Since the dismal performance of the Rand Mines management was called to account by its shareholders in 1994, the waves of change have continued to ripple across the South African mining industry .The number of listings on the gold board of the Johannesburg Stock Exchange, that once numbered 40 or 50-odd, have now dwindled to no more than a handful as unprecedented restructuring has taken place. The redefining of the industry has not been limited to the gold sector, but across the base metal, coal, diamond, platinum and industrial mineral sectors as well. At the same time the Mining Houses began to reconsider their funding strategies. Originally established in the early part of the century to ensure the long-term sustainability of their group mining operations by providing substantial financial muscle and technical support, the Mining Houses were faced with a rapidly changing political environment, which proved to be a critical catalyst in giving momentum to the change. Furthermore, the significant development costs and increasing risk profile for new projects, coupled with pressure from shareholders demanding respectable returns, opened the door to opportunities for banks to begin providing external debt by the way of project finance. However, the provision of long-term debt to the South African mining industry had generally not been common since mining companies had financed new projects with equity, or with the cash flows from existing operations. Those banks that had the appetite for exposure to the perceived high risks of the mining sector rapidly built up specialist resource banking divisions capable of addressing the increasing demands of the industry. The application of project finance, the principles of which were developed in the 1970s specifically for infrastructure projects and privatization, is now commonly applied in the financing of greenfield and brownfield mining projects. This paper outlines the approach that lending banks would typically adopt when arranging or providing mining project finance, their usual areas of concern and the way in which the finance is structured to mitigate the many inherent risks.

INTRODUCTION, The transalpine rail routes in Switzerland are well over one hundred years old. As the established routes no longer meet the demands of the continually increasing volumes of rail traffic between north and south, two new routes through the Alps were planed. The old Gotthard rail line is in fact a mountain railway. The northern and the southern access ramps?with a maximum speed of 80 km/h and a maximum slope of 2.2%?reach the old Gotthard rail tunnel at an elevation of approximately 1,100 m above sea level. This is approximately 900 m higher than the city of Milan. In 1992, the Swiss electorate people voted with an overwhelming majority in favor of the project to build the new base routes through the Alps. The Swiss voted again in 1998 in favor of the financing proposal for the new infrastructure. Swiss Federal Railways together with the BLS Lötschbergbahn were commissioned for the realization and management of the Gotthard and Lötschberg routes. AlpTransit Gotthard Ltd., founded by Swiss Federal Railways, was given the task of managing the design and realization of the Gotthard route until the start of regular service. Mechanization in low-stope panels situated in hard rock infers roof support by tensile bolting to allow free passage of trackless mining equipment in the production areas. This is in sharp contrast to conventional mining, where compressive roof supports?such as timber and grout packs?have traditionally been used, up to 1.5 metres from the production face. Bolting is a hazardous operation because material is dislodged from the roof during the drilling activity. Even with temporary roof support installed, small pieces of rock are dislodged by the percussive action of the drifter. Operations with the man situated directly under the drill, during the drilling activity, are hazardous. The only way to remove the hazard is to move the man away from the machine for as much as possible throughout the complete cycle Costs associated with safety cannot be quantified, but need to form part of the decision-making process. Machine selections based on purchase and running costs alone do not justify the investment cost of mechanized bolters. The equipment selection process needs to take into account the total cost of mining as well as the human safety impact and loss of production costs from having to re-bolt roofs in a production panel to prevent falls of ground. Labour costs in mechanized low-stope bolting are between one-quarter and half the labour costs of non-mechanized bolting. This paper reviews the mechanized bolting option versus handheld bolting from a mining process and cost perspective in a hard rock, low-stope room-and-pillar mining operation in the platinum and chrome industries.

