"In response to “Arctic Mineral Wealth —Equitable Participation with Aboriginal Landowners – A slow or fast process?”, this author’s impression is one that, to her, seems obvious — this is definitely going to be a slow process. To question this issue seems ridiculous, unless the mining industry is considering following the same patters of the past, thereby adding to the suppression and injustices to which the aboriginals are so accustomed. To make genuine progress, where trust and good communication has been achieved with time as a factor in proceeding, the author feels, without a doubt, that the triangle of industry, government and aboriginals will seriously have to be restructured or eliminated. Anytime you mix government with progress, along with other problems, you are looking at bureaucracy, and that takes time. Issues such as the settlement of land claims have not been resolved, and in all likelihood could take forty years to finalize. Aboriginals have been suppressed for centuries by governments and industries with ethnocentric ideologies, and now that they are in a position to reclaim their lands, attain their own economies and government, and truly secure a wealthy, self-sufficient legacy for their descendants, how can anyone imagine they’ll move quickly? This author also strongly disagrees to some sections of Mr. Wakefeld’s article and will expand on her objections.We question whether aboriginals under-stand the process of mine development. If we encounter an electrical problem in our home, o we not call an electrician without having to learn the trade ourselves? This comparison seems simplistic, but does convey a point. As cited, “there are now over 100 000 aboriginals who have completed post-secondary education.” Are the numbers revealed in Mr. Wakefeld’s paper there to scare us? Is he suggesting that without the industry’s haste, the aboriginal’s new found intelligence could pose a problem to the mineral explorer. While it is true that not all are highly educated, the aboriginals have specialists in market fluctuations, feasibility studies and the needed skills. They have specialists, such as their representative organization of COPE 1984, (the Committee for Original People’s Entitlement), who under-stand their cultures, language and desires. Their education should expedite the negotiations and end the power struggles equitably. Aboriginal people are not stupid. Once they have reason to be proud, regain their communities and know the direction that they’re headed, their self-determination will return."

The St. Peter Sandstone is typically a well-sorted, friable, ultra-pure, fine- to medium-grained, quartzose sandstone with silica content higher than 99 weight percent in places. The sand grains are well-rounded, highly spherical and characteristically frosted. Their size typically varies from 2 millimeters diameter (No. 10 U.S. Standard Sieve Series size) to less than 0.08 millimeters diameter (No. 200 U.S. Standard Sieve Series size). A freshly exposed surface of the formation is commonly white with shades of pink and green. Weathered surfaces are a dirty gray or brown and are case-hardened at many localities. Bedding is characteristically indistinct, and the formation usually appears massive throughout. The rock is cross-bedded and ripple-marked locally. The formation is generally porous, permeable and rarely fossiliferous in Missouri. The St. Peter is continuously present in the subsurface in the northern half of the state and along the southeastern edge of the state. The St. Peter crops out in a narrow band that starts in western Montgomery County and runs southeastward, along the Missouri River, to just west of St. Louis and continues south, just west of the Mississippi River, through Scott County. The outcrop belt varies from less than one mile wide to over ten miles wide, and it is over 150 miles in length. The formation dips into the subsurface radially away from the outcrop band. A notable isolated outcrop occurs in Lincoln County to the north of the main outcrop band. The St. Peter is discontinuously present in the subsurface along a band in the west-central portion of the state. It is not present at the surface or in subsurface in the remainder of the state. The formation averages 80?100 feet thick. There is an estimated 3.8 trillion short tons of St. Peter in Missouri. Sieve analyses on drill cuttings indicate three subsurface locations in northeastern Missouri where the St. Peter is greater than 10 percent by weight of sand falling in the 20?40 U.S. Standard Sieve Series size range. The St. Peter was first produced in Missouri in the 1870s for the manufacture of glass. Since that time it has been used as a paint additive, filler material, polishing compound, filtering media, and recently it is commonly used as a fracture proppant in oil and gas wells. The St. Peter is currently quarried and produced in Missouri from four sites located in St. Louis, Jefferson and Perry counties. In the same area there are at least nine abandoned historic mine sites.

