The Resource Management Act 1991 provides for activities to be classified as permitted, controlled, restricted discretionary, discretionary, non-complying or prohibited in district and regional plans. This paper looks at the use of the prohibited activity status to restrict, in particular, mining. Often the use of prohibited activity status for mining appears to have no basis other than the negative perceptions that the local community and/or the planner drafting the plan has toward mining and quarrying.   The paper will address the current appeal regarding the use of prohibited activity status now before the Court of Appeal, and the history to the litigation. The relevance of the outcome of the appeal to the minerals sector will also be explained.

The SFR system utilizes a skimmer or extractor placed at or near the slurry-froth interface where there is a higher concentration of valuable mineral particles. With assistance of hydrocyclones, it is possible to classify the extracted particles into coarse and fine particle streams, that can be handled separately. It also allows the coarser solids to be separated from entrained low-value fines. The first test results with the SFR system significantly improved both coarse and fine particle recovery in a flotation cell. The SFR system was tested in the flotation circuit at a copper-moly concentrator, and the results show that the use of the skimmer has huge potential to increase the froth recovery (Rf) of both molybdenum and copper.

Following on from many years of research aimed at improving the effectiveness of truck haulage operations in mines operated by BHP Minerals, BHP Research developed a concept for an Innovative Large Mining Truck, (ILMT) which has the potential to significantly improve the cost effectiveness of rear dump mining trucks. The ILMT concept reduces the empty vehicle weight dramatically, greatly reduces unequal rear tyre loading and improves ride and handling characteristics. The concept has been taken to the "proof of concept" prototype truck stage with the cooperative efforts of BHP Coal, BHP Research. Liebherr Mining Truck, Inc., Liebherr-Australia and Birrana Engineering. Testing of the prototype truck commenced at a coal mine in Queensland, Australia during May, 1996. Preliminary results from the testing program are very encouraging. Expectations are being met and in some cases exceeded.

To improve SO2 emission compliance, pyrrhotite from Sudbury copper-nickel ores is being depressed with DETA. To understand the mechanism of depression, the role of complexing in controlling metal-ion activation of pyrrhotite was investigated. DETA was found to remove Cu and Ni ions but leave hydrophilic ferric species on the pyrrhotite surface. The metal:DETA ratio appeared to be 1:2. Cu was more readily removed than Ni, but the combination of DETA with sulphur dioxide was equally effective for both metal ions. Certain combinations of DETA, Ni ions, xanthate and dithionite (S2O4) or dithionate (S2O6), as representative derivatives of SO2 in water, produced hydrophilic precipitates. The pjPocesses of polygonization and subgrain growth were followed in slightly stretched 99.99 pct A1 single crystals heated for cumulative times at 400°, 500°, and 600°C. Changes in sub-grain size and boundary angle were determined from measurements on X-ray micrographs. CAHN1, 2 studied polygonization in stretched and heated aluminum single crystals of 99.99 pct A1 using various techniques, including etch pits, Laue patterns, and a slight restretching of heated specimens to reveal small changes in lattice orientation by the direction of new slip lines. He found that kink bands, which had well-defined boundaries lying in a plane perpendicular to the slip direction (at least in the early stages of deformation), formed during stretching. Also, he noted that bending occurred about the <211> axis lying in the (111) slip plane perpendicular to the <110> slip direction. His studies of polygonization were largely confined to the kink bands rather than to the weakly bent matrix regions between bands. The minimum temperature required to bring about polygonization was established at about 450 "C. Guinier and Tenevin used a focusing Laue X-ray diffraction technique to study polygonization in aluminum single-crystal specimens of 99.99 pct purity. Stretching the crystals 5 pct in tension caused a widening of the focused Laue spots. After heating for 4 hr at 450°C, their method revealed no change in the specimen. Above 450°C polygonization was detected and further annealing near 600°C led to subgrain growth. They concluded that the orientation of the crystal relative to the axis of deformation had no marked effect on polygonization. Gay and Honey-combe4 using an X-ray microbeam technique found that polygonization did not occur in a stretched aluminum crystal heated at 250oC, although some decrease in the yield strength occurred. A rotating disc of precipitant zinc in a single stage flow reactor was used to study the effects of deposit mass on the reaction kinetics of copper cementing on to zinc from dilute aqueous solutions.The reaction rate is controlled by external mass transport and the mass transfer coefficient (relative to the original precipitant area) is dependent on the quantity of deposit present. For deposit masses up to about 0&#183;3 mg/cm2 the mass transfer coefficient (first order rate constant) is that expected for the counter-diffusion of reactant and product cations through a laminar boundary layer to a smooth rotating disc. For depositmasses from 0&#183;3 mg/cm2 to about 5 mg/cm2, the mass transfer coefficient increases significantly with deposit mass. For deposit masses greater than 5 mg/cm2 and at least up to 12 mg/cm2, the mass transfer coefficient has again a constant value which is some four to seven times the initial (&quot;deposit free&quot;) value. The rate constant for the entire range of deposit masses studied (0 to 12 mg/cm2 ) can be expressed empirically as a cumulative normal distribution of the logarithm of the deposit mass.The enhancement in the mass transfer coefficient for deposit masses greater than 5 mg/cm2 relative to the initial mass transfer coefficient depends on the local operating conditions and increases with increasing disc rotational speed. This enhancement is, however, independent of the previous history of reaction rates.

