The origins of mine closure practice have influenced the way in which it is implemented by companies and regulators. Mine closure practices essentially started developing in the 1970s in countries with advanced economies and mature mining industries. In these settings, the emphasis was justifiably placed on restoration of the landscape and an attempt was made to return to the ?natural? pre-mining land cover. These practices continued to evolve and incorporated socio-economic and cultural aspects, especially after the Brundtland Report in 1987 and the subsequent Earth Summit in 1992. Today mining is increasingly occurring in remote parts of developing countries where there may be significant need for infrastructure such as roads, clinics, and schools. The costs of returning land to low (economic) value pre-mining use may be far greater than establishing a viable postmining land use that could potentially add value to the community and take pressure off sites for greenfield development elsewhere. Furthermore, natural resource limitations (such as topsoil availability) may limit the degree to which the historical land cover can be re-established. Establishing post-mining land uses may aid in mitigating the loss of employment that is inevitable when mines close. Stakeholder participation in establishing post-mining land cover and land use options is critical for long-term success. Similarly, third parties must be identified to support the development of the post-mining land use This paper draws on the experience of the authors in several developing countries and presents a case for maximizing re-use of mining infrastructure. The paper does not advocate the adoption of poor rehabilitation standards, nor or the wholesale destruction of land capability, but rather leaving key infrastructure in place for post-mining use that may support sustainable development.

The pyrite-sphalerite-galena and barite orebodies at the Rosebery mine are concordant with the shale host rock and have been deformed into one system of folds with an associated axial plane cleavage. The folds are tight and overturned with east-dipping axial planes. Folds in the sulphide ore are commonly disharmonic, particularly between adjacent bands of different composition.Concentric style folds occur in the competent bands, e.g. pyrite-rich bands. Similar style folds are predominant in the less competent sphalerite-galena-rich bands and also in the shale of the host rock. The trends and plunges of the fold hinge-lines are variable but axial planes are of reasonably constant orientation throughout the mine area. The folds in the orebodies are of limited axial extent, approximating to conical folds, and are arranged in en echelon patterns. The fold system was possibly formed in one period of folding by heterogeneous strain that may have been caused by the presence of a mass of tectonically mobile sulphide ore. Lineations parallel to the ore/host rock contacts appear to reflect movement between the ore and the host rock during folding.

ABSTRACT: Stiffness controlled test procedures performed with servo-controlled shear systems are the most versatile for simulating the wide range of boundary conditions expected in nature. Examples of a function controlled procedure in addition to dilatation controlled procedures are discussed for different characteristic behaviours. Construction of the Shot Tower Metro Station in Baltimore, Maryland was performed in two phases. In the first phase, a contractor was retained to excavate the station in order to construct twin tunnels from the Shot Tower Station to the John Hopkins Station. The retention system for this 70' deep excavation consisted of a Soldier Pile in Tremie Concrete (SPTC) wall supported by cross-lot bracing. In phase two, The Clark Construction Group, Inc. was retained to construct the station interior structure, two entrances, two station ancillary shaft structures and the track work for the station and tunnel. The excavation for the construction of the two entrances adjacent to the 70' deep station SPTC wall had to proceed prior to completion of the station structure due to the tight construction schedule. A system of overlapping secant piles was specified as a vertical support of excavation element for the West Entrance. The secant piles would have provided a watertight, rigid support to resist the load from the SPTC wall constructed in phase one. A watertight system was required in order to minimize the settlement of adjacent buildings supported on wood piles. Clark Construction was concerned with the constructability, cost and performance of the specified secant piles and looked for other innovative methods of providing a watertight and rigid system. Substitution of a reinforced slurry wall in lieu of the secant piles was cost prohibitive due to the additional cost of concrete placed under tremie. Clark, being familiar with cement-bentonite cut-off walls and slurry wall construction procedures, proposed the construction of a PSHG wall, in lieu of the secant piles. The PSHG wall construction consisted of trenching 30" wide by 20' long by 60' deep panels under a self-hardening slurry. Once the excavation for a panel was completed, a 60' deep prefabricated soldier beam and lagging panel was placed in the slurry. The slurry design mix then self-hardened within the cure time, allowing excavation for the structure to proceed This paper will discuss the design, details and construction methods used on the PSHG wall and will compare the advantages of the PSHG system to conventional support systems.

