This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Bolivia has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers to whom it is being referred through the courtesy of the Department of State. SYNOPSIS OF LAW All useful substances of the mineral Kingdom belong originally to the State. The soil and subsoil are regarded as two distinct parts, the latter extending indefinitely in depth (Art. 2). The subsoil is under the dominion of the State, which may either abandon it to common use, grant it gratuitously to the owner of the soil, or alienate it, in return for an annual fee, to any individual or association that applies for it. Response surface methodology is a well-known and powerful technique for determining optimum conditions in flotation systems. One disadvantage is the onerous task of the numerical calculations and curve plotting. This paper describes a system in which the investigator simply selects the range of several flotation variables after which the design of the experiment, data analysis, generation of response surface equations, and response surface plots are automatically carried out using a digital computer and a computer-driven curve plotter. Several typical response surfaces of important variables in phosphate flotation are presented as examples.

"A 2 km section of the Evergreen Line Rapid Transit Project is supported on improved ground consisting of cement deep soil mix (CDSM) panels because of highly variable and challenging soil conditions, especially the potential for seismic liquefaction-induced lateral spreading. CDSM was used as an alternative approach in place of driven piles for reducing the seismic lateral spreading displacements. An additional significant aspect of obtaining owner acceptance for CDSM was demonstrating that both seismic and non-seismic performance would equal or exceed that of using driven piles. It was recognized that, to demonstrate adherence to the seismic performance requirements, seismic design should be based on dynamic analyses (using FLAC) to estimate likely displacements and stresses/strains in the CDSM panels. One focus of the analyses was investigating the potential for cracking of the CDSM panels and the resulting displacements. This was simulated using the Ubiquitous-Joint and UBCSAND constitutive models.INTRODUCTIONThe Evergreen Line Rapid Transit Project (ELRT) is an 11 km extension of the SkyTrain system through Burnaby, Coquitlam and Port Moody in the Lower Mainland of British Columbia, Canada (Figure 1). The ELRT project is being delivered through a Design/Build/Finance model by Evergreen Rapid Transit Construction (EGRT), an SNC-Lavalin Inc. company, to the Province of British Columbia (the Province).This paper discusses the ground improvement design for a 2 km section of the alignment through Port Moody, a historic city at the head of Burrard Inlet. The alignment is located in a right-of-way of restricted width with many pinch points close to residential and commercial properties, and directly adjacent to the Canadian Pacific Railway (CPR) mainline tracks. The ground slopes from south to north across the alignment towards Burrard Inlet at inclinations of up to about 6%. Design and construction of the Port Moody section was subcontracted to SNC-Lavalin Constructors (Western) Inc. (SLCW) and SNCLavalin/ Graham Construction Joint Venture (SGJV). Construction included single- and double-track slab guideways, pocket track (where up to four to six tracks were present), and Moody Centre Station."

This report presents the results of a program demonstrating the technical and economic feasibility of hydraulic borehole mining of uraniferous sandstone. This mining technique involves the drilling of a borehole from the surface down into the ore body. A borehole mining tool consisting of a high-pressure cutting jet and a slurry jet pump is lowered down the borehole. Water from the high-pressure cutting jet cuts into the sandstone formation generating a water-sand slurry which flows to the slurry jet pump and is pumped to the surface. The cutting jet is rotated and moved up and down from the surface, thereby generating a cavity in the formation. When the cavity size reaches a point beyond the effective radius of the cutting jet, the mining tool is moved to an adjacent borehole and the process is started again. This program was carried out in four phases. Phase I included modifications to the borehole mining system (built and tested under a previous contract, No. H0252007, for the mining of coal) and factory tests of the jetting system. Phase II covered the field tests and a public demonstration. Phase III involved nozzle and equipment modifications and factory tests. Field testing continued under Phase IV along with an evaluation of this method. The field tests were conducted successfully on Rocky Mountain Energy Company's Nine Mile Lake property near Casper, Wyoming. Results indicate that; hydraulic borehole mining of uranium is technically feasible (300 tons of uraniferous sandstone were mined from a depth of 90 ft) and the hydraulic borehole method is economically attractive. However, additional testing is required to clearly define the economic feasibility.

