A symposium was held on January 30 and 31, 1973, at Pittsburgh, Pa., to review the state-of-the-art in designing and utilizing diesel-powered equipment in underground mining. The Health and Safety Activity of the Bureau of Mines sponsored the symposium with major assistance from the following four participating organizations: The American Mining Congress J. Allen Overton, President The United Mine Workers of America Arnold R. Miller, President The National Independent Coal Operator's Association Cloyd D. McDowell, President The Bituminous Coal Operators' Association, Inc. Guy Farmer, President Seventeen papers were presented during four half-day sessions devoted to the general subjects of the diesel engine, the place of the diesel in underground mining, health protection using diesels underground, and maintaining safety of diesels underground. Eleven of the speakers were from industrial organizations here and abroad; one represented the Provincial Government of Nova Scotia; two were with the Department of Health, Education, and Welfare; and three reported on Bureau of Mines work related to diesels.

The authors participated in a study for a new mine shaft in Saskatchewan?s Athabasca Basin where ground freezing is desired to reduce water inflows. Constraints were imposed on the design in terms of permissible water leakage (less than 10 m3 / hour) inside the shaft. Since the shaft goes through highly permeable formations, water control measures had to be incorporated into the design. Ground freezing was selected as the most reliable and proven method for the sinking and a hydrostatic liner design was implemented. While exploring various technological options available for providing a fully hydrostatic liner, the authors came up with a new design concept that offers a more cost effective solution while meeting all the design constraints. The new liner concept is a composite design using concrete and a sprayed-on membrane system. A proof of concept program comprising laboratory testing and field testing was successfully implemented. This paper presents the innovative liner design, as well as the adapted sinking methodology, developed for this type of project. The new concept offers a new cost effective high performance hydrostatic mine shaft liner comparing favorably with traditional methods. Un design hydrostatique a été choisi pour le revêtement du puits. Dans le processus de design, les différentes technologies disponibles ont été étudiées. Les auteurs ont développé un nouveau concept de revêtement composite offrant un rapport performance/prix plus avantageux que les technologies conventionnelles. Le nouveau design proposé est composé de béton et d?une membrane projetée. Un programme expérimental a été réalisé pour démontrer la faisabilité du concept. Cet article présente le nouveau concept ainsi que la méthodologie de fonçage de puits adaptée. Ce concept innovateur offre un revêtement hydrostatique performant à un cout avantageux par rapport aux techniques de construction utilisées jusqu'à maintenant.

Extensive site investigations revealed that abandoned shallow mine workings exist under a site planned for construction of a major new facility. Since the mine voids were susceptible to collapse, they were stabilized by grouting. After completion of the mine remediation, three types of deep foundations (micro-piles, auger-cast piles, and drilled piers) were considered for this site. Micro-piles spread the load via the bond between the pile and the bedrock. Without significant length socketed in rock, the axial load of auger-cast piles and drilled piers has to be concentrated on end bearing. Although spreading the load is preferable in this environment, economic consideration dictated the choice of drilled piers for construction.

A new hyperbolic model for generating P-Y curves is developed for use in lateral analyses of cemented soils (a ?C-F? soil with both cohesive intercept and friction angle), and includes degradation of the static loading soil response to model the effects of load cycling (repeated loading) with load cycle number. The p-y curves, for both static and cyclic loading, were derived from full-scale lateral test results conducted on a set of six drilled shafts in a loess deposit at the Kansas DOT test site. Values of the model parameters obtained from the load testing at this site are presented, as well as a discussion of the model parameters effect on the results such that the model may be rationally applied to other sites with C-F type soils. A step-by-step procedure is presented to illustrate the application of the model. Correlation of the model to the CPT cone tip resistance (qc) from CPT testing is made, as this was found to be the most reliable; However, the model is applicable to other methods, both in-situ and laboratory, of assessing the soils strength.

This report deals with the factors which should be considered in evaluating a placer deposit and selecting a dredging system for mineral recovery. Overall dredging feasibility and the design of dredging systems are reviewed. Excavation methods, each with its advantages and disadvantages, are compared. Direct operating costs, both original and updated, of gold dredges with bucket capacities of 6 to 18 cubic feet are included. Costs vary with digging depth, changes in environmental conditions, and physical characteristics of the placer, all of which affect excavation rate and recovery. The costs, updated with appropriate indexes, should be used only as guidelines to evaluate potential dredging projects with similar characteristics. The relation of direct dredging costs to annual production is graphically illustrated by a family of curved envelopes that span dredge sizes from 2-112 to 18 cubic feet. A curve fitted to the data expresses the relation of direct costs to annual production for 151 dredge-years.

