A three phase program evaluated commercial proximity warning devices, developed and designed a microprocessor-based electrostatic field measurement instrument, and utilized this instrument to investigate the electro-static fields about power lines. The Phase I program consisted of test and evaluation of these commercially available proximity devices. The evaluation results were reported in the Phase I report entitled ?Evaluation of Proximity Warning Devices? dated 22 February 1980. The Phase II program resulted in the design and development of a microprocessor-based Distributed Sensor A.C. Electrometer which measures the electrostatic field present at 17 discrete locations along a crane boom. Operator control of the measurement system allows simultaneous electric field measurements from 17 probes, print out of the electric fields measured, and data archiving on magnetic tape for post measurement analysis. Under the Phase III program, electrostatic fields around a crane boom were measured by the instrument at 17 high voltage power lines of various voltages and geometries. The electric field data was processed and plotted versus boom distance from the power line. Analysis of the electric field data indicate that the distances at which a single sensor alarm will activate, vary by a factor of 3 to 1. This is due primarily to variations in boom orientation. The results also indicate that in the case of multiple power lines, a single electrostatic field sensor cannot reliably be used to determine the distance from a power line.

"This document compares the systems of coal classification described under ASTM standards used in Canada to GB standards used in China. A preliminary connection of metallurgical coal classes was set up between the two classifications. In GB classification system, there are nine metallurgical coal groups, namely PS, SM, JM, FM, ½ ZN, RN, 1/3 JM, and QM used in coal blending for coke production. PS coal is almost equivalent to the Low Volatile Bituminous coal; SM, JM, and FM coal groups fall into Low to Medium Volatile Bituminous range; ½ ZN, RN, 1/3 JM, and QM are equivalent to bituminous coal with medium to high volatile matters; QF contains higher volatile bituminous coal compared with High Volatile Bituminous coal. The caking properties commonly used in respective country are also compared in this document. These properties include free swelling index (FSI) and maximum fluidity used in Canada, as well as caking index (GR.I.), and the maximum plastic layer thickness (Y) mainly employed in China. It has been observed that the log of the maximum fluidity has a stronger correlation with the caking index than the Y values. Metallurgical coal processing strategy and typical coking coal product qualities are briefly discussed in the last section of this paper. Currently there is a trend to use heavy medium cyclone in both countries. In Canada the conventional two-product cyclone technology is the preferred practice; whereas in China the three-product heavy medium cyclone arrangement is widely used.INTRODUCTION Coal can be simply classified by applications into two categories: i) thermal coal used to provide heat energy in combustion, and ii) metallurgical coal which is converted to coke, in a carbonization process, and used mainly in the iron and steel industry. Metallurgical coal contains even higher heating values than thermal coal. In addition, it presents unique plastic properties during carbonization which in turn produces a porous solid, high in carbon referred to as coke. Coke is one of the most important raw materials in the iron and steel industry."

A conventional trailing cable connection box on a continuous mining machine was modified by the addition of two innovative devices. These are a pressure vent to preclude buildup of high pressure due to an explosion in-side the enclosure, and a grommet-type cable entry to simplify and speedup cable entering procedures. The innovative devices were evaluated for eight and one-half months in a working section of an underground coal mine. Laboratory tests before and after the in-mine exposure show no measurable change in the devices. Following the favorable in-mine evaluation, technical performance criteria were defined to serve as the basis of approval for the use of the innovative devices. Additional tests to measure comparable gripping of the cable by asbestos rope, substitution rope materials and by the urethane grommet-type entry were included in this effort. Also, literature for the last 80 years was searched. Comments are provided as to how the innovative devices comply with 30 CFR Part 18.

This Bureau of Mines report describes the results of a program to develop small, rugged mechanical dust collectors (scrubbers) with high dust collection efficiency and low energy comsumption for controlling dust in coal mining operations. All of the scrubbers described are similar in configuration and are powered by 6-hp, 2,000-ft3/min vane axial fans. Air pressure differential is less than 6 inches water column. Height of the scrubbers? including fan is less than 14 inches, width is less than 16 inches, and length is less than 45 inches. The flooded fibrous-bed scrubber achieved respirable (less than approximatey 7 µm) dust collection efficiencies of 95 percent. The small-diameter-cyclone scrubbers showed about 92 percent efficiency and can be best where excess water is a problem. The wetted brush scrubber showed 88 percent efficiency at low cost, and the wetted fan scrubber showed a slightly lower efficiency (87 percent) but offered the smallest size and cost. A suitable water droplet eliminator is described.

