Abstract -The rare-earth elements (REE) form a significant part of the group of so-called "high­ technology" metals whose glamour has attracted both the scientific community and the mining industry. Despite this attraction, world production of REE declined abruptly in 1985 and only recently has begun to approach production levels of 1984. The decline in 1985 was primarily due to decreased demand for light REE used as catalysts in the production of lead-bearing gasoline. Incorporated within the current trend toward increased production of REE is an increasing demand for higher value elements such as yttrium and other members of the heavy REE group, and for specific REE rather than mixed products . The former demand has made some Canadian deposits and prospects economically attractive despite a surplus of REE reserves on a world scale. The chief attractions of Canadian deposits such as Strange Lake, Labrador-Quebec, Thor Lake, Northwest Territories, and Kipawa, Quebec, are that they are relatively rich in yttrium and other heavy REE compared to light REE, and that they offer a potential security of supply to counterbalance the rapidly escalating dominance of China in the world market.

The principal causes of unstable boreholes* have been known for many years. For example, in a paper published in 1938, Halbouty and Kaldenbachl listed nearly all the classes of troublesome shales that we know today. Much progress has been made since then, but we still have difficulty in identifying the cause of hole problems and consequently in selecting the right technique for combatting them. This subject was discussed at length by Kelly2 in a recent paper and much valuable information was provided. In the Shell Laboratory it was felt that there was a need for a better understanding of the basic mechanisms underlying the various forms of hole instability, and accordingly, a study was undertaken. This entailed reviewing the physics and chemistry of shales, developing tests for characterizing shales, and constructing a model to study borehole stability. Full simulation of underground conditions was not attempted; for example, we used reconstituted shale specimens, and often simple solutions or suspensions rather than practical drilling muds. Such procedures are necessary in order to establish mechanisms, but caution must be exercised in applying the results to the more complex conditions in the field. Part I — Compaction Swelling and Dispersion of Shales Compaction of Sediments Shales are formed by the compaction of sediments. Water is expressed as sediments are buried by subsequent layers, and the degree of compaction is proportional to the depth of burial, provided the water is able to escape easily to permeable formations. The younger sediments, when recovered at the surface, soften and disperse when mixed with water; the older shales have undergone diagenesis (alteration of the clay minerals, secondary cementation, etc.), and remain hard and unaffected by water. In this paper we shall apply the term "shale", as the drilling engineer does, to everything from clays, which are highly reactive to water, to completely lithified materials such as claystones and slates, which are completely inert. However, because these materials behave quite differently when encountered in the drilling well, it is desirable to develop a simple means of characterizing them. The feature that distinguishes the various shales is their dispersibility in water —soft clays disperse readily, harder shales disperse slowly when agitated, the lithified materials will not disperse at all unless milled. In the dispersibility test used in our study, a weighed amount of dry shale particles in the 12-to-100-mesh-size range was placed in a tube filled with distilled water and allowed to soak for 16 hours. Contract 240 of the Channel Tunnel Rail Link comprises construction of twin4.7 km long running tunnels through a densely populated area of East London. The tunnels were constructed by EPBM in Sands and Sandy Clays, passing 4.4 m below the existing London Underground tunnels, and at depths of 20–30m below ground level beneath the Great Eastern railway lines into London Liverpool Street and a series of railway bridges and hundreds of buildings. This paper describes how the project team managed the challenges relating to the issue of settlement: mitigating settlement effects, prioritising the structures to be assessed, controlling resource expenditure by incentives and flexible response to urgent work relating to unforeseen events such as ground collapse and discovery of unusual structures.

