In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. The new euphoria in diamond exploration brings with it a need to understand the challenges that new projects can face in different stages of the development and risks that the commercial outcomes from the new projects fall short of expectations. In many cases, the problems are related to a poor understanding of the technical risks and a failure to adequately address them during the course of investigation. Failure to evaluate all disciplines to the same level of certainty could lead to a situation where the important issues are only identified late in the project development, resulting in costly delays and financial difficulties. The diamond projects located in Canadian Arctic, with its challenging environmental, geographical, social, political and geological contexts are especially sensitive to the high variability of the outcome. This presentation highlights some of the technical aspects that could be the leading sources of risk in diamond projects and could ultimately result in inappropriate mine designs, reducing the economic outcome.

During recent years there has been a marked increase in the use of explosives in Queensland coal mines. Delay detonators have been introduced and their use has extended with the wider application of mechanised methods of mining.The need for careful study of the characteristics of delay detonators is stressed so that the advantages of simultaneous firing, from the points of view of safety and efficiency, may be obtained. With their use new potential hazards are introduced. These hazardsare considered and means whereby the overall safety may be improved are discussed.The increase in the number of misfires since the introduction of delay detonators is shown and the examination of misfired detonators is described. Lessons to be learned! from these misfires are noted and details are given of the essential requirements for safe and efficient blasting using delay detonators.INTRonUCTIONOne of the aims of mechanization in coal mines is to reduce the physical effort applied to the winning of coal. Explosives play an important part in achieving this and, following the introduction of power borers for the drilling of shot-holes in Queensland coal mines, much of the arduous work associated with coal getting has been eased. During recent years there has been a marked increase in the consumption of explosives, as shown in Table 1, and it must be the aim of all to use these explosives safely and efficiently. This paper is based on the experiences, over many years, on the part of numerous authors in the South African mining industry and that of the hot dip galvanizing process and its application as a corrosion protection system. The paper sets out the extensive development, financial resources and stringent operating requirements of the South African mining industry. After many years of research and operational experiences, hot dip galvanizing and when necessary, duplex systems, have been found to meet the demanding requirements of this particular industry. The paper sets out the requirements from the standpoint of corrosion criteria and is followed with a practical example; ?case history? where the corrosion protection properties of hot dip galvanizing are demonstrated. This case history traces the early investigation of the expected corrosive conditions to be encountered in a new mining operation (now 10 years on) and concludes with two follow up visits to the mine in order to examine actual performance of the corrosion protection system after ten years in service.

The kcICON design-build project in Kansas City, Missouri includes widening the existing roadway, improving interchanges and grade separation bridges, and replacing the Missouri River Bridge. The Missouri Department of Transportation (MoDOT) typically utilizes steel H-piles and steel pipe piles as driven pile support for bridges. After bidding the kcICON project, the cost of steel rose significantly and the design-build contractor used an innovative approach to reduce foundation costs without significantly affecting the project schedule. The kcICON team conducted a value engineering evaluation of alternative foundation types for use at four grade separation structures. The result of the value engineering evaluation was selection of precast, pre-stressed concrete (PPC) piles as the preferred foundation alternative. Terracon developed a test program to evaluate the performance, capacity, and suitability of PPC piles at the site using a PDA and CAPWAP analyses. This paper presents the value engineering design, rationale for selection of PPC piles, results of the pile test program, and findings during production pile driving. The collaborative approach to the project by MoDOT and the kcICON team, combined with testing and a site-specific design approach, resulted in substantial savings for the design-build contractor.

The area between Merrygoen and Digilah is located on a structural high that separates the Sydney Basin from the Great Artesian Basin, and hence the stratigraphic succession of younger rocks overlying the basement is relatively thin. The stratigraphy is briefly described and it is shown that fluvial sedimentation prevailed from Upper Permian through to Middle Jurassic times. Flint clays occur in the Permian, Triassic and Jurassic but only those in the Jurassic appear to have commercial value at present. The chemical, mineralogical, and physical properties of the flint clays are discussed.

The consideration of environmental constraints and issues is a fundamental component of all stages of planning, development, operation and decommissioning mining and quarrying projects. Provision needs to be made at all stages for the cost of environmental components since it is of fundamental importance that they be recognised as an integral component of any project. Introduction The first experiment in underground gasification of coal in the United States was conducted at Gorgas, Walker county, Alabama, under a co-operative arrangement between the U.S. Bureau of Mines and the Alabama Power Company, at the suggestion of the Power Company. The test was conducted on property of the Alabama Power Company, that owns some 19,000 acres of coal-bearing lands on which there is developed a highly mechanized mine producing some 2,500 cons of good quality steam coal per day. At the same locality ?there is a 200,000 kilowatt steam plant one of the largest in the southern portion of the United States. The Alabama Power Company owes much of its beginning in 1912 to British vision and courage. The original plans for building hydroelectric plants in Alabama, and for the construction of necessary transmission lines, were submitted to Sperling & Company, bankers of London, who agreed to underwrite certain bond issues, the proceeds of which would be used in launching the new Company on its programme. The set-up by which these funds from England were received was through an intermediary Canadian company, which the English investors desired. The Canadian company - Alabama Traction, Light and Power Company, Ltd. became owner of the securities of the Alabama Power Company and marketed its own securities through the banking house of Sperling & Company. Without assistance at this time the Alabama Power Company could not have gone ahead with its programme of expansion and the bringing together of the properties necessary for laying the foundation for a strong Company, fortified with ample power resources essential for future requirements and for dependable service to the public.