The Chairman declared the meeting open and, on behalf of the Branch, thanked the President for coming from Johannesburg to attend. MINUTES OF THE PREVIOUSGENERALMEETING As the Minutes of the General Meeting held on June 18, 1969 had not yet been published in the Journal, the Chairman moved that their adoption and the discussion thereof be deferred to the next General Meeting. This motion was adopted unanimously. CHAIRMAN&apos;S ANNUAL REPORT 1968/69 At Mr Kirchner&apos;s request, Mr. R. C. J. Goode took the Chair during the presentation of the Chairman&apos;s Annual Report. (This report was published in the August 1969 issue of the Journal.) OFFICE BEARERS AND COMMITTEE MEMBERS FOR THE YEAR 1969/70 The Chairman announced that the outgoing Committee had elected the following office bearers for the coming year: Chairman: N. A. Honnet; Vice-Chairman: J. N. Saunders; Immediate Past Chairman: J. G. Kirchner. The Chairman then read a letter from the scrutineers reporting that the following had been elected to the Committee: M. S. Grobler, W. R. Lawrie, L. O. W. Leimer, A. T. Lewis, R. S. Pearson, T. Zadkin. The Chairman thanked the scrutineers for their services, and congratulated Messrs Lawrie, Leimer and Zadkin on their re-election and Messrs Grobler, Lewis and Pearson on their election to the Committee. The Chairman announced that he had heard, with regret, that Mr. T. Zadkin would be leaving the O.F.S. at the end of August, 1969. Mr Zadkin had served on the Committee continuously since the inception of the O.F.S. Branch and records showed that he had only failed to attend three General Meetings in over nine years. The Chairman expressed the gratitude of the Branch for Mr Zadkin&apos;s invaluable services to the Institute, congratulated him on his well earned promotion and wished him well in his new position. INDUCTION OF CHAIRMAN The Chairman introduced Mr N. A. Honnet to the meeting by briefly outlining his past career and, after congratulating him on his election, called upon him to take the Chair. In congratulating the out-going Chairman on a very successful term of office, Mr Honnet said that due to the absence of many Committee Members for a large portion of the year Mr Kirchner had carried a heavy burden, and he moved a vote of thanks and appreciation for Mr Kirchner&apos;s efforts. This was carried unanimously. GENERAL BUSINESS There were no points raised under this heading. MINING AND METALLURGICAL CONGRESS The Chairman called on Mr W. R. Lawrie to give his talk on aspects of the Mining and Metallurgical Congress recently held in Britain. This presentation was illustrated with photographic slides and proved of great interest to Members. Mr D. D. Waterman proposed a vote of thanks to Mr Lawrie and the Chairman then asked Mr R. C. J. Goode to contribute to Mr Lawrie&apos;s address. Mr Goode thanked Mr Kirchner for his efforts during his very successful term of office and congratulated the in-coming Chairman and Vice-Chairman on their election. He then gave a brief talk on aspects of the Congress not dealt with in Mr Lawrie&apos;s address. These included the industry&apos;s requirements of graduates, the necessity of their rapid advancement and the desirability of sending such young men to attend future Congresses. Mr Goode announced that two symposiums will be sponsored by the Institute next year, one on Tunnelling and the other on Open Cast Workings.

