Well-designed and maintained haul roads are the key to minimizing truck haulage onroad hazards and costs, as well as increasing productivity. In practice, however, designing and managing a haul road for optimal performance is often difficult to achieve, especially when resources assigned to design and construction are constrained. By understanding how a road design is developed from geometric, structural, functional and maintenance considerations and, critically, the interplay between these components in design and operation, optimal performance can be achieved. This paper briefly summarizes the evolution of mine haul road design, from the seminal USBM work of Kaufman and Ault in 1977, through to current geometric, structural, functional and maintenance management design components. These augmented design and management guidelines have been developed over the past decade, both in response to the requirements of mine operators for safer and more efficient haulage systems, the truck manufacturers’ requirements for a more predictable and controlled operating environment and the recognition of human factors as a significant contributor to haulage accidents. While the human factor is the most problematic to address in a road design, the paper shows that the more that is known about human error, the better a road can be designed to accommodate those actions or non-standard practices that would, on a poorly designed road, invariably escalate an error into an accident.

In surface mining operations, ultra-heavy trucks operate on haul road networks which are typically from 10?40 km in length. These road networks are often not optimally designed and maintained and as a result, identifying and remediating road functional defects is problematic. Most surface mine operators agree good roads are desirable, but find it difficult to translate this into an effective road maintenance system. This paper presents a haul road maintenance management system which utilizes an assessment of rolling resistance based on a functional performance evaluation of a haul road, together with mine haul truck operating cost models to derive the optimal frequency of road maintenance. A typical application is presented which illustrates the potential of the technique to manage maintenance as and where needed with resultant reduction in total road user costs and an improvement in service provided for the road user. The efficient operation of large haul trucks in large open pit mines requires an economic trade off between the haul route quality, the haul truck payloads and the level of haul truck reliability. This paper describes an investigation into the relation- ship between haul route surface quality and the level of structural reliability of a haul truck main frame. An instrumentation system for unattended recording of data on a haul truck operating normally in a mine and com- puter based analytical procedures were developed and used to identify which road segments contribute significantly to fatigue cracking at various sections of a haul truck main frame. INTRODUCTION In many open pit mines there is exten- sive use of large haul trucks to move over- burden and minerals. In most open pit hard rock mines, both the overburden and mineral ore are moved by large rear dump type haul trucks. As the new millennium approaches, it is appropriate to assess the progress that has been made in mine health and safety, a matter of concern to management, labor and government. One can hardly look at the major events of the last century — from the birth of the US Bureau of Mines through the enactment of the modern health and safety laws — without realizing that the march has been relentless toward eradication of health and safety threats in mining. The progress is spectacular in mine safety and significant in mine health. In looking at the future, it is safe to assume that societal demands will increase for improved health and safety conditions in the workplace. So will the demands for greater technological leaps. The standards will for measuring success and the expectations of progress in creating a safer and healthier mine environment will grow. The possibilities are enormous of meeting these exacting requirements in the 21st century.

Not quite a year ago, during a speech to a group of mining professionals in Washington, DC, the subject centered around the long-range importance of conducting research projects and how much that research needs to specifically apply to health and safety matters in our industry. The point was made about the critical need to work together with government, private industry, labor organizations and academia speaking with a unified voice as we all march into the future together. The fundamental benefits of competitive research were mentioned --to improve our quality of life, to develop our energy resources, to achieve a safe and healthy environment and to ensure long-term economic growth. Very importantly, emphasis was given to the natural link that makes my agency, the Mine Safety and Health Administration, and the National Institute for Occupational Safety and Health --NIOSH --the beneficiaries of each other's findings. Unquestionably, there are lines of separation. The main responsibility of the agency I represent, MSHA, is enforcement of the nation's mine safety and health laws. But we also have an additional responsibility and that is to coordinate and give priority to research in a never-ending hunt for answers.

