The EMEM Awards of the Department of Minerals and Energy (DME) were formally launched on 3 March 2000 by Ms Susan Shabangu, Deputy Minister at the Department?s Mineralia Centre in Pretoria. The launch was attended by invited guests from the mining and aggregate industries ,representatives of the Patron Organisations (see below),non- government and scientific organizations, the media, other government departments involved with mining environmental management and members of staff of the DME both nationally and regionally.

This paper reviews recent positive developments in Europe on the regulation of gold mining. However, it also examines the problem that while gold projects may be bankable and technically and environmental defensible, the odds tend to be stacked against granting of an environmental permit. The historic background to this situation is examined and current developments and initiatives are critically analysed. Standards and benchmarks for the industry have been established across the community and these have a strong influence in European Union accession (and aspiring) states as well. While this is welcome in regard to improving environmental performance, it also represents a significant milestone with mining (and particularly gold mining) now æon the mapÆ as a legitimate enterprise, a situation that was patently not the case prior to 2003. At the project level, very frequently, the difficult biophysical problems are addressed and satisfactorily dealt with according to the new regulations, but still there are problems regards trust and acceptance that underpin a æsocial licenceÆ. What goes wrong and how can companies deal with the social/environmental issues that lead to entrenched views and concerns, irrespective of any amount of demonstration of good practice and corporate social responsibility? What is the role of the non-governmental organisation (NGO) and are they as accountable and responsible as they should be? The findings presented draw upon recent experience with the environmental permitting of projects in Spain, Greece, Romania, Bulgaria and Serbia on behalf of Australian, Canadian and British companies as well as international funding institutions.

INTRODUCTION The entire scope of new facilities for Lake Mead Intake No. 3 includes a sub-merged intake structure, a deep tunnel beneath Lake Mead, a tunnel access shaft, Intake Pumping Station No. 3, and connections to an existing intake and water treat-ment facility, as shown in Figure 1. In March 2008 Vegas Tunnel Constructors (VTC), a joint venture of Impregilo SpA and SA Healy were awarded a $447m Design-Build contract by SNWA for a section of this work (Contract 070F 01 C1), including the 185 m deep tunnel access shaft, the 4.7 km long, 6.1 m diameter tunnel and the submerged intake. Arup, supported by Brierley Associates, is the Design Engineer for VTC. The scope of the work is shown in Figure 2. This paper will describe the design and construction on this contract, with a focus on the access shaft which is the most complete section of the work. The shaft is being sunk using drill-and-blast methods with the finallining placed as excavation proceeds. The shaft passes through a major fault zone, and extensive pre-excavation grouting for water control is required for much of the depth of the shaft.

The Quality index is a useful tool allowing to assess the metallurgical quality of aluminium AlSiMg foundry alloys (A356/357). Its value is calculated from the ultimate tensile strength and elongation; it increases with the metallurgical quality of the casting, i.e. with finer dendrites, lower microporosity and inclusion count and lower iron content. This Quality index does not depend on the degree of temper applied during the heat treatment (aging time and temperature). After defining the Quality index, it will be explained how it can be predicted from the knowledge of the local solidification conditions obtained from modelling. The paper will then present four case studies of castings for which the prediction of the Quality index by modelling was made. These case studies from different authors will involve the three most common casting processes used for producing high integrity aluminium castings, namely: sand casting, permanent mould casting and investment casting (lost wax). In all cases, the accuracy of the prediction will be assessed by comparing the predicted Quality index distributions to the experimental values based on the published measured values of the local tensile properties.

What separates the support of mining openings from the support of similar civil engineering structures is the fact that mine openings have to survive large deformations as a result of changing stress conditions induced by progressive mining. Steel fibres impart to concrete and shotcrete a high degree of ductility which not only allows the shotcrete and concrete linings to absorb important rock movements but also to increase its bearing capacity by a redistribution of the loads. A range of applications will be discussed technically and economically.

