In 1991 the Government of the Republic of Zambia passed legislation providing for the privatisation of Zambia Consolidated Copper Mines Limited (ZCCM). The newly formed Mining Companies, established after nearly a decade of difficult and protracted negotiations on such matters as, cash at close; retained percentage interest by ZCCM; equity investment; future investment commitment and tax concessions, were faced with great internal challenges and a harsh external environment. There was a convergence of a number of negative forces that had and will continue to have an impact on the mining environment in Zambia. The most crucial of these being, the competitive pressures of the global economy, fluctuating copper price and the prevailing HIV/AIDS pandemic. In the short period after privatisation, the Industry has seen the collapse of Binani Industries (Luanshya Mine), the withdrawal of Anglo America Corporation from Konkola Copper Mines Plc and the disposal of Chambishi Cobalt and Acid Plants by Anglovaal Mining Ltd. The objective of this paper is to provide a theoretical and practically researched foundation, which may be used to assist Zambian Mining Companies in making informed decisions on the issue of Strategic Outsourcing and the degree to which this may support the successful and sustainable growth of the Zambian Copper Mining Industry. If judiciously implemented, Strategic Outsourcing has the potential to generate a practical business valuation and process to assist Mine Management in the achievement of their business goals and consequently the return on investment to their Shareholders.

Interestingly, the pass that many feel is the route that Hannibal chose, Col de la Traversette, is the sight of possibly the earliest avalanche mitigation known. Monastery records describe a tunnel built in 1470, near the top of the pass designed to protect pilgrims from the upper slopes. For the next several centuries, avoidance and reinforced structures were the primary tactics to defend from avalanches

Without an exclusive definition of administration in business, we could propose to define it as performance by management to adopt or implement established business formulas. Administration could also be defined as a universal process that organizes people, and achieves, through efficiency, common objectives and goals. Humanity developed some form of this process from the beginning of civilization. To imply that something is new in administration might be considered specious or naïve. Moreover, what is new in management? Administration of business is not new to the world. To prove this statement, we need only ask this question: Does the architecture and monumental workmanship of the past civilizations of ancient Egypt, Rome, and the Incas demonstrate management without administration and without definition of objectives? The answer must be a resounding ?NO!? In spite of this acknowledgment and for the purposes of this presentation, I will use the word ?new? in business and hope that the reader will follow my reasoning. The mining industry has unique characteristics in respect to other industries. It is multi-disciplinary, has a single purpose (majority for one metal), has two players (man and nature), and it involves high risks for generating environmental imbalance. Mining exploits non-renewable and finite resources, creates an unstable job market (work hard to have no work) and a speculative economic market with unpredictable prices ? a one-time payment for a finite resource with multiple recycling. On top of all that, the industry still operates within obsolete petroleum-based technology, utilizing practices that were designed two centuries ago. Today, we confront the challenges of the millennium with outmoded practices and management. Ordinarily, several styles of administration are standardized into a FRAGMENTED vertical system of organization. Mining has rigid objectives in production, with profitability as the focus from the beginning to the end. Citing the concept of safety, as an important facet of production is bombastic since, in truth, mining is an experimental industry that consistently reports high numbers of fatal accidents. In mining, we designed a process to work according to our objectives, demanding attention and supervision of all levels of management with a halo of parameters that are not assimilated into the design. We continue to perform a rigid style of management in an industry that is still not responsive to variations of the market ? losses in particular. The existing design process generates loss without capitalization and without response to said loss. This perception is reflected in a mindset that is only too ready to ignore mining liabilities. The reality of the enterprise has created an immense pressure from top to bottom in the hierarchy to do more with less. It is for all of these reasons that I propose to set forth a new essence for administration that encompasses an alternative vision and style in mining: Management by Loss. MANAGEMENT BY LOSS Management by Loss (MBL) is a systematic, integral process organized to quality control operation and the human profitability within the industry. It permits focus on achievable goals by utilizing the best practices (Mining Open-closing). Identification and characterization of loss in the process determine how objectives are defined, controlling the time limits to execute based on constant balance of mass, energy, water, and ?wastes? in each stage of the industry, in order to reach final objectives. The concept of loss can be defined by various criteria. Generally, it is the mass that could not make or arrive at its destination from a designed process or simply, it could not maintain balance. Otherwise, the design of the process describes the final point of the resource. However, those resources could not make their destination because of failure to use the best design, resources and TIME. The loss has typical characteristics such as Identifiable, classifiable, measurable, manageable, controllable, valuables, negotiable, avoidable, reportable, and monitoring. In the traditional scheme, these losses are not registered; they are made exclusions. We are trapped within a system, which was designed to obtain objectives of the industry in a specific timeframe. In the present style of administration, the focus is total - our emphasis in this treatise is in the loss. The current traditional report form contains only the most positive achievement of objectives, only the best of the exercise, humanizing numbers, without touching what we left behind or what we were waiting for to assimilate as a ?surprise account?(new account of liabilities). Management by loss is a method that redefines the concept of waste (waste zero) for controlling the mine operation under the equilibrium of the ecosystems. This method confronts the problems that impact our industry in this millennium. Understanding and quantifying losses (reserves, resources, time, energy, water, soil, materials, equipment, tasks, labor, ecosystems, etc) is a priority mandate for the industry and demands the application of a ?new ? style of administration by seeking to maintain balance instead of the disequilibrium that mining now creates in nature. It is necessary to answer questions such as: How can we minimize loss? How can the loss be assimilated during the life of the mine? What is the vision of mining in respect to the generation of waste? How can we convert liabilities into assets? In addition, the control of loss is determined in the achievement of the plan. Loss occurs because of a failure of the process in the original plan. Still we do not plan to fail but we fail to plan appropriately. It is a remarkable thing to accomplish and compel those objectives described in the original plan when that plan is designed with a determined budget. If not, we lose time and, of course, capital. Moreover, in Management by Loss (MBL), we can find answers to the following questions: What is the multiplier of productivity in mining? What are the influences of identification and characterization of loss and what is the level of efficiency of energy in order to achieve waste zero (effective cut off grade)? The challenges of mining in this millennium validate this new style of administration. Finally, it is important to point out that mining is entering into an era that has different rules, but the industry is still run by companies functioning with objectives from two centuries ago. They are trying to confront issues with concepts that are not designed for new tasks. Therefore, I ask you to consider this new style of administration of business under a vision of how the industry should be organized and managed, with an attitude of balance toward nature and social responsibility.

