Under the Town and Country Planning Act 1977 the Ministry of Works and Development has a responsibility for providing information to local and regional planning authorities on public works and matters of national development and importance, for the exercise of their responsibilities under this Act. One such matter which has recently become a source of concern is the development of South Island lignite. In 1979 the Ministry of' Energy produced a position statement outlining a programme of' research leading to the possible extraction of lignite in Southland or Central Otago for conversion into about 50 per cent of New Zealand's liquid fuel requirements by 1995. Understandably this possibility has caused considerable concern at the local level, expressed particularly by bodies such as Federated Farmers and the local authorities. In the absence of any factual knowledge short of mere conjecture been able to recommend to local authorities is that they limit their planning period to ten years. After this time more information regarding the size, nature, location and certainty of the proposal will permit a more accurate assessment of the implications of the York. While on holiday earlier this year I took the opportunity to visit opencast mining areas in Germany and England to gain an appreciation of the scale of impacts involved and discuss with those concerned the procedures used in planning for such operations. What follows is a brief description of these operations, a comparison with the likely development in this country and the extraction of what may be some relevant principles of' operation for the planning of an environmentally acceptable project. INTRODUCTION The level of analysis for the selection of extraction practices and equipment for surface mining differs significantly from that found in underground mining. In underground mines, manufacturers establish the operating ranges of the equipment, such as continuous miners, loaders, and boring machines, based upon required clearances. Even in conventional mining, the drilling and blasting operation is usually based upon experience. The selection of extraction methods and equipment for surface mining is more complex. Since the equipment is not as confined as in deep mining, and the topography tends to be highly variable over the limits of the mining property, primary extraction equipment must be sized according to reach and capacity. Further, due to the depositional characteristics of the over- burden, drilling and blasting patterns must be well- designed to provide proper fragmentation. The following sections provide a general outline for the selection of surface excavation practices and equipment. The topics covered include drilling and blasting and the selection of both primary extraction equipment (draglines and stripping shovels) and secondary extraction equipment (bulldozers, scrapers, and front-end loaders). EXCAVATION FUNDAMENTALS Before discussing surface excavation, a few concepts need to be defined. A bank cubic yard of material is equal to one cubic yard as it lies in its natural or undisturbed state. A loose cubic yard is that portion of a bank yard that after being disturbed has expanded to measure one cubic yard. Swell is the volume increase of a material when it is removed from the natural state. Finally, load factor is the percentage decrease in the density of a material from its natural state to a loose state. Table 1 summarizes these concepts for various materials. When the amount of overburden to be removed to meet a predetermined production rate is established, a suitable bucket size for the primary stripping equipment must be calculated. The following equation can be used: NBSIZE = TBC/[(OF) (BF)] (1) where NBSIZE is the actual bucket capacity after considering the swell percentage, the bucket fill factor, and the operating efficiency; TBC is the theoretical bucket capacity (TBC = COB/NTCPM); OF is the operating efficiency; BF is the bucket fill factor; COB is the cubic yards of overburden to be removed; NTCPM is the number of theoretical cycles per month [NTCPM = (SMH) (3600)/(CT)]; SMH is the scheduled monthly hours; and CT is the cycle time in seconds. FRAGMENTATION PROCEDURES Drilling Where the strength of overburden material is such that blasting is required prior to excavation, drilling is conducted before using explosives. Two methods of drilling are found in mining-percussion and rotary. Penetration of overburden by percussion drilling is carried out by successive impacts of the bit into the rock. Emphasis in this section will be placed on rotary drilling, because for surface mining it is the most versatile form of overburden penetration. Rotary drilling is conducted by rotating a rigid string of tubular rods to which a rock-cutting bit is attached. The drilling energy is supplied by rotation as well as thrust and the cutting action consists of abrasion, scraping, spalling, or chipping. The size range for rotary-drilled blastholes is from 4 in. to 15 in., with 9 in. and 12 in. being common sizes. There are two types of bits used for rotary drilling-drag and rolling cutter. Drag bits are applicable in soft to medium-soft shales or their equivalents. Since their effectiveness is dependent upon a successful scraping action, drilling thrust is lower for drag bits than for rolling cutter bits; the opposite is true for torque requirements. The bits are usually fitted with replace- able tungsten-carbide cutters. Rolling cutter bits, though available in a two-cone configuration, are usually of the three-cone style (Table 2). The rolling cones have either large steel teeth for drilling through soft formations or small tungsten-car- bide inserts for drilling through hard formations. Table 3 relates bit size and weight to the strength of the rock. The major advantage of rotary drilling is its rapid drilling rate. This is due to the fact that, unlike percussion drilling, rock penetration is uniform with depth. On December 27, 1961, a fire and explosion destroyed the blasting agent mixing plant and an attached storage barn of the Whitaker-Atlas Supply Co., near Norton, Wise County, Va. Five residences, an office building, four trucks, and three automobiles were completely destroyed; a house trailer and several other trucks and automobiles were severely damaged; and other property damage, including much window breakage, occurred up to 3 miles or more airline distance away. Through the quick action of the fire marshal of the Norton Fire Department, Norton, Va., there were no fatalities and only five persons required hospitalization. This incident is of particular interest because of the widespread practice of mixing fuel oil (FO) with ammonium nitrate (AN) to prepare low-cost blasting agents, in many cases under conditions and circumstances not very different from those presented here. A representative of the Bureau of Mines Explosives Research Laboratory, Pittsburgh, Pa., and field representatives of the Bureau's Health and Safety Activities conducted the investigation. Information in this report was obtained from representatives of the Whitaker-Atlas Supply Co., the Norton fire marshal, and others who were on the scene either shortly before or after the incident occurred. Representatives of the Manufacturing Chemists' Association, the Institute of Makers of Explosives, and individual ammonium nitrate producers participated in the inquiries and investigations.

