Profiled on these pages are the eight RMCMl 1998 Scholarship Award winners. Six of the eight winners were present as guests of the lnstitute at the June convention at Snowmass Village, Colorado. Each received recognition at the Institute Awards Luncheon Sunday. June 28. 1998. Each state vice president served as host for the collegiate winner and his firm provided travel and hotel expenses. In addition to receiving a plaque from the Scholarship Chairman, Jim Mattern, each winner receives $1.000 tuition credit for the coming academic year, as well as transportation, hotel lodging and meals at convention as guests of the Institute. Because this IS a continuing award, the winners from the previous year also receive a $1,000 tuition credit in their senior year if recommended by the dean of the college or university and if they remain full time students. A resident from each of the eight RMCMI member states is selected from among Board approved institutions. Criteria for these awards made annually is that the recipient (1) Is a full time sophomore student who will use the tuition credit during the junior year. (2) Be both a U.S. citizen and a resident of the member state. (3) Maintain good academic standing, be pursuing a degree in a mining related field and have an expressed interest in western coal as a possible career path. The scholarship program includes curricula other than in the mining departments, but in engineering disciplines, such as geology, mineral processing and metallurgy. Through annual donations of $100 or more. the Patrons of the Institute fund the scholarship program. A listing of current donors is found elsewhere in this book. He is pursuing a degree in Mining Engineering as a junior at the University of Arizona. He enjoys outdoor sports including skiing, mountain biking, golf, and hiking. He also enjoys reading, ghost town and old mine exploration, computer, Japanese conversation, and sketching cars and other forms of transportation. Chris hopes to attain a Masters Degree. [ ] COLORADO WINNER Matthew D. Lengerich Colorado School of Mines Matthew, the son of Judy Lengerich, Durango, Colorado and Ronald Lengerich of Redlands, California, is pursuing his degree in Mining Engineering with a 3.93 GPA. He is a member of the National Honor Society and the German National Honor Society. An avid outdoorsman, Matt also finds time to pursue music and theater. He was unable to attend convention this year as he was on a collegiate trip to South Africa. He is Co-President CSM Newman Group and Youth Leader at Christ on the Mountain Catholic Church.

During 1958, prospecting parties working for the Mackenzie Syndicate in the Flat River area of the Mackenzie mountains, Northwest Territories, identified tungsten mineralization and located the property now being developed by the Canada Tungsten Mining Corporation Ltd. Scheelite mineralization, associated with pyrrhotite and minor chalcopyrite, occurs in lime silicate skarn replacement zones within a limestone-chert-argillite series intruded by granitic dykes originating from the ? main batholithic mass underlying the sedimentary beds. The results of surface outcrop sampling and 15,000 feet of grid-pattern diamond drilling have been combined to outline an orebody estimated to contain 1.32 million tons, grading 2.51 per cent WO after applying a 10 per cent dilution factor for mining purposes. T HE property of Canada Tungsten Mining Corporation Ltd. is located in the upper Flat River area of the Mackenzie mountains, Northwest Territories. Skarn-type replacement deposits containing scheelite mineralization are .situated between elevations of 4,500 and 5,500 feet above sea level along the east flank of the mountain range forming the boundary between the Yukon Territory and the Northwest Territories. The nearest supply center for the area is Watson Lake, Yukon Territory, located at Milepost 635 on the Alaska Highway.

The mine and concentrator of Cyprus Anvil Mining Corporation are situated in south-central Yukon, some 120 miles north of Whitehorse. The large lead-zinc concentrator employs conventional crushing and grinding , followed by differential flotation, to produce selective lead and zinc concentrates, as well as a mixed lead-zinc (bulk) concentrate. Since the commencement of operations in 1969, the concentrator has undergone expansions and modifications which have increased the capacity to 10,000 tons per day, and afforded some metallurgical improvements.

Mine tailings, the byproduct of mining and mineral processing, are increasingly mass produced as a result of increased demand for metals and minerals as well as the advancement in technology that allows for the exploitation of lower-grade ores. Lower grades can increase the volume of tailings that may contain new gangue minerals that should be evaluated for the presence of critical minerals and other valuable metals. The practice of reprocessing, while relatively new, is crucial to reducing environmental damages, obtaining valuable critical minerals from waste, and contributing to more sustainable repurposing and disposal methods. With the increase in tailings dam failures in recent years, there is a large motivating factor in remining and removing the potential hazard to benefit the safety of potentially impacted communities. In analyzing the perspectives of various domestic and international studies, this literature review will determine the feasibility of reprocessing and reutilizing mine tailings waste for a more sustainable future while exploring current practices that have benefitted ecosystems and communities.

