The U.S. Bureau of Mines has produced a generic in situ copper mine design manual, which contains a computerized cost model for in situ copper oxide mining. The model specifies (1) site-specific parameters, which must be quantified for mine design, (2) a method for minesite design based on those parameters, and (3) a procedure for assessing economic viability for the mine design. The menu-driven computer program performs calculations for developing commercial mine design specifications, as well as capital and operating costs. The default values are based on 1986 dollars, and indices for updating costs are included. The program also provides discounted-cash-flow rate of return (DCFROR) and allows for sensitivity analyses for an in situ mining operation at any specific undisturbed copper oxide deposit. This report is to be used with the 1990 version of the computer program, which has been made user friendly. It describes the flies, tutorial, input phase, help function, and monitor display of all calculated values and of the DCFROR table. The monitor-displayed discounted initial value of investment and annual operating costs are defined. The dual rate-of-return situation and sensitivity analyses are also briefly discussed. Information is provided on obtaining the computer program on diskette.

This Bureau of Mines report describes a salt-free, fluxless method for reclaiming metallic aluminum from aluminum dross. The dross is smelted under argon, nitrogen, or carbon dioxide, instead of a salt flux, in an externally heated pot furnace. Aluminum recovery, using argon, is equal to recoveries reported from commercial smelters that process dross in rotary-type furnaces This salt-free method could offer a reduction in air pollution, lower energy requirements by elimination of salts, and the production of up to 60 percent less solid waste for disposal than the salt method.

Following two years of laboratory research with bench scale reactors, a 9 m3 experimental process demonstration reactor was installed at Budelco's zinc refinery to treat their underlying groundwater. A 600-fold scale-up was successfully achieved. It has demonstrated that this anaerobic microbial process can remove a wide range of heavy metals and sulphate to the required levels. Extended operation of the demonstration unit has shown that the process is robust, can withstand wide variations in feed composition, rapidly recovers from operational upsets and is easy to start up and shut down. The metal sludge produced can be processed in a metal refinery to recover both metals and sulphur.

INTRODUCTION Besides the European export credit agencies covered in Ted Rides' paper in this Chapter, other agencies are also active (see Appendix) but the most notable for mining projects are The Export-Import Bank of the United States ("US Exim") and the Export Development Corporation ("EDC") of Canada. Mexico's Fomex is basically a short-term trade-finance fund administered by the Central Bank. US Exim This independent agency can provide loans, guarantees, and insurance. Like all export-credit agencies, its mandate is to support the export of goods and services from the US as a means of competing against other countries' products. If a piece of mining equipment can only he made in the US, the US Exim may very well not provide any financial assistance. (It is important not to place the order for any item for which export credit is sought because, once ordered, the situation is no longer competitive in US Exim's eyes.) Direct Credits and financial guarantees ("buyer credits") are commonly in amounts greater than 85 million and for terms longer than six years. An example here is the $48.5 million provided to PT International Nickel Indonesia (see Robert de Gavre's paper in Chapter 12). US Exim usually requires a 15% downpayment and, therefore, finances up to 857 of the goods; less if the US content is lower. The dollar funding can he US prime, London Interbank Offered Rate (LIBOR), or other sources. Exim can fund in either or both of the following ways: 1. Under a US bank Letter of Credit ("L/C") 2. Reimbursement to the buyer/borrower via a US bank account. US Exim will, without charge, issue a preliminary commitment. It will, however, need to approve the various credit agreements and prefers to tie other parallel financings into one loan agreement. US Exim's total commitments are large, up to $5R billion in aggregate under various programs. US Exim has been the world's leader in medium-to long-term minerals project financings/ co-financings but suffers from (i) aggressive foreign export-credit competition whereby other nations mix in soft-loans or aid programs ("mixed credits") to increase the percentage financed and lower the interest margin and (ii) an imbalance in its own cost of funds. A common US Exim package would be as follows: 15% Banks under US Exim guarantee, floating rate over prime or LIBOR. 35% US Exim funding, fixed rate 35% Pefco funding, fixed rate 857 Drawn down pro-rata under US bank L/C 15% Cash down payment (may have been financed within a project/corporate credit) 100% Repayment usually begins six months after planned start-up in equal semi-annual instalments, with the banks usually paid out first, Pefco next, and US Exim last. Medium-term credits ("supplier credits") are issued for US equipment exports for terms up to five years, again for 85% of the equipment costs although the exporter is expected to bear at least 10% out of that 857 for its own risk. The buyer is required to be a first-class credit such as some governments or highly credit-worthy companies. Otherwise a bank L/C would be required. (This may be wrapped into an overall project-finance package for a minerals development. The project-finance banks provide an L/C to US Exim instead of funding that portion themselves.) There is no doubt that the mining sector is considered to be the backbone of many countries. Furthermore, it has played an important role in the prosperity of nations, whether developed or developing. Saudi Arabia is one of these countries that has a large variety of metallic and non-metallic mineral resources that range in size and value occurrences of limited potential to deposits large enough to sustain profitable exploitation. Therefore, the Saudi government needs to reinforce the capacity of the sectoral institutions to better regulate and promote the sustainable development of the sector. The ability to overcome the administrative and legal complications that constrain private sector participation in the minerals sector, through new mining code which will streamline the procedures for obtaining licenses and will add more predictability and transparency to the application process, are proposed for increasing the sustainable development. This paper will outline how the Saudi government is tackling the major challenges that face the minerals industry. This paper provides the background to the Saudi Arabian mineral sector and its industrial base. Finally, the paper identifies the problems and constraints that face the minerals sector in Saudi Arabia and provides an assessment of the effects of government policies and planning efforts in the minerals sector, particularly during the period of the development plans which started in 1970.

