INTRODUCTION The small mining company faces the dilemma of how to finance the development of its properties. Many of these small companies don't have the financial resources to pay for development costs from their own funds and frequently they do not even have the financial strength to permit them to borrow the money needed for development. A project financing can sometimes be arranged in such a way as to solve this dilemma. A typical project financing will not provide the answer to the "little guy's" problem because most project financings require that the sponsors of the project provide completion undertakings and sometimes other undertakings. These undertakings are often a prerequisite to obtaining financing, and if the sponsor is not financially strong enough to provide the comfort that the lenders require, then the sponsor will have difficulty obtaining financing no matter what undertakings are offered. However, with a little imagination and the right set of circumstances, a project financing can sometimes provide the solution to the small mining company's problem. The Strathcona Sound Project is unusually suited as a case study because the sponsor, Mineral Resources International Limited,(MRI) was able to arrange a project financing for the development of the project even though the lenders probably would not have been willing to loan a similar amount of money direct to MRI based on the full faith and credit of MRI's balance sheet. The way that MRI was able to arrange this financing makes for an interesting story. THE CASE In early 1974, MRI owned 100% of a small to medium sized zinc - lead - silver massive sulfide deposit (Property) located 475 miles north of the Arctic Circle less than two miles from deep water on Strathcona Sound which is a shipping zone in the Canadian Arctic. The Property was situated at a desolate location except for an Eskimo settlement (Arctic Bay) which was about 20 miles west of the Property. In other words, the project required that complete infrastructure would need to be installed in this far northern location. Independent reserve and feasibility studies (Study) had been completed on the Property which confirmed a total of 6,825,000 tons of reserves classified and summarized as shown below on Table I: [ ] These reserves were based on 229 diamond drill holes totalling 58,909 feet and were established on a cut-off grade of 7% zinc and a minimum mining height of seven feet. The overall mining recovery rate was estimated at not less than 85% and not more than 90%. The feasibility study indicated that it would cost an estimated $45,044,000 to develop an underground mine, a concentrator, a town-site, a power plant, storage facility, loading dock, a tailings disposal area and an airstrip on the Property with an annual capacity of 525,000 tons of ore per year. The construction period was expected to take two years and projected capital costs were broken down as set forth below on Table II:

The strategic importance of the metallic minerals in our industrial economy, and the declining rates of discovery have focused attention on means of exploration for new mineral deposits. A consideration of exploration techniques leads to an attempt to evaluate the effectiveness of geophysics as a tool for mining exploration. One means of evaluation will be to compare the use of geophysics in petroleum exploration with its possible uses in mining. Geophysics in Petroleum Exploration During the past twenty years, the petroleum industry has established an effective exploration technique. Geology is the basic tool in those areas where reliable predictions can be made from surface conditions. In the other areas, where the geological studies are inadequate, they must be supplemented with geophysics or direct exploration, such as drilling. Since geophysical work is far less costly than any form of direct explbration, it is used almost exclusively as the means for obtaining the desired subsurface information. The geological and geophysical techniques are credited with locating sites which yielded one producer for three dry holes during the year 1947.' For the wells located without geology or geophysics, there is a ratio of one producing well to sixteen dry holes. From these figures it is seen that the geological and geophysical techniques are more than four times as successful as the nontechnical exploration. It will be in order to consider further this ratio of one producer to three dry holes. The geophysical methods in use today† do not pretend to locate oil directly; their function is to locate anomalies or structures favorable for the accumulation of oil. For a producing oil well we must have not only structure, but also other favorable conditions, namely: petroliferous source beds, the required porosity and permeability in the reservoir rocks, an impermeable cap rock over the reser- voir, and the necessary water or gravity drive to force the oil into the bore hole. Since the geophysical work can only detect and sometimes delimit the anomaly, these other necessary conditions can be determined only by direct exploration. The success of modern geophysical work in locating and limiting the structure itself is remarkably high, probably over 95 pct accurate. Geophysical work renders an important service in the delineation of the structurally unfavorable areas and their elimination from the drilling phase of the exploration program. When attempting to locate any material of scarce occurrence in the earth, it is of paramount importance to know where not to dig. This elimination of barren areas is the least appreciated but is of great economic importance. For illustration, the difference between one producer to three dry holes, and one producer to sixteen dry holes, represents a saving of thirteen drilled wells, which would require an expenditure many times the cost of the geophysical work that might have revealed the nonfavorable structural conditions. In the Bingham district over a span of more than 90 years, 43,947,104 tons of "non-porphyry" copper, lead, zinc, gold, and silver ore have been mined from a folded and faulted alternating series of Pennsylvanian and Permian limestones and sandstones and from some Tertiary intrusives. This ore came from six major mine areas located east, south, and west of the Bingham stock, site of Kennecott's porphyry copper deposit. The sediments were affected by varying degrees and types of metamorphism within 2000 feet or more of the Bingham stock. The intrusives consisting of the mineralized Bingham and the unmineralized Last Chance stocks and numerous dikes and sills of granite and monzonite were intruded into the asymmetrical northwest-trending and plunging Bingham syncline. Extrusives, although present, contain no ore. The bulk of the non-porphyry ore in the district was found above the Midas thrust. The primary ores are found in three major types of deposits: concordant bedding fissures, crosscutting fissures, and replacement deposits. These deposits consist of both copper and lead-zinc ore bodies that contain various amounts of gold and silver. These are in places roughly zoned both laterally and vertically and have been mined for up to 10,000 feet outward from the center of the Bingham stock and up to 5000 feet vertically below the surface. Secondary ore was of minor importance and was found in and under the oxidized zone at shallow depths. Genetically the Bingham stock, the ores, and related phenomena have had a common source.

