Ecuador a gross domestic product (GDP) grew 8% despite a slowdown in production and sales of petroleum, the dominant economic sector. Crude petroleum exports, which amounted to about 35% of total exports in 1977, were valued et $484 million,2 a decrease of 14% from 1976 values. Petroleum export sales were depressed because foreign buyers were somewhat uncertain that State-owned Corporación Estatal Petrólera Ecuatoriana (CEPE) held legal title to the oil until final settlement with Ecuadorian Gulf Oil Corp. In addition to the legal complication, Ecuador maintained a relatively high export price for oil until late in the year. There was also a shrinkage of traditional U.S, markets owing to the Alaskan pipeline becoming operational and an increased availability of Mexican supplies. The export market was also affected by increased domestic production in Peru and Chile, which lessened their import needs, and the pressure of greater competition from the Middle East in supplying crude oil to Caribbean refineries. About 20.4 million barrels or 40% of Ecuador's total crude exports went to the United States. Only 27 wells were drilled in Ecuador during L977; of these, 16 produced oil, 3 were dry holes, and 8 were suspended. About 31 wells were planned for 1978. Three new oilfields were discovered during 1977; two by CEPE in northeastern Ecuador and one by the Argentine State oil company Yacimientos Petraliferos Fiscales (YPF), operating in Ecuador under a service contract. Inhibitors are used in coal mines as a precaution against accidental dust explosions. Although rock dust is the usual inhibitor many others have been tested. To facilitate testing a screening process using laser irradiation was proposed. The procedure includes irradiation of a coal-dust mixture followed by mass-spectrometric analysis of the evolved gases and an evaluation of the flammability characteristics of the gases. Carbonate-type inhibitors decreased the percentage of combustibles in the gases generated and inhibitors like NaCI (thermally stable salts) decreased the total gas generated. A suitable test procedure did not result from the investigation, demonstrating the inadequacy of fast heating, non-combustive techniques in rating inhibitors of coal dust explosions.

The paper presents a general background to the subsidence research program being undertaken by the Department of Mineral Resources and Development in New South Wales. The results of the studies undertaken over the last ten years are summarised. The differences between these results and those obtained by the National Coal Board are discussed. The results of a study carried out on the effect of total extraction beneath a freeway in the southern coalfields are discussed in some detail. The procedures developed for the construction of a 500 mm diameter natural gas pipeline crossing a number of collieries in the northern coalfields are also outlined. The future direction of the Department's subsidence research program is discussed.

This report presents the results of studies of Kennecott Copper Corporation's tailings embankment at Magna, Utah. The stability studies described were performed on only one cross section of the embankment, utilizing; data obtained from drilling, sampling, and testing, which was limited in nature. The main objective of the data collection was to provide background information to support the overall research effort. Because of this limited scope, it is not possible to evaluate the degree of safety or adequacy of the embankment or disposal system, and the information and data contained in the body of this report must be judged in that light. The first part of this report contains discussion of site geology and seismicity, pertinent information on the refuge disposal system, a discussion of the tailings materials characteristics, a summary of the engineering analyses, and A bibliography. The second tart (appendices) contains basic geologic and engineering data supporting the discussions in the first part of the report.

The re-use of waste water from coal preparation plant tailings is always desirable, but is generally problematic in terms of solid-liquid separation. Dewatering and disposal of coal slurry at a high percentage of moisture poses a major technological and environmental challenge to mining and mineral processing industries world-wide. Characterization and flocculation of these coal tailings reveals that the separation of fine coal tailings depends on factors such as size distribution, slurry viscosity, zeta potential, pulp density, circuit design, plant operating parameters, and the behaviour of solid particles in an aqueous medium. The present study was carried out on -600 mm coal tailings collected from a coking coal preparation plant of Jharia Coalfield, India, using anionic flocculent. Characterization studies revealed that the zeta potential was highest (-44 mV) at a pH of 9.0, the size range of the particles was 1.1?700 m, and the average ash content was 62.57%. Flocculation studies were performed at different solid concentrations, pH values, and polymer dosages. The results indicated an efficient settling rate of 178.15 mm/min at 8% solid (w/w) at a flocculent dosage of 32.50 g/t solid. The turbidity of the clear liquid obtained was 7.42 NTU.