A close look at the Loyalhanna Limestone of southwestern Pennsylvania reveals a complex structural environment. Most exposures of the Loyalhanna occur along Chestnut Ridge and Laurel Hill within the Allegheny Mountain Section of the Appalachian Plateaus Province. Because the Loyalhanna is rated as a super pavement aggregate by the Pennsylvania Department of Transportation and because of its proximity to the population centers of southwestern Pennsylvania, the Loyalhanna has been extensively mined along these prominent anticlinal structures. Geologic and engineering analyses were performed using gas well and core logs, outcrop examinations, underground observations, and mine maps. Strata exposures from both outcrops and quarries were used to construct geologic maps, stereonet, and rose diagram projections so that the Loyalhanna's structural environment could be understood better. Many of these structural conditions cause ground control problems at local quarries. These problems ranged from small-to-moderate sized rock falls associated with roof jointing to pillar failures associated with dipping discontinuities. Stresses ranged from tensional on structural domes where weathering dominates, to high levels of compression within structural saddles. A greater understanding of these characteristics is a prerequisite to develop engineering controls, such as improved mine layouts. pillar sizes, etc., that lessen miner exposure to these hazards.

This is one of a series of reports prepared by the Federal Bureau of Mines on mining methods, performance, and costs at individual mines in the United States. The primary purpose of these papers is to promote development and conservation of our mineral resources by disseminating technological information on methods, practices, and results that may be applied to the engineering analysis and solution of mining problems. This report discusses the highly selective mining methods of the Jaquays Mining Corp. at the Regal asbestos mine, 45 road miles northeast of Globe, Ariz. The milling method at the Globe plant is discussed briefly, and the extraction ratios of the various grades of fiber are tabulated. The proposed flowsheet of a new mill under construction is shown.

The remediation of cyanide (CN-) and nitrate (NO)-) anions in mine and agricultural waters by various photolytic methods has been reviewed and investigated. Photolytic methods such as direct photolysis, homogenous photolysis, and heterogeneous photocatalysis are briefly described and compared. Results and discussions show that each method has certain advantages and disadvantages. For each method, Eh-pH diagrams prove useful for determining reaction mechanisms. Preliminary results obtained for cyanide oxidation and nitrate reduction show that homogeneous photolysis can be superior due to faster kinetics than the other methods. The photolytic methods were individually, not simultaneously, tested and compared. Differences in concentrations of products were obtained and attributed to differences in photoconversion efficiencies and other inherent characteristics of .the photolytic methods. Various reaction mechanisms are proposed in accordance with the literature as well as measurements obtained from solution analysis using ion selective electrodes and ion chromatography .

Inflation and burgeoning costs are two among many factors which have generated a new surge of interest in "fringe benefits" (sometimes referred to as "supplementary remuneration" or "supplementary compensation"). Other specialized forms of compensation ("perks", in the vernacular) such as company cars, windowed offices, etc., which also are the subjects of current study, are outside the scope of this paper. For businesses, interest in fringe benefits is based on concern for employees? welfare, compliance with government requirements, and an increasingly burdensome impact on bottom lines. In 1980, according to Fred D. Lindsey in the October 1980 issue of Nation's Business, employee benefits will cost American employers an estimated $420 billion. To paraphrase Winston Churchill, "some fringes!" Indeed, few if any administrators consider employee benefits as fringes. Employee benefits impact other major areas of a company's operations as well. As listed by Beadle (1980), these areas include employee relations, collective bargaining, short-term costs, long-range funding, manpower planning, compliance with legislation, taxation for the company and for the employee, corporate image in the community, competitiveness for staff, communications, administration, claims cost containment, etc., etc.

