A recent report to President Reagan from the Business-Higher Education Forum, entitled, "America's Competitive Challenge: Need for a National Response," (1) observes that in the recent past, ". . . much of that research, which is necessary for major breakthroughs and sustained productivity improvements, was redirected to short-term objectives ... At the same time, American universities, which conduct more than half of the nation's basic research, have suffered from an accumulated under-investment in facilities and equipment amounting to an estimated $1-4 billion." Also contributing to the decline in America's productivity, the report said, are "...weak technology transfers between government and industry and between universities and industry..." This report as well as other recent reports and articles have, reopened a subject which has long been debated but rarely resolved-- the interaction between the academic community and industry in the sponsorship and conduct of research. The subject is unfortunately, too often treated as a controversial issue involving ethics and the profit motive when, in fact, the two branches of society -- industry and academia -- are necessarily part of the same system. I would like to speak to you today on the subject of university-industry interactions and to some extent discuss the role of government in such interactions. Finally, I will make some remarks as to how this subject applies to the mining industry.

This report summarizes the results of preliminary investigations concerning the influence of block caving mining upon adjacent mine openings and discusses possible methods for reducing critical rock pressures and damage to these openings. These investigations are one part of a general study of the rock mechanics of block caving by the Denver Mining Research Center of the Federal Bureau of Mines. The purpose of this part of the study Is to obtain an estimate of the stress concentrations around mine openings adjacent to block caving stopes for use in developing better designed openings and improving mining methods. When mine openings such as slusher drifts, grizzly drifts, and haulage drifts are damaged by rock pressures induced by block caving mining, the mining cost increases, mine production decreases, and ore recovery may be consider- ably lessened. Methods of mining that result in lower rock pressures and methods of design that enable mine openings to withstand these pressures are desirable. The development of these methods, in turn, requires a fuller understanding of the following: The stres concentrations around the mine openings and the changes in stress induced by adjacent mining; the physical properties, such as the compressive strength and modulus of elasticity of the rock surrounding the openings; and the support supplied by the concrete lining, timber sets, or other types of supports used in the openings.

Introduction In the mining industry, comminution typically begins in the mine with a blast of explosive to break rock so that it can be handled by the avail- able equipment. Though the breaking of the rock is essential for material handling in the mine and plant, this is not the only reason for ore reduction in the mineral industry. Comminution is primarily required to liberate minerals from ore so that they can be concentrated into valuable products or to prepare minerals, such as talc, for market as mined. The size of the equipment used for comminution ranges from small to massive. Regardless of equipment size, the power required to reduce the rock is a major expense. Years ago, mineral deposits could be mined more selectively and required less grinding to produce saleable products. However, as richer deposits were depleted, it has become necessary to mine low-grade deposits, with the valuables dispersed throughout the rock. Comminution equipment evolved in physical size and capacities to meet the new mine and process requirements. A modern, modestly sized mining operation, with a capacity of 25.000 TPD may use crushers two stories high weighing over a million pounds, SAG mills 36 feet in diameter driven by dual motors putting out 10.000 horse- power, and ball mills over 16 feet in diameter . Because of the increasing size and weight of modern equipment, the builder is faced with the problems of erecting massive foundations and field assembling equipment on these foundations. As equipment costs and plant construction costs increase, builders are finding that owners are asking for more detailed progress and cost data. Comminution construction projects are generally classified as grass roots plants or expansions or modifications to existing plants. It is estimated that 60-702 of the jobs involve existing plants. Today ' s costs for construction of small, new comminution plants can reach tens of millions of dollars; larger plants can cost hundreds of millions of dollars. Traditional coal mining planning seldom considers key æsustainability factorsÆ such as: societal impacts in the area; jobs (both created and lost); dislocation of towns and residences; impact on neighbouring communities and individuals; infrastructure concerns; post-mining land use (except when limited by law or other factors); habitat disruption and reconstruction; long-term economic impacts in the community; and net long-term community benefit. This paper presents a systems engineering approach based on the premise that systems can only be optimised if all factors are considered at one time. In theory, coal mine designs can be optimised for return on investment, environmental protection and sustainability. Using this approach, the permitting process may be quicker and less costly, relationships with neighbours, communities, environmental groups may be improved, the mining industry may be seen as a positive for the short-term and long-term and the mining industry may increase profits. This paper discusses geographic information system (GIS) tools that may be used to incorporate ecological and other sustainable development concerns into models of coal mine sustainability performance. Along with coal production cost and value information obtained from past and present coal mining operations, GIS data are used to develop mathematical cost and equation models. By analysis of on-the-ground data, the parameters to be included in these models are identified, the relationships between these parameters quantified and the models developed. The paper also discusses the next phases of the work to be completed once the data is obtained and the models are adjusted and validated. At that time, site-specific information will be input into the models and the approach to mining a particular property evaluated and optimised for financial rate-of-return and other desired outcomes, such as preservation or enhancement of sustainability values. Finally, the paper will examine how this approach can be combined with traditional mining engineering considerations in order to develop an optimised mine plan for a specific mining property.