Deformable materials are sometimes added to ventilation stopping constructions to prevent damage caused by convergence in coal mines. However, adding deformable materials can significantly reduce the capacity of a stopping to resist transverse loading. As part of its mining health and safety program, the National Institute for Occupational Safety and Health (NIOSH) has conducted research on the effect of various materials with different deformation properties on the transverse loading capability of a stopping wall. Based on a three-point hinge method of failure, a half-wall method of testing in the NIOSH Mine Roof Simulator was used to simulate full-scale wall behavior. This simulated the fracture initiation and eventual failure of the stoppings from transverse loading. The impact of the modulus of elasticity of various deformable materials was examined in this study. A polystyrene foam block with a low modulus of elasticity, which is commonly used as a deformable material, was shown to degrade the transverse load capacity of the stopping by as much 95%. Other materials with higher modulus of elasticity preserved more of the transverse load capacity of the stopping, but were not able to absorb as much convergence. This paper presents the results of a parametric study that quantifies the impact of various deformable materials in block stopping construction under transverse load conditions. This paper is intended partly as a summary of the conclusions that have been arrived at by various authorities on this matter, and also with a view to initiate some discussion on the subject, especially as most of the quartz gold mines in Victoria are operated without having any proper assay plans or any idea of the real values other than those given by the mining managers, who, from experience in the particular cases, are supposed to be able to arrive at a correct idea of the true values of- the ore, and, in many cases, oppose any other methods than their own, holding the view that no sampling is equal in correctness to the bulk sample of the battery. The necessity of properly sampling and estimating the ore in a mine in every case, perhaps hardly needs to be urged on the members of the Institute, but is not, apparently, so obvious to others.It is proposed to confine this paper to the sampling of ore reserves in a mine, and the various points which have to be taken into consideration in arriving at values, from the assayer's point of view, leaving the methods of sampling metallurgical products out of consideration for the present. "It is advisable to define" ore reserves" as ore exposed on three sides at least, and accessible to the sampler on all three. "Prospective ore" would include all ore not so fully exposed; but which may, from the nature of the case, and the geological conditions prevailing, be reasonably supposed to exist.

This study of the preparation characteristics of the coals in Indiana County, Pa., is the second in a series of Bureau publications appraising the Nation's coking-coal reserves by counties and the practicability of upgrading marginal deposits to metallurgical standards. The first publication dealt with the preparation characteristics of the principal coal beds in Cambria County, Pa. Over 95 percent of the coal remaining in Indiana County is in the Upper Freeport, Lower Freeport, and Lower Kittanning beds. Isolated patches of Pittsburgh-bed coal are present, and the Upper Kittanning bed is found in minable thickness at some locations, but production from these sources is not large. The greatest production is from the Freeport beds, which account for nearly 70 percent of the Indiana County coal output. These beds usually contain two or more shale or hone partings and in many places are high in sulfur. The large proportion of bony coal in the Freeport beds 'produces a relatively high-ash product. Mining practices vary from place to place, but it is frequently necessary to leave certain bony portions of the bed in place in order to load a satisfactory product. Table 1 shows the county's coal production, by beds, during 1948.

There is a growing demand for rare earth metals for use in high strength permanent magnets, most notably Nd2Fe14B. Rare earth metals are extremely reactive, with reduction potentials around -2.5V SHE, and are conventionally produced by molten salt electrolysis. The current work was done to investigate an earlier report of electrodeposition of a neodymium ferroalloy from aqueous solution, to determine whether this approach could be an environmentally and economically competitive commercial approach for producing feedstock for permanent magnets. Such a process would be analogous thermodynamically to the Castner- Kellner process, in which aqueous sodium chloride brine is electrolyzed in cells with mercury cathodes. Metallic sodium forms an alloy (amalgam) at the cathode, thereby lowering the activity of the metallic sodium significantly below unity and making the reduction potential of sodium significantly less negative than the standard reduction potential. Here we report the effects of Nd/Fe ratio in the electrolyte, current density, temperature and two different complexing agents, glycine and cysteine, on the composition and morphology of the electrodeposits, along with current efficiency. The energy needed to produce neodymium as Nd:Fe alloys by aqueous electrodeposition was compared with values estimated for production by molten salt electrolysis and the thermodynamic energy requirement.

Editor's note: This is the first of two articles on maintenance. Part two, "Effective maintenance downsizing techniques," will appear in the October issue of MINING ENGINEERING. Most mine managers are aware that the cost of maintenance rarely goes down unless work is done less often and with fewer people. Fewer people translates into downsizing and seldom means making maintenance more efficient. Even so, mines that have struggled unsuccessfully to improve maintenance and are now pressed to reduce maintenance costs may opt for downsizing. On the other hand, mines with an immediate need to reduce costs may be forced to downsize because they cannot wait for needed improvements to take effect. This can be bad news for maintenance. In any case, the mine must downsize correctly to ensure effective maintenance is sustained.

