TO my mind the National Bituminous Coal Act so far has proved one of the unhappiest experiences that has ever befallen the bituminous coal operators of the United States. Viewed in the light of its ugly consequences everyone should recognize this measure for what it is -a weird thing as unreal as a page from "Alice in Wonderland." Indeed it might be another stanza to the tale of the Walrus and the Carpenter, with the coal operators in the role of the unfortunate oysters who were taken on that memorable ramble. It is time that coal producers open their eyes, jerk themselves out of any lingering hypnotic optimism about the price-fixing provisions of this law, demand the repeal of these corroding clauses, and then set about remedying as best they can the disastrous effects of this retromingent scheme to regulate the coal business.

Profiled below are the eight RMCMI 1999 Scholarship Award winners. Seven of the eight attended the 95th Regular Meeting and convention at Crested Butte, Colorado in late June. Each spoke during the Scholarship Awards Monday luncheon and shared their goals with attendees. In addition to receiving a $1,500 tuition credit, thanks to the Patrons of the Institute annual funding of scholarships, each received recognition at the luncheon with a brass plaque signifying this honor. The winners are guests of the Institute Sunday through Tuesday and have an incredible opportunity to meet many in the coal industry who could be potential employers. The state vice presidents host the winners and pay for their travel and hotel expenses. This is a continuing scholarship and may be renewed for tuition credit again in the senior year if they remain a full time student and if recommended by the dean of their college or university. A resident from each of the eight member RMCMI states is selected by the Scholarship committee from Board approved institutions. Criteria for these annual awards is that the recipient (1) is a full time sophomore student who will use the tuition credit the junior year. (2) Be both a U. S. citizen and a legal resident of the member stare. (3) Maintain good academic standing, be pursuing a degree in a mining related field and have an expressed interest in western coal as a possible career path. Contributions to this worthwhile project are tax deductible to each individual RMCMI member or his company. The Skene mine, in the Elizabeth District, Illinois, produced lead are from 1901 to 1907. Three exploratory holes drilled just north of the mine were said to have penetrated 40 feet of good zinc are. During the summer of 1944, the Bureau of Mines drilled check holes close to what appeared to be two of the three old holes. They also drilled two holes to the south of the mine and one into the core of the deposit. Results of the investigation are given in this report.

Assessment of the potential for mining induced subsidence and determination of ultimate design requirements for a mining operation should be based on a number of assessment approaches. Although the rock mechanics engineer has a variety of limit equilibrium and numerical modeling tools available for assessment and prediction of subsidence effects, empirical approaches based on precedent experience provide a powerful tool for calibration/verification of analytical models and prediction of subsidence. Three separate analyses approaches have been applied to the assessment of potential subsidence for a proposed block caving mine in eastern Canada. The investigations have included an assessment of documented historical information from previous block cave mining at the site, deterministic analyses using limit equilibrium approaches to assess kinematically possible failure mechanisms, and three-dimensional numerical modeling techniques. Analyses results have been used and compared with precedent experience and documentation of subsidence behavior from previous mining to optimize the subsidence predictions for the proposed mine.

The load-transfer mechanics of fully grouted roof bolts in coal mines have been investigated in laboratory and analytical studies. The purpose of this Bureau of Mines research is to increase understanding and better interpret data from routine field pull tests and to develop a numerical model of a grouted bolt that can be used in a global computer model of a mine roof. Analytical studies using closed-form solutions and finite-element techniques were compared to experimental results. Laboratory work includes variation of bolt length, hole diameter, and grouL type. Pull tests were pel'fol·med on 4-, 2-, and I-ft bolts in holes of 1-and I-3IB-in diameters. Both polyester resin and inorganic grouts were used as the anchorage medium. Strain gauges were installed on the bolts at several locations to observe the rate of load transfer from the bolt through the grout to the rock mass when a force was applied at the bolt end using standard jack pull testing procedures and equipment. The average anchorage length of 4-and 2-ft bolts was 22 in. Grout type and hole size variations did not produce a significant effect on the rate of load transfer from the bolt to the rock.

