"On 9 February 2014, bushfire embers landing on exposed coal in a disused pit at the Hazelwood mine in Victoria’s Latrobe Valley ignited a coal fire that burned for 45 days. The fire was the largest and longest burning mine fire to occur in the Latrobe Valley (Hazelwood Mine Fire Board of Inquiry, 2016). Two Victorian Government Boards of Inquiry have been held into the Hazelwood mine fire. The most recent, in 2015, included consideration of the regulation and implementation of rehabilitation practice at Hazelwood and the other two brown coalmines of the Latrobe Valley (Loy Yang and Yallourn; Government Gazette, 2015).The 2015 Hazelwood Mine Fire Board of Inquiry commissioned Accent Environmental Pty Ltd (Accent) to undertake a review of the financial mechanisms for mine rehabilitation and closure adopted in Australia and overseas (Accent, 2015). Specifically, Accent was engaged to identify ‘any practical, sustainable, efficient and effective alternative mechanisms to ensure rehabilitation of the mines as required by the [Victorian] Mineral Resources (Sustainable Development) Act 1990’ in accordance with Terms of Reference 10 (c) (Government Gazette, 2015).The review by Accent included consideration of a range of financial instruments such as bank guarantees, trust funds and insurance. It considered a number of financial assurance systems in operation in Australia, New Zealand, the European Union, Canada and the United States. These systems included: full and discount financial assurance systems predefined liability proportion systems pooled fund systems the use of post-closure financial mechanisms such as trust funds (Accent, 2015).What lessons can be learnt from other jurisdictions? "The name 'Canadian Shield' is used for a vast area; largely in northeastern; Canada; underlain by Precambrian rocks. The part in Canada has an area; of about 1; 790; 000 square miles. Extensions in Greenland; Labrador; Newfoundland; and the United States bring the total area to around 2; 800; 000; square miles. The boundaries of the Canadian part are shown in Fig. 1.; At its margins; the Precambrian rocks can be seen at many places to; extend beneath a cover of flat-lying Palxozoic or later sediments. Information; from borings in the Plains and natural exposures in mountain-built belts; show that similar rocks form a large part of the continental platform. The; Shield; therefore; is a large exposure of what may be regarded as the foundation; of the continent."

In the following pages the writer has endeavored to give an account of the many methods, advantages, and disadvantages of preparing and burning powdered coal. For much of the information jmparted the writer is indebted to various firms in the United States and Canada whose plants he visited, also to the technical press. Manufacturers and operators of coal-fired furnaces can not afford to disregard the possible advantages of pulverizing their coal before burning it. Hence the purpose of this bulletin will be fulfilled if it leads them, after making careful estimates, either to abandon their present method of burning cGal on grates or stokers, and install the pulverizers, conveying system, powdered-coal feeder, and burner best suited for burning powdered coal in their plant, or to reject, as uneconomical, the replacement of their present system of burning coal by a system for pulverizing and burning it. No research work on the combustion of powdered Canadian fuels has been carried out by the Mines Branch, Department of Mines; but if this research work were carried out scientifically by competent engineers, chemists, and physicists, it would show how powderedcoal furnaces and burners should be designed to gi ve an efficiency higher than they give at present.

An 8.5-km (5-mile) conveyor has gone into operation in western Turkey to eco¬nomically transport crushed lignite from the mine area to a power plant. This conveyor has replaced trucks as the principal mode of transporting the lignite. One principal element of Turkish govern¬ment policy is the country's commitment to increase electricity supplies for mining and other industries. Lignite is an important source of electric power supply in Turkey. Production was about 48 Mt (53 million st) in 1987, amounting to more than 20% of the total power supply in Turkey. In the western Anatolia supply network, it plays a major role for power generation. Deposits are located in the Soma region of western Turkey. The lignite is of low quality, deposits are scattered, and the terrain is dif¬ficult and hilly. These conditions demand an economical and technically feasible method of transporting the raw material from mining areas to the central thermal power plant. The Soma power plant is located about 120 km (75 miles) northeast of Izmir, near the coast of Aegean Sea. An overland conveyor of a unique design has gone into commercial operation at the Soma power plant facilities of the Turkish state electricity organization, Türkiye El¬ektrik Kurumu (TEK). The conveyor re¬places truck transport to ensure economical use of the lignite deposits. Computer-aided design (CAD) added more precision, qual¬ity, and flexibility of engineering in design activities. It also helped quick realization of the project that was executed in cooperation with the German company Krupp Industri¬etechnik and the Turkish firm Gama Endüstri AS. Unique features The conveyor includes several major features rarely combined in a single flight: Overland long distance conveyor. • Horizontal curves. -Steep vertical concave and convex curves to match the difficult terrain. Down-hill conveying. Frequency converter drives with vari¬ able belt speed. Generating operation mode to backfeed the energy to the network. Layout The 8.5 km (5 mile) long conveyor takes the -200 mm (-8 in.) lignite from the primary crushing plant located near the mine to the central, final crushing plant located in the stockyard area near the power station. The drive and belt tensioning assemblies are situated near the tail end of the flight. The high voltage switchgear is housed in a room in the primary crushing plant build¬ing upstream from the conveyor flight. The use of statistical design to optimize deinking process design has been studied for the flotation deinking of newspapers. The interactions of two variables are often important in determining flotation deinking efficiency. The interactions can be synergistic or antagonistic. These interactions would not be discovered using the traditional method of varying one parameter and holding the other variables constant. An experiment design in which two or more process parameters are varied simultaneously is required to identify these interactions. A considerable number of conclusions could be drawn about the relative importance of process variables on ink particle size distribution, ink removal efficiency, and flotation yield loss in a flotation deinking process. However, these findings could be influenced by the deinking surfactant and the ink chemistry.