"Abstract Results obtained from in-situ load tests carried out on drilled displacement piles sunk in a porous, lateritic and unsaturated soil deposit, are analyzed in this paper. Three slow-maintained load tests were performed on deep instrumented piles with a diameter of 0.37 m and around 12 m long. The soil deposit consists of a superficial, silty clay “porous” layer 6 m thick, with an average standard penetration blow count (NSPT) of 4 and cone tip resistance and sleeve friction (qc and fs) of 1.5 MPa and 48 kPa, respectively. Under this layer there is a residual stratum 10 m thick, geotechnically consisting of a “porous” clayey silt with an average NSPT of 7 and qc and fs of 2.4 MPa and 202 kPa, respectively. The water table was reached at a depth of 17 m below ground level. The results of the field load tests yielded a maximum pile load (average for the tests) of 1428 kN, which is twice as high as corresponding experimental values from standard bored piles with similar geometric conditions. Exhumation of one of the tested piles was carried out after the test, in order to check integrity and shaft conditions. Numerical finite element analyses, using the commercially available French Code LCPC Cesar®, were performed in order to back-analyze the geotechnical soil parameters for a post execution pile condition. The results permitted a better understanding of the improvement of the subsoil given the intrinsic execution characteristics of this particular pile. It was also possible to note that drilled displacement piles have great potential to become an economically viable solution in tropical soils, given the enhanced behavior of such piles when compared to alternative (cheaper) techniques. In fact, it has several advantages which should make it a key foundation type in the Brazilian market in the future.IntroductionMost buildings in tropical soils use, as the main type of foundation, deep bored or auger type piles. These types of foundations can be performed in various ways, for example with or without soil extraction, with or without bentonite mud and so on. Two main processes maybe formulated: the first execution process is typified by bored pile types, continuous flight auger piles etc., which do not cause excessive soil displacement during excavation. With respect to the second process, one could mention, amongst others, driven piles (precast concrete or steel), Franki piles and drilled displacement piles, which do displace the soil during excavation by pushing the soil laterally around the hole in order to allow either the penetration of the pile or the excavator auger."

This study is an appraisal of the feasibility of recovery and the possible chemical and physical uses of the limestone from the Greenbrier Formation in western West Virginia. Data on minability, occurrence, quality, and markets were obtained from published and unpublished sources and by a limited mail survey combined with personal contacts. The estimated costs of recovery by deep mining techniques are considerably higher than competitive surface and shallow subsurface operations. Compositional in formation available for this study was limited but indicated the suitability of the limestone for most physical uses and some chemical process uses in appraisal of the uses and demand reveals that immediate markets may be difficult to establish, but for some uses long-term prospects may be encouraging, especially if the quality of limestone would be suitable for lime manufacture or use as metallurgical fluxstone.

A number of parameters, aside from blast design and pre-existing rock conditions, can change the performance of the explosives system in actual blasting practice. Sympathetic pressures caused by detonation of preceding holes have been identified as a major contributor to explosive system malfunctions, leading to uneven blasting performance. These effects can occur both within a hole or across several holes. These can consist of high transient pressures related to the shock phase of the explosion or the relatively longer or quasi-static pressures associated with the explosion gas expansion phase. This study presents the findings from an on- going investigation on measurement and analysis of these pressures between donor and receptor holes in a granitic outcrop for representative inter-hole distances and borehole conditions, employing single cartridges of emulsion explosive in 45 mm diameter holes. The results, despite wide scatter in the measured values, show the very short duration pressures to range up to 7 MPa and arriving within a few milliseconds after detonation, whereas the much lower amplitude pressures arrive after tens of milliseconds. Both have the potential to seriously affect the performance of an explosives system.