"It is important to ensure that the basic mine hoist plant design fundamentals are incorporated into any new mine hoist plant project before detailed design engineering is commenced. Some of the basic design fundamentals to be considered are: hoist rope fleet and flight angles for good hoist rope coiling, hoist rope harmonic frequency study to ensure that the hoist rope does not run at full speed at a rope resonance frequency, head frame and shaft clearance diagrams to establish the optimum positions for the loading and dumping of the shaft conveyances, access in the head frame and shaft collar for hoist rope and shaft conveyance installation and removal. Failure to consider the hoist plant fundamentals before detailed engineering commences will result in extra costs for hoist plant redesign or a significant increase in operating and maintenance costs for the mine due to increased hoist plant downtime to perform tasks and a lower mine operating efficiency. INTRODUCTION The mine hoisting plant is the most critical single line component in the operation of a shaft sinking operation or a permanent installation. Bad decisions in the design and selection of the hoist plant equipment can significantly add to the operating costs and up-time in the operation of the mine. Mine hoisting plant equipment installed costs represent approximately 5 to 8 percent of the capital cost of a new mine, yet price sometimes becomes the deciding factor for procuring the hoist plant components, sometimes selecting used equipment that may compromise the design and maintainability of the mine hoist plant. Mine downtime can cost upwards of $100,000 per hour and it will not take a very long time to eat up all the so-called savings on hoist plant equipment purchases. This paper will provide guidelines for the design, selection, installation and maintenance of mine hoist plant equipment with the objective to having the right mine hoist plant with the highest operational availability and best maintainability. PRELIMINARY DESIGN INFORMATION Before any engineering commences, the following information needs to be obtained to allow the preliminary sizing of the hoist plant equipment: • Shaft depth: The shaft depth will influence the hoist rope selection based on the material and personnel loads anticipated for the mine design. The shaft depth will also influence the maximum speed of the shaft conveyances. • Annual production: The desired annual production will influence the required payload sizing with allowances for maintenance and inspections of the hoist plant equipment."

"This paper compares Canadian provincial mining safety regulations addressing hoist safety, automatic hoisting, and shaft obstruction. The regulations are quite similar among provinces, with only slight differences. Risk-mitigation strategies used in other industries are discussed, including their applicability to mine hoists. The specific case of software safety is introduced through examples. The mitigation of software failure is based on the use of the software lifecycle as recommended by the International Electrotechnical Commission (IEC) 61508 standard. Finally, ways to improve hoist safety are proposed.RÉSUMÉ Le présent article compare entre elles les diverses réglementations provinciales canadiennes concernant la sécurité des machines d'extraction, le levage automatisé et les obstructions dans les puits. Les réglementations sont assez semblables entre les provinces, mais elles comportent de légères différences. INTRODUCTION The mine hoisting equipment that is selected and installed at a mine is for the lifetime of the mine and, therefore, it is extremely important that a proper choice be made. Several types of mine hoist designs, including double drum hoists, single drum hoists, friction hoists, and various special designs of these, are available to¬day. Each has advantages and disadvantages and they should only be used in suitable applications. Drive systems for mine hoists must be evaluated together with the mechanical systems for each hoist application. It does not make sense to properly select the hoist mechanical system and then choose a drive system that turns out to be a bottleneck. MINE HOIST TYPES There are two basic types of mine hoists available in the world today: the drum hoist, on which the hoist rope is actually stored during the hoisting cycle, and the friction (Koepe) hoist, which merely passes the rope over the wheel during the hoisting process. Drum Hoists Single Drum Hoist: A single drum hoist (shown diagrammatically in Fig. 1) can be used as a service or production hoist with the cage or skip in balance with a counterweight (Figs. 2 and 3). It can efficiently service one or more levels, since the location of the counterweight at any time is not important. As a pro¬duction hoist with skips in balance, the single drum hoist is best used for single level hoisting. All rope adjustments for proper spotting must be done manually for the single drum hoist. This has to be done periodi¬cally to compensate for rope stretch. A variation of the single drum hoist is the divided drum hoist. If multilayer winding is necessary, the single drum hoist must have a divider to allow a sep¬arate compartment for each rope. If a counterweight is used with a divided drum application, the counter¬ weight rope can be wound on a smaller diameter (Fig. 4). Consequently, it moves a lesser distance than the main conveyance and rope adjustment problems are re¬duced. Double Drum Hoist: A double drum hoist in oper¬ation is shown in Fig. 5. Double Drum Hoist With One Drum Clutched: As a service hoist with cage and counterweight, a double drum hoist with one drum clutched (Fig. 6) can serve several levels efficiently. The advantage of having the clutched drum is that it allows rapid adjustment of ropes due to initial stretch. Some users may prefer the single drum hoist with manual rope adjustment, while others consider the added expense of the second drum and clutch is justified to make rope adjustments quickly. The value of this feature for a particular application should be discussed with the hoist manufacturer. As a production hoist with skips in balance for a multi¬level operation, the clutch can be adjusted for efficient hoisting from any level. Double Drum Hoists with Both Drums Clutched: There are also double drum hoists that have both drums clutched (Fig. 7). The main advantage claimed for this type of hoist is that if something happens in one of the two compartments, the hoist can operate in the other compartment to raise and lower men and sup¬plies. This feature is particularly favorable if there is only one shaft entrance to the mine. Multiple Drum Hoist: The multiple drum hoist, a South African innovation, is a type of drum hoist about which everyone should be aware. Basically, it uses two hoist ropes per conveyance which at great depths per¬mits use of smaller ropes and smaller drums. There are none in use in the United States today. However, they should be considered in very deep mines. Friction (Koepe) Hoists This hoist (Fig. 8) was introduced to the mining world by Frederick Koepe in 1877. This paper describes the design, manufacture and site services associated with the supply of mine hoists for the new mine under construction by Falconbridge Limited in Ontario, Canada. Two new shafts are being sunk, and the hoisting equipment at each shaft can be summarised as follows: Ventilation shaft:4.66 m diameter double-drum second-hand hoist, originally in operation at San Manuel Mine, Arizona, to be used as the shaft sinking hoist. The second-hand hoist presented a challenge in that during its previous life, the hoist had been intensively operated during service at San Manuel Mine, and this paper describes the scope of refurbishment work undertaken, both electrically and mechanically, to ensure future reliable operation, together with the requirement to meet Canadian and Ontario regulations and codes of practice. 3.05 m diameter new single drum auxiliary hoist to be used as a second means of egress. Main shaft:4.57 m diameter new double-drum hoist to be used initially as the shaft sinking hoist, and subsequently to be converted to the equivalent of a single-drum multi-rope hoist for service duties during the production phase; 5.49 m diameter new double-drum hoist to be used for skip hoisting during the production phase; and 3.05 m diameter new single drum auxiliary hoist.The new hoists are all designed to comply with SABS requirements such that hoisting with reduced rope safety factors will be possible in the future. This paper describes the principles involved both mechanically and electrically. Particular attention is paid to the conversion of the main shaft service hoist from a double-drum sinking hoist to a multi-rope hoist.This paper describes the ac electrical powertrains (drives and motors) used that eliminate the need for harmonic filters and reactive power compensation equipment since they exhibit no negative effects on the utility electrical network system. This paper describes the logistical challenges of installing, commissioning and setting to work a series of five hoists in a short time frame.