1 Flotation Analogy To explain flotation in simpler terms the following analogy will be used. A factory (the flotation cell) manufactures a product (collector coated mineral). The product (collector coated mineral) is transported to market (the launder). A truck (the frother) is used to transport the product (collector coated mineral) to the market (the launder). The truck (the frother) transports the product over a road (the froth bed). The truck (the frother) and product (collector coated mineral) are supported by tires (the air). 2 Assumptions This operating philosophy assumes that the correct collector dosage is present along with the correct particle size distribution, pH conditions, etc. and that the minimum required frother dosage is correct. 3 Collector Addition The collector addition as used at a flotation plant is based on dosage rate as determined by the amount of mineral value entering the concentrator. Collector is normally added at two points in the concentrator: The primary flotation circuit and staged addition in the rougher scavenger circuit. Surveys have shown that the staged collector addition provides an increase in the kinetics and increases the recovery of the valued mineral in the rougher scavenger circuit. 4 Frother 4.1 Frother Dosage As explained in the above analogy, frother can be likened to the truck that transports the product (collector coated mineral) to market (the launder). Just as you would not use a truck rated at 15 tonnes to transport a 20 tonne load, you cannot expect to transport coarse minerals to the launder when there is insufficient frother present. Frother dosage must always be at, or above the minimum target. If less frother than the required minimum is used, then coarse mineral particles will not be supported and transported to launder where the mineral is recovered. To the naked eye the froth characteristics, even when insufficient frother is used, will appear to be correct. You cannot see the coarse particles that are not being recovered in the froth. (See Section 4.2 below for an explanation of why this occurs.)

Fly ash is a by-product from coal-fired power stations that is captured from the exhaust gas stream by electrostatic precipitators (ESPs) or bag houses. It is mainly derived from the inorganic components in coal but also contains residual carbon from unburnt fuel (measured as LOI). In the past, nearly all fly ash was sent to landfills or tailings ponds by power generators but this trend is quickly changing due to landfill costs, sustainability requirements and the inherent value in correctly processed fly ash. The main property that makes fly ash suitable for recycling is its use as a pozzolan. Pozzolans exhibit cementitious properties that make them suitable for partial cement replacement, and that can have beneficial properties for concrete mix designs. Fly ash can be used to replace up to a third of the of the Ordinary Portland Cement (OPC) requirement. Suitable fly ash nearly always requires the removal of the less reactive coarser fraction from the finer fraction. Due to the pozzolanic nature of fly ash, it must be processed dry and separation is normally required at 45 micron. In response to the increasing demand from a range of dry classification applications, Metso purchased an established air classification technology suitable for both mining and construction applications. The classifiers intelligent design efficiently utilizes the air flow which keeps power requirements low whilst including a scrubbing/recirculating function within the classifier that allows extremely efficient separations even at very fine sizes. This technology is of global interest to Fly Ash processors, but should be of particular interest in India which is both the second largest cement producer in the world as well as producing 80% of its power from thermal sources. This paper is intended to give a brief overview of fly ash and requirements for use as a pozzolan, air classification of fly ash and a case study from an established and experienced fly ash producer. "The adoption of a significant pile testing regime, the use of Eurocode 7 as the design standard, the development of lean construction techniques, and lateral thinking in overcoming some considerable construction challenges allowed Stent Foundations to construct the foundations for the new Wembley Stadium, London, on time and within budget. In addition to the piling works for the main stadium, and after significant design development, a large number of extra piles were required to raise the new iconic roof Arch to its final position some 133 metres above the ground. A 1,400m long contiguous bored pile wall was also constructed to allow for excavation and formation of the new pitch. As long ago as the 1880's, Wembley Park leisure grounds had football pitches and running tracks.In 1918 the British Government began planning a British Empire Exhibition with a stadium as its centrepiece. The Exhibition area covered 219 acres and the area on which a former abandoned tower called Watkins Folly had stood was chosen as the site for the new stadium (http://www.wembleystadium.com).The Empire Stadium, as it was originally known, was designed by architects Sir John Simpson and Maxwell Ayerton and the engineer Sir Owen Williams. It took just 300 days to complete at a cost of £750,000 ($1.4m), and was built using 25,000 tons of ferro concrete, 1,000 tons of steel, and over half a million rivets.The Empire Exhibition was a remarkable event, containing fountains, lakes, gardens, and many pavilions, each representing the architectural style of the countries exhibiting. It was opened on 23rd April 1924 and the final attendance was over 27 million, with 4.5 million admissions to the Empire Stadium alone."

