Thermal Treatment Technology Division Albany Research Center, U.S. Dept. of Energy Oregon. This evaluation included a characterization study and direct smelting tests conducted in a bench-scale electric arc furnace (EAF). In contrast to other thermal treatment technologies considered for these wastes (i.e., fluidized bed combustion), direct smelting in the EAF can process 100% of the wastes without prior beneficiation, and utilizes solid oxidant additions (in this case iron ore) rather than air to oxidize the carbon. This solid oxidant addition is advantageous because it results in the production of several value-added furnace products. These products include cast iron resulting from the reduction of the iron oxides, baghouse dust containing virtually all of the zinc from the residues, and a clean (nonhazardous) slag product suitable for recycle as concrete aggregate or construction fill. Offgas from the smelting furnace also holds potential as fuel gas for cogeneration. The direct smelting tests conducted thus far were successful at producing the desired furnace products, exhibiting the potential for complete recycle of the waste pile. A cast iron product of comparable quality to conventional cast irons was produced, at nearly 80% iron recovery to the metal. The slag product was determined to be nonhazardous, based on the EPA TCLP. Lead and zinc partitioning to the dust product was greater than 99%. The material balance over the furnace indicates that for every ton of feed processed, 540 lb. of cast iron, 600 lb. of slag, and 150 lb. of dust would be produced. Energy consumption was roughly 1.10 kWxh/lb of feed material. Prior experience suggests that these figures measured in the bench-scale furnace would translate to 0040 to 0.50 kWxh/lb at the industrial-scale.

Scaling of rockpasses was problematic at Tau Lekoa Mine prior to production commencing in 1991. High horizontal stress levels relative to the host rock mass strength have been instrumental in causing the observed scaling. Scaling has been more pronounced in the deeper rockpasses and these are monitored regularly. Rehabilitation of one of the reef passes and one of the waste passes was required in the period 1999 to 2001. This paper describes the extent of the problems experienced to date as well as the rehabilitation completed.

In the first half of the year, lessening of cold war tensions was welcome. But Iraq's invasion of Kuwait in the second half led to the Persian Gulf War in January and February 1991. This caused an oil shock that dampened the economy. So the US gross national product rose only 0.9% to $5,463 billion (US billion = 109). The buildup of military forces in the Persian Gulf area focused greater attention not only on petroleum but also on other strategic materials. The Department of Defense continued to review stockpile goals and to upgrade several mineral materials. In addition, the Bureau of Mines continued to maintain the standby Emergency Minerals Administration. The Defense Production Act, which authorizes priorities, alloca¬tions and supply expansion, lapsed on Oct. 20. So the Selective Service Act of 1967 became the authority for assuring that orders of the armed forces and defense atomic-energy programs were given priority treatment. Consumer demand strongly affects mining worldwide. US citizens carry significant debt, and large stocks of housing and consumer goods are already in place. Some 250 million persons have 188 million licensed motor vehicles and 100 million dwelling units. Consequently, new car production fell 11 %, to 6.1 million units. Truck and bus production fell 8%, to 3.7 million units and new private housing starts fell 13% to 1.2 million units.