Mining in China dates back at least 4,000 years. Today, with no less than 103,000 metal/nonmetal mines and between 40,000 to 80,000 coal mines, China’s mining industry is undoubtedly the largest in the world. Despite improvements in recent decades, seemingly endless mining accidents continue to make the news. Official coal mining deaths were 6,702 in 2003, and 6,027 miners died in 2004; actual figures may be much higher. Added to these were the 2,699 deaths in the metal and nonmetal industries. Most of these accidents were due to CH4 (methane gas) explosions and fires as a result of inadequate mine ventilation de-sign or practices. A good portion of these accidents occur in small, privately run and often technically illegal mines. During the past 10 years, the Chinese government has attempted to crack down on small and often technically illegal mines without much success. The number of accidents and associated fatalities has not significantly reduced. However, there appears to be a new urgency in China’s efforts to step up mine safety in the country. After its worst reported mine disaster in more than a half century, the government quickly paid reparations to families, suspended high-level officials in charge and announced additonal reforms. One of those was the elevation of the central government’s work safety office to cabinet-level status. There has been increased transparency in reporting and investigation of mine accidents and disasters in recent years. There has also been an increase in public criticism by labor leaders concerning the neglect of mine workersafety.1 This article examines the causes of China’s many mining accidents, current legal and enforcement structures, respective mining health and safety related laws and regulations, recent mining industry developments and the latest effort to curtail small mining operations.

In a predrained gassy coalmine, ventilation control plays a secondary role to the longwall (LW) goaf drainage systems to safely manage panel return gas levels. Typically, the LW specific gas emission (SGE) estimation models provide anticipated goaf gas emissions and arriving at required gas drainage capacity for various coal production scenarios. A study comparing the various LW goaf gas hole spacing patterns with weekly production rates of up to 270 kt/w of an operating mine with high SGE rates (~20 m3/t) was carried out. The goaf capture efficiency of LW panels ranged from 64 per cent to 85 per cent. For the first time, gas content of upper seam data post LW retreat were used to verify the current SGE prediction models. This study has shown that an average of 50 m goaf spacing is optimal for management of high production retreat gassy LW panels in presence of multiple upper and lower seams with gas emission zone influence reaching up to 200 m above workings. Due to the horizontal stress direction related geotechnical issues, goaf hole failures just behind the LW face is a recurring challenge resulting in significant and immediate increase in LW panel return gas levels. This paper highlights the shortcomings of current SGE prediction models for goaf gas estimation, and evolution of 50 m goaf hole spacing embedded in design process in managing the LW tailgate gas levels.CITATION:Belle, B, 2017. In the solvent extraction process, also referred to as liquid-liquid extraction, the clarified uranium-pregnant sulfuric acid leach solution is contacted with an organic extractant dispersed in kerosene; the uranium enters the organic phase and associates itself with the organic extractants. Simultaneously an-ions or cations, as the case may be, leave the organic extractant phase and enter the aqueous phase. The two phases are then allowed to separate by virtue of their immiscibility. Based on the data available, a generalized procedure for the recovery of molybdenum from the sodium carbonate scrub liquor of acid leach uranium mills using secondary and tertiary amine extractants is presented, as is another generalized procedure for the recovery of molybdenum from the bleed stream of alkaline leach uranium mill circuits. Such economic appraisal as can be made at this stage of the development is also indicated. Molybdenum occurs in most uranium ores. Whether the uranium is solubilized by the acid leach route or by the alkaline leach process, some of the molybdenum present in the ore is solubilized along with the uranium. Molybdenum in uranium mill pregant solutions may cause processing difficulties, among which may be mentioned the poisoning of resins, the precipitation of organo-molybdenum complexes, or the build-up of molybdenum in recycle streams. While the uranium milling industry has been successful in applying measures to overcome the problems arising from the presence of molybdenum in the circuits, such measures nevertheless add to the cost of producing uranium yellow cake concentrate. Table I shows the analysis of typical uranium pregnant leach solutions. Uranium recovery by solvent extraction is presently practiced only in conjunction with acid leach circuits, and it may be noted that of about 16,000 tons of uranium ore daily processed by sulfuric acid leach, more than half of this tonnage follows the solvent extraction route. Uranium mills leaching ore with sodium carbonate-sodium bicarbonate solution (the so-called alkaline leach circuit) do not use solvent extraction. In this case the uranium pregnant solution is sufficiently pure to permit the direct precipitation of uranium concentrate with subsequent recycle of the alkaline leach solution. While solvent extraction procedures may be developed which are economically attractive for the alkaline leach uranium process, this has so far not been the case. The earlier uranium mill solvent extraction circuits used organo-phosphate extraction reagents, among which di-2-ethylhexyl phosphoric acid was popular. It should be borne in mind that uranium in its sulfuric acid leach solution exists in an equilibrium involving uranium in both anion and cation forms: uo + 2S0 = [uo2(so4)2] For this reason uranium may be extracted by either cation extractors or anion extractors and this is likewise true of molybdenum. However, the organo-phosphate extractants also load ferric iron which is usually present in the uranium acid leach solution. For this reason, it is necessary to reduce this solution substantially to the ferrous state ahead of solvent extraction using organo-phosphate reagents. The amines, being anion extractors, selectively reject iron and thus render the iron reduction step unnecessary. The purpose of the present study is to increase the safety of explosive storage. This was accomplished by: a) review of the histories of recent and past magazine explosions to define causes and trends; b) observation of present-day explosive storage conditions and practices at active mines; c) examination of existing Federal regulations on explosive storage to determine whether they address all conceivable safety problems, whether they contain redundant or obsolete standards, and whether their intent is clearly stated; d) recommendation, for safety improvements and for revision and clarification (if necessity) of governmental regulations. Magazine explosions are rare. A recent increase in magazine explosion frequency must be attributed to a large increase in deliberate (criminal or malicious mischief) explosions. Fires of various origins account for the remaining explosions of the past decade. During 1884-1926 several lightning-generated explosions occurred in non-metal magazines, but none recently. It appears that the contents of a well-constructed, metal magazine are immune to direct lightning strikes, regardless of whether the magazine is grounded or not grounded. Grounding a metal magazine cannot be harmful, but it may well be superfluous. Magazines were observed at 34 widely separated mines and storage problems were discussed with personnel at these mines. In general, storage conditions and practices were found to be satisfactory. Usually, only small quantities of explosives are stored on mine property since most explosives are brought in by suppliers when needed. MSHA and BATF standards on explosive storage appear to cover safety aspects adequately. However, certain revisions are recommended to clarify some of these standards and to reduce inconsistencies in their enforcement.