Introduction A very large part of the world's fuel resources are in solid form, as various grades of ?coal, but an increasing proportion of fuel demands on this Continent and else-where are having to be met by liquid fuels. Convenience and, in many cases, cost weigh heavily in favour of the liquid: fuels, and there are many fuel burning applications where the use of coal would be impractical, such as for automotive or air transport. By extrapolating the present trends one might conclude that, in future years in Canada and the United States, coal will be used only in a few power stations close to coal fields. If such a state of affairs should arise, it will obviously prove embarrassing to those accustomed to make their livelihood from the winning and marketing of coal, but it is perhaps not so obvious that it must also prove an embarrassment to the nation. The major reasons for this are two in number. Firstly, if present coal production is to be replaced by oil production, a large capital expenditure is necessary, which must inevitably be paid by the consumer; and secondly, in times of emergency, large amounts of oil fuels are required for military purposes which cannot be achieved with solid fuels. It is obviously unwise, therefore, to discontinue the use of coal for those non-military jobs that it can do. If we examine the major fuel markets we find that there are three: Domestic heating Steam generation Transport by air, sea, and land For domestic heating, the extreme convenience of oil, in spite of its greater cost, has captured much of the coal market.

"Shaft sinking design is typically driven by what has been successful in the past and the availability of sinking plant. This document considers a project where the sinking design and methodology is unconstrained by conventional thinking and removed from the commonly held belief that a sinking methodology should be developed from available winding plant. Schedule was a key driver for the Project and led to an alternative sinking design that aimed to optimise sinking advance rates by specifying new winders that compliment known sinking plant while providing improved safety, redundancy and flexibility within each part of the sinking cycle. KEYWORDS Consistent, Efficient, Flexible, Improved, Innovative, Optimise, Redundancy, Safety, Schedule INTRODUCTION The project is remotely located in the South Gobi region of Mongolia on a brownfield site and the scope of work included the concurrent blind sinking and concrete lining of two (2) ventilation shafts to an approximate depth of 1,150 m at a finished diameter of 10 m and 11 m respectively. All sinking and lining operations to be completed as in-line activities, (no lining whilst other activities are undertaken). The project was schedule driven with a completion date set for the first quarter (calendar) of 2021 and there were no restrictions imposed on the successful Contractor with respect to their equipment selection. Existing sinking plant already onsite from three previous shaft sinking operations would be made available to the Contractor if required on an as is where is basis Sustained advance rates in excess of 2.4 m per day would be required in order to achieve the completion milestone, therefore the design would have to include contingency and demanded flexibility to account for equipment down time. Previous shafts that had been sunk onsite have utilised a single double drum kibble (bucket) winder (hoist) with a single excavator loading on the shaft floor into a large capacity kibble (bucket). DESIGN Mucking The sinking design centred on the mucking cycle given that this is traditionally the most restrictive part of the sinking cycle and typically accounts for one third of the overall sinking cycle. The Vertical Shaft Mucker (VSM) and/or diesel excavator are commonly used plant for shaft sinking that were under consideration. The use of Cactus Grabs was not considered given the higher risk associated with grab ropes and hoist failures."

This paper presents the results of a study focussed on determining the distribution of cobalt in different types of pyrite of the La Estrella IOCG deposit in Chile. In the IOCG mineral deposits, where copper is the main product, the quantification and distribution of cobalt is required to correctly define the technical and economic viability of recovering cobalt as a by-product. In the La Estrella mineral deposit, seven alteration and mineralisation events were recognised through both optical and automated electronic mineralogical analysis. Of these seven events, five different types of pyrites were identified, each with unique characteristics of the pyrite crystals. Through advanced elemental analysis of these five types of pyrites, it was determined that the concentration and distribution of cobalt within the pyrite crystal is dependent on the mineralisation event. The results indicate high cobalt concentrations in the early pyrite mineralisation events, associated with relatively fine pyrite grains, and cobalt generally occurring in a solid form in the pyrite core. The late pyrite mineralisation event exhibits the lowest concentrations of cobalt, with cobalt predominantly present along the outer periphery of the pyrite. These results are relevant from a metallurgical point of view because the preferential location of cobalt within the pyrite crystal will influence the maximum metallurgical recovery of cobalt. For this, a cobaltiferous pyrite concentrate must be formed which, according to the characteristics of pyrite, must be processed with the optimal solubilisation method. The overall objective is to ensure both good cobalt recovery and a high concentration of cobalt in the leach solution resulting from pyrite leaching. Zirconium chlorinator residues contain an array of rare earths, scandium, unreacted coke, and radioactive thorium and radium. Because of the radioactivity, the residues must be disposed in special waste containment facilities. As these sites become more congested, and with stricter environmental regulations, disposal of large volumes of wastes may become more difficult. To reduce the mass of disposed material, the U.S. Bureau of Mines (USBM) developed technology to recover rare earths, thorium and radium, and unreacted coke from these residues. This technology employs an HCl leach to solubilize over 99% of the scandium and thorium, and over 90% of the rare earths. The leach liquor is processed through several solvent extraction stages to selectively recover scandium, thorium, and rare earths. The leach residue is further leached with an organic acid to solubilize radium, thus allowing unreacted coke to be recycled to the chlorinator. The thorium and radium waste products, which comprise only 2.1% of the original residue mass, can then be sent to the radioactive waste facility.