Langer Asbestos-related disease is increased with cumulative exposure (the concentration of asbestos in the air and duration of exposure). The maximum duration is assumed to be a working lifetime so federal agencies control cumulative exposure by limiting the airborne concentration of asbestos fibers equal to or greater than 5 lm in length. Air samples are collected in the environment of interest by entraining the airborne particulates including fibers on membrane filters and then counting the number of fibers using phase-contrast light microscopy. In addition to length, the fibers must have a length to width ratio of at least 3 to 1. This ratio is also referred to as the aspect ratio. Some counting strategies placed an upper limit on the fiber width restricting the counting to respirable fibers. Airborne asbestos is controlled by monitoring a sub-population of the airborne asbestos. No asbestos fibers shorter than 5 lm or fibers of any length having widths less than the resolution of the light optical method are counted. In the non-occupational environment, the Environmental Protection Agency requires the use of analytical transmission electron microscopy and fibers and counting fibers with lengths of 0.5 lm or greater and aspect ratios of 5 to 1 or greater are counted. The permissible exposure limit for asbestos has been reduced by more than 120-fold since 1969, when the standard was 12 fiber/ml and the current monitoring methodology was developed. The manufacturing and mining worksites are regulated by two different federal agencies and the asbestos exposure limit was higher in the mining environment until recently (Mine Safety and Health Administration 30 CFR Part 56, 57, and 7, Federal Registry, February 29, 2008). Currently the permissible exposure limit (PEL) is the same in both types of workplace and it is 0.1 fibers per milliliter (fiber/ml) over an 8-h shift as a time-weighted average (TWA). A milliliter (ml) is equivalent to a cubic centimeter (cc) and sometimes this standard is reported as 0.1 f/cc. As the phase-contrast methodology was used to monitor lower exposures and environments, other fibrous mineral particulates were incorrectly characterized as asbestos. These occurred in talc deposits and taconite ores from the Eastern Mesabi Range.

Augered, cast-in-place (ACIP) piles have been utilized in the United States for a wide range of projects since the 1950's. Due to the cast-in-place nature of the installation method (and lack of a driving criteria); however, ACIP piles have not been readily accepted by some practicing geotechnical and structural engineers. Since ACIP piles were initially developed, the installation equipment and techniques have been improved and refined and the number of experienced contractors has significantly increased. Over the past 10 to 15 years, the pile type has experienced significant growth in the United States (particularly in Florida) because engineers have become more knowledgeable and comfortable with its use. The Miami area, in particular, has experienced considerable growth in the utilization of ACIP piles primarily due to their usage on the $1 billion Miami Metrorail System project in the early 1980s. The economic advantages over other deep foundation types, coupled with some unique installation advantages, have shown that ACIP piles can be a viable foundation alternative on many projects. Even though ACIP piles have gained respect in the private sector, the pile type has generally not been readily accepted by government transportation agencies. The reluctance to readily accept this foundation type stems primarily from the quality assurance aspect of cast-in-place pile construction. Additionally, there has not been much research activity on this foundation type, technical papers, formal associations (other than the DFI), or a concerted effort to standardize the industry. This paper serves to discuss the state of practice for ACIP pile installation in the state of Florida.

Highland Valley Copper had to make some significant changes in the way it was working in order to counter the effects of ever-increasing costs and decreasing metal prices. A mine/mill optimization plan started in 1997 introduced new technologies and management approaches that resulted in a dramatic drop in cash breakeven costs. The changes involved employee training, added authority and responsibility for staff, better communications, and a consistent approach to setting and achieving property-wide goals. The net effect was to change the culture of the organization from one that was fragmented and focussed on local objectives to one that is cohesive and has common goals. These changes have allowed the mine to remain in business during a protracted period of low metal prices, and have positioned the mine favourably to benefit even more from any future increase in prices.

