This U.S. Bureau of Mines report describes the implications of in-mine ground control on the automated or remotely controlled operation of longwall mining equipment, Perhaps the greatest challenge to longwall automation researchers is the development of systems that will continuously function in the complex and unpredictable underground environment. The high degree of environmental variability, together with conditions brought about by the extraction process, makes complete automation of longwall mining a difficult task. The intellectual thought processes and split-second decision making required to avert disasters are lost when workers are removed from the face. As many mine operators can attest, minor problems, left unresolved, can eventually accumulate and lead to catastrophic consequences. The automation process will have to assess and manage various routine problems that are otherwise resolved through worker observation and experience.

Coal workers’ pneumoconiosis (CWP) has re-emerged as a major concern in the Australian coal mining industry. Harmful effects from coal dust inhalation have been well documented, but the underlying causes and mechanisms of CWP are still debatable. Research conducted in the USA has proposed a plausible link between the presence of pyrite in coal and the prevalence of CWP. Reactive pyrite in coal oxidises under ambient mine conditions to produce various iron sulfate minerals such as melanterite, rozenite, roemerite and szomolnokite. Rapid reaction rates are promoted by the form (size and morphology) of the reactive pyrite present, which provides both increased surface area and increased porosity for easy air access to reaction sites. The products formed from reactive pyrite oxidation are often needle-like crystals with thicknesses in the order of 1–2 µm (eg melanterite and rozenite) and prismatic crystals with thicknesses less than 5 µm (eg roemerite) have been recorded. The densities of these minerals are significantly less than quartz, which makes them prone to becoming airborne with the normal coal dust. In fact, the mix of these mineral salts is commonly referred to as ‘fairy dust’ by mine workers due to the way they can become entrained and sparkle in the mine ventilation air, particularly if they occur in the upper part of a seam that is forming a coal roof. Examples are presented of the various products of reactive pyrite oxidation found in three Australian coal samples, which provide evidence of the physical and chemical mechanisms that would support the USA findings, particularly in terms of a source of bioavailable iron leading to increased inflammatory stress response.CITATION:Beamish, B B, Ward, C R and Chalmers, D, 2017. One key to maintaining successful mining operations in today?s global economy is in having the ability to access real-time machine operating data ([1] G. Brown, B. Ebacher, W. Koellner,2000)([2] Brochure of Siemens E&A, Order Number 141000-1). With recent and ongoing advances in mining equipment systems it is imperative that mine managers have full knowledge of the status of their equipment at any given point in time. This knowledge is critical to ensuring that the productivity of each and every machine is maximized. Knowledge of machine status is only the first step, however, in controlling and optimizing a piece of mining equipment. Computer based diagnostic systems, traditionally offered on mining equipment, have provided a link for collecting data and trouble-shooting problems as they occur. One problem existed, though, that those systems stopped short of providing full drive systems access. A maintenance technician could see the data but to make critical adjustments or make repairs the technician needed to be on the machine. In extreme cases the machine would be down until OEM assistance could reach the mine site. The key then to reducing down-time and maximizing machine productivity was creating a system that could not only monitor drive systems but also provide remote access to those systems. Essentially a link needed to be created through which a technician could gain drive access remotely then make adjustments or repairs without being on the piece of equipment. This paper will introduce AccessDirectTM, a new remote diagnostic system for Bucyrus mining shovels and draglines. AccessDirectTM combines all three important elements of remote diagnostics: ? Vital Signs and Production Monitoring (SiRAS-M) ? Automatic analysis (SiRAS-A) of faults, and tracking of trends for preventive and reliability centered maintenance , and ? Fast, direct Intervention (SiRAS ? I) for troubleshooting support, repairs, and system optimization.

Abstract - The essential aims of additional borehole drilling are to improve the reliability of grade and tonnage estimates in each reserve class and to increase ore tonnages. The "GET" function presented in this paper considers strategies for achieving both of these goals simultaneously, and therefore is advantageous for selecting sites for additional boreholes. The "GET" function is either a linear or a non-linear product of three variables G, E, and T: f(G,E,T,) = G??E??T??where the values of any or all of the exponents ?, ?, and ??may differ from unity at the discretion of the user. G and E are the average estimated block grade and the average estimation error for ore blocks in one vertical column, and T is the compounded ore thickness within the column. To illustrate its utility, the GET function has been used for determination of the most advantageous sites for additional drilling in the Shah-Kuh Pb-Zn deposit in west central Iran.