This paper presents the results of lateral load tests on 0.61-m to 1.27-m (24 to 50-inch) diameter drilled and cast-in-place piers in San Diego area residual/formational soils. The test piers were installed and tested in the following soils: Decomposed Granitic Rock (Ktd), Stadium Conglomerate (Tst), and Friars Formation (Tf). Lateral loads of up to 845 KN (190 kip) were applied to the piers in residual granitic soils, and loads up to 1780 KN (400 kip) were applied to the piers in Stadium Conglomerate and Friars Formation. The tests were conducted by jacking against adjacent piers and monitoring the lateral load and lateral deflection at the ground line. Test results indicate that ultimate lateral pile capacities of up to 1800 KN (400 kip) can be obtained for 0.61 m (24-inch) drilled piers with penetration of 3 to 6 m (10 to 20 ft) in the residual/formational soils tested. Lateral load analyses using p-y curves for very dense sand significantly overestimate the observed lateral deflections. For lateral load analyses using dense sand p-y curves, p-multipliers that increase the lateral soil stiffness (p-y curves) by 2 to 8 times are required to match the load-deflection behavior measured in the test piles. When applied to the dense sand p-y curves, the p-multipliers provide a more accurate prediction of load-deflection behavior in the residual/formational soils, and can result in shorter required pier penetration and significant savings in foundation cost.

"Gold bearing deposits of the Witwatersrand basin are generally less than 2m thick and require conventional narrow-reef mining methods for extraction and employ explosives as a means of rock breaking. Optimal utilization of explosives is dependent on the overall design of the blast. The under-utilization of explosives arises when shot-holes are drilled inconsistently, overcharged, and when tamping is absent. This can be rectified by emphasizing the importance of good drilling practices as part of induction programmes and refresher courses. The project was aimed at determining whether or not explosives are being optimally utilized at project site. This was investigated through a study of the properties of explosives, mine standards, and recommendations for usage. Underground observations were made to determine whether or not mine standards were being adhered to. Historic data was obtained to establish the historic relationship existing between the quantity of explosives used (kg) and the production output (m2). This was then compared to the quantity of explosives the mine expects to use per unit of production. The results obtained were analysed to determine the presence and extent of over- or under-utilization. It was found that explosives are being under-utilized at the mine. More explosives are ordered than expected per unit of production. The explosives’ properties are not thoroughly exploited during blasting, thereby requiring the use of more explosives than prescribed. The techniques of geological control developed by the Coal Geology Sections of the Broken Hill Proprietary Company Limited and Australian Iron and Steel Proprietary Limited in providing geological service in the coilieries operated by these associated companies cover the provision of geological control for both planning and production in each of which the significance of geology has in the past been only poorly appreciated by the coal mining industry.While the adoption of similar techniques is well within the capacity of major companies there is considerable scope for the development of government geological services providing specialized assistance of this nature for smaller scale producers.INTRODUCTIONThe coal mining industry in Australia can instance many notable mistakes caused by failure to obtain sufficient geological information or by incorrect interpretation of available geological evidence both before the commencement of mining and during the progress of operations. Substantial development undertaken in, areas with insufficient or inferior coal reserves, difficult mining conditions caused by failure to adjust operations to geological circumstances, and the irregular development of mine workings caused by unexpected geological features, all bear witness to the lack of geological foresight by the industry.Along with the more widespread general use of applied geology, an increasing acceptance has developed during the past ten years of the valuable contribution which can be made by this science to the exploitation of coalfields. In spite of the advances which have been made, there is still a wide scope for further detailed application of geology throughout the coal mining industry in Australia.

