While refuge chambers are common place in most underground mining projects, there are different philosophies as to what life support systems are to be considered and how these systems are to be applied. Case studies in the underground mining industry have examples of emergencies where the external compressed air and power supply to the refuge chamber were compromised due to proximity of services to the fire location. In 2005, The Department of Industry and Resources, Western Australia, drafted guidelines that listed specific requirements for refuge chambers which included a secondary life support system that would operate independently of external sources. The objective of this document is to examine what critical life support systems are essential for safe entrapment in the event of an emergency and to examine considerations for their application.

Up to one half of neodymium and praseodymium production, key ingredients in permanent magnets, is produced illegally. About 60% of cobalt production, critical in lithium-ion batteries and other applications, comes from central African states, and much of it is produced illegally. Tantalum, important in modern electronics, is also primarily sourced from central Africa and, again, much of it illegally. Illegal mineral production, as exemplified here, is often used to fund armed conflict. Furthermore, it is typically conducted with scant regard for human rights and environmental protection. It also leads to depressed prices which in turn limits the possibility of legitimate producers entering the market. Systems of traceability and provenance, along with cooperative supply chain participants can limit the production of illegitimate material and thereby improve conditions in the countries of origin and reduce downward pressure on prices.

Manganese nodules from the Cook Islands (CI) Exclusive Economic Zone (EEZ) are compositionally different from other nodule fields. CI nodules have relatively high cobalt concentrations and low nickel, copper, and manganese concentrations (e.g. Hein and Petersen, 2013). This reflects the predominantly hydrogenetic (seawater source) origin for metals in the CI nodules versus dual seawater-pore water sources for most other nodules. The concentrations of many critical and strategic metals have not been previously analyzed for CI nodules, so comparisons with other nodule fields have been limited. To address this, we analyzed a set of nodules distributed throughout the CI EEZ for a complete set of 67 elements, including all of the metals that may be of economic interest, such as the rare earth elements (REEs), yttrium, tellurium, niobium, zirconium, tungsten, titanium, and others (see selected elements in Table 1). In addition, we recalculated the tonnages of nodules and contained metals from nodule abundance areas (in square kilometers) determined by GIS ArcMap calculations based on JICA/MMAJ (2001) nodule distributions. The nodule tonnage calculated and summed from each abundance sector yields a total inferred resource estimate of 9.66 billion tonnes of nodules covering an area of 1.21 million square kilometers; using a cut-off of 6 kilograms of nodules per square meter, yields a median tonnage of 8.59 billion tonnes of nodules covering 687,647 square kilometers (Table 2).

The evolution of technology has made the world a more connected place. It continues to change the way we power our homes and vehicles and is leading to a future that seems to be limitless. Limitless as long as we can continue to supply the minerals necessary for technology to produce better iPhones, more efficient electric cars, better wind turbines and sophisticated national defense systems. These minerals, dubbed critical minerals, have surged in importance in every corner of the world and, on Aug. 3-4, they were topic of conversation at the Critical Minerals 2014 conference in Denver, CO. The conference, hosted by SME and the Australasian Institute of Mining and Metallurgy (AusIMM), looked at critical minerals from every angle, from where they are found to what the future might be. Among the minerals that have been called critical are rare earths, a collection of 17 minerals that have become increasingly important as technology continues to advance in everything from communications to energy to national defense. Leading off the conference, David Abraham, senior fellow at the Institute for Analysis of Global Security, explained that, like many people, he is relatively new to rare earths. Unlike most people, though, Abraham developed more than a passing interest in the minerals and has since travelled the world to understand the role of rare earths ? where they are found, how they are mined, how they get to market and, eventually, what applications they are used in. Following his travels, he said he returned concerned about the sector and how the industry will keep up with the demand that only seems to be growing in the modern world. And, Abraham noted, that it is not just the developed world that is driving demand. It stretches even to places like Indonesia, where the average annual income is about $3,000/year. Yet, the nation is one of the most active places in the world for social media with a population that is wired in with all kinds of electronics. The problem facing the sector is, and has been for a long time, and especially since 2010, supply of the minerals. At one time, China produced about 98 percent of the world?s supply and controlled the sector completely. In 2010, as the world began to demand more rare earths and develop other sources, China announced an export ban on rare earths. This changed the game completely, from the production lines all the way to the floor of the U.S. Congress.

There are more than 15,000 abandoned mine features in New Mexico. A considerable number of these mines have not been cataloged or assessed for prioritized reclamation efforts. These mine wastes can be examined as a resource of critical minerals. Many of legacy mine waste deposits have undiscovered commodities and critical minerals, due to low recovery processes during past production. In this project, Black Hawk mine wastes in Grant County, New Mexico are examined by thorough mineralogical and geochemical characterization. This project seeks to characterize and estimate the critical minerals in mine wastes of Black Hawk mine, and determine the acid generating potential of mine waste. Identifying and producing critical minerals in New Mexico may directly benefit the U.S economy and national security.

