"I HAVE BEEN looking forward to addressing this particular audience about Trans-Canada Pipe Lines because you men, more than most, understand the problems of the pioneer. Trans-Canada Pipe Lines qualifies as a pioneer on two counts: it is certainly pioneering a completely new industry in Canada -the long-distance transmission of natural gas -and it has at least a few of the problems that are expected and normal to any pioneering venture.This morning, I’m going to try to give you a sketchy picture of our project and a brief report on its current status and our progress to date; and then a broad picture of Canadian markets for natural gas.The physical characteristics of the Trans-Canada Pipe Lines project have been discussed so often that I am not going to take the time today to quote a lot of statistics on pipe sizes, miles, tons of steel, etc. Suffice it to say that this project, estimated to cost approximately $350,000,000, will be the longest large-diameter gas pipe-line ever built anywhere.Let me try to paint a broad picture of this great national project, using only a few basic 'round' figures.First, it involves exploration for and development of the natural gas fields in Alberta and other provinces -the cost of which will run into hundreds of millions of dollars.Then comes the gathering, stripping, and cleaning of the gas before it can be delivered to Trans-Canada. This will cost close to $100 million.Next we have the Trans-Canada Pipe Lines project for transmission of the gas to Eastern markets -estimated to cost $350,000,000 during the first three to four years and making natural gas economically available to one-half the population of Canada."

A LUCID, thorough and powerful review of the impact of your tax laws on mining operations has already been presented by Granville S. Borden*. He has brought into focus and relief the pressure-points at which the shoe pinches most, has suggested some remedial measures, and enunciated much sound doctrine about the interrelationship and interplay of taxation policy and mining activity. Under the heading "What Every Lawmaker Should Know", he laid down the fundamental proposition that "the magnitude of our mineral resources varies inversely with the magnitude of the taxes levied upon them." With this, as with his other major premises, all mining men must be in hearty concurrence. There can be no doubt that a flourishing and expansive future for the mining industry in this country, in Canada, or anywhere else will depend on the thoroughness with .which these fundamental propositions are grasped by legislators, by national policy-makers and by public opinion at large.

"This paper charts, briefly, the :salient facts of international trade in minerals and their products and Canada's place in it. It also reviews inter-national agreements, economic groupings and national measures to channel and regulate production and trade in minerals. Canada's mineral industry now produces raw materials worth $3.7 billion per year, making this country a giant among mineral producers. Two-thirds of this production is exported, chiefly to the United States, accounting for about 30 per cent of Canada's merchandise exports and topping all other classes.However, several other nations are also pressing the development of their mineral resources and markets. The Soviet Bloc, China and principally Australia and Africa are becoming important suppliers of basic raw materials to some traditional markets of Canada in Europe and Japan.The outlook for Canadian mineral exports to the countries of the Common Market, Great Britain and Japan is good, although some tariff barriers remain troublesome.Concerning the United States, our most important market, Canada is seeking to have that country lift import quotas on lead and zinc, and re-cent statements by U.S. authorities give hope that this may be achieved soon. Moreover, Canada wishes to obtain easier access to the American market for several of its metals and minerals.Canada is now participating in the Kennedy Round of tariff talks under the auspices of the General Agreement on Tariffs and Trade (GATT), and is seeking to open wider doors for its exports of products.In summary, Canada has done reasonably well in some mineral commodities on world markets, but has lost ground in others. Any slackening of Canada's efforts in the development and marketing of mineral resources would soon lead to the decline of its role in the world miueral economy."

"Most of the minerals employed in Canadian refractory production are imported; in fact, most of the refractories consumed in Canada are imported. Whereas this situation is partly due to a definite shortage of suitable raw materials, e.g., fire clays, it is possible that the potential of certain mineral deposits which could be usefully exploited has not been recognized. There are exceptions, notably magnesite and dolomite, from which refractories are produced in Canada.In many cases, known mineral deposits are located either in inaccessible areas or in areas where transportation would be a major economic factor. This paper lists some minerals and their respective known deposits which could be employed in the production of refractories, irrespective of economics."

In describing the Canadian mineral industry in a world setting, this paper examines the industry from four points of view. First, mineral industry growth is related to trends in economic activity thereby providing a measure of the industry's importance in the Canadian economy. To give perspective to the Canadian scene, reference is made to economic trends in several of the world's leading mineral producing and mineral consuming countries. The Canadian mineral industry is next examined in terms of its major developments of the past 20 years and the resultant size, structure, and production diversity of 1964. The position of the Canadian mineral industry in the world industry is then analyzed by tracing changes in mineral supply and demand patterns. Growth of the Canadian industry depends greatly on expansion of export markets because three fifths of the value of production is accounted for by exports. Finally, attention is directed to the outlook for the Canadian mineral industry. Problems facing the industry are surveyed, and an appraisal is made of economic policies that have encouraged industry growth. A forecast of mineral production value in 1970 is included.

