A Special General Meeting of the Institute was held in Kelvin House, Johannesburg on Wednesday, 29th September, 1971. The President, Prof. D. D. Howat opened the meeting at 9.55 a.m. The President read the notice of meeting which was as follows: "In order to bring industry into closer liaison with the work of your Institute and to place the Institute's finances on a sound basis your Council recommends that companies be admitted to membership of the Institute under clause 2.6 of the Constitution, that is, as Non-Corporate members. The designation for this class of member will be that of "Company Affiliate". 2 Membership: This clause to be amended as follows:- 2.6 "Non-Corporate members shall comprise the grades of:- Company Affiliate Honorary Fellow Graduate Associate Student" 2.6.1 This clause to be added:- "Companies involved in or associated with the mining or metallurgical industries are eligible to become company affiliates" 2.14 Add:- "A special certificate shall be issued to all company affiliates". After giving the background to the recommendation made by Council the President asked for a proposer and seconder for the resolution. Mr J. K. E. Douglas proposed and Mr D. G. Maxwell seconded the resolution. The meeting agreed that the constitution be amended as proposed. The meeting closed as 10.05 a.m.

An underground mining method for extracting an eight metre (26') coal horizon, containing a sandstone layer. A decrease in the thickness of the rock strata between the number two and number three seams of the Sasolburg Coal Field, has resulted in a total mining horizon approximately eight metres (26') thick. This parting varies in thickness and competency and in some areas is impractical to cut with a continuous miner. In addition, the general mining area is highly jointed. The top seam is first mined to a normal bord and pillar plan with a continuous miner. The bottom seam is then mined by selectively undercutting the stone parting constituting the floor of the top seam. In areas where this parting is between 0.75 - 2.50 metres (29.5" - 98") thick, it is suspended from the primary roof support installed when mining the top seam. Secondary, high extraction retreat mining is then undertaken in the coal pillars adjacent to the suspension supported headings in the bottom seam. Left in-situ, the parting provides lateral support to the pillar sidewalls in both the top and bottom seams, enabling high percentage extraction rates in what was previously thought an uneconomically mineable area. The paper proposed, presents the challenges and practical implications of executing the mining method, including the primary roof control of the top seam and the stone parting between scams.

As part of a program to devise alternative technologies for producing alumina from domestic resources, the Bureau of Mines investigated the leaching of calcined kaolinitic clay to form basic aluminum chloride solutions. Bench-scale experiments were conducted for single-stage batch leaching with AICl3 solution and three-stage countercurrent leaching with substoichiometric HCI. This Bureau of Mines publication describes the plan used to instrument two longwall gateroads at the Powhatan No. 4 Mine of the Quarto Mining Co. Vibrating wire stressmeters, flat jack U-cells, multipoint extensometer stations, and convergence stations were installed in or on the coal pillars, roof bolts, and roof strata of the gateroad entries. The instruments measure pillar stresses, bolt loadings, and strata movements as the gateroad entries are developed and the longwall panel(s) is mined. The report details only the instrumentation plan of the longwall gateroads and not the evaluation of any subsequent data. This is because a complete analy-sis of the data cannot be made until extraction of the longwall panel(s) is complete.

This work evaluates the effectiveness of similitude theory in predicting the draft of a rubber tire loader’s bucket during initial penetration. The work uses 1:16 and 1:8 scale models of an 18-t capacity load haul dump, scaled with the Buckingham Pi theorem, to evaluate the prediction of draft and penetration under different operating and different dynamic conditions. We hypothesized that the observed relationships between draft and longitudinal penetration and the operating and dynamic conditions will hold true for an upscaled model. Similarly, we hypothesized that the results of experiments conducted with the smaller scale model should predict the draft on an upscaled model.