[Determine how subsidence resulting from underground coal mining affects surface structures, and evaluate the usefulness s of the tiltmeter for monitoring foundation movement. Approach The Bureau of Mines is studying foundation response to mine subsidence in order to determine how subsidence-induced ground movements affect foundations in place directly above the mint. These investigations are essential if economic mitigation and repair techniques are to be made. In addition, commercially available tiltmeter are being evaluated (or use as a cost-effective monitoring technique. To study foundation response and to evaluate the tiltmeter system, full-scale model foundations were constructed, instrumented, and monitored for three years. Vertical and horizontal displacements, tilt magnitudes and directions, and observed damages were recorded. Displacements were compared with measured lilt to determine if the tiltmeter was tracking foundation response to subsidence, The Bureau developed a computer software package to aid in the reduction and analysis of the tiltmeter data.]

I know they have worked very hard in selecting the various committees, who in turn - by the looks of our program have gone all out to prepare material that should be of great interest to us. I trust we will be attentive to the subjects presented and freely enter into the discussions, also relating our problems and experiences. I am sure this will prove both profitable and beneficial to all present. "The main purpose of these conventions is to become acquainted with each other, renew old acquaintances, talk over our problems, and have a little fun and relaxation from our every day routine. "Let us not forget the manufacturers, the distributors, the operators, or the press because it is through their splendid support that this organization is successful. "Since our last meeting we have gained many new members, whom we especially welcome. We are sorry to have lost a few. I am mindful, at this time, of two very good members from my home state who have passed away, Walter Wetzel, a former president of this institute, and Lee Alger, at the time of his death, Vice-President from Utah. When mining accidents occur, workers often become trapped and/or incapacitated. Current rescue operations can be dangerous and too slow to produce favorable outcomes. Currently, no method exists for rescue crews to scout ahead at critical times to assess the situation. Sandia National Laboratories (SNL), through a National Institute for Occupational Safety and Health (NIOSH) sponsored program has developed the Gemini-Scout mine rescue platform. The Gemini-Scout was created to assist in underground mine rescue missions. It has been designed to go into potentially hazardous environments to assess the conditions (structural, air quality, temperature). In addition, it will enable two-way communications with potential survivors prior to human rescue teams being able to enter the area. The Gemini platform is a dual tracked-chassis design, which gives the robot excellent mobility in unstructured environments. The design includes a passive 2-degree of freedom joint between two identical bodies allowing for ±30deg of pitch and roll. In addition to the base mobility platform, the Gemini-Scout incorporates many other features to help it succeed in its underground mission. The electronics are mounted in explosion proof housings to ensure safe operations in hazardous gas environments. The platform is also able to operate in up to 18in of standing water with its elevated pan/tilt cameras for navigation. A four-channel video link and Two-way audio on the vehicle help to ensure located survivors can communicate with the robot operators. The platform also incorporates a Mine Safety and Health Administration (MSHA) approved multi-gas sensor to monitor air quality. SNL believes that this technology is broad enough to be appealing to other first responders, such as police, firefighters and medical personnel. Gemini could easily be fitted to handle earthquake and fire scenarios, and it could provide relief in currently inaccessible situations.

Volume II of the final report concerns the application of sensitive ground-fault interrupters (GFIs) to ac utilization circuits in U.S. mines The main concepts examined are shock prevention and methods for reducing nuisance tripping. The research involved a literature search, input from previous Bureau of Mines contracts, and contacts with electrical manufac-turers and mining personnel. Following this background work, several devices that showed promise were obtained and tested. Results of testing indicate the existence of GFIs that may be modified to perform adequately on U.S. mining systems. A recommended set of guidelines is included in the report, covering design, construction specifications, and performance tests.

During the period 1979 thru 1982, Multi Mineral Corporation conducted a mining research program at the United States Department of the Interior's Bureau of Mines Oil Shale Mining Environmental Research Facility in the Central Piceance Creek Basin, Rio Blanco County, Colorado. The program consisted of mining, environmental and geotechnical research data and. the results are described in this report.

ABB offers complete electrical revamps of mining shovels with ac or dc drives, drive control, frequency converters with insular gate bi-polar transistor technology, intelligent control packages and visualization. Many of the world’s shovel excavators and draglines (walking excavators) were built in the1980s. After 15 to 20 years of round-the clock operation in openpit mines, these machines start to feel their age. Electrical parts are particularly vulnerable. Their performance deteriorates and availability and productivity fall. Even with regular ser-vice and maintenance, a machine of this age will accumulate 400 hours of unscheduled downtime a year. The need for a replacement becomes pressing, but the expense is often prohibitive.

