The recession that took hold of the domes-tic mining industry in 1981-82 finally abated somewhat in 1987, resulting from increases in many commodity prices, especially in the metals sector, and from continuing success in lowering operating costs. By no means was the work finished; the mining industry was in a sense entering a new era. The struggle for survival was still very evident for many companies and various commodities, but increasing productivity and profits were accompanied by indications that these trends were more long term than short term. Raw nonfuel minerals produced in the United States during 1987 had an estimated value of $26.3 billion, an increase of $2.9 billion over the 1986 value. This is the fifth consecutive year that the value has increased. Except for a decrease in 1982, the value each year has increased since 1971, or 15 of 16 years. The value of raw metals production increased by an estimated 28%, an impressive improvement since the drastic fall in 1982. Industrial minerals growth was comparatively flat, with an estimated in-crease in value of 0.1 %, continuing a trend of the previous 2 years. Metal mine production dropped considerably in 1982 and maintained its resultant lower level until 1987, when production significantly recovered.

The raining and quarrying trends data shown in this report were reported to the U.S. Bureau of Mines (USBM) by mining and quarrying companies on the Mine Information Supplement survey, as well as by mineral producers on 58 annual USBM production and consumption surveys covering 59 nonfuel mineral commodities. The 1993 data presented in the tables of this chapter, were processed for the first time using the USBM Automated Mineral Information System. Domestic mining of nonfuel mineral materials totaled 3.7 billion metric tons in 1993, including 2.2 billion tons of crude ore nun& or quarried and 1.5 billion tons of mine waste and ore from development. This \vas an overall increase of 11% over that of 1992. These data do not include construction sand and gravel which until 1993 has been surveyed biennially. Starting in 1994, construction sand and gravel and the stones, which were also surveyed biennially, will be surveyed annually.

The domestic mining industry gained more strength in 1988 as the healthy comeback that became evident in 1987 continued and grew for many commodities. The increasing and more stable commodity prices, still predominantly in the metals sector, reinforced both the new ways of conducting business and the use of technological advancements in successfully lowering operating costs during the last 4 to 6 years. Some commodities and companies still struggled to survive, but increases in productivity and profits were becoming more common.

In the first half of 1990, lessening of cold war tensions was welcome. But Iraq's invasion of Kuwait in August led to the Persian Gulf War in January and February 1991. The subsequent oil shock contributed to a dampening of the U.S. economy, and the U.S. gross national product rose only 0.9 % to $5,463 billion (U.S. billion = 109). The buildup of military forces in the Persian Gulf area focused greater attention not only on petroleum but also on other strategic materials. The U.S. Department of Defense continued to review stockpile goals and upgrade several mineral materials. In addition, the U.S. Bureau of Mines continued to maintain the standby Emergency Minerals Administration. After the Defense Production Act, which authorizes priorities, allocations, and supply expansion, lapsed on October 20, 1990, the Selective Service Act of 1967 became the authority to ensure that orders of the Armed Forces and defense atomic energy programs were given priority treatment.

The year 1991 recorded unprecedented change throughout the world; war in the Middle East, economic recession in key industrial nations, upheaval in Eastern Europe, and the disintegration of the former U.S.S.R. These issues and growing environmental concerns will affect the entire world mining industry. Environmental issues continue to have an ever greater effect on industrial minerals. In the United States, major issues involving the Clean Air Act, Clean Water Act, and the recent Stormwater Rule by the U.S. Environmental Protection Agency (EPA) affect many types of mineral operations. Significant developments include an important decision in 1991 by a Federal Appellate Court to overturn EPA's asbestos ban on certain products, partly on environmental grounds, and proposed legislation that would overhaul or abandon the 1872 Mining Act. On a global scale, prominent issues include environmental concerns over mining in the Antarctic and Arctic regions and a cutback in plans to clean up the Kola Peninsula in the Commonwealth of Independent States (C.I.S.).

