Comprehensive world mineral industry investment data do not exist, but limited material published on aggregates of in vestment in some elements of the world mineral industry suggest a continued up-turn in the investment level, at least in market economy countries in 1989. Steel industry investments in Organization for Economic Cooperation and Development (OECD) countries are not yet available for 1989 but, as shown in table 6, increased by 22.1% in 1988, after showing a decrease of 5.2% (revised) in 1987. The pattern of investment ups and downs varied during 1988 within country blocs and economic alliances showing no particular trends. Investment in the steel industry by the United States increased by 58.3% between 1987 and 1988 and was 1 1.9% higher than the previous highest amount invested during the 1984-88 period but was still 41.5% less than the amount invested in 1983. Investment in the steel industries of the European Coal and Steel Community (ECSC) dropped again in 1988 from the revised amount for 1987, which became the first drop after several years of steady growth in what became the expanded ECSC in 1986. This drop in 1988 was the result of lower investments by Denmark, France, the Federal Republic of Germany, Ireland, Italy, Luxembourg, the Nether- lands, and Spain, investments grew or remained level in Belgium, Portugal, and the United Kingdom in 1987 and 1988. A decrease in investment in the Canadian (-26.6%) steel industry was offset by in- creases registered by the members of the European Free Trade Association (EFTA) of 31.7%, by Japan of 19.8% by Turkey of 22.4%, and a slight increase by the nations of Latin America. If data for the world steel industry as a whole, including those of the centrally planned economy countries, were available, the same pattern presumably would be shown as that reported; that is, it would remain fairly stable, with increases in some countries being offset by decreases in others. However, the lack of comprehensive information on the centrally planned economy countries makes it impossible to determine whether the overall trend was up or down despite recorded increases or decreases in production of the materials involved. World investment 10 all mineral and mining industry sectors is not available. However, partial information available provides some information useful for analysis. Information available in this section covers limited geographic information on investment in the steel industry, limited information for petroleum industry capital spending, and total U.S. foreign investment in comparison to the mineral-related sectors (tables 13, 14, and 15). Annual steel industry investment is available for the European Community, almost all countries within the European Free Trade Association (EFTA), Latin America, and other countries with significant mineral industries, such as Canada, Japan, and the United States. Although information was not available for 1992, data for 1991 indicate that for those countries aforementioned, total investment increased by 8 %. However, investment patterns were very different within the different groups of countries. While the European Community had a net increase of 12 %, dominated by an almost °40 % increase in Germany, EFTA member countries had a 26 % decrease in investment for the same period. Investment in EC countries was almost seven times that of EFT A countries. Japan's investment in the iron and steel industry, by far the largest of those available, almost twice that of the EC and almost four times that of the United States, increased by more than 20 %. In North America, investment in Canada and the United States decreased. Almost all of Latin America decreased investment in the sector. The notable exception was Mexico, with a 60 % increase. Changes in Mexico's investment policies of the recent past, its economic growth, and privatization of its iron and steel industry are some of the reasons for such an increase. The other country covered individually in Latin America, where investment in the iron and steel industry increased, although slightly, was Argentina. This limited information does not allow a comprehensive analysis of global industry trend, which in turn impacts many other mineral commodities, and with the transition in many countries within Europe and Central Eurasia that are now effecting the steel industries of the countries that were members of the U.S.S.R. and its CMEA partners, it is most regrettable that comprehensive and comparable data, both current and historic, on investment in this area are not available.