Mine ore, reduced to minus 71/2 in. by primary crushers, is stockpiled. Size reduction of the reclaimed material by secondary and tertiary crushers is achieved in a closed circuit crushing and screening plant. Screen products of minus 30 mm plus 6 mm lump, and minus 6 mm fines are stockpiled by conveyor and stacker systems prior to rail despatch 10 port facilities at Dampier. Crusher settings, determined from experience, are closely maintained to obtain the desired lump/fines ratio. Chemical and sizing analyses from automatically taken samples are used to maintain product specifications. The beneficiation plant upgrades the fines product when this is necessary. The recorded wear life of individual plant components is the basis of a planned maintenance programme.

Several glacial episodes have been distinguished in the Shotover Valley. These produced fluvioglacial aggradational deposits downvalley from the terminii, commonly with well-preserved terrace treads, as exemplified near Skippers. Chronological links can be determined between the Shotover tills and sediments and assessed equivalent deposits in the Wakatipu Basin/Kawarau Valley region through axial valley profiling. Constructed relationships suggest older Shotover events were probably large and left little detrital deposits within the valley. In contrast, the younger advances were smaller and valley-constrained. They are modelled as being wholly of Waimea or Otira Glaciation age, advances from the latter period producing the visually distinctive flights of terraceremnants. Both the terraces and the inner gorge, now occupied by the Shotover River, have been extensively worked for alluvial gold. Enrichments in the former environment have predominantly been as bottom or intermediate lags produced during degradation phases of catchment erosion. Surface lags have been locally targeted. Placer mining in terrace areas involved both tunnelling and sluicing techniques. In the modem river the greatest concentrations were on the schist or false bottoms, although flood gold has always contributed to the returns. Placer mining techniques here were highly variable.

Passive-treatment systems that mitigate acid-rock drainage (ARD) from coal mines have operating since the mid-1980s. Large systems at metal mines are being contemplated. A 95L/sec (1500-gpm) capacity system is planned this year at an underground lead mine in Missouri. Mine, process and environmental managers need to understand how and why passive-treatment systems work. They must understand what operational limitations to expect, as well as the economics of construction and operation compared to the alternatives, like lime precipitation. Wetlands have been recognized as nature's method of improving water quality. Contaminant reductions can occur through the precipitation of metal hydroxides, sulfides and carbonates and pH adjustments. Local conditions, oxidation state and water and soil chemistries dictate whether these natural reactions will occur under oxidizing (aerobic) or reducing (anaerobic) conditions.

When a thin film of volatile matter is deposited under vacuum on a polished coal surface, and the coated surface is examined microscopically in plane-polarized reflected light, colour changes are observed which are characteristic of the various macerals present. The colour changes appear to be mainly due to interference between light reflected at the upper surface of the film and at the film!coal interface. A variety of source materials for the volatile matter required have been tested, including powdered bituminous coal, coal tars, boron oxide, and certain resins. Bituminous coal gave the best results.

The respect of EPB reference pressure during TBM advance and hyperbaric activities, the complete and effective filling of the annular gap between tunnel lining extrados and the excavation section and a well organized monitoring system, to control surface settlements and ground distortion, are items of utmost importance in EPB tunnelling process. The paper describes how these concepts have been applied while excavating in the difficult underground conditions found at Sao Paulo (Brazil) during the execution of the Sao Paulo Metro Line 4-Lot 1. In this project, the annular gap has been filled by two components type, cement grouting. The back feed of the extensive monitoring campaign carried out to check the surface settlements during the excavation and hyperbaric maintenance operations will also be described in the paper.