This paper reports studies showing the effects of delay scatter on the peak particle velocity (PPV) of blast vibration using a multiple seed wave (MSW) vibration model developed in recent years. The case studies also show the advantage of accurate delay timing on frequency control of blast vibration. The site parameters used in one of the studies are from a case in which the MSW model has been tested and confirmed to yield accurate predictions. This study uses an open pit blast design and a tunnel design in which blast vibrations using electronic detonators are compared with those from pyrotechnic detonators. Mean peak particle velocity (PPV) and the 97.5% upper bound PPV are compared. It is found that both these values increase significantly with the increase of the coefficient of variation of the site parameter. Using an open pit blast design, the modeling shows that electronic initiation shifts vibration energy to the expected frequency for a selected point of interest. However, for the same design of nominal initiation timing pyrotechnic detonators fail to shift vibration to the expected frequency due to its large scatter of timing.

Tin mining on Seward Peninsula, Alaska, has been intermittently active since the early 1900's. Most of the recorded production (over 2,200 short tons of metallic tin) has been obtained from placer deposits, but recent production also has resulted from development of lode deposits associated with intrusive rocks occurring in the western part of the peninsula. Generally, the lode deposits containing tin minerals (principally cassiterite) are found in dikes, in granite masses, and in silicate zones in limestone overlying the granite. Both the placer and lode deposits have been of considerable strategic interest to the Government because of the almost total absence of a domestic supply of tin. The most important tin-lode deposit discovered to date is in the Cassiterite dike at the Lost River mine, on Cassiterite Creek about 85 miles northwest of Nome. This highly altered, rhyolite porphyry dike averages 12 feet in thickness, strikes N. 75° to 85° E., and dips steeply to the south; it can be traced on the surface for about 8,000 feet. Throughout its explored length of about 2,200 feet the dike everywhere contains some tin and tungsten in veinlets and disseminations; economic concentration of the are minerals, however, is confined to definite shoots. The ore minerals include cassiterite, stannite, hulsite, paigeite, wolframite, scheelite, and base-metal sulfides; gangue minerals include fluorite, boron silicates, and lithium-bearing minerals. Some ore minerals also occur in the numerous other dikes and in the granite and intruded limestone in and adjacent to the mine.

An original methodology has been developed for steady state simulation of selective grinding and mineral liberation in rod and ball mills. Three fundamental aspects of the methodology are presented successively : modeling ore texture, modeling grinding and its selectivity, and modeling mineral liberation. The methodology for modeling ore texture includes the conversion of 2D data into 3D reconstructed information and the use of the BILCO coherent material balance software. The models for grinding Simulation are classified into three levels, corresponding to three levels of available experimental data. All models account for grinding selectivity and for variations of engineering para-meters and operating conditions. An algorithm has been introduced to forecast mineral liberation, compatible with accurate simulation of selective grinding, which generates reasonable results.

We tend to overestimate the volume of water used to process ore and the evaporation from tailings and heap leach stockpiles. During mine operation, a significant portion of the water collected from onsite water management systems is consumed and recycled by ore processing and lesser portion discharged to the environment. When mining and processing cease, however, the mine site water balance is altered and the real effort and cost associated with managing and disposing of excess mine-influenced water becomes evident. As these flows can no longer be recycled and may not be suitable for discharge to the environment, the cost of dealing with them can comprise a significant portion of the post-mining liability. The problem of dealing with large volumes of mine affected water has the potential to become worse in the future due to the established trend of lower grades which require more water per unit of mineral processing. As a result, future mines may be expected to have greater water needs and problems than we experience today.This paper discusses various aspects about how water usage changes when a mine transitions from operation to closure based on observations and numerical simulations of made with site-wide water balance models. The intention is to provide general considerations for mine operations in planning for end of mine life and post-mining care and maintenance.

Flyrock is the unexpected and undesirable projection of rock fragments during detonation of a blast and managing this risk is becoming an increasing challenge as urban development encroach toward mineral extraction sites. The basic factors associated with flyrock are discussed in relation to geology, blast design and management. Published data of historical flyrock events are investigated and compared with local information on incidents. Good agreement was found between the data sets. A computer program of flyrock was developed using projectile motion based on launch velocity and angle, rock size, shape and density. This deterministic model was coupled with a probability model to simulate blast events. The impulse time ?t of the explosive pressure was taken as the stochastic variable to replace launch velocity. The variables were calibrated to replicate field data. A simulation was executed to demonstrate the capability of the approach to defining flyrock danger zones. For a simplistic situation it was identified that an appropriate distance to be cordoned off for the blast danger zone is a radius of 120 m in front of the blast and 65 m behind.