Since 1999, the CWP level among miners with 25 years or more experience, for instance, has risen from slightly more than 4% to 9% (See Figure 1). While it is obviously necessary to protect all miners’ lungs, there is now a technology to improve the chances that new miners’ lungs will be protected from the day they begin work.

In a paper presented at the Heavy Minerals Conference 2001 a laboratory scale investigation on the beneficiation of an ilmenite containing waste stream by magnetizing roasting was reported1.This waste stream contained a high concentration of ilmenite, which was contaminated by chromite and other gangue minerals. Interpretation of the results of the investigation was based on the assumption that during magnetizing roasting of an ilmenite concentrate, under the oxidizing conditions, the magnetic properties of the chromite would remain constant. In this article thefollowing hypothesis was tested: The magnetic susceptibility of chromite would remain constant during magnetizing roasting of an ilmenite concentrate under the oxidizing conditions reported by Gouws and Van Dyk1. The results of this study indicated that the hypothesis is not true. The increase in the magnetic susceptibility is not significant though and it is expected that it will not influence the final ilmenite quality to a large extent. Based on the assumptions that the bulk magnetic susceptibility of the waste stream samples represents that of the ilmenite in the waste stream, and the bulk magnetic susceptibility of UG1 chromite that of the of chromite in the waste stream, the results also served to confirm that the waste stream with a high chromite content should be roasted under oxidizing conditions, in a reactor with a well-defined retention time distribution (i.e. a fluidized bed reactor), at a roasting temperature of 750°C (rather than the higher temperature ranges of 800°C and 850°C).