The year 1992 recorded unimpressive economic growth and uncertainties over what changes would occur for the financial market. Falling interest rates in the United States and elsewhere tended to exert a number of positive influences on financial markets and, indirectly, the mining and quarrying industry. The interest rate declines during 1992 were no exception. Lower rates prompted many investors to turn their attention to long-term investments such as stocks that offer potentially greater rates of return, causing large cash inflows into the equity market. Lower rates made it easier for businesses to finance growth and for consumers to finance the purchase of products businesses made. Also the rates enabled many companies to increase their health and profitability by refinancing their existing loans at lower rates. Falling interest rates were not confined to the United States. With Japan and Western Europe in the midst of economic slumps, marketing authorities in many countries overseas lowered rates in an effort to stimulate business activity. True to form, that contributed to stock market rallies abroad. Stabilizing inflation and lower interests stimulated the industry during 1992 and will likely influence favorably the industry for the next few years.

Mining and reclamation procedures that meet the requirements of SMCRA are illustrated on pages 8 and 9 for each of the three major surface coal mining methods -- area mining, contour mining, and mountaintop removal mining. The three methods involve the same basic steps: clearing the land of trees and other vegetation, removing topsoil and overburden, mining the coal, and reclaiming the land. Although all three methods would not usually occur on any single site, the illustration facilitates comparison of mining and reclamation methods and aids basic understanding of the reclamation processes that take place under SMCRA. Area Mining The area mining method is commonly used to mine coal in the flat to moderately rolling terrain found principally in the western and midwestern states. After the overburden is excavated down to a coal seam, the mining area is enlarged horizontally to expose more coal for removal. In the West, where coal seams are commonly 10 to 20 feet thick (and range up to 100 feet thick in the Powder River Basin of Wyoming), the life of some mines maybe more than 50 years. In the Midwest, coal seams are typically 3 to 7 feet thick and 75 to 100 feet below the surface. Because of the large expanse of area mines and their relatively unrestricted sites, enormous equipment is used to remove overburden and reconstruct the land. The area mining operation in the illustration is on land that was formerly used for farming. The drawing shows that the agricultural use is being reestablished immediately following reclamation. Mining is proceeding across the land toward the left side of the site. The initial excavation was made far enough away from the stream along the right edge of the site to prevent damage to the water supply. The coal under most of the site has been removed, and reclamation has been completed on some of the land. For example, some of the cattle in the foreground and those in the feedlot behind the silo are grazing on reclaimed land that has been mined. At the far left of the illustration, topsoil from the unmined area is being removed by scrapers, transported across the area of active mining, and immediately spread on the land on the right, which is being reclaimed. (Reclamation of mined land as soon as practical, as required by the Act, is called contemporaneous reclamation.) A