Mount Read is 'situated in the county of Montagu, on 'the west coast of Tasmania, about 20 miles inland from. Remine in an easterly direction, 15 miles northerly from Mount. Lyell, and 30 miles south-east from Mount Bischoff, and is one of the mountains forming the west coast range; it rises to a height of 3890 ft. above sea level.About eleven years ago the first mineral section was taken up on Mount Read by a Hobart company, known as the Mount Reid Silver Mining Company, consisting of 25,000 shares its holding consisted of one section of 80 acres, held under mineral lease. Prospecting was carried on for some months under great disadvantages, as all supplies had to be carried up the mount from Dundas, a distance of nine miles, on men's backs, until a pack track for horses was made.The track rises 2500 ft. in the first five miles, and then falls 200 ft. from that point to the mines, which are at an altitude of 3000 ft. above sea level, and at a point about two miles westward from the summit of the mountain, approximately midway between Mounts Read and Dundas.

Performance measurements of large-diameter circular saws were conducted on eight different carbonate rocks in marble factories located in some areas of Turkey. Rock samples were collected from these factories for laboratory tests. Uniaxial compressive strength, tensile strength and impact strength were determined in the laboratory. The brittleness of B3 (the ratio of compressive strength minus tensile strength to compressive strength plus tensile strength), the brittleness of B5 (the product of percentage fines in the impact strength test and compressive strength) and the brittleness of B8 (half of the product of compressive strength and tensile strength) were calculated from the test results. Hourly slab productions were correlated with brittleness indexes. It was concluded that sawability of carbonate rocks can best be predicted from the brittleness of B8.