Heightened environmental consciousness has resulted in the development of various international accords dealing with natural resource management. This international awareness is now being translated into regional and local initiatives that proactively implement collaborative environmental management programs. One such program was recently initiated in northern Chile in recognition of the interconnection of Andean salars. Cooperative efforts between industry, governmental agencies and academic professionals have resulted in the implementation of simultaneous environmental monitoring of flora and fauna in the salars of northern Chile. This coordinated effort is leading to an improved understanding of the migratory patterns of South American fauna, as well as improved access to an expanded database for the multiple user groups associated with the Andean salars. The El Abra Mine is actively participating in these coordinated monitoring efforts.

The understanding of the influence of the different types of apatite on the performance of mineral processing of igneous phosphate ores is still a challenge due to the difficulty to explain why some types of apatite floats in the froth flotation cell and others do not under the same conditions. Three types of apatite were identified by means of cathodoluminescence (CL) images in flotation concentrate and tailing samples from the Catalão mine: predominantly blue apatite, followed by green apatite and less frequently yellow apatite. The chemical composition of these types of apatite was determined by electron microprobe analysis (EPMA) and LA-ICP-MS. Blue and green apatite respond well to the process, thus remaining in the concentrate, while yellow apatite remained in the tailings. Yellow apatite is the one bearing the lowest P2O5 content and the largest anionic and cationic sites substitution, followed by green apatite, whereas blue apatite is the most homogeneous, with highest P and Ca grades and lowest substitution level. A negative correlation of the amount of phosphorus with fluorine was observed. Furthermore, impregnation of iron oxide-hydroxides in the yellow apatite was also observed. Therefore, the low flotation behaviour is due to low crystallinity coupled with impregnation onto its surface.

IBC Advanced Technologies, Inc. (IBC) has developed a mercury selective product, which can be used by sulfuric acid producers as either a polisher, or as the primary technology for mercury removal from sulfuric acid. The Molecular Recognition Technology (MRT) separations material selectively binds Hg2+, and to a lesser extent Hg+, out of concentrated sulfuric acid. Mercury output levels of less than 0.1 ppm can be attained by the MRT system. Pilot plant tests have been successfully conducted at base metal smelting operations. A large-scale commercial plant is due for commissioning in 2003. Results from these projects will be discussed.

The authors of this paper, in substituting values in a material balance equation associated with a gas reserve and a water drive, cannot find sustainment of what the gas in place should be; therefore, their conclusion is that this type of problem dealing with gas reservoirs is insoluble. They have introduced the word, "cybernetics," based on the work of Norbert Wiener, that further extends this line of reasoning, namely, to the effect that the system is a "black box", and that the gas reservoir and aquifer can take on infinite aspects 'based upon their past performance, to quote the authors. The inference is that this black box is an unknown. which permits in computer programming to subscribe as many variables as possible to observe by adjustment of one to another those combinations of conditions that fit field behavior. This may satisfy those in this discipline whose dedication is to programming, but to the others this is a comparison to the rationalization of the combinational results of the throwing of dice—a probability procedure. In reservoir engineering we are more direct. We learn from the examination of individual we'll and field data exactly what is in this black box. I now come to the impasse that has confronted these authors in their machine calculations. In this I have reproduced from their own production data (Tables 1 and 2 of their paper) pressure vs cumulative gas produced. shown as Figs. D-1 through D-5. A perusal of any of these five plots, for the corresponding fields in the Po Valley, shows the straight-line relation of pressure vs gas produced, evidencing pressure depletion. The point I make is that in their fundamental production data, there is no variance from a straight line that can support a water drive.

Increased consumption of concrete in the Pacific Northwest has pushed aggregate resource development pressure from urban areas west of the Cascade Range to rural areas east of the Cascades. Some recent development has focused on barge and rail accessible off-reservation Indian allotments that are exempt from state and county regulations. These lands have their own unique set of challenges, especially when Federal and Tribal governments have conflicting goals and attitudes pertaining to resource development. This paper discusses issues of leasing, reclamation, Federal vs. Tribal authority, cultural resources, and the history of allotment.

