Introduction The growing role of Colombia as a major supplier of internationally traded steam coal has been widely discussed in the industry. Although Colombian coal has been produced and exported in small quantities for a number of years, the country's position as a major coal exporter began in earnest in 1985 with the first commercial exports from the Cerrejon North Block Project. The mine is located on the Guajira peninsula in northeast Colombia, about 145 km (90 miles) from the coast (Fig. 1). In addition to the mine itself, the project involves construction of a dedicated railroad and port. This forms a modern, efficient, and integrated system. The project is embodied in a 50-50 association contract between International Colombia Resources (Intercor), a wholly-owned subsidiary of Exxon, and Carbocol, the Colombian state coal company. Intercor and Carbocol share investment and operating expenses equally. Intercor has the additional responsibility of managing operations on behalf of the partners. Each partner is entitled to 50% of the coal produced, and each markets its share separately. The project is a multi-seam, truck and shovel operation, based on large reserves (2 to 3 Gt or 2.2 to 3.3 billion st) of high quality bituminous coal. Exports began in the first quarter of 1985, at modest levels through what is called Early Coal Facilities. The permanent coal handling system began operation in February 1986. Production will increase rapidly in each of the next few years, reaching the design capacity of 15 Mt/a (16.5 million stpy) in 1989. Based on available resources, however, the resource will support expansion, and continued growth in production into the 1990s is feasible. Importance of transportation The success of a new coal export venture, such as Cerrejon, depends heavily on efficient transportation. In the international coal industry, overland and ocean transport can in some cases account for 40% to 50% of the final value of the product. Many coals, such as western US subbituminous coals, cannot reach export markets at all because of their low heat content and great distance from export markets. By the same token, low-grade resources are often commercially attractive for local markets even in the face of competition with much higher quality coals from distant sources. "The three kinds of phosphate ores (igneous, metasedimentary and sedimentary) found in China have great differences in flotation flowsheets and reagents suite because of their crystal structure and mineral composition. The igneous and metasedimentary apatites have good floatability with fatty acid as collector and waterglass, sodium hydroxide or sodium carbonate as conditioners. The sedimentary phosphate is very difficult to beneficiate by direct flotation because of their poor floatabilities and relatively high content of MgO and SiO2, even though the dolomite depressants are used sometimes.The differences in floatability of apatites in China are closely related to their differences in specific surface area. The amount of collector to float apatite increases with the specific surface area. Apatite with lower specific surface area showed good floatability at lower collector concentration. Apatite with a higher specific surface area needed a higher concentration of collector. The content of CO3 2- will affect the specific surface area of apatite by distortion of its crystal structure and consequently affect its floatability.Dolomite can be easily rejected from apatite in a weak acidic medium (pH=5), especially in phosphoric acid medium by reverse flotation. Quartz and siliceous gangue in sedimentary apatite can be removed by direct flotation using fatty acid or by reverse flotation using amine. Amine is not practically applied because sedimentary apatite in China is usually very fine and needs fine grinding, which always results in excessive, very fine, stable and non-flowable foam.Based on the floatability of phosphate ore in China, a two-stage flotation process, direct and reverse flotation (D+R), was developed to beneficiate sedimentary ore. For the Haikou phosphate ore containing 25.11% P2O5, 3.46% MgO and 16.5% SiO2, a concentrate containing 31.84% P2O5, 0.48% MgO and 14.8% SiO2 can be obtained through a continuous D+R test at a recovery of 89%."