In multiphase ternary diffusion studies, plots of the variation bf the composition on the isotherm constitutes one of the most effective methods of presenting experimental results, especially if such plots are made in a manner which relates the composition path on the isotherm with the diffusion layer structure in the couple. Unfortunately, if different conventions for plotting are used serious misinterpretations occur readily, causing apparent disagreement between investigators who actually share the same viewpoint. A common convention for mapping these diffusion paths is needed at this time because with the increasing use of the electron-probe X-ray microanalyzer, a much greater number of ternary diffusion studies can be expected in the near future. In an effort to prevent unnecessary confusion in the future litera- ture, a convention for these plots is proposed, as outlined below. A hypothetical example of the use of these conventions is given in Fig. 1 where the path of composition through the diffusion structure of the 100 pct A/50 pct B, 50 pct C couple is plotted on the appropriate isotherm of the ABC system. The lower case letters relate the region in the diffusion layer structure to the appropriate composition on the ternary isotherm. 1) The diffusion path is plotted on the isothermal section corresponding to the diffusion temperature of the couple. 2) The terminal compositions of the plotted diffusion path are the initial compositions of the couple halves—provided infinite boundary conditions are maintained. If, in either couple half, infinite conditions are not maintained, then the path terminates at the composition of the exterior surface of the couple. If, at this surface, the composition varies with time or if the plotted path is time dependent, then the diffusion time should be noted beside the plotted path. 3) A solid line crossing a single phase field (e.g., line a-b in Fig. 1) denotes an existing layer of that phase in the diffused couple. 4) A dashed line crossing a two-phase field parallel to the tie lines (e.g., line g-h) represents an interface between the two phases with interfacial compositions designated by the ends of the tie-line. The line represents no spatial extent. 5) A solid line crossing a two-phase field so as to cut tie lines (e.g., line b-c or line j-k) represents a locally equilibrated columnar two-phase layer. The solid line should cut those tie lines which correspond to the lateral interfacial equilibria along the columnar

"The Key Lake uranium mine is the largest single uranium producer in the world. It is owned 2/3 by Cameco Corporation and 1/3 by Uranerz Exploration and Mining. Cameco is the operator. Current production is fourteen million pounds per year of uranium oxide (U308).The mine's location is 570 kilometres north of Saskatoon on the southern edge of the Athabasca Basin approximately at latitude 57° 11 'north and longitude 105° 34' west. Access to the mine is by an all-weather road and a private airstrip.The mill was commissioned in 1983. A molybdenum plant was constructed in 1989 in response to increasing molybdenum content in the yellowcake or final product. Early test work had showed that the first ore body to be mined, the Gaertner deposit, would present few problems with regards to molybdenum in the product. However, the test work also showed that the higher molybdenum content of the Deilmann ore, the second Key Lake orebody to be mined, would result in increased molybdenum concentrations. Without the molybdenum plant, penalties would become excessive and some product might not accepted by the refineries.This paper will describe the current Key Lake mill process with emphasis on the molybdenum solvent extraction process. It will cover the chemistry of the process, process development in the mid 1980's, and current operating practices.The Key Lake milling process consists of five individual plants, crushing and grinding, leaching -counter current decantation (CCD), solvent extraction, yellowcake/crystallization and bulk neutralization (Figure 1. IN this paper it is proposed to present certain features of operating practice at the Port Pirie works of The Broken Hill Associated Smelters Proprietary Limited, in the smelting in a blast furnace of lead ores carrying a high concentration of zinc.The subject matter selected for presentation is:(i) The effect of zinc on lead blast-furnace operations, together with an outline of the methods adopted in actual practice in dealing with the zinc problem.(2) Development of the height of tuyere above the bottom of the jacket, and the extension of the tapping interval and the combined effect of both factors upon the lead content of blast furnace slag.It will later be seen that one phase of the investigation carried out in connection with the effect of zinc on blast-furnace operations was largely responsible for the decision to increase to a marked degree the height of the tuyere above the bottom of the jacket.Due to this interdependence, it has been considered advisable to deal with the two features above mentioned.The high concentration of zinc in the lead-bearing materials smelted at Port Pirie has brought with it those troubles which are associated with zinc in the smelting operation.In the early stages of the history of The Broken Hill Associated Smelters Pty. Ltd. the trend towards increasing cost for labour, fuel, and stores, etc., rendered it necessary to increase the lead content of the charge, and reduce to a minimum the quantity of barren flux used.