Renewed interest in the underground gasification of coal evolves from comprehensive studies of earth fracture systems that indicate that the movement of fluids can be controlled in the coalbed. In particular, directional property studies of natural microfissure occurrence, permeability, ultrasonic velocity, tensile strength, and orientation of intervals of inherent rock weakness, together with geologic structure setting and fracture trace analysis, can predict the gaseous flow paths in the coalbed. Having this information, the dominant direction in which gases generated and/or liberated by heat would move can be determined so that appropriate well patterns can be developed. Together with advances made in drilling technology that permit long horizontal holes to be drilled through the coal seams, tests can be conducted to determine whether directional control will permit devolatilization of the coalbed and gasification of the remaining hot coke in a systematic manner to produce a low-Btu gas suited for the generation of electricity.

The legacy issues from mining can, and have often, extended well beyond the closure of operations. However, conventional cost-benefit analysis provides little incentive to implement initiatives at the project development stages of a new mining project as the costs that will be incurred towards the end of the mine life, 20 years or longer, appear minor in net present value (NPV) terms. This analysis can be misleading as the true costs of managing post-mining land can continue for many years, or decades, after mining ceases and any resulting unfavourable legacy issues can delay or prevent government permits or licences to develop new resources. Proper upfront planning is critical for implementing successful rehabilitation and closure strategies. The investment in this planning needs to be done in a structured and rigorous manner taking into consideration the long-term and broad benefits of sustainable land uses after mine closure. The advantages of such an approach could include the streamlining of regulatory approvals by early advice to the regulator of identified issues and responses to those issues, and clear evidence that a strong social licence to operate ethic with local, regional and national benefits is included in the decision-making process. This paper investigates the potential closure options for two case studies at the early stages of project development - concept and prefeasibility. By using a sustainability framework that can identify opportunities and risks, prospective initiatives that deliver enhanced environmental, community and social benefits will be compared with compliance-orientated approaches. This comparison is made across the Five Capitals Sustainability Model - natural, human, social, manufactured and financial. The results of this analysis demonstrate that upfront planning during project development and due care and effort during the life of the working mine will reduce the risks of long-term detrimental legacy issues. "INTRODUCTION Preliminary examination of the Blue Ledge mine was made by O. H. Metzger, a Bureau of Mines engineer, in May 1943. A result of his recommendations; a Bureau of Mines sampling and exploration project was begun by J. R. Reynolds in October 1943 and continued to December when it was recessed for the winter. The project was resumed by the auther in May 1944 and was completed in November 1944. The Federal Geological Survey 3/ assisted by mapping the geology of the mine and logging the diamond-drill cores obtained from the Bureau's exploration Company maps, diamond-drill-hole records, several reports, and other data on the property were made available to the Bureau by D. C. Brown, of Towne Securities Corporation, owner of the Blue Ledge group of claims. E. A. White, general manager of the Tacoma Smelter of the American Smelting & Refining Co., supplied statistics for all ore that has been purchased from the Blue Ledge mine by his company."