Paralelamente a estas, la minera planea otro yacimiento a fin de asegurar su nivel de producción. The first step in determining whether Mn can be recovered by in situ leaching is to develop and test a selective lixiviant. Two column leach tests and one core leach test Were conducted by the U.S. Bureau of Mines on Mn oxide ore using aqueous sulfur dioxide (SO2) as the lixiviant. The column tests showed that aqueous S02 could selectively dissolve available Mn oxides from calcite-rich ore in a heap leach system. However, the core test showed that calcite gangue side reactions can have pronounced negative effects on the likelihood of successful in situ leaching of a calcite-rich ore with aqueous S02. Petrographic and geochemical analyses showed that both Mn (IV, III) oxides and calcite were dissolved. The abundance of dissolved Ca caused precipitation of gypsum. Acid consumption by calcite dissolution caused a rise in pH that caused the SO/S species to shift to S032-(sulfIte), which hindered reductive dissolution of Mn oxide. Gypsum precipitation did not affect complete leaching of the rock fragments in the column tests; however, it plugged the natural permeability in the core. Manganese recoveries were high for the column tests and low for the core test.

During the World War Leadville was an important producer of manganese and maganiferous ores for then steel industry. Normally, the market for these ores is limited to the requirements of the local steel mill at Pueblo for low-grade ores used in making, basic pig iron containing 1 to 2 percent Mr and spiegoloison containing 20 percent Mn, but during the war and a brief period of postwar readjustment, a good deal of 25- to 40-percent manganese ore qua shipped to in-stern steel-manufacturing centers. Throughout the active life of the camp, manganiferous iron ore carrying a little silver and lead and sometimes as such as 35 percent Mn was chipped to load smelters for flux. The total reordered production is 936,024 tons of metallurgical ore shinned to steel mills and 2,576,514 tons of fluxing ore, much of it of metallurgical grade.

A series of small scale tests have been conducted to evaluate the effect of blasting on the grinding resistance of rocks. The samples consisted of homogeneous blocks of granodiorite and limestone while blasting was performed using single and multi hole configurations. Grinding resistance was evaluated using relative ball mill tests, rod mill tests and the SAG Performance Index test (SPI) developed by Minnovex. It was shown that the grinding resistance was affected by blasting. However the effect depended on the final product size. In the case of the coarse grained granodiorite, a negligible effect was observed for grinding below the natural grain size of the rock, while the fine grained limestone exhibited more significant changes, in the range of 13-16%. Grinding of granodiorite in the coarse size range indicated a general reduction of its work indices, as evidenced by the results obtained from the ball mill, the rod mill and the SPI tests.

MANY of the gases and vapors used in anesthesia form explosive mixtures with oxygen or air. Sources of ignition for these mixtures always have existed in operating and anesthetizing areas. When ether was first introduced, candles,5 gaslights, and coal stoves caused fires and mild explosions of the vapor-air mixtures. Today the chief causes of ignition are electrical. Fires and explosions are still much too frequent; and, because many of the mixtures are rich in oxygen, the explosions sometimes are very violent. Obvious sources of ignition, such as electric-power sparks and arcs in open motors, switches, and receptacles, as well as exposed incandescent wires and hot plates, usually are recognized by hospital personnel and corrected. A source of ignition that is not so obvious to many is static electricity. Until quite recently the presence of this hazard in a large majority of anesthetizing areas was not even suspected. However, numerous explosions-many of them fatal to patients-have been attributed, with good reason, to sparks from static electricity.

Estimates of the "plasticity" of a metal are commonly deduced from three types of test—tensile, torsion and impact. The several results have been more or less at variance, though this disparity has attracted little notice, largely perhaps because they have been expressed in different terms. The discrepancy between the results of the three tests becomes obvious when each is made at a series of low temperatures, for the temperature range within which the "plasticity" of iron largely disappears proves to be very different in the three types of test. The rather abrupt disappearance of "plasticity" of iron within a narrow temperature range cannot be due to any physicochemical change (such as a precipitation) taking place in the material at that time, because the original plasticity is immediately regained when the temperature of the material is brought above the sensitive range. Accordingly this difference in behavior shows that the "plasticity" of a metal depends upon the mode of action of the stresses which produce the deformation, and therefore upon the method of test. Analysis of the stresses leads to the conclusion that the observed plasticity of a metal is determined by the relation between its resistance to rupture by separation and its resistance to shear (slip), on the one hand, and between the effective normal and shearing stresses on the other; and that the relation between the two resistances does not in general remain constant with change of temperature, and may somehow be altered to some extent by the previous treatment of the specimen. This suggests the view that the results of none of the usual mechanical tests are directly comparable even for a single metal tested at a series of temperatures, or for a series of metals at one temperature, because the proportion of the total resistance of the metal to the test contributed by the