"The mining Industry in the United States is becoming fully cognizant of the hazards of dust in underground mining as well as in surface plants. The dust problem in metal mines has been brought to focus through knowledge of the harmful effects of dust, especially silica, and through adoption of more or less stringent legislation classifying certain types of pneumoconiosis as occupational diseases. The coal-mining industry is aroused principally by the apparently great increase in the dust-explosion hazard resulting from the rapid growth of mechanized mining. The United States Department of the Interior, through the Safety. Division of the Bureau of Mines, has been requested repeatedly to recommend methods of allaying dust in both coal and metal mines. Methods adequate under hand-mining conditions fail to effect satisfactory reduction of dust in more rapid extraction with modern equipment. Studies of methods and equipment for allaying dust are being conducted in both metal and coal mines. Results of these studies are discussed, and indications of possible means of reducing dust concentrations are presented in the hope that the health and 'safety of men employed in the mining industry may be increasingly safeguarded.DUSTThe term ""dust"" is a common one, and yet the meaning is applied to widely different particle sizes. The general term means ""earth or other matter reduced to fine, dry, and powdery particles."" The root from which the word is derived means ""something that can be blown about by the wind."" As a result of tests on the explosibility of coal, the Federal Bureau of Mines has arbitrarily defined dust as being. ""that which will pass through a 20-mesh screen,"" based upon the fact that particles coarser than 20-mesh have little influence on the development of an explosion of Pittsburgh coal-bed dust. The study of dust, from a health standpoint, has given rise to still another definition of dust, namely,- according to Drinker3/, ""solid particles ranging in size from less than 1 micron to about 150 microns."" A micron is 1/25,400 inch, and 150 microns are approximately 1/1,700 inch. Atmospheric dust usually is considered as 10 microns or less, larger particles not being counted under the microscope in determination of dust concentrations."

In mining the method of statistical tests is used by solving of problems, exposing to influence of random factors. Such problems are: rational selection of equipment set; co-ordination in time of different processes; interaction between some processes and kinds of works. Usually it is considered that Monte Carlo method proves its value in the first place in that problems, which allow theoretical-probabilistic description. Analysis of numerical solution of mining-economic problems shows that the method of statistical tests may be used successfully by solving of determinate problems, which are solved usually analytically or by the methods of mathematical programming. We are talking about the problems of optimal use of resources, expedient placing of equipment, effective use of investments, rational planning of stripping and extracting works, groups of mining enterprises and about different variants of transport problem. In the report possibility of the method use is studied at an example of typical technical-economic problems solving. By solving of these problems the variant of the method with uniform distribution of random quantity had been applied and built-in random number generator of visual modelling system VisSim had been used. By algorithms elaboration it seems very perspective to use combination of the Monte Carlo method with traditional methods of numerical solving of the problems (methods of linear, nonlinear and dynamic programming and so on). In recent years piled raft foundations of multi-storey buildings on weak soils have generated much interest and discussion. By taking account of the effects of each component of the system - the pile group and the raft - it is possible to reduce the settlements and inclinations of the system and to have an expedient load distribution on the piles and the raft. Thus the structural design of the foundation can be optimised.

Conventional waste management practices produce two waste streams for the construction of separate disposal facilities. The design of tailings impoundments is usually controlled by physical stability. Waste rock materials offer high shear strength characteristics for waste dump construction, however the hydraulic properties promote oxidation. The problem of oxidation is significantly reduced for tailings due to a fine texture that augments water saturation. Co-mixing of tailings and waste rock involves the intimate blending of tailings and waste rock to create a new material with superior physical and hydraulic properties. The new material has a low hydraulic conductivity, low compressibility, high water retention capacity and high shear strength. Co-mixed tailings and waste rock restrict oxygen entry and water seepage to minimize acid generation and metal leaching. Co-mixed tailings and waste rock may be used to construct cover systems, internal barriers and seals, confinement structures and full depth waste repository. The results of a laboratory program to characterize the physical and hydraulic properties of Comix tailings and waste rock are presented here. Various ratios of tailings were blended with three distinct waste rock materials. The saturated hydraulic conductivity for the Co-mixed materials was found to vary between 2 x 10-7 m/s and 5 x 10-8 m/s depending on blend ratio, waste rock type and compaction. This paper introduces concepts for the co-disposal of tailings with waste rock and evaluates the hydraulic behaviour of a Co-Mix waste system. The potential benefits of Co-Mix are shown for a typical mine.