IN the winter of 1902, while occupying the position of mining and examining engineer for the Mountain Copper Co., Ltd., of Keswick, Cal., I had occasion to discuss with the General Manager, among other things, the question of the enormous waste of sulphur in smelting cupriferous, pyrite ore, and to cast about for means to utilize this waste or to render the fumes innocuous to vegetation. The decreasing rate of production of California farms, the consequent need of fertilizers, and the opportunity thus offered to utilize large quantities of sulphuric acid in the manufacture of superphosphates naturally brought the subject to the practical and commercial side of phosphates. I was informed that the company had made efforts to find phosphates in the West, without success. I advised as a start placing inquiries for phosphate deposits on the Pacific coast in the current mining ,journals. This was done, with the result that in January, 1903, from an advertisement in the Mining and Scientific Press we got track of a deposit in Rich county, Utah, through T.J . Wilson, of the Southern Pacific railroad in San Francisco. As soon as snow in the mountains would permit, in May, 1903, I undertook an examination of the property, with the result of recognizing the importance of the find, in spite of its lack of facilities for transportation at a commercial figure. On June 15, 1903, I concluded my report by saying, "This may be one of the world's deposits of phosphates." On Nov. 17, 1903, I concluded my report for the season in the following words : " I have now no hesitation in saying that I believe the Carboniferous formation so largely developed in the Wasatch mountains of Utah and the mountains of the Great Basin will prove to be one of the greatest storehouses of phosphoric acid in the world."

Drill cores from 18 exploratory holes that were drilled into the unleached saline beds were tested for mechanical properties by the Bureau of Mines. Test cores were primarily selected from zones L4B, R4B, L3, and R3A in the Piceance Creek Basin, Rio Blanco County, Colo. Regression analysis techniques were tried in an attempt to relate kerogen yield or apparent specific gravity to the parameters compressive strength, Young's modulus, and Poisson's ratio. Correlation coefficients were very poor, indicating that this type of analysis was not amenable to these data. Analysis of variance techniques were tried using a division of either greater than or less than 10% nahcolite together with the requirement of less than 3% dawsonite. Results showed that a larger percentage of nahcolite tended to lower the compressive strength and to increase Young's modulus. A second analysis was made using a division of less than 3% dawsonite and greater than 3% dawsonite together with the requirement of less than 1% nahcolite. For this analysis, a larger per-centage of dawsonite tended to increase compressive strength, Young's modulus, and Poisson's ratio. Mean compressive strength values were determined for the mining horizons of interest. Average physical properties for design purposes were also determined for the horizons of interest and for a proposed adit based only on logged geologic depths to these horizons. No consideration was given to percentages of nahcolite and dawsonite. Creep data obtained from nahcolite-and dawsonite-rich oil shales provides a best fit to a modified power equation.

Gaseous products resulting from rapid pyrolysis of coal and coal/inhibitor mixture's by a ruby laser and a flash-tube were monitored on-line by time-of-flight mass spectrometry. The distribution of stable gases from the coal is not Greatly influenced by the addition of small quantities of powdered flame inhibitors. Preliminary studies of the reaction of elementary radicals with coal and coal/inhibitor mixtures are described. The different types of experiments are discussed with regard to possible modification and application to studies of flame inhibitor action.

Several underground coal mines currently operating in the Beckley District of West Virginia are experiencing serious roof and floor problems. A significant portion of the estimated two billion tons of coal resources may be lost as a result of these ground control problems. Preliminary studies by the Bureau of Mines indicated that these problems are due in part to a high horizontal stress field. During this contract study, a field program was conducted to quantify the horizontal in situ stress. A total of 14 overcoring sites (using the Bureau of Mines strain-relief overcoring technique) in five mines were drilled producing 53 data sets. Analysis of the data was done to provide in situ horizontal stresses for each of the five mine, and for the district as a whole. Stress data indicate horizontal stresses far in excess of that predicted by theory and in some cases, up to six times the estimated vertical stress. In addition to the field testing, a detailed computer modeling study was conducted using finite element and boundary integral (displacement discontinuity) methods. Verification of in situ stresses was obtained by the models and analysis of various development geometries, mining methods and remedial techniques were conducted. Recommendations for reducing ground control problems and future studies are presented.