A specialized loading system for tensile and fatigue testing of wire rope was constructed and installed in the U.S. Bureau of Mine Wire Rope Test Facility in Bruceton, Pennsylvania. The computer-controlled closed-loop servo-hydraulic test system which can apply up to 800,000 pounds of force on the rope while stretching it up to 30 inches will be used in the development and verification of hoist rope retirement criteria for ropes in the 1 to 2 ½ in. diameter range. Characteristics and capabilities of the system are discussed.

The Bureau of Mines conducted a study in which the magnetic fraction of urban refuse was used as melting stock in the preparation of high-strength, low-alloy and carbon steel. Product steels, made from incinerated steel can scrap, nonincinerated-nondetinned steel can scrap, nonincinerated-detinned steel can scrap, and dilutions of these scraps with No. 1 heavy melting scrap, were used in continuing tests in industrial, rural, and marine environments to determine the effect of residual elements and atmospheric pollutants on their atmospheric corrosion resistance. The respective commercial steels were exposed at the same time to establish baseline corrosion data for the test sites. Weight-loss data are reported for atmospheric exposures of 0.5, 1.0, 1.5, and 3.8 years. The marine environment was the most corrosive; the industrial environment was the least corrosive. The atmospheric corrosion resistance of the carbon steel was improved 25 pct by using incinerated scrap and nonin-cinerated-nondetinned scrap in the steelmaking process. In no case was the atmospheric corrosion resistance of carbon steel degraded by using the magnetic fraction of urban refuse as melting stock. The presence of sulfur in the corrosion film was the most important factor affecting the corrosion resistance of the steels. With increasing sulfur concentration, the rate of the corrosion reaction was reduced and the corrosion film became more protective. The residual elements in the product steels most responsible for improving corrosion resistance were copper and tin. These elements tended to increase the concentration of sulfur in the corrosion film. At the levels present in the product steels, Cr, Ni, and Pb had no observable effect on the corrosion resistance of the steels.

Oxiana Sepon?s mineral processing facility in south central Laos produces copper cathode using leach-autoclave-SX/EW flotation technology. Pyrite recovery in the flotation circuit is critical to the operation, as it is used to generate acid for the leach circuit. However, low pyrite recovery has been an ongoing challenge in the flotation circuit. Tailings characterization work done by Ian Wark Research Institute showed that the pyrite losses to the tail are made up of a combination of coarse liberated particles and finer particles that have been coated by clay fines. In December of 2005, a joint Cytec-Oxiana technical program was initiated to address the pyrite recovery issue. A series of diagnostic tests were performed in the Cytec Stamford Research Facility using synthetic plant water showing that the collector was precipitating as a metal salt, and was un-available for mineral attachment. The tests also identified several collector chemistries that would likely be robust in the Sepon low pH, high dissolved metal ion environment, and will not complex with ferric, ferrous, or copper in solution. With the support of the Sepon on-site engineers, an extensive, successful laboratory program was completed, which then was followed by on plant testing that showed a step wise improvement in pyrite recovery.