[New stochastic process models are developed to calculate the probability of various fill levels in section feeders as a function of vehicle interarrival times, payloads and feeder-discharge rates. These models may be utilized to establish the minimum feeder-discharge rate necessary to prevent a feeder, with a particular surge storage capacity, from constraining the section's production rate. In addition, it is shown how the output from these models may also be utilized to calculate the probability of various flow rates at junctions in the conveyor haulage network, enabling one to size gathering belts. The model provides a basis for optimizing, (in economic terms) capacity specifications for feeders and conveyor belts in the materials-handling system by considering tradeoffs in the size of the two types of units.]

At first I read this paper with interest, which grew to fascination, and ended up with horror. Such reactions to a supposedly scientific contribution are rare, and I believe the coal mining community must be warned in the strongest possible terms against the recommendations that this paper makes. The paper purports to have assessed statistically two sets of data on methane concentrations recorded in the return air from Turkish longwalls. The first set of data, from their Table I, is reproduced in Table I below. The data have been rearranged in classes to indicate the underlying distribution. While there is only limited data (N=33), the distribution looks as if it could be the sum of two normal distributions with means around 0.5 and 0.8, or possibly a log-normal distribution. What is quite clear is that it is nota single normal distribution.

Mining is an inherently risky business; from the technical, environmental, social, and economic uncertainties associated with advancing an exploration prospect to a viable project to the operating, market, and safety risks and uncertainties attached to a developed mine. Since we cannot totally escape the risk and uncertainty related to resource projects, as an industry we should improve our presentation of the upside and downside risks in the context of the project?s development path and maturity. More transparent, consistent, and balanced views of technical confidence will better inform both internal and external stakeholders about the expected risk in the project. International reporting codes set out the minimum standards, recommendations, and guidelines for public reporting of Exploration Results, Mineral Resources, and Mineral Reserves. However, the reporting code principles of transparency and materiality are largely subject to the interpretation of the competent person(s), which may introduce a degree of subjectivity in reporting, particularly the level of disclosure regarding supporting information. It is fundamental that Mineral Resources, Mineral Reserves, and study outcomes are reported so as to unambiguously present the level of inherent technical uncertainty (or confidence) in a project, while conveying a balanced view of the opportunities a project presents. Reporting needs to consider various stakeholders who may rely on this information, and present the data in the context of the changing risk profile associated with project development paths and project maturity. This paper discusses the interdependence of resource-to-reserve conversion, the consideration of various technical-economic study types, and the level of confidence conveyed to stakeholders relying on these technical reports and other company public announcements.

"The IsaMill was developed for fine-grained ores that required at least double the grinding efficiency of ball or tower milling to be economic. This was achieved, but in practice, the benefits of using inert media (eg sand, slag, ore, ceramic) have proven to be at least as important as the higher grinding efficiency. Flotation selectivity and rate was improved for all particles, particularly fines. This allowed a dramatic simplification of the Mount Isa lead zinc flotation circuit – adding 6 MW of ultrafine grinding power reduced reagent addition and flotation volume and increased plant energy efficiency. This was quite unexpected.This paper examines four orebodies that were enabled by inert grinding – McArthur River, George Fisher and Black Star Open Cut Mines (complex fine-grained lead zinc orebodies in Australia), and the Western Limb Tailings Retreatment plant (a PGM operation in South Africa). In a unique case history, the operating performance of the Mt Isa lead zinc concentrator is explained by size-by-size mineralogical data collected over 25 years, systematically explaining the impact of declining ore quality, and the effects of additional conventional grinding, inert grinding, and circuit and reagent redesign.The mineralogical case histories are so compelling that it is argued that the advantages of inert grinding should not be confined to difficult, fine-grained orebodies. The availability of largescale efficient inert grinding mills could have profound impact on circuit design for many orebodies.INTRODUCTIONThe IsaMill was developed by MIM (now Xstrata) to enable the development of the McArthur River Orebody in the Northern Territory of Australia. This ultra-fine grained ore needed a grind size of 80% passing 7 microns to produce a saleable concentrate. Such a fine grind was not economic with conventional ball or tower milling. Below about 25 microns the low energy efficiency and high media consumption of these mills is prohibitive. Critically, the high steel consumption and associated change in pulp and surface chemistry also seriously affects flotation metallurgy."

