3C and Fe, and thus gave rise to a whole series of quenching-products-all this in spite of the fact that no matter how the thermal diagrams differ in regard to cast-iron, they all agree in regard to the solid solution, austenite, for Fe24C finds no place on the diagram. Discussion held at the sessions of the Canal Zone meeting, November, 1910. [SECRETARY'S NOTE.-As a result of this discussion, an expression of opinion covering all points of unanimous agreement was adopted and signed by members of the Institute party as individuals. This statement, which was printed in the Bulletin of December, 1910, is reprinted below, as an introduction to ,the detailed report of the discussion. It should be clearly understood that it does not constitute an official declaration by the Institute, the rules of which forbid any such action. At the New Haven meeting of February, 1909, a free discussion of the plan of the canal took place, in which the critics of the present scheme had full opportunity to state their views. That discussion was continued at considerable length in the newspapers ; but the Institute was never committed to either side. In this latter instance, the situation is precisely similar. Certain members and guests of the Institute, having had the advantage of later developments and of personal inspection, have expressed the conclusions at which they have arrived on their own responsibility ; and these conclusions are published by the Institute, subject to further discussion, like any other part of its proceedings. The general statement referred to contained a promise that the full discussion, of which it was a result, would be subsequently printed ; and this promise is fulfilled, so far as practicable, in the subjoined report, concerning which I beg to offer the following explanations: 1. It is made up of the remarks of the members of our party, as subsequently written out and mailed to the Secretary. 2. In editing these contributions, I have condensed the material considerably by cutting out much repetition of opinions and phrases ; and in such excision, I, frankly confess, the authors whose communications were delayed, have been the sufferers. Nevertheless, there is a good deal of repetition left, as there must be, when so many persons had talked so much, and come to agreement upon so many points. 3. It has been found impossible to preserve in this report the actual order of the free and informal oral discussion represented. Consequently the several contributions have been arranged in alphabetical order under the names of their authors. Although the liquid-solid cyclone is a relatively recent innovation in the field of coal preparation, various authors have already indicated three distinct applications to operations encountered in the modern tipple. Driessen's articles and work at the Dutch State Mines exhibited its possibilities in the beneficiation of fine coal with apparently high efficiencies down to the 200-mesh fraction. 1 2 3 4 Other publications point out its use as a recoverer, thickener, and preliminary dewatering agent of fine coal which in too many cases is being wasted due largely to former high operating cost limitations 5 6. Finally, certain authors have emphasized the practicability of applying the cyclone to the elimination of coarse and fine solids from water slurries in the tipple in order to produce a water suitable for recycle purposes containing only minute particles far below the 200-mesh size.6 This would result in a closed water system for many cases, with its accompanying economic and operating advantages to locations where water quantity and quality problems are severe; better operation of washing equipment using a consistent water devoid of injurious fine particles; lowered maintenance costs due to the lesser abrasion resulting when the fine abraiding particles are removed; and the greater ease of disposing of refuse streams of reduced volume containing greater percentages of solids.

I. INTRODUCTION. DURING the past 50 years the attention of mining-men has been turned to Africa, and within the past decade prospecting-expeditions sent into Central Africa have resulted in the opening-up of several mines. Having recently spent two years in the Belgian Congo for the Société Internationale Forestiere et Miniere du Congo, it is our purpose to outline briefly the mining-conditions in that part of Central Africa. Before it became, in 1908, a Belgian colony, this region was known as the Congo Free State. II. LOCATION AND AREA. The Belgian Congo lies in southwestern Central Africa, west of the continental divide, is illustrated in Fig. 1. It has a coastline of but 20 miles on the Atlantic, but widens rapidly eastward to points 5° north and 14° south of the equator.