"SynopsisGlow discharge optical emission spectroscopy (GD-OES) is an analytical technique used in the analysis of solid, conducting materials. Though primarily of interest as a depth profiling technique on samples with varying layers of both conducting and non-conducting materials, it is also capable of rapid bulk analysis of homogenous, solid samples. GD-OES combines the advantages of ICP-OES (wide detection range, speed, and lack of interferences) with the solid sampling of XRF techniques. This allows the analyst to not only quantify the elemental composition of a sample, but to evaluate it in terms of homogeneity with depth, a field in which auger electron spectroscopy (AES) and secondary ion mass spectrometry (SIMS) have traditionally been the primary techniques. Although GD-OES does not replace these useful techniques, it does offer various advantages over them, making it an excellent complementary analytical tool.In GD-OES analysis, a low-pressure glow discharge plasma is generated with the sample material acting as a cathode, accelerating the cations in the plasma towards the sample surface. This bombardment causes the sample material to ‘sputter’, essentially knocking free atoms or molecules of analyte material, which are then drawn into the plasma where they are excited. The light emitted by this excitation is then diffracted to separate the wavelengths emitted by the specific elements and detected by a spectrophotometer. The intensity of the signal is directly proportional to the quantity of analyte element present in the sample, allowing simple calibration and quantitative determination of the elements. Technological improvements made in the past twenty years or so have significantly increased the usefulness of GD-OES for surface analysis. Faster plasma stabilization and start-up allow for the quantification of surface layers as thin as 1 nm. Sputter rates have been accurately measured for many common materials, allowing them to be built into software libraries in the instrument’s control software. This dramatically expands the usefulness of this software and the ease of performing analyses.GD-OES analysis of nuclear materials allows for the rapid determination of the elemental composition without the requirement of initial dissolution. The thickness of any corrosion layers on nuclear materials can also be determined."

THE following notes were accumulated during the years 1905 to 1911, when the writer was employed at Stannary Hills. The writer's duty took him over the underground workings daily. In odd moments the geology of the surrounding country was worked out. As the time for this purpose was limited, many interesting points had to be left, untouched. The faulting system in the mines was of such a puzzling character that it seemed as if the geology of the surrounding district might throw some light on it. Dr Jack, in 1907, reported on these mines for the shareholders, but came to no definite conclusions. Unfortunately, the writer has not had access to this report for many years. At the time of his visit the larger develbpments in the Ivanhoe and, Kitchenen orebodies (see Fig 1, B2) were only being opened up. Mr. H. Herman mentions Stannary Hills on p 320, Proceedings Aust Inst ME, new series, No 14, and on p 326 expresses the opinion that the pipe or joint-veins (as at Irvine bank and Stannary Hills) were more valuable to follow than lodes in the granite in that district.GEOLOGY OF DISTRICTThe main feature of the area mapped is a band of altered sedimentary rocks which carry no fossils. It is a mile wide, and consists of a hard band of greywackes 200 ·t ·300 yds. wide, flanked on both sides by contorted shales which become more micaceous as the granite-area to the east is approached. The strata have a general strike of N. 30° W., with a steep westerly dip. A large area of acid intrusive rocks occurs to the west of this band. A brief review is given of the history of the Colliery to date together with the reasons for the development of an additional seam.Investigations into the quality of the coal ami its suitability for the production of metallurgical coke and determination of the economic mining limits and coal reserves are discussed. The commencement of mining operations and the inter-seamarrangements necessary for the disposal of coal won are described with the stages in the opening out of the seam itself and the reasons for the installation of a 48-in. trunk conveyor belt. Choke and manning of face equipment are considered and also the work of secondary development and pillar extraction.It is concluded that with modern face equipment and conveyor belt lines, concentrated mining followed by immediate extraction of pillars is practicable and is giving excellent results at Burwood Colliery.INTRODUCTIONBurwood Colliery, the total holding of which now comprises some 3,140 acres of land and 1,450 acres of sea leases, has mined the Borehole Seam since 1883. The early work took place from Nos. 1 and 2 shafts at Glenrock Lagoon and later on at Nos. 3 and 4 shafts at Whitebridge to which the centre of operations shifted in 1893, shaft sinking at this latter area having commenced in 1888.As all the early operations were confined to the Borehole Seam, reserves of coal on this horizon had been considerably reduced by the mid 1930's, so a cross measure drift was driven to the Victoria Tunnel Seam which is about 300 ft. above the Borehole Seam, and fully mechanized coal winning commenced from the second seam in 1938. Researchers at the National Institute for Occupational Safety and Health are investigating technologies that could be used to detect objects, small vehicles, and pedestrian workers that may be in the blind areas of haulage equipment used in mining and construction. A detection system that warns the equipment operator that there is an obstacle nearby could prevent collisions and save many lives each year. One popular technology for collision warning systems is radar. Several different types of radar have been tested in the laboratory and on mining equipment. Early in the study, questions arose concerning the best way to test radar systems. Many factors affect the performance of radar, including the size, shape, and composition of the object that is to be detected; the height of the radar antenna(s); and the relative motion of the radar system and/or object. This report discusses several different test procedures and test targets and recommends methods to determine how effective a radar system will be in detecting a person near heavy equipment.

The Pipeline gold ore body was discovered in Lander County, NV in March 1991. Construction of the new mine and mill did not start until early March 1996. The $289-million project was placed on a fast-track development schedule upon completion of permitting and corporate approval. The mine and mill were commissioned 11 months after the start of construction and the project ended up $40 million under budget. Project design and construction management were provided by Placer Dome Project Development Division (PDD). History The Cortez Joint Venture has operated in northeast Lander County since the late 1960s. The business structure is comprised of 60% Placer Dome and 40%Kennecott Exploration. Throughout the years, production has been from several small open-pit deposits— Cortez, Horse Canyon, Gold Acres and now Pipeline.