"The current state-of-the-art of chloride hydrometallurgy for treatment of complex sulphide bulk concentrates is reviewed. General considerations regarding the various flowsheet steps are examined and options discussed. Then, individual flowsheets are presented and discussed. Finally, the forward prospects for chloride hydrometallurgy for treatment of complex sulphide bulk concentrates is considered and conclusions drawn concerning the likely application of this technology in the future. IntroductionHydrometallurgical processes for treating sulphide concentrates, in general, have received considerable attention over the last three decades or more. Many flowsheets have been developed, many pilot-plant studies have been undertaken and several processes are now successfully operating. For example, direct ammoniacal pressure leaching has been used by Sherritt Gordon Mines since the 1950s to extract nickel from pentlandite concentrates, the roast-leach-electrowin route is widely used to recover zinc from sphalerite concentrates and direct sulphuric acid pressure leaching of sphalerite concentrates has been successfully commercialized. Also, Duval Corporation operated a direct cupric/ferric chloride leaching process (Schweitzer and Livingston, 1982) with electrowinning to recover copper from chalcopyrite concentrates, this process (now closed) being the only chloride process which has been commercialized for a sulphide flotation concentrate. Despite these developments, it has long been considered, particularly for copper sulphide concentrates, that direct hydrometallurgical processes are in the main unlikely to be able to compete successfully with smelting for large-scale operations of simple high-grade single metal concentrates. As long as such concentrates can be produced commercially, smelting is likely to remain the principal processing route (Flett, 1981). This view is being challenged nowadays through pressure leaching developments made by Dynatec and CESL in Canada and the recent start-up of the Western Metals Gunpowder plant at Mt. Gordon in Queensland (Flett, 2000). Complex sulphide ores offer even greater opportunities because of the ability to produce a bulk sulphide concentrate from the complex sulphide ore with considerably higher metal recovery than is often possible from the production of individual metal sulphide concentrates from differential flotation. Interest continues to focus on hydrometallurgical solutions to these processing problems, particularly with regard to chloride hydrometallurgy. With increasing land development, the potential of fatalities from abandoned mine shafts increases. To minimize potential liability, shaft closure should be a critical part of mined land reclamation. The Bureau of Mines is conducting research into using lightweight foam concrete in sealing abandoned coal mine shafts. A demonstration seal consisted of a 3m thick foam concrete plug to provide lateral stability inside the shaft. A high density concrete cap provided load-bearing capacity for a 100-year service life. The USBM has also completed research into changes in foam concrete when it is pumped or dropped from different heights. It is concluded from the research that foam concrete can undergo significant air loss with pumping or dropping. This foretells significant changes in the characteristics of the concrete as well as an increase in the weight and cost of the in-place concrete seal. When using foam concrete to seal abandoned mine shafts, care must be taken to minimize air loss during placement.

The year 1986 was not a good year for the world's mineral industry from several viewpoints. Levels of production, both of crude minerals and processed forms, registered declines in the cases of a greater number of commodities than the number that recorded increases. The overall value of world crude mineral production was estimated to have increased, but only very slightly in terms of constant dollars to nearly $997 billion. Although there were modest increases in the consumption of all major fuels and most major metals, the latter at least apparently resulted more from drawdowns of inventories than from increased production (fuel consumption increases did come from higher output levels), and consumption of most major fertilizer and chemical commodities (nitrogen, phosphate, and sulfur) were at lower levels than those in 1985. Prices for a number of mineral commodities declined, headed by the very substantial drop in world crude petroleum prices, but also including downturns for a number of metals and industrial minerals as well. There was insufficient information to reliably fix the level of the dollar value of world trade in minerals, for while output was up in the case of some large-volume materials such as iron ore, coal, and crude and refined petroleum, suggesting that the volume of trade in physical units may have increased, declining prices may well have offset quantitative gains.

Over 800 mines have closed in Australia in the past 25 years. This paper summarizes the data obtained from those closures and includes all Australian States and Territories and all commodities, including metalliferous, coal and industrial minerals. Twenty five percent of the mines closed due to resource exhaustion or depletion; 24% due to high costs, price drops, or declining grades; 8% due to open pit resource depletion (but with underground reserves remaining) or underground reserves depleted (but plans to open cut remainder) and 7% due to receivership or voluntary administration. The environmental, social and economic impacts of these closures are also significant and include acid mine drainage and impact on mine employees. An understanding of the causes of premature mine closure will better equip mining companies and governments to better manage future mine closures, wherever in the world the mines are operating.

Lightweight magnesium alloys are gaining in popularity for applications in the automotive and aerospace industries, Their use, however, remains limited due to their relatively low strength and creep properties. Lost Foam Casting (LFC) is a new casting process and the strength of foam cast magnesium alloys has not been investigated in great detail thus far, In this research, magnesium alloy AZ91 E and three new alloys were cast by the LFC process to study the effect of varying aluminum and manganese content on the alloy's tensile properties, The study reveals, that the tensile strength of the magnesium alloy is closely related to the relative amount of aluminum in the system. Formation of ß-Mg17Al12 phase was seen to significantly affect the yield strength and ductility of the alloy, Furthermore, formation of manganese intermetallic compounds was seen to effectively increase yield strength of the base alloy, Individual alloy morphologies were analyzed via optical and SEM techniques.