Each year, about 11 million tons of metals (ferrous and nonferrous) are recovered in the U.S. from about 10 million discarded automobiles. The recovered metals account for about 75% of the total weight of the discarded vehicles. The balance of the material or shredder residue, which amounts to about 3 million tons annually, is currently landfilled. The residue contains a diversity of potentially recyclable materials, including polyurethane foams, iron oxides, and certain thermoplastics. This paper discusses a process under development at Argonne National Laboratory to separate and recover the recyclable materials from this waste stream. The process consists essentially of two- stages. First, a physical separation is used to recover the foams and the metal oxides, followed by a chemical process to extract certain thermoplastics. The status of the technology is discussed, and the process economics are reviewed.

In mining operations, cyanidation is the ,predominant method by which gold and silver are recovered from their ores and it is recognized that cyanide consumption can be a major factor that contributes to the operating costs for such operations. Also after extraction and recovery of precious metals a certain amount of cyanide is delivered to the tailings pond and must be considered with respect is environmental problems due to the toxicity of cyanides. In this regard, the Air-Sparged Hydrocyclone (ASH) has been used as a reactor for the treatment of cyanide solutions in two ways; first for cyanide recovery by acidulation using the Mexican modification of the Mills-Crowe process and second for cyanide destruction by oxidation with the use of chlorine dioxide (ClO2). In both cases, excellent performance can be achieved using the high capacity ASH system.

The variables involved in a complex process like flotation can be classified as follows: a. Disturbance variables - which are undesired properties of the process input which affect the value of the process output but which are not subject to adjustment. They are the result of changes in the properties of the feed, like changes in head grade, flow rate, fineness of grind, etc. b. Manipulated variables (sometimes referred to as process variables or control variables) -which are those that are adjusted - reagent addition, aeration, pulp level - in order to compensate for the disturbances in the properties of feed. c. Performance variables (sometimes referred to as controlled variables) -which are those whose values measure the performance of the process. They are properties of the process output such as grade and recovery. The function of a control system is to maintain the process performance equal to the control objective in spite of the disturbances by adjusting the manipulated variables. Attempts at developing automatic control systems for mineral processing operations date back to the thirties and in many of these attempts the results were not surprisingly poor and un-stable. The poor results brought indifference and suspicion towards automatic control on the part of operators and management. The reasons for the apparent failure of these attempts were two-fold: a. the lack of adequate understanding of the behavioural responses of the process from the control point of view, and b. the lack of reliable control instrumentation which could withstand the harsh environment in mineral dressing plants. Many operators had accepted the fact that control of mineral dressing could be best conducted manually. In the case of flotation circuits, control had been virtually based on the skill and experience of operators particularly their ability to identify and rectify poor flotation performance aided by results from the laboratory (chemical) analysis of regularly collected samples from strategic points in the circuit which are at best, hourly collected samples.