Laramide porphyry copper deposits are large, low grade (<0.8% Cu) deposits that contain disseminated copper minerals, breccias, and stockwork veinlets of copper and molybdenum sulfides associated with porphyritic intrusions in Southwestern New Mexico. Critical minerals, such as PGEs, tellurium, indium, germanium, and gallium are recovered from the anode slimes remaining after copper is refined. Detailed age dating, mineralogy, geochemistry, along with geologic mapping could refine the location of critical minerals within specific systems and could identify porphyry systems with elevated critical minerals that could become economic, in addition to the already produced copper, gold and molybdenum.

The Bureau of Ocean Energy Management (BOEM), a bureau within the U.S. Department of the Interior, has responsibility over both energy and non-energy mineral development on the United States Outer Continental Shelf (OCS) under the OCS Lands Act (“OCSLA”). BOEM’s Marine Minerals Program (MMP) manages federal offshore mineral deposits through non-competitive, negotiated agreements for sand and gravel (“sand”) used in coastal restoration efforts and the competitive leasing of critical and hard economic minerals (“critical minerals”). As the steward of OCS critical minerals, BOEM MMP is responsible for understanding where critical minerals are located, identifying and understanding their environments, managing activities that affect these resources, and implementing pertinent federal policies. Fulfilling these responsibilities involves the collection and analysis of environmental, geological, and geophysical data; supporting the science needed to understand the impacts of resourcerelated authorized activities on the biological, physical, and sociocultural environments; encouraging emerging technologies that can reduce the environmental impact of activities; and communicating with stakeholders to foster an understanding of existing federal regulations and potential needs to revise the legal framework. Four U.S. federal rules in the Code of Federal Regulations (CFR) currently inform MMP’s procedures: 30 CFR 580 (prospecting for minerals), 30 CFR 581 (leasing of minerals), 30 CFR 582 (operations in the OCS related to minerals), and 30 CFR 583 (negotiated noncompetitive agreements for sand). Other federal laws and regulations are also pertinent, particularly those supporting the National Environmental Policy Act, Endangered Species Act, National Historic Preservation Act, Marine Mammal Protection Act, Coastal Zone Management Act, Clean Air Act, Federal Water Pollution Control Act, and Magnuson Stevens Fishery Conservation and Management Act.

The most significant uranium (U) deposits in New Mexico are sandstone-hosted deposits in the Morrison Formation (Westwater Canyon Member), where >169,500 short tons of U3O8 were produced from 1950 to 2002. In addition, >9076 pounds of vanadium (V, a critical mineral) and some molybdenum (Mo) were produced from these deposits. These and other U deposits (limestone-hosted, U-veins) in New Mexico also contain critical minerals. Critical minerals are mineral resources that are essential to our economy and whose supply may be disrupted; many critical minerals are 100% imported into the U.S. Some sandstonehosted, limestone-hosted, and U-vein deposits are elevated in heavy rare earth elements. One sandstone-hosted sample contained 0.3 ppm Re (critical mineral), 659 ppm Se and 408 ppm Mo. The arsenide five-element vein deposits in the Black Hawk district are mineralogically and texturally complex, low- to moderate-temperature, hydrothermal, structurally-controlled, Ag-Co-Ni-Bi-As bearing carbonate vein systems with local minor elements. Mineralized samples from Black Hawk contain up to 9970 ppm Ag, 8540 ppm As, 5690 ppm Co, 72,400 ppm Ni, 57 ppm Bi, 165 ppm Sb, and 32,600 ppm U.

The assurance of future raw materials supply to the EU mineral industry has become, in recent years, one of the most important tasks of the EU Commission. It is focused on creation a new mineral policy within the EU zone. One of the starting points for this activity was identification of the mineral commodities that are critical for the sustainable development and technological progress. The paper presents the glance to this problem from the National Member level. Domestic mineral reserve base as a possible source of critical raw materials for the EU was shown. Poland cannot be considered as its resource base. The source of these raw materials are not only scarce in Poland, but also they are not produced, and their demand is now - and according to forecasts is going to be in the future - met by imports. The raw materials in question are not considered exactly critical for Polish economy, but they are of limited economic importance. On the other hand, their growth is a best opportunity and at once the need to the future sustainable development.