The conditions under which the researches of the Bureau of Mines on petroleum and natural gas were conducted in 1952 were little changed from those indicated in the last report,2/ which dealt with activities during 1951, immediately after crossing of the 38th Parallel by the North Korean Army. Although only a small part of the program was classified in the military sense, there was a feeling of the clash of world forces which called for even cheer scrutiny of the research problems so that the emphasis could be placed without delay where the greatest needs for na¬tional defense seemed to be. The reports of the work accomplished were so directed as to have the greatest immediate value to persons charged with supply planning for the military forces and included information on the availability and characteristics of a wide variety of crude oils, fuels, and other petroleum products. Actually, the approach, direction, and conduct of the work do not differ greatly under the two circumstances, as has been pointed out in earlier reports; only the tempo changes.

Keywords: Kyoto Protocol, carbon credits, global warming, energy, auditing Climate change is nowadays being taken increasingly seriously, and the link between global warming and the carbon dioxide released in the generation of energy is coming under increasing scrutiny. The Kyoto Protocol was signed in 1997, after five years of negotiation. So far, about 84 countries have ratified this agreement, under which terms developed countries have strict targets linked to their 1990 level of emissions. However, ?greenhouse gas? (such as carbon dioxide) emissions continue to rise alarmingly. According to the World Resources Institute, greenhouse gas emissions in the USA increased 13% from 1990-2002, while Australia recorded a 22% increase. In contrast, the European Union, a Kyoto signatory, has seen a small decline in its emissions during the same period. This is led by the UK and Germany, who reduced their emissions by 15% and 19% respectively. The concept of ?carbon credits? provides a funding mechanism for companies in the developed world to compensate for some of their CO2 emissions by paying companies (trading credits) elsewhere in the world to undertake projects to bring about reductions in emissions. In the southern African mining industry, it will be possible to get refunded for undertaking voluntary emission-reduction projects. Concern about the environment is creating business opportunities. A preliminary calculation has shown that various projects in South Africa (those in the pipeline, with quite a high likelihood of coming off) could earn a combined total of about R2.5-billion, under the initial phase of the Kyoto Protocol's carbon-credit scheme, which allows developed-country companies to trade credits with developing countries. A number of local companies are planning projects that could comply with the Clean Development Mechanism (CDM), in which they will implement techniques to achieve certified emission reductions (CERs) of greenhouse gases. In order to prevent abuse of such a system involving vast sums of money, vigorous audits need to be carried out. A company has to prove it has made real changes and is not simply conducting business as usual under a cloak of claimed environmental improvements. PricewaterhouseCoopers has applied to become one of only a few international agencies that will be accredited to conduct validation and verification of the credits, by auditing what is called the ?designated operational entity?. An independent validator needs to confirm that the project meets the strict requirements of the Kyoto Protocol. The company has to demonstrate that it?s not business as usual. So, if you refurbished every five years, the next refurbishment is not a good CDM project, unless you can demonstrate that you will do something beyond the maintenance - that is what can be registered. So, Kyoto intends to get additional projects going, and the money for that is actually quite good - prices of 14 euros per ton of carbon dioxide not emitted have been seen. The price depends on who takes the risk for non-delivery if a project doesn?t deliver the emission reductions on time. The highly energy-intensive South African mining industry is heavily dependent on coal. There should be many opportunities for the pyrometallurgical industry to come up with creative ideas to reduce emissions, and there is now an additional financial incentive to encourage this. Companies can actually get money in return for doing these types of projects, in addition to the contribution to corporate social responsibility.