Considerable amounts of the world's known reserves of elemental sulfur are found near the surface in areas of volcanic activity both active and inactive. Because such deposits cannot in general-be mined by the well-known Frasch process, and because other methods of recovery have not proven to be economically competitive except in isolated instances, at present these reserves remain relatively undeveloped. However, projections of world sulfur demand indicate that new sources of marketable sulfur will be needed in future years 2/, 19/. For this reason, recovery of elemental sulfur from these near-surface deposits is of continuing interest. Solvent extraction as an approach to recovery of elemental sulfur from open pit-mined ores of these non-Frasch deposits has received considerable attention particularly at the research and development level 3 /, 7/, l l /, 16/, 21/,23/, 29/ This method has been and continues to be attractive because it presents the potential of high sulfur recovery and purity of product coupled with a relatively simple process flowsheet in which low energy requirements and reasonable operating costs are thought to be possible. However, the physical and chemical characteristics of the native-sulfur ores, of elemental sulfur, and of the known solvents, have presented difficulties in the development of solvent extraction processes. Up to the present time, viable processes have not been realized within the framework of sulfur marketing conditions.

The Mount Morgan minesite, located approximately 40 km SW of Rockhampton in Central Queensland, comprises 270 ha of unrehabilitated land which is the currently the major source of acid mine drainage run-off and seepage to the adjacent Dee River. Additionally, the minesite hosts an Open Cut Pit which contains 9000 ML of acidic and metal-rich water. In the absence of active management of water in the pit, there is a 50 per cent probability of an uncontrolled spill occurring in future years. The development of a contingency plan for management of overflow from the pit in the short term, has incorporated findings from numerous studies relevant to the Open Cut Pit including, but not limited to, water balance, contaminant source identification, toxicity testing, water quality profiling and limnological modelling, and estimates of probability of overflow. Extensive stakeholder consultation and peer review were also undertaken during the formulation of the contingency plan. The medium-term goal of lowering the water level in the pit to reduce the current high probability (50 per cent) of uncontrolled overflow to acceptable levels of risk is proposed to be achieved by a campaign of chemical water treatment. The treated water will be discharged to the Dee River, and sludge returned to the pit. The methodologies used for the selection and development of the water treatment process, that is proposed to involve treatment with lime, are described. Water treatment is the short- to medium-term component of a long range rehabilitation plan for achieving a negative pit water balance, and sustainable management of acidic water across the whole site. Achieving this ultimate goal will involve: reducing the inputs of water to the Open Cut Pit such that the annual water balance is zero or net negative, thus removing the need for water treatment in perpetuity; maximising, by surface rehabilitation works, the quality of run-off reporting to the Dee River; and minimising the volume of acidic seepage reporting to the seepage interception system. Possible strategies for achieving this long range goal consistent with overall site rehabilitation objectives are currently being developed and costed.

The Zarafshan/Newmont Joint Venture operates the Muruntau heap leach project, located in the Kyzylkum desert of central Uzbekistan. The mine produces more than 12.4 t/a (400,000 oz/year) of gold from low-grade oxide ore stockpiles adjacent to the Muruntau open pit. It is op¬erated by the Navoi Mining and Metallurgical Combine and is one of the largest gold resources known (Fig. 1). Since commissioning in 1995, total heap leach production has exceeded 21 t (675,000 oz). The joint venture uses four-stage crushing and screening to produce a final product for heap leaching, Merrill-Crowe processing and local refining.

