As the first wave of precious metal heap leach closures and reclamation projects occur, a number of companies are being hit with costly surprises. While this paper refers specifically to U.S precious metal projects, it could be conceptually directed at copper leach operations and acid rock drainage (ARD) problems on an international basis. ARD is Mother Nature's version of heap leaching, only with different products and timing. Although many precious metal deposits tend to be small in comparison with some base metals systems (porphyry copper deposits), adjacent or nearby discoveries have extended the operating lives of numerous precious metal mines. Now, depleted reserves, several years of relatively depressed precious metals prices and some properties with technical difficulties have resulted in numerous mine closures. As a result, our industry is getting a diverse and comprehensive initial look at mine closure and final reclamation. The situation has been further complicated by the evolutionary trend in regulations and their enforcement and increasing public and political awareness of all environmental issues. Concurrent (proactive) vs. deferred (reactive) reclamation and a realistic early appraisal of ultimate reclamation and closure requirements, not just regulatory compliance, need to be a part of project design. The U.S. and Canada are the current fertile testing grounds and have set the design, regulation and closure standards for the next wave of operations in Latin America, the CIS (?), etc.

The risk that water quality will be degraded by mining activity can be evaluated using risk analysis techniques. Water quality impacts can occur where water-rock interactions with tailings, waste rock, or leached ore lead to increased loading of constituents into surface or groundwater. Constituent loads contributed by mining facilities are determined by the migration route and chemical evolution of mine water. Mass load contributions from mines can be determined by estimating the prototype pore water in contact with mining waste, predicting the rate and timing of flow, assessing the degree of geochemical attenuation, and modeling chemical mixing with natural surface or groundwater. Mining facility siting and design measures can alter the chemical evolution of mine water by varying the quantity or quality of flow. Stochastic risk management techniques provide a powerful tool for quantitatively identifying the environmental consequences of various siting and design alternatives.

In June 1996, the United Nations International Seabed Authority opened shop in Kingston, Jamaica as an autonomous international organization charged with the administration of seabed mineral developments in all areas beyond national jurisdictions. The Authority is a consequence of the 16 November, 1994 entry into force of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the 1994 Agreement relating to the Implementation of Part XI of UNCLOS. The total seabed area included within the Authority?s purview has yet to be assessed accurately, but clearly constitutes the largest single jurisdiction on the planet. The Authority is governed by legislative bodies called the Assembly and the Council and an administration called the Secretariat. The Assembly includes representatives of the 132 member states which are currently parties both to UNCLOS and to the 1994 Agreement. These member states directly fund the operations of the Secretariat. They include most of the world?s developed nations, island nations, and others among the 188 independent countries which are members of the United Nations. Notably absent are the United States and Canada, which are the only developed coastal states not represented. The Council is a 36-member subset of the Assembly representatives selected through a somewhat involved process designed to achieve a balanced representation of the specific interests of the members. Ultimate responsibility for the Authority?s actions resides in the Assembly, but most initiatives originate in the Council. Also included in the Authority are two subsidiary advisory bodies, the Finance Committee, which reviews the Secretariat?s budget, and the Legal and Technical Commission, which evaluates claims and drafts technical regulations. The Secretariat itself includes a staff of about 30, including 15 highly qualified and competent attorneys, accountants, engineers, and scientists. The present work is related with mechanical activation of processing of Egyptian wolframite by simultaneous ball-milling and pressure alkaline leaching, to improve the recovery of tungsten from wolframite. The results show a total recovery of tungsten from wolframite (97.8- 98.7%) by simultaneous ball–milling and alkaline leaching at temperature 175-200oC. It is concluded that processing of wolframite by simultaneous ball- milling and leaching is mechanically activated and accelerated as a result of the grinding action of steel balls that caused the immediate rupture by continuous removing the product layer of the reaction ( sodium tungstate and iron and manganese hydroxides ) from reacting particle surfaces. This leads to the exposing of fresh and activated wolframite particle surfaces to alkaline leach solution and consequently the acceleration of the reaction of wolframite leaching .The results of the kinetic study 0f alkaline processing of wolframite and its mechanical activation show that the system is under kinetic control.