THE Lepanto Consolidated Mining Company is the largest copper producer in the Philippines, and the only one that makes a concentrate valuable principally for its copper; also, it has the only productive copper mine situated at considerable distance from the sea, and is the only one in the islands operating its own smelter. The Lepanto mine is in the Municipal District of Mankayan, sub-province of Benguet, near the heart of the Mountain Province of Northern Luzon. It is 165 km. from its shipping point at San Fernando, Province of La Union, on the shore of the China Sea. Elevations at the property range from 3200 to 4500 ft. The climate is very mild; temperatures are seldom below 50° or above 80°F. Annual rainfall approaches 170 in. and is mainly confined to a rainy season lasting from May to October. The months from December to April, inclusive, are usually extremely dry. This climatic pecularity entails the problems of landslides on the roads during the rainy season and water shortage during the dry season. The Mountain Trail, an improved rock-surfaced toll road maintained by the Commonwealth Government, gives access to the property. The 105 km. over this road may be traveled in about 4 ½ hr. during the dry season. Very few sections of the road are straight for more than 100 meters, and about one third of it is a one-way road controlled by gates. All freight for the property is delivered by the Manila Railroad Company to Bauang, La Union, 45 km. west of Baguio and at sea level, where it is picked up by freight trucks and hauled via Baguio to Lepanto. Granulated matte is hauled in bulk from Lepanto in four-ton lots on freight trucks to the storage bins at San Fernando. Freight rates from Bauang to the property amount to P8.00 per ton, and from the property to San Fernando the rate is P16.00 per ton. The company pays the road toll, P1.00 per truck, each way. THE CAMP The company maintains a modern camp, well separated from the mine and reduction plant. Comfortable and sanitary living quarters, water, and light, as well as free medical service are provided all employees. A hospital staffed by a doctor and two nurses takes care of all medical treatment. Considering recreational facilities of great importance, the company has provided two tennis courts, two basketball courts, and badminton courts for employees. Bowling alleys and a motion picture theater are operated by the company, the profits being expended for other recreational purposes. Can mining promote sustainable development? What is sustainable development? Is sustainable development good for corporate sustainability? Does it work in practice? If so, is it good for business? This paper does not seek to provide definitive answers to these issues. Rather, it is presented in the interests of sharing information and contributing to the pool of collective experience. The discussion will draw on the experience of Placer Dome in Papua New Guinea (PNG). Sustainable development means development that is maintained at a steady level without exhausting natural resources or causing ecological disturbance. The term æsustainable developmentÆ is often linked to the concept of ecological equilibrium, development that is self-replenishing. While its essential meaning remains the same, in practice, and for todayÆs complex and industrial world, different people will interpret sustainable development in different ways. Given the dynamics of development and the competing social, political and economic interests, sustainable development must be seen from a much broader perspective. This is the point that this paper will attempt to make. Mining, an activity that uses non-renewable resources, can promote sustainable development. The 1987 Brundtland Report (also known as the Report of the World Commission on Environment and Development), defines sustainable development in a broader manner - as development that meets the needs of the present world without compromising the ability of future generations to meet their own needs (Elkington, 1997). This definition calls for inter-generational equity in the development and use of resources by many organisations, including multinational corporations. Corporate sustainability, on the other hand, is about developing strategies that guide a corporation to stay alive and, more importantly, to stay ahead of its competitors. It is basically about survival in a competitive social and commercial environment. In a corporate world, profitability is survival. In this context, corporate profitability, the main ingredient of corporate sustainability, is important for sustainable development. Without profits, corporations will find it difficult to practice sustainable development or indeed any development. Sustainable development can integrate mining activities with the rest of the community, add value and, in the long-term, profits to the bottom-line. Ultimately, sustainability will force corporations to adopt strategies based on a longer time scale to survive. In the mining sector, corporate sustainability depends on a close relationship with all stakeholders, particularly landowners for whom sustainable development is critically important. Increasingly, there is an acceptance of the view that success is not achieved simply through competition in price, cost and technology but, more importantly, through creating social infrastructure which support community ethics, norms and values essential for trust and partnership. Needless to say, mining companies that engage in appropriate community-based development in support of inter-generational justice recognise the true value of sustainability. This is sometimes called the æhuman sustainability approachÆ which underlines the critical significance of trust in relationships with stakeholders and continuous improvement of corporate capabilities directed towards the future (Dunphy and Griffiths, 1998). In the long-term, such development will enhance corporate public image and acceptability. In practice, both concepts can be built on the principles of economic viability, environmental quality and social justice -what, in todayÆs parlance, is increasingly becoming known as the ætriple-bottom-lineÆ approach to business (Elkington, 1997). Underpinning this approach is a process of continuing dialogue and co-operation between governments, non-government organisations (NGOs) and business.

The Red Dog Mine is the world’s largest zinc mine. It is located 145 km (90 miles) north of the Arctic Circle in northwest Alaska on lands owned by the Inupiat Eskimo organization called the Northwest Alaskan Native Association (NANA) Development Corp. NANA acquired surface and subsurface title to this resource as part of its settlement lands under the Alaska Native Claims Settlement Act. In 1982, NANA entered into a lease agreement with Cominco. Cominco is an international mining company focused on zinc. It built and operates the Red Dog Mine. NANA’s principle objective in the development of the mine was to have it contribute to the development of sustainable communities within their traditional region. This meant creating job opportunities in a modern economy while preserving the traditional subsistence lifestyles. Preservation of their culture, language and traditions are as important to the NANA people today as they were in the past.

