Environmental Considerations With significant increases in bulk coal movements through terminals, operators are under constant social and political pressure to reduce or remove environmental pollution problems incidental to their operations. To meet these requirements, both equipment manufacturers and terminal designers are endeavoring to design equipment and systems with stringent environmental controls. The most challenging environmental problems facing coal terminal designers and developers are terminal siting restrictions, dust control, and noise abatement. Terminal Siting Finding a suitable site can be a difficult problem because of public concern over coal dust or the impact of a terminal on the surrounding community or natural habitat of the area. Often the only suitable flat land available for terminal development is on a tidal estuary or salt water marsh with great environmental value. In many cases a period of four to six years of full environmental and social assessment has been needed. A recent example of such difficulties is the expansion at Roberts Bank, British Columbia, where environmental impact assessment studies and their public review took almost six years from initial expansion applications until the time of approval. Dust Control Modern coal terminal dust control techniques usually consist of water sprays at strategic locations to suppress dust. The application points include rail car or barge dumper, main conveyor transfers, perimeter sprays around stockpiles, stacker/reclaimer, ship-loader transfers, and loading spout. The water sprays may include a chemical wetting agent or surfactant to reduce the water requirement and increase effectiveness. Recently there have been advances with development of effective micro foam agglomerating agents. In these systems, a micro foam with very small bubble sizes is sprayed into the coal stream. The foam fills the interstices between coal particles and wets the coal fines. These systems have proven to be very effective and usually one application before stockpiling and one upon reclaiming will markedly reduce the coal dusting. Stockpile perimeter sprays can be operated either manually or at the sophisticated terminal, actuated by a computerized control system that senses key environmental conditions such as humidity, precipitation, and wind velocity. Most modern terminals collect the drainage from the stockpile area, remove the solids in settling basins, then recirculate the water to reduce water requirements and effluents from the site. Dusting of long-term storage stockpiles can be reduced by spraying the piles with chemical resin or latex binding compounds to seal the surface. These compounds also can minimize erosion of the pile by rainfall. Dust collection with air evacuation systems and cyclone or wet scrubbers can be used at key areas such as rail car dumpers, main conveyor transfers, and ship-loader spouts. The trend in dust control is away from dust collection since most dust collectors are high maintenance items requiring good operator supervision and servicing. Coal handling conveyors are usually open and uncovered. However, in areas requiring special attention they may be covered or even completely enclosed. Dust generation from terminal roads is often a significant amount of the total dust emitted from a terminal. To reduce this dusting, roadways where traffic is heavy can be paved or sprayed by water trucks. Speed limits can be enforced and use of tracked mobile equipment for stockpile handling rather than rubber-tired loaders is encouraged by authorities. Noise Abatement Terminals located close to residential areas are often faced with noise control problems. Noise can be one of the most difficult environmental problems to solve. Usually, use of electrically-powered equipment is encouraged to reduce noise levels. Rail car dumper houses can be totally enclosed to reduce both dust and noise emissions. This paper presents the concepts which are presently being utilized in the design of coal export terminals. Criteria for selecting a viable site and establishing the terminal plan are presented. Factors affecting the design of the terminal as well as the present techniques and procedures in use today to determine the optimum use of equipment will be discussed along with the current trends in export terminal control systems. Finally capital and operating costs for a typical export terminal are reviewed.