This paper, describing the milling practice at the oxide concentrator of the International Smelting Co., is one of a series on milling methods and costs being published by the United States Bureau of Mines. GENERAL DESCRIPTION The oxide concentrator is properly an integral part of the Tooele plant of the. International melting Co., located 5 miles from Tooele, Tooele County, Utah. It has a capacity of 300 tons of ore per day and uses an all-flotation process to treat custom siliceous oxidized lead ores obtained principally from the Tintic district in Utah. Ores found amenable to the process are purchased on a custom basis, the principal tonnages being obtained from the Tintic Standard and North Lily mines.

They may not remember the time when "practical oil men" opposed the invasion of engineers into the field of petroleum production. By their excellent contributions they established themselves. In the popular mind, engis veers are practical men whereas physicists and chemists are suspected of being theoretical. It will be best to annihilate this misconception right now at the beginning of a closer relationship between petroleum engineers. geophysicists, and geochemists.

There are numerous techniques and predictive models used by geologists and mining engineers to define coal reserves and plan mines. The traditional reserve estimation methods commonly used include the isopach, triangular, polygonal, inverse-distance weighting, weighted-moving-average, and trend-surface methods. Geostatistically-based estimation techniques are now being examined by many geologists and mine planners as a superior alternative to these traditional methods. With today's coal mine development costs often exceeding $100 million, and power generation $1 billion, it is logical that a technique that can indicate the degree of confidence associated with a reserve estimate (fuel supply), and thus also the degree of risk, is highly desirable to the coal producer, the financiers, and those desiring to commit to coal utilization under short or long-term supply arrangements.

ALTHOUGH the first colonists in the area that is now the A United States, whether Spanish, French or English in nationality, were usually keenly interested in the possibilities of mineral wealth, it is a curious and interesting fact that none of them happened upon the mineral deposits that eventually were to make this the greatest mineral-producing country; up to 1800 it would probably have been rated as rather poor in minerals. Spanish explorers traversed the southeastern United States with- , out finding the Appalachian gold deposits that aroused so much interest in the early nineteenth century; Coronado sought in vain for the seven golden cities of Cibola; and the important gold \ deposits of California were not discovered until the political sovereignty of the region had passed from Mexico, which had held it for three centuries. The French also held Canada for nearly two centuries (and the British for another century) without finding the mineral deposits in Ontario and Quebec that now are so important. Though they knew of the copper of the Keweenaw peninsula, the lead ores. of Wisconsin and Missouri, and the coal of Illinois in the seventeenth century, these deposits were all too remote for exploitation. In the area held by Great Britain, iron smelting was planned at Jamestown as early as 1619 and was actually begun at Lynn, Mass., in 1643. The industry grew slowly, at first, but had reached considerable importance before the Revolution. Commercial bituminous coal mining began about 1750 in Virginia but anthracite mining in Pennsylvania was not started until 1800. As a result there was naturally little interest in the technical aspects of mineral prodnction here before 1800 by any except the few people who were actually engaged in it. A short survey is given of the Iron Age smelting sites and smelting furnaces that have been found in South Africa. An attempt is made to classify South African smelting furnaces by the inclusion of functional characteristics such as the numbers and positions of tuyeres. An affinity is suggested between the Venda (eastern Transvaal) type of furnace and an East African type. The principles of the smelting process in South African Iron Age furnaces and the characteristics of the smelting products are discussed. Results of metallographic and chemical analyses of 19 iron specimens found at South African sites are given and compared with those from sites in Zimbabwe-Rhodesia, Mocambique, and Nigeria. The carburization and steeling of iron during primitive smelting and forging are discussed.

