Low density explosives have been available in various forms for nearly 20 years. These initially consisted of various diluted forms of ANFO formulated to slow the rate of reaction. One such product that was developed was a blend of ammonium nitrate and rubber. This product uses a coarse fuel provided by granulated rubber to slow the reaction rate of the explosive rather than being a diluted form of ANFO. There has always been a technical difficulty in blending two dissimilar materials without subsequent segregation.

Underground construction environments, especially those with limited airflow such as shafts, cross passages, and stations, necessitate effective dust control. This requires combining existing measures with adapted approaches for more efficient and productive operations, cleaner jobsites, and decreased worker exposure to contaminated air. This paper will discuss new configurations and trends in dust collection on Australasian infrastructure projects including WestConnex, Melbourne Metro Tunnel and City Rail Link, all of which have applied innovative methodologies for mobile at-source dust collection. Mobile dust collectors can be track-mounted dust collectors operate alongside equipment, use hydraulic stepping systems to advance with roadheaders, or compact castor-mounted units are used within cross passage confines.

Fire is always a serious-menace, whether in a residential or in an industrial region; in wartime it is particularly damaging in an industrial plant. The mining industry is especially vulnerable, as its plants are generally more or less isolated front centers of population and do not have access to modern fire-fighting equipment; moreover, owing to the transitory rapture of most mines, their surface structures; are often relatively flimsy and flammable.. Trained firemen seldom are available at or near mining plants to teach the fundamentals of fire-fighting to local fire brigades, with the result that efficiency in combating actual fires is lacking. Often the attitude "it can't happen here" is held by the management of a mining property, unless the plant has suffered a serious fire; even then lapse of time is very likely to induce forgetfulness as to the possible hazards. The necessity for producing metals for the prosecution of this war has increased management's responsibility. Whereas heretofore the loss of a plant or mill by fire meant merely monetary less to the stockholder of the company, now the national interest is affected, in that the nation suffers from loss of production of minerals indispensable for war purposes.

The Cutoff grade optimization is very critical to the open pit production scheduling. In case of single mineral deposits, algorithms have been developed for determining cutoff grade policy that maximizes the net present value (NPV) of yearly cash flows. For deter-mining the cutoff grade policy for projects with two minerals including stockpiles the problem becomes much more complex. The purpose of this paper is to present fundamentals of a generalized cutoff grade optimization algorithm that will maximize the NPV of a project subject to mining, milling, and marketing constraints. Benefits of the methodology developed are demonstrated on three different case studies.

The important literature concerning zirconium in magnesium-base alloys is predominantly contained in patent references. Sauerwald, Eisenreich, and Holubl-4 discovered the profound grain-refining influence of small amounts of zirconium on cast magnesium and the attendant increases in strength and ductility. They extended their work to reveal that limited amounts of certain other elements, including zinc, could be added for further improvement in strength and hardness. British Patent 5111375 relates to the parent discoveries of Sauerwald, Eisenreich, and Holub. All of these references deal primarily with casting characteristics and properties in the cast state. Minor mention is made of desirable tensile strength, ductility, and toughness of wrought Mg-Zr alloys* modified by one or more additional elements. No extensive reference in the literature5. has been found to the particular characteristics of wrought blg-Zn-Zr alloys, with which the present paper is concerned. The work to be discussed represents essentially an extrusion study of the blg-Zn-Zr alloys and indicates that this system is highly interesting in the wrought state both academically and commercially. Accordingly, an important aim of this paper is to describe the hot-workability, tension and compression properties, metallography, and toughness of these alloys. Compositional variations are limited to the ranges 0 to 7 per cent Zn and 0 to I per cent Zr. Experimental Procedure Alloying and Casting Alloying ingredients were cell magnesium, commercial zinc (intermediate grade), and a chloride salt containing approximately 50 per cent ZrCl² and 50 per cent alkali chlorides. This salt is produced by Titanium Alloy Manufacturing Company. Melting, alloying, and pouring procedure essentially followed the crucible process as described by Nelson.6 The magnesium was melted using Dow No. 310 flux, and the temperature raised to 1350° to 1400°F for the alloying operations. After alloying of the zinc, the zirconium containing salt was added in small portions with vigorous stirring. This is an adaptation of the method described in British Patent 533264.7 The alloying efficiency of zirconium was approximately 30 per cent. During the alloying of zirconium, fluorspar was added in amount required as a flux-inspissating agent. Next the melt was refined with Dow No. 310 flux and held quietly for 15 min. Finally billets were cast in a book-type permanent mold