Results are presented for the first phase of an experimental program to study the feasibility of using acoustic velocity for predicting the state of stress in a rock mass. Compressional wave velocities were determined axially in cylindrical samples during uniaxial compression for several rock types conditioned in dry and water-saturated environments. Results indicate that in rocks containing compressible voids or cracks, substantial velocity change occurs with the application of stress in the lower (below 100 MPa) stress regime. The effect norm- ally is nonlinear, however, and diminishes to asymptotic values when cracks or voids become closed or with saturation. Empirical prediction equations were derived for each rock type by linear and nonlinear regression analyses, and correlation coefficients were calculated to determine the equations that best fit the stress- velocity data. The operational range for predicting stress using compressional-wave velocity appears to be within the range of vertical stress expected in most shallow to intermediate depth mining operations (less than 1,000 m). Based on the experimental results to date and theoretical considerations, it appears that the technology can be advanced to predict in situ stress based on acoustic P-wave velocity determinations in most mining situations.

"EAF dust is categorized as a hazardous solid waste. EPA approves only two treatment methods: either sending the dust to zinc recycling facility, or stabilizing it first and then disposing it to a specially-lined landfill. Both treatment methods are costly to EAF steelmakers. In order to reduce the cost and even better to make profit from the dust, EAF steelmakers need to find a costeffective technology to separate zinc from EAF dust. This paper is dedicated to discussion of a novel recycling strategy: in-process separation of zinc from EAF dust. The concept of in-process separation of zinc from EAF dust is first defined, and then a simple Zn concentration model is developed. From this model, two approaches of in-process separation of zinc from EAF dust are derived: (1) prematurely capturing dust at very high temperature when zinc is still in vapor status, (2) prematurely collecting dust immediately after quickly cooling EAF off-gas from high temperature to low temperature. Next, thermodynamic analysis is conducted to understand zinc behavior in EAF off-gas. It is demonstrated in theory that zinc is in vapor status while it exits from electric arc furnaces. At last, recycling routes and economics of in-process separation of zinc from EAF dust are discussed.IntroductionElectric arc furnace (EAF) plays an increasingly important role in steel production. According to USGS, steel production from electric arc furnaces has long exceeded that from basic oxygen furnaces [JJ. In 2009, electric arc furnaces produced 64% of total steel in the United States.Along with the fast growth of EAF steel production, generation of EAF dust is also rapidly increasing. A survey by AIM Market Research showed that 10 - 20 kg EAF dust was generated for every ton of EAF steel produced [2] In 1999, the United States alone produced 770,000 metric tons of EAF dust [3] In Europe, annual generation rate of EAF dust is more than one million tons [4-5]. In Japan, about 450,000 tons of EAF dust is produced each year [6] Globally, total generation of EAF dust was estimated to be more than 5 million tons per year [5] EAF dust is categorized as a hazardous solid waste since it often contains heavy metals, such as lead, chromium and cadmium. US Environmental Protection Agency (EPA) approves only two methods for treating EAF dust: (1) recycling the dust by EAF-dust recyclers, and (2) specially landfilling the dust for disposal after it is chemically stabilized. These two methods of treating EAF dust are both very costly to EAF steelmakers. It was estimated that a fee of $150 to $200 per ton of EAF dust was paid for various treatment options, which added approximately $2 - 3 cost for every ton of liquid steel produced by electric arc furnaces [?J."