Capcoal Mine has modified its water use practices over the past 15 years. Two issues have changed the way water was managed:an economic review of water supply options for a planned expansion of the coal handling and preparation plant (CHPP) in the early 1990s, and increasing neighbour concerns about discharge of worked water from the mine into the local streams. These issues resulted in commitment by the site General Manager to cease discharge of worked water from site and to convert from using raw water to worked water in the CHPP. Operational needs, societal demands and continuing dry weather are again demanding change to the siteÆs water management strategy. This paper outlines the drivers for past and future operational change.

A survey of derelict and active alluvial tin and sapphire mines in the Emmaville area of northern N.S.W. as the first step in a pro- gramme of similar surveys to be undertaken throughout the State by the State Pollution Control Commission is presented. Thirty nine individual mine sites in the study area were included in the survey and an assessment made of the current level of impact on the environment at each site by assigning values of "magnitude" and "importance" to a number of impacting factors. Results are pre- sented in matrix form and mine sites ranked in order of impact "importance". Examples of alluvial tin, underground tin/arsenic and alluvial sapphire operations are discussed in detail and rehabilitation programmes proposed for implementation.

SIX weeks ahead of schedule, the International Nickel Co. of Canada Ltd. has brought a 30-mile rail line into the newly born town of Thompson, Manitoba. Its construction spurs the development of a rich new mining region slated to become the world's second largest nickel-producing area-exceeded only by Inco's Sudbury, Ont., workings. Two mines, the Thompson and the Moak Lake, will be opened to meet International Nickel's scheduled annual production goal of 385 million lb of refined nickel by 1961. Accomplishment of this aim will mean an additional 75 million lb of the metal available to consumers. In addition, stepped-up out- put of Inco's Sudbury holdings may increase this figure by another 25 million lb. DESPITE the basic importance of slip in the plastic deformation of metals, and the considerable experimental investigation, thought, and speculation that have been devoted to the fundamental nature of these processes, surprisingly few data have been reported regarding the microscopic appear- [ ] ance and distribution of slip lines,[$] the external manifestation of the slip process. Photographs hitherto reproduced in the literature are in general at low or unspecified magnifications with no correlation to the prior shear. A single-crystal cylindrical tensile specimen of alpha brass about ½ in. in diameter, one of many previously prepared by H. L. Burghoff,1 was available for study. A plane about 3/16 in. wide, parallel to the specimen axis and normal to the plane containing the slip direction and the specimen axis, was ground and metallographically polished along the entire 5-in. gauge length. Heavy etching produced a surface free of both scratches and flow. The specimen was strained in tension until slip markings first became visible on the polished surface (Figs. I and 2). Restressing the crystal caused additional markings to appear at an initially lower [ ] stress than previously was required. Stretching the specimen to produce a dense concentration of slip lines caused such variations in level in the polished surface (normal to the slip direction) that microscopic study at higher magnifications became impossible. After annealing 15 hr. at 850°C., the specimen recrystallized to form two grains with a boundary approximately normal to the specimen axis and about midway along its length. Each was X-rayed, and two planes were again polished along the length of the specimen, in this case each parallel to the slip direction in one of the two crystals. A light longitudinal scratch parallel to the specimen axis was drawn down the center of each plane. A Huggenberger extensometer was attached to the crystal A, whose slip plane would have the higher resolved shear stress of the two, and the specimen was again strained in tension.

