But what is a “world class” standard and how can it be achieved? Is there a yardstick by which an industrial organization can measure the relative performance of its maintenance activity and compare it with performance levels that universally identify “world class” status? Are there financial formulas, achievements, evaluation techniques or indices that provide this yardstick?

1. INTRODUCTION It gives me great pleasure to extend my warmest greetings to everyone attending the 30th International Conference of Safety in Mines Research Institutes. I would also like to bid a special welcome to all of the international delegates who have travelled to Johannesburg to take part in what surely be a most rewarding session of deliberations. As you come together over next four days, you will have a wonderful opportunity to exchange ideas and information on strategies and practices for the implementation of sustainable patterns of development. The objectives of this meeting are both timely and far-reaching, as countries around the globe work towards the sustainable use of the world resources. Each of you brings a high level of expertise to these deliberations. I know that you will make the most of this opportunity to address the challenges and opportunities to highlight the most innovative and technologically efficient methods of social protection in order to ensure an increase in the quality of life, health, safety and living environment for the peoples of the Africa. Our country, although endowed with an immense and diverse array of mineral deposits, is perhaps best known in the mining industry for the fact that it is the world’s biggest producer of gold. Although South African gold production has declined over the past years and the industry faces serious problems, it is a myth that the South African industry is moribund. There is a new energy coursing through the South African producers which will ensure their powerful presence for many years to come, based not only on their domestic production but also and probably increasingly on their external operations. Africa features prominently in the latter category.

In 1973, US Borax & Chemical Corp. began investing three days wages and about $20 in training materials in every new employee before having him report to his first job. The result? Accidents involving new employees in the past two years have dropped by more than half from the 1972 level. What made this success possible was safety training done with programmed instruction materials-which, incidentally, US Borax also uses for vocational training.

THE origin of spontaneous combustion in collieries is, of course, chiefly due to bad system in laying out the pits, unclean workings, insufficient ventilation, and neglect in damming off works after they are exhausted of the main coal. This is particularly indispensable in the Richmond field, because it is difficult and dangerous here, on account of the inferior roof, to remove the last vestiges of coal ; and we are compelled also to retain all the slates and bands, as far as possible, in the pit, to help fill up, although such material is liable to fire. This, however, can be prevented to a great extent, as mentioned below. I am satisfied that the only system of working this thick coal is by cross-cutting (Querbau, ouvrage & travers) or working in benches, as practiced in France (Creusot, Rive de Gier, St. Etienne), in Silesia (Kiinigsgrube), which I have used as far as it is practicable in an old pit, almost torn to pieces by former workings. Modifications may, of course, be needed, even in the same pit, on account of irregularities in the seam. I am also satisfied for economical reasons (on account of the heavy cost for timbering) that pits here ought to be worked upwards, even if it requires a longer period of time to win the coal, and a greater outlay of capital to commence with. The various saddle-shaped " troubles " making natural minor basins in the main basin aid in the execution of this plan. A pit worked once ought to be worked out clean, given up, and dammed off forever. If sections of proper height are assumed, according to the required amount of production for a certain period of time, they ought to be worked out and filled in as much as possible, dammed off, and ultimately allowed to fill up with water, in order to protect the upper works in future from fire in the gob below. This I consider indispensable, because we may not be able profitably to fill in all the ground. To do so we have to use the waste of the mine, although it is liable to fire in time. In using this stuff, it ought to be surrounded by walls of rock not liable to take fire, laid firmly in clay, the gob being in the middle, and firmly covered and packed with clay on top. In

Colloidal interactions play a critical role in mineral processing, including grinding, physical separation (particularly flotation), dewatering, and tailings management. Despite great energy input in comminution to liberate valuables from gangues, heterocoagulation between valuables and gangues would prevent the separation of valuables from gangues. On the other hand, selective coagulation/flocculation to increase the size of desired fine particles could enhance physical separation and dewatering, while dispersion is needed for fine grinding. To control the state of colloidal dispersions by creating favorable conditions, it is of paramount importance to study colloidal interactions in a relevant system and understand underlying mechanisms. This review summarizes recent advances in developing the-state-of-the-art techniques and novel methods of measuring colloidal forces, including atomic force microscope, surface force apparatus, zeta potential distribution measurement, quartz crystal microbalance with dissipation, and our recently developed integrated dynamic force apparatus. The basic principle of each technique was introduced first, followed by a summary of critical information derived for the relevant mineral processing systems. Finally, the pros and cons of each technique were discussed to emphasize the use of complementary techniques that assist in solving fundamental problems in mineral processing.