The Bureau of Mines investigated the role of imported natural flake graphite in dolomite-carbon refractories used in steelmaking processes. Fundamental engineering data were obtained to enable the evaluation of substitute materials. Changes in oxidation resistance (2,000° F), hot strength (2,750° F), and deformation under load (2,7500 F) caused by 10-wt-pct additions of five different kinds of natural flake graphite and increasing quantities (0 to 30 pct) of a 90-pct-carbon natural flake graphite were studied. Results indicated that carbon purity of 10-wt-pct-graphite additions did not influence hot strength or deformation under load. When the quantity of 90-pct-carbon graphite addition varied between 0 and 30 wt pct in a dolomite-carbon brick, hot strength was highest and de-formation under load lowest with 10-wt-pct additions. As hot strength test temperature was increased from 5000 to 2,750° F, the strength difference observed between 0-and 30-wt-pct additions of a 90-pct-carbon graphite became smaller. Additions of a boron-treated graphite caused significantly higher strength and lower deformation under load at high temperatures, while an addition of ball clay significantly reduced strength and increased deformation.

"The mining industry has always faced the problems of replacing retired mining professionals, retaining their knowledge, continuously developing the skills of local talent and employing under-represented groups. In expansionary scenarios the industry faces the additional challenge of increasing available talent. New talent has traditionally come from current mining programs; however, these programs have been declining in numbers, and those that remain face challenges such as fluctuating enrollments, and reduced budgets. Queen’s University and Northern College have partnered to develop an innovative new program that offers online mining education to engineering technologists seeking to upgrade their skills and obtain a Bachelor’s degree. The high quality, flexible curriculum, offered online, includes a wide range of learning activities that promote interaction (student-to-student, student-to-instructor, and student-to-content), and is enabled by modern learning technologies (an integrated learning platform, as well as a variety of types of purpose-built video, web conferencing, and simulation software). The program issues block transfer credit to college graduates, and consequently reduces the time to completion when compared to other Bachelor’s degrees in Mining. The curriculum has been carefully designed to enhance a balance of technical, managerial, and societal skills for students. The program also includes short summer field school sessions, where students gain practical application skills under the direct supervision of engineering experts. THE NEEDS OF INDUSTRY Canada is the world’s largest exporter of minerals, and the contribution of this sector to Canada’s gross national product is more than three times that of the automotive industry, representing approximately 4% of Canadian GDP (MiHR, 2015)1. According to a recent report by the Canadian Mining Industry Resources Council (MiHR, 2016)2, despite the recent downturn in commodity prices, the industry will continuously need to attract new engineers to replace talent retirements and prepare for the possibility of expansion when the industry recovers. As past experience indicates, the challenges during expansion times are severe and the effects on education counter-productive. For example, during the prolonged expansion cycle of 2006-2012, several new programs were started worldwide, and mining became the profession of choice for many young students. During the subsequent downturn in the industry, many of these programs face dwindling enrollments, placing their sustainability in question. However, there is a continual need by industry to retain employees, as well as attract and train local talent, while providing educational opportunities to its employees. High potential college graduates can find themselves reaching a ceiling in their advancement due to their lack of a University degree. Furthermore, there exists an under representation of women, immigrants, and Aboriginal peoples in the labour force, and engineering fields in general1,2. Traditional mining engineering programs have tried to respond to the needs of industry, as well as meet the needs of students seeking diverse and successful employment careers. These programs tend to cater to the educational needs and aspirations of a general population, and their ability to grow and respond to changing industry needs is constrained by the number of students they can attract, as well as the resources available to them in a steady-state scenario."