"At most operating mines, geostatistical are reserve estimation methods have been implemented by head office or consulting groups . With recent advances in small computer technology it is now possible for a remotely-located mine department to independently implement a geostatistical package.This paper describes the evolution of geostatistical routines to calculate the mineral inventory for porphyry type copper/ molybdenum or similar are bodies. The problems encountered in down sizing the geostatistical routines to run using limited minesite computing facilities are discussed. The high quality of the results, in spite of some compromises to geostatistical theory, is emphasized.The first stage entailed the development of a mineral inventory based on diamond drill data. The difficulties in fitting variogram models to two metals, copper and molybdenum, and the shortcomings of the mineral inventory due to the mixing of lesser quality exploration data with data from more recent diamond drilling are discussed.To improve the ore reserve estimates for short-term planning, a mineral inventory was produced using both the diamond drill and production blast hole drilling data. This inventory, when compared to actual grades, was found to be quite satisfactory for short-term planning. The inventory also provided a reliable data base for long range pit design and financial planning. Bastnasite concentrate was processed to recover total rare - earth content and obtain high - purity ceric nitrate . Reaction of the concentrate with 45 percent caustic soda for 1 hour at 180 ° C in stainless steel vessels resulted in 99 - percent conversion to rare - earth hydroxides . A drying step followed by solution in nitric acid produced a tetravalent cerium fraction amenable to extraction with TBP . Single- stage separatory funnel experiments resulted in 90 -percent recovery of ceric nitrate at a purity of 99.9 percent . Fractional extraction in pressure - bubbler columns resulted in 98.5 - percent recovery of 99.5 -percent - pure ceric nitrate .

"In the present study the recovery of a Panasonic Prismatic Module 6.5 Ah NiMH 7.2 V plastic casing hybrid electric vehicle (HEV) battery was investigated, separately processing the anode and cathode electrodes. The composition of the electrode materials was determined by total dissolution and analysis using ICP-OES. Nickel is the dominant metal in the active materials (65% by mass in the anode and 70% by mass in the cathode). Most of the rare earth elements (La, Ce, Nd, Pr and Y) are located in the anode active material, whereas only a small amount of Y is found in the cathode material. The electrode materials were further characterized by SEM-EDS and powder XRD. The electrodes were leached in sulfuric acid and in hydrochloric acid under different conditions. The dissolution was followed by taking out samples and analyzing the concentration of REE, Co, and Ni using ICP-OES. The results indicate that the dissolution of nickel could be limited by slow dissolution kinetics of nickel oxide. Further, it was found that light rare earths are lost through precipitation during sulfuric acid leaching with increasing extent as the temperature and sulfuric acid concentration increases. The separation of REE from the sulfuric acid leach liquor by precipitation as NaREE(SO4)2.H2O and from the hydrochloric acid leach solution as REE2(C2O4)3.xH2O have been studied by performing experiments using battery leach liquors. INTRODUCTIONIt is well known that the Hybrid Electric Vehicle (HEV) is becoming more common due to economic and environmental reasons. Batteries are widely used in HEVs’ such as automobiles or larger trucks for transportation purposes. The most common type of battery in these vehicles is nickel metal hydride (NiMH), largely due to Toyota's decision to use them in their popular Prius. More than two million hybrid cars worldwide are running with NiMH batteries, such as the Prius, Lexus (Toyota), Civic, Insight (Honda), and Fusion (Ford). Panasonic manufactures HEV prismatic NiMH batteries that have been used by Toyota and GM (among others), while Sanyo manufactures HEV cylindrical cell NiMH batteries, which have been used by Honda and Ford."

The computer program XRF4 was designed by the Bureau of Mines to provide for the calculation of several different interelement correction procedures in X-ray fluorescence analysis, including Lachance-Traill, Rasberry-Heinrich, and Claisse-Quintin procedures. The program was written in the BASIC language for timesharing application, and a conversational interaction with the computer is employed during operation. This report presents test problems using data for iron-nickel-chromium alloys and aluminum alloys and directions for use of the program.