In the environmentally conscious social atmosphere today, reclamation in surface mines has become a main issue to the public and the regulatory committees. In response to this increased attention, many regulatory committees have begun to enact more stringent regulations on surface mining operations. Operations across all spectrums of the industry have seen changes. Recently and most visibly the mountain top removal mines have seen several new regulations focusing on environmental protection. Specifically regulatory committees have emphasized a focus on the methods of reclamation and recovery of layers suitable for vegetation. These layers are the most visible once the operation has concluded. Also, these layers have the most human interaction (farming, hunting, and house development). Often times the new regulations enacted are shifting from a performance base to a standards base. The key differentiator being a performance base dictates the final result while a standards base dictates the method to achieve the result. The very nature of many regulations (especially those that are standards based) not only challenges the physical limitations of the equipment used today, they come with a financial impact. For the purpose of this paper, the model will be a surface coal operation, utilizing draglines as primary overburden movers. The coal seam is ten feet thick, the overburden ninety five feet thick, the pits are 150 feet wide, and the dragline is a Bucyrus Erie 1570.

"Today, more than any other time in recent history, aboriginal communities are looking for ways to be understood as more resource development companies continue to explore and develop Canada's vast resource potential.Recent Supreme Court rulings have affirmed the need to engage aboriginal communities early on in resource development projects. There are many conflicting ideas on how, who, and when to engage. Given the large number of communities and varied cultures, each resource development company must equip itself with a better understanding of the people they are planning to work with.The lecture will begin with a basic historical perspective on treaties and the various societies across Canada. We will also explore the current situation many communities find themselves in today. Building a meaningful relationship with a community is the foundation for a lasting partnership. Every community is unique and every approach to engage communities must be just as unique. The lecture will outline some basic steps that can lead to a better relationship building process between the communities and companies."

New ZealandÆs share of global greenhouse gas emissions, at about one fifth of one per cent, is very small. But the profile of those emissions is unique among OECD countries; more than half come from methane and nitrous oxide associated with livestock agriculture. Consequently, fulfilling its obligations under the Kyoto Protocol is potentially quite onerous for New Zealand.In this paper we use a single region, static general equilibrium model to assess the implications for New Zealand of various climate change policy options. The energy and agriculture sectors are modeled in a detailed manner to enable realistic simulations to be carried out.Choosing an optimal set of policies is made more difficult by the fact that New Zealand relies heavily on emission intensive sectors for much of its export earnings. For example, one emission intensive sector alone, dairy, accounts for over 20 per cent of all merchandise exports. Avoiding carbon leakage is therefore an important consideration in selecting appropriate greenhouse policies.Our analysis shows the degree of sectoral adjustment required is substantial. In addition, the total costs depend on the uncertain level of variables such as the global carbon price and the level of afforestation activities in New Zealand, ie the rate of new forest planting.

This report describes the preparation characteristics of the significant, presently producing coalbeds in Mercer County, W. Va. Approximately 650,000 tons of coal was produced in Mercer County, W. Va., in 1960, of which over 630,000 tons was cleaned in four preparation plants. In 1960 the Pocahontas Nos. 3, 6, and 11 coalbeds supplied 99.5 percent of the total coal mined in the county. Because the number of working mines In this county was small, only six samples were collected; four of which were of metallurgical quality as mined. The remaining two samples could be upgraded by washing at suitable specific gravities. Many of the samples taken were of metallurgical quality as mined; however, the float-and-sink analysis on these coals has been included to point out their amenability to the production of premium quality, special purpose coals. In general the coals were low-volatile bituminous in rank with low ash and sulfur contents.