The leaching and reduction of Cr(VI) in soils contaminated by chromium-containing slag were investigated with column experiments. The results showed that Cr(VI) concentration in leachate decreased from 988 mg L-1 to 407 mg L-1 after 7 days when water was used as leaching agent. However, Cr(VI) in leachate in culture medium treatment was not detected at above periods. In comparison, Cr(VI) concentration in leachate from autoclaved soil remained 398 mg L-1 at the end of experiment. The results indicated that the indigenous microorganism was capable of reducing Cr(VI). The amount of Cr(VI) reduction was 335 mg at the whole experiment period and the reduction rate was 67.09 mg d-1. Carbon supply showed minor effect on Cr(VI) reduction. However the reduction capability of Cr(VI) could be improved by combination of the carbon and the nitrogen. The optimal quantity was 5 g L-1 of yeast extract and 4 g L-1 of glucose.

The application of simple methods of statistical analysis, coupled with geostatistical analysis and geographic information systems, can only summarise and give an outline of the spatial distribution of the parameters measured. Spatial analysis of the components or factors calculated, through principal component analysis or factor analysis, allows assessment of the geographical distribution of the dominant processes contributing to soil composition and/or contamination. Neither of these tools, however, distinguishes between the different sources of pollution. The application of canonical correlation to the data, driven by expert appraisal of the potential pollution sources, allows their quantitative and spatial assessment while GIS provides the environment in which to organise and present the results. The methodology is illustrated by its application to soil-contamination data from the Lavrio area in Greece, where silver-bearing orebodies have been mined for more than 25 centuries

Microseismic monitoring has become standard practice in the mining industry as a ground control monitoring tool at depth. Translating the information into practical hazard assessment tools for the rock mechanics practitioner is the focus of research jointly conducted at Creighton Mine by INCO Mines Technology Centre (MTC) and the Geomechanics Research Centre (GRC) in Sudbury, Ontario. Rock mass damage mechanisms are typically related to stress and the presence of geological structures. Due to well executed de-stress blasting practices at the mine, stress related problems are minimized. However, structurally related damage mechanisms associated with shear zones, faults and joints pose a substantial hazard. Identifying active structures from the dataset of seismic and microseismic events is generally problematic. We propose a new methodology that uses a combination of spacetime event density, hierarchical clustering and principal component analysis to identify planes of microseismic activity, termed active planes (APs). Once identified, the presence and intersection of active planes can be used to provide a hazard ranking for nearby excavations. The ranking is based on the standard Q rock mass classification system, with emphasis on the joint set number (Jn) and stress reduction factor (SRF) parameters. If the rock is treated as a fractured continuum, then, the Jn indicates the degree of freedom for blocks to move and hence, increased potential hazard. An increased hazard can also result if the APs are larger-scale and discrete (faults) rather than ubiquitous (joints). In this case the SRF is used as a measure of the degree of looseness in the rock mass.

Longwall shearers usually suffer from excessive pick and pickholder consumptions and severe wear of the back plate of the clearance ring section of shearer drums. In practice, most of the drums were seen to be withdrawn from the face due to the abovementioned problems, while vane picks and their holders were intact due to the improper lacing design of the clearance ring picks. However, few underground investigations and their results on the effect of lacing arrangement of clearance picks on the service life of shearer drums have been published. Nevertheless, the pick consumption characteristics of shearer drums were not investigated in detail, since these are fewer pick consumptions with shearers when compared to roadheaders. This paper is concerned with the comprehensive in situ trials on the effect of lacing of clearance ring picks on the lifespan of shearer drums, and the pick consumption characteristics of longwall shearers at Cayirhan Coal Mine in Turkey. The lifespan of shearer drums employed with shearers in this mine increased 70 per cent, while the consumption rate of clearance ring picks decreased threefold through using an alternative lacing for clearance picks, indicating the significance of utilizing proper design techniques for clearance ring picks for the service life of shearer drums. Statistical analyses carried out, using the raw pick consumption data, implied that the clearance ring picks experienced much higher loads than vane picks, revealing that special attention must be paid to designing clearance ring picks. An average maximum consumption value of 41 was determined for clearance ring picks, with corner-cutting picks having the most replacements, while it was 35 for vane picks, on three-day based pick replacements.

