The Italian Government's Istituto Superiore di Sanità, reviewed the process and reports on behalf of the European Commission. Copper exposure levels to man and the environment from production of copper anodes and cathodes, copper powders and copper chemicals as well as fabrication and use of semi-fabrication products and down stream user products were collected across Europe. So you want to install 2,600 augered cast-in-place piles, about 155,000 lineal feet, in 33 working days? It can be done. The Public Service Enterprise Group (PSEG) decided to build a combined cycle power plant in Lawrenceburg, Indiana. PSEG selected Fluor Constructors Indiana, L.P. to design and build the plant. Fluor Constructors, in turn, selected Richard Goettle, Inc. to install the piles. The initial plan was to install the 2,600 piles in 33 days, working six (6) ten hour days per week. After successfully installing and performing four pile load tests - up to 300 ton capacity - we set out to complete the work and meet the aggressive schedule. After three weeks of installing an average of 75 piles a day with three drill rigs, Fluor relaxed the schedule because we were so far ahead of their projected construction sequence. We elected to continue drilling on a ten-hour day, five days a week schedule. In all, we installed nearly 2,800 piles, totaling 175,000 lineal feet, in about 47 days.

Industrially proven and applied nitrogen species catalyzed (i.e. NSC) acidic pressure leaching has been utilized to treat a number of ores, concentrates and recycled materials. This versatile technology offers many advantages including low temperatures, low pressures, low capital costs, low operating costs, faster throughput and less costly materials of construction than conventional pressure oxidation. This paper will elucidate the application of this technology for production of gold, silver, palladium, rhodium, zinc, germanium, gallium, cobalt, copper, molybdenum, rhenium and nickel. Recycled material applications will also be elucidated. In addition, details of an application for treatment of a refractory chalcopyrite copper and gold bearing ore will be presented and pertinent economics discussed.

Unlike the first predicted deep-sea mining (DSM) boom 35 years, the public response to the re-emergent possibility of DSM is this time round is not entirely optimistic, with serious economic, social, and environmental concerns being voiced. In the intervening years, the troubling notion of the ‘resource curse’ has been popularized, whereby the economies of developing nations rich in natural resources (agriculture, minerals, and fuels), paradoxically appear to fare more poorly than their brethren who have fewer such resources. There have been a variety of explanations and counter-arguments regarding why the resource curse occurs, including how it can be ‘escaped’, and even some disagreement on whether it in fact does occur. Nevertheless, many commentators appear to agree that that the quality of governance is strongly implicated in the socioeconomic success, or failure, of these resource-dependent nations, and could indeed be the deciding factor. Unlike nations with diversified economies, the majority of the income from natural resource economies, in the form of royalties and rents, flows through national government; hence, good governance and fiscal management is of particular concern.

Q.E.D. (QED) is a blast design and evaluation model that allows full three-dimensional design specification including the development of unique “live” terrains and an unlimited variety of complex charge configurations. QED’s analysis package allows the examination of likely outcomes resulting from changing various design variables in terms of vibration, fragmentation, rock-mass damage and muck-pile profile. Especially applicable to use cautious blasting applications, QED’s damage model uses vibration to estimate rock damage beyond excavation boundaries. This relates directly to operations such as Yucca Mountain Nuclear Waste Repository in Nevada, where damage beyond the excavation perimeter must be tightly controlled. The U.S. Department of Energy (DOE) h as b een studying a site at Yucca Mountain, NV to determine its suitability for long term storage of nuclear waste. The main mechanism of waste isolation will be the natural barrier of the host rock Total Systems Performance Assessment (ISPA) is used to model the excavation design and its behavior over time. Of importance to TSPA is quantifying the condition of the rock-mass before and after excavation. Ideally, there should be no excavation-induced changes to the rock-mass’ structure (removing the requirement to model the effects). At the least it may be possible to keep excavation-induced damage far enough away from waste packages so that modeling of these effects will not be required. QED can calculate a prediction of the extents of blast induced damage to the rock-mass. By using this metric as a design parameter, it may be possible to complete excavation of the repository more rapidly and inexpensively than previously thought, without jeopardizing the structural integrity of the waste containment areas or requiring blast damage to be modeled by the TSPA. This paper will explain the structure of the QED blast modeling system and show the analysis of historical data from Yucca Mountain. Processing of the historical data and the subsequent results will demonstrate how blast modeling can be used on an ongoing basis to assist the excavation process at Yucca Mountain.