Perhaps the most significant development in China's base metal sector is the discovery of major copper porphyries in northern Jiangxi Province and the adjacent southern Anhui Province. At the center of the new exciting district is the proposed Dexing copper complex, located some 350 km east of Nanchang, the provincial capital of Jiangxi. This project represents China's first attempt to put together a major large-scale open-pit operation, comparable in magnitude to Arizona porphyry operations. With the aid of Fluor Mining and Metals, the Chinese plan to develop a 135-175 kt/d open-pit mine, a matching large-scale mill, and the infrastructure needed to accommodate the big operations. An operation of this magnitude would significantly reduce China's import requirements by some 75%. China imports of the red metal are running around 200 kt/a. Under the direction of the Ministry of Metallurgical Industry, the Chinese are currently operating a 10-kt/d mine and mill with equipment primarily of Chinese origin. Dexing engineers told ME that they are considering a possible scale-up to 20 kt/d. How this effort will ultimately jell with the major expansion program is largely a matter of conjecture. Fluor Mining and Metals received a $10-million contract in December 1978 to develop a preliminary engineering and design program. While the original plans called for a 175-kt/d capacity complex, the Chinese subsequently decided to scale it down somewhat. The current proposal is around a 135 kt/d, which would in- elude the existing operation, according to Dexing engineers. Completion of the engineering and design phase is expected by March 1980 and a go-ahead decision will likely be made at that time. The value of the engineering and construction contract is estimated between $800 million and $1 billion. At right, mined ore is dumped 150 m down the mountain to a holding pocket below for rail haulage to the processing plant. Below, a Chinese miner tackles the universal problem of hard toes in the pit with a jack leg. Reserves and Early History The Dexing mineralization consists of three principal ore bodies, including the Chushahung on the north mountain, and the Tungchang and Fuchiawu on the south mountain. Combined ore reserves are estimated by mine geologists at 1.7 Gt of 0.4-0.5% copper. As is characteristic of porphyries, the ore contains important associated values of molybdenum, rhenium, pyrite, gold, and silver. There is also some secondary calcocite and bornite with an oxidized capping. Historically, copper was recovered with iron from the pregnant solutions emanating from the Tungchang deposit as early as the Tang Dynasty (700 AD). Good toe breakage and a flat working bench after blasting are important parameters to achieve a high productivity during material loading and reduce the necessity for secondary blasting. Good toe breakage requires a proper burden – side spacing design and a suitable sub-drilling. With unfavourable jointed rock mass conditions the use of horizontal bottom holes still can be found as common work practice even that this is associated to high risks.

By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." Longwall shields provide essential ground control in longwall mining, yet a high percentage of shields are operating at less than peak capacity and many at well below the rated support capacity due to defective hydraulic cylinders or malfunctions in other hydraulic components. Leg pressure data are currently collected on state-of-the-art longwall shields, but typically are not analyzed to evaluate shield performance. The National Institute for Occupational Safety and Health (NIOSH) Shield Hydraulics Inspection and Evaluation of Leg Data (SHIELD) program is a Visual Basic software system that is designed to analyze leg pressure data and identify shields that are not performing to rated specifications. The program analysis is configured to detect the following conditions: (1) loss of leg pressure, (2) imbalance in leg pressure, (3) low set pressure, (4) low yield pressure, and (5) full extension of the bottom stage. Other performance assessment measures include the percentage of the support capacity utilized (ratio of peak load to yield load), the percent of time that a shield operates at yield load, the ratio of the set load to the yield load, and the amount of support capacity that is lost due to leaking cylinders. Historical record keeping will allow the user to select a particular shield and review the performance record as developed by the program for that shield. In addition to these performance assessment measures, the software will include an animated description of shield hydraulic systems that will describe the operation and significance of each hydraulic component and the impact of component failures on the shield’s capability to provide the required roof support. A general overview of the SHIELD program is provided in the paper together with an example analysis of a 2.5-year-old Australian longwall face.