Mineral exploration and development can have a significant impact on the environment and local communities, in some circumstances extending well beyond the mine site. Poor environmental performance and consequent social impacts by some companies have affected the reputation of the whole industry to the extent that the principal public concern about mining is its impact on the environment. This is consistent with public attitudes about other major natural resource sectors such as forestry and commercial fishing. Traditionally the community has relied on governments to set the benchmark for acceptable environmental and social performance through establishing and revising regulations governing the mining industry. This however assumes that regulations keep pace with community expectations. It also does not take into account those circumstances where governments can have conflicting roles as both watchdog and project partner. Government regulations and industry self-regulation are not in of themselves sufficient for the minerals sector to demonstrate that it has adequately addressed environmental and social issues associated with the sector. For the minerals sector to improve its reputation it must first improve its environmental and social performance. To do this requires the sector to operate to acceptable standards of environmental and social performance and for the sector to be able to credibly communicate this to its stakeholders such as investors, non-government organisations (NGOs), customers, staff, regulators and local communities. Independent third party certification of environmental and social performance (æcertificationÆ), already operational in forest and fisheries management, is proposed as a mechanism to enable the minerals sector to achieve this. World Wide Fund for Nature (WWF) and industry partners will be collaborating in a project to ascertain the applicability of æcertificationÆ to the minerals sector. A number of economic, social and environmental benefits are identified that could accrue should mining companies be able to differentiate themselves on the basis of environmental and social performance, an attribute evident in æcertificationÆ schemes. External audiences are seeking increasing levels of information and data on environmental and social performance of mining companies, be it local communities, investors, financial institutions or NGOs. Environmental and social reporting should be a key communications device that stakeholders can rely on as a reliable, credible source of information on environmental and social performance. WWFÆs contribution to the debate about environmental and social reporting has been to develop a process to assess the quality of environmental and social reports against reporting ingredients which WWF believe are important if a report is to be an accurate reflection of the reporting entitiesÆ environmental and social performance.

In this paper, we attempt to answer an often asked question, how can metal mining be compatible with the principles of sustainable development. Starting with the classic Brundtland Commission definition of sustainable development as "development that meets the needs of the present without compromising the ability of future generations to meet their own needs," we make the case that mining is or should be sustainable, using examples of sustainable practices at ASARCO LLC, an integrated U.S primary copper producer. These examples cover the entire mining cycle starting with exploration, mining, beneficiation, smelting, refining, closure and post-closure and post-mining land use. It is hoped that the presentation will challenge the mining industry to even greater innovation as future mineral development projects are planned.

In formulating its strategic plan in 1998 the New Zealand Minerals Industry identified two related critical issues facing it. These are, broadly speaking, the issues of access to minerals; and the perception the public has towards the industry and its behaviour towards the environment. This presentation will report on the Industry's response to the public perception issue. The Industry has, through the NZMIA Council, and its Communication and Website Committees, developed and implemented strategies covering: communication through the print media, and through its website www.minerals.co.nz, a long-term educational outreach programme with schools, focussing on the significance of minerals, their contribution to community wellbeing and the negligible long-term environmental effects of the Industry's activities.

Mining on Bureau of Land Management (BLM) administered lands is affected by Federal laws and regulations requiring the mining industry to plan for the environmental consequences of surface disturbance. Regardless of the requirements for obtaining a claim, permit, lease or contract to mine, a notice or a mining and reclamation plan will be submitted and an acceptable environmental document must be prepared prior to mining. A bond may be required based on the results of the environmental evaluation, public interest and the operator's past history of compliance. In several areas, Federal requirements are different from California's requirements under their Surface Mine and Reclamation Act (SMARA). Therefore, the BLM is negotiating with the State in order to work out problem areas of responsibility and duplication of effort.