This publication combines a critical review of the literature on the microbiology of coal with an introduction to those areas of microbiology related to studies of coal as a biological material. The attack on coal by microorganisms as yet remains doubtful. Only the low-rank coals contain an indigenous microbial flora, and even these organisms are not peculiar to coal, but are common soil and water forms. No experimental data have as yet been presented, either in the literature or in the present work, which unequivocally demonstrate the oxidation of coal by microorganisms. Reasons for the resistance of coal to such attack, including insolubility, physicochemical structure, steric hindrance of enzyme action, and the presence of antibiotic materials in coal are discussed. Microorganisms do attack large aromatic molecules and the mode of oxidation of aromatic ring systems by bacteria is presented. Well-defined pathways are known for the oxidation of polycyclic compounds with one to three rings, and these paths with their key intermediates are described and related to the possible oxidation of coal.

The No. 10 metro line of Shanghai city is 36 kilometers in length and will pass through the operating airport runway by using tunnel boring machine with earth pres-sure balance mode. Although there are examples through world that tunnels pass through airport runway and tunnelling underground is not a difficult undertaking technically, there is rare experience in China for the similar projects especially in Shanghai saturated soft soil region. Shanghai soft earth is famous for its high compressibility, high rate of water content, weakness in strength, large deformation and different characteristics in earth strata. Besides, the whole construction process will be under ultra-large airplane dynamic load on the surface ground over the tunnel, which increases the risks of construction process. This paper evaluates the feasibility of building the metro tunnel under such an extremely serious condition, especially the subsidence of ground surface caused by advancing of tunnel boring machine, which also is the most important control target for the safe operating of the runway. Furthermore, this paper discusses the effective measures to keep the settlements in the permissible level during the whole working period for the tunnel from aspects of plan, design and construction.

Testwork at Goedehoop Colliery showed that fine coal, essentially?150 microns can be successfully beneficiated using froth flotation. Both conventional and column flotation were tested. It was found that the traditional stirred tank type of flotation machines used in conventional flotation produced the best recovery of fine coal. After extensive testwork it was decided to develop a flotation machine on Goedehoop Colliery that would combine stirred tank and quiescent column technology. It was thought that this design would give the best combination of recovery and selectivity. The Multicell was developed and is producing results acceptable for Witbank coal flotation. NASA has received direction for lunar habitation beginning in 2024. Prior to then, it will be necessary to learn about how lunar soil can be used to promote civilization on the moon. Questions must be answered: ?Will it support plant life?,? ?Can it be used as a construction material?,? ?What is needed to maximize health and safety?,? and ?Will it affect equipment, tools, machinery, and clothes?? The only samples available for study came from the Apollo Missions. Because the expense of bringing more material back to Earth is prohibitive, there is not enough available to perform studies to answer the above questions. Hence, there is a great need for its synthesis. Most efforts to date have concentrated on making ?simulant? from single natural resources of volcanic rock. However, another possibility is to use resources here on Earth to extract the minerals of interest into concentrates or so-called ?separates? using traditional mineral processing techniques, and then mix the separates in appropriate ratios to simulate the lunar soil. In this paper, results from a study in which dry Road Norite outcrop and wet mill tailings from the Stillwater Mining Company?s Concentrator located near Nye, MT were examined. Of course, the in-side challenge is to make ?separates? from gangue minerals.