After the Loma Prieta Earthquake, which caused major damage to viaducts in the Bay Area, the California Department of Transportation set up a test programme for foundation piles. Funderingstechnieken Verstraeten B.V., beter known as Fundex, was approached, since one of the piling systems of Fundex, named Tubex, is extremely suitable in areas sensitive to earthquakes and we were very much interested to prove the capabilities of this piling system. Equipment For the installation of Tubex and Tubex grout-injection piles special piling equipment is required. Since our company is not only a contractor, but also a designer and manufacturer of piling equipment, all special equipment for our range of foundation techniques is designed and built by our own piling equipment department. For the installation of both Tubex piles and Tubex grout-injection piles for the Caltrans test programme, the following pieces of equipment were selected: a) Fundex F12 piling rig b) Drill table c) Hydraulic powerpack d) Grout mixing unit and high pressure pump

There is a growing interest among transportation planners to make more use of the subsurface to preserve the landscape and make transportation more efficient and economical. At the present time, utilization of the underground for transportation facilities is severely restrained by the adverse environmental impact and high construction costs. However, recent studies performed by the United States Department of Transportation indicate that, in spite of such problems, the volume of underground construction has significantly increased during recent years and projections point to continuation of these trends(1). It is estimated that the total volume of transportation tunnel construction will exceed $4 billion in this decade. This level of Investment justifies a significant research program. Due to the common interest in transportation tunnels and to the similarities of problems encountered during their construction, the tunneling research activities of the Federal Highway Administration (FHWA) are closely coordinated with the programs other agencies of the U. S. Department of Transportation DOT); specifically, the Federal Railroad Administration (PRA) and the Urban mass Transportation Administration (UMTA). The FHWA is responsive to the particular needs of these agencies but will benefit from the research results obtained also. In 1971, the Office of Secretary, DOT, initiated plans for an overall coordination of the DOT, FICA, UMTA, and FHWA tunneling research activities. The objectives of this effort have been to reduce tunneling costs by 30% and to increase the rate of excavation by 200% within 10 years. As requested by my fellow members I shall endeavour to read a paper on the Treatment of the Auriferous Sulphide Ores of Kalgoorlie from a metallurgical standpoint. Before going into the subject it will be necessary for me to make some slight explanations. As most of you are aware many of our London friends holding interests in some of these mines think it necessary that their doings should be shrouded in mystery. The result of this is that in some cases it is impossible to get any official figures from the mines for this paper. I must ask you not to lose sight of the fact that in treating the sulphide ores of the Kalgoorlie mines we had absolutely no data to start on, and that to-day. we are just beginning to get a fair grip of tbe subject; and though very high extractions were announced when the first plants were started on sulphide ore, it was well known that this was only to maintain the public confidence in the mines to allow time to make necessary adjustments; and, as showing the advance made in the treatment of the ore, I notice several of the mines have published the results of the final or re-treatment of the residues of their first sulphide treatment. I have also had the opportunity afforded me of thoroughly sampling the residues of several of the principal mines, and find the results as now published absolutely correct.

"In mining operations, it is widely accepted that strategies to drive operational goals must revolve around improving plant availability, reliability and process efficiency. In this paper, an integrated solution framework for reducing process variability, increasing process efficiencies and maximizing plant availability and reliability is discussed within the context of a typical milling circuit. The framework exploits a real-time analysis “gap” evident in production operations that prevents timeous identification of equipment and process failures. This is achieved by leveraging predictive analytics for equipment health monitoring, control loop monitoring and advanced regulatory control solutions towards enhanced process performance, improved asset management and regulatory compliance. The framework provides for early and actionable warnings on equipment and process degradation using real-time operational data.INTRODUCTION The changing landscape of gold mining and processing presents many challenges that threaten sustainability of existing (marginal) operations as well as deter investment in new projects. As existing “shallow” ore resources become depleted, mining operations are increasingly treating low-grade ores with complex and randomly variable mineralogical characteristics. For example, in South Africa, historically one of the major gold producers, the average grade of ore treated has been decreasing from averages above 4.5 – 5 g/t to current grades averaging less than 3 g/t within a decade (Chamber of Mines, 2012). Moreover, lower tonnages are being treated as a result of the narrowing of the available resource base. Also, the regulatory framework has tightened over the years due to heightened concerns on the safety, health and environmental impacts of mining and related activities."