Geopolymerization is a process by which Al-Si minerals undergo dissolution and polymerization in an alkaline solution to form a monolithic material with a high mechanical strength (Davidovits, 1991; 1994). In this study, Na-feldspar (albite) and K-feldspar (microcline) have been selected to investigate their abilities to undergo geopolymerization. The interaction between alkali metals present in the alkali-feldspars and alkali metal cations contained in alkaline solution during geopolymerization has also been studied. It has been found that both albite and microcline can be applied in geopolymerization to produce geopolymers with a high compressive strength. Although the dissolution of M-feldspar (where M = Na and/or K) in concentrated MOH solution is inhibited when the alkali metal cations of the alkaline solution differ from the alkali metals structured in M-feldspar, the resulting geopolymers are found to demonstrate a higher compressive strength. Moreover, a proper molar ratio of Si/Al in the geopolymeric gel phase and a higher average hardness of the undissolved particles remaining in the geopolymers are found to greatly increase the ultimate compressive strength of the geopolymers.

Whereas many researchers and mine engineers have conducted tests using different types of grout, grout ratios, and physical modifications of the cable to determine cable bolt load characteristics, few studies have been conducted on cables fitted with internal instruments. Those studies that have been done have concentrated on cable behavior averaged over significant cable lengths. Researchers at the Spokane Research Laboratory (SRL) of the National Institute for Occupational Safety and Health in Spokane, WA, are investigating the physical properties of cable bolts by replacing the conventional king wire with a modified king wire on which strain gauges have been installed . This paper documents test results on these modified cable bolts. Three tests were conducted at SRL on 1.83-m-long cables grouted into two 0.91-m-long pull-tube assemblies. Load along the cable was monitored with 20 strain gauges installed along the length of the cable. The instrumented cable bolt provided reproducible point measurements of cable load as opposed to load measurements averaged over significant cable lengths. Such point measurements can assist in interpreting the influence of cable confinement, grout quality, rock mass stiffness, and other factors. The instrumented cable bolt is a practical field and research tool because it can predict point loading along the cable and thereby allow interpolation of maximum possible loads on a cable.

Steven F. Leer, president and chief executive officer of Arch Coal Inc. will be the master of ceremonies for the 12th Annual National Mining Hall of Fame Induction Banquet. The black-tie (optional) affair will be held at the Adam’s Mark Hotel on Sunday, Oct. 10 in St. Louis, MO. Six legendary leaders will be inducted at the ceremony. They will join 145 mining greats previously honored in the annual ceremonies. R. Joe Wagner, vice president for exploration and chief geologist of The Doe Run Co., St. Louis, will be the evening’s keynote speaker. His father, Richard Edwin Wagner (1898-1979), was inducted into the National Mining Hall of Fame in 1998 at the banquet in Phoenix, AZ.

Despite near-record commodity prices, the mining industry continues to search for ways to maintain profits in these times of steadily increasing energy prices and steadily decreasing grades. The pressure is still on today’s miners to continuously improve their operations because they know that one day prices too will drop. Some, however, have seized the opportunity to employ systematic methods to reduce costs and increase the efficiency of their workforce and equipment. As a result, closer attention is being paid to scheduling and the value that could be added by defining the extraction sequence that maximizes the net present value [NPV] of a project. This paper will discuss the challenges faced by Newmont Mining Corporation [Newmont] at its operations and the application of sophisticated software tools and methods in its search of solutions to this problem.

"As part of the mining engineering curriculum, students are required to be placed in industry for vacation work or work-integrated learning (WIL). In this paper we review work-based placement as done at the four South African mining schools: the University of Johannesburg, the University of Pretoria, the University of the Witwatersrand, and the University of South Africa.Key aspects of past and current WIL (pre- and post-graduation) practices that may need attention are highlighted for consideration by all universities that provide professional qualifications. Work-directed theoretical learning, problem-based learning, project-based learning, workplace learning, and simulated work experiences are discussed as legitimate approaches to WIL.Regardless of the choice each institution makes, commitments of universities, preparedness of university teachers, and the desire for equity and excellence will play an important role in the provision of WIL.DefinitionsAccredited Qualification: a qualification awarded on successful completion of an accredited programme.Advisory Boards (or Committees): are essential infrastructure for a WIL curriculum that is built on the integration of the workplace and the university. This requires the collaboration of experts from both environments. Workplace advisors are critical to the success of the academy as they embody expert knowledge of the ‘real world’.Assessment: the process of determining the capability or competence of an individual against standards by evaluating performance.Category: a mode of registration defined in or under the ECSA Act which has a distinctive purpose, characteristic competencies, defined principal routes to registration, and educational requirements.Experiential learning: (in South Africa sometimes used synonymously with work placement or cooperative education) is a term used with a great variety of meanings in the international literature. More broadly, it may refer to learning that has meaningful learner involvement. It is the process of generating meaning from direct experience. In the international literature, experiential learning is learning through reflection on doing, which is often contrasted with rote or didactic learning."