During the next 15 years, US coal production is expected to double, with the increased production evenly divided between the East and the West. Along with greater production, coal export markets should increase dramatically from East, West, and Gulf Coast ports. The annual overseas export capacity of US coal-loading terminals is expected to rise from 147.1 Mt (162.1 million st) in 1981 to a minimum of 278.1 Mt (306.6 million st) in 1985, according to the US Maritime Administration. Increased coal production and use will lead to more development of import and export terminals, a vital link in the coal transportation chain. With continually escalating capital costs and the competitive markets that the terminals will serve, a well designed and efficient terminal is necessary. This article begins a two-part series that presents concepts presently used in coal export terminal design. Part I looks at site selection factors and equipment needs, while Part II will examine environmental considerations in building a terminal as well as typical capital and operating costs. The world is nearing the end of the oil era. In a few years oil will not be available to sustain the growth rate and increasing standard of living we have known in our lifetime. The big question is what energy era are we moving into? With the decline of readily available oil reserves and rapidly increasing prices, many countries are trying to switch to alternate energy forms. While intensive efforts to find new oil reserves continue, alternate energy sources such as natural gas, coal, synthetic fuels, nuclear, hydroelectric, solar, and wind power are being developed. Recent indications are that coal is expected to bridge the energy gap over the next 25-30 years until the technology and economics of the alternate energy forms reach satisfactory levels. Use of coal for energy is receiving strong attention due to its long-term availability (200-300 years minimum), relative ease of development, and its low cost per unit of power produced. By the year 2000, it is expected that 25% of world energy supply will be met by direct coal combustion and possibly another 5-10% by synthetic fuel from coal. Coal's expanding share in the world energy market, along with an increase in coking coal requirements, will result in a large increase in the world's seaborne coal trade. Recent statistics and projections for the future are shown in Table 1. This phenomenal development rate includes increases in both coking and thermal coal requirements. Because of the rapid increase of seaborne coal trade during the last 10 years and the even greater projected increase of trade to 2000, various sectors of the coal industry are faced with enormous technical challenges and huge investments in equipment, land, transportation systems, and port facilities. Very large bulk terminals are under development throughout the world. Latest surveys indicate that there are about 30 new coal export and import terminals under consideration and at least 30 existing terminals have expansion programs planned or underway. With the high cost of borrowed capital and rapid inflation rates there is great emphasis on new planning and design techniques to minimize capital and operating costs of coal transportation systems. Terminals A total coal supply system can be considered to consist of one or more mines; a train, barge, truck, or other haulage system; an export terminal; a fleet of bulk carriers; a receiving terminal; and possibly, local inland distribution networks that include barges and railways. Terminals, though only a small link in the total transportation system, play a key role in overall system efficiency. At ports or inland distribution centers, terminals act as transportation links bringing trains, ships, barges, or trucks together for cargo transfer and temporary storage. A well-designed terminal can provide maximum independence between two modes of transportation and optimum freedom for intermodal interference. A terminal acts as a buffer between the two transportation modes by providing sufficient storage capacity so a ship need not wait for its cargo on, for example, a train-by-train basis, but can load immediately from the ready stock. Similarly, a train need not wait for a ship to unload its contents but can dump immediately into storage. The paper describes the current density increase within the last 150 years. From the beginning in 1885 at 30 A/m² up to the highest used current densities nowadays at 420 A/m² towards future pathways were even 1000 A/m² can be achievable. A short tour through history will highlight the milestones of the process of electrolytic refining of copper. Besides the improvement of the existing technology, the biggest changes leading to higher possible current densities are linked to the introduction of the ISA stainless steel plates and the introduction of the parallel flow principle. Furthermore, the parameters influencing the limitations regarding current density and therefore the practical used current density as well as the influence from the chemical composition of the electrolyte is discussed. Finally, the possibility of further increasing the current densities by enhancing the relative movement between electrolyte and electrode will give an outlook about the future of the copper electrolysis process. INTRODUCTION The current density is the most important characteristic to describe the productivity of a copper refining electrolysis besides the characteristic number for the electrical efficiency. Over the last 150 years, current density has risen from a few amperes per square meter to over 400 A/m² without any significant change in the principle of electrolytic refining. This increase in current density is documented exemplary by the electrolysis of Montanwerke Brixlegg in Austria (Brixlegg, 1963, 2013). The very beginning of the technology of electrolytic refining of copper was first patented in England by James Elkington in 1865 and the first electrolytic copper refinery was built in Newark, New Jersey, in 1883 (Armstrong, 1999). The secondary smelter Montanwerke Brixlegg, Austria, has been operating an electrolysis plant since 1884. In 1988, the third "Mount Isa" electrolysis plant worldwide and the first in Europe was put into operation in Brixlegg. Since 2010, the so-called high-current electrolysis (parallel flow METTOP-BRX Technology) with a current density of approx. 400 A/m² has been operated in half of the electrolysis process.