Silver bearing bulk sulfide concentrates from several Peruvian mines were autoclaved in a 19 liter (five gallon) laboratory autoclave in Lima, Peru. Cyanidation of autoclaved concentrates following a hot lime jarosite destruction step extracted over 98 percent of the silver and over 95 percent of the gold. Autoclave operating parameters such as time, temperature, pulp density and autoclaved solids recycle were investigated and reaction rates determined. The problems of excessive heat generation, silver solubility during autoclaving, and formation of pellets containing unreacted sulfides were addressed. The data presented will be used to design a continuous autoclave pilot plant to pro-vide reliable scale up data for a 50 -100 ton per day facility.

"Along the process of defining the fundamentals of a ferronickel project, several questions require proper answers from the very beginning such as the size and characteristics of the laterite deposit (oxide or silicate), the mineralogical variability, and the selection of the most valuable process route. In general, these elements will be defined along the progress of the exploration and feasibility studies, and definitive engineering. Also, from the very preliminary estimates, three questions are very common: what should be the plant capacity (annual tonnes of contained nickel), what will be the probable capital required (CAPEX), and what will be the estimated timeline (schedule) between the initial stage, say the feasibility study and the plant start-up and ramp-up to designed capacity. The accuracy of the capital cost estimates also progresses along the different stages of development from ±50% at the Preliminary Economic Assessment (PEA) stage down to ±5% for the Detailed Engineering and Construction stage. These accuracies of estimates have been, in some ways, accepted by the mining community and investors. The industry accepted benchmark for ferronickel projects in terms of CAPEX are then in the order of US$50,000 per tonne of nickel contained in the FeNi product. In this paper, the authors analyze in some details three ferronickel projects for lateritic ores that have selected the Rotary Kiln - Electric Furnace (RKEF) as the suitable technological route and have started production in the period 2006–2016. Some key aspects of the ferronickel projects are examined: 1) size and type of deposit; 2) flowsheet selection; 3) evolution of capital cost as a function of capacity from the feasibility stage to construction; 4) comparison between planned production scale and actual ramp up; 5) estimated capital expenditure (CAPEX) compared with actual figures; 6) nickel price evolution and timing of the approval for the project to proceed to construction and production start-up. The objective of this paper is to identify key elements that should be addressed in future projects and that are proposed as benchmark figures for similar projects."

"Stillwater Mining Company is the only U.S. producer of platinum group metals (PGMs) and the largest producer outside of South Africa and Russia. The Company controls a considerable portion of the J-M Reef and is currently developing the ""Blitz Project,"" which will provide a main haulage level, ore pass systems, backfill plants, and flow-through ventilation to increase production and ensure sustainable extraction of this critical strategic mineral. While driving two sub-parallel footwall laterals to about 8,125 m (26,000 ft) long, one of the development drifts experienced a massive fall in a geologically disturbed area created by a dike intrusion. Combinations of a void fill material (Tekseal), polyurethane injection, fore poling coupled with steel arches, and supplemental bolting allow safe and efficient advance through this geologically disturbed zone. The J-M Reef is a PGMbearing reef deposit located in the Stillwater Complex near NyeMontana. The mining property and location are shown in Figure 2.The Blitz Project is named after the Blitz mining claims and is developing the Eastern extent of the J-M Reef Project., This consists of a 5.5 m (18 ft) diameter TBM drive on the SOE (1,562 m (5,000 ft) above sea level and east of the shaft collar) and a 4.7 x 4.7 m (15 x 15 ft) drill and blast heading on the 5,600E (1,750 m (5,600 ft) above sea level and east of the shaft collar). The Benbow Decline will be completed running perpendicular to the TBM by drilling and blasting methods. The TBM drift will be used for exploration drilling, ventilation, and will serve as the main haulage level. The 56E will be used for ventilation and exploration drilling. The Benbow decline will serve as the exhaust drift."