Much criticism has been levelled at bacterial oxidation over the quantities of air required for successful operation. Examination of the oxidation reactions and the assumptions concerning oxygen transfer made in the literature (1) indicate that the aeration requirements can be much less than those beirig suggested. Observations made on a large scale pilot test have confirmed reasonable aeration levels in extended site operation over a six month period. These aeration levels have implications for the engineering design and the power needed for aeration and agitation. Thus, these parameters effect both capital and operating costs as well as influencing the complexity of the design and normal operation. A number of companies have developed bacterial oxidation cultures intended for commercial ·expl oi tat.ion ( 2, 3, 4). Most of these cultures have been based on Thiobacillus and operate at temperatures between 30°c and 40°c. This temperature range limits their application in hotter regions unless means for both heating and cooling are provided in the design. Thiobacil!us cultures are also reported as not able to oxidize arsenic (III), which may limit the application of these cultures to successfully treat arsenopyritic ores and concentrates (5). BacTech (Australia) Pty Ltd has developed a culture which operates at temperatures above 4o0 c and which has been tested in a large site based continuous pilot plant at up to 55°c over a six month period. The culture showed resistance to high levels of soluble arsenic, allowing the arsenic to be retained in solution for control led precipitation and disposal. Data for. the arsenic precipitates indicated that these waste solids were relatively stable and, under the correct circumstances, were suitable for disposal into tailings dams without causing environmental problems.

Critical to successful dump and heap leaching for gold, silver, copper and uranium are factors such as permeability, solution delivery to the ore, and solution recovery. This paper deals with possible techniques for successful accomplishment of these three factors. New developments as well as older techniques are discussed, together with rationale for use of some techniques in reference to others. The authors hope to present a checklist so that the ideal application to individual mine situations can be achieved. This involves a discussion of the merits of each different method and the situations for most logical application. It is hoped that such discussion will broaden the geographic areas where dump and heap leaching can be applied to include greater winter cold and tropical regions of large amounts of rainfall.

For metallurgical plant design, it is necessary to progress through successive phases of test work, piloting and process development before involving all the other engineering disciplines and “freezing” the process design criteria and flow sheet. This process usually relies upon the experience, skills and personal preferences of various technology providers, study and engineering entities, test work and metallurgical laboratories and, most importantly, the owner’s team and its operators. Current industry trends include lower grades, more complex orebodies, geometallurgy in defining orebody variation and design envelopes, more common “hybrid” plant processes and the market demands for more reliable, timely and predictable early plant performance.This paper will discuss interaction of these trends and provide guidelines for the level of detail and technical complexity required for a number of different “typical” examples. The paper will pay particular attention to the study definition level translated into the required detail and certainty needed by the overall process “owner” and original equipment manufacturer (OEM) equipment suppliers to ensure the best real plant performance. Some recent case studies will be discussed. In many projects, at a late stage of project definition, it has become common practice to undertake a “value engineering” phase. Although it could be argued that this should be undertaken earlier, it is largely driven by an overall need to reduce capex and “optimise” the perceived “fat” built into the project during the detailed design process. This value engineering can be very counterproductive to project timing and operational performance and warrants discussion.The paper is intended to promote discussion on a topic of wide interest. "A reliable supply of non-energy raw materials is a precondition for the functioning of the European economy. In line with its importance, the issue of raw materials supply has become more prominent in the past years, especially owing to turbulent raw material markets. However, these turbulences are not due to depletion of the geological resources but to a missmatch of (expected) supply and (expected) demand, with several interacting factors influencing the markets both from the supply as well as from the demand side. A recent evaluation, published in June 2010 within the framework of the EU Raw Materials Initiative, sought to bring together these two sides of raw material markets and asked the question "which raw materials are critical for the EU?" Herein we present the methodology used by the Ad-hoc Working Group on Defining Critical Raw Materials and the results obtained, complemented by results from the study "Raw Materials for Emerging Technologies"."

The syngenetic, metamorphic water, and source bed concept theories of ore deposition proposed by Anton Gray, C, Lo Knight and others, to explain ores in sedimentary rocks, are challenged on the basis of a survey of the literature and personal observation, A hydrothermal origin for the Northern Rhodesian Copperbelt deposits is indicated by the presence of post-Roan age igneous rocks and post-gabbro mineralization, the wide distribution of ore in the various Lower Roan lithologic types, and the zoning of the copper-iron sulphlde minerals and minor elements The proposal by Gray and Knight that igneous rocks are not favorable as guides to nonferrous metal deposits, and Gray&apos;s hypothesis that the redistribution of connate waters and their dissolved metals by metamorphic processes was responsible for the emplacement of ores, are rejected as contrary to field evidence, The absence of exposed potential igneous source rocks is shown to be an invalid argument for the proponents of any syngenetic hypothesis, The common association of ore deposits with calc-alkaline intrusive rocks and their derivatives is, however, demonstrated to be convincing evidence that an exploration program based upon a magmatic theory of origin, would have found most of the important known non-ferrous metal deposits of the world, It is urged that prospecting be continued on the sound basis of accumulated knowledge of the lithologic and structural facts surrounding known ore deposits.