Environmental and economic costs related to equipment fuel consumption and carbon dioxide (CO2) emission present a substantial challenge to the mining industry. Haul trucks are an integral part of the overall surface mining system and they consume a substantial quantity of fuel. Consequently, they produce a significant amount of CO2. The objective of this research is to (i) establish a mathematical relationship among a truck?s fuel consumption, power and engine load factors and (ii) determine the amount of a truck?s CO2 emission and the associated cost that may arise from potential CO2 legislation. In order to achieve these objectives we have considered original equipment manufacturer (OEM) haul trucks, commonly used in surface mining operations. The research presented here may be used by mining professionals to help determine the cost and environmental burden of the trucks? application, and efficiently manage energy consumption.

"A commitment to a core testing, plant modeling and reconciling technique has shown substantial economic benefits to IOC in terms of accurate production forecasting, smoother operation of the mill, improved expectations of throughput and co-operation across production departments from geology, planning, mining, and processing, to shipping of concentrate to market.This paper describes a successful seven year program of forecasting throughput of the autogenous milling circuit at the Carol Lake concentrator of IOC. Work started with audits of the grinding circuit in 2001 and benchmarking of the data collected from samples of mill feed and plant operation to the CEET mill design and throughput forecasting model.Initially 390 drill core samples were tested for SAG Power Index (SPI) to measure the energy required in milling, and the data distributed using a geostatistical technique across the two operating pits, so that hardness was estimated in each of the 40,000 blocks (or 1500 million tons) of potential ore. In 2004 a forecast of energy requirement, i.e. forecast of throughput for a given power availability at the mill, was produced for each ore block using the CEET model and used for mine planning to smooth plant throughput. The forecast for blocks mined on a monthly basis was reconciled with plant results over the next 2 years and minor changes made to the CEET model. The forecasting exercise was repeated in 2006 and in 2008 with the latest model based on the testing of almost 1300 samples of drill core at closer spacing.INTRODUCTIONThe contracting of sales to clients and the timely supply of products to meet those contracts is a cornerstone of good business practice. Ensuring the correct scheduling of production is a major concern of mining companies where the supply and qualities of the raw material is uncertain and production facilities are not flexible. This is particularly challenging when the product is of high volume and produced far from the customer, such as iron ore.Apart from the metal content of the ore being mined, the greatest impact on production scheduling is the throughput of the comminution section of the extraction plant; most notably when size reduction is achieved by autogenous grinding. The response of the mills to variability in the hardness of the ore can change throughput by as much as 50% from day to day at some plants."

THE ANTHRACITE region of Pennsylvania contains over nine-tenths of the total anthracite deposits of North America and produces all but an insignificant proportion of the total output of anthracite in the Nation. The whole economy of the northeastern section of the United States depends, to a large extent, on the mining of Pennsylvania anthracite, which is shipped to New Jersey, New York, and New England and is a principal source of energy and heat for that entire region. The responsibility of the Federal Government for developing an engineering method that will prevent inundation of the Pennsylvania anthracite mines and keep them in operation has long been recognized. To obtain a reliable picture of the anthracite-mine-water problem and to solve that problem, it is necessary to have factual data on the volume and the quality and character of the mine water handled by the pumping plants in the anthracite region, as well as the kinds of pumps utilized and problems concerning their operation.

Outsourcing? and ?sub-contracting? have become buzzwords in recent years, as SA industry becomes increasingly exposed to the global economy, and global competitiveness. In its effort to ?catch up? after years of relative isolation, there is a concerted effort to learn from global ?best practice?, in order for South African companies, and the SA economy, to become ?winners?. There seems nothing wrong with this approach at face value. Companies need to compete and be profitable if they are to remain in business. Failure will in the end mean bankruptcy, and the loss of jobs. However, if one interrogates the precise practices, and their implications for all concerned?not just shareholders and employers, but workers, communities, the environment, future generations, the national economy?then the picture can change dramatically. ?Best practice? for whom?