It provides the single line of communication along which must pass the men and materials to mine the rock, and in turn carry the ore to a place for refinement.Development of Mine Hoists in CanadaCanadian designed hoists were first built and •placed in operation about the year 1880 and have since developed in pace with the rapid growth of the Canadian mining industry. Early machines were all of the steam or compressed-air driven types, of light construction and driven by two duplex slide-valve open-frame type engines. The mine hoisting equipment that is selected and installed at a mine is the lifeline of the mine, and therefore the proper selection of equipment will save a lot of time and money during the life of the mine. Various types of mine hoist designs &e available today, and each has their advantages and disadvantages. Double Drum Hoists, Single Drum Hoists, Friction Hoists and various special designs of these are available but should only be used on applications where they are suitable. There have been several new drive systems for mine hoists which have come into the picture in the last ten years, and they in turn must be evaluated along with the existing drive systems for each hoist application. It does not make sense to properly select the hoist mechanicals, and then have a drive system that turns out to be a bottleneck. This paper will attempt to cover the above noted systems - both the hoist selection and hoist drive system that will provide the mine with a reliable and economical hoisting system. I. Mine Hoist Types There are two basic types of mine hoists available in the world today: the drum hoist on which the hoist rope is actually stored during the hoisting cycle, and the friction (Koepe), which merely passes the rope over the wheel during the hoisting process. Following is a general outline of each type of hoist and the hoisting applications that they are suitable for. First let us consider the simple Single Drum Hoist. THE North Mount Lyell Mine is situated on the southern side of Mount Lyell at an altitude of 1750 ft. above sea-level. The average rainfall is 117 in., and there are generally several light falls of snow during the year. Despite the heavy rainfall, which is fairly evenly distributed over each of the twelve months, the climate is equable and not unduly rigorous, and, provided that the mine employee is suitably clad, it is only on exceptional days that he experiences any discomfort by becoming wet journeying to and from the mine.The majority of employes reside at Queenstown, and are conveyed by special trains to and from the top of the haulage, which is less than a mile from the mine. The mean surface temperature at the mine is 46° F., with a maximum variation from 26° F. to 85° F., the relative humidity generally being higher than in other districts. The rock temperature is 48° F. on the 200-ft. or Main Adit level, and 54° F, on the 1200-ft. level, giving a rise of 6° F. for 1000 ft. in depth.The ventilation of the mine is natural, the downcast being served by the Crown and Blocks shafts and the Crown mullock pass, and the upcast air is carried away from the workings by the Main shaft and the Nos. 1 and 2 mullock passes. The quantity of air circulating varies from 25,000 cub. ft. to 35,000 cub. ft. per minute, the greater quantity moving in the colder weather. The downcast air in traversing the wet shafts becomes saturated and enters the level at the rock temperature of 54° F. in winter and about 56° F. in summer, while temperature readings of the outcast air indicate that it varies very little.In the southern end of the mine the Blocks shaft downcast air upcasts through the different stopes, and their mullock passes, to the level above for each level to the 700-ft. level, where it passes to one of the main uptakes. "HistoricalWHILE DIGGING caves and underground passages for living quarters, primitive man must have had some means of illumination. Most likely he used pieces of wood or slim bundles of reeds or grasses as torches, perhaps steeped in animal fats to give more light. If this is so, we may accept these as the first means of underground illumination. Very little was clone to improve lighting devices for many generations, but slowly there was developed a fount holding fatty oils, with a spout in which was inserted a form of wick.Actual mining. for metals first of all, was started about 3,000 B.C. Some of the old Greek and Roman records refer to the use of torches underground, and some evidence of clay lamps has been found. Candies came into use some time during the first century A.D. When coal mining began about the 14th Century in England, candles were used for illumination because of the ease of manufacturing and handling them. Open oil-lamps came into use early in the 16th century -Agricola, in his De Re .Metallica, written about 1540. pictures a miner with such a lamp. However, the expense of these was so great that candies still continued as the general means of underground lighting.Unfortunately, as miners went deeper underground, they encountered a mysterious gas which. upon coming in contact with open lights, flamed violently, resulting in explosions and accompanying loss of life. The first reference to the results of these gas explosions appeared in 1621. No help seemed to be available. The gas was given off when the coal was mined and the miners could not see without lamps. Attempts were made to use the phosphorescent glow from partly decayed fish, fish skins, and fungus, also to bring daylight clown into the workings by means of a series of • mirrors; •but these means of illumination proved to be impracticable."