IN spite of the fact that in 1944 Canada experienced a decline in production of all her leading base metals-nickel, zinc, lead, and copper; despite uncured headaches in the coal-mining industry; and cheerfully ignoring a still further drop in gold, the most valuable product of her mines, which had the lowest output of any year since 1931, the Canadian miner retains the traditional optimism of miners everywhere as he looks forward to the postwar period. Some factors should keep the Canadian mining industry from being too optimistic of the coming era of peace, but the fraternity generally holds that its confident attitude towards the future is based on sound reasons. The decline in production in the Canadian mining industry last year can be almost wholly attributed to the serious shortage of labor and the difficulty in obtaining transport and supplies in remote areas. Some falling off occurred in the demand for certain strategic metals, but the diversion of gold miners, especially, without replacements being obtainable, to direct war work or allied pursuits, was certainly the principal cause of the reduced output in 1944. But that is a situation which will right itself at the close of the conflict.

(Wilkes-Barre Meeting, June, 1911.) For some years past, those interested in the development of the increasingly important mining industry of Canada, have urged the adoption by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory, is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by 'Orders in Council and Ministerial Regulations. In the earlier stages of development, it is perhaps a matter of necessity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, -and that any changes required from time to time should be made only after full and open discussion in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada was constituted by the Imperial Statute known as the British North America Act of 1867 (which came into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nova Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. Subsequently Rupert's Land and the North West Territories were acquired, the 'Crown Colonies of British Columbia and * SECRETARY'S NOTE.-Mr. Clark, an eminent Canadian lawyer, and joint author of the treatise on "The Law of Mines in Canada," has been requested by the Do¬minion Government to prepare a Federal mining-law, and presents this paper, by invitation of the Council, in order to obtain, if possible, useful suggestions from members of the Institute.-R. The Inconceivable Wealth propaganda goes on apace. Premier King, at Vancouver, has stated that we still have, untouched, natural resources, "beyond the wildest dreams." Principal Currie, in an address before the Canadian Society in New York said that Canada's resources, "are as yet merely scratched and it is not possible to compute her almost fabulous natural wealth." Mr. Meighen, in the last election campaign announced that, "under the providence of God, Canada is more richly endowed, perhaps, than any other country in the world." Four years ago a despatch was sent to Premier King "on behalf of" this Institute advising him that "Inconceivable Wealth" in minerals in this country was assured. This was made as a statement ~f "incontrovertible fact." Specifically, this despatch stated that this wealth was on such a scale that the mining industry would in the future lead all others in this country. This inventory is still in effect as far as this Institute is concerned.

The past year (1950) has been a big one for the oil industry in Canada, with new records being set in almost every phase of exploration and development activity. New highs were reached in acreage holdings, in geophysical activity, in wildcat drilling, and in field development and production. The only item that did not show a substantial increase over recent years was the amount of reserves added by new discoveries. This was not due to a decrease in the number of new discoveries, however, hut rather to the fact that most of the discoveries were made during the later months in the year and could not be fully evaluated by the year end. The foregoing remarks pertain mainly to activity in Western Canada. In Eastern Canada, operations continued on a modest scale. with exploration drilling down slightly from the previous year but with development drilling and production at about the same level. Returning to Western Canada, it is observed that the general exploration play was one of expansion and intensification. The issuing of new petroleum and natural gas regulations by the province of British Columbia precipitated a moderate entry of companies into the northeastern part of the Province.

IT IS almost exactly fifteen years since the discovery of the Leduc oil field and, as this luncheon is part of the Thirteenth Annual Technical Meeting of the Institute's Petroleum and Natural Gas Division, it seems, therefore, a singularly appropriate time to discuss the theme which the program committee has suggested for the occasion -the progress of the Canadian oil industry during the fifteen years since the discovery of the Leduc field. As you will see, I plan to take a few minor liberties with this suggested theme. I shall present ample evidence of growth and progress, but, at the same time, I want to refer to some areas where progress has been anything but conspicuous and to see what can be learned from these areas for the future. The achievements of the Canadian oil industry since the Leduc discovery in 1947 have been substantial, and the public is relatively familiar with the more spectacular developments.