Asset availability has been a longstanding objective in mining and mineral processing plants around the world. Enormous resources in both dollars and manpower are invested in improvement efforts to achieve higher asset availability. One dimension of asset availability is the time equipment is out of service for large scale planned maintenance activity: grinding mills, kilns, furnaces, mobile equipment, shovels and draglines are all regularly taken out of service for extended repairs and service. The speed, cost and quality of these planned outages provide an opportunity to increase asset availability. Equipment shutdowns are projects that are executed in a compressed time period. This paper will describe how the overall time and cost of equipment shutdowns were significantly reduced at Cliffs Natural Resources Michigan Operations (CNRMO) through the introduction of the Critical Chain Project Management techniques.

The purpose of this paper is to incorporate the dynamic BB model of rock fracture normal behaviour into Universal Distinct Element Code (UDEC), and to conduct UDEC modelling to predict stress wave propagation across rock fractures. With the incorporation of new dynamic model of fractures, the UDEC is improved in the capability of modelling wave propagation across fractures. In this study, the case of normally incident P-wave transmission across a fracture is modelled, and the effect of dynamic normal behaviour of fracture is concentrated on. Wave transmission coefficient for wave transmission across the fracture with the dynamic BB model is obtained for various combinations of fracture dynamic parameters, as well as different wave amplitudes and frequencies.

To meet an increasing demand for minerals, mining operations are moving to ever more remote regions. The lack of a local energy supply and infrastructure, coupled with social and regulatory demands for lowered environmental impact of mining operations, presents an opportunity for a seemingly unlikely competitor ? a nuclear power plant. The Modular Pebble Bed Reactor concept, currently in various stages of research and development around the world, offers a high degree of reliability and safety with minimal consequences for the local or global environment. The passive safety features of this design eliminate the need for the extensive active safety systems that add significantly to the cost of current water-cooled reactors. With the MPBR, as with all nuclear plants, there are no appreciable quantities of waste products released to the environment during normal operations. In contrast with conventional reactor designs, the MPBR would also remain radiologically safe even under the most severe abnormal circumstances. The key to the design is the fuel element. Enriched uranium microspheres are coated with various layers of pyrolytic carbons and silicon carbide to form a highly-temperature resistant particle that effectively retains all fission products. These particles are mixed with graphite and formed into 6 cm pebbles. A randomly packed vessel of such pebbles forms the reactor core through which helium is circulated as a coolant. Computer models and tests performed on actual pebble bed reactors confirm that fuel failure temperatures are not reached even during the most severe conceivable loss of coolant accident. The reactor drives a gas turbine cycle with resulting efficiencies as high as 48%, comparable to natural gas-fired units. The low price of uranium fuel and low maintenance requirements translates into competitive operating costs. However, high capital costs prevent the MPBR from competing with natural gas in most markets. In remote applications where no fossil supplies are readily available, the playing field is more level. This paper summarizes the features of two of the more promising candidates for remote applications and discusses the strengths of the MPBR from the perspectives of fuel supply and environmental impact.

This paper describes and evaluates a method that the Federal Bureau of Mines used to determine the ultimate composition of the organic material in 10 samples of oil shale from the Mahogany zone of the Green River formation in Colorado and Utah. Since interest has centered on the Mahogany zone, the richest section of the deposit, these 10 samples were chosen to provide a broad representation of this zone with the objective of obtaining generally valid ultimate composition values. The most probable organic composition for the Mahogany zone and the 95-percent confidence limits for each component average (in weight-percent of organic material) are: Carbon 80.5 ± .4 Hydrogen 10.3 ± .1 Nitrogen 2.4 ± .1 Sulfur 1.0 ± .1 Oxygen 5.8 ± .5 As only minor variations in composition were observed, the organic material of this particular bed is quite similar over a wide geographic area.