This report is the third of a series on convergence of roof and floor in coal mines and subsidence of surface that accompanies it. The first papery dealt with extraction in a mechanized mine (Montour 10) having relatively short rib lines that retreat rapidly. The second 6/ dealt with extraction in a mine (Crucible) in which coal was loaded by hand and in which the rib lines were long and slow-moving. The present report deals with a mine (Gibson) in which conditions approximated those in the Crucible mine, except that the distance between room centers was considerably less and the pillars were narrower in consequence. Moreover, the average cover was less and the studies were made under the steep hillside of a stream valley compared with a gently rolling surface over the portions of the second mine studied. Gibson mine lies in the east-central part of Washington County, Pa., approximately midway between the Montour 10 and Crucible mines on a north-south line. A cooperative agreement covering the work was made with the Hillman Coal & Coke Co. through W. L. Affelder, vice president. This paper describes the methods used in the investigation, gives excerpts from the data obtained, and offers such generalisations as appear to be justified.

Halfway through a 17,770-ft long stormwater tunnel, an 11-ft diameter TBM encountered a karst void below the Mississippi River in Missouri, resulting in significant inflow. It was decided that the TBM could not safely advance without external intervention. Low-mobility grout was pumped from the surface. A rescue shaft was constructed and a conventional tunnel with spiling support was mined back to the machine. The TBM was removed and a 14-ft diameter TBM equipped with probing drills was relaunched. Probing from the new TBM encountered one additional karst feature but the machine advanced after grouting and successfully completed the tunnel.

Information on the performance of coal-cleaning equipment is necessary to provide a basis for evaluating the performance of existing plants and projecting that of new plants. Performance data can contribute greatly to the wise selection and effective use of coal-washing equipment. The Bureau of Mines has published information on the performance of several commercial plants, as well as of some laboratory-scale equipment, 5 (2-9, 11, 12, 17-12, 21-25) from time to time for a number of years. A more intensive program to provide such information for all the principal types of cleaning equipment is underway. The present evaluation of table performance is part of this program.