There is little doubt that the stability of both highwalls and spoil piles is essential to efficient strip mining. Accurate determination of the appropriate geotechnical parameters will pay dividends during mining, but only if the mine operation closely follows the engineering plans which have incorporated These factors. Productivity is invariably higher in mines where failure of highwalls and spoil piles does not occur. This is the result of the reduced rehandle and better working conditions found in stable mines. Control of the waste piles and highwalls also leads to better coal recover since failures can result in the burial of uncovered coal, which is then lost to mining. Safety is an important consideration. The importance of providing a safe working place for employees and of protecting costly mining equipment is hard to overemphasize. For miners, working in areas where instability exists, the degree of hazard involved in their occupation is increased particularly where night operations are involved. It is true, too, that there have been many cases where loading equipment has been buried and severely damaged by failures.

The development of the Granduc mine presents a number of problems which are peculiar to its location and surrounding terrain. Because the development tunnels portal onto an area which is covered by an extensive glacier, and the mountain-side is subjected to dangerous snow slides, it was decided to construct an underground powerhouse to supply the necessary electric power and compressed air. This paper deals with the special problems inherent in the design and -construction of an underground plant. It involves the installation of diesel-electric generating equipment having an aggregate capacity of 1,050 kw.,and of air compressors with a total capacity of 2,400 cfm. Items dis-cussed include the selection of equipment to meet site conditions, the ventilation and cooling of the underground room, and the protection of personnel and equipment from explosions and fire. A short discussion on the automatic supervisory and alarm installation is also included. THE Granduc mine is located 135 miles north of Prince Rupert and 25 miles north of Stew-art. From 2002 to 2006, longwall mining was undertaken directly beneath the Cataract Tunnel, which is a 100-year-old, heritage-listed tunnel in Hawkesbury Sandstone responsible for delivering 20 per cent of Sydney’s annual water supply. At one location, undermining resulted in movement of at least 350 mm along a known fault that transects the tunnel. During this movement, the continued operation of the tunnel was ensured through a careful system of planning, monitoring and management.Of key importance to the success of the operation was the use of advanced numerical modelling to guide operations at all levels, including feasibility assessment, pre-mine mitigation works, monitoring design, operation performance and post-mining condition. This allowed many aspects of the potential impacts to be explored, including joint movements, rock mass deformations and changes in permeability. A key challenge was to successfully model near-field influences on adverse geological structure due to very far-field effects. This paper explains the model’s conceptual development, calibration, performance and limitations.Modelling provided the confidence to manage the impacts of large mining-induced movement on key infrastructure and ultimately predicted fault movement accurately. The McDonald deposit is a volcanic-hosted epithermal gold resource that is estimated to contain 251,000 kg of gold in 375 Mt of ore at an average grade of 0.7 g/t gold. Phelps Dodge exploration geologists, working for the Seven-Up Pete Joint Venture, discovered the deposit in 1989. By the end of 1992, 494 drill holes for over 113,000 m of drilling, bulk sampling, soil geochemistry, geophysics, metallurgical testing, engineering, and environmental studies had been completed to support feasibility studies. The discovery of McDonald required vision, persistence, and commitment of everyone from the geologist on the drill rig to the senior management of the company.

The Nation's mining and quarrying industries have again met the annual challenge to their ingenuity--that of reducing disabling work injuries among their employees. The effectiveness of management in facing this problem and in meeting this responsibility is evident from the results of the 1961 National Safety Competition. Three hundred ninety-three or 45.3 percent of the mines and quarries participating in the competition established a new record number of participants operating throughout the competition year without a disabling work injury. Another record established in the 1961 contest was the number of participants (868) enrolled in the competition. This annual safety competition was begun in 1925 and is conducted by the Bureau of Mines, U.S. Department of the Interior. It provides for six bronze Sentinels of safety trophies which are awarded each year to the winning participant in each group. Since its inception, the competition has exerted a strong influence in the field of safety promotion. The statistical record of its accomplishments over the years gives strong support to the theory that well-organized and well- administered safety programs are effective tools to be used to reduce the number of disabling work injuries. It stimulates and holds the interest of employees and management in accident prevention. Because of this, mines and quarries participating in the contest have a more favorable safety record than those operations not enrolled.