The Snowbank study area, which had been proposed as Wilderness, lies about 5 air mi southwest of Cascade, Idaho, and about 60 air mi north of Boise. The eastern boundary of the north-south-elongate study area lies 1-to 2-mi east of Cascade Reservoir; the western boundary is contiguous, in part, with the western boundary of Valley county. The 8,200-acre study area is underlain by Cretaceous granitoid rocks of the Idaho batholith. Three prospects were found in or near the study area during a library and field search. Gold occurs at one 30-ft adit, but the gold-bearing structure appeared too narrow to contain resources. Two other prospects appeared essentially unmineralized. No evidence of geothermal activity was observed. Rock in the area is not potentially useful as dimension stone because it does not split into flat slabs. To be used as aggregate, the rock would require crushing and hauling to distant markets. One of 18 alluvium concentrate (placer) samples contained free gold, worth $1.07 per cubic yard of gravel (at a $350 per oz gold price). No alluvial bars were seen; deposits were too small to contain gold resources or be considered gravel resources.

Abosso Goldfields Limited has been optimizing the comminution circuit at the Damang Mine Operation for the treatment of 100% primary ore. The optimization process started at a base rate of 343 tph when treating primary crushed primary ore, and was increased to above 600 tph with partially crushed primary ore. Abosso Goldfields engaged Orway Mineral Consultants (OMC) to assist with the optimization process in 2009 and the two companies have been working together since, to further refine the process. Continuous improvement was achieved through crushing circuit modifications, changes in operating processes and grinding control system utilization. This paper discusses the improvements developed for the increase in milling capacity and improvements in final product size.

Lime addition to acid mine drainage (AMD) leads to precipitation, predominantly of metal hydroxides and calcium sulfate, and is the benchmark for remediation by precipitation. Geo2 Limited of Melbourne, Australia has developed and patented a novel alternative precipitation scheme based on the formation of mixed valency, M(I1)-M(III), hydroxide sulfate salts. When the composition of AMD is appropriate, the Green Precipitate Process provides a useful and more effective alternative to conventional liming. The characteristics and utility of the Green Precipitate Process are described in terms of the underlying chemistry, and a case study where the Green Precipitate process outperforms conventional liming. A mobile pilot pipe reactor rig which was built by Geo2 to demonstrate the process, and used successfully in both Australia and the United States, is described.

The solubility of wollastonite and its Hallimond flotation behavior as a function of dodecylamine concentration and pH are examined. The flotation response is characterized by adsorption and surface energy in the presence of amine. The methods of UV-Visible and FT-IR spectroscopy for adsorption and sessile-drop contact angle for surface energy estimation are employed. The results of wollastonite dissolution clearly showed its non uniform dissolution. The surfaces are depleted with calcium ions and became rich in silicon within 10 min of flotation time. Maximum flotation of wollastonite corresponds to a half monolayer coverage of amine, which is substantiated by the surface energy parameters. A good correlation between flotation, adsorption and surface energy as a function of amine concentration and pH was observed. The sudden increase in wollastonite flotation and amine adsorption at and above 5x10-5 M initial amine concentration is thought to be due to two-dimensional precipitation of amine on surface in accordance with the recent 2D-3D precipitation model of amine adsorption on silicate minerals.

Electromagnetic emissions from electrical devices may interfere with electronic safety systems or other devices in the mining environment. This electromagnetic interference (EMI) may cause unwanted changes in the performance of the affected devices and may cause safety issues for miners. To minimize the risk of EMI, the National Institute for Occupational Safety and Health (NIOSH) has conducted research quantifying the electromagnetic emissions of several types of equipment that might be used in the mining environment. Previous research has shown that welding arcs can give off ultraviolet (UV) emissions, visible light, and infrared (IR) emissions that can cause health problem on skin and eyes. In this study, the electromagnetic emissions of the shielded metal arc welding (SMAW) process were monitored and measured. Several factors including operating mode (AC, DC positive or DC+, DC negative or DC-), current setting (low, medium, high, maximum), and electrode type were investigated to compare their effect on emission level. The test shows that the emission level from the welding process can be affected by those factors. The test data also shows that, among those factors, the operating mode has more influence on emission level than do current setting and electrode type. The information in this paper can be useful for the mining industry to better understand the emission in the 9-kHz to 500-MHz frequency range from a SMAW welder.