Treatment of bentonite clay with mineral acids yields a modified clay product of high surface area and acidity which exhibits enhanced adsorptive and catalytic properties. A highly specialized segment of the clay industry based on this process has evolved into worldwide business with a capacity of about one-half million tons/yr. This paper will present data on the chemistry, mining, manufacturing and applications for acid- activated clays.

The works recorded in this Test Report have been performed by Rade Roncar - Electrotechnical Institute of Zagreb, SFR Yugoslavia in collaboration with Bureau of Mines. The main objective of these investigations was to investigate the possibility of fabrication of thin-walled square enclosures of satisfactory safety factor in accordance with requirements of effective technical regulations. The results and the investigations can be divided in three main fields: - investigations of thin-walled enclosures with the view of determination of pressures causing technological deformations before performing tests in accordance with effective applicable regulations, - finding the safety factor by means of tests of metal-foam pressure vents, - comparison of enclosures with and without pretreatment by technological deformation.

CANMET-MMSL, in cooperation with Dry Systems Technologies and Quinsam Mine, conducted a study to determine the effects of B50 biodiesel on the emissions of a flameproof diesel power package in comparison with mining diesel fuel for application in underground coal mines. The emissions testing for coal mine application requires that the intake air mixture to the engine should be at 1.25 percent methane by volume in air. The tested power package system included a naturally aspirated, mechanically-controlled diesel engine with a diesel oxidation catalyst (DOC), a heat exchanger, flame arresters, and a low temperature disposable diesel particulate filter. The engine dynamometer tests were conducted at the CANMET-MMSL Diesel Emissions Research Laboratory in Ottawa using the ISO 8178-C1 test protocol. The separate and combined effects of a B50 biodiesel blended fuel, and with and without 1.25% methane enriched intake air were measured on a diesel power package. Fuelling the baseline engine (without methane), with B50 biodiesel blend reduced carbon monoxide (CO) by 44%, and increased nitrogen dioxide (NO2) by 19%, and particulate matter by 31% relative to the mining diesel fuel. Similarly, injection of 1.25% methane to the intake air for baseline engine with mining diesel fuel increased engine power by 15%, CO by 124%, and NO by 15%, and decreased NO2 by 13%. The effect of B50 biodiesel relative to the mining diesel for coal mines application (with methane for both fuels) was to reduce CO by 27%, and NO by 6%, and increase NO2 by 23%, with no change in engine power. The overall results indicate that the minimum ventilation rate for the equipment application in coal mines with B50 biodiesel was 4.11 m3/s (8,700 cfm), slightly higher than the ventilation rate of 4.01 m3/s (8,500 cfm) with the mining diesel fuel. This slight increase in ventilation rate for B50 biodiesel fuel was due to an increase in NO2 at one of the operating test points, and the ventilation rate for this equipment was governed by NO2 in the exhaust gas.

The Noranda smelter was built by Noranda Mines, Limited, from the designs of A. E. Wheeler, consulting metallurgist, New York, for the reduction of ores and concentrates from the Horne mine, and to treat, on a custom basis, ores and concentrates from other mines in the Rouyn district. The smelter is situated at Noranda in western Quebec, about 330 miles directly north of Toronto. Ground was first broken for construction in November, 1925, before the completion of the branch railway into the district, which was not finished until October, 1926. After many difficulties and delays due to the Jack 'of transportation and the severe weather during the winter months, the smelter was started in December, 1927, and the first blister copper was poured on December 17th. The smelter was built throughout in two duplicate units, each with a rated capacity of 500 tons of ore per day. Operations were started with only one unit, and after several months it was found that one unit alone would smelt 1,000 tons of ore per day. At this time only one shaft, No. 3, existed, and its hoisting capacity and the capacity of the original crushing plant were insufficient to supply ore for two units at the increased tonnage. Accordingly No. 4 shaft was sunk and a new crushing plant provided to handle the ore hoisted there. This work was completed in the latter part of November, 1929, and since that time both smelter units have been operating.