Electric arc furnace (EAF) dust from the steel industries is listed by the United Sates EPA as a hazardous waste under the regulations of the Resource Conservation and Recovery Act due to the presence of lead, cadmium and chromium. The disposal of the approximately 650,000 tons of EAF dust per year in the U.S. and Canada is an expensive and unresolved problem for the majority of steel companies. The Waelz process has been considered as the best process for treating EAF dust. A process model, combined thermodynamic modeling with heat transfer calculations, has been developed to simulate the chemical reactions, mass and heat transfer and heat balance in the kiln. The injection of air into the slag and the temperature profile along the kiln has been modeled. The effect of (CaO+MgO)/SiO2 on the solidus temperature of slag has been modeled also and discussed. Some optimizing results have been presented in this paper.

The objective of this study was two-fold: 1. To perform a world literature search pertinent to the analysis, selection and design of hoisting systems and their components and to codify the search into a literature compendium. The search resulted in a technical data file of over 1500 hard copy items. The compendium index was also suitable for establishing a comprehensive computer-loaded data base on the subject. 2. To develop a comprehensive system of guidelines to cover salient aspects of analysis, selection and design of electrical, mechanical and structural components of a hoisting system with a view to establish parameters for maximum safety and efficiency of operation, installation and revision of the system. 3. Considerations in the mine shaft layout, design, sinking, outfitting, testing and commissioning are set forth against the background of requirements of applicable parts of Code of Federal Regulations, Title 30.

The Australian metallurgical processing industry has shown great innovation and progressiveness over the past ten years. During the same period, exploration activity, particularly by Australian companies, has increased substantially in Indonesia. Following feasibility studies, the decision was made to establish a metallurgical laboratory and design facility in Indonesia. An Indonesian partner was selected, and legal and corporate matters were determined. The laboratory was established but proved far more difficult than a similar undertaking in Australia. Australian and Indonesian staff were recruited and training programs, including training of Indonesian staff in Australia, were implemented. Difficulties of operating in Indonesia included: ò language difficulties ò _ local pace of life ò culture ò communications. Rewards of the decision to establish the means to present the technology to Indonesia have included: ò a contribution to Australia's export of technology. ò an opportunity to expand Normet's client base. ò the opportunity to learn aspects of a foreign culture. ò the means to establish a sound long term investment. This export of technology from the Australian mining industry to Indonesia is an example of the initiatives and capabilities shown by the Australian mining service industry.

A pyrometallurgical process for recovering manganese from open-hearth furnace slags or low-grade manganiferous iron ores is described. The slag or ore is smelted in a blast furnace to produce spiegeleisen; the speigeleisen is then blown with air in a basic converter to give an oxide slag. This slag product contains 60 to 75 percent manganous oxide and may be considered a synthetic manganese ore. In the smelting operations coke rates for five test periods ranged from 3,255 to 4,130 lb per ton of spiegeleisen. The recovery of manganese in the spiegeleisen varied from 60 to 76 percent. Recovery increased to 83 percent when the open-hearth slag feed to the blast furnace was diluted with a high-? grade iron ore sinter to facilitate smelting. In blowing the spiegeleisen a cyclic procedure was developed that gave nearly 90 percent recovery of manganese in the slag product (synthetic ore) yet prevented excessive contamination of the slag by phosphorus and iron. The overall recovery of manganese was about 75 percent when iron ore sinter was used with the open-hearth slag in the smelting step. The metal remaining after oxidizing the manganese from the spiegeleisen contained approximately 3.5 percent phosphorus. It was refined in a basic converter by blowing with air in the presence of lime" A high--grade iron and a basic phosphate slag were produced.