"The role of flash flotation in precious metal recovery is reviewed. Interacting flash flotation and gravity recovery is discussed. The GRG test can be used, when linked to the behaviour of gold in grinding and classification units, to predict the recovery of GRG by flash flotation. The Cadia mill in New South Wales is used as a case study of circuit design, performance and simulation. It is shown that high throughput coarse grind applications such as Cadia require very effective fine GRG recovery systems in the primary grinding loop, which are more consistent with flash flotation than batch centrifuge concentrators (BCCs). BCCs can effectively recover a significant fraction of the GRG from flash concentrates, as predicted by laboratory testing and confirmed at a growing number of mill sites.INTRODUCTIONThe GRG test was designed to characterize Gravity Recoverable Gold (GRG) ten years ago (Woodcock and Laplante, 1993; Laplante et al, 2000), in response to the need to predict how much gold could be recovered from the main circulating load of grinding circuits using centrifuge concentration. The amount of GRG is not itself a prediction of gravity recovery: the performance of a gravity circuit nested in a circulating load also depends on the type and size of unit used, how much of the circulating load is treated, and how many times GRG is recycled and presented to the recovery circuit. The GRG test was first used in a simulator to predict gravity recovery (Laplante et al, 1995), and indeed most of the early tests targeted ores or prospective ores for which gravity recovery was an obvious match. As the test became more accepted, more and more samples returned a verdict that precluded the use of gravity recovery, or made it marginal. Typically, such ores are either copper-gold or base metal ores in which the GRG content is often fine (largely below 105 um) and ranges from 8 to 33%. Extensive simulation and plant sampling tests, either published (Laplante et al, 1997) or proprietary, show that full scale gravity recovery for these applications is generally below lo%, and can be as low as 2%. Not in all cases are such low recoveries economically unjustifiable, since there is documented evidence (Darnton et al, 1992) that a significant proportion of the gold recovered, at least in the case of base metal ores, would not have reported to the copper or zinc concentrate and received NSR credits."

R.K. Leininger, N.R. Hasenmueller, and D.D. Carr The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp. for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in southeastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm's project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retort¬ing of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. Gomberg, Ann Arbor Nuclear Inc., discussed "Radiation Combined with Donor Solvents for Extraction and Up-Grading of Kerogen." Aurora M. Rubel and coauthor Eileen Davis presented results of research at the Kentucky Center for Energy Research Laboratory under the title "The Effect of Shale Particle Size on the Products from the Bench Scale Fixed Bed Steam Pyrolysis of Kentucky Sunbury Shale." Lastly, Maria Rockwell, Technical University of Nova Scotia, presented "Processing and Up-Grading of Low Grade Nova Scotia Oil Shale for Potential Use." A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama's Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation. The report incorrectly states that current projects include a total investment of $466 million in a pair of 18-month technical and economic feasibility studies for proposed projects in southern Indiana. The authors of this paper have a combined construction experience of 70 years. They have served as engineers and managers on projects throughout the United States and Canada. Approximately 50 shafts have been sunk under their direct and daily participation. Several shafts have been selected from each of their experiences and have been briefly summarized here. SHALLOW SHAFT SINKING Sinking shallow shafts in highly urbanized areas adds an additional set of problems to those encountered in normal sinking operations. During the time between July, 1975 and early 1981, a series of shafts were sunk for The Washington Metropolitan Transit Authority. All of these were located along the "A" line, starting soon after the route departed from its path along Connecticut Avenue, proceeding to Wisconsin Avenue and then along Wisconsin Avenue to the city line at Western Avenue. (See WMATA System Map, Figure 1) The first three shafts were subcontracted from Morrison-Knudsen & Associates, Contract A9a, in July, 1975. "The self-heating of sulphides can be a major hazard in mining operations and concentrate handling, particularly during transportation and associated storage. Self-heating results from the oxidation of sulphide minerals and can vary from being insignificant to highly reactive and potentially hazardous to both humans and infrastructure. It is essential that there be a reliable test methodology that can measure and categorize a given sulphide material as to its self-heating potential. By their nature, sulphide ores and concentrates are complex and variable mineral mixtures making it difficult to predict their self-heating behaviour a-priori based on mineralogy or with a simple “snapshot” test. Furthermore, self-heating behaviour will depend on the state of oxidation of the sulphides as well as time, temperature and humidity. A review of available testing apparatuses and protocols that can be used to assess self-heating potential is presented. Each of these methodologies was examined in relation to its ability to measure and reliably predict the latent self-heating hazard of a sulphide material. Several of the methods were tested and compared to illustrate their strengths and weakness. The results indicated that a number of the test protocols may produce false negative indications of self-heating potential, constituting an obvious concern to the industry.INTRODUCTION Sulphides as well as other materials (coal, wood chips, hay, powdered milk, to name a few) that are stockpiled in an air atmosphere may undergo oxidation reactions which can result in the evolution of heat (Beever, 1984) (Hudak, 2002) (Blanchard, 2007). If the rate of heat generated exceeds the rate of heat dissipation, the stockpile temperature will rise, potentially leading to “hot spots” in the most reactive areas, and possibly even fires. The heat generation rate, the “self-heating” rate, depends on many factors such as the type and composition of material, particle size, moisture content, oxygen availability, ambient temperature and humidity, and of prime importance, the extend of prior oxidation, or more specifically, the presence of oxidation products. The desire of operators that mine, process or transport sulphide-bearing materials with a potential for self-heating is to have an accepted and reliable method for evaluating and quantifying the potential hazard of their material. The challenges are how to best measure the self-heating properties of given samples, and based on results, predict the behaviour of the bulk material over time and in-situ. Generally, when evaluating a given material one derives the self-heating characteristics of that sample at the time and under the conditions of testing, which will be referred to as a “snapshot test”. If that material is invariable, i.e. it will not change its response over time, then it may be considered to be a “predictive test”. However, if as a result of continuing oxidation or other changes, the material becomes more or less reactive with time, then a “snapshot test” is unreliable with respect to predictive ability."