"Lately various voltametric methods have gained increased attention as an analytic tool in hydrometallurgy. Voltammograms with mercury drop electrodes or glassy carbon electrodes provide information about the electrocrystallization of cathodic deposits and allow calculation of kinetic data by means of characteristic parameters like the peak potential and peak current and their variation with the voltage scanning rate.Cyclic voltammograms are also suitable for identification of reaction sequences. Voltammograms with carbon paste electroactive electrodes containing metal sulphide additions reveal information about the dissolution behavior. The stripping voltammetry can be applied to analyze metal ions and organic additives (e. g., thiourea) in extreme low concentration. Typical application of the various methods studied with microcomputer controlled measurement system are explained by examples selected from copper hydrometallurgy.IntroductionThe use of electroanalytical methods in metallurgical process control can be dated back to the starting period of industrial copper refining, when the deposition of the metal ions was followed electro-gravimetrically by weighing the electrode with deposits (1). The principles of metal deposition and dissolution have not changed but the methods to follow these phenomena were subjected to noticeable developments and especially the introduction of polarographic investigations by Heyrowsky (2) has greatly contributed to the progress in electro-analysis. A review about the fundamental work on the electrochemical kinetics in earlier time is compiled in a monograph of Vetter (2). With the steady improvements in the instrumental techniques, it is nowadays possible to apply several current and potential modulations for measurements with improved selectivity and sensibility. There is however, still a lack in theoretical interpretation of the data obtained. More theoretical information are already available for linear voltametric methods for systems where reduced as well as oxidized species are dissolved in the electrolyte (4, 5). [In the original Norris and Fay method for determining selenium, selenious acid is reduced by an excess of standard thicsulfate in accordance with the following reaction: H2Se03 + 4Na2S203 + 4HC1 = Na2SeS406 + Na2S406 + 4NaC1 + X20. (1) The excess thiosutfate is then back-titrated with standard iodine solution. The disadvantages of ouch a method are obvious. On an unknown sample, the quantity of thiosutfate required would be difficult to determine; a definite excess is required, but large back titrations would be undesirable. Inasmuch as thiosulfate is decomposed by acid, considerable error may be introduced in this method, the amount depending on the acidity, temperature, concentration of excess thiosulfate, duration of contact between thiosulfate and acid, and other factors, In a critical study of the Norris and Fay method, Coleman and McCrosky3/ show that the method is accurate to less than .1 part per thousand if the excess of this sulfate Is not greater than 5 ml. of 0.1 N solution (in 1.0 ml. of 0.x4 N sulfuric acid) whether the titration is made at 0° or 20°C. A greater excess produced unsatisfactory values at either temperature. Coleman and McCrosky regulated the excess thiosulfate by adding 5-ml. portions of thiosulfate solution followed by the addition of 1 to 3 drops of 2.5 percent potassium iodide in the presence of starch. If a starch-iodine blue color formed locally around the drops of potassium Iodide, the reduction of selenious acid was not complete. On stirring the solution, the local blue color fades and another 5-ml. portion of thiosulfate is added. When addition of potassium iodide fails to produce a local blue color, reduction of selenious acid is complete, and the excess thiosulfate is then back-titrated with standard Iodine solution. The number of equivalents involved in the reduction of selenious acid by either thiosulfate or iodide is the same, and therefore no correction need be made for the potassium iodide. This procedure is much better than the original Norris-Fay titration, but acidity and time would stilt be rather critical factors subject to variation with individual technique. Also, the method still requires the lose of two standard solutions, a rather undesirable factor from the standpoint of routine application.]