THE relation of labor to the accident rate in mines is admirably epitomized by Thomas T. Read in his paper presented at the St. Louis meeting, in the sentence "Reliance for accident prevention must be upon the individual worker himself." In connection with the inspection of mines for the fixing of merit premium rates for insurance under workmen's compensation, it has been the practice of The Associated Companies to allow 60 per cent.of the credits for safeguarding of the physical hazards of the mine and 40 per cent. for the human element. By "human element" is meant. that inherent tendency of the industrial worker to be careless, negligent or disobedient, in respect to his own safety, and after that also f his fellow workman. This is a tendency not only of the laborer or of the skilled miner, but of all human beings, working or traveling, anywhere. This element of mine safety, sometimes called the moral hazard, has been admirably shown by statistics compiled from the records of the Department of Mines of the Union of South Africa to be clue in about equal measure to the carelessness of the miner and to that of the operator. These statistics show that about one-half the fatalities in mines are clue to the so-called hazard of the industry, or what is sometimes called the dangers inherent to work or misadventure. Of 2497 fatalities investigated, including over 200,000 employees, for a period of over 2 ½ years, it was found that 17.5 per cent. were due to faulty plant or material, fault of the foreman, or of the management-in short were-clue to the operator; 17.1 per cent. to disobedience of orders, carelessness or ignorance of injured persons; and 5.9 per cent. through fault of others, including fellow workmen. The fault of the operator is evidenced by failure to give proper warning, failure to inspect, failure to furnish proper equipment, and neglecting to comply with the recommendations of the inspector. A recent research study performed under US Bureau of Mines Contract No. J0199088 "Modular Irrigation Equipment for Reclaimed Strip Mined Lands" investigated the feasibility of irrigation as a reclamation tool in the arid and semi-arid regions of the Western United States. Review of mined land characteristics, evaluation of irrigation systems, and assistance from the mining industry resulted in the design of two strategies for the implementation of reclamation irrigation using solid set systems. It is not the intent of this paper to suggest the generalizations made on the basis of a six state area can extend to the design of an irrigation system for a specific mine site. The purpose is to present two irrigation strategies that may be implemented with solid set irrigation in this six state area. The reader should note that the following is the result of research and, therefore, original concepts were presented. The ultimate validity of these concepts will be determined by future field tests.