Mill operators are entrusted to manage what are normally the largest capital assets on any mine site. Achieving maximum utilisation and lowest costs that drive operating margins are realised by applying well known fundamentals of good housekeeping and proactive (as opposed to reactive) maintenance programmes. Historically, maintenance and operations staff are bought in late during the construction stage and often do not have the time, know how or tools to put in place (let alone train the incumbent staff) a functioning maintenance system before commissioning starts. They then get drawn into a reactive maintenance paradigm as teething problems post commissioning are dealt with and day to day issues envelop the line tradesmen and supervisors. Additionally, even when some semblance of a planned maintenance system is established, it is often the case that over time personnel and cultural issues mask the development of problematic maintenance practices. As has been observed by the authors on many occasions, even when some basic programmed maintenance system is in place, the collection of maintenance data is often inaccurate, incomplete and not subject to analysis. The net result is of course a high incidence of machine failure leading to lower than expected availability, which ultimately translates to lower revenue and higher net maintenance costs. The time taken and the cost to repair a failed machine is always greater than the timely and planned repair of a worn machine.Upon review of a number of processing plants around the world, especially gold and small base metal operations, it is apparent that companies need to implement maintenance systems whereby the operators are not overwhelmed with data and can manage by exception. Inadequate or inaccurate data collection and analysis result in poor decisions being made and misguided actions taken. GR Engineering Services (GRES) has developed a system to enable the custodians of mining plant assets to make more effective and effective use of maintenance data by being able to focus on the indicators of plant deterioration and to programme concurrent maintenance activities to maximise plant availability and utilisation.This paper outlines the structures that can be employed to address the challenges of implementing a proactive asset management system. Minerals are fundamental to the U.S. economy, contributing to the real gross domestic product (GDP) at several levels?mining, processing and manufacturing finished products. The estimated growth rate for the real GDP of the United States was 2.1 percent and the nominal GDP was about $13.8 trillion in 2007 (Table 1). The prime interest rate decreased to 7.25 percent in December from 8.25 percent at the beginning of 2007, reflecting actions taken by the Federal Reserve Board to counter financial difficulties surrounding subprime mort-gages. Delinquencies on subprime mortgages increased throughout the year, affecting not only the delinquent home owners but also financial instruments invested in mortgage-backed securities. The average contract mortgage rate for the purchase of previously occupied homes in the United States was 6.35 percent in November; a slight decrease from 6.37 percent in January but still greater than 5.34 percent reported in July 2003, the lowest rate in the past five years. With the tightening of credit, the seasonally adjusted annualized rate for new privately owned housing starts declined 27 percent from December 2006 to November 2007. As part of the Phase I study activity, a questionnaire was sent to a representative sampling of mining companies to obtain information on the uses, use conditions, personnel policies and other user concerns associated with front-end loaders. On-site visits to several of the mining companies were also parried out and the questionnaire was used during these visits as well. Five major areas were dealt with in the user questionnaire. These included: 1) Front-End Loader Critique - An open-ended form was employed to permit the mining companies to describe the particular things they liked and disliked about front-end loaders, in general, and/ or specific models in particular. 2) Usage - A form indicating the functions performed by front-end loaders and the numbers, makes and models of front-end loaders being used by mining companies. 3) Environment - A form where the user indicated the various types of conditions encountered in their use of front-end loaders. 4) Personnel - A form for describing factors pertaining to the qualifications of front-end loader operators. 5) Miscellaneous and Comments - A form permitting the user to comment on his feelings toward standardization of front-end loader operator stations.