This report covers the study of the feasibility of using a hand-held infrared viewer as a methane indicator to observe methane gas at the face of an underground coal mine. The objective of this program was the development of a hand-held device to remotely detect the presence of concentrations of methane gas in underground coal mines. Convenient "mapping" of methane from a remote location would allow rapid and safe corrective procedures for working personnel. Modified commercially available equipment was evaluated both in the laboratory and in a working mine. Although readings were obtained and the general principle of operation demonstrated, the power levels necessary, and protective enclosures required, would raise the weight of the instrument beyond practical limits of portability. Based on currently available technology, it is the conclusion of the investigations that a practical, portable, hand-held visual methane indicator is beyond the state-of-the-art. The recommendation was, therefore, made that work be suspended, and the results and data compiled and presented in a final program report.

This report describes the total effort that went into developing environmental test criteria for general mine instrumentation. The project was a two-phase effort. Phase I consisted of research and mine visits to develop an environmental profile for mine instrumentation. The profile was translated into general requirements and then into test requirements. A review of existing government and commercial specifications was performed to determine if they matched mine instrumentation test requirements. Finally, a set of environmental test procedures was developed for the testing of mine instrumentation. Phase II consisted of selecting and purchasing sample mine instrumentation and subjecting them to the previously developed tests. The purpose was twofold: (1) to evaluate the criteria developed for use as an instrumentation test document and (2) to determine the effects of the various criteria on a representative sample of both proven and newly developed instrumentation. The test criteria were then modified, based on the results of the testing, and are listed therein.

The objective was to evaluate central lubrication systems for potential use on underground mining equipment. Previous use on continuous mining equipment resulted in poor system performance because of improper selection of lubricants, component failures, and an inconsistent delivery of lubricant to the bearings. The principles and operational characteristics of systems are reviewed and evaluated, and it was concluded that systems are available which can provide reliable central lubrication if properly applied, installed, and maintained. The procedures for applying a system to a continuous miner are discussed. Investigation revealed the lack of significant information on lubrication-related equipment failures and injuries related to maintenance and repair operations, the lack of significant failure rate data for central lubrication system components, and the lack of performance standards for central lubrication systems and components. To continue the development of systems for underground mining equipment it is recommended that a data bank on failures and reliability for equipment with and without central lubrication systems be created, and standardized specifications and performance criteria be developed for central lubrication systems and components which will be used on underground mining equipment.

In the last two decades, there have been nearly no new mining towns built in Canada. Governments and mining companies have viewed long distance commuting (LDC), commonly known as fly-in-flyout or fly-in mines, as a way to avoid problems associated with building a new community and providing for its sustainability after mine closure. LDC is also considered more cost-effective than building a mine town. The intensification of the use of LDC in the Canadian mining sector has been quite rapid, particularly in northern regions. However, LDC has implications to employees, their families and communities, which deserve further examination, particularly considering the significant expansion in Northern mining and Aboriginal participation in this sector. This paper presents a review of the major issues in long distance commuting, both from an industry and community perspectives. It is a result of preliminary investigation for a PhD research project that will be pursued by a Bridge Fellow and UBC Mining Sustainability Working Group member, and guided by an interdisciplinary research team at the University of British Columbia (UBC). The Bridge Fellowship Program is research-training program linking the UBC?s Faculties of Medicine, Engineering and Graduate Studies. Its mission is to develop creative evidence-based prevention measures for public, environmental and occupational health problems. The SWG is an interdisciplinary student group based in the UBC Department of Mining Engineering, committed to respond to the complex sustainability-related challenges currently faced by the mining industry. In other to pursue this project, it is paramount that industry and local communities alike participate in the development and clarification of research questions as well as in the research design. It is hoped that this paper will function as an invitation for industrial and community partners for such study. The main themes identified for this research are occupational health and safety of LDC employees, family life impacts and community health impacts of this model of resource development.