A computer system was developed by Texasgulf's Corporate Data Center (at Raleigh, North Carolina) to evaluate the economics of proposed new projects and to determine the incremental expansion effects of existing projects. The Corporate Treasurer, Controller, and Senior Staff Members of the corporate office guided the project with advice from the Chairman's office. After consideration of commercially available programs, the decision was made to develop an in-house investment system. The main specification was that the program must do the accounting calculations on the computer exactly as done by hand in the corporate office. No average "approximations" or values were allowed. Also, the capability to change the calculation procedures quickly was a must. The experience gained in developing a program to evaluate Gulf Coast off-shore oil lease-bids was used to develop an investment system. Several ideas were taken from A Programming Language (APL) concepts. An investment functional language was developed, and computer programs were written to process the functional language. One feature is a print-out of the model in English. The English print- out assists the debugging and documentation of a model. The major expansion at the Kidd Creek mine was the test case for the new system. After the results were approved and accepted for the base case, many sensitivity runs were made. Numerous additional models were developed to reflect the investment opportunities at other sites. An existing edit program was used to build the models and to systematically organize all the data for different projects. Remote input-output capabilities were added to the system, allowing data to be prepared and submitted at one Texasgulf site with the results printed at another location within minutes. The project has been well accepted by Texasgulf's senior management. Growth of the system is now in the areas of (1) merging individual projects into the corporate financial statements, (2) use of classical forecasting to project future costs, and (3) coupling the investment program to mine planning and general ledger systems. Also, the system is now being installed on an interactive computer system to provide faster turn-around time and more flexibility.

A framework of criteria provides a basis for comparing non-commercial risk (NCR) among twenty-three mineral economies. Countries competing for foreign direct investment inflows are ranked from least to most risky. This study compares Inward FDI Performance Index (IND) with NCR ratings in developing countries and shows that risk is increasingly mitigated by means of appropriately structured insurance. Given the option for countries with similar mineral potential, investors will generally invest in the country that offers lower non-commercial risk. "Investment casting offers many advantages for the near net shape production of complex geometries, however, molten titanium reacts with most of the refractories used in investment casting shelling systems, which leads to the formation of an oxygen contaminated surface layer. This layer, called alpha case, is 0.1 to 0.6 millimeters in thickness according to the casting section size and must be removed either by mechanical or chemical milling processes. Alpha case removal processes affect casting tolerances and may contaminate the part intended for medical applications (e.g. embedding of abrasive grit media in the alloy). A shelling system based on an yttria prime slurry has been developed and was found to almost suppress the mold metal reaction. Yttria is an expensive refractory, but slurry life was found acceptable for small castings using a closed container and flow coating process instead of conventional pattern dipping. Alpha case depth has been determined for Ti6Al4V by metallographic techniques and microhardness measurements on different step block casting cross sections. Alumina and yttria second prime stuccos were evaluated in this study. The shelling system minimizes finishing operations in the production of casting for medical applications.INTRODUCTIONTitanium investment castings have been in the commercial market since the beginning of the titanium era in the mid 50’s. Investment casting is a cost effective way to produce complex parts for medical, aerospace and chemical processes applications. Investment casting of titanium is difficult due to the high reactivity of titanium with air and refractories used for shell mold building especially for the face coat. Melting is done under vacuum and no shelling system has been proven effective to suppress the mold-metal reaction yet. The main issue with the mold-metal reaction is the formation of an oxygen enriched zone at the surface of the castings named alpha case (Frueh et al., 1997; Kim, 2002; Saha, 1986). The alpha case is brittle, reduce the fatigue life in service of the parts and must be removed by chemical milling.For industrial purposes, calcia partially stabilized zirconia based slurries have become widely used in titanium investment casting for primary coats due to a combination of limited metal shell reaction. Calcia stabilized zirconia slurries have an acceptable shelf life and offer an interesting production window. Our experience shows that a resulting alpha case depth is 280 micrometers for a casting section of 6.35 mm in thickness is typical with such a shelling system (Morin, 2013)."

In an exchange of views with the Program Chairman for the Technical Session on Industrial Minerals and Investment in Foreign Countries, it was agreed that it would be more interesting to approach the problem of mineral investment in foreign countries in a more general framework and not confine it to industrial minerals. Therefore, this Bureau of Mines report is proposed to examine current attitudes toward investments in foreign mineral resources and restraints that they impose on investments necessary to assure supply for future global mineral needs.