The first thought in the case of an accident or contagious disease is naturally that aroused by our humane instinct , how serious is the case and will the person recover ? The economic effects of such cases , owing to their many ramifications , are seldom realized either by those directing mining operations or those engaged in the labor of producing . This paper is based on the accident experience of the State of Utah and the number of cases of two well known preventable diseases , typhoid fever and smallpox , in that State for the fiscal years 1917-1918 , 1918-1919 , 1919-1920 , and 1920-1921 . The data and figures presented are from coal -mining camps only . W. W. Adams , mine- accident statistician of the bureau, contributed valuable corrections and suggestions . The economic results of accidents are considered first , and those of the two preventable diseases later .

The Millennium Tower is a 58-story reinforced concrete building that was constructed in San Francisco, California between 2005 and 2009. The Tower is founded on an embedded pile supported mat with pile tips bearing in dense marine deposits that overlie an over-consolidated marine clay layer known locally as Old Bay Clay. This clay layer experienced stress increases from Tower self-weight and from multiple episodes of de-watering between 2006 and 2018 at the Tower site and neighboring sites. Settlements of the Tower foundation have been measured since 2006 and lateral deflections of the Tower have been inferred and measured since 2009. Available information on this case history include geotechnical site conditions and data from a monitoring program that tracked foundation settlements, Tower tilt, groundwater levels at the Tower site, and ground inclinations over time. This presentation will discuss the ground deformation mechanisms that caused the observed movements, the degree to which the movements can be predicted, and lessons from this case history for the design of deep foundations for tall buildings in San Francisco and geologically similar regions.

During the procurement phase of a Design-Build (DB) project, design-build contractors must often commit to a fixed price based on limited or incomplete geotechnical information. This lack of information can result in an inaccurate assessment and allocation of project risk to either the contracting authority or the DB contractor. This paper presents a case study of an elevated water tank supported by mixed ground improvement techniques, including Vibro-Compaction (VC), Aggregate Piers (AP) and Compaction Grouting (CG) in East St. Louis, Illinois. An adaptive design and contracting approach provided the best value solution for a complicated set of geotechnical problems, including static bearing capacity and settlement concerns as well as liquefaction induced settlement. Close cooperation between the owner, the tank contractor, the geotechnical engineer and the ground improvement contractor was essential to produce an effective solution. Ground Improvement techniques resolved the geotechnical challenges at the site through adaptive design methods, utilizing progressive rounds of verification and real time data acquisition to achieve performance objectives. This paper details the evaluation of geotechnical criteria, the selection of ground improvement techniques, the adaptive design and implementation of ground improvements, as well as contracting methodologies used to ensure that the best value was provided. PROJECT INFORMATION In November, 2016, CB&I Storage Tank Solutions (McDermott) submitted a design/build proposal for an elevated water tank for Illinois American Water Company (IAW) in East St. Louis, Illinois. The purpose of this tank was to have backup water capacity for power generation. In the RFP, IAW requested two alternate styles of tank: Option 1, a 1250 Million Gallon (MG) Composite Elevated Tank or Option 2, a 1250 MG Waterspheroid tank. Option 1 consisted of a steel tank supported on a concrete tower. Option 2 consisted of a steel tank supported on a steel shaft. The height (determined by IAW) was 140 feet to the top capacity line measured from top of floor slab.

The study investigates the effectiveness of the canopy air curtain (CAC) in reducing respirable dust exposure for shuttle car and ramcar operators in underground coal mining. Field testing showed that the CAC reduced dust exposure by 11-34% overall and by 57-65% during ramcar loading by the continuous miner. These results demonstrate the CAC’s potential as a significant dust control device.

The detection of hazardous geological anomalies through remote sensing techniques is the subject of current research efforts sponsored by the U.S. Bureau of Mines. In this review, hazardous geological anomalies are discussed with respect to the "view" presented along with potential operational concepts for each technique. The design and development of a borehole radar is described with emphasis on the potential range and resolution capability of the system under realistic underground conditions. Results of field tests at two coal mines and at a hard rock future subway location are presented.