Traditionally, stratigraphic deposits have been represented by a large number of gridded surface and product analytical models, related to each other by naming convention. This approach, though suitable for structurally simple stratigraphic deposits, does not lend itself well to addressing the complex style of stratigraphic deposits which are becoming more prevalent. In addition, the sheer number of individual gridded models involved makes it very difficult to keep a consistent audit trail of the overall deposit model. Recently, a new enhanced block model structure known as Horizon Adaptive Rectangular Prism (HARP) models was introduced to address these issues. An HARP model is specifically designed to allow stratigraphic units to be represented with virtually no loss of structural integrity, by allowing the tops and bases of the individual HARP blocks to ‘bend’ in concert with the input surfaces. By bringing together the best of grid modelling, triangulation modelling, block modelling and grade estimation, the HARP model opens up many exciting new opportunities for the stratigraphic geologist or engineer to take their model further than was previously possible. Examples of improvements in modelling methodology using a HARP model include: the ability to represent complex normal, reverse and thrust faulting; the ability to store thousands of additional analytical, geotechnical or calculated variables in each individual block; advanced visualisation, manipulation and plotting capabilities; and the ability to calculate volumes and resources against complex, three-dimensional (3D) solid pit designs. Finally, several ‘real world’ scenarios, illustrating how this advancement in modelling technology can benefit a wide range of mining professionals are detailed. These examples demonstrate how productivity gains can be made in both long-term resource modelling and short-term ‘week by week’ geological modelling as an adjunct to mine planning.

INTRODUCTION What is automation? Why automate? Webster's New Collegiate Dictionary defines automation as "the automatically controlled operation of an apparatus, process, or system by mechanical or electronic devices that take the place of human organs of observation, effort, and decision." This definition gives an implied answer to the second question, "Why automate?" Automation, automatic control devices, and process control equipment receive their justification in supplementing or replacing manpower, which results in decreased operating costs. In the past, processes were operated with the minimum amount of instruments needed merely to guide operators. Processes were manually con- trolled by the operator on the basis of simple temperature, pressure, flow, and level indications on a panel. Today the tendency is to design a new plant to operate in a fully automatic manner according to a preset pro- gram utilizing a minimum of manpower. In addition to this direct cost reduction in manual labor, increased equipment capacity results from uniformity of flow and uniform control of process variables. This control eliminates or minimizes surges and permits equipment to be operated at or near its ultimate capacity and, for a given material throughput, permits the use of smaller process equipment. Automatic control, therefore, be it in the field of coal processing or in any industrial field, is simply a problem of economics. Control equipment is justified in terms of its contribution toward increasing productivity, increasing profit margins, or producing a new and salable product at a profit. Instruments and control devices can be divided into two general groups: (1) units which measure and (2) units which both measure and control a process variable.

This paper examines the potential for controlling longwall-induced subsidence by pneumatically backstowing the void created by mining with waste rock, and having the process scheduled as a unit operation of the mining activity. Based on a review of background literature, interviews with representatives of various mining companies, public-interest groups, and state and federal regulatory agencies, a hypothetical case-study evaluation of pneumatic stowing in a southwestern Pennsylvania mine site was conducted. The study indicated that current stowing technology cannot keep pace with the production potential of U.S. longwall systems. Further, at the case-study mine site, concomitant stowing would reduce subsidence by only 50% of that incurred during full longwall caving, the longwall coal production rate would decrease from 4000 tons per shift in the non-stowing case to 1500 tons in the stowing case, and a preliminary cost analysis reveals that pneumatic stowing would add $5.25 to $10.50 to the operating cost of producing a ton of coal at the case-study site.

THE ARGONAUT' mill stands at the crest and spreads down the western slope' of a hill, which incidentally covers the' outcrop of the Argonaut vein' at this point. The collar of the main shaft of the mine is situated on the eastern slope of the same hill 120 ft. below the highest ?point. The present mill, built in 1916, was designed to treat 250 tons per 24-hr. day. This capacity has not been attained recently owing to the inability of the mine to produce enough ore while extensive development and underground construction were under way. At present, however, the mine is more than able to take care of the mill requirements.