This paper will review the metallurgical aspects of the completed expansion program at Quirke, and the current rehabilitation and refurbishing program at Panel. During the Quirke program, completed at the end of 1977, the plant capacity was increased from a nominal 4,500 to 7,000 short tons per milling day. The expansion of crushing, grinding, neutral thickening and filtering, leaching, partial neutralization, sand-slime separation, sand washing, C.C.D., clarification, ion exchange, mine water treatment, and tailings neutralization and pumping will be considered. The application of Enviro-Clear thickeners in the mine water treatment circuit and in the C.C.D. will be briefly reviewed. An automatic grinding and classification circuit for limestone will also be covered. The refurbishing program underway at Panel will be discussed. The Quirke and Panel plants will be contrasted and compared. In particular, reference will be made to environmental considerations. The innovative system for producing yellow cake at Panel, LAMIX, will be considered as well as the proposed treatment system for Panel tailings.

CONCEPTS AND REGIONAL GEOLOGY The Charters Towers region holds many keys to the metallogeny associated with the complex geological development of eastern Australia during the Palaeozoic. Tectonic, magmatic and volcano-sedimentary depositional episodes can be identified and related to the chronological development of batholithic host rocks (Clarke & Paine, 1970; Henderson, 1986; Murray, 1986). Pre-batholithic basement rocks in the north (Charters Towers Metamorphics) consist of a package of amphibolite grade schists interlayered with and intruded by gabbros and diorites (Peters, 1987). To the south (Seventy Mile Range Group) greenschist facies Cambro-Ordovician rocks overly some of the basement. The lower age of this basement is not constrained, parts of it could be as old as Pre-Cambrian. Mid-Ordovician (approx. 470 my) to Lower Devonian (approx. 400 my) age I-Type granitoid plutons of the composite Ravenswood batholith intrude the pre-batholith basement and the Seventy Mile Range Group. Igneous activity was initiated again in the Carboniferous with the extrusion of rhyolitic lavas and pyroclastics associated with porphyry and high-level intrusive complexes (Wyatt et al., 1971). The Ravenswood block is bounded by Devonian and Tertiary sedimentary sequences of mainly continental provenence.

Recent publication of United States Bureau of Mines figures showed that the sand and gravel (3) industry is the largest single mining industry in the United States in term of yearly tonnage produced. The yearly production of over 500,000,000 tons per year now exceed bituminous coal production. This disclosure caught unawares many observers who have not been following closely the rapid-growth of this phase of mining. Along with this steady growth in production, the sand and gravel industry has gone through an accelerated and varied program of beneficiation in a period of the last ten years.

Abstract-Ghana, a major West African gold-producing country, took a crucial step in 1986 to allow private participation in mining ventures that had hitherto been state controlled and starved of funds. This decision has led to a three-fold rise in gold production with substantial local and foreign capital once again flowing into exploration and mining projects. Though the rise in gold export is due primarily to increased production from large mines such as Ashanti Goldfields Corporation, Billiton Bogosu Gold, Tebrebie Goldfields and Ghana Australia Gold that work primary lode gold deposits on quartz veins and Banket conglomerates, a fair amount of gold comes from placer gold mining from which two new mines have been developed at Kwabeng and Bonte during the current gold boom. Also, placer gold mining is important locally because the lower capital outlay required for its development enables many entrepreneurs to operate small concessions and provide employment for a large pool of unskilled labor. Placer gold exploration and development in Ghana is labor-intensive. Pitting is the most used method although few employ the mechanized ("Banka") drilling. The advantages and disadvantages of the two approaches in the local setting are discussed. The gravel is normally sluiced and the gold recovered by amalgamation. The drawbacks to successful placer gold exploration in Ghana have been attributed to lapses in execution of exploration programs (Dzigbodi- Adjimah and Arhin, 1993; Dzigbodi-Adjimah and Gawu, 1994). However, the failure to recognize and set time frameworks and financial limitations for the various stages of placer gold exploration have spelt the doom of some projects. It is critical that the characteristics of the placer gold deposit be determined by efficient and cost effective means. A planned exploration supported by adequate flow of funds saves costs and leads to success. This article discusses the current Ghanaian situation and presents proposals from case studies for planning and budgeting placer gold exploration programs for use in similar settings.