In this transition period the mixed arcs of the partly oxidized ore zone had to be treated instead of the free-milling ore that had been treated in the past or the deeper-lying sulphide ores that were to be smelted subsequently under improved economic and technical conditions.]

The properties of the Colorado Copper Co. in Sinbad Valley, Mesa and Montrose Counties, Colo., were rehabilitated and sampled by the Bureau of Mines in October, November, and December 1942. The several deposits were reexamined in March and April 1945 to obtain information disclosed by company work after December 1942. The development program included surface trenching, rehabilitation of several edits, and channel sampling of the exposures. Assay determinations wore made on 204 samples from the surface and underground workings. The results are given in the appendix. Several copper deposits in the Sinbad Valley area are similar in origin. The host rocks are sedimentary and mice in age from Pennsylvanian to Cretaceous. The Colorado No. 3 deposit occurs in the Cutler formation, which consists of many small lenses of conglomerate, sandstone, and shale. Mineralization is closely associated with faulting. On the Pyramid group the enrichment occurs in a zone of fracturing and jointing end also spreads into the adjoining sandstone. The ore deposition on the Copper Rivet claim is associated with a fault zone and is confined to en area above the contact of the Dolores-Wingate formations. Mineral deposits on the Sinbad claims occur at intersections of faults with blue-gray Pennsylvania limestone. Copper enrichment occurs along faults and as replacement of the surrounding limestone. Metallurgical tests indicate that ores from the Colorado No. 3 and Pyramid claims can be treated successfully by leaching with sulfuric acid. This method cannot be applied to ores from the Copper Rivet or Sinbad deposits because of high calcite content. Flotation tests at Boulder City, Nev., showed a recovery of less than 60 percent with a 14.24 percent copper concentrate.

This study evaluated the effects of collector type amide-amine compared with those of conventional etheramine acetate (both cationic collectors) on the surface properties of quartz and hematite. An examination of certain properties of the reagents indicated that the new collector amide-amine has CMC (critical micelle concentration) and pKa values (100 mg/L and 8.2, respectively) significantly lower than those of etheramine (800 mg/L and 9.4, respectively). Microflotation tests showed that the recoveries of quartz with amide-amine in all the concentrations tested were higher than those with etheramine. This is attributed to its lower CMC and pKa values. The selectivity window between quartz and hematite flotation using amideamine was higher at pH 10.5 (approximately 80% for 5 mg/L). Therefore, the use of starch is not necessary in siliceous itabirite flotation by amide–amine collector. Zeta potential measurements and infrared spectra reveal that the adsorption of amide-amine collector on quartz surface occurs mainly by electrostatic attraction. Considering the better collectability of amide-amine for quartz flotation and lower adsorption affinity for hematite surface than etheramine, the amide-amine is a promising collector to be used in reversal iron ore flotation.

Under the seventh 5-year plan (1986-90), the Chinese Government continued to implement reform and to open the country further to the outside world in order to accelerate the growth of its national economy. As a result of expanded foreign economic exchanges and domestic achievements in education, science and technology, and cultural and public health undertakings, the national economy was strengthened. In 1988, there was impressive growth in the Chinese economy. The gross national product (GNP) grew by 11.2070 reaching $373.4 billion; 2 the national income grew by 11.4070 to $310.9 billion. The major problem in the Chinese economy was the imbalance between high demand and insufficient supply. Chronic shortages resulted in price increases and high inflation, which averaged 19% for China as a whole and about 30% in urban areas. Macroeconomic stability took precedence over market-oriented reform initiative. Because of rapidly growing inflation, the Government re-imposed price controls and rationing in major cities in the fall of 1988. China continued to be a major world producer of minerals, metals, and fuels. Output of the principal commodities continued to rise. The largest in-crease in production was salt which rose 24% in output in 1988; followed by sulfuric acid, 14%; cement, 12%; soda ash, 9%; caustic soda, 7%; and steel, 6%. For fossil fuels, the increase in output of natural gas was 14% in 1988; followed by coal, 3%; and crude oil, 2%. The output of electricity by thermal-fired powerplants rose by 9% while that for hydroelectric power-plants rose 7%. Although China's overall energy output has increased annually since 1980, the growth in demand continued to outstrip the supply.