ABSTRACT : An experimental programme for damage assessment was performed in the vicinity of the main shaft of Andra’s Underground Research Laboratory, currently under construction in the East of France, when the shaft is crossing the Kimmeridgian marls between 80 and 100 m depth. The mechanical behaviour was analysed by mean of convergence and displacement measurements. The disturbance into the wall was assessed using numerous methods such as measurement of sonic velocities, permeability measurement and VSP measurement in radial boreholes. The intensity of the damaged zone is low, and its extension does not exceed 0.5 time the radius of the shaft. It does not seem to depend on blasting patterns. ZUSAMMENFASSUNG : Ein Forschungs- und Versuchsprogramm wurde aufgestellt, um die beschädigte Zone im Bereich der Kimmeridgemergel zwischen 80 und 100 Meter Tiefe beim Zugangsschacht des im Bau befindlichen Andralabors im Osten Frankreichs zu berechnen. Das mechanische Verhalten der Formationen wird auf der Grundlage von Konvergenz- und Verschiebungsmessungen ermittelt. Verschiedene Messmethoden, wie z.B. mikroseismische Geschwindigkeite Messungen, Permeabilitäs- und Beschleunigungsbestimmungen in strahlenförmigen Bohranordnungen, erlaubten die Ermittlung des Beschädigungscharakters der Schachtwand. Die Intensität der beschädigten Zone ist niedrig, ihre Ausdehnung übersteigt nicht die Hälfte des Radius des Zugangsstollens und scheint unabhängig vom Schema der Sprengstoffanordnungen zu sein. RESUME : Un programme expérimental visant à évaluer la zone endommagée autour du puits d’accès du Laboratoire de Recherche Souterrain de l’Andra actuellement en construction dans l’Est de la France a été mis en œuvre lors de la traversée des marnes du Kimméridgien entre 80 et 100 m de profondeur. Le comportement mécanique des formations est évalué à partir de mesures de convergence et de déplacements. La mise en œuvre de nombreuses méthodes, telles que des mesures microsismiques, des mesures de perméabilité et d’accélérométrie en forages radiaux, a permis de caractériser l’endommagement en paroi du puits. L’intensité de la zone endommagée est faible et son extension ne dépasse pas 0,5 fois le rayon du puits. L’endommagement semble indépendant des schémas de tirs testés.

The exploitation of stone (trachyte) at the ?Srebro? open pit mine, located on the northern slopes of the Fru?ka Gora National Park (Serbia) central area begun in 1964. Stone exploitation in this locality does not endanger the environment in an ecological sense, does not pose a threat to plants and animals, and apart from the terrain configuration changes, it did not leave behind permanent consequences to the environment. Projects for permanent cessation of mining operations and for land reclamation and spatial arrangement were completed in these circumstances. The paper gives a short review of the condition at the open pit mine; furthermore, the key problems and basic demands are presented, together with a concept of technical and biological land reclamation and the spatial arrangement of the mining complex. Combustion and thermal NOx formation have been modelled using the Computational Fluid Dynamics (CFD) commercial code Fluent 6.1. The aim was to predict and give a better understanding of the combustion in electric arc furnaces for the production of ferro-silicon and silicon metal. Another important objective was to assess the impact of a number of operating parameters on the NOx formation. The CFD tools used are de-scribed with a special focus on models for species and turbulence transport. Sensitivity studies have been carried out to study the influence of several parameters: sub-models, process gas composition and distribution at the charge surface and influence of the presence of SiO. The main conclusions are: ?Using the combination of a realistic design, boundary conditions and models, the simulated NOx level is in quantitative agreement with measurements. The presence of water vapor is particularly important because of its influence on the specific heat of the mixture and resulting temperature. ?Release of significant amounts of SiO from the charge surface results in an important increase of NOx, even if we applied a simplified combustion model for SiO gas. However, because of lack of thermal and compositional data for blowing situations (when SiO flows directly from the arc cavity through open channels to the charge surface), no quantitative validation is possible. The way SiO is distributed (uniformly or as a jet) has a limited impact on the result in our computations.