Roxgold was a small exploration company when it discovered the Zone 55 orebody at the Yaramoko project in Burkina Faso in 2010. Since this time, it has actively progressed the project with the completion of a preliminary economic assessment in 2013, a feasibility study in early 2014 and obtained full permitting for construction in January 2015. With no other underground gold mine in Burkina Faso, developing a modern and productive modern gold mine in West Africa was considered a significant challenge as Roxgold moved from explorer to producer.To facilitate this development, Roxgold engaged an international underground mining contractor to partner this development. This has enabled Roxgold to successfully develop the mine over a relatively short time frame with construction commencing in April 2015, first gold being poured in May 2016 and commercial production being achieved in October 2016.This paper discusses key elements of the project development and highlights some of the challenges faced with operating in a remote poorly developed area with a limited mining culture. Furthermore, the authors highlight the key technical and operational aspects that make the Yaramoko project a very successful development project.CITATION:Cope, B and Churi, Y, 2017. Whole-structure and mid-wall responses of 33 non-traditional structures to surface coal mine blasting were characterized. Eighty-nine blasts were conducted at 11 mine sites throughout the U.S. to measure blastgenerated dynamic response of structures typically found in the proximity of surface coal mining. Structures selected for this study include log-type, manufactured (single- and double-wide trailers), “mine camp”-type, adobe, and stone. Traditional acoustic microphones, t&axial (ground) and single component (structure) velocity transducers were used to record airblast, ground motions, and structures response time histories with a common time base. Wall crack displacement gages were used to record static and dynamic movement of existing drywall cracks. The relative responses of selected “atypical” structures to blast vibrations and nonblasting causes of structural stress, including natural forces, environmental effects, and human habitation, are compared. The purpose of this study is to document and compare vibration characteristics of structures that were not included in previous studies conducted by the U.S. Bureau of Mines and others in establishing the widely adopted safe level blast vibration criteria in the U.S. An important objective of this study is to outline an evaluation process including structure uniqueness relative to cracking susceptibility.

Graphite, a mineral form of pure carbon, is one of the most versatile minerals in industry, because of its varying physical properties and characteristics. The mineral occurs naturally in the form of tubular crystals or microcrystalline earthy lumps, or it is disseminated in rocks, which have undergone intense metamorphism. India has a large deposition of graphite minerals out of which about 43% are found in Arunachal Pradesh. However, compared to the rest of the country, the North-East Region and particularly Arunachal Pradesh has not attracted attention till date for detail investigation for characterization, beneficiation, prospecting and/or exploitation of the mineral resources including graphite. Bulk graphite sample were collected from upper Subanshiri district of Arunachal Pradesh. Chemical analysis of the representative samples were carried out and found that 7.29%, 19.60% and 6.07% of fixed carbon (FC) is present in graphite sample collected from La-Lamdak, Bopi and Taliha, Arunachal Pradesh, respectively. Chemical analysis of the ash of the graphite sample shows presence of impurities such as silica, Al2O3, Fe2O3, Ca, Mg etc in the graphite sample which are also supported by XRD and SEM-EDX investigation. The graphite samples of Arunachal Pradesh are low grade and do not fulfill the market requirement for the industrial applications. Therefore, low-grade graphite is subjected to beneficiation for the upgradation of the graphite for industrial applications. We have adopted the dispersion?cum-settling technique for the beneficiation of the graphite sample collected from Arunachal Pradesh. The FC of 40.21% with 41.17% raw graphite recovery which is equivalent to 71.02% carbon recovery have been obtained by gravity separation technique using only distilled water without any chemical reagent in case of graphite sample collected from Bopi, Arunachal Pradesh. The graphite sample is upgraded up to 47.75% FC with 41.91% raw graphite recovery, which is equivalent to 85.85% carbon recovery with the pH adjustment at 9 with NaOH. Results of laboratory studies on the flotation of marmatite (zinc sulphide) with new reagents, which were developed to avoid the use of copper sulphate, are presented.Episulphides were chosen as the basis for the reagents because of their reported special chemical affinity for zinc and cadmium. Attempts were made to solubilize and introduce functional groups to episulphides with organic and inorganic acids, ammonia, phenol, aniline, diethylamine, and pyridine. As a class of reagents, the episulphide-amine combination was generally found effective in zinc sulphide flotation to a greater or lesser degree. Best results were obtained with ethylene sulphide-aniline combination. Although anilino-ethyl mercaptan is the reported reaction product of aniline and ethylene sulphide, it was concluded that the effective zinc sulphide flotation with ethylene sulphide-aniline combination is not entirely due to the formation of the mercaptan.The economics of the possible usage of ethylene sulphide-aniline reagent are discussed.

