Having been retained as a legal expert for the fatality at the Canberra, Australia project, it made me aware of how good intended blasters profess to be implosion experts. Owners and contractors can be misled by these representations, seeing a video of Directionalized Structures constructed of reinforced concrete may be impressive to watch, but lack sound evidence of the true mechanics of an actual “implosion”; on steel structures more prevalently. If any well intended blaster comes to a determination that he can implode a structure, it should be not be construed he cannot. It should be well investigated that the specific blaster has verifiable experience. What happened in Australia reflects on all end users of explosives. I have heard a direct quote in our project in Alberta, “We don’t want to have what happened in Canberra”. Such a tragedy could have, and should have been avoided. Simple by using the “Right Tool for the Job”. We should sideline egos and economics. Would any competent blaster compromise his or her reputation, company or insurability? More importantly, have an honest conscience knowing that if the proper explosive is available, use it, don’t shortcut it. If possible expand the schedule. Better, yet, examine all avenues before the project, and last, cancel the project. A human life is our best asset and should not be compromised.

To know as much as possible about the condition of the refractory material (lining thickness, slag layer, build ups, ...) in an high temperature furnace is very important due to the safety and economic impacts. The new CONSCAN system offers the possibility to measure the inner surface of an furnace, and based on this results to calculate the thickness of the refractory lining, slag layer, build ups,.... The CONSCAN System provides this results as figures and graphics. This system is also working under hot conditions so it is not necessary to cool down the furnace. Based on these results the process control and the refractory lining concept could be optimized for maximum campaign life of the furnace.

The Bureau of Mines subjected three commercially available brands of transformer fluid to a series of combustion studies. The experiments were conducted in the intermediate-scale fire tunnel, which was designed to simulate environmental conditions in underground mines. The work was divided into three phases. In phase one, the brands were compared for gas production, smoke characteristics, and combustion yields. In phase two, the production constants of transformer fluids and other fuels were compared for the rate of formation of gas and smoke as a function of fire size. In phase three, several diameters of liquid-pool fires were compared in terms of fire size and burning rate. These transformer fluid measurements will be added to the existing coal and wood data that can be used as a basis of comparison for future studies of other mine combustibles. Further research into the combustion product emissions from combustible materials found in underground mines will lead to improved and realistic fire detection and suppression systems,

Field density studies carried out at the Phelps Dodge Chino Mine have found that truck-induced compaction is limited to the upper 2.4 meters (8 feet) of an individual lift. Hydraulic properties of material compacted to field densities were determined in a laboratory setting and saturated flow models were then run, simulating the effect of compacted zones within a stockpile. Modeling shows that compaction can effectively prevent solution flow through large portions of the stockpile, implying that great care must be taken to ensure that ripping is carried out to a full depth of at least 2.4 meters (8 feet) across the entire stockpile to achieve uniform solution flow. Uniform solution flow will result in maximum leach recovery.

Barrick Goldstrike’s (Goldstrike) AA Heap Leach Pad is an HDPE lined facility used for gold recovery from low grade ores using conventional cyanide heap leach technology, operated from 1987 through 1999. Goldstrike prepared a unique reclamation plan for the AA Leach Pad Facility to provide for a cost-effective, environmentally sound facility closure and to fulfill the State of Nevada’s closure requirements. Traditional Nevada leach pad closure has involved rinsing to reduce cyanide concentration to an acceptable level, followed by reclamation. However, certain metals and compounds are not typically reduced by rinsing and some constituents may increase in concentration with rinsing. A closure scenario to effect limited infiltration through installation of a capillary cover for the leach pad was developed. The capillary cover was constructed by placing a fine-grained layer above the coarse-grained spent leach material to create a capillary break. In an arid climate such as Nevada, the fine-grained layer will rarely reach full saturation and the cover will be able to store water during precipitation and allow removal of water through evaporation and transpiration (ET) during the growing season. A 1.22 m (4 ft) cover thickness was selected as the optimum design cover thickness. The drainage network on the surface of the re-contoured AA Heap Leach Pad was specifically designed to enhance the revegetation, reclamation, and sediment yield control aspects of the AA Heap Leach Pad closure, while resulting in a natural looking surface, compatible with the surrounding topography. Adjacent natural topographic features were used to establish target design parameters for re-contouring and erosion control design.

In the UK all new developments, including mines, quarries, tunnels, etc., are subject to a system of planning control. If the use of explosives is anticipated then such developments will attract a number of so-called ‘planning conditions’ relating to the blasting operation. This paper will outline a ‘typical’ set of conditions and how operators ‘plan to comply’. British Standards relating to both human and structural response are also reviewed and contrasted to the typical planning conditions previously outlined.