This paper presents a brief account of the plant which has been developed at Port Pirie to recover, by vacuum distillation, the greater part of the zinc content of desilverized lead. The present plant is an experimental unit, which is run in conjunction with the normal refinery practice, but can be cut out of the circuit. It will shortly be dismantled and duplicate units will be built on the sites chosen for the final plant installation.The unit described here has treated flows of 16 to 37 tons per hour of desilverized lead, to recover 90 to 95 per cent of the zinc contained in it. It is not intended here to detail all aspects of the vacuum dezincing operation, nor the developments which precededthe adoption of this design. The essential features of the present plant will be described and, where these are peculiar to the present experimental location, the intended alteration for the final plant will also be mentioned. OUTLINE OF PLANT AND PROCESSLead issues from the continuous desilverizing kettle at about 350° C. containing about 0·57 per cent Zn. It is conveyed by a tiled launder to the preheater, where it is heated to 580-620° C.Hot lead from the preheater enters the vacuum vessel via a barometric leg. From a reservoir holding about 19 tons of lead it falls by gravity in a thin film exposed to high vacuum (20-50 microns)3 and leaves the vessel via a barometric leg, entering the lead pot. The lead leaves this pot at 540-560° C., containing 0·03 to 0·06 per cent Zn, which is removed, together with residual antimony of 0.02 to 0·06 per cent, by a separate final refining process.

Geographic Information Systems (GIS) are computerised management systems for spatial data, offering improved data management, extensive data manipulation techniques and greater understanding of data. At the Wangaloa Coal Mine, South-East Otago, ArcGIS is being used to manage, integrate, analyse and visualise the diverse range of datasets being generated from an interdisciplinary research team. GIS will assist with identifying spatial and temporal patterns associated with the current site rehabilitation strategy. This paper will present an overview of how GIS can be a useful tool for understanding ecological recovery during mine site rehabilitation.   The Wangaloa opencast coal mine, owned by Solid Energy NZ Ltd, was closed in 1989 after more than 40 years of operation. Rehabilitation efforts involving more than 60 000 native plants began in October 2001. At Wangaloa sample points were randomly selected at 100 m intervals and recorded using a differential GPS. Plant, soil and invertebrate data have been collected at each sample point. Plots of 8 - 9 plants have been established within approximately 5 m of each sample point. Since September 2003 seasonal monitoring of plant growth and survival has been carried out. Chemical and physical datasets have been generated from soil collected in June and December 2003 for each sample point. A more restricted dataset is being generated for soil collected on a seasonal basis from March 2004. Plant and soil characteristics from these datasets have been attached to each sample point and GIS layers have been created. Relationships between data layers can be explored based on their spatial patterns. Examples presented from Wangaloa include distribution of planting success and temporal variation; temporal change in pH; interpolated pH map; digital elevation model; relationships between planting success and growth with pH and organic matter. GIS is proving to be a valuable tool on the integrated project at Wangaloa.

The Bureau of Mines has designed, fabricated, and field tested a water jet cutting device capable of perforating nonmetallic well casings for the purpose of completing or stimulating in situ uranium leaching wells. The device is lowered into the wellbore, where it issues a high-velocity water jet that penetrates either a polyvinyl chloride or fiberglass casing, cement, and from 1 to 4 feet into the surrounding uraniferous sandstone. The resulting perforations allow leaching solution to pass between the sandstone and the wellbore. This report describes the water jet perforator, tells how it is used, presents cost data, and discusses the results of laboratory and field tests. The tests were designed to (1) determine the optimum operating conditions for water jet perforation, (2) assess the effects of changes in these conditions, (3) evaluate the performance of the water jet perforator under actual conditions, and (4) compare this method with other methods of well completion. These tests showed that water jet perforation is superior to conventional well completion methods for selectively achieving communication between the well-bore and adjacent sand while maintaining sand control, for restoring permeability lost through wellbore damage, for stimulating poorly performing wells for completing wells with casings that have inside diameters as small as 2 inches, and for extending the effective well diameter.