Plant for the production of sulphuric acid from pyrites flotation concentrates was commissioned at Cockle Creek during 1956, to meet increasing demands for commercial acid and superphosphate. Pyrite was chosen as raw material because of the uncertain supplyposition of imported brimstone and the desirability of utilising domestic sulphur.Desulphurisation of the pyrite is performed by two 40-ton per day roasters of the Turbulent Layer type operated under licence from the Badische Analin and Soda Fabrik (B.A.S.F.) organisation. These units are the first of their kind commissioned in the southernhemisphere. Pyrite is fed to the roasters in the as-received un-dried condition. Waste heat steam production is coupled with electricity generation within the plant. Sulphur dioxide is produced at comparatively high strengths and cleaned by conventional cyclone and hot electro-filter equipment.The acid unit has a capacity of 100 mono tons of sulphuric acid per day and includes cooling and wash towers, mist precipitators, a single stage drying tower, 4-pass oxidation section and absorption system.INTRODUCTIONSulphuric acid has been manufactured at Cockle Creek Works since 1913, when the first chamber nitration plant was commissioned. The raw material was brimstone roasted in Herreschoff furnaces. Since that time three additional chamber units have been constructed and have produced acid from brimstone, zinc concentrates, pyrites and -spent oxide, according to changing economic and supply factors.Three chamber units are still in operation. Contact processes have become increasingly important since the first Schroder-Grillo unit was commissioned in 1923. Six of these 5-ton per day units were operating in the mid-thirties, but have since been demolished. Although salmonid fishes (including Pacific salmon and trout) have only intermediate sensitivity to copper (Cu) for traditional toxicity endpoints (survival, growth, and reproduction) and thus do not ?drive? the freshwater Cu criteria (e.g., see species-sensitivity ranking in US EPA 2007), Cu concentrations as low as 1 to 2 µg/L have been reported to impair olfaction (the sense of smell) in salmonids in laboratory experiments using dilute fresh water (see references in Meyer and Adams 2010 and DeForest et al. 2011). Olfaction is crucial to predator avoidance, recognition of kin, and reproductive synchronization (Baldwin et al. 2003); and Cu is of general ecotoxicological concern because it can be present in acid/mine rock drainage, industrial and municipal effluents, agricultural runoff, and urban stormwater runoff (Meyer et al. 2007). Therefore, there is public concern that the current regulation of Cu in surface waters is not stringent enough to protect salmonid fishes against olfactory impairment (e.g., OSU 2007; Pearson 2007). Because the toxicity of metals to aquatic organisms is a function of water chemistry [e.g., acute toxicity of Cu generally decreases as pH, water hardness (Ca2+ + Mg2+), alkalinity, and dissolved organic carbon (DOC) concentrations increase; Meyer et al. 2007], hardness-based freshwater criteria for metals are lower at lower water hardness. The recently-developed biotic ligand model (BLM) explicitly takes into account all four of those water chemistry parameters and the concentrations of other major inorganic cations (Na+, K+) and anions (Cl-, SO42-) to predict the acute toxicity of cationic metals (e.g., Ag, Cd, Cu, Ni, Pb, Zn) to aquatic organisms; and the BLM has been adopted by the U.S. Environmental Protection Agency (US EPA) to calculate acute and chronic national freshwater criteria for Cu (US EPA 2007). Consistent with observations of Cu toxicity to aquatic organisms, BLM-based Cu criteria generally are lower at lower pH, water hardness, alkalinity, and DOC concentrations. Therefore, although threshold concentrations for olfactory impairment by Cu can be low in dilute fresh waters, the corresponding hardness-based and BLM-based Cu criteria for the same waters also tend to be low. This leads to a logical question: Are Cu criteria already protective against impairment of olfaction in salmonid fishes, thus obviating the need to decrease those criteria even lower to protect against adverse effects to this physiological/ecotoxicological endpoint? Herein, we demonstrate that in all studies conducted to date, the US EPA?s BLM-based freshwater Cu criteria would have been protective against olfactory impairment in salmonid fishes, but the US EPA?s hardness-based criteria would not always have been protective. This distinction is important because all 50 States in the USA still use hardness-based Cu criteria in their water quality standards, and only some of the States allow use of the BLM to calculate site-specific Cu criteria. Additionally, in the absence of empirical results for calibration of a saltwater Cu-olfactory model, we demonstrate that a proposed unified freshwater-saltwater Cu-olfactory BLM predicts the US EPA?s current saltwater Cu criteria would be protective against olfactory impairment caused by Cu in sea water.