"The Cigar Lake uranium deposit, in the Athabasca area of north Saskatchewan, was discovered in May 1981 by Cogema (Canada) Ltd., as operator of the Waterbury Lake Joint Venture.The deposit, which is devoid of direct surface expression, is located at the unconformity between the Lower Proterozoic (Aphebian) Wollaston Group meta-sediments and the Middle Proterozoic (Helikian) Athabasca sandstone, at a depth of 410 m to 450 m below surface.At the end of 1984, the deposit had been defined by 105 mineralized holes over a length of 1800 m and a width of between 25m and 105m. It has the shape of flat-lying /em 5 m to 30m thick and shows a remarkable longitudinal and lateral continuity from the information obtained to date. A well defined bulge of the unconformity underlies the mineralized zone over its entire length.The deposit appears to be controlled by an east-west trending structure within which a particular rock facies (""augen gneiss'') has developed in the graphitic metapelites of the Wollaston Group. It is surrounded by a strong alteration halo affecting both sandstone and basement, characterized by extensive development of Mg-AI rich clay minerals (illite-chlorite). The mineralization is hosted principally by the Athabasca sandstone, and consists mainly of uraninite and sulfa-arsenides of nickel and cobalt. Numerous geochemical and geophysical surveys have been carried out in the Cigar Lake area, and although no specific geochemical or geophysical anomaly can be directly associated with the mineralized body, there may be locally a good coincidence.However, a combination of several methods proved extremely useful in interpreting the regional geology and defining the drilling targets within the favourable areas.Although the Cigar Lake deposit shows many similarities with several classical deposits of the Athabasca region, it is characterized by the intensity of its alteration processes and the presence of massive, extremely high grade mineralization.At the end of 1984, the global geological reserves estimated by geostatistics on the main mineralized ""pod"" of the deposit amounted to 110,000 metric tonnes of uranium at an average grade of 12.2% U, with a precision of 25% at the 95% confidence level."

"This paper focuses on lessons learned from the innovative designs, in-the-wet construction methodology and modified foundation conditions, for two United States Army Corps of Engineers, USACE, Megaprojects:(a) The over $2 Billion Olmsted Dam across the Ohio River for the Louisville District; and(b) The $1.75 Billion Inner Harbor Navigation Canal, IHNC, Lake Borgne Hurricane Barrier in New Orleans for the Hurricane Protection Office, and the New Orleans District.Design innovations for the 24-inch dia. pipe pile foundation for the Olmsted Dam project include: (i) the use of controlled-fixity moment connections to the dam monoliths in order to tune the response of the dam under the 8.3 Richter scale seismic Maximum Credible Event, MCE; (ii) soil densification to inhibit liquefaction potential and (iii) design to facilitate underwater construction in a river with a highly moveable sand bed.Design innovations for 66-inch dia. concrete cylinder piles for the IHNC floodwall include: (i) the use of soil structure interaction, SSI, analyses to verify capacity to resist deep-seated failure plane in soft soil, while limiting lateral deflections to acceptable limits; (ii) the use of geo-fabric and scour stone for enhanced foundation response and (iii) design for ""in-the-wet"" construction on a fast-track basis.LESSONS LEARNED FROM THE INNOVATIVE OLMSTED DAM FOUNDATIONThe over $2Billion Olmsted Dam on the Ohio River is currently under construction 16 miles upstream from the confluence with the Mississippi River. It will consist of an 800-foot-long tainter gate section, a 1,400-foot navigable pass, two boat abutment sections, a fixed weir section, and upstream and downstream scour protection. The Olmsted Dam and its two, 1,200-foot locks, which were built in 2002, will eventually replace both Locks and Dam #52 and #53, both built in 1929, and thereby bring significant benefits to the Ohio River navigation system.In 2002, the Jacobs/COWI JV completed the design of the dam; which was an engineering challenge for several reasons, including:(a) Its proximity to the New Madrid Fault, could impose an 8.4 Richter Scale seismic event on the structure, which is located in an area of potentially liquefiable alluvium. The extensive seismic analysis performed by COWI included a response spectra analyses; lateral pushover analyses of pile foundations; hydrodynamic added masses; pile group effects; and the development of kinematic motions as a result of the soil-pile-structure interaction.(b) Maintaining vessel traffic along the river and accommodating fluctuating river elevations between 30-40 ft annually, and as much as 60 ft in a 100-year period.(c) Designing for the scour and uplift forces of artesian ground water and preserving a wildlife sanctuary on the Southern shore at the dam site."

When it comes to structuring major mining contracts, the two most widely adopted formats are æmeasure and valueÆ and æcost-plusÆ. A problem with both of these formats is the difficultly of aligning the objectives of the mining company with those of the contractor to achieve mutually beneficial outcomes. An alternative contractual arrangement is for the mining company to enter into an Alliance arrangement with the contractor, linking remuneration to mine performance across a range of targets. These targets can change over time as operational requirements change.   The aims of this paper are to: +        outline alternative types of mining contracts, as well as their strengths and pitfalls; +        describe the philosophy behind the Alliance contract at Newmont Waihi GoldÆs Favona underground mine; and +        identify some of the keys to success and pitfalls to avoid when implementing an Alliance.