Centennial Coal operates the Springvale longwall mining operation which extracts coal beneath the Newnes Plateau in the Western Coalfields of New South Wales. Springvale, and the neighbouring Angus Place mine, have a history of difficult geotechnical conditions where combinations of a relatively high stress regime and weak, laminated roof and extensive geological faulting has led to numerous roof failures throughout the mine’s life. Following development, the mines underground roadways can experience high levels of roof movement which may lead to roof falls. Multipoint wire extensometers are extensively used throughout the mine for roadway condition monitoring, and to reactively drive remedial strata support through trigger action response plans (TARPs).As a result of the use of high-density extensometer monitoring over a long period, the mines have an extensive archive of legacy data. Data processing has evolved over time in order to accommodate the increasing data volume, including direct data entry from the recently introduced hard-wired real-time monitoring instruments. It is likely that telemetric real-time instruments will be introduced in the future, which will cause another step change in data management requirements. This paper discusses the transition to and evolution of relational database management systems for extensometer and associated data.This paper also presents case studies of the use of a new software tool for reprocessing legacy data to enable time-scaled visualisation of monitoring data in the context of longwall and development face positions and installed strata support. The software can be used proactively in the identification of geotechnical risk factors and their interaction with the mining process to allow a more robust geotechnical hazard process. It interfaces directly with the widely used ExtoChart database software and can be presented with scale drawings of geological and geotechnical data to allow correlation of monitoring data results with risk factors.CITATION:Corbett, P and Sheffield, P, 2015. "THE mineral industry is constantly undergoing changes and facing challenges, and today we are in the midst of another serious one -namely, manpower requirement at every level in the mines, shops and plants. In the not too distant past we had a situation where labour was plentiful, although the equipment, by present-day standards, was quite inadequate, and that's easily understandable when you look back at the primitive methods by which our Western mines were first developed and operated, and then improved by the inventiveness and ingenuity of man.I'd like to show you a few slides from drawings made by Buck O'-Donnell which illustrate some of yesterday's methods of mining. Some of you probably had first-hand experience with some of these so you know they were tedious, time-consuming and involved a lot of heavy labour.Taking the Anaconda Company operations at Butte as an example, we can see what has happened in just the past ten years. In August of 1956, the Butte mines had 5,516 day's-pay employees and 976 salaried employees, for a total payroll of 6,492. In August of this year, there were 3,645 day's-pay employees and 605 on the salaried roll, for a total of 4,250. The number of contract miners had gone from 1,347 in 1956 to 606 in 1966 and that of other underground miners from 2,893 ten years ago to 1,149 this year. Along with these changes, however, another change of special significance has taken place, and that is in the number of skilled craftsmen, surface engineers and so on required for our operations. In 1966, we had 1,890 of these people, 600 more than in 1956 and nearly three times as many as just twenty years ago."

The CESL Copper Process was developed as a hydrometallurgical alternative to smelting and refining for copper sulphide concentrates. As the majority of such concentrates contain appreciable gold and silver values, effective recovery of these metals is essential to the economics of this technology. Unfortunately, conventional cyanide processing cannot be used on the residue from the copper process, clue to its unusual characteristics when compared with naturally occurring gold and silver ores. An abundance of elemental sulphur, as well as the presence of cyanide soluble copper, leads to the formation of both thiocyanate and copper cyanide which is detrimental to process economics clue to excessive cyanide consumption. This, however, can be reduced to acceptable levels by process innovations such as pressure cyanidation and cyanide recovery. This paper outlines the successful application of the CESL Gold Process to various gold-bearing copper concentrates from bench to demonstration scale.