This paper describes the results of a visit to the Santa Elena Peninsula, Ecuador, in January and February, 1921. On account of the complicated folding and faulting of the rocks and the peculiar occurrence of petroleum, field work was possible on only a few of the many geological problems and the results here published are only a contribution to the solution of the general problem. We know of nothing published on the geology of the district, except one account, in Spanish and German, by Theodor Wolf. The Santa Elena peninsula, the most important headland of the coast of Ecuador, lies two degrees south of the equator. The chief town, Santa Elena, is about 75 miles west of Guayaquil, the main seaport of Ecuador. The nearest developed oil field is the Zorritos of northern Peru, 120 miles south across the Gulf of Guayaquil. If newspaper reports are true, viz. that the Anglo-Ecuadorian Oilfields, Ltd., has recently brought in a 700-bbl. well on the coast of the peninsula near Ancon, the district may become important in the production of petroleum. At the time of our visit, the best way to reach the peninsula was by a steamer of the Pacific Steam Navigation Go., southward from Panama and northward from Guayaquil. About once a week, one of these steamers anchored 1/2 mile off shore near the village of Salinas, an important cable station. An alternative route, in the dry season, is by automobile from Guayaquil. In February, 1921, a railway bed had been graded part way between Guayaquil and Salinas, but this was detcriorating rapidly because of lack of funds to continue construction or to keep in repair that portion already completed.

I.—The Deep-Level Shafts. The gold-deposits of the Witwatersrand (Anglice, " White Waters' Range ") are, as is well-known, more or less parallel and tilted sedimentary beds of quartz-pebble conglomerate impregnated with gold. These beds, however, are locally called "reefs"—a term equivalent in signification to the American "ledge"—and, like the latter, usually applied to lodes, though covering in practical usage all deposits of tabular form. The first developments of the reefs of the Rand were naturally made along their outcrops. Since the mining law of the Transvaal does not confer upon locators the "extralateral right," the property of each locator upon the outcrop or apex ends with the vertical planes drawn through the boundaries of the claim. Consequently those portions of the reefs which lie "on the dip," beyond these boundaries, are separately acquired by locating new surface-claims, and are usually to be mined only by means of vertical shafts, reaching the reefs at considerable depths. The term "deep-level properties " is given to such claims on the dip, and the " deep-level shafts " are the vertical shafts sunk in the hanging-wall of the Witwatersrand reefs, in contradistinction to the incline-shafts almost universally employed on the outcrop-properties. Number and Distribution.—The accompanying diagram, Plate I., shows the number and depth of these deeplevel shafts, completed or under process of sinking, up to January 1, 1900. This investigation was undertaken to determine the quality of different iron blast-furnace slags as desulfurizing agents, and the possibility of using, in the blast furnace, materials of higher sulfur content than is now common. The solution of the problem would render possible the use of higher sulfur iron ores for pig iron and cokes containing more sulfur than now employed, and the economic manufacture of irons and steels of lower sulfur content. It is generally assumed that the sulfur that reaches the lower part of the iron blast furnace is removed from the pig iron by combining with lime to form calcium sulfide. Most of the sulfur introduced with the charge is in combination with iron or manganese or, perhaps in the coke, as a carbon compound.1 The iron and manganese sulfides are more soluble in the iron than is calcium sulfide, and as the latter is generally said to to be more soluble in the slag than the iron and manganese sulfides, this greater solubility of calcium sulfide in the slag tends to free the metal from sulfur. This greater solubility of the calcium sulfide is used not only to reduce the sulfur contents of the pig iron in the blast furnace, but by this means also low-sulfur steels are produced in the open-hearth and electric furnaces. The reaction2 FeS + CaO + CO = Fe + CaS + CO2 requires a high temperature and strongly reducing conditions in the presence of lime. Before the arrival of central-station power, all coal and metal mines generated their own power and, in many cases, these isolated power plants gave a fair continuity of service. In coal mines that produce considerable gas, it is essential that power be available at all times for operating the ventilating fan and the hoist, if the mine is of the shaft type. In the case of an isolated power plant, if trouble should develop with the fan the men can be hoisted quickly when the mine is of the shaft type. On the other hand, if trouble develops with the hoist, the fan can be kept in operation, and there will be no necessity of haste in getting the men from the mine. Now that central-station power is being used so extensively for mine service, the continuity of service with gaseous mines is very important. : Inherently, the central station is much more reliable than any isolated plant, but trouble may occur on the transmission lines which may prevent the transmission of power for a considerable time. : Some mines have kept their steam equipment intact and ready for operation in case the purchased power should fail. This is expensive procedure, for the boiler plant must be fired at all times so that the emergency power will be quickly available. In a number of instances, gasoline-engine driven generators have been installed to furnish emergency power for the service hoist. As most service hoists are of the alternating-current type, the generator of the gasoline-engine driven set is usually of the a.c. type and is arranged to drive the service hoist motor at full speed, or an extra motor that can be thrown into gear on either the main or service hoist and the hoist operated at a greatly reduced speed. This arrangement is used because it is difficult and expensive to obtain and install large gasoline-engine driven units. The author has recently developed a plan by which the main hoist and the fan can both be operated at reduced speeds, in case of loss of power from a central-station power system.