BEGINNING Thursday, July 16, the National Broadcasting Co. is broadcasting from 6:30 to 6:45 p.m., over its nationwide network and possibly also by short wave a series of eleven radio programs dealing with the contributions of engineers to the prosecution of the war. The series is being arranged and sponsored by a committee of representatives of the national engineering societies, R. L. Sackett, chairman. The committee began its deliberations before Pearl Harbor and had scripts under way on blackouts, bombs, and damage to structures. The declaration of war emphasized the importance of the proposed radio program. The National Broadcasting Co. and the Office of Civilian Defense enthusiastically endorsed the committee's proposal and have been generous in their help and approval of scripts so far submitted. Controversial matters are included in the broadcasts and changes will be made when requested by O.C.D. up to the minute that a program goes on the air. In this way the latest and authoritative information will be given.

"GeneralA NOT INCONSIDERABLE proportion of the Canadian economy is dependent on the coal mining industry. This is particularly true of the eastern portion of Canada and especially so of the ( authors') province of Nova Scotia. Much has been said about the trying economic straits of the coal industry in Nova Scotia ( 1), faced, as it is, with difficult mining problems, with considerable distance from large markets, and with •competition from other (and usually foreign) fuels. It is of particular interest, at this time, therefore, to discuss one of the larger outlets for coal -that of the production of metallurgical coke.Scope of PaperWhile the title of this paper indicates that it deals with Metallurgical Coke in Canada, the authors beg leave to treat the Canadian industry very briefly and to deal specifically with coal, •coke, and smelting problems with which they are familiar, namely, the operation of the Dominion Steel and Coal Corporation in the Sydney, N.S., area. SILICON is one of the most important elements in the metallurgy of aluminum. It is always present in small amounts in the ordinary grades of "pure" aluminum, and hence in all alloys made therefrom. Within the last few years binary alloys containing up to 13 per cent. of silicon have come into extensive use for castings. Silicon is also added, beyond the amount present as an impurity, in alloys containing one or more other elements such as copper, manganese, magnesium and nickel. The binary aluminum-silicon alloys are not yet heat treated to any extent in commercial practice, although, as will be shown, their properties are affected to a very considerable degree by heat treatment. There are other aluminum alloys that develop higher strength, but the special characteristics of the silicon alloys may well lead to the application of heat-treating processes on a commercial scale. The role of silicon in the heat treatment of aluminum alloys is more important than would be indicated by consideration of the binary alloys alone, because many of the alloys that are heat treated in regular commercial practice contain some silicon in addition to that derived from the aluminum ingot as an impurity. Among these may be mentioned the heat-treated 195 alloy castings, and the wrought alloys 25S, Special 17S and 51S of the Aluminum Co. of America, and the German wrought alloy, Lautal. It is the purpose of this paper to present the results of experimental work and the conclusions derived therefrom regarding the heat treatment of the binary aluminum-silicon alloys. The products heat treated included forgings, chill castings and both "normal" and "modified" sand castings. REVIEW OF LITERATURE The literature on the heat treatment of aluminum-silicon alloys is not very extensive. The following review gives the principal references of which the authors are aware, in which appreciable information may be found.

"In 1987 the only knowledge available of the Ansil orebody was that it was high grade, deep and relatively small . High stresses were also anticipated because there had been rockbursts during shaft sinking and destress blasting had been necessary (Fig. 1). From the design, through the development and now in the mining stage, rock mechanics and microseismic monitoring have been used to maximize recovery and safety and minimize dilution. Examples are given of the use of a microseismic monitoring system in the early stages o f mining. This paper also presents a review of the mine's in situ stress measurement campaign, cable bolting practice and backfill procedure.The Design PhaseAfter the initial mapping and classification work, preIiminary numerical modelling was performed using assumed stresses of ov = oH and oH = 3ov• The empirical Mathew's analysis was then used to optimize stope dimensions based on geomechanics data available at the time (Bawden et 01., 1988; Falmagne, 1987; Potvin et 01., 1988). Because of high stresses predicted by numerical modelling and a brittle, strong and relatively unfractured host rock which was believed to be rockburst prone, it was decided to mine without temporary or permanent pillars. However, in order to satisfy production rates, the orebody had to be broken up into two horiwns separated by a triangular pillar (Fig. 2). The final mining sequence is shown in Figure 3.The Development PhaseAt this point, based on work accomplished to date, including mapping and observations from drifting and modelling, the following problems were identified: (1) flat backs in the hangingwall andesite were thought to be highly stressed; (2) flat backs in weak massive sulphide ore would also be subjected to high stress and be difficult to support; (3) the felsic dyke was noted as a "" stress raiser"" , because activity increased as drifts approached it; and (4) chlorite coating of joints in the hangingwall was thought to be an important factor in reducing their stability."