In recent years there has been an increased focus on corporate governance matters worldwide. The duties and responsibilities of directors of companies have come under close scrutiny, with shareholders increasing their demands for greater responsibility and accountability. Media attention and pressure groups have also had their effect. Governmental actions have supported these demands and directors have witnessed sweeping legislative changes imposing more onerous duties and liabilities than formerly imposed upon them at common law and in terms of the Companies Act. At the same time, the power of regulatory bodies has been increased to enforce this legislation and make someone pay to remedy an alleged infringement. Breach of such duties may incur personal or criminal liability, or both. Environmental protection legislation has become a particularly prevalent feature in this regard, and the number and complexity of statutes concerning the environment have increased over the past few years. Directors of South African companies will be familiar with relevant acts such as the National Environmental Management Act 107 of 1998; Conservation of Agricultural Resources Act 43 of 1983;Hazardous Substances Act 15 of 1973, as well as the National Water Act 36 of 1998. Now the directors of mining companies are faced with the Mineral and Petroleum Resources Development Act 28 of 2002.

The Scanning Electron Microscope – Mineral Liberation Analyzer (SEM-MLA) laboratory, as part of the Core Research Equipment and Instrument Training (CREAIT) network of laboratories at Memorial University, NL, Canada, has recently published efforts towards increasing the throughput of automated mineralogy systems by producing single-step trans-vertical moulds, rather than traditional 30 mm polished epoxy moulds. Due to the small particle size of iron ore grains in the -200 mesh size fraction (<75 µm), not all of the surface area on a mould is needed for measurement in achieving good statistical representation. In a new study, trimming of the excess area of a mould results in a smaller sample and increases the quantity of unique samples that can fit in a newly designed trans-vertical adapter for a FEITM MLA 650 field emission gun (FEG) scanning electron microscope. The complete analysis, using a newly designed sample block holder capable of holding 98 samples, required 57 hours of running time where each sample had an average of 33?400 particles measured and identified. The analysis was calibrated to allow for off-line discrimination of hematite/magnetite. The calculated Fe-assay values derived from MLA results were compared to those from bulk sample chemical assay. This shows the Fe assay having a correlation coefficient of >0.99 when the particle count is greater than 20?000. This study represents the most expedient method yet reported to prepare well-polished samples and analyse them in a timely manner that can allow for quicker results in process mineralogy.CITATION:Grant, D C, Goudie, D J and Baird, E, 2017. In 2004, LKAB decided to start a basic engineering study in expanding its existing production lines at the Malmberget mine site. It was expected that some of the production lines would become bottlenecks with reference to capacity. In this study, the sorting plant is examined and the results show that several unit operations will be limiting under current operating conditions. An additional purpose with the study was to investigate how replacement of some machines would influence performance and if production plans for the coming years might be achieved. Steady-state simulations using the software Modsim? were extensively used to study process performance for different operating conditions, such as iron content and size distribution in run-of-mine ore. Model parameters were derived from pilot plant data and when possible from ex-isting circuits. A complication for the simulations was the lack of relevant data and therefore some of the initial results were only indicative. The result shows that installation of new screens would give a much better operation, but also new crushers would be an improvement. This, since they can be run with full crusher chamber and tighter CSS. During 2007, most of the proposed remedies were implemented and the result is that the bottle-necks are gone, and the grades and material balances are even better than what was envisioned from the simulations.

"The most economical way of dewatering mineral concentrates is to reduce the moisture content in the material mechanically using thickeners and filtration avoiding thermal drying whenever possible. In addition to this, the dewatering process should produce low moisture cake, high quality liquid, consume little energy. As a part of the dewatering process The CERAMEC® capillary filter has been proven to meet these requirements in over 150 installations. The filtration is done by using ceramic filter plates with small pore size. The capillary action in the filter medium secures gas free filtration at good vacuum, and due to the small pore size, filtrate is crystal clean and particle free. The energy consumption is minimal. This paper will discuss results from filters installed at Pyhäsalmi Mine Oy in Finland where the technology was has been used since the late eighties. Results from more recent installations like Los Pelambres in Chile and LKAB in Sweden will also be discussed.INTRODUCTIONThe idea of using capillary action to make dewatering more efficient was invented two decades ago. Ten years later whole filter plants utilizing the new method were delivered to mine concentrators for dewatering of mineral concentrates. Further development of ceramic membrane plates made it possible to meet the requirements in iron ore dewatering. In addition to low cake moisture, high capacity and low energy consumption, there are a lot of environmental advantages in using capillary filtration. One of them is clear filtrate.CAPILLARY FILTRATIONA micro-porous filter material behaves like a large number of narrow capillaries forming a network.