"This paper outlines how specification driven design has made Toronto Area transit infrastructure projects more expensive than similar private projects, and provides a case study of the results of an excavation at Launch Shaft 1 (LS1) for the Eglinton Crosstown Light Rail Transit project in Toronto, Ontario. The paper will describe the impact specification driven design parameters can have on design economy, constructability, and schedule and will suggest an alternative approach utilizing the Observational Method. As a result of the initial specification based design, Isherwood was retained by both the General Contractor and the Specialty Excavation Shoring Contractor to provide value engineering leveraging the Observational Method to improve constructability and construction schedule. By using well known, accepted design methods coupled with local experience in lieu of the specified design pressures and parameters, the redesigned bracing scheme reduced construction cost and schedule. This excavation case history can be a lesson learned for future transit projects.The City of Toronto has been developing its transportation network since the mid 1800’s. “Canada’s First Subway” along Yonge Street opened in March 1954 (TTC 1954), with a few additions to the subway network through to the 1980’s. The following two decades marked a long period of slow development due to recessions, budget cuts, and politics along with several cancelled projects. To fill the gap left by years of underfunding, several new transit projects are now under construction in the city as a part of Metrolinx’s $50B, 25 year, “The Big Move” initiative (Metrolinx 2013). The work on these types of infrastructure projects is highlighting a different and developing challenge within the tendering and design specification structure we will call Prescriptive Specification Design (PSD).PSD is a method used within contract specifications to control design risk on a project by applying conservative design methods, factors of safety, or other parameters to make a “fool proof” design. It is akin to requesting a colouring by numbers approach from a painter. There are inherent risks of using this method of tendering a project including increased project costs, longer construction schedules, and decrease of overall project economy. In PSD, the Owner “owns” all of the design risk on a project, including any additional costs due to changed site conditions. However, the Contractor commonly “owns” the risk of any deviations from the design specification they pursue, therefore making any improvements to the design, cost, or schedule less desirable from the Contractor’s point of view. The impact of this type of strict specified approach to design has been seen in transit infrastructure projects in the Toronto area. Figure 1 outlines the range of specified AEPD design pressures as a function of excavation height (H) specified for use in Toronto underground transit projects since the 1970’s to present day. A clear trend can be seen with respect to increased design pressures specified. The ranges shown for each project are intended to account for the potential differences in soil conditions for the highly overconsolidated glaciated soils in the Toronto area. The graph also highlights the typical range, in blue, for the industry practice in Toronto for comparison."

"This paper presents a case study for optimizing water management at Gregg River Coal Mine located near Hinton, Alberta. The optimization study was derived based on a review and assessment of existing management practices and plans for future operation and final reclamation. A proactive water management strategy was developed to assist mine staff in adopting a rational, environmentally sound, and economical approach to water management. A plan was developed to provide for safe operation, self-sustaining operation, low maintenance, minimum negative environmental impacts, and anticipation of future needs for existing and future operations. A plan for final reclamation drainage was developed including establishment of effective, sustainable, and maintenance-free water management systems. The study demonstrated the importance and benefits of a proactive approach for integrated mine water management. This approach is recommended for other similar mine operations because it will improve environmental compliance and reduce costs of water management. IntroductionGregg River Resources Ltd. (GRRL) operates an open pit coal mine on the eastern slopes of the Rocky Mountains, located about 45 km south of Hinton, Alberta. GRRL opened the mine in 1982 and expects to continue operations after Year 2000. GRRL has progressively reclaimed the disturbed area and expects to complete mine-land reclamation shortly after mining in the area is complete. The existing disturbed area and reclaimed area covers approximately 9.5 km2 and will expand to about 10.5 km2 upon mine closure.Like other coal mines in the mountainous areas of Alberta and British Columbia, the GRRL coal mine is subject to highly variable temperatures and moisture conditions. Average monthly precipitation varies from a low of 12.6 mm in January to a high of 113.0 mm in August, based on the precipitation record at the mine site since 1982. Despite the relatively high rainfall during the spring and summer months, excess water problems during rainfall events are quickly replaced by water deficit conditions during periodic droughts. Surface runoff varies from near zero in the winter to a mean annual monthly maximum of 78 mm during the month of June. The mean annual surface water yield is 345 mm."