Dynamic pile testing is now over 20 years old as a routinely applied tool for evaluating driven pile installation. The first test on a cast-in-place pile was performed more that 15 years ago. The research that produced the method began almost 30 years ago. But, questions still arise regarding the appropriate use of this technique so some review is useful. Today a number of methods including dynamic testing all depending in some way on the application of dynamics are in routine use. First, Wave Equation analysis can be used to predict pile driveability before going to the field. The same approach can be used during driving to estimate the bearing capacity based on the blow count observed in the field. Dynamic measurements, on the other hand, can only be used after pile driving has begun. They offer predictions of pile capacity as well as measurements of hammer, driving system, and pile driving performance characteristics. The first part of this paper will be devoted to discussing how the foundation engineer can use these tools. First, a brief review of what dynamic methods actually do. In Wave Equation analysis a numerical model of the hammer, driving system, pile, and the soil is created by the engineer. The hammer is dropped on the pile and using a discrete, dynamic analysis the motion of the individual pile elements is calculated as a function of time. Of course, input information must be supplied by the program user to describe the hammer, driving system, pile, and soil. In the current state of development, the primary problem in input data is with the hammer performance (efficiency) and the soil description. Research may be able to do a better job with the soil data, but hammer performance will always vary from hammer to hammer and is dependent on the affectiveness of the inspection process. Prior to beginning pile driving the Wave Equation analysis supplies the best available estimate of what will happen when driving begins. It gives an estimate of blow count during driving, driving stresses, both tension and compression in the pile, and for diesel hammers, stroke. The selection of the driving system can be checked with the results of Wave Equation analysis and modifications can be made if required. For example, if the blow count at the required capacity was deemed excessive by the contractor a larger hammer could be tried or if driving stresses were too high changes could be made in the cushion or the hammer selection could be modified. All of these modifications are possible with only the cost of a computer run. The primary questions regarding the accuracy and reliability of Wave Equation analysis at this time is with regard to the assumptions made to represent the soil characteristics and the difficulty in predicting hammer performance.

The distribution or the userul minerals or Tasmania is so closely connected with the geological structure of the island that it will be convenient to briefly recapitulate the principal ract or its geological history, before describing the ore and other deposits. In many cases these present features which are very puzzling in the absence of knowledge of the structure of the districts in which they are found and in all cases it is of benefit to mining engineers to be acquainted with the main facts of the geological·history of the regions in which they have to carry on operations. Moreover, in speculating as to the origin of lodes and other deposits, we have constantly to rerer to the crumplings or the earth's crust by mountain-making movements, and to the igneous rocks which have been thrust throngh the other strata, to explain the origin or the lode fissures, and this discussion cannot be carried on without knowledge of local geology.The oldest rock yet met with in Tasmania are of Archooan age, and consist of highly crystalline quartzites and micaceous schist. They are most extensively developed towards the western side ot the island, forming a belt parallel to the West Coast from South-West Cape to Cradle fountain; but they also crop out here and there to the west and northward of this belt, where the covering strata or later age have been denuded away. Though not seen in situ in the eastern part of the colony, the abundance or pebbles derived from this formation in the conglomerates of the coal measures shows that it must in those day have formed land surfaces there also, and makes it likely that the archooan strata exist at no great depth: below many of the beds of later age now occupying the surface. Lying unconfortably upon these highly metamorphic strata we find next an extensive series of subcrystalline metamorphic conglomerates, grits, sandstones, slates, and limestones,of Cambro-Silurian age. These are well seen in the Gordou River Basin, along the West Coast Range, aloug the North Coast, and in the goldfields of the north-eastern portion of the colony. They are much broken by later intrusive rocks, and covered by younger rormations, but the series is spread more or less over the whole island.

A device has been developed for nondestructive testing the holding power of split tube friction rock supports. It operates by measuring the amount of decrease in internal volume when the support is forced into the drilled hole. The pullout force or slip load is a function of this decrease in volume. The device gives readouts of the average internal diameter and predicted pullout force or the support. Laboratory and field tests showed excellent repeatability and good correlation between predicted and actual pullout force. The device is hand-operated, lightweight (7.5 lb) and can be used on any friction support.

New South Wales has a successful history of pillar extraction stretching back more than 60 years. Various methods of pillar extraction ranging from the rib pillar methods (such as the Wongawilli system) to the more recent pillar stripping techniques (similar to those used in the USA) are discussed in this paper. These discussions are based on the experiences of the author stemming from a recent research tour of seven underground pillar extraction operations in New South Wales as part of the Coaltech 2020 collaborative research initiative. Some operational issues of each site visited are presented before some general comments pertaining to the overall success of pillar extraction in New South Wales are discussed. Generally pillar extraction in New South Wales is on the decline in favour of longwalling. However, the pillar extraction that is conducted is done so along specific guidelines to ensure their success, and these are also discussed.