The ores treated at the concentrating plant of the Mahoning Mining Co. at Rosiclare, III., come largely from the blanket replacement deposits of the northeastern part of Hardin County, Illinois, and consist of complex mixtures of galena, sphalerite and fluorspar in a gangue of quartz, limestone and sandstone. The several minerals are so intimately inter-grown that they are not liberated at the sizes usually treated by gravity concentration in the usual fluorspar plant. For this reason, an all-flotation method of concentration was developed in cooperation with the station of the U. S. Bureau of Mines at Rolla, Mo.1 This flotation separation made possible the commercial production of four concentrates: (I) lead, (2) zinc, (3) acid-grade fluorspar and (4) metallurgical-grade fluorspar.2,3 Although fluorspar had been floated in Canada in 1921 and a plant at Rosiclare had been floating fluorspar since March 1929, fluorspar flotation was given considerable impetus by the Mahoning developments, since some features of the separation were quickly adopted by other fluorspar companies. The Bureau of Mines6 reports that in the 10 years preceding 1938 only 50,552 tons of fluorspar flotation concentrates were produced in the United States. The rise from this almost nominal figure to 153,750 tons (largely acid grade) in one year (1944)6 is indicative of the activity in fluorspar flotation occasioned by the war. The industry thus proved to be in a position to expand and keep up reasonably well with the requirements imposed upon it by such developments as occurred in high octane aviation gasoline alkylation, in the use of Freon as a refrigerant and as carrier in the Aerosol "bug bomb," and in the atomic bomb project as well as in the expansion of other activities requiring hydrofluoric acid; for example, the aluminum industry. Despite the fact that the greater portion of acid-grade fluorspar produced in the last few years went directly into war uses, the future of the acid-grade field still appears bright. As a result of the activity in fluorine chemistry during the war, it seems likely that in the relatively near future almost every phase of human endeavor will find some fluorine compound involved. The other three concentrates produced deserve some attention in these introductory remarks. The lead concentrates first produced contained both zinc and fluorspar but these did not interfere with their marketing. As will be pointed out later, the quality has steadily improved until today it is a relatively high-grade product. Although some zinc smelters accept concentrates containing limited quantities of fluorspar, it is a very objectionable impurity. The main, though rarely mentioned advantage, is likely to be the standardisation of best practice and product. In a batch process conditions vary cyclically, but with a continuous process they would, at least ideally, remain the same for long periods of time. The other main advantages of continuous over batch processes are likely to be reduced operating and capital costs, the improved possibilities for automatic control, and more consistent product quality. Recent developments are surveyed for ironmaking and steelmaking with reference to blast furnaces; solid-product and molten-product direct reduction; the trough-type processes of Thring, Worner, the Japanese National Research Institute for Metals and Glinkov; basic-oxygen furnace (LD) variants; spray steelmaking; continuous casting and vacuum degassing; rolling; and coating. Encouragement in the devleopment of continuous processes may be drawn from the way unexpected difficulties, such as trouble with sulphur and refractories, were tackled and overcome to achieve the float glass process

This paper concentrates on ground control innovation in Europe since the first Morgantown conference, mainly from a UK perspective. In particular, it describes the rock engineering and ground control tools developed to address the mine support and design problems associated with coal mining at great depth in areas influenced by previous workings. The differences in approach across the Western European industries are also examined. Perhaps the most significant change in the period has been in the science of coal mine rock mechanics itself, with support design now based firmly on measurement, analysis and understanding. The ground control innovations described here have played their part in increasing the efficiency with which coal is mined and in increasing safety to the extent that fall of ground accidents are now rare.