The mining industry continues to have major disasters (Bingham Canyon, Pike River, Upper Big Branch, Mount Polley and Samarco), which often have a devastating effect on the enterprise, in terms of personnel deaths and injuries, environmental destruction, and financial and reputational loss. These disasters are not imposed from outside the business or organisation, they are almost always a function of loss of control of the management of the organisation’s critical assets and processes that they contain or to which they are exposed.Asset integrity is discussed as an effective response to business risks in order to mitigate, control and recover from loss scenarios that could expose a mining operation to significant property damage and business interruption, or even total loss. Vital to this process is the identification and control of risks to critical assets. Components of a critical asset assurance program are presented for discussion.Formal risk assessment has a longer history in industries other than mining, eg petrochemical, nuclear, military, aviation and space industries. Risk assessment is a structured, proactive approach to understanding and improving risks, as opposed to a reactive ‘fix-it-when-it-breaks’ mentality. Risk assessment techniques were triggered by major public disasters, such as the Flixborough chemical plant disaster (1973), Three Mile Island nuclear plant event (1979) and others.Today, most industries see risk assessment as an inherent part of their business, but do mining sites capture business risks that are related to major loss scenarios, which could have a significant impact on the operation?Does your risk assessment process:- involve a team having the right skill set so that the discussion is both stimulated and technically sound?- use generic assessment when a site-specific assessment is needed?- fail to consider all possible outcomes, including maximum foreseeable loss (MFL)?- fail to identify all hazards and controls associated with a particular activity?- fail to monitor controls effectively?This paper addresses the issues identified by these questions and provides some direction for developing a risk management process where business risk associated with critical asset integrity is integrated with other business and safety and health risk processes to provide a robust method for managing your business. The Wallaroo smelter on the Yorke Peninsula, South Australia commenced smelting operations in 1861 treating ores from the nearby Moonta and Kadina mines. The plant expanded and modernized on several occasions and was a leader in the successful introduction of new technology to improve operations. It operated continuously until 1923 when local mines became exhausted; in the closing stages of the 19th century it was the largest copper smelter in the world outside of those in Swansea, Wales. In 1892 a small electrolytic refinery was established at Wallaroo, the first in Australia, based on principles developed by Elkington at Pembrey, Wales in 1869. The Wallaroo refinery was specifically built to recover gold and silver from copper produced by smelting gold-containing feed materials shipped from Western Australia. This first venture into electrolytic refining was replaced in 1903 by a somewhat larger refinery which, although modest in size for its time, with a capacity of about 1000 tonnes of cathode copper per year, was very productive in precious metals. Anode copper was produced by an updated version of the reverberatory-based Welsh process until 1910 when barrel-type pneumatic converters were introduced based on American practice; subsequently, anodes were cast by tapping the precious-metals rich "bottoms" portion of converter copper as produced at about one-fifth into the copper blow. The present paper describes the Wallaroo refinery, its anode supply and products, supported by initial observations on a sample of a Wallaroo cathode held in the collection of the South Australia Museum, Adelaide SA, Australia. INTRODUCTION Australia ranked 6th in the world for copper mine production in 2018, with an output of 918,000 tonnes of mined copper, after Chile, Peru, Congo, China and the USA; about 40% of Australian mined copper was smelted in the country. Interestingly, the world ranking of Australia in mined copper has, with a few variations, remained about the same for more than 100 years – of interest, it was also the 6th largest country for copper production at 21,089 tonnes in 1899. At that time, all or most of the copper was smelted in the country (Mackey, 2016). Copper was first discovered in Australia in 1842 in South Australia not far from Adelaide; additional copper discoveries in the region soon followed. At first, copper ore was shipped to Swansea, Wales for smelting (Bampton, 2003). However, in addition to the long, 150 day one-way sea passage, it seems Welsh smelters preferred higher grade of ores – these aspects and likely a mood in the new colony to be independent of Swansea (Evans, 2014) evidently encouraged local smelting at the mine sites using small, Welsh-type reverberatory furnaces fired with hardwood as fuel and operated by Welsh and Cornish migrants. The first large copper smelter in Australia commenced in 1848 at Bremer, near Callington some 60 km east of Adelaide. With larger discoveries on Yorke Peninsula, the Wallaroo copper smelter at Wallaroo Bay on the west coast of the peninsula commenced operations in 1861 (Bell & McCarthy, 2008). Thus began one of the most successful, and in its day, one of the most advanced and innovative plants in Australia if not the world. In the late 1860s, it was considered one of the largest copper smelters in the world (Bell & McCarthy, 2008)

Edward S. Simpson, Perth, Western Australia (communication to the Secretary): In 1896 the East Coolgardie gold-field was divided into three fields, viz. : Area, square miles. Officia1 Centers. (1) East Coolgardie,. . 634 Kalgoorlie. (2) Broad Arrow,. , 588 Kurawa. (3) Northeast Coolgardie,. 22,960 Kanowna. The whole of the area embraced by the eastern gold-fields is covered with late Tertiary sands and gravel, with occasional beds of clay shales. These mostly overlay granite which occasionally shows through in small round hills. At Coolgardie, Kalgoorlie and other mining centers, belts of diorite, serpentine and highly metamorphosed sedimentary rocks appear on the surface. The rainfall at Kalgoorlie in 1897 was 4.75 inches. That the climate has not always been so arid is evidenced by the recent discovery at Coolgardie (only twenty-five miles away) in the late Tertiary formations of a thick bed of brown coal, containing numerous fossil fern-leaves. As assayer and mineralogist to the Government of Western Australia I have had occasion to examine a large amount of the Kalgoorlie ores, both in Perth and at the mines at Boulder itself. At its Copper Cliff Smelter, Vale Inco Limited processes a bulk copper-nickel concentrate in two Inco oxygen flash furnaces. Coke supplies a minor proportion of the process heat requirements, limiting the flash furnace matte grade to the target 45% CuNiCo. Coke addition to the furnace offers a potential means of establishing a reducing barrier on the surface of the molten bath. Such a practice would be conducive to producing sulfur deficient (partially metallized) matte. At the same iron content, the iron activity of sulfur deficient matte is higher than that of regular matte. A supernatant coke barrier could, therefore, be expected to lead to higher nickel and cobalt recoveries, reduction or even elimination of magnetite furnace bottom build-up and increased sulfur elimination as SO2 in the flash furnace. Extensive experiments were conducted in a miniplant flash furnace to investigate the effect on process metallurgy of the suggested modified scheme. The introduction and description of the experimental set up were given in Part 1 of this paper and an early paper published in Yazawa symposium1 together with the results and some in depth discussion on metallurgy. This paper intends to discuss the kinetics of the miniplant flash furnace testwork.