As we enter the new century and close out the old, it has become standard procedure for most blasters to complete a blasting log or shot report following a blast. However, how can you be sure these completed blasting logs are worth the paper or electronic space they occupy.3 Is the recorded data accurate and meaningful? Will the blasting logs stand up under investigation? This paper will attempt to define the purpose of a blasting log, illustrate common mistakes, discuss potential problems, and indicate steps that a company or individual blaster can take to improve and protect against costly errors. The end result will be a reminder of the importance of accurate documentation following a blast that must be given the same individual effort as went into the blasting itself. This paper will also attempt to achieve a proactive training resource to improve the use of blasting logs. A completed blasting log is, quite possibly, the only witness to the overall credibility of the work of the responsible blaster. The log may remain perpetually silent, only to end up in a file that is moved progressively with time to various levels of long-term storage. But, will this silent witness be ready to speak out should a concern arise from the blasting ? Will the blasting log communicate with authority and credibility, or will it be ridiculed by investigation and silenced in shame with costly adverse results for the blaster and company? It is not enough to simply complete a blasting log. The information it contains must be accurate enough to stand the test of time and arduous scrutiny. Unfortunately, most blasters and their associated blasting companies do not realize the status of the silent witness until it is too late.

This paper discusses the prediction of subsidence over partial extraction systems in thick coal seams. A model based on empirical techniques using influence functions is developed to calculate the surface ground settlements above extraction panels. Independent of the influence function, two field parameters, the subsidence factor and the angle of draw (limit angle) are required to define the model. Both these parameters are best observed from critical or super critical subsidence areas. However in thick seams, extraction widths are typically sub critical and therefore it was necessary to refine an estimation process for sub critical conditions. Partial extraction systems in NZ are characterised by variability with respect to extraction thickness and depth. As extraction proceeds along a panel, conditions deteriorate once the critical span width is exceeded and therefore percentage extraction decreases. A further variable was introduced to the modelling which allows for varying extraction sequences. Two comparisons with field observations, one over a partial extraction panel, the other over abandoned workings, showed the method gave good agreement to measured subsidence values.

It should be stating the æbleeding obviousÆ to say that the most efficient method of recovery must be used during the testing and evaluation phases of an orebody. Furthermore, the company will be literally throwing away money by not using the most efficient recovery plant during mining. This is especially true in the case of a low concentration/high value commodity such as diamonds. Unfortunately, this economic recovery criterion is not always the driving force. Some inexperienced companies think that they can preserve capital by using cheaper, and generally less efficient, recovery plants to mine their product. This philosophy is invariably a fallacy. Furthermore, it is also important to use the correct sized plant for the proposed task. It is no use trying to use a small testing plant to treat large quantities of ore, as this may result in loss of recovery efficiency. The converse is equally true.

An investigation was undertaken to critically analyse the use of fibre reinforced shotcrete (FRS) for a variety of applications in large diameter shafts. Those applications included the use of FRS with or without the addition of subsequent rock bolting in the temporary support cycle prior to the installation of a permanent lining, most likely cast in situ concrete or as the final lining medium.Numerous authors have considered the early re-entry and strength characteristics of FRS in recent years. The current study has investigated the practical application of the recommendations of many leading authors in an endeavour to establish practical and acceptable risk-assessed procedures for the use of FRS for rapid, safe, efficient and cost-effective shaft sinking.Shaft sinking is regarded as a specialist and potentially higher risk activity due to the confined work environment, exposure to ground conditions and a high degree of manual handling associated with getting materials to the sinking face. The use of robotically applied FRS as a primary lining in shaft sinking has significant safety advantages in reducing manual handing associated with mesh safety support and bolting, as well as reducing direct exposure to ground conditions.The study involved both field testing and a literature review. The study established an initial set of criteria for the use of FRS in the development of large diameter shafts and demonstrated a number of scenarios where the technique of robotically applied FRS provided significant safety and cycle time advantages. Many advances have been made concerning the automation of heavy equipment teleoperators such as those found in mining. Complete automation, however, is not achieved yet and the operation of these vehicles still relies on the presence of a human operator. Fortunately, a lot of research has been done in order to improve the performance of these human-machine systems. This paper presents the characteristics of different control modes and input devices used for the control interface of those telemanipulators. We describe the benefits and drawbacks of each particular control interface on the overall system performance, based on a review of research in the field. We conclude with some recommendations and a discussion of future research needs, given the new potential advances offered by virtual environment technology and embedded computing.