"Rubber liners at Denison Mines Limited are used in 10 1/2x 24' low discharg0 pebble mills. These were originally 10 1/2 x 13 Dominion overflow type ball mills. Experience here shows that the wear of rubber and ni-hard lifters is approximately the same in the feed end half of the mill, while the wear of rubber lifters is much greater in the discharge half. The wear of rubber plates is considerably less than white iron in the feed end half of the Mill and slightly more in the discharge end half of the Mill. Rubber components are lighter to handle but their installation is time consuming. This leads to the conclusion that a combination of ni-hard lifters a~~ rubber plates is the most economical compromise in Denison's case, for the Mill. Rubber discharge grates are superior to steel grates, while steel feed end liners are superior to rubber.The Use of Rubber Mill Liners at Denison Mines LimitedGrinding is done in two identic0al circuits each consist-ing of one 10 1/2 x 14' Dominion overflow rod mill, two Dorr Oliver quadraplex rake type classifiers, two 10 1/2 x 24' Dominion low discharge grate pebble mills and ancillary pumps and conveyors for pebbles. There is one centrally located distributor box that receives the discharge of the 4 pebble mills and splits it out to the classifiers."

"The University of Missouri performed a lateral load test program involving 32 drilled shaft load tests for the Missouri Department of Transportation (MoDOT). Tests were performed at two MoDOT geotechnical research sites, and all shafts were founded in shale. Shafts were instrumented to measure the displacement of the shaft head, and the structural response of each shaft was interpreted from strain gage data and from ShapeAccelArray (SAA) data. The SAA is a chain of rigid segments with sensors that use MEMS (microelectromechanical systems) technology to measure the tilt of each segment/joint. The measuring principle of the SAA is therefore similar to that of an inclinometer. The SAA device was placed in a casing installed in the center of each test shaft to provide a continuous record of deflection along the length of the shaft throughout each test.Bending moment profiles were calculated from strain gage data and from SAA data. Interpretation of bending moments from measurements of strain (via strain gages) and displacement (via SAA) is a nontrivial exercise, primarily because the bending stiffness, EI, is nonlinear and greatly influenced by concrete cracking, which is difficult to predict. The procedure used for this work predicted values of bending stiffness along the length of the shaft as a function of the bending curvature, which was interpreted from the SAA data. Values for bending stiffness as a function of curvature were computed using Ensoft LPile v2012. Bending moment profiles from SAA data were typically similar to those from strain gage data. The SAA bending moment profiles were often “noisier” than the strain gage bending moment profiles, but the SAA bending moment profiles had more data points since the SAA chain was continuous from the top to the bottom of each shaft."

Design considerations and construction techniques were implemented to address groundwater infiltration from a confined aquifer during the excavation and lining of the Cady Marsh Flood Relief Tunnel. This 3-m finished diameter, 2-km long tunnel was successfully completed cost-effectively in an urban setting near East Chicago, Indiana. The soft ground was mined using a conventional tunnel boring machine with hydraulically actuated flood doors and supported with steel ribs and timber lagging. The tunnel was lined with cast-in-place concrete. Dewatering was implemented in settlement prone, boulder-laden ground in residential neighborhoods during construction to depressurize and partially dewater the aquifer at the tunnel horizon. This paper describes the design decisions and construction methods utilized to mitigate and limit infiltration into the tunnel during construction and operation, as well as manage ground settlement.

In 1996, 92.5% or 233 Mt (257.4 million st) of coal produced in Wyoming came from the Wyodak coal zone in the eastern Powder River Coal Field. While the mined portions of the zone consist of one to three beds of coal with an aggregate thickness between 15 and 33.5 m (50 and 110 ft), the thickest expression is 61 m (200 ft). The delivered coal from this zone averages 0.33% sulfur, 5.12% ash, and 19.98 MJ/kg (8,590 Btu/lb). This coal zone occurs at or near the top of the Paleocene Fort Union Formation, which is overlain by the Eocene Wasatch Formation. There is also production from two coal beds in the lower portion of the Wasatch at the southern end of the basin. Production of coalbed methane derived from the Wyodak coal zone is currently an estimated 10.2 billion cu ft a year. This production is occurring just west and downdip from the coal mines and is increasing each year.