The movements of the major continental cratons and the distribution of the principal tectonostratigraphic terranes are reviewed in the Circum-Pacific region during Phanerozoic time. It is concluded that major periods of orogeny and consolidation of accreted terranes in the Circum-Pacific region is best correlated with periods of advance of cratonic blocks over the Pacific Ocean basin combined with relative convergent to transpressive motions between the cratons and the Pacific Ocean plates. Continental collisions and collision of terranes with continental margins has not been a significant geodynamic process in Circum-Pacific tectonic evolution. The permanency of the Pacific Ocean basin throughout 500 MA is remarkable. It appears no continental block or large continental fragment has ever entered or crossed the Pacific Ocean basin since early Paleozoic time. This area where no continent has entered for 500 MA is almost coincident with the present Pacific Ocean basin and seems associated with the 25 to 100 meter geoid high which dominates the present-day figure of the Earth.

Foamed cement packs offer a viable alternative to conventional timber or other forms of packs for permanent underground support. These packs comprise steel mesh and hoop containment with an outer bag for the grout; woven, laminated polypropylene fabric being ideal for the purpose. The grout is supplied in 25kg bags and fed into a purpose ? designed foam placer machine which delivers the foamed grout directly to the packs from 60 metre long delivery hose. Foamed cement grout as a fill material offers attractive properties for support packs, in summary these are: Variable Grout Strength Grout strength is controlled by the grout density being delivered from the placer machine. This can be changed by the machine settings. Strength Development Fast rate of strength development is possible so that support is available quickly. Pack yield The foamed grouts are compressible so that yielding of the grout pack can be achieved without loss of support. Rate of Filling Three sizes of placer machine are available, these use one, two, or three 25kg bags per minute of grout, pack filling time is therefore a matter of minutes, a typical 0.75m diameter pack x 1.2m high taking some 17 minutes to fill. Tests in a 1000 tonne press have confirmed that the above characteristics can be achieved with foamed cement packs at acceptable cost. This will be illustrated in the paper with experience to date.

THE installation of the gas-producer power-plant in America has been so unusual that all engineers have viewed it with in¬terest; a large majority, however, regard it with a lack of con-fidence and many with positive distrust. Despite the fact that European engineers have usually been less inclined to take the initiative along experimental lines than are Americans, they have, nevertheless, developed the gas-producer plant to a very high state of efficiency to which they were forced by the neces¬sity of economy in fuel-consumption. The gas-producer power-plant is so common in Europe that engineers as well as the general public regard it with the same degree of confidence that is now universally placed in steam¬plants. Gas-engines, both small and large, are in general use there, and central stations, aggregating several thousand horse¬power, are quite numerous. Geological, hydrological, and geochemical information synthesized in a Geographical Information System (GIS) for water and rock surrounding South and Middle Forks of Mineral Creek, northwest of Silverton Colorado, was analyzed to distinguish between the natural and the mining-related sources of metals to dace waters in the watershed An important natural source of metals to surface water emanates from a porphyry molybdenum deposit south and upslope from the Middle Fork of Mineral Creek. Interaction of surface and ground water with fractured, altered rocks and permeable, Quatemay-age surficial deposits produces downstream water quality that does not meet current State of Colorado water quality standards for metals and pH. GIS site characterization and three-dimensional modeling distinguish surficial deposits as volumetrically substantial, significant sources of naturally occurring metals that strongly influence water quality and complicate ongoing mine-site mitigation efforts. Our findings indicate that regional hydrologic and geologic information needs to be evaluated before realistic water quality guidelines are established and mitigation recommendations are confidently implemented.

LITTLE work has been done in the field of the nickel-tin binary system. The complete diagram has been investigated on two occasions, but the results are in very poor agreement. The structure of a compound NiSn, and the solubility of tin in nickel have been determined by X-ray methods. Several investigations have been made of the liquidus curve, and the compositions of the eutectics have been determined. A study of the literature, however, shows that there is no satisfactory agreement between the data presented in the various papers. The present investigation was undertaken in an attempt to determine the equilibrium conditions, and to correlate X-ray with metallographic data. The equilibrium diagram was determined by thermal and metallo-graphic means, and the solubility of tin in nickel further investigated with X-rays. Powder diagrams were made of the intermetallic com-pounds, and three of the structures were partly determined. No attempt was made to determine the range of homogeneity of the inter-metallic compounds.