GERMANIUM is an element that has come into widespread use in the electronics industry in recent, years. So far this increasing demand has been, met by ample supply: however, the future balance is uncertain, and the need has been recognized to discover additional domestic sources of germanium. This investigation was conducted to study the possibility of obtaining a potential supply of germanium from coal or coal ash. It has been known for some time that coal contains germanium; the discovery that By ash from coal-fired boilers often contains appreciably more germanium than the original coal suggested the possibility that coal ash might be an abundant and economical source of this element. In this study the concentration of germanium was determined in numerous samples of coal and ash. A number of miscellaneous waste materials also were examined in the course of the investigation; the results are reported as a matter of general interest. The methods and equipment employed are discussed in detail. Sample-preparation and analytical techniques are described in the appendix. Spectrographic analyses were made on a total of 639 samples, including coal, coal ash, slap ash from lignite and peat, wood ash, and various inorganic materials. Qualitative analyses were run on all samples, and quantitative determinations were made on those samples that contained enough germanium to be measured by this method The lower limit at which germanium can be determined quantitatively by spectrographic analysis is 50 parts per million (p. p. m.), but concentrations of less than 20 p. p. m. can be detected qualitatively.

This report is Volume II of a three volume final report dealing with the microseismic monitoring of a longwall coal mine. The research presented in Volume II is concerned with the evaluation of field techniques for obtaining seismic velocity data required for computing microseismic source locations. The report describes the evaluation of a number of different field techniques and the seismic velocity data obtained at the Greenwich mine site where the micro-seismic studies, described in Volume I of the final report, were carried out. Three different methods were employed to evaluate seismic velocities, namely; surface refraction, down-hole, and transmission. In all cases the seismic sources were either located on surface (mechanical impact) or near-surface (explosive charges). It was found that a mechanical energy source could be conveniently utilized to determine shallow velocities and make bedrock-regolith interface depth determinations. For deeper velocity determinations suitable explosive charge sources Here required. In general, refraction data did not always plot in a linear manner and some subjective interpretation was necessary. The down-hole method was found to be useful for incremental vertical velocity evaluation, however, the transmission method provided the most consistent average vertical velocity data. At the Greenwich site seismic velocities were found to be anisotropic with values ranging from 9,551 to 10,739 feet per second depending on direction.

The Hamersley Province is located 1000km to the North of Perth the Capital City of Western Australia and is of major economic significance due to the mining of extensive deposits of Haematitic Iron Ore for both domestic and export use. A small but significant proportion of the waste associated with these deposits presents problems due to its ability to spontaneously combust and react with explosives resulting in premature detonations.

To determine the potentialities of nickel as a substitute for cobalt in catalysts for the synthesis of hydrocarbons from carbon monoxide and hydrogen, RESULTS The maximum oil yields obtained in bench-scale equipment were as follows: Using 100N1:20Mn:100 kaolin:200 diatomaceous earth catalyst, a maximum yield of 133.8 cm.3/m.3 of pure CO+2H2 was obtained from one pass of the feed gas, With a nickel:cobalt mixed catalyst (Ni:Co - 3:7) having the composition 100(Ni+Co):8MgO: 5Th02:200 diatomaceous earth, a maximum of 172.2 cm.3/m.3 of pure C0+2H2 was obtained.

The Bureau of Mines developed, by core drilling, the property of Nevada Scheelite, Inc., from October 5, 1943, to February 24, 1944. Claims of the corporation are near Rawhide in the northern portion of Mineral County, Nev. The purpose of the work was to determine possible reserves in the lateral and vertical extensions of a tactite zone which was being mined for scheelite. Production from this zone to January 1, 1944, was said to be 64,500 tons, with a recovery of 50,618 units of tungsten trioxide. The development work was done by the Bureau of Mines in cooperation with the U. S. Geological Survey and comprised a study of the geology, mapping the areas, and exploring the deposit by diamond drilling, trenching and sampling. Eleven holes were drilled for a total footage of 2,365 feet of holes.