"Mine planning software continues to be an important factor when it comes to the development of the South African mining industry. To contribute to this development, a new methodology to define and measure mine planning software utilization in the South African coal mining sector within an evolving data-set framework was developed. An initial data-set showing the mine planning software providers, their corresponding software solutions, as well as the software capabilities and information on the number of licences was collected and compiled in 2012 in an online database for software utilized in the South African mining industry. Details of the database development and implementation were published in the Journal of the Southern African Institute of Mining and Metallurgy in 2013. In 2014 the data-set was updated with additional and new information.In this paper, using the 2012 and 2014 time-stamps, a methodology for estimating the software utilization is developed. In this methodology, three variables: commodity, functionality, and time factor are used to define and measure the software utilization in order to ultimately inform decision making strategies for software utilization. Utilization in the coal sector was measured according to six different functionalities, namely Geological Data Management, Geological Modelling and Resource Estimation, Design and Layout, Scheduling, Financial Valuation and Optimization. The methodology is useful for stakeholders reviewing existing software combinations or intending to purchase new software in the near future and wanting to estimate the comparative attractiveness of a certain software package. These stakeholders include mining companies, consulting companies, educational institutions, and software providers. One would anticipate that after 40 years in the mineral industry it would be simple to project the trends at least 5 or 10 years into the future. However the last 20 years, 1950-1970, have been so different in the mineral industry from the years 1930-1950 that I suggest only 20 years or so are relevant to any forward projection.Those, of us that have been about during the last 40 years find it hard to relate the two periods.The first with the depression, low base metal prices, attempts to revive the gold industry, very little export of minerals, and finally World War II and the recovery period.The second, a period of unimagined discoveries and the reappraisal of a wide variety of minerals and metals-iron, coal, bauxite, beach sands, manganese, oil and gas, and nickel, to name but a few.The second period started early in the 1950s and was triggered off by the search for oil in Australia.Rough Range No. 1 was an important milestone in our history because it initiated a series of speculations and the re-examination of much of our thinking about our mineral resources. (communication to the Secretary?). -Fig. 1 plainly shows that the comparison of the steam-turbine and Diesel-engine plants was made on a basis of 6,000 kw. continuous operating load. The tabulation of costs for an 8,000-kw. load is merely done to show the relation of increased output on' the unit power costs. Both plants would sacrifice their reserve capacity, which is to insure continuous operation, if operated to generate 8,000 kw. continuously; unless Mr. Hawkins advocates the operation of one of the turbines at 33.33 per cent. overload, retaining the other as a standby, which, besides overtaxing the turbine, results in a great loss of efficiency. It would he well for Mr. Hawkins to qualify certain of his statements. Thus, under the caption "Diesel Engines, Selection of Units," he says that "two of the largest Diesel-engine builders take the position that, in the present state of the art, they would not attempt to put out units over 1,000 kw.;" he should qualify it by saving that "two of the largest American Diesel-engine builders take the position that, in the present state of the art in the United States, they would not attempt to put out units over 1,000 kw." The reason that American manufacturers restrict themselves at present to units of that size is to be found not so much in a lack of experience in building large units as in a lack of a sufficient, demand for them in the United States to justify the heavy capital outlay connected with the development of such engines. There are relatively few localities in the United States where fuel prices are as high as they are in the Southwest, and regions of high fuel prices are sparsely settled and have a very limited demand for power. Where low fuel prices obtain, steam turbines are active competitors of Diesel engines for large power plants, particularly when the station load factor is low. As most of the American manufacturers of Diesel engines work under license agreements with European manufacturers, which limit their market to the United States and its possessions and Canada, a further limitation is imposed upon them, leaving to European firms practically the entire world as a market.