GOOD ventilation is recognized as an essential for the preservation of health, and laws have accordingly been framed in many countries for the provision of adequate ventilation in factories and places of public resort as well as in mines.Apart from the legislative enforcement of hygienic measures as a matter of public 'policy, the ventilation of mines has an important economic aspect, since it affects to a large extent the industrial efficiency of the workmen, and consequently the cost of mineral production. Until recent years the ventilation of metal mines has not generally received much consideration, and the importance of pure air has been sometimes overlooked. Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

"Seepage control has to be achieved with plastic concrete cut-off diaphragm walls in dam structures. Materials selected for construction of cut-off walls must be durable, impermeable and have stiffness comparable to the surrounding soil.Plastic concrete provides a feasible and economical solution for construction of durable and impermeable cut off walls for dam structures. Plastic concrete wall should not be understood as a concrete wall with similar mechanical properties of concrete used in buildings, piles and spillways sections. Though it consists of the same materials as those of conventional concrete it has the major differences in end product due to predominant addition of bentonite slurry in the mix with very high water cement ratio. This makes the hardened concrete with very low compressive strength less than 5MPa and high failure deformations after the peak load.This technical paper examines a case study, the typical specifications on demand for construction and the issues corresponding to misunderstanding of the material as a structural grade concrete material. Conclusions were drawn based on a few project site quality data and trial mix experimental data. The anomalies in specifications on demand for construction of curtain wall in a dam structure were removed with modifications.INTRODUCTIONDiaphragm walls which are constructed in trenches made of plastic concrete basically serve the function of seepage control under confined measures. They should have the ability to sustain and undergo large plastic strains as compared to conventional concrete. The three basic mechanical properties of plastic concrete cut-off walls are to have least permeability, minimum strength to retain its shape and ability to undergo large deformations under confined loading conditions. The constituents of plastic concrete are cement, bentonite, coarse and fine aggregates, chemical additives to improve flow of concrete and sometimes to retard the setting time and water."

Crushing has proven to be of fundamental importance in mine mill integration at Highland Valley Copper (HVC). Highland Valley Copper has achieved large throughput and good quality control through the gyratory crushers by proper blast design and better gap control. The next step, in optimizing the mine mill relationship, is evaluating the crusher liner wear and its shape influence on performance and product size reduction. To do this a laser measurement device has been developed and data is being recorded on the concave and mantle liner wear. This paper will outline the work to date and indicate specific objectives of the work.

Selective Blast Mining (SBM) makes use of milli-second sequential blasting technology to separate the valuable reef material from waste rock in the blasting operation at stope faces in the mining of tabular ore bodies such as exist in the gold and platinum mines in South Africa. The waste rock is cast blast to the back of the stoping area, and the reef material is fractured and deposited close to the stope face. Only the reef material is transported to the surface. A simplified economic model is presented to evaluate the economic benefits of SBM. Although premature, in that adequate experimental demonstration of the validity of the model has not yet been possible, the model is presented since it indicates substantial benefits in the case of narrow reef gold mines. It is suggested that many marginal mines should seriously consider SBM. Benefits can also be realised in platinum mines, but a lot more experimental work is necessary to establish cost parameters more reliably. Some practical experience in the use of SBM in the mining of the UG2 reef is presented.

"6.1. Mineralogical Techniques ApplicableTo the Platinum-Group Elements6.1.1. IntroductionThe named platinum-group minerals (PGM) usually occur as grains smaller than about 200 microns and, even when present as larger grains as in nuggets, these are often complex multimineral intergrowths. Therefore, the PGM must be examined by microscopic techniques and, because all named PGM are opaque, they are suitable for microscopic study by reflected light. Special techniques for concentrating PGM and preparing suitable polished sections are detailed in Chapter 5. Another characteristic of the PGM is that the majority have very high reflectance at 589 nm, i.e., over 450Jo, but they range from about 38 to 74%. In contrast, micro-indentation hardness has a wider range from - 60 to - 3,000 kg I mm, and the PGM range from brittle to malleable.The small grain-size of PGM imposes certain limitations, or complications, on the usual mineralogical determinative methods of reflectance, micro-indentation hardness and X-ray diffraction. In addition, certain combinations of elements in some PGM render electron-probe analyses difficult. The usefulness and shortcoming of these methods, as applied specifically to the PGM, are discussed in the following sections. These are not, however, meant to be exhaustive descriptions of the techniques, which are fully described in other texts.6.1.2. Micro-Indentation HardnessDetermination of the Vickers Hardness Number (VHN) is discussed in detail in recent publications, such as Bowie and Simpson (1977) and Craig and Vaughan (1981). In addition, the recommendations of the Commission on Ore Microscopy (COM) of the International Mineralogical Association (IMA) are given by Criddle (1980). The usual small grain-size of the PGM, however, precludes the widespread use of this technique and very few PGM have, in fact, had their VHN determined at the COM-recommended standard load of 100 gf (cf. Cabri, 1981b, in Chapter 7). Examination of VHN data reported in the literature reveals that the few PGM whose microindentation hardness has been measured have incomplete VHN data, measured with loads other than 100 gf (Chapter 7). The small grain-size may also result in unreliable VHN data because, even though the correct load may have been applied, a thin grain will give erroneous data due to the matrix, or the grain may even shatter or pop out of the section. On the other hand, micro-indentations may give useful qualitative diagnostic clues. Moncheite, for example, shows fractures near the indentation (Chapter 7, Plate 1). In other cases, intergrown PGM produce different-sized indentations: e.g., froodite-michenerite-gold in Cabri (1972); isoferroplatinumtulameenite in Cabri et al. (1973); michenerite-moncheite in Cabri and Laflamme (1976) and Chapter 7, Plate 1; altaitemichenerite- testibiopalladite in Hudson eta/. (1978) and Plate 1, Chapter 7."