"Fatigue presents several challenges for the mining industry. Depending on the specific occupation, daily work or operational setup on any given mine site, mining jobs can have a fair amount of labor-intensive tasks mixed with monotonous and repetitive duties. Combined with the long working hours and shift-work schedules of mining work, the prevalence of fatigue in mine workers may seem rather unsurprising.Mining is certainly not alone in facing the challenge of addressing worker fatigue. Indeed, many of the characteristics above mirror the similarities of fatigue in other industries, such as health care, aviation and security. To the extent that fatigue in mining acts like fatigue in any other industry, then any fatigue management applications, trainings, or interventions in existence can be borrowed from other industries and applied to mining in a cookie-cutter approach. However, some have argued that mining in particular is especially susceptible to increases in the prevalence of fatigue beyond the characteristics listed above due to the multifaceted combination of factors in mining environments associated with fatigue: dim lighting; limited visual acuity; hot temperatures; loud noise; highly repetitive, sustained, and monotonous tasks; shiftwork; long work hours; long commute times due to mine site remoteness; early morning awakenings; and generally poor sleep habits (Canadian Centre for Occupational Health and Safety, 2012; Legault, 2011). Legault (2011) in particular argues that it is the combination of these factors simultaneously that can make mineworkers particularly susceptible to sleep deprivation and fatigue in comparison to other industries where these factors are often not present all together. If fatigue looks and acts different in mining, as others have argued, more research is needed to determine if, how, and why worker fatigue might need to be managed differently in mining.While the burden of fatigue on the mining population has not yet been evaluated thoroughly, methods and measures of fatigue management remain a popular point of discussion. Many commercial suppliers and consultancy groups have begun to develop technologically based fatigue monitoring systems (McMillian, 2013). Some technologies can monitor vehicle operators for indicators of wakefulness, such as percent eyelid"

I think the whole problem of layout of any mine, is one where you can reliably prognosticate what you are likely to find in a variety of circumstances to meet the wide range of things which must happen when you consider the costs in these modern operations. PURPOSE: Evaluate practical technological advances in level-dependent hearing protectors and inexpensive personal acoustic monitors. RESEARCH SUMMARY: The results of previous NIOSH research show that miners develop hearing loss much more quickly than nonoccupationally noise-exposed individuals and that miners experience a greater severity of hearing loss than would be expected for nonoccupational noise-exposed persons of the same age and gender. Using hearing thresholds at 4,000 Hz as an indicator, coal miners experience hearing loss 2.5 to 3 times greater than would be expected for persons not exposed to occupational noise. At age 50, 90% of coal miners and 49% of metal/nonmetal miners were found to have a hearing impairment. In comparison, only 9% of a nonoccupationally exposed control group had a hearing impairment at age 50. There are numerous barriers to the prevention of hearing loss among miners. In an effort to overcome some of these obstacles, this work was initiated to evaluate practical technological advances in level-dependent hearing protectors and inexpensive personal acoustic monitors. Experiments will involve analysis of this new technology under both laboratory and field conditions. Laboratory components will consist of controlled studies using an anthropometrically correct test fixture as well as human subjects to evaluate the adequacy/effectiveness of various hearing protective devices. Electroacoustical performance testing of new noise monitors will also be conducted in a laboratory setting. Subsequent field studies will determine the actual usefulness and practicality of the personal protective/monitoring equipment as used in different mining situations. It is anticipated that increased on-the-spot awareness of hazardous noise levels and the availability of better-suited hearing protectors will provide a degree of protection beyond what is currently attained in different mining environments. Therefore, the intent of this project is to identify and adapt new acoustical technologies and products that have a direct application to individual mine workers. With increased knowledge of these technological advances, a greater demand for similar devices will likely occur, which, in turn, will lead to a better understanding and awareness of hearing loss prevention methods throughout the mining community. The ultimate goal is for widespread integration of useful hearing loss prevention products and devices into the daily routines of miners

With the rapid acceleration of the cost of shovel dippers and major standard shovel clipper rebuild components, maintenance management at Kennecott Copper Corp.'s Bingham Canyon mine initiated a dipper maintenance and rebuild program. The program focused on extending the service life of the shovel dipper, reducing field labor in maintaining dippers, and lowering shovel dipper rebuild costs. While comprehensive evaluation of the program is still underway, preliminary benefits of the program indicate: •Reduced field ,gelding for shovel dipper field maintenance, •Fewer dipper rebuild units entering the shop, and •Reduced dipper rebuild costs per unit.