Mineral selective flash roasting (Steiner process) in oxidizing atmosphere was tested successfully for the efficient low intensity magnetic separation of siderite from ankerite and other gangue minerals within the ore of the Steirische Erzberg, Austria. The calcium, magnesium and manganese containing siderite turns selectively into a ferromagnetic oxide phase while ankerite remains paramagnetic. The expulsion of CO2 increases the volume specific surface depending on the selected temperature. Unlike pure iron oxides absorbing SO2 below 530°C, the calcined siderite (enriched in the magnetic product of the Steiner process) acts as a sorbent for SO2 between 500 and 820°C. The effect was studied by thermogravimetric analysis and particle bed tests complemented with neutron thermo diffractometry (D20/ ILL). The energy input was simulated with the help of a tube furnace. The composition of the artificial combustion gas permeating the bed was close to that measured in pilot scale tests (6 % CO2, 12 % O2, 700 vpm SO2). The evaluation of data relating the SO2 variation in the off gas monitored by electrochemical cells to the actual phase composition revealed an intermediate ferrite phase as absorber. During the rapid decomposition in oxidizing atmosphere starting at 500°C the occurring siderite alters to a (CaO, MgO, MnO)Fe2O3 ferrite as an intermediate phase accompanied with sudden SO2 absorption. SO2 disintegrates the ferrite structure forming MgSO4 and MnSO4, taking Fe2O3 as a catalyst. Ankerite (enriched in the non magnetics of the Steiner process) starts to absorb at temperatures above 1000°C forming gypsum. The findings support the SO2 controlled operation of the Steiner process by ?autodesulfurisation?. It explains aspects of the SO2 implementation reactions within off gas recycling in Austrian sinterstrands. Room-and-pillar mining is a mining method used in the United States to extract coal from underground, and pillar recovery is widely practiced for maximizing coal recovery and mining economics. Under certain conditions, room-and-pillar mining can create high stresses in coal pillars resulting in a coal outburst. These outbursts represent one of the more severe safety hazards in underground coal mines, potentially causing injuries and fatalities. Over the past ten years, coal outbursts have resulted in three fatalities in U.S. room-and-pillar mines. Though coal outbursts generally occur under deep cover, they are more likely to occur during pillar recovery and under multiple-seam mining conditions. Coal outbursts are generally associated with strong roof and floor and heavy loading of coal pillars, but it is difficult to predict whether, where, and when they will occur. In this respect, risk management provides a proactive tool to prevent coal outbursts in room-and-pillar mining by identifying mining areas with high risk of outburst and mitigating the risk accordingly.

The Rawah Ditch is a mountainous water supply diversion which supplies Larimer County, Colorado with water since 1903. The ditch includes two historic tunnels excavated by drill and blast through a gneissic rock buttress. Both rock tunnels were failing with annual convergence. After a snowshoe-accessed eld investigation, nite element modeling, and an alternatives analysis, a diameter DE pipe was inserted within each tunnel and the annulus lled. The proect was implemented in an Alternative Delivery contract lasting ve months from eld investigation through procurement and construction.