Topography and geology greatly impact the decision of how to plan and operate a surface mine. To extract coal, five primary surface mrning methods are practiced in the United States. These include contour strip. mountamtop removal, area, modified area, and open pit mining methods. The first four approaches are commonly associated with coal mining while open pit techniques, although used in the mining of coal, are more commonly applied to the mining of hard rock, metals, and aggregates. While the title of this paper embraces the entire West Coast, the author, in the interest of simplification. has confined the discussion to California-particularly the central section. California's population has, risen 45 pct since 1940. Its electric requirements have also increased, not only because of the growth in industry and population but also because of the widespread tendency of all types of electric consumers to use more electricity than ever before. The growth of California's electric utilities is shown by published data covering operations, of three of its large systems and is given in Table 1.

Stockpiles have always been a necessary part of coal mining except, perhaps, when a person was mining only for the needs of his family from a seam on his home place or coal mined for the use of a small hamlet and carried to each man's house as it was mined. Then it may have been stockpiled at each man's place for several days or on the village common. Mining with this limited production required waste stockpiling. Stockpiling of the products of coal mining, both coal and waste material, has always been a necessity. Very little coal has ever been moved directly or immediately from the working face to the point of consumption and burned. It has always been expedient to stockpile the coal some- where and store the waste.

"Xstrata Alloys – Eland Platinum concentrator (South Africa) has recently been commissioned and is now initiating a challenging optimisation program encompassing the entire operation. Process control improvements are key elements of the program and initial results have demonstrated how leveraging from current assets can bring significant improvements through overall reduction of variability. This paper gives a brief overview of the operations and details how Eland is striving to become a top tier leader with advanced regulatory control strategies recently implemented. Results reveal that what can be achieved in a standard control system (PLC or DCS) should not be underestimated as the first interventions led to a steadier operation of the primary ball mill circuit. Following the improvements, significant and sustained reductions of standard variation were observed for key process variables around their set-point: primary ball mill feed rate (72 %), rougher feed density (58 %), and rougher feed flow rate (47 %). A path forward has been identified to tackle further opportunities around the primary grinding circuit: water balance management, throughput optimisation as well as charge and power draw control.INTRODUCTIONThere are numerous approaches to mineral processing plant optimisation. As the benefits of determining the right reagent types, mix, dosage and addition points, or the proper charge of grinding media in a mill are fully appreciated, there is still nowadays some misunderstanding and misconceptions about process control in general and how it can contribute to the whole optimisation process. The confusion between the various disciplines involved, i.e. instrumentation, control system programming, automation and process control, certainly does not serve the best interest of the industry with this regard."

"The versatility and specificity of rare earth elements (REEs) have led to their use in an ever increasing variety of applications in new technologies. Consequently, demand for REEs has increased significantly. However, to separate REEs safely and effectively is a complex and expensive process. While China has consistently invested in R&D of REE processing technologies, there have been only sporadic activities in REE mineral processing in North America in the past 20 years. This paper presents a review of REE mineral processing technology, providing an update on current capabilities in REE mineral processing. This paper reviews REE extraction from the major commercially valuable REE-bearing minerals such as bastnaesite, monazite, and xenotime, and also from the ion-absorption type of REE deposits. Currently, there are four major REE mining areas in China, one in the United Sates, and one in Australia. A review of the REE extraction processes in these major REE mining areas closes out the paper.INTRODUCTION The rare earth elements (REEs) include the 15 lanthanide elements, plus yttrium and scandium. The lanthanide elements are normally categorized in two groups: the light rare earth elements (LREEs), i.e. lanthanum through europium (atomic number (Z) = 57 through 63); and the heavy rare earth elements (HREEs), i.e. gadolinium through lutetium (Z = 64 through 71). Yttrium is usually grouped with the HREEs due to similarity in physical and chemical properties. Table 1 lists the REEs, atomic numbers, and abundances in earth’s crust (Taylor and McCleannan, 1985). Promethium is the rarest due to lack of stable isotopes. REEs with low atomic numbers are more abundant than those with high atomic numbers. More interesting is that the REEs with even atomic numbers are much more abundant than adjacent lanthanide elements with odd atomic numbers as shown in Table 1."