ASARC09s continuous tapper for lead blast furnace is described. Its use throughout the company's plants has resulted in higher production rates, lower labor costs, and better working conditions. It has also permitted wide latitude in blast pressures, as well as in charge and slag compositions. The practice of tapping a lead blast furnace has remained essentially unchanged for many years. In principle, it is a batch operation discharging the products from the continuous smelting of lead-bearing materials. As such, it imposes certain restrictions on the proper functioning of the smelting operation. First, it calls for a highly developed sense of timing, and a considerable amount of physical effort on the part of the operator. Dirty and hot working conditions, as well as the hazards of flying metal and slag, usually prevail. These conditions have resulted in higher labor costs, both in rate and in amount. Labor turnover has also been high. Secondly, rigid control of mechanical and metallurgical factors must be maintained. Frequent oxygen lancing of the tap hole is needed to permit tapping, thereby increasing operating costs. Rapid increases in smelting rate, plugged tap holes, or forgetfulness on the part of the operator may permit the molten material to rise above the tuyeies and freeze the furnace. Also, the operator will often blow out the tap hole after draining, filling the area with fume. Composition of charge also vitally affects the tapping. The type of lead-bearing material being smelted will naturally affect the smelting rate, and thus the frequency of tapping. The amounts and types of fluxing materials, which determine the ultimate fluidity of the slag, must be regidly controlled. Finally, the batch tapping of a continuous smelting operation of this type appears to be wrong in principle. The molten material drains into the crucible at the bottom of the furnace where it starts cooling immediately and continues to cool until tapped out. While keeping the lead molten is no particular problem, maintaining a fluid slag at all times is often difficult, and sometimes impossible. These factors all point to the desirability of a method for the continuous tapping of a lead blast furnace. The expected advantages would be more desirable working conditions, lower labor costs, increased production, and a much wider latitude in both blast pressure and charge composition. CONTINUOUS TAPPING Historical. A number of devices, e.g., mechanical tappers, siphons, and lead wells, have been tried in the past in attempting to effect continuous tapping. None proved to be entirely satisfactory for tapping lead and slag simultaneously. It was not until 1955, however, that ASARCO designed and put into operation a successful tapping unit at its East Helena, Mont. lead smelter. This unit is described in detail in U.S. Patent NO. 2,890,951. Continuous Tapping Unit—See Figs. 1 and 2. Fig. 1 is a schematic drawing of the unit in place, showing front and side views. The component parts are identified in the caption. Fig. 2 is an actual photograph, front view, of the tapping unit attached to the base of the blast furnace. Operation. The operation of the tapping unit is quite simple. Essentially it consists of a narrow tapping bay surrounding the furnace tap hole, with a deep notch in the front wall. When the blast furnace is started this notch is open down to the level of the tap hole. Starting the furnace may be accomplished in several ways but the most satisfactory method is to plug the tap hole with clay, permitting metal and slag to build up inside the furnace. Before the liquid reaches the tuyeres, the plug is removed and the furnace is drained to the settler. The blast is then stopped momentarily while the notch in the front wall of the tapping bay is dammed with chrome brick and plastic chrome ore. The blast is again started, and the height of the dam is adjusted so that the liquid in the bay will counterbalance the internal pressure of the furnace. When the desired level is reached the slag and metal will overflow to the settler. It should be noted that the molten material ,is not siphoned from the furnace and that the metal 'acts as a liquid valve controlling the flow of slag through the tap hole. During normal operations the tapping bay is filled primarily with lead, covered with a thin layer of slag. Thus, the heavier lead plays the major role in compensating for variations in furnace pressures. Due to the high specific gravity of lead, changes in the liquid level in the tapping bay will never exceed a few inches. For this reason it is seldom necessary to change the height of the dam due to minor variations in operating conditions. Some turbulence of the liquid in the bay is essential at all times. A mineral resource evaluation of the Coyote-Southeast RARE II area (No. 5033) was performed jointly by the U.S. Bureau of Mines and the U.S. Geological Survey in 1981 for the U.S. Forest Service RARE II program. Bureau of Mines personnel conducted a mineral resource inventory of the study area's mines, prospects, claims, and mineralized outcrops. The study area's boundaries encompass 51,700 acres on the east flank of the Sierra Nevada and are within Inyo National Forest southeast of the city of Bishop in east-central California. Cretaceous granite underlies most of the area; the remainder of the rocks are metasedimentary. At the contact of the two, tactites formed at many places where carbonate rocks were present; replacement processes produced local scheelite (calcium tungstate) occurrences.