The Reefton Goldfield on the West Coast of the South Island of New Zealand was a significant gold producing area between 1860 and 1951. During this period it produced approximately 2.1 million ounces (67 tonnes) of gold. The largest single producer on the goldfield and the deepest mine in New Zealand, was the Blackwater Mine at Waiuta which produced 21 tonnes of gold. The Prolubition Shaft reached a depth of 878 metres (317 metres below sea level). The mine closed suddenly in 1951 with about 66 000 tonnes of are remaining in the stapes. Since closure there has been no attempt to determine the ore potential of the mine at depth. This paper summarises the geology, history and resource potential of the mine and sets out two options for evaluating the remaining resource. The options are either deep drilling from surface or recovery of the Prohibition Shaft and underground development and drilling. A schedule for each option is presented and discussed.

The construction of Phase 2 of Hong Kong Station, its retail podium and International Finance Centre Two, the tallest building in Hong Kong, will be completed in the middle of 2003. This paper describes the design and construction of the slurry wall for the Station (both Phase 1 and Phase 2) and the two commercial buildings at the Station. The slurry wall is used as the permanent earth support wall for the station box and the excavation depth ranges from 70 feet to 120 feet. Top-down construction technique was adopted to support the excavation of the station, while circular cofferdams relying on hoop stiffness were constructed to support the basement excavation of the two towers. The designed behavior of the slurry wall is also compared to the as built behavior.

Recovery of rare earth elements (REE) from coal-related resources has recently received significant interest due to supply concerns and their key roles in critical industries and defense-related technologies. An integrated flowsheet consisting of sorting, crushing/grinding, physical separation, acid leaching, solvent extraction, and selective precipitation was designed to achieve continuous production of rare earth products from various coal-related resources such as coarse refuse and acid mine drainage. A pilot plant was constructed that enabled continuous testing of the circuitry on a range of different coal-based feedstocks. Despite achieving significant success in producing high-grade rare earth oxide products, low REE recovery values and high operational costs necessitated a re-evaluation of the process flowsheet. This article describes the circuitry improvements that were based on both laboratory and pilot plant test results. Roasting as a pre-leach treatment was found to significantly improve the leaching rate and overall REE recovery values. After roasting West Kentucky No. 13 and Fire Clay coal refuse materials at 600 °C, REE recovery increased by 60 and 40 absolute percentage points, respectively. Rare earth concentration in the pregnant leachate solution (PLS) was increased to around 700 ppm prior to solvent extraction using a staged precipitation method. REEs in the precipitate were re-dissolved, purified, and extracted from the PLS using solvent extraction and selective precipitation to values of around 80%. As a result of the improvements, chemical consumption in the acid leaching and solvent extraction processes was significantly reduced. A techno-economical assessment of the improved flowsheet indicated significant commercialization potential.

From time to time the Bureau of Mines receives requests for information and advice regarding the safety of using internal-combustion engines operated on butane fuel as prime movers for haulage and other purposes in mining and tunneling. The purpose of this, circular is to discuss the properties of butane and to present data in regard to the possible use of this fuel in underground operations. Published information on the use of commercial butane as a fuel for internal-combustion engines indicates that, insofar as performance is concerned, butane may be utilized satisfactorily and efficiently for this purpose. However, the introduction of a volatile, inflammable material such as butane into confined spares such as mines or tunnels would create potential fire and explosion hazards that should be given due consideration by those concerned with the promotion of safe practices.

Metal-rich slurries discharged from excess-enthalpy geothermal wells at Kawerau (NZ) indicate that an efficient ore precipitation mechanism operates in some feedzones. In our conceptual model, which takes into account the relative permeabilities of liquid and gas phases in boiling fluids, a metal-precipitating liquid phase is effectively immobilised along boiling fronts, leading to the formation of highly concentrated ore. Chemical equilibrium and heat/mass transport modelling demonstrate the general applicability of this conceptual model to hydrothermal eruption environments.