A study was conducted to examine the potential of diesel emissions control strategies based on retrofitting existing power packages with exhaust aftertreatment devices and repowering with advanced power packages. The retrofit systems, a diesel oxidation catalyst (DOC) and diesel particulate filter (DPF), were evaluated individually using a US EPA tier 2 (ter 2) engine operated under four steady-state conditions and one transient cycle. The DOC effectively curtailed emissions of CO, and to some extent organic carbon (OC), elemental carbon (EC), and aerosol number concentration. The DPF system offered substantially higher reductions in OC and EC mass and aerosol number concentrations. Both, the DOC and DPF achieved reductions in the aforementioned emissions without adversely affecting emissions of NO2 and nano-sized aerosols. The strategy of repowering with an advanced system was examined using a US EPA tier 4 final (tier 4f) engine equipped with a cooled exhaust gas recirculation system and diesel exhaust fluid-based selective catalytic reduction system, but not with a DPF system. The tier 4f engine contributed substantially less than the tier 2 engine to the EC and OC mass, aerosol number, and CO, NO, and NO2 concentrations. The tier 4f engine was very effective in reducing aerosol mass, NO, and NO2 concentrations, but it was not equally effective in reducing aerosol number concentrations. The implementation of viable exhaust after treatment systems and advanced diesel power packages could be instrumental to the underground mining industry to secure a clean, economical, and dependable source of power for mobile equipment.

The process of flotation is an extremely important solids separation technique employed in a wide variety of industrial process applications. Froth flotation is practiced in the coal industry to recover fines produced during the mining and cleaning of coal. A recent review article by Aplan (1) covers the processing variables encountered in the flotation of coal and the variety of chemicals and operating conditions which affect recovery. Numerous engineering and scientific studies have been performed with the goal of providing semifundamental laws of flotation behavior for improved screening of flotation chemicals, better equipment scale-up factors, etc. Often the results of such work are expressed in the form of mathematical models (e.g. 2, 3, 4, 5, 6) which are potentially useful for evaluating (simulating) on paper such alternatives as possibles process operating or configuration changes, the effects of ore and reagent changes, etc. It appears to be commonly accepted that a complete scientific/engineering characterization of flotation is immensely complicated and not sufficiently developed at the present to accurately predict (or understand) many important industrial facets of flotation. Thus, one is often reduced to detailed experimental characterization in both the laboratory and plant in order to fully evaluate flotation changes or alternatives. It is the purpose of this paper to describe a method of batch laboratory data characterization that is useful in evaluating flotation chemical reagents including froth flotation of coal. The approach consists of running a series of time-recovery curves in a batch float cell followed by the computer curve fitting of this data to a series of mathematical models based on semi-physical reasoning. The unknowns or parameters of these models are then optimally chosen so as to best fit the experimental data. Willowstick has successfully employed a new Seismic Acoustic Resonance (SAR) method to improve seepage characterization through, beneath, and around dams. SAR is a passive seismic method that detects zones of higher permeability in the foundation and fill materials of a dam. Just as the ocean has tides, the earth’s crust experiences daily “Earth Tides” and is constantly in motion. Continual motion produces resonance signals that can be measured, interpreted, and modeled to identify zones of higher permeability within a dam and its foundation. The SAR results are analyzed in conjunction with the traditional Willowstick Method to better characterize seepage flow paths and patterns trough, beneath, or around a dam in three dimensions. When both methodologies, which use entirely different scientific principles, identify the same anomalous feature, a higher degree of confidence is gained in the results of the investigation. Willowstick has effectively utilized the SAR method on many successful dam seepage investigations. The two geophysical techniques when used in parallel have yielded complimentary results, with both methods providing beneficial information about seepage locations. This paper will detail seepage flow paths identified using both Willowstick and SAR methods for two case study tailings dams in Canada and the United States.

Many hundreds of publications have appeared during the past 78 years that treat the subject of hydrogen in iron and steel.l05 but conclusions regarding the functions of hydrogen in causing some important defects in steel are still unsatisfactory to many; and other hydrogen-caused phenomena yet remain to be identified with this gas. The most widely discussed of these defects is hydrogen embrittlement, but the conception, perhaps the popular one, that embrittlelnent is due to hydride formation aoes not conform to the known facts.l04 The true identity of hydrogen embrittlement seems instead to lie in a mosaic nature of metal crystals, which is a concept not Yet accepted by most metallurgists. A study of hydrogen embrittlement therefore provides new viewpoints in regard to the crystalline substructure of steel.