The Bureau of Mines, S. Department of the Interior) at, its Morgantown., W. Va., station, operating under a cooperative agreement with West Virginia University, is conducting research and development work on the problem of producing synthesis gas from coal. An important part of this work is the study of the gas purification necessary to meet the rigorous standards required to render the gas suitable for use in the Fischer-Tropsch synthesis of liquid fuels. One of the most detrimental impurities is sulfur in all forms, the maximum amount that can be tolerated being one-tenth of a grain per hundred cubic feet. Concentrations as low as this require the use of precise analytical methods to evaluate the performance of processes used for removing sulfur. At the same time the analytical methods should be rapid in order to reveal the failure of purification before damage to the expensive synthesis catalyst results. Although sulfur in unpurified gas is generally present as hydrogen sulfide and as organic sulfur compounds, the latter may be converted to hydrogen sulfide for analytical purposes. Thus a suitable method for the determination of traces of hydrogen sulfide may also be used for the determination of organic sulfur.

The U. S. Bureau of Mines is engaged in many diverse programs for improving mine safety. Of particular interest to the Bureau are new and improved means for minimizing the hazard of fire which can be initiated by prolonged low energy electrical faults on trolley line systems. When a high energy fault occurs on a trolley line, wherein the current exceeds the magnitude normally drawn by legitimate loads, such as locomotives, then the circuit breakers at close-by power rectifier sets trip. Tripping of the breakers not only protects the equipment at the rectifier sets, but also disconnects the energy source from the fault and thereby minimizes the fire risk. However, the fault current is frequently of a level substantially below that required to trip the overload breakers. When the fault is a substantial percentage of the set level of the breakers, the energy dissipated by the fault is frequently sufficient to clear the system by rapidly burning itself clear. Such a fault is often short-lived and does not present as serious a fire risk hazard as a prolonged, much lower energy fault, wherein the energy level is too low to clear the system. The breakdown of a trolley line insulator, in which there was a 15 to 30 ampere fault to ground, would represent such a fault or illegitimate load and a substantial fire risk.

The efficient operation of large haul trucks in large open pit mines requires an economic trade off between the haul route quality, the haul truck payloads and the level of haul truck reliability. This paper describes an investigation into the relation- ship between haul route surface quality and the level of structural reliability of a haul truck main frame. An instrumentation system for unattended recording of data on a haul truck operating normally in a mine and com- puter based analytical procedures were developed and used to identify which road segments contribute significantly to fatigue cracking at various sections of a haul truck main frame. INTRODUCTION In many open pit mines there is exten- sive use of large haul trucks to move over- burden and minerals. In most open pit hard rock mines, both the overburden and mineral ore are moved by large rear dump type haul trucks. Loading and hauling of ore and waste are the key operations of an opencast coal mine and entail a high operational cost. The productivity of a mine can be increased by reducing the cycle time of loading equipment as well as utilizing dumpers optimally. In this paper we discuss the impact of rock type, bucket fill factor, rock fragmentation, the height of the cut, and angle of swing of the bucket on shovel performance. A time study is conducted on shovels in an opencast coal mine with experimental blasts of rocks to assess the impact of different factors on the performance of the shovel. Based on the data, the authors applied multiple regression (MR) and artificial neural network (ANN) techniques to develop different models for the prediction of the shovel cycle time. Developed models are validated by comparing the predicted data with actual field data. With the help of the best model, the plausible fleet size is determined in order to utilize the shovel and dumper optimally and to improve the performance of shovel–dumper operation.