Proper employment of numerical stress analysis design tools is based on the demonstrated ability of a model to capture key elements of the geologic site model and accurately simulate how these elements interact with a mine design. While these tools have progressed markedly, they are, at heart, a gross simplification of the abundant complexity of a natural setting and its response to mining. A generic deep longwall site model was developed that includes aspects of the geology of deep coal mines in the Wasatch Plateau and Book Cliffs coal fields of Utah. The site model contains a set of common features and observations of how these features typically respond to mining. This site model was the basis for evaluating use of empirical, boundary element and volume element stress analysis tools to analyze the distribution of stress around a deep longwall panel. More specifically, this evaluation examined shifting of stress to panel abutments and gob, distribution of stress in the abutment, and deformation and failure of bridging strata. Measurements of abutment stress changes at two sites in the Wasatch Plateau region were used to illustrate model calibration. Overall, these comparisons highlight the considerable differences between methods. Volume element tools can incorporate considerable detail and have fewer underlying assumptions, but this detail carries a considerable computational cost. Boundary element tools are much more efficient. But this efficiency also comes at a cost of added assumptions. These assumptions were challenged by the presence of a strong sandstone unit in the overburden, leading to boundary element results that depart significantly from volume element results. Empirical rules are the simplest, but are even more burdened by assumptions, many of which are implicit in underlying cases. Insight into the nature and impacts of underlying assumptions in each method is essential to proper use of results in mine design. Eight mines in canada and three in Australia were visited between September 1987 and Februacy 1988. All mines had encountered problems with sulphide dust explosions and had introduced defence mechanisms to prevent or limit the extent of these explosions. Techniques included dispersion of limestone by various methods, use of water foggers, placing of water and inert stenuning in blast holes, and removal of settled dust to prevent secondary explosions. The techniques were evaluated and it was concluded that certain practices should be modified or discontinued as they were of little value in preventing dust explosions.

Coal mining both with longwall and room-and-pillar method often encounters severe operational difficulties due to had roof conditions. Rooffalls at entry cross-cuts or along the rib line in longwalls as welt as dynamic and excessive loads on supports due to overhanging of strong roof layers in a goab - are well known phenomena to the mine operators. Also, a number of practical examples may be quoted of dramatic improvement of working conditions after changing of coal winning technology or supports type. It is therefore a question to be answered how far we are able to recognize roof strata properties before mining starts and adjust both coal extraction technology and supports of entries to rock stability foreseen. Furthermore, engineering principles and criteria for decision making should be established. In recent years several in situ rock strength and discontinuities detection testing techniques have been developed both indirect (geophysical) and direct thus making possible closer roof-strata examination. In this paper critical roof span criterion is discussed as a basis for selection of proper mining system in terms of desirable stability of mine opening .

"Inherently anisotropic rocks occur in abundance at many rock engineering project sites in Himalayan region. These rocks pose difficulty in analysis and design due to their direction dependent strength behaviour. Moreover the strength varies in a non-linear manner with confining pressure. Mohr- Coulomb strength criterion is widely used by geotechnical engineers for defining strength of rocks subjected to given confining pressure. However, the conventional Mohr-Coulomb (MC) criterion suffers from the limitation that the strength is treated to be linearly dependent on confining pressure. In the present article, the MC criterion has been modified by incorporating non-linear term while retaining the original parameters c and ?. The non-linearity with confining stress level has been imbibed through critical state concept (Barton, 1976). The criterion has been applied to a triaxial test data base comprising of more than 1140 triaxial tests conducted world-wide on anisotropic rocks. Statistical evaluation of the goodness of fit of the proposed criterion to the data-base has been carried out. Further the predictive capabilities have been evaluated by determining the error in estimation of triaxial strength if only few triaxial test data are available for determining the criterion parameters. The data base has also been back-analysed to assess the critical confining pressure for anisotropic rocks. Statistically the critical confining pressure, for the present criterion, may be taken nearly equal to 1.25?cmax, where ?cmax is the maximum value of the UCS out of all orientations of planes of anisotropy. It is concluded that reasonably good estimates of the anisotropic strength are possible through the proposed criterion.INTRODUCTIONMany rocks encountered in Himalayan region like shale, slate, schist and phyllite are inherently anisotropic and exhibit direction dependency in their strength behaviour. In addition, the strength of the rock also depends on the confining pressure and, the strength response is non-linear especially when the confining pressure may vary over large range. Conventionally, Mohr-Coulomb criterion is the most widely used criterion for rocks. However, the limitation of this criterion in its present form is that the strength is treated to be linearly dependent on the confining pressure. The present study attempts to address the following two main objectives: i) Include nonlinear response in the Mohr-Coulomb criterion while retaining parameters c and In their original form; and ii) consider anisotropic response of the rock for a given confining pressure. A nonlinear strength criterion, which uses shear strength parameters c and as per Mohr-Coulomb criterion, has been suggested based on critical state concept for rocks."