In central Washington, six miles south of the small town of Vantage, the flow of the Columbia River is harnessed by the Wanapum Dam which is part of the Priest Rapids Hydroelectric Project owned and operated by Grant County Public Utility District (GCPUD). Extending more than 8,300-feet from bank to bank, the dam includes left and right earth embankments, left and right concrete gravity sections and a 10-unit powerhouse. Adjacent to the right embankment is a concrete gravity spillway featuring radial gates measuring 50-feet-wide and nearly 70-feet-high. In the early 1960’s when Wanapum Dam was built, these seven-story spillway gates were the highest in the world. In late February 2014, 50-years into its service life, during a routine maintenance inspection, observant workers noticed a slight misalignment in the roadway deck curbs and handrails located on top of the spillway. Further survey and inspection efforts uncovered a 65-foot-long by two- inch-wide crack that spanned the full length of Monolith 4. On discovering the extent of the damage, GCPUD initiated immediate drawdown of the reservoir to relieve pressure on the spillway monoliths. Wanapum Reservoir and the areas directly downstream of the dam were immediately closed, boat ramps and inlets were left completely dry, campsites were closed and boating activity was banned on the lake until further investigations and remedial procedures were in place and completed. An extensive root cause analysis ultimately led to the conclusion that errors in the initial design calculations and late changes to the final spillway design led to a condition that generated tensile stresses in the concrete at the upstream face, which over a period of 50-years resulted in the formation of a crack along a horizontal lift joint located about 85-feet below normal pool elevation. Further analysis showed that, although visible distress was found at Monolith 4, there was nothing preventing this issue from happening at other locations along the dam spillway. Although no visible cracking was found in the other monoliths, repair procedures for Monolith 4 would have to be replicated at the remaining monoliths.

Results of linear correlations of two to four variables by the least-squares method are presented. The variables include 63 parameters representing coal composition, coal plasticity, and coke strength. The composition parameters are on chemical analyses; the plasticity parameters, on three plastometer and dilatometer tests and four miscellaneous tests; and the coke-strength parameters, on three ASTM indices. Seventy-two to eighty-four plastic coals were used in the plasticity and carbonization tests, which together form the basis of this report; 43 nonplastic or weakly plastic coals were used in the coal-band studies. Plots of relations between volatile matter, carbon, and oxygen contents of 1,860 U.S. coals and the 84 coals used are shown. Similar plots between volatile matter and hydrogen or atomic H/C of the 84 coals are also included. Significances of regression coefficient signs for coal composition parameters in the significant correlations found are discussed. Based on these significances, the following relations are shown: (a) coke strength versus average aromaticity, or mineral matter content, of the parent coal; (b) characteristic temperatures of the plastometer and dilatometers, the free-swelling index, or the Gray-King type versus average hydroaromaticity of the coal; and (c) nontemperature parameters of the plastometer and dilatometers versus the physical properties of a certain group of compounds from thermal decomposition of coal. Similarly, significances between the positions of coals in the coal band and the aforementioned relations are also discussed. A structural theory of coal plasticity is proposed. Applications of the correlation results are discussed. Composition parameters, such as carbon, atomic H/C, and calorific value may be used as a basis for selecting coking coals for stronger coke. Plasticity parameters, such as the end temperatures of the plastometer and dilatometers and the free-swelling index, may be used for the same purpose. Based on the best correlations found, coke-strength indices may be estimated to within 4 to 8 units of the observed values; the end temperatures of the plastometer and dilatometer tests, 5° to 10° C.; and the free-swelling index, within 1 unit. Accuracies of all these estimated values are examined, based on the experimental errors of the data involved. Finally, estimations of plasticity parameters from one test with those from others are shown.

This paper discusses the application of a training intervention that uses degraded images for improving the hazard recognition skills of miners. Method: NIOSH researchers, in an extensive literature review, identified fundamental psychological principles on perception that may be employed to enhance the ability of miners to recognize and respond to hazards in their dangerous work environment. Three studies were conducted to evaluate the effectiveness of the degraded image training intervention. A model of hazard recognition was developed to guide the study. Results: In the first study, miners from Pennsylvania, West Virginia and Alabama, who were taught with the aid of degraded images, scored significantly better on follow—up hazard recognition performance measures than those trained using traditional instructional methodologies. The second and third studies investigated the effectiveness of the training intervention at two mining companies. Data collected over a3—year period showed that lost—time injuries at mines in Alabama and Illinois declined soon after the training intervention was instituted. Impact on Industry: Further exploration of the hazard recognition model and the development of other interventions based on the model could support the validity of the steps in the hazard recognition model.