The papers contained herein summarize results of various recent Bureau of Mines investigations in the area of mine power distribution systems. They are based on information from Bureau personnel, contractors and grantees, and Mining Enforcement and Safety Administration. Conclusions drawn from a series of parameter measurements on mine power systems, taken over a 3-year span, are presented. Personnel and equipment hazards due to faults on isolated, solidly grounded, and resistance grounded three-phase systems are discussed. Two papers cover dc applications of circuit breakers, including a novel protection scheme for trolley lines. The methods of suppressing induced arcing currents and voltages in a-c machines are evaluated. An evaluation program for ground monitors is described. Acceptance test procedures and the importance of various paparameters for trailing cable splice are covered. A number of techniques for locating faults in trailing cables are described.

This report describes the engineering feasibility and economic advantages of using a mobile bridge-type cross-pit belt conveyor system in conjunction with a large dragline to excavate and transport spoils in a typical Western surface coal mine. The studies show that such a system could be built to survive operational and climatic mining conditions, and that its implementation would offer a reduction in both acquisition and operating costs versus conventional mining units of comparable capacity. Reclamation costs can also be significantly reduced, and the total reclamation process accelerated, making the cross-pit conveyor system attractive to mine owners and environmentalists alike.

The Bureau of Mines has developed an interactive computer program that enables mine operators and others to identify the effect of cut-ting system changes on relative dustiness at the face. The program, which simultaneously evaluates machine parameters, coal seam parame-ters, and operator-controllable parameters, was developed for use on any microcomputer using BASIC programming language. The program allows the user to change one or more of the cutting system parameters at a time to see how these changes affect relative dustiness. A complete program listing and flowchart are included along with operating in-structions and sample outputs. An example showing how to use the program is also included.

Real output expanded at a 3.0% rate worldwide in 1987, a slightly lower pace than the 3.2% rate in 1986. The decline was accounted for largely by slower growth in the U.S.S.R. and the East European countries, as well as in the developing countries (table 1). According to the International Monetary Fund, output of industrial countries output grew 3.1% and rose most strongly in Japan, the United Kingdom, and Canada (table 2). U.S. economic growth remained at 2.9%, the same as in 1986. Consumer and government spending declined in industrial countries, while gross fixed investment: rent increased. This increase in fixed investment expenditures could be attributed partly to lagged results of some 1986 developments: the fall in oil prices, declining interest rates, and exchange rate changes. The U.S. budget deficit, as well as the large external deficits and surpluses among major industrial countries, hindered further growth .2 A report from the Organization for Economic Cooperation and Development (OECD) indicates that the impact of the October stock market crash was short-lived because it hit economies that were growing strongly, anyway.3 The growth of output in the developing countries slowed in 1987; however, output declined in the fuel-exporting developing countries. These countries have been adversely affected by weakness in oil prices and the depreciation of the U.S. dollar. The weighted average of inflation rates in industrial countries--as measured by the [ ] GNP deflator, was 2.9% in 1987, down from 3.4% in 1986. Prices rose 3.0% in the United States, up from 2.6% the previous year. Inflation for 1988 is expected to remain slightly higher in the United States than in Japan and the Federal Republic of Germany because of recent exchange rates changes and the elimination of slack productive capacity and labor in the U.S. economy. The International Salt Company has long been interested in finding an efficient process for the removal of impurities from rock salt, and particularly from the rock salt produced at the Detroit mine. Methods which have been used previously at the Detroit mine included both hand sorting and differential crushing in a Bradford breaker with rejection of the oversize. Neither of these methods was adequately effective. The development of a new process for removal of impurities from rock salt has been described in the preceding article." Basically, the process consists of exposure of crude rock salt to radiant heating which selectively heats the impure particles. Subsequently the heated particles are removed by adhesion to a heat sensitive-coating on a conveyor belt. This method was found to be effective in improving both the quality and appearance of rock salt by the rejection of the dark, impure particles. The first commercial unit employing the new thermoadhesive method of dry separation of minerals was installed at the Detroit mine of International Salt Company in Detroit, Mich. (Fig. l). This unit was first put into operation in March 1957. The purpose of the Detroit installation was 1) to serve as a pilot plant for evaluating the process on a commercial scale and 2) to produce marketable quantities of rock salt of improved quality and ap- pearance. The design of this plant was based on the results and information obtained from a 1-tph pilot plant at Battelle Memorial Institute. DESCRIPTION OF PLANT Location: The separation plant was installed underground near the crushing and screening plant, for this was the most suitable location from the standpoint of material handling. Furthermore, ample space was availabe at this location. Because the process requires a relatively constant temperature, the uniform year-around temperature of the mine (57°F) gave an added advantage to an underground operation. Feeding: The rock salt is conveyed to a surge bin, from which it is fed to the heating unit by a conveyor. The feed-rate control consists simply of an adjustable gate at the bottom of the surge bin. The plant may be fed either No. 1 grade of rock salt (0.279 to 0.375 in.) or No. 2 grade (0.375 to 0.500 in.) with a maximum input capacity of 500 tons per 15-hour day. Heating Unit: The heating unit (Fig. 2) consists of a panel of infrared lamps suspended inside a low-speed revolving screen. The radiant-heat panel, which is curved for most effective utilization of the heat, holds 240 infrared lamps of standard industrial type, each rated at 500 watts. The position of the panel is adjustable so that it can be placed centrally over and to within 6 in. of the salt bed on the screen. The entire heat panel is suspended by rollers in ¦ R. J. The contract is concerned with feasibility studies, design and fabrication of a group of prototype hand-held test instruments and machine-mounted test instruments for measurement of electrical shock hazards of mining machines. An instrument for use in open pit mining machine ground wire verification was proposed, developed, built, and tested. This report presents the design and operational theory of the open pit instrument as well as information on the program to improve the original prototype hand-held machine-mounted test instruments.