One way to ensure dragline productivity is by Increasing the size of the dragline bucket. In August 1994, Optimum Colliery in conjunction with Van Reenen Steel, Northwest Applied Technology, SSAB of Sweden and Barlows Equipment launched the new lightweight dragline buckets. Optimum built the first prototype bucket that was used for the deslgn for future buckets. After knowledge had been gained from measuring the input force of the bucket Northwest Technologies designed the new bucket with finite element analysis. Together with the knowledge of quenched and tempered steel from SSAB of Sweden and Barlow Equipment, the new Wrightech bucket was born.

The Federal Government's White Paper on Tax Reform received further major criticism in the reports of the Committees of the House of Commons and the Senate, which recently completed a lengthy review including public hearings of the government's proposals. These reports both criticized the emphasis placed by the White Paper on its concept of tax equity rather than on a system which would promote economic growth. However, the Finance Committee of the House of Commons was prepared to accept, with modifications, a number of the White Paper's key reform proposals. The Senate Finance Committee was more critical of the basic thrust of the tax reform program and recommended that a modification of the existing tax system would be more appropriate to Canada's needs. Both Committees re-commended a more favourable treatment of mining income than that originally proposed in the White Paper, and to some extent both Committees suggested proposals that were even more favourable to the industry than those set out in Finance Minister Benson's amended proposals made in August of this year. This article out-lines the principal recommendations and comments in the reports of both the House of Commons Committee and the Senate Finance Committee.

A three-dimensional finite element analysis was performed of an instrumented section of a double-entry coal mine in order to provide a comparison between field measurements and existing analytic techniques. The BMINES computer code was used to perform the analysis. The sequence of excavation of the entries was considered, as well as the installation of rock bolts and cribbing during the mining cycle. The materials In the region under investigation were idealized into four rock types and coal. The rocks were assumed to be isotropically elastic, perfectly plastic. Coal was represented by an elastically anisotropic (transverse isotropy) and plastically isotropic model. A fracture yield criterion of the Coulomb form was used for all materials. The strength and stiffness of all materials were substantially reduced from available laboratory data to account for in-situ properties. Qualitative trends and stress distributions obtained from the calculation were found to be reasonable. However, computed displacements and closures were greatly exaggerated and an excessive degree of inelastic deformation was indicated in the coal, especially adjacent to the excavated faces. It was established that both these effects were the result of an excessive reduction in the strength and stiffness of the materials. The analysis underscores the need for three-dimensional calculations by identifying a number of important structural response parameters that would be either outside the scope of, or misrepresented by, two-dimensional analyses. The analysis also emphasizes the need for comprehensive and accurate measurement of material properties in order fully to exploit the power of the analytical techniques to generate reliable predictions.

I would like to congratulate Professor Gershon on an idea that is obviously valuable and is certainly new to me. It has, however, to be further developed, in that one can get fallacious results by limiting oneself to positional weights. In the example problem, the positional weight of one block was 8.6 (the 8.0 value in the paper was incorrect) for 36 units in the cone, for a mean block value of 0.239. The positional weight of the second block was 4.4 for 15 units, for a mean block value of 0.293. Surely one would expect the second block to be rated higher. Additionally, the time value of money adjustment cannot be determined by depth, because the time that a block is mined is determined by the mining sequence, not depth. Figure 1 shows a slightly altered version of Professor Gershon's pit. The overall value of the pit is the same, as are the total values under each of his blocks. The values in the right-hand cone have been reversed top to bottom, and the values in the rest of the pit adjusted to keep the central cone total unchanged. All values have been multiplied by 10. Figure 2 shows the sequence of mining, at three blocks per year, for Professor Gershon's pit, and Fig. 3, the sequence for a pit under the other block. Table 1 shows the value and discounted value (15%) of Professor Gershon's pit, and Table 2 shows similar values for the second pit. It is apparent that the second pit schedule is more valuable than the first.