Quantitative observations concerning the carbide phases in high speed steel are of importance for two general reasons: (1) the carbides, being inevitable constituents of the final structure, exert a direct influence on the properties of the steel; and (2) a substantial proportion of the total alloy content is tied-up in the carbides, and hence the extent of their solution on austenitizing governs the composition of the steel matrix. The latter relationship has a vital bearing on the response of the steel to tempering as well as on its performance in subsequent service. Accordingly, in the course of a long-term study of the behavior of high speed steels, the authors were confronted with the problem of securing quantitative data on the carbide phases. The obvious method for acquiring such information is to isolate the car-bides from the steel and subject them to chemical, X ray diffraction and other measurements. There are well-known extraction techniques which involve the chemical or electrolytic solution of the less noble matrix (ferrite, marten-site or austenite), thus leaving a residue of the carbide phases. However, the results obtained must be scrutinized carefully1,2 since the carbides may be affected by the chemical or electrolytic action. It is the purpose of the present paper to describe the experiments leading to an electrolytic-extraction technique for quantitatively isolating the carbides from both I and hardened high speed steel. Particular attention is paid to the amount, as well as the composition, of the carbides so that the matrix analysis becomes ascertainable by subtraction from the overall steel composition. Illustrative results are given for the M-2 grade of tungsten-molybdenum steel. Review of the Literature The chemical method of dissolving the matrix selectively with respect to the carbides makes use of dilute non- oxidizing reagents such as hydrochloric or sulphuric acid. Although this simple procedure has led to the determination of the cementite composition,3,4 it achieved only limited success because of the interaction between the acid and the carbide residue. Some of the carbides may not only be destroyed in this way, but the hydrogen released is likely to remove part of their carbon as hydrocarbon gases. The electrolytic technique of isolating carbides has the advantage of rapidly dissolving the specimen (anode) in the presence of less reactive solutions than are practicable with the chemical method. This reduces the possibility of chemical attack on the carbides, and furthermore, the hydrogen evolved during the electrolysis is released at the cathode which is not in close proximity to the carbides. The common electrolytes adopted for this purpose are hydrochloric and sulphuric acids.5-l1 Aqueous solutions of ferrous salts have also been used.12,13 A considerable advance in experimental technique was introduced by Treje and Benedicks14 who developed a double-compartment cell for electrolytic extraction, the anode and cathode chambers being separated by a porous diaphragm. A solution of 15 pct sodium citrate, 2 pct potassium bromide and 1 pct potassium iodide was selected for the anolyte, while the catholyte consisted of a 10 pct solution of copper sulphate, with copper serving as the cathode. This type of cell has a number of desirable characteristics: 1. The anolyte has a pH value close to 7, at least at the beginning of the run. 2. The iron that dissolves from the anode-specimen forms a water-soluble complex ion with the citrate, thereby preventing the precipitation of iron hydroxide (which would contaminate the carbide residue) despite the neutrality of the solution. 3. Copper deposition instead of hydrogen evolution occurs at the cathode, and this avoids an increasing concentration of hy-droxyl ions which (in an otherwise neutral solution) might cause the precipitation of insoluble hydroxides. 4. Contamination of the anode chamber by copper sulphate is inhibited by the porous diaphragm. Houdremont and coworkers15 applied the above method (with the further refinement of excluding oxygen during the electrolysis, washing and drying) to the extraction of carbides from a series of plain carbon steels after various heat treatments. They had quantitative success only with specimens in the annealed condition, and concluded that the size and shape of the carbide particles play an important role in the isolation process, with large spheroids exhibiting the least tendency to decompose during the electrolysis. Up to the present time, the citrate double-cell has not been used to any extent for isolating the carbides of high alloy steels, apparently on the grounds that the complex carbides are more resistant than cementite to attack in the simpler acid electrolytes. In particular, Bain and Grossmann7 and Gulyaev10.10a have employed the hydrochloric acid cell for their investigations of the carbides in high speed steel.* It will be demonstrated here that this type of cell is capable of yielding quantitative results in the case of high speed steel, and actually has certain advantages over the more complicated double cell. However, in order to provide a rigorous test of the quanti-tativeness of electrolytic procedures for the problem at hand, both methods were studied in considerable detail.