Prospectivity, the relative value of gold, investor confidence, general economic stability and legislation driven by public attitudes are seen as the major influences on the gold mining industry in New Zealand. Since the 1860s the gold mining industry in New Zealand has been subject to the complex interaction of these influences resulting in three successive boom and bust periods. The booms are related to periods of greatest potential economic growth. The busts are more strongly related to downturns in the economy and falling gold price. The influences may be expressed as trends over time. The role of gold has changed from being a currency base to that of a traded commodity. This change has caused price instability and rapid fluctuations in its value. Increased competing land uses, shifting public attitudes and legislative changes have added to the instability of the industry. Reaction against change is to be expected from the companies until new legislation is seen to be functioning efficiently. Other trends show that there has been a tendency towards reduced exploration and consolidation of active gold mining projects. The future consequences of this are likely to be felt both regionally and nationally as there will be no new discoveries to fill production voids which will develop as currently producing mines close. The review of New Zealand's resource use statutes is nearly complete. A period of legislative stability can now be expected. There are some positive signs that consents will be obtained much more quickly than under previous legislation, particularly by those companies which develop the skills to work with the system. The new regime is about consideration of impacts rather than specific activities. This, together with excellent prospectivity, bodes well for the identification of mineral resources in New Zealand.

The real gross national product (GNP) expanded by 2.3% during the second quarter, down from the anomalous 4.4% growth rate in the previous 3 months. If the expansion continues through October, it will have lasted 5 yr and become the second longest in 40 yr.2 As in the first quarter, improvement in U.S. exports played a role in the continuing--albeit slow--growth. More than 2 yr of declines in the dollar relative to currencies of other industrial countries have contributed to a slight reduction in the trade deficit in real (volume) terms, as real net exports of goods and services rose $1.9 billion (table 1). Exports grew a strong 12.1% while imports, which had fallen the previous two quarters, rose 7.4%. Manufactured goods and petroleum products accounted for most of the second quarter import increase. The American Petroleum Institute estimates that the volume of crude oil and refined products imports in the first half of 1987 surpassed those in the same period last year by 7.5%, reflecting falling domestic production and higher than expected demand. Expenditure on durable goods--those that last at least 3 yr-by both consumers and producers also contributed to the second quarter expansion. Personal consumption of durable goods rose 9.0%, after having fallen the two previous quarters. Motor vehicle purchases accounted for most of the second quarter increase and the first quarter decrease. Sales of automobiles surged in the last quarter of 1986, as consumers rushed to capture the sales tax deduction that was eliminated on January 1. Sales fell in the first quarter of 1987, but have now moved closer to the trend line exhibited in the first three quarters of 1986. Automobiles accounted for half the 0.8% July gain in retail sales, and two-thirds of the 1.4% June gain. Producers durable equipment purchases also rose this quarter, accounting for the increase in nonresidential fixed investment.

Since the advent of explosives, people have been trying to mechanize the process of loading it into long, narrow holes. Automated loading frees manpower from the arduous task of charging granular, cartridged and slurry explosives. An unexpected bonus of the automation process has been the realization of some valuable side effects such as high throughputs which speed up the loading process and higher loading densities which enhance explosive performance and permit hole patterns to be expanded.

Underground coal mining in Illinois has a lengthy history dating back to the early 1800?s. High extraction underground mining has played a significant role in production through out this time. Modern mechanized longwall mining methods were introduced in the 1960?s and have been in continual use ever since. Regulations governing subsidence from underground coal extraction and the mitigation of resulting impacts to surface structures and surface land initiated in 1983. Despite the history of experience with subsidence, recent plans to longwall in Illinois have stirred public emotions and strong opposition. Anti and pro longwall groups formed and divided a community over the potential economic benefits new mining ventures could bring verses the potential problems associated with longwall mining in productive flat farmland. The debate culminated in a county wide referendum vote on the use of longwall mining. This paper provides an overview of the history of underground mining in Illinois, the controversy that has risen in central Illinois regarding longwall mining, and the efforts to educate the public about regulations that govern longwall subsidence.