The author contends that geoscience is presently under-utilised in the rock fragmentation by blasting process. Before we can set standards in this area, the following is required: mine geologists need to gain a better understanding of the blasting process and the blasting team needs to obtain a better appreciation of geology. Both groups need to be informed of what can be done to improve blasting outcomes, why it is necessary and how it can be achieved. By working closely together, both the geoscience toolkits and blasting expertise can be applied and focused on priority blast sensitive issues, with potential to improve mine economics and safety. Finally, and ideally, mine geologists need to take a leadership role in raw rock mass data collection and data management, and invited to take an active role in rock mass related behaviour data collection, integration and presentation.This paper attempts to provide insight into all these prerequisites for setting a new standard for collaboration and mutual learning in this strategic opportunity area. The potential for blasting to leverage downstream processes is highlighted. Blasting objectives and blast design principles are introduced along with the required rock mass related inputs. Some hazardous geological materials and environmental conditions are described, along with how they can affect operational complexity.Four case examples are used to illustrate the need for closer liaison between geology and blasting professionals. The first related to grade control blasting, aims to demonstrate how a blasting geology approach can add significant value. Case example two demonstrates how geological models and bench face analysis can assist with fragment control. The third and fourth case examples involve an overview of two case studies where timely geological and geotechnical knowledge input and intervention into blasting activities may have reduced losses due to blast initiated open pit slope collapses.CITATION:Little, T N, 2017. The Anaconda Company, through its wholly owned subsidiary The Anaconda Company (Canada) I,td., has investigated, optioned and partially developed a large tonnage of iron ore amenable to magnetic concentration. The reserves are located in north central Ontario and occur within a twenty-two mile belt of layered and intricately folded metamorphic rocks, close to the north contact of an igneous complex of granite and pegmatite. There are two main ore deposits. Briarcliffe is a steep to vertically dipping body 100 to 500 feet wide and over a mile long. The Two Mile Lake deposit is flat dipping and confined to an open, asymmetrical syncline; it is approximately a mile wide and 250 to 4.00 feet thick. On its flat easterly plunge, it is saucer-like in shape and is amenable to open-pitting for an east-west distance of several thousand feet. Magnetometer surveys, confirmed by drilling, indicate at least a three mile eastward extension of this deposit. Location and Access: The property is located in the Kowkash Mining District of northwestern Ontario, roughly forty-four miles north of the community of Nakina on the main line of the Canadian National Railroad. (Fig. 1) Access during the exploration period was entirely by airplane from Nakina. (Fig. 2) More recently, Nakina itself was connected to the highway network in the Longlac-Geraldton area. The property is roughly 190 miles by existing and proposed railroad from the Great Lakes waterway system. The Trans-Canada pipeline moving natural gas from western to eastern Canada passes through Geraldton roughly 70 miles south of the property. Topography: The surface features in the area are typical of a sizeable portion of the Precambrian Canadian Shield area. Many lakes, low swampy areas, and glacial moraine-type features are common in this recently glaciated area. The average elevation is between 800 and 900 feet above sea level, and the relief is probably less than 100 feet with the greater portion of the area less than 50 feet. The topographic "highs" are formed either by outcrops that were resistant to glacial erosion or by moraines, eskers and drumlins which were deposited upon the recession of the glaciers. The better mineralized zones, composed chiefly of quartz and magnetite, commonly form ridges resistant to erosion and weathering. Previous Work: Because of the obvious outcrop of the magnetite-rich beds and knowledge gained from early developments within the general region, it is conceivable that the presence of the iron formations has been known for a good many years. An instrumented spherical vessel has been used for many years to study laminar combustion waves. Concurrent measurements of flame speed and pressure-rise rates have led to evaluations of burning velocities, the pressure dependence of the burning velocity, and the expansion ratios of the gases passing through the combustion wave. For the most part, these studies have involved flames initially at atmospheric or subatmospheric pressure. The old spherical vessel used by the Bureau of Mines was not designed for use at elevated pressures. Moreover, being made of wrought iron, it was susceptible enough to corrosion to prohibit its use with many combustible mixtures that figure in industrial research. In mid-1956, under sponsorship of the Office of Naval Research, the Bureau undertook the development of a stainless steel spherical vessel capable of withstanding explosions of gaseous mixtures at initial pressures as high as 20 atm. and initial temperatures as high as 250° C. The design called for a double array (cross) of closely spaced small windows for observation of the flame as it traversed the vessel and a piezoelectric transducer to measure concurrently pressure-rise rates. Because no commercial contractor was willing to bid on the construction of such a vessel, it was built at the Bureau's Bruceton machine shop.7

Mr. Morton and I have changed the order of the questions. Instead of what is now first, we have put No. 3 first, progress on basic-roof construction, inasmuch as we feel that it is quite important. At this time, H. S. Robertson, of Harbison-Walker, is going to give you a short talk, with slides, on what has been done to date on this subject.