The Jeffrey mine of the Canadian Johns-Manville Co., Limited, is in the town of Asbestos, situated approximately 100 miles northeast of Montreal and about the same distance southwest of Quebec, in Richmond County, Quebec. Mining operations were started in 1881 on outcrops on a hill, as a side-hill cut, followed by a second and third cut. This development was the forerunner of the present large open-pit operations, the mine now ranking as the largest open-pit asbestos mine in the world. Operations were first carried on by hand, then by horsepower and later by stem cableways. By 1924 the derrick spans, 2000 ft. or more long, became unwieldy. To overcome this, and also to eliminate hand labor as much as possible, steam shovels and railroad haulage were introduced. The steam shovels were replaced in 1928 by larger electric shovels of the full-revolving type. The Ore Body The ore body is a serpentinized peri-dotite rock mass. The chrysotile fibers form a network of veins throughout, varying from microscopic width to two or more inches measured across the veins (Fig. I). These veins may be continuous for a few or many feet; they may increase or decrease in width within a few feet. The veins in which the fibers occur per- pendicular to the veins are known as cross fiber. Those in which the fibers lay parallel to the veins are known as slip fiber. The principle underlying the majority of magnetic intensity variometers is a comparison of the force to be measured with another force of known magnitude. The known force may be (a) of a magnetic nature, such as magnetic fields produced by magnets or coils, or (b) of a mechanical nature, such as (1) the elastic forces of wires, or (2) the force of gravity, such as employed in bifilar magnetometers and magnetic balances. In instruments of such type, usually a magnetic system is employed, free to move about either a horizontal or vertical axis, on some sort of a suspension. If the earth's magnetic field alone were present, such a system would adjust itself into the direction of the field or that of its components. Owing to the simultaneous action of the comparison force, however, the magnetic needle assumes a position that differs from the direction of the magnetic force; for all such instruments, the angle of deflection is given by tan = FIX, where F is the known and X the unknown earth magnetic force component. In other words, the magnetic system merely serves as an "indicator" for the position of balance of the two forces. Considering the matter from this point of view, it is not immediately obvious why the temperature of such a magnetic system should modify the results. In magnetic instruments, we may distinguish two different effects of temperature: (1) a magnetic effect and (2) a mechanical effect. The first is due to the fact that the magnetic moment of a magnet drops with an increase in temperature. This drop is characterized by the temperature coefficient of the magnetic moment (see equation 1). The second effect is due to the change in the torsion of suspension wires with temperature or to the expansion of lever arms of masses acting on magnetic balances.

"INTRODUCTIONThe Laboratoire Souterrain de Modane (LSM) is an underground research laboratory located in the Western Alps on the French – Italian border. It is located in the middle of the 13km long Fréjus highway tunnel that links Modane (France) to Bardonecchia (Italy) in correspondence of the highest overburden of 1800m. The LSM current activity is mainly based on the investigations about the dark matter and requires very sensitive instrumentation which shall be protected from cosmic rays. To comply with the new legislation about safety in tunnels, the highway tunnels owners agreed in 2007 the construction of a parallel safety tunnel, at an average distance of 50m from the existing tunnel and the laboratory owner CNRS (Centre National de recherche scientifique) also decided to extend the existing laboratory with the construction of a new 17000 m3 cavern allowing the installation of wider and more powerful instruments that could increase chances of success of research. Preliminary studies stated that, considering both geological and functional issues, the most appropriate location for the new laboratory shall be in between the two tunnels and parallel to the existing laboratory (see Figure 1).Hence, the CNRS asked Systra, already in charge of the works supervision of the safety tunnel, to realize the design of the new cavern. The laboratory extension includes the construction of a 40 m long cavern with 300 m² cross section and two smaller tunnels connecting the safety tunnel and the existing laboratory to the new cavern. The minimum distance between the front face of the new LSM and the highway tunnel is about 25 m.The French and the Italian authorities, responsible of the exploitation of the Fréjus highway tunnel, asked the CNRS to develop an accurate study indicating that the construction of the laboratory extension would not have any negative impact on the existing structures of the highway tunnel. The main results of the developed study by Systra are summarized hereafter. The construction works should begin prior to the end of the construction works of the Fréjus safety tunnel in 2018."