Recent legislation and expected future legislation is aimed at reducing the dust levels developed in underground coal mines. Several techniques for reducing dust levels are being evaluated. One of these is the modification of cutting parameters such as feed rates, cutting speeds, and pick configurations in order to reduce the amount of dust generated. In order to evaluate the feasibility of modifying cutting parameters to reduce dust, the Bureau of Mines commissioned Battelle to construct a small scale mining machine which could be used for evaluating the effects of those changes in cutting parameters. Specific features of this machine were that it should be highly instrumented to measure various cutting parameters, should have a wide range of feed and speed controls, and it should be possible to vary the pick configurations and geometries on the machine. In addition, it was desired that this machine should have cutting capabilities which greatly exceed present coal mining practice and also that the unit should be small enough and portable enough that it could be taken into and out of operating coal mines with a minimum of interference with the normal coal mine operations. The first step in constructing a machine to meet these requirements was to determine the cutting forces and approximate sizes of components which would be required to cut at the speeds and feeds specified by the Bureau of Mines. Initial calculations using; published data on cutting forces indicated that cutting forces in the neighborhood of 5,000 lbs and power levels of approximately 30 horsepower would be adequate for the application. However, further data developed during the course of the project indicated that when low efficiency picks are used, cutting forces and powers can be two to three times as high as these initially estimated values. This report, sponsored by the U.S. Bureau of Mines, presents the results of an examination of the safety of the impactor shaft sinking system in comparison to conventional shaft sinking technology. Detailed study of the impactor system was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the impactor machine and its support systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates measures of both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the impactor shaft sinking system was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that the impactor shaft sinking system is safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by an average of over 35 percent with use of the impactor shaft sinking system. Design change recommendations to further improve the safety of the impactor system include a revised fire suppression system, improved access to and from the operator cabs, reliable noise attenuation measures, and improved communication systems. An operational safety manual was also developed for the impactor shaft sinking system.

This report presents the results of a study to determine compaction criteria for coal waste embankments. The purpose of this study is to evaluate the costs and resulting effects on the engineering proper-ties of coal waste materials, utilizing different compaction methods, equipment passes, and lift thickness. Based on the results of the study, a cost efficient compaction method that will attain the desired results will be recommended to the coal mining industry. The report describes a comprehensive literature search into the compaction of coal waste materials, field compaction programs, laboratory investigations, analysis of test data as well as conclusions and recommendations for establishing the compaction criteria. The findings obtained in this investigation are intended to supply much needed information and to justify the guidelines that have been recommended.

The Bureau of Mines is developing estimates of capital investment, operating cost, and selling price for underground mines producing bituminous coal by various mining methods. This study estimates the required capital investment, operating costs, and selling prices for two hypothetical mines designed to produce 1.5 and 3 million tons per year (MM tpy)3 by using a longwall system in conjunction with a continuous-mining system. The coal properties being mined are assumed capable of sustaining a 20-year product Lon period. Wages and union welfare payments used in this study are those in effect as of December 6, 1975, as set forth under the National Bituminous Coal Wage Agreement of 1974. Costs of materials and equipment are based on January 1976 Indexes. Initial capital investment is $33.8 million for the 1.5-MM-tpy mine and $61 million for the 3-MM-tpy mine. Capital requirements, including deferred investments, were estimated to be $52.5 and $94.2 million, respectively. These figures translate into total capital investments of $34.87 and $31.31 per ton of annual production. Assuming a desired 15-percent discounted cash flow rate of return, with Federal income taxes at 50 percent, the required selling prices would be $12.06 and $10.94 per ton for the 1.5- and 3-MM-tpy mines.