The Harris No. 1 Mine, located in Boone County, WV, has been longwalling the Eagle Coalbed for over 30 years. Harris has experienced numerous interactions associated with the extensive room-and-pillar and longwall mining operations which have been conducted in the overlying No. 2 Gas Coalbed. The problems have included roof falls, excessive rib sloughage, and gateroad and bleeder entry closure. A detailed evaluation of the multiple seam experiences at Harris No. 1 Mine was conducted as part of the National Institute for Occupational Safety and Health (NIOSH) nation-wide multiple seam mining case history data base. One observation from the Harris gateroad case histories was that smaller, critically loaded, upper seam pillars seemed to cause more severe ground conditions than did wider pillars. The LaModel program was used to investigate this supposition, and the results confirmed that "critical" sized pillars do transmit the highest amounts of stress to adjacent seams. In addition, the data suggest that the probability of a major multiple seam mining interaction increases when the depth of cover is 1,000 ft or greater and when the Eagle seam pillars have a Analysis of Longwall Pillar stability factor less than 1.50.

The principles of geometry and trigonometry are so continuously used by mining engineers for the purpose of accurately and intelligibly recording their measurements, that the writer is prompted to lay the following cursory remarks upon mine surveying before the members of this Institution in the hope of eliciting a free interchange of opinion upon details of this interesting branch of the profession. He proposes to deal with surveying only so far as it concerns the mining engineer, not to intrude upon the domain of the professional surveyor, and, in this instance, to discuss more especially that which may be termed the mechanical, rather than the mathematical side of surveying.In the latter part of the eighteenth century and the beginning of the present one, the usual underground surveying equipment in the English metalliferous mines, consisted of a magnetic needle in a fiat square wooden box of about 9-inch sides, a two-foot rule, a long cord, aud a stool, upon which to place the needle and box. The operator took his bearing by sending his assistant with the end of the cord as far in a straight line as the length of the cord would admit.On its being drawn that he held its end in one hand and placed the side of the compass-box against it with the other, and noted the bearing thus found either by a book entry, or by ticking it off with a piece of chalk on the board the compass lay in. He then measured the cord with a two-foot rule. It is needles to say that with these appliances the accuracy of the results were open to question, and mining surveying was not unduly popular.In the present day, engineers have the advantage of using instruments brought to such a state of perfection, and of employing such an exact system of underground surveying, that inaccurate work must usually be attributed either to lack of care, or lack of ability in the operator.

A device for detecting carbon monoxide at ppm levels is described which is based on the measurement of infrared absorption at 4.65 microns. The unique feature of the nondispersive infrared instrument is contained in the optical design which includes a confocal cavity, increasing the effective optical path length by a large factor, thus greatly reducing the required package size. The cavity has the effect of reducing the total amount of radiation passing to the detector, but at the same time increasing the percent attenuation observed when adding CO, by a factor called gain. The radiation is chopped by a filter wheel which contains narrow band filters at 4.0 and 4.65 microns. The resultant signal produced by the pyroelectric detector is demodulated by the electronics to product an automatic gain control signal, proportional to the total radiation, and a difference signal, proportional to the CO present. Tests of a breadboard model are described which show cavity gains of 10 with noise levels equivalent to 2 to 10 ppm CO.

The deposit was discovered during systematic reconstruction of the geological history of glacial overburden, which averages 6 m in thickness over 80% of Sweden, by geochemical sampling and searching for small grains of eroded bedrock. The gold is mainly concentrated in and around high-grade quartz veins within a broad shear zone, though the correlation coefficient between quartz and gold in samples is not significant. Production from two pits, now connected, in the Central and Eastern orebodies has increased steadily from 1 238 kg Au in 1989 to 2 120 kg in 1994, the highest in Europe. The mine has adapted and improved its mining methods to achieve significant productivity increases and cost reductions. Most of the improvements have been achieved through a better understanding of the controls on mineralisation and of the implications of those controls for selective mining. Geostatistics has played an important role in the quantification of grade variability and gold occurrence. Better blasting and loading techniques have improved selectivity, grade control has been enhanced by a grade-control drilling programme, and significant improvements in mineral processing have been made