Pictured on these pages are the eight RMCMI Scholarship Award Winners for the 1989-1990 year followed by a brief profile. All winners, except Emmet Roache from New Mexico, were present as guests of the Institute at the June convention in Steamboat Springs, Colorado to receive recognition at the Welcome Session Monday, June 25, 1990. Each state vice president served as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman, Dr. Donald Gentry, each winner receives $750 tuition credit for the coming academic year. As this is a continuing award, the winners from the previous year will receive another $750 for tuition credit in their senior year if they have maintained good academic standing and are recommended by their university. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the state involved. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in the engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. [ ] Joshua Olmsted Colorado School of Mines Golden, Colorado Josh is a sophomore majoring in mining engineering at the Colorado School of Mines. He is an outstanding student as well as an accomplished athlete. Josh was on the Academic Honor Roll 1988-1989 and has been awarded an athletic scholarship. He plays varsity soccer and intramural basketball.

Cutter roof failure, a ground control problem that frequently results in massive roof failure, is common in coal mines of the Northern Appala-chian Coal Basin, causing delays in production and posing a safety hazard to mine personnel. The Bureau of Mines is conducting research on the causes of cutter roof failure to gain a basis from which to predict and prevent its occurrence, and to support such roof when failure occurs or is imminent. Research conducted at the Greenwich Collieries North and South Mines, in central Pennsylvania revealed a correlation between the presence of clastic dikes and formation of cutter roof failure. The research con-sisted of in-mine mapping of geologic and deformational features, rock pressure monitoring, core recovery and evaluation, and in situ stress measurement. It was found that roof failure increased in areas where the occurrence of clastic dikes was most frequent, especially where two or more clastic dikes intersect. Staggering of crosscuts prevented the extension of cutters and deterred the occurrence of large falls extending over several break-throughs. In addition, trusses and cribbing were effective in stabilizing clastic dikes and inhibiting the development of cutter roof failure when employed immediately or shortly after mining.

When the writer first saw the square-set timbering, he was at once impressed with the fact that the frames made by the sets, along the lode and across it, were composed of panels with rectangular openings, and it was puzzling to understand howsuch a collapsible construction could resist pressure that came unevenly on it. Later he learnt that the sets did not satisfactorily resist such pressure, but mullock filling had, to a great extent, to undertake this duty for them. So it appeared that the setswere practically an expensive scaffolding, enabling the miners to work in the face and carry the stope forward, till the filling was put in behind them to take the pressure of the roof and sides of the excavation. Of course some of the pressure is takenby the sets, but this is because &quot;the set timbers prevent the filling being done perfectly; if it were practicable to remove the sets before filling, the filling by itself would more effectively support the back and wall, than do the combined sets andmullock. On the whole, therefore, the sets can hardly be said to be of much benefit where pressure has to be resisted. The use of CR-39 plastic polymer as a solid state nuclear track detector in the textural analysis of radioactive minerals in geological samples was first described by I.R Basham in 1981. CR-39 autoradiographs provide a detailed, high-resolution image of the in situ distribution of the radioactive minerals within geological samples on both the macroscopic and microscopic scales. This technique is an inexpensive and effective means of obtaining detailed textural information that provides insight into the style of mineralization, its relationship to primary and secondary structures in the host rock, and its association with particular geological features or mineral phases. Although this technique does not provide any information on the identity of the minerals responsible for the radioactivity, the resultant autoradiographs can be used to select regions for further detailed analysis such as petrography, microprobe analysis, or SEM imaging. This paper summarizes the procedure and outlines the appropriate time and materials required for both the exposure and etching of the CR-39 with respect to the intensity of the radioactivity emitted by the geological samples.

The sphere of operations of dry crushing has been so much enlarged of late years that the following notes with reference to its advantages and limitations, and also some practical results in connection with the crushing of gold ores will probably be of service to the members of the Institute. Until recently, with one notable exception that of the Mt. Morgan Gold Mine, dry crushing has only been practiced to a very limited extent in Australasia, and elsewhere it might be said to belong to industries other than mining Its sphere of usefulness depends on the fact that the&apos; product is delivered in a dry state without the separation of the finer particles from the coarser to any appreciable extent, thus enabling the following advantages to be achieved with different ores.