THE EXCUSE for producing still another paper dealing with the oilfields of the Middle East is the overwhelming importance of this area to everyone, both inside and out of the oil industry. Figure 1 shows the area defined as the Middle East for the purpose of this paper. No description of what constitutes the Middle East is generally acceptable to everyone and, in fact, in many parts of the world it is referred to as "Western Asia". At the time ?the writer went to work as a geologist in the Middle East -this was in 1926 -there were just three known oilfields, namely, Hurghada in Egypt, Naft Khaneh in the Transferred Territories of Iraq, and Masjid-i-Sulai-man in Persia. Their combined producing rate at that time was around 100,000 barrels per day. Toda y, just thirty years later, some forty-two fields have been proven to exist, and a recent discovery in Syria -if commercial -may add one more to the list. Producing rates at the end of last year ( 1956) were approaching four million barrels per day. This sizable figure re presents nearly 23 per cent of the total Free World's production. What is more important still, something over 70 per cent of the Free World's proven oil reserves are known to exist in the subsoil of the Middle East.

With increased pressure for companies to cut costs during design of new mineral processing plants, overall plant design has changed over the last decade with less design for feed blending and less installed surge capacity. This has changed the operability of new mineral processing plants, where disturbances due to variable ore types have resulted in the evolution of new control techniques. These techniques are necessary to maintain stability and optimise the performance of these new plants. This paper describes the benefit of applying these new control techniques in a new mineral processing plant in Australia utilising RockwellÆs ControlLogix system architecture.

In today's modem copper electro-refineries, increasingly higher average current densities are being employed. With these increases many refineries are approaching their limiting current density. The nearness of the average operating current density to the limiting current density has placed increasing emphasis on the need to maintain an even current distribution. This paper explores the importance of maintaining even current density and discusses the factors, processes and practices that are necessary to achieve and maintain high quality production at high operational intensity.

Mount Isa Mines Ltd. annually extracts 5.6 million tonnes of copper ore from the 1100 Orebody. All production is by longhole open stoping, with an increasing emphasis on pillar recovery. Drilling and blasting prac- tices have been modified to allow more efficient pillar extraction, with the evolution of a "core and shell" approach. Blast design occurs at the stope design stage, while individual blast preparation is based on detailed ring plans. A programme of blasting research involving surface and under- ground vibration monitoring and fragmentation assessment has been car- ried out in conjunction with production personnel. Drilling and blasting practice in the orebody must continue to evolve with continued research, to suit changing conditions and take advantage of new technology.

The National Institute for Occupational Safety and Health (NIOSH) has conducted benchmarking surveys at longwall operations across the country to identify current operating practices and the types of controls being used. Gravimetric and instantaneous dust sampling was completed to quantify dust generation from major sources and determine the relative effectiveness of the different control technologies. Results from the underground dust surveys will be presented as an update on longwall dust control technology and operating practices.

Minnesota's mineral resources are widespread and diverse (Figure 1). In addition to the nation's largest iron and manganese reserves, the state contains sizeable vanadium, copper, and nickel resources. Recently it has been determined that the proterozoic unconformities in Minnesota have a favorable potential for uranium deposits. Finally, major potential exists in Minnesota's archean greenstone belts for gold, silver, and copper-zinc massive sulfides. Many of the state's mineral resources have been found in environmentally sensitive areas. This is not surprising since the natural forces associated with the formation of mineral deposits are often the same processes that create unusual landforms. For example, much of the state's copper-nickel is found within and adjoining the Boundary Waters Canoe Area (BWCA) and Lake Superior. The history of mineral development on the Mesabi Iron Range has also created culturally sensitive areas. Early iron mining development required the workers to live close to their jobs, and mine wastes were dumped as near the mine as possible. Few, if any, foresaw the time when taconite would be economic to mine. Therefore, it is not unusual to find valuable taconite resources located under towns and waste dumps on the Mesabi Iron Range.

"The Athabasca Bituminous Sands have been subject to sporadic investigations since the beginning of the century. It is probable, however, that much of what has been learned and achieved concerning the deposit has been accomplished in the last few years.Current exploratory techniques, generally speaking, involve a moderate amount of coring. Electrologs and often radioactive logs are run on most holes and certain types of these archieved excellent qualitative analysis when backed up by some core analysis for calibration. Exploration - is moving back from the river and consequently a permanent network of access roads has been developed within the last few years. Most of the operations take place in the winter time. There are about 90 permit holders at the present time.Some exploratory techniques are set up to go into recovery experiments where rich tar beds are found. It is probable that in the final analysis there will be several successful methods of extraction and that both mining and various in situ techniques will be applicable depending upon the problem locally."