Growing Greener is the single largest investment of state funds in Pennsylvania’s history, allocated to address the Commonwealth’s critical environmental concerns. Signed into law by Governor Tom Ridge on December 15, 1999, Growing Greener will enable the Department of Environmental Protection (DEP) to appropriate nearly $240 million over five years, to watershed restoration and protection, abandoned mine reclamation, and oil and gas well plugging projects. DEP has utilized these allocations in some remarkably innovative ways, as it: involves the cooperation of several state agencies, local governments, and grassroots organizations to address environmental concerns of the Commonwealth, provides funds directly to watershed groups based on locally determined decisions for local watersheds and offers a user friendly process. In three years, over $130 million in watershed restoration and improvement projects have been initiated.

Twenty-three companies mined kaolin in nine States in 2004. Production was estimated to be 7.6 Mt (8.3 million st) valued at $912 million, based on preliminary data. This was a slight decrease from 7.68 Mt (8.46 million st) valued at $939 million in 2003.Georgia was the leading producer state with an estimated 6.5 Mt (7.1 million st) in production. It was followed, in decreasing order of tonnage, by South Carolina, Alabama, California, Texas, Arkansas, Nevada, Florida and North Carolina. Georgia accounted for nearly the entire domestic water-washed, delaminated, and pigment-grade calcined kaolin production. Consumption Sales to the paper industry accounted for 49 percent of domestic sales and 64 percent of total sales. Other major markets for domestic sales were refractory products (10 percent), paint (5 percent), fiberglass (4 percent), catalysts (3 percent) and rubber (2 percent).Paper coating and filler markets accounted for about 87percent of export sales of kaolin.

The flotation work on samples from nine fluorspar properties in Crittenden and Livingston Counties, Ky., reported herewith was part of a wartime project that resulted in increasing the supply of metallurgical-grade fluorspar. The samples were tailings, dumps, and waste rock that had been rejected in previous milling operations. All were treated successfully by flotation to yield metallurgical-grade concentrates with recoveries ranging from 77.5 to 98.3 percent of the fluorite. After the laboratory testing, the results of which were available to the owners and operators of the properties, many of the tailing ponds and rock dumps were milled. The real value of this report, therefore, is to show the operators of gravity concentration plants the possibilities of re-treating waste products by flotation either at some future time or currently with the gravity

Posteriormente se realizaron pruebas como la del carbón R.O.M. en una planta Bradford improvisada, demostrando que el carbón y los "middlings", se trituran fácilmente gracias a la friabilidad del mismo y que el producto de tamaño mayor puede ser escogido a mano fácilmente para su disposición futura. Mientras que las pruebas de diversas clases de "middlings", evidencian dificultad en el tratamiento para la recuperación de carbón puro, pues el triturado a tamaños finos libera sólo pequeñas cantidades de carbón "float", manteniéndo su calidad inferior en comparación con los finonaturales, que se trituran fácilmente del R.O.M. y del producto de la planta Bradford. Size-by-size partition curves for mineral separation in dense-medium cyclones pivot about a single characteristic point. This is defined for stable, non-segregating media by the medium density and the proportion of the medium reporting to the underflow. The pivot point departs from these values for unstable, conventional media. The phenomenon can be represented by an equation with two parameters defining pivot point coordinates and two the Ep value. On the basis of experiments in a 200 mm cyclone using ferrosilicon media, simple regression equations were developed for the separation parameters in terms of operating conditions (the coefficients were likely to be site-specific). The experiments successfully decoupled the effects of medium density and viscosity and showed that the value of Ep was independent of the former but strongly dependent on the latter. A classification model was used to predict the density of the underflow medium, a knowledge of which is required to determine the pivot parameters. The model correctly reflects the performance trends observed in dense-medium cyclone operation and has the potential to be generalised to a wide range of industrial practice.

In 1981 the U.S. Bureau of Mines and U.S. Geological Survey conducted a mineral survey of the Pyramid RARE II area (No. 5023) covering 23,500 acres (9,500 ha) of E1 Dorado National Forest and 7,900 acres (3,200 ha) of the Lake Tahoe Basin Management Unit (fig. 1). The Bureau of Mines investigation did not reveal mineral deposits in the area. Samples taken from silicified and limonite-stained metasedimentary rocks and aplite dikes were void of precious or base metals or uranium. Placer samples from stream gravels contained no gold values. Molybdenite occurs in quartz stringers within quartz monzonite near Grass Lake, adjacent to the area; no extension; were found in the area.

The Barrick Mercur Gold Mine lies in the Oquirrh Mountains of northern Utah. Limestone, sandstone, shale, and chert are the predominant rock types being mined. Recent expansion has encountered rhyolite. Lithology and structural attitudes control most mechanical behavior. Slope steepening, mine planning, and site selection are presented as means by which geological engineering has contributed to the economics of the operation. Geomechanics investments of approximately $700,000 have resulted in cost savings or additional production worth over $16,000,000.