As a result of interest by the U.S. Department of Energy, the Bureau of Mines conducted studies on comminution of bituminous coal to the 2-um particle size range using the Bureau-developed turbomill. Both "plant grind" size (80 pct minus 75 um) and microsize (minus 10 um) coal can be produced in a single step with the Bureau&apos;s turbomill. In 15 min, minus 2.4-mm coal milled in water with steel shot was reduced tc 65 pct minus 75 m and 26 pct minus 2 m, with an energy requirement of 139 kW^h/mt coal. Plant-grind size coal milled in water, with Ottawa sand as the milling medium, was reduced to more than 45 pct minus 2 m in 15 min, at 175 kW?h/mt. Plant-grind coal milled with steel shot was reduced to 57 pct minus 2 um in 15 min, at 138 kW?h/mt. When diesel fuel was substituted for water, the milling of the coal was less effective and less energy efficient. Keeping the pulp dispersed was critical. Without an effective dispersant, the slurry became very viscous with increased milling time, resulting in higher energy requirements, low heat dissipation, and poor grinding efficiency.

The Bureau of Mines developed a stopping design that allows the stopping to be blown down by strong blast forces without incurring any permanent damage. Trials with the new stopping, dubbed the quick-fix blowout stopping, have been conducted in the Bureau&apos;s Safety Research Coal Mine at Bruceton, Pa., and in two New Mexico uranium mines. Results have been favorable in all cases. Compared with conventional brattice stoppings or wood bulkheads, the quick-fix blowout stopping is easier and less time consuming to install, is easier to maintain, and in most cases is just as efficient an air barrier. There is same indication that the shape of the stopping makes it more resistant to blast fore s than the fabric stoppings now in use.

The Federal Bureau of Mines contacted 29 organizations--mine maintenance departments and equipment manufacturers--concerning service experience and construction of diesel exhaust-gas water scrubbers. Scrubbers are used primarily on mobile diesel-powered mining equipment subject to 30 CFR 36. Because the scrubbers cool exhaust gas and act as flame arresters, their failure would compromise safety in underground mines. Scrubber maintenance problems and frequency and modes of failure were identified, and construction materials and techniques were evaluated. Three failed scrubbers were randomly selected from two cooperating mines, and their modes of failure were determined. In conjunction with failure analyses, mine water and scrubber water solution samples were chemically analyzed to characterize corrosive properties. Sludge and mineral deposits and different types of corrosion and metal fatigue were identified as problems leading to scrubber failure. The corrosion process is explained; maintenance practices, construction materials, and manufacturing methods that could be used to reduce premature failures and allow longer effective scrubber life are identified; and basic changes in scrubber design are suggested. If type 304 stainless steel is used throughout the scrubber and regular maintenance is performed, long, dependable service can be expected. Other materials such as 304L, 316, or other more exotic steel alloys may be necessary under certain conditions.

Digital Simulation of Particulate Processes The inherent complexity of mineral particulates (shape, size and mineralogical texture) has challenged conventional simulation model approaches for decades. Much effort was expedited in using mathematical assumptions to accommodate stereological effect. With the advance of instrumental methods such as x-ray microtomography 3D structure can, in many cases, be measured directly. The information derived from such measurements provides direct input to building the structural digital model. In addition digital simulation methods that enable creation of process realistic particulate properties in an efficient digital computer space have demonstrated their effectiveness to model a variety of realistic packing, sorting and multi-phase processes. The paper reviews recent advances in the use of information derived from 3D micro-tomographic imaging and laser scanning technology can be coupled with digital methods to enable simulation of tablet compaction and dissolution, filtration and permeability, column packing and leaching kinetics, packing and cementation of nuclear waste. By assigning &apos;properties&apos; to a digital zone (voxel) in the computational space it is possible to mimic the realistic characteristics of quite complex particulate mineral processing systems. The system self-adapts to correct the coherent particle characteristics (shape, size, compound, porosity) with time. Such simulations are useful to elucidate the sensitivity of system performance to variations in process parameters. Dimensional scaling of the approach is also possible, as the case studies will illustrate, in deploying the method to both small (micron) and large (m) features. The use of process realistic simulations presents experimental challenges in code validation. It is in this context that other tomographic methods play a role in direct 3D measurement of system behaviour such as electrical and optical sensors.