"Magnetic fields affect the growth of cultured cells and plants; however, limited information exists about their effects on vegetation performing environmental remediation. Constructed wetland mesocosms treating hexavalent chromium (Cr(VI)) wastewater exposed to low-intensity magnetic fields (60 Hz, 56.5 × 10-6 Tesla) produced 100% more biomass than the unexposed control. Nonetheless, they removed only 43 ± 27% of Cr(VI), compared to 60 ± 21% for the control. A Cr(VI) reduction expression was developed as a function of the magnetic field. The design and operation of constructed wetlands to treat mining wastewater can be corrected for magnetic field effects.RÉSUMÉ Les champs magnétiques affectent la croissance des cellules et des plantes cultivées; toutefois, il existe peu d’information quant à leurs effets sur la végétation utilisée à des fins d’assainissement environnementale. Les mésocosmes des marais artificiels traitant des eaux usées, contenant du chrome hexavalent (Cr(VI)), exposés à des champs magnétiques de faible intensité (60 Hz, 56,5 × 10-6 Tesla) ont produit 100 % plus de biomasse que le contrôle non exposé. The 350,000-barrel-per-day Bahamas Oil Refining Co remained closed throughout 1986. Financially troubled Charter Oil Co., joint owner of the refinery with Chevron Oil Bahamas Ltd., agreed in principle to have Chevron assume full ownership in return for canceling debts owed Chevron. Finalization of the agreement was pending at yearend. Burmah Oil Ltd. took more than a $30 million loss on the sale of its interest in South Riding Point Grand Bahama Transshipment Terminal to South Riding Point Terminal Holding Ltd.

On October 16, 1978, the Harnback open cut of Rheinische Braunkohlenwerke, the largest open cut ever planned, was officially put into operation. It will outperform all of the large open cuts known at present, both in its dimensions and in its annual output of overburden and coal. Present plans are to commence coal mining in 1983, although target production will only be achieved in 1995when the annual output will be 50 million tons of coal. Considering an overburden: coal ratio of 6: 1, this will involve the removal of approximately 300 million bank cubic metres of overburden. For overburden removal and coal mining, this open cut will use bucket-wheel excavators exclusively. It is planned to employ eight excavators with a daily output of 240,000 bank cubic metres each (Fig. 1). The transport of the overburden and coal to the dump and the power station, respectively, will be effected by 30Q0-mm-wide conveyors, running at a speed of 6 m/sec. The overburden will be dumped by spreaders having a boom length of 100 m, capable of dumping 240,000 bank cubic metres per day (Fig. 2). Such giants, of course, can only be used for extreme conditions . Their employment indicates that huge quantities of material can be handled economically for long periods. However, the use of bucket-wheel excavators is economic when daily outputs of 5,000 bank cubic metres are involved, in particular if direct backcasting of the overburden is not possible.

Through the use of nondestructive testing techniques, the Bureau of Mines is pursuing a goal of improving the efficiency of the rock excava-tion process. Toward this end, 44 laboratory tests were conducted to identify a practical method of monitoring fracture development in rock, as caused by an excavation tool. An acoustic emission CAE) transducer was used to monitor the test samples as they were loaded. The signal from this instrument was recorded in real time along with the radial and axial loads generated by the fracturing device. Through the review of these signals on a common-time base, it was possible to see the relationship between the developing fracture and the loading conditions. As a part of the posttesting investigations, samples that were pletely fractured were sawn and ground to expose the fractures. examination of these samples allowed approximations to be made incom-Visual of the total surface created. Surface area approximations were also made for the completely fractured samples. Quantitative analyses· of the AE signals were conducted for comparisons with the calculated surface areas.

Gear pumps are very commonly used for the pumping of AN-water based emulsion products for both handling and blast loading applications. The potential major hazardous problems likely to be encountered with these pumps are: (i) high probability of friction; (ii) possibility of product confinement in the area of the bushings; (iii); high bearing failure rate; (iv) pump running dry; (v) presence of foreign material; (vi) deadheading of pump; (vii) delamination of elastomer from steel gears. Of all these possible scenarios, the no-flow situations where the pump is running dry or deadheaded have always been recognized as the most serious ones.