The floodable volume of longwall gob can be of great importance in developing accurate coal mine operation plans, particularly for mine water management and environmental control strategies. Given the inaccessibility and difficulty in direct measurement of gob characteristics following gob recompression, hydrologic, geomechanical, and spatial data and principles were used to solve for the porosity and height of the residual gob using a mathematical model framework and bulking-based techniques. Based on this approach, gob porosity of Appalachian longwalls appears to be tighter than previously reported, ranging between 4.99 and 14.31%. Residual gob height, as normalized with respect to mine extraction height, ranges between 1.90 and 2.45. A novel, bedding-based bulking approach is ampliative with respect to existing roof caving and bulking fundamentals, as it has greater explanatory value compared with the traditional, lithologic-based bulking application. The efficacy of using the residual gob characteristics determined by the mathematical model and bedding-based bulking is examined using a causal comparative method, whereby time series prediction of historical groundwater rebound is compared with observed mine pool elevation data. Prediction accuracy is significantly improved using a prototype model to calculate void volume of longwall gob, specifically, the dependence of porosity of the gob material upon the longwall width to overburden depth ratio for movement basins of subcritical and critical panel widths. The potential implication of these findings toward hydrologic, geomechanical, and ventilation studies of longwall gob could be significant.

The scope of the course has been broadened, revised, and brought up to date, and it is being published as a similar series of seven miners' circulars on accident prevention in metal and nonmetallic mines. These circulars are: 1. Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.

This report describes the feasibility test of an electromagnetic method for locating boreholes, with or without casing, that have been drilled in conjunction with mining operations but whose location with respect to the tunnel is not precisely known. The first tests were conducted with the cooperation of the Kerr-McGee Corporation, Church Rock Mining Operations, New Mexico, in September 1977. These tests demonstrated that accuracies of better than ±5% of range and ±1° of bearing can be achieved with a simple system and setups. Subsequent tests, in January 1978, on a horizontally drilled pipe line river crossing application, by Titan Contractors of Sacramento, California, demonstrated that accuracies of better than one-half percent of range and a few tenths of one degree of bearing can be achieved by using refined techniques. The demonstration tests were done at ranges on the order of 100 to 200 feet but the method is capable of working at much greater distances.

ONE OF THE many services rendered by the Federal Bureau of Mines is the identification and general examination of ore and mineral samples. Many of these, coming from almost every State in the Union, are clay and shale samples. Other Government agencies, State geologists, universities, and other laboratories are often requested to make similar examinations. This publication describes methods of testing these samples. An earlier paper, published in 1943, described Bureau of Mines methods of testing such clays.3 This paper was to be followed later with another (part II) that would describe much more thorough testing than did the rather general outline of part I. Part I has been out of print for some time and needs revision, and part II was never written; hence, the present publication is designed to include part I and also those additions intended as part II. The tests presented in part I were simple, requiring only the ordinary equipment to be found in any good chemical laboratory. The second publication was to include a greater number of test procedures and information on increasing the accuracy and precision of those previously given.