This report presents the results of an extensive laboratory testing program to determine the physical properties of shotcrete including the use of fast-set agents, controlled set cements, and both wet and dry shotcreting equipment. Shotcrete was placed under simulated field conditions using the dry and wet processes. Mechanical properties obtained for accelerated and nonaccelerated shotcretes include compressive, flexural, and shear strength, elastic modulus and Poisson's ratio, and shear and tensile properties of shotcrete bonded to coal, sandstone, and shale. Physical properties measured were unit weight and permeability to methane gas. The data show that rapid setting shotcrete has the potential for improved coal mine ground control. There is no clear evidence that either wet or dry process shotcrete is superior to the other; however, indications are that regulated set cement is preferred to cement containing fast-setting admixtures.

THE twenty-second annual meeting of the Canadian Mining Institute was held at the King Edward Hotel, Toronto, on Mar. 8, 9, and 10, and was followed on the 11th by an all-day excursion to the International Nickel Refinery at Port Colborne. The meeting was very well attended and dealt with some of the most important matters, both technical and economic, that have ever come before the Canadian Institute. The question of licensing engineers is before the Canadian members as it is before our own in this country and the attitude of the mining engineers across the border is like that of the American mining engineers, opposed to the licensing of the mining. engineer, however they may feel toward the licensing of other branches of the engineering profession. It was well pointed out that such a law, had it been in existence in the last decade or two, would probably have prevented the rapid development of Canada's mines. Whereas one civil engineer can run a line of survey as well as another, perhaps, it is only a question in his case of whether he can or cannot survey. In the case of a mining engineer employed by a man with capital to invest in a development project, unless the man with the money has confidence in the judgment of his engineer the fact that he is a professional man would carry little weight in inducing a large investment toward the development of Canada's resources. It was also pointed out that although the Institute as a whole had not passed on the matter, it would probably be opposed to legislation aiming only for self-interest, but would be heartily in accord with legislation which could be shown to be for the service of the community at large.

Ten to twelve million tons of dust is produced by cement kilns annu-ally in the United States, resulting in a serious waste disposal problem. The Bureau of Mines investigated two alkali volatilization methods for converting this dust into materials for making portland cement and a useful potassium product. Portland cement kiln dust was found to be composed of finely ground cement raw materials (CaC03 and 8i02) having a layer of alkali sulfate (K2S04 and Na2S04). In this form, it cannot be directly recycled to cement kilns because concrete is weakened by a reaction between the alkali and the aggregate. Portland cements with 28-day strengths above 5,000 psi were produced from low-alkali residues using sintering and melting methods. For nearly complete removal of alkalies, primarily potassium sulfate, from cement kiln dust, a temperature above 1,300° C and a reducing atmosphere were required.

Mine Terex articulated dump trucks are working on a large restoration project of an abandoned open cast coal site in Blacklaw, central Scotland. The project is part of the construction of a 42-turbine wind farm complex. During the scheduled 18-month duration of the project, three 28-t(31-st) Generation 7 TA30 dump trucks and the six 36.5-t (40-st) TA40articulated trucks are estimated to move about 1Mm3 (1.3 million cu yd)of material. The trucks are working12-hour shifts, 5.5days a week.

"Next to the actual mine of Les Explorations Muscocho Ltée in Montauban, Quebéc, you could find a total of 364 000 tons of flotation tailings assaying 1.4 Au g/t et 82 g Ag/t to the south of the municipality. This tailings pile is what is left of previous operations. Preliminary leaching tests on these tailings in laboratory columns gave interesting results which led to tests in larger columns in 1984 and to a pilot test on a 750 ton heap in Montauban during the summer of 1985.This paper briefly describes the columns tests performed at the Centre de Recherches minérales and the heap leaching test designed and conducted by SOQUEM in Montauban. Probably no year in the history of the United States showed greater progress in the mineral industries than 1916. Although this progress was undoubtedly stimulated by the war in Europe, which caused extremely high prices for some of the metals, yet the fact remains that mining is being regarded more as a business and less as a speculation, and the benefits of business methods are becoming evident. Practices that were almost universal a few years ago have been largely abolished, the mining public has been brought to recognize the folly of wasteful and dangerous methods, and there is a gratifying unanimity of opinion in regard to the conservation of life and health, as well as of our mineral resources. The people of the United States realize more fully than ever before the extent and value of the country's mineral resources and the possibilities that await intelligent and well-directed efforts at utilization. In the past, economic reasons caused deposits of valuable metals and industrial materials to lie idle; commercial reasons, many of them not truly economic, led to the waste of valuable constituents in many ores; the recovery of minerals from the ground was too often incomplete and accompanied by uncalculated loss; and the treatment of ores in mills and smelters saved altogether too Iowa proportion of the metals sought. Now better methods are being tried on every hand, and the unparalleled record of the year is largely due to the success of these efforts. According to the preliminary estimates of the United States Geological Survey the output of metals and minerals in this country in the calendar year 1916 had a total gross value of slightly more than $3,000,000,000. For many metals and minerals the figures broke all previous records, the new records of some products, as compared with 1915 figures, being as follows:

Where soil conditions are favorable, augercast piles have significant economic advantages, but they also have some uncertainty due to the in construction methods. To confirm structural integrity, static testing can be performed on a small sample of piles. Other Non-Destructive Evaluation methods like Pulse Echo are frequently specified for a large percentage of the remaining production piles. However, such NDE methods require testing the pile after the grout/concrete has hardened. If problems are found, then the repair or replacement can be relatively expensive. The confidence in the quality of these piles can be improved by automatically monitoring the grout pumped as a function of depth during the grouting phase of installation. If a low grout volume is detected, the pile can be redrilled and regrouted immediately while the piling rig is still in place and the grout still fluid. This considerably reduces remedial costs. To be effective, such installation monitors must accurately determine both grout volume and depth during installation and be rugged simple to operate. Such an equipment can be of great help to the installation crews. The assurance gained may reduce the need for subsequent NDE tests. The quality of inspection of driven piles depends heavily on the inspection personnel. While inspection is critical in a good installation, it is sometimes assigned a low priority. Inspection personnel in many cases are technicians with little pile experience. They may not understand the project needs or even how the pile driving equipment works. The task is often monotonous and any distraction makes accurate record keeping difficult. In some cases inspection is totally ignored for lack of qualified personnel. Electronic systems can automatically and accurately monitor driven pile installations and include documentation of certain hammer performance parameters. This paper describes equipment available and routinely in use for automated monitoring of both augercast and driven piles and demonstrates applications on typical construction sites. Amongst representative men directing alluvial mining of erations in Victoria, some difference of opinion exists as to the best system of working the deep leads. The developmental operations of shaft-sinding, extending a reef drive, partially watering and rising up into the wash dirt are practically the same on all fields but subsequent mining is continued either on the Chiltern and Rulberglen or Ballarat systems, the latter being referred to by the Chiltern and Rutherglen miners as the "down country" system. In the former, the leading wash and cross drives are lept from 300 to 500 feet ahead of the reef drive, and in the latter the reverse method keeping the reef drive well ahead of all wash workingsis adopted.In the majority of alluvial mines in the southern and western fields, the initial work of defining the course of the lead is costly, owing to the thick superincumbent layers of hard basalt, to bore which costs from 9/- to 15/· per foot. Unfortunately large sums of money have been wasted in this work, owing to a want of care and knowledge in the selection of bore sites, and improper recording of the strata pierced, thus handicapping alluvial mining and bringing boring operations...

"Introduction**The progress of the ""Safety First"" movement in the oil fields of California during the past few years has been remarkably rapid. It has been generally concede by those who have learned to value the life and limbs of their employees, that safety is essential to efficiency and no company that has a high accident rate can be considered an efficient organization. Accidents have a destructive effect on the morale of any body of workers and cause disorganization and delays.The increasing danger to life and limb involved in the drilling for and the production of oil and gas, has become so great that it is clearly evident that everything possible must be done to keep it within the narrowest possible limits.There is a tendency toward carelessness, especially by men who are employed in hazardous occupations. This is brought about by the familiarity of the risk under which they are working and in no industry is this more forcibly exemplified than in the oil fields. Men have performed the same or similar duties for many years and have worked around similar hazards and unprotected machinery until many have can entire disregard for the dangers surrounding then. Very often familiarity with a hazard occasions a contempt for that hazard which only too often results disastrously."

Drilling and blasting are an essential part of most mining operations, and are commonly major operating cost centres. The effectiveness of blasting can have a significant influence on all subsequent activities, and hence overall operating costs. Drilling and blasting systems must be compatible with the overall mining method, to minimise total costs and ensure operational efficiency. Selection of suitable equipment and techniques requires an understanding of the total operation, plus current skills in specialised technologies. This paper examines the contribution of drilling and blasting to total costs, including the balance between capital and operating costs. The use of computer modelling is discussed, to demonstrate how blast performance and costs can be predicted and alternatives analysed. Case studies illustrate how cost savings can be made in operating mines, and alternative systems evaluated to optimise new projects.