Ambient electromagnetic (EM) noise (natural or manmade) is a major limiting factor for the design and operation of many electronic devices, including through-the-earth (TTE) communications and tracking systems. Extensive studies on EM noise were conducted by the US Bureau of Mines in the 1970s and 1980s. Changes in the design and operation of electrical equipment since then, however, have resulted in changes in the EM noise environment. This paper reviews past research on surveying EM noise in the extremely low-frequency (ELF) and very-low-frequency (VLF) bands, which are the operating bands for TTE systems, and introduces a new battery-powered, rugged, portable measurement system for surveying EM noise in mining environments. Examples of surveyed EM noise measurement results in and above an active underground coal mine, using the new system, are presented in terms of absolute magnetic field strength levels. A new metric, average noise level (ANL), is introduced to characterize the noise level relative to a particular frequency band for a specific location. It is found that EM noise in mining environments varies significantly with time and location. EM noise levels at frequencies of 30 Hz that shifted from power harmonics (e.g., 90, 150, 210, 270 Hz) are relatively low and their variation with time can be statistically modeled by a Gaussian distribution. The conclusions and findings presented in this paper can help better design and operate TTE communications and tracking systems in underground mines.

"Quartz and silica not only occur in diversified forms in nature but find a multiplicity of uses in industry. The purpose of the present paper is to assemble brief summaries of the many widely differing industries engaged in the production and preparation of these minerals in their principal commercial forms. Due to the scope of the subject it was though advisable to divide the paper into three parts. Part I deals with the subject of quartz and silica in general. It also contains a flow sheet of silica from deposit to consumer (fig. 1). Part II covers the uses and other economic factors of quartz, quartzite, and sandstone, the varieties of silica found in consolidated form. Part III deals with sand and miscellaneous silicas such as tripoli and diatomite. A chart showing the major ramifications of these industries is presented herewith as an introduction to the more detailed discussion that follows.For a more intensive study of many branches of the quartz and silica industries the reader is referred especially to Bulletin 263 of the United States Bureau of Mines, Technology and Uses of Silica and Sand by W. M. Weigel. For annual statistics relative to silica and its products in the United States he is referred to the annual chapters of Mineral Resources of the United States, entitled ""Silica,"" ""Sand and Gravel,"" and ""Abrasives."" The name quartz is an old German word of uncertain origin used by G. Agricola in 1529.Silica or silica dioxide (Si02) either free or in combination with other elements constitutes 59.08 per cent of the lithosphere, and quartz alone represents fully 12 per cent` of all rocks. Next to the feldspar group quartz is the most abundant mineral in the earth's crust; and it appears in a greater number of varieties and modes of occurrence than any other mineral. Silica or quartz occurs in crystalline, cryptocrystalline, microcrystalline, and amorphous forms. The most common, however, is the crystalline form, which occurs as three minerals, quartz, tridymite, and crystobalite, and of these three tridymite and crystobalite are quite rare in nature."

This study compares wet gravity and dry magnetic separation for preconcentrating an allanite-rich rare earth ore from the Halleck Creek deposit. Material in the –300/+86 μm size range was treated to define a flowsheet that maximizes total rare earth oxide (TREO) recovery. The ore is dominated by feldspar and quartz, with hastingsite, an iron-bearing aluminosilicate. Because hastingsite’s density and magnetic response closely match allanite, it is difficult to reject using conventional methods. Two separation approaches were evaluated: MG12 spirals for gravity concentration and an Induced Roll Magnetic Separator (IRMS) for dry magnetic upgrading. MG12 spirals performed well in the rougher stage but provided limited gains when used as cleaners. When IRMS was applied as the cleaner stage, TREO grade and recovery improved substantially, showing that a dry magnetic cleaner circuit can effectively replace the wet gravity cleaner step. MG12 spirals remain suitable for highcapacity rougher duty, but dry magnetic separation delivers higher selectivity, simpler operation, and eliminates water use—offering a more efficient and sustainable preconcentration route in water-constrained environments.