Most of the iron ore washing plants set up in India consist of sizing of the ore by dry / wet screening, washing and classification by screw classifiers followed by multi-stage hydrocycloning of screw classifiers? overflow. The underflow of the hydrocyclones forms the concentrate which is used for pellets making. As the cut-point of hydrocyclones is generally at 20 microns, relatively lower diameter cyclones in a cluster with parallel feeding are used. This is found to, often, result in choking of the spigots, at times, by extraneous material as well reporting along with the slurry. It is observed to lead to sub-optimum performance of the cyclones with loss of iron values into cyclone overflow and thereafter into tailings. Analysis of data of an operating beneficiation plant (Beneficiation Plant - 1, BP - 1) of M/s Jindal South West (JSW) Steel Limited, Karnataka, India over a period of one year indicated that weight recovery of the concentrate from two-stage hydrocycloning was 45% (with respect to feed to the cyclones) and assaying 63.43% Fe, 4.43% SiO2 and 2.32% Al2O3. CSIR - National Metallurgical Laboratory - Madras Centre (NML - MC), India developed flotation process for processing screw classifier overflow with a view to improve the recovery of ultrafine iron values from it. Detailed investigations at laboratory scale flotation column and on-site pilot plant trials proved that the production of the concentrate and productivity of the plant could be enhanced by adopting reverse cationic column flotation technology. It was established that a typical screw classifier overflow analyzing 60.54% Fe, 5.95% SiO2 and 3.67% Al2O3 could be upgraded to 64.21% Fe, 2.64% SiO2 and 2.20% Al2O3 with 82.7% weight and 84.7% Fe recovery. This translates into an increase of 80% in weight recovery of the concentrate compared to what is being obtained, at present, by two-stage cycloning. It had an added advantage of reduced SiO2 in the concentrate. Thus, SiO2 in the final concentrate could be reduced to 2.64% from 4.43% by adopting column flotation. The concentrate so generated meets the stringent specifications, especially in terms of alumina in it(should be less than 2.50%) for pellets making. Later, JSW Steel Limited set up the flotation plant in BP - 1 based on the process developed by NML - MC and was commissioned in 2010. The paper describes the innovative foundation reuse and strengthening works for two buildings in Central London. A 1950s building on piled foundations (65 Whitfield St) and a 1930s building (67-69 Whitfield St) on 3m deep pad foundations were both extended upwards by two new stories. The Client for the project is Derwent London, with Make as their architect, Main Contractor Multiplex and Engineer Arup. Little was known about the foundations of either building at the start of the scheme. Extensive investigations of the existing foundations and ground conditions were carried out in both buildings. At 65 Whitfield St, investigations identified piled foundations, but found that pile lengths were short and variable. As a result, strengthening works solutions were adopted whereby the increase in column load was shed into new mini piles constructed around the existing pile caps. At 67-69 Whitfield St, deep pits were used to investigate the foundations and reuse was justified based on understanding of the pad dimensions, concrete strength, and strength and stiffness of the underlying geology. For both buildings the residual risk was closed out through monitoring during construction. The combined reuse of the structural frame and foundations of both buildings facilitated a sustainable solution, breathing a new lease of life into outdated buildings.

The economic, social and political environment of the mining and minerals industries is, as we all know, volatile and affected by constantly changing international forces. In addition, the outcome of negotiations with overseas customers is often uncertain for long periods, or even unfavourable. The industries and companies represented at this Conference are in an arena of high competition, risk taking and enormous capital outlay. They are industries which our overseas markets (rightly or wrongly) have criticised for industrial relations problems, unreliable production and uncertain deliveries. They are industries which have an urgent need to be cost effective and competitive at all levels of activity.A critical factor in the mining and metallurgy industries is, therefore, its human resources and its human resource management. It requires the full use of available talent, innovation, skills and qualifications within its workforce, and the appropriate management of these resources.