The Duchy of Luxemburg, which between 1735 and 1815 was French, adopted as its basic mining law the French Law of April 21, 1810, and an Imperial Decree of January 3, 1813. The Luxemburg Government later supplemented and modified this legislation by the laws of June 12, 1874, April 30, 1890, and May 10, 1898, which, with article 36 of the Constitution, are to be taken into consideration in a complete survey of mining legislation. "The purpose of this paper is to present the findings of a waste rock remediation program conducted at a gold mine in New South Wales (NSW) over a six-year period. The treatment of waste rock dumps included the longitudinal results of one-off applications using: ViroMine Technology, including the application of a chemical reagent called Terra B, which is a benign, clay-like substance derived from processed bauxite and other sources lime and biosolids (added for nutrient value) clay capping and topsoil compared treatment outcomes from these three approaches to a control.Parameters measured in the program included leachate pH, total actual acidity (TAA) and chromium reducible sulfur (CRS), Al, Cd, Cu, Fe, Mn, Ni, Pb, Zn, and tree height and vegetative cover density with data collected at regular intervals over a six-year monitoring period. Findings over the life of the study indicated, for example, that leachate pH in the control area was 4.5 in year 1 falling to 4.0 by year 6; pH in the lime and capping treated waste rock was initially raised to about 5.5 after treatment but fell to 5.0 within 24 months and remained a low 4.7 by year 6; pH in the Terra B waste rock was 6.8 in year 1 immediately after treatment, and actually increased to 7.3 by year 6 with no further treatment. This finding is of relevance because it effectively profiles the acidity curves of waste rock control, lime, and capping applications, and shows that they decline over time, despite an initial æpH shockÆ to the solids as measured by TAA and CRS in the case of lime. Similar treatment curves were observed for heavy metal leachates. Tree height and vegetative cover density indicated that with increasing acidity in the waste rock dump, the lime and capping options did not allow healthy revegetation, but in the Terra B treated areas tree growth and density were comparable to background, undisturbed forest levels.is needed with respect to tailings management, based on a novel integrated research framework.CITATION:Fergusson, L, Blair, D and Barros, G, 2012. "The agitator design for nickel high pressure acid leach autoclaves (HPAL) is critical with regard to the process result, i.e., the recovery rate. Further considerations during the design phase are the avoidance of acid hot spots which reduce the lifetime, due to corrosion of the wetted parts, including components manufactured from titanium. Besides the process knowledge to design HPAL autoclaves, tools such as, Computational Fluid Dynamics (CFD) supplemented by lab testing allow the design of optimized agitation systems. This paper describes the effect that different feed point locations have on instantaneous blending of the reactants. Furthermore, experiments and CFD show where abrasion issues might occur and how to obtain information about the static and dynamic forces acting on internals. We show how simulations can be validated by lab testing to ensure that the CFD models are applied in an appropriate way.INTRODUCTIONAgitated systems in hydrometallurgical processes have to comply with multiple process tasks and in many cases have to withstand extreme operation conditions such as pressure up to 50 bar, elevated temperatures of up to 250°C and exposure to very acidic or alkaline environments and abrasive ores. The process tasks range from instantaneous mixing of reactants, homogeneous suspensions of up to 65% wt. solids with coarse and heavy particles, enhancing the solid-liquid mass transfer for leaching, dispersing large volumes of reactants (gas-liquid, liquid-liquid mass transfer) and moreover to transport generated heat e.g., from exothermic reactions through the vessel walls or internal heat exchangers if required. For economies of scale, agitator systems have reached sizes of 5000 m³ for large open leach tanks with impeller diameters of approx. 6 m, while autoclaves nowadays have exceeded 5.5 meters in diameter with a power demand for a single compartment drive between 300 - 400 kW. In parallel all process industries require a more efficient use of resources, to generate less by-products and higher yields, while ore-bodies tend to be less qualitative and new process routes (e.g. direct leach) are developed. Besides all these facts the mixing solution must be robust and economic. In this paper we want to address our approach in the development and designing of HPAL agitation equipment."

This paper demonstrates that finite-element modeling can be used to predict in situ coal pillar strength, especially under non ideal conditions where interface friction and roof and floor deformation are the primary controlling factors. Despite their differences in approach, empirical, analytical, and numerical pillar design methods have apparently converged on fundamentally similar concepts of coal pillar mechanics. The finite-element model results, however, are not intended to suggest a new pillar design criterion. Rather, they illustrate the site-specific and complex nature of coal pillar design and the value of using modeling procedures to account for such complex site-specific conditions. Because of the site-specific nature of coal pillar design, no single pillar design formula or model can apply in all instances. Understanding and accounting for the site-specific parameters are very important for successful coal pillar design. More work remains before the century-old problems related to pillar design are finally solved. Future research should focus on the cross-linkage of empirical, analytical, and numerical pillar design methods.