For decades many of us who are associated with the mineral industry have tried to show the public its economic and strategic importance. Some of the mineral industry's proponents have been politically powerful figures and have been widely quoted. Yet, as measured by public opinion, legislative support, or almost any other standard, our efforts have been inadequate. It is apparent that a set of environmental beliefs that discredit industry, firmly held by a number of idealistic persons, has had wider coverage in the media and in schools than has the mineral industry's message. Although the fervor of our idealistic friends is often unfounded and, their stands unscientific, they must be considered seriously. Unless we address the issues in terms the idealists will understand, the mineral industry will have little influence on them or on the general public. A. striking thing is that, quite often, translation of idealists' views into action has been counterproductive. The reason is obvious. Excessive amounts of money and energy have been spent on relatively minor problems. The common result is that larger problems have been created. It may be possible to help anti-industry idealists understand their own dependence on minerals, and thus render their views more realistic, if they are shown more effective ways to reach their stated goals. If those goals can be shown to be held in common by all sensitive human beings -- including those in business and industry - the dialogue becomes one of how to achieve common ends. Individual mining companies acting by themselves have little possibility of success, and companies working in unison through trade associations have not been successful. Further, it is unlikely that industry in general can be successful in changing minds unless it seeks outside help. But friends among those who influence public opinion have been hard to find. Historically, help from media has proven difficult to get. Nor has enough help from educators been forthcoming. Yet, a war is going on in the technological, philosophical, and political trenches, even though much of the public is not aware of it. For the first time in years, there is row a significant and growing number of eloquent and brilliant thinkers on the side of free enterprise and industry, many of them environmentalists, but without the anti-industry mind-set. They have had remarkably little help from the private sector or even from the present administration. Industry may do far more for itself in the long run by encouraging these brave but bruised individuals and their organizations than by trying to work alone. These friends of free enterprise are working against a seemingly stacked deck relative to much of the media, the bureaucracy, and the educational system. However, despite their problems, their success to date has been remarkable. With more cooperation from industry they should do even better.

The Environmental Impact Statement (EIS) has become a routine requirement for mining operations on federal lands. A similar document is being required in developing countries. Baseline studies are needed prior to writing an EIS and these studies involve surface water, groundwater, air quality, and wildlife/ native plant evaluations. The required baseline hydrology and geochemical studies are often the most expensive and lengthy evaluations. This paper summarizes the hydrology and geochemical baseline studies required for .An EIS and presents suggested methods to expedite these studies and to shorten the time and the cost to complete the studies and the EIS.

Review of the mining legislation in New Zealand has coincided with a number of radical changes. These include a redirection of economic management towards a more open and competitive economy; major reform of the state sector aimed at greater efficiency, transparency and accountability; a new environmental administration; and a fundamental review of policy for management of natural and physical resources. These changes provide an opportunity to develop a consistent and coherent approach in the minerals and related statutes that will achieve objectives of economic efficiency, equity, practicability and good environmental management.

This paper discusses the social and economic impact of mining, and in particular goldmining, on New Zealand. The range of topics covered and their complexity has confined us in this paper to highlighting the main points of concern û a detailed report is under preparation. A major problem in undertaking this study was the lack of hard data on important environmental, economic and social issues and if there is to be effective planning in the area of natural resource use this situation must be rectified. The following conclusions were drawn: Goldmining was very important in shaping New Zealand's early social and economic development, providing wealth, employment and impetus for social change.Foreign investment and technology has been an essential element in New ZealandÆs economic development.Mining is a small industry at present by this must not be allowed to obscure its potential to broaden New Zealand's economic base and provide foreign exchange.With modern methods, development of mineral resources and environmental protection are not incompatible but certain unique and irreplaceable areas must be preserved.There are problems in evaluating mining and other projects because different groups hold different values, and arguments often hinge on the valuation of costs and benefits rather than the technical aspects of the analysis.Mineral exploration is a high risk business and the potential returns must be sufficient to attract capital if New Zealand's mineral resources are to be developed.A resurgence of goldmining will clearly have obvious benefits for Waihi but the local community must plan carefully for their future. New Zealand will also gain valuable foreign exchange required for higher levels of economic activity.