Man’s search beneath the earth for minerals has always required light, and the devices used to provide illumination have been both innovative and unusual —from stone vessels holding fat and a wick of grass or fiber to a shower of sparks produced by a thin steel disc. While the date when lamps were first used in mines is unknown, Greek and Roman records from 3000 BC definitely mention their use in underground mines. Early Remans most likely used a lamp similar to the one depicted at right. Over the ages, various types of devicives and methods of illumination have been tried and used. One interesting scheme for underground light was to reflect sunlight down the shaft and along drifts using mirrors or other reflective materials. Bunches of resinous wood were also used for underground lighting in many parts of England. In the mid-18th century, the speding mill was developed in England. It worked by rapidly turning a thin steel disc against a flint, causing a shower of sparks to appear. The light produced was uncertain, highly variable, and unsafe in gaseous environments. In Europe, an open pan-type hanging oil lamp was developed and used in some operations in the 1700s. This type of lamp had one opening for a wick and a second opening for refilling the oil reservoir. The lamps were embellished with goad luck charms – a good luck rooster was used in many parts of Europe while a frog and “gluck-auf” were used in Germany. These lamps were introduced in Mexican mines, and a few have found their way into the southwest US. By 1850, a small wick lamp known as the lard-oil lamp, which resembled a tea pot, was invented in Scotland. These lamps were fueled with grease from a packing house –lard, bacon grease, or tallow. Whale oil was also used. Many improvements were made on these lamps, such as the use of windshields and the attachment of miners’ candle-holdm to support the lamp. While these lamps were handy and inexpensive to operate, they were dangerous because their large flame could ignite support timbers or other flammable materials. Miners from the United Kingdom brought this type of lamp into the US. Domestic producers of oil wick lamps were primarily located in Hazleton, PA; What Cheer, IA; Pittsburgh, PA; and Frostburg, IN. The first patent for an oil wick lamp was granted to W. Seybold of McKeesport, PA. Incidentally, these lamps were advertised in a 1903 Sears-Roebuck catalog for 10 cents apiece. Oil wick

A comprehensive study consisting of stress determinations, core logging, laboratory testing, and numerical analyses was conducted to investigate the cause and potential alternatives to the coal bump conditions that developed in the Second North Panel of the Little Dove mine near Buntington, Utah. Roof rock characteristics were such that a cave did not develop above this 420 ft wide panel. After 700 ft of pillar retreat, severe coal bump conditions developed during pillar mining. The coal bump conditions resulted from excessive pillar stress which was caused by load transfer from the extracted, noncaving, portion of the panel. Site specific data and numerical modeling techniques were used to back-analyze the bump prone condition. This back- analysis lead to the identification of critical stress, closure, and energy release levels. These critical levels were then used to evaluate alternative pillar mining sequences in the hope that the potential for coal bumps could be reduced. It was found that while alternative sequences offered some potential improvement over the pillar mining sequence used in the mine, alternative pillar mining sequences would not significantly reduce the potential for bumps. For the roof characteristics at this mine, coal bumps are best avoided by developing narrow panels or significantly wider panels, which incorporate properly sized barrier pillars. Narrow panels, on the order of 300 ft, would not cave, but panel pillar stresses and the potential for umps would be moderated by the reduced r' panel width. Wider panels, of approximately 650 ft, would allow a cave to develop, also reducing panel pillar stresses and coal bump potential.

INCREASING attention has been given in the last decade to the possibilities of mine leasing in the West. The practice as described in this article does not refer to the leasing of entire properties for corporate operation. It is intended to deal rather with the advantages and problems incident to leasing portions of properties to individuals who themselves, individually or in groups, do the actual mining and transportation of the ore. These individuals are sometimes called "leasers" and sometimes called "tributors." The contracts under which they work set up an independent relationship of lessor and leaser, between themselves and the mineowner or operator. This relationship has many advantages to both sides over those created by the ordinary relationship of employer and employe. From the standpoint of the owners there is no liability on independent contractors for industrial injuries, social security taxes, unemployment taxes, or the manifold restrictions of the Federal Labor Relations and Wage Hour Acts and similar state acts where they exist. As the leaser's income depends on the quantity and quality of ore produced, there is a distinct incentive for maximum production of a good grade of ore. This in turn promotes careful mining of the areas under lease. Ordinarily in mining, labor cost is a high percentage of the total cost of operation. Under a leasing system, even if the leasers be allowed to retain half of the gross values that they produce, and the owner or operator gets half, in the case of marginal ore bodies this is ordinarily more than the lessor would realize if the property were worked by day labor.