This paper updates an earlier report by the authors that studied electrical injuries from 1992 to 1998. The previous information is expanded and supplemented with fatal and nonfatal injury rates and trends through 2002. Injury numbers and rates were used to compare and trend electrical injury experience for various groups and categories. This information allowed identification of at-risk groups that could most benefit from effective electrical safety interventions. The data presented in this paper are derived from the U.S. Labor Department?s Bureau of Labor Statistics? Census of Fatal Occupational Injuries, Survey of Occupational Illnesses and Injuries, and Current Population Survey. Between 1992 and 2002, 3378 workers died from on-the-job electrical injuries. Electricity remained the sixth leading cause of injury-related occupational death. From 1999 to 2002, 4.7% of all occupational deaths were caused by electricity, down from 5.2% in the 1992?1998 time period. The cause of death was listed as electrocution in 99.1% of fatal cases. Contact with overhead power lines was involved in 42% of all on-the-job electrical deaths. The construction industry accounted for 47% of all electrical deaths between 1992 and 2002 but showed overall improvement from 1995 to 2002 by reducing its electrical fatality rate from 2.2 to 1.5 per 100 000 workers. In addition, 46 598 workers were nonfatally injured by electricity. Contact with electric current of machine, tool, appliance, or light fixture and contact with wiring, transformers, or other electrical components accounted for 36% and 34% of nonfatal electrical injuries, respectively. Contact with underground buried power lines was involved with 1% of fatal injuries and 2% of nonfatal injuries. The research of the National Institute for Occupational Safety and Health aimed at evaluating commercially available overhead power line proximity warning alarms is described. This paper is expected to be the initial step for eventual development of a performance standard for such systems.

CURTAILMENT of production was a matter of far more serious concern to the oil industry through 1933 than the search for new supplies of oil. The huge reserves of crude, built up during past years, instead of inspiring a feeling of security, were viewed apprehensively. The status of past laws and court decisions seemed to guarantee to operators the right to produce oil at will, and this entrenched privilege was so widely adhered to that the market was-in a constant state of chaos. The more modern idea of the ownership of oil in place and correlative rights gained headway slowly, since usually there were enough belligerent producers, staunch believers in the old established order, to defeat the efforts of the majority who sought to' introduce order and restraint. State regulatory commissions were unable to cope, with the rebellion among producers with the result that those who abided by proration rulings were penalized, while those who flouted the rulings and produced unrestrainedly were able to make profits on large volumes of flush oil even at low prices. This situation, known in the vernacular as the "hot 'oil" problem, became so acute that the industry was threatened with ruin. The low price for 36c A.P.I. in the Mid-Continent came in April. at 25c per barrel 'but gradually moved upward to the long-hoped for price of $1.00 per barrel in October, after the Federal Government had taken a hand in the matter and effectively allocated production among the oil producing states and materially curbed the "hot oil" runs.

During the past two years the Underground Mine Ventilation Group at PT Freeport Indonesia has undertaken to upgrade their Hygiene Laboratory. This process has included upgrading equipment for dust sampling and gas monitoring, as well as procurement of an OCEC analyzer for Diesel Particulate Matter analysis. While the laboratory equipment represents one factor, these changes have also required re-evaluation of the sampling protocols and the burden of ventilation monitoring personnel. This paper provides a review of these experiences.

Detailed porewater profiles of arsenic and other interstitial metabolites were used to assess the relationship between trophic status, sediment redox chemistry and arsenic mobility in a historic tailings repository. The results demonstrate that in eutrophied systems which exhibit greater sediment oxygen demand, the depth of the Fe(III) redoxcline, and hence depth of arsenic release, may lie in close proximity to the sediment-water interface. As a result, arsenic scavenging mechanisms are significantly reduced, resulting in a greater flux of arsenic to the water column. Such considerations have important implications for the management of pit lakes, tailings ponds and contaminated lakes which may consider: 1) the discharge of sewage to the water body during operations; and/or 2) post-closure fertilization as a remediation strategy.

In this study, reduction behaviours of Turkish chromite concentrate (48 % Cr2O3, 13.30 % FeO, 18.33 % MgO, 12.37 % Al2O3, 5.76 % SiO2) and nickel oxide by Fe-C alloy in graphite crucible were investigated. In the first stage of experiments, steel scraps were melted in graphite crucibles and were saturated with carbon at 1600 °C and 30 min. In the second stage, mixtures of different amount of chromite concentrate, nickel oxide and flux additives (CaO,SiO2 and CaF2) were charged into the graphite crucible containing the Fe-C alloy and heated to 1600 °C for different reduction times (0-180 min) under argon gas. The highest Cr and Ni con-tents in alloys were found as 11.41 and 14.37 % and the highest Cr and Ni recoveries were found as 88 and94 %, respectively at 180 min.