The degree of accuracy relative to plant mill operation depends upon how representative the sample is of the total mill feed.The results of the Bond closed circuit rod and ball mill grindability tests (3) are given in grams of product sized material produced per revolution of the test mill. In developing a method to evaluate plant operating data and results from his grindability test, Fred Bond developed the ""Third Theory of Comminution."" The purposes of the research were to assess the applicability of new accident investigation methods to mining accidents, and to adapt those found to be applicable in the development of a new methodology for use in mining. The development included field testing, evaluation and modification of the new methodology. The report is in two volumes. Volume one discusses the background research, the design of a methodology for field evaluation, preliminary field tests in Utah mines, and work done to prepare for a formal, complete evaluation by federal government mine safety officials. This, volume 2, discusses the field evaluation done by the contractor and cooperating mines after the program was re-directed by the Bureau of Mines. It relates to research done during a period of approximately eighteen months, ending in April, 1983.

Constructed stream diversions are a common element of mine sites across Australia. A review of constructed stream diversion performance in the Bowen Basin funded by the Australian Coal Association Research Program (ACARP) in 1999 found over 80 per cent of constructed stream diversions failed to meet regulator and operator expectations. Since that time, improvements have been made in the assessment, design, monitoring and management of constructed stream diversions. Fundamental to these improvements has been the development of a better understanding of the regional stream systems and efforts to replicate the natural stream processes in the function and operation of constructed stream diversions.This paper discusses the history of constructed stream diversions through the Bowen Basin in central Queensland recorded in the outcomes of a series of ACARP funded research projects. Further, the paper reports on the outcomes of a current ACARP funded project that has reviewed the success or otherwise of constructed stream diversions in the region. The assessment has compared the performance of diversions that have been designed to replicate and provide for ongoing stream geomorphic processes with those diversions that were designed and built prior to the development of these design improvements. Decisions made during a response to a mine fire or an explosion greatly affect the final outcome. The safety of miners should be the primary concern with accounting for all of the miners the first issue for resolution. If miners have not safely evacuated from the mine, the last known location of the miners at the time of the event and anticipated travel routes are primary exploration areas. After the mine is evacuated, there are many very important decisions that must be made quickly and often under great stress. It is critical that the mine operator establish an orderly method to direct the mine emergency response. Designation of a Command Center, staffed with personnel charged with developing plans, is a common method of establishing control. Scheduling of key mine managers will be critical, since decisions must be made 24 hours a day and people working for extended periods with little or no sleep do not always make clear or cognizant decisions. Internal communications, passing information on to subsequent shifts, and external communications with families and media must be accurate and timely. Assembling resources for responding to the mine emergency is critical for an effective response, and pre-planning can pave the way to a successful recovery. Sampling mine gasses and accurately determining the composition of gas mixtures is a common tool used to develop response plans in all fires and explosions. It is essential that preparations for emergency situations are made well in advance of a disaster. Effective communications are essential for mine management to successfully respond to a mine emergency. This paper discusses some considerations which need to be addressed in directing a response to a mine fire or explosion.

An investigation was conducted of the use of a mechanical rock splitter as the primary means for rock fragmentation in underground hard rock mining systems. Analyses and scale model tests showed that reasonably sized splitters that could be mounted on the booms of conventional drill jumbos were capable of fragmenting over a ton of rock per cycle. Detailed drill-split mining systems were developed for entry development, room and pillar, bench mining, and cut and fill mining. Economic analyses of these systems showed them to be generally competitive with conventional drill-blast methods. Except for bench mining, drill-split offered substantial cost savings over drill-blast. The investigation also included a technical evaluation of the mechanical splitter, an analysis of health and safety, and a determination of the potential applicability of drilling and splitting.