"Abstract Originally developed for ground improvement works, the deep mixing method (DMM) has increasingly been applied in recent years for the realization of soil and water retaining structures and as alternative to traditional foundation solutions. From practice, there is a real need for practical guidelines dealing with the execution, the design and the control of such applications. With the aim of developing such guidelines, the BBRI ‘Soil Mix’ project was initiated in 2009. Within this research project, deep soil mix (DSM) material from 38 Belgian construction sites has been tested. In spite of the large advances in the mechanical characterization of the DSM material, one major issue remains the representativeness of the typical core samples in comparison with the real scale behavior of the soil mix elements. There is among others the question of the influence of the unmixed soft soil inclusions on this behavior and the issue of the scale effect which must be considered in the design. In order to investigate these questions, 8 large scale UCS tests and 17 large scale bending tests have been performed on excavated soil mix elements. The present paper discusses results of this experimental campaign, presents some research perspectives and highlights different aspects related to the design of soil mix elements for the realization of retaining wall or foundation solution.INTRODUCTIONSince several decennia, the deep mixing method (DMM) has been used to improve the strength and deformation characteristics of weak soils. In recent years, deep mixing has increasingly been applied – in Belgium and in other countries – for the realization of soil and water retaining structures and alternative foundation concepts. With regard to the execution of the DMM, one can refer to the European standard EN 14679 on deep mixing (2005) that was elaborated under the umbrella of CEN TC 288 “Execution of special geotechnical works”. However, from practice, it has been experienced that this execution standard does not provide enough pragmatic information and guidelines, in particular for the more recent applications of the deep mixing method (with retaining and bearing functions). The same need by the sector for guidance rules linked to design aspects in the context of Eurocode 7 was experienced as well. With the aim of developing such guidelines and in order to provide feedback to the European standardization platforms, the Belgian Building Research Institute (BBRI) has initiated the BBRI ‘Soil Mix’ project (2009-2013) in collaboration with the KU Leuven and the Belgian Association of Foundation Contractors (ABEF), the Belgian branch of the EFFC. Within this research project, deep soil mix (DSM) material from 38 Belgian construction sites, with various soil conditions and for different execution processes (CVR C-mix®, TSM and CSM), has been tested (Denies et al., 2012)."

The high-resolution three-dimensional (3-D) seismic reflection data acquired for Impala Platinum between 1998 and 2002 in the western Bushveld Igneous Complex form an integral part of Impala?s mine planning and development programme. These data are of sufficiently high quality to provide unprecedented 3-D models of the geological structure of the Merensky Reef and UG2 Chromitite Reef, from which the mine deduces the size, geometry and distribution of mineable blocks. Conversely, the seismic data details zones of un-mineable ground caused by structural disturbances in the form of potholes, fault zones and pegmatoid intrusions. Furthermore, variations in dip and strike are well imaged, allowing the mine planners to optimize the mine design and layout. Current interpretation work is focused on enhancing the accuracy of these geological models even further through the analysis of ?seismic trace attributes.? Preliminary testing on the Impala Platinum 3-D seismic volume has shown that attribute analysis has the potential to illuminate a number of geological reef disturbances that are otherwise ?invisible? in the original seismic time volume. Potential areas of improvement include inter alia: ?Improved definition of major fault zones ?Improved definition of zones of reef depression (?slumping?) ?Identification of reef terracing and/or reverse dip. The U.S. Bureau of Mines is engaged in many diverse programs fur improving mine safety. One area of interest to the Bureau is new and improved means for minimizing the hazards of accidental gas ignition or electrical shock should the frame of an off-track machine assume potential above ground. Various means presently used to prevent such occurences are the use of ground fault detectors for phase to ground faults in ac machines, and grounding conductors and diodes in dc machines. In a three phase ac power center, a phase to ground fault may be detected by monitoring the current in the grounding resistor which is required between the power center neutral on the load side of the power center transformer and ground. Another method for detecting a ground fault is to pass the three load conductors through a toroidal core transformer. The phase currents vectorially add up to zero if none of the phases are faulted, and hence the voltage of the transformer secondary is either zero or not zero if one of the phases is unbalanced or faulted.