The concrete block industry can trace its beginnings to the early 18th century when most of the experimental work was being carried out in England. In America, the concrete masonry industry got started shortly after the Civil War and has had sometimes a spectacular, but always a steady growth since then. From a few hundred thousand concrete masonry units made in the late 19th century, the industry today produces approximately 3.3 billion concrete masonry units making it the largest industry in the United States for masonry wall materials. There were 3500 concrete masonry plants manufacturing these units after World War II. This nwnber decreased to 1500 by 1970 although the production of concrete masonry units increased by over 100% in the last 25 years. One of the reasons for this increase in production by less than half of the plants which once existed, is the tremendous strides made in automation of production machinery. The concrete masonry plant of today is probably one of the most automated small businesses in existence. Within a few years it will be possible to push a button and the entire manufacturing process will begin with no human hands touching the units until they are laid up in a wall at the manufacturing plant and are trans-ported to the job site. No other concrete product has reached this state of manufacturing sophistication and it is one of the reasons why the price of a concrete masonry unit is not much different than it was 2S years ago. Because of automation, it is safe to say that concrete masonry will remain a highly competitive building material for many years to come. The problems that beset the continued use of this material are not related to the cost of manufacturing and delivering the product. What are some of the problems as well as some of the opportunities and is the golden age of opportunity knocking rather than a wolf in disguise? The use of concrete masonry has grown each year because a larger unit was provided at less cost than other competitive materials. Concrete masonry has had severe competition from the clay products industry as well as masons who laid the product in the wall and who resisted concrete masonry for many years. Even today

Upon approval from the Las Vegas Convention and Visitors Authority (LVCVA), Turner/Martin Harris, A Joint Venture began construction on the estimated $860 million expansion for the Las Vegas Convention Center District Plan. Totaling around 600 shafts (60 feet depth and 3-foot diameter), the foundation installation completed via uncased drilled shaft operation, spanned from October to December of 2018. During this installation, flowback water from the water table was encountered that contained various solids ranging from cobbles to clays to silts, as well as trace amounts of contaminants of concern (COCs) left behind as a result of previous business that used to occupy the same real estate as the current expansion; more specifically, Perchloroethylene (PCE), an organic chemical widely used as a solvent and degreaser. With over 2.5 million gallons of waste slurry to be treated, technologies were deployed to reclassify the waste from liquid to solid waste as well as recover and treat the water for reuse in land spraying applications. Utilizing these technologies, it is estimated that 1.2 million gallons of water was able to be reclaimed along with over 6,400 tons of solids; resulting in hundreds of thousands of dollars in cost and environmental savings. PROJECT OVERVIEW Amidst its famous attractions from gambling to world class entertainment, Las Vegas has long been highlighted as the “No. 1 trade show destination in North America for 24 consecutive years” (LVCVA, 2018). Each year, Las Vegas hosts approximately 22,000 meetings, conventions and trade shows, which support an estimated 65,000 jobs paying $2.7 billion in wages and salaries. In 2017, the Las Vegas Convention Center hosted 21 percent of convention attendees traveling to southern Nevada, which supported approximately 13,800 jobs, paying more than $576 million in wages and salaries. Including indirect and induced impacts, the Las Vegas Convention Center’s attendees generated $2.1 billion in economic impact for the local economy (LVCVA, 2018) . This substantial economic impact of course due in part to the attractions Las Vegas offers to its trade show attendees, along with Las Vegas’ easy accessibility to major metropolises along the West Coast and reasonable travel prices offered if coming in from the East, allows for a very attractive venue. And while being a famous destination is great for business, the city wants to further distinguish itself by offering the best venue as well. For this reason, the Las Vegas Convention and Visitors Authority (LVCVA) approved a three-phase expansion plan for the Las Vegas Convention Center District totaling well over a billion dollars, slated for completion by 2023.