This paper is intended to give a general review of current gold extraction technology for free-milling or non-refractory auriferous ores. Fundamental process concepts and some of the differences between the current technologies is referred to. Typical flowsheets and layouts are provided and it is demonstrated that technology for extracting free-milling gold is relatively simple. For environmentally sensitive areas such as encountered in New Zealand relevant cyanide decay and destruction technology is also discussed. Brief mention is made of some likely future innovations. Finally reference is made of New Zealand's previous significant contribution to gold extraction technology. These contributions were pioneering ranging from the cyanide leaching of gold to adsorption by carbon and precipitation by zinc. New Zealand has not allowed its potential gold projects to develop at a rate commensurate with the rest of the world thereby stifling its renowned innovative approach in this technology. It is time for New Zealand mining to recognise its unique opportunities in developing gold extraction technology and again take a rightful place in leading the way.

"Great effort has been expended for more than 40 years to improve the workplace safety and health of surface and underground miners across the United States. When looking at the past decade, withstanding the 2010, Upper Big Branch (UBB) disaster that took the lives of 29 miners, this effort has resulted in a generally decreasing trend from 57 fatalities (22 coal; 35 metal/non-metal) in 2005, to 45 (16 coal; 29 m/ nm) in 2014. Through August of this year, there have been 23 mining-related deaths (eight coal; 15 m/nm). These results reflect continued diligence and perseverance on the part of miners that stay true to our legacy; and demonstrate significant investments from mine-site leadership, mining corporations, and state and federal regulators. However, over the past five years there have been an average of 32 fatalities per year, with a low of 36 (2011 and 2012) to a high of 45 (2014). If we know that there will be somewhere between 30 and 50 mining related deaths next year, which of us will volunteer to be counted as one of the numbered? Clearly, we all agree that one fatality is too many; and as evidenced by changes following UBB, deaths in any sector are deaths reflective of all mining across all sectors.The impact of each miner death touches us all. Miner’s deaths are felt deeply by family and friends, most significantly the children; their communities in which they served, supported, and worshiped; and by society that has lost a hardworking, dependable contributor. Further, to take a slightly cynical, but realistic view, miner fatality events impact the financial vitality of mining and contracting companies and broadly diminish investor confidence. Just as important, these events significantly impact our communities and result in negative public perceptions, which ultimately drive regulatory policy and related compliance pressures. This resulting pressure forces operations to broadly address safety and health gaps in very specific ways (i.e., see U.S. Mine Safety and Health Administration (MSHA) regulations regarding lids for trash cans) minimizing a mine site’s opportunities for operational flexibility. To break this cycle that is the operational reality, mining companies are focusing tremendous efforts on fatality prevention and specifically on dedicated investment to prevent multiple fatality events."

Phosphate mining and beneficiation in the State of Florida are presently being carried on by 12 different mining companies with a total of 21 mining and flotation plant locations. Their combined production of both washer rock and flotation concentrate was approximately 28,000,000 long tons in 1968. This accounted for 70-72% of the total U. S. production and close to 30% of the world's output of this mineral. From this extensive activity in the Florida phosphate field, one basic flow sheet for beneficiation of the ore has developed over the years as the most commonly employed. In fact, all of these plants with the exception of two beneficiate Florida pebble phosphate using a basic operation as illustrated in Figure I. The two plants which differ from this general approach are not using raw matrix as feed. In one instance, +14 mesh pebble is ground in a rod mill to release free silica which is subsequently removed in a cationic froth flotation circuit using an amine acetate blend and kerosene. This technique generally results in a 4-7 BPL unit upgrading of the feed pebble. The other exception to the standard flow sheet illustrated in Figure I is an operation which is beneficiating tailing piles. In this case, the material is first subjected to cationic froth flotation in order to upgrade the feed to a point comparable to normal matrix. Thereafter, after, the phosphate is floated in an anionic rougher circuit followed by cationic flotation of the silica in a cleaner circuit.
