Uncertainty with regard to estimated grades and tonnages of a mineral deposit demands risk assessment in order to build investor confidence and attract the interest of other stakeholders in the success of a project. Uncertainties associated with Mineral Resource estimates can lead to unreliable production schedules and unpredictable cash flows. However, the techniques used in the mining industry to determine these uncertainties are inconsistent, because the important decisions taken in the process are solely dependent on the responsible Competent Person (CP), without limitations. This leads to disparities between different CPs’ results, using data-sets from the same drill-holes. The various standard codes for public disclosure provide guidelines and recommendations for the classification of Mineral Resources and Reserves but do not provide details on, for example, the amount of geological and geostatistical information needed to qualify for each category of Resources and Reserves. The parameters used to generate the classification categories are subjectively assumed by the responsible CP. In this paper we investigate the impacts of different CPs’ judgements on resource classification, using the same data-sets. The results underpin the need for the mining industry to develop a uniform Mineral Resources and Reserves classification framework that can minimize or avoid significant discrepancies that lead to potential misleading public disclosures.

As a means of permanent disposal, fine coal refuse is often pumped as a slurry into surface impoundments. As the available volume is filled, the embankment heights are frequently increased. The additional embankment material is often placed upon consolidated fine coal refuse. There has been concern about the long-term effect of consolidation of this material at or above the liquid limit on its shear strength. A laboratory investigation was performed using three different types of fine coal slurry taken from central Appalachian coal-preparation plants. The refuse was consolidated in 3-m (10 ft) Plexiglas columns under incremental amounts of surcharge loading. The incremental loads were designed to simulate the effect of increasing the height of a refuse embankment on top of the consolidating coal slurry. After the refuse in the columns had consolidated for several months, the columns were cut apart, and triaxial tests were performed on both the consolidated and unconsolidated material for comparison of their shear-strength parameters.

Previous research on continuous mining operations has shown that significant interactions exist between dust control parameter application and the resulting respirable dust levels, but simply increasing the level of the controls does not guarantee a reduction in respirable dust levels. Full-scale laboratory tests are being conducted to provide information to longwall operators which would assist them in selecting control parameters that would reduce dust levels for mine-specific conditions. The interactions between face air velocity, shearer water quantity, drum water spray pressure, external water spray pressure, and spray system design were evaluated in a simulated 2.13. m (7-ft) coal seam for two cutting directions. Locations around and downwind of the shearer were monitored to evaluate relative changes in respirable dust levels as a function of each control parameter.

"Uma Oya Multipurpose Development Project is located in South West Sri Lanka. This project, among many components, involves a 14 km headrace tunnel in very hard and abrasive igneous rocks. The tunnel is under construction by a 4.4 m diameter double shield TBM. The headrace tunnel has already reached 5km milestone and has passed through some reaches of tunnel in very strong intact rocks with no joints. Low penetration at high thrust load has caused frequent stoppages for cutter change leading to low utilization and advance rates due to low cutter life. The original machine was dressed with 27, each 432 mm (17 inch) diameter, 19 mm (3/4 inch) tipped disc cutters. However, various cutter diameters of 432-457 mm (17-18 inch) and cutter tip widths 13 to 19 mm (0.5-0.75 in), have been tried to see if cutter life and penetration rates could be increased. This paper will review the history of the project, the geology of the site, along with TBM performance and cutter life. It will focus on frequency of different cutter failures encountered in various ground conditions. Also, results of using variation of cutter diameter and tip width to cope with the hard rock conditions and their results in increasing machine productivity will be discussed. This allows for better understanding of parameters controlling disc wear/life and leads to better cutter management for more efficient operation of hard rock TBMs in similar conditions. INTRODUCTION The Uma Oya Multipurpose Development Project (UOMDP) lies in the south-eastern part of the central highland region of Sri Lanka. The Multi-Purpose Project Of Uma Oya is planned to convey water from Uma Oya to Kirindi Oya Basin for hydroelectric energy generation includes Puhulpola RCC Dam on the Uma Oya river, Dyraaba RCC Dam on the Mahatotilla Oya river, a conveyance tunnel from Uma Oya to Mahatotilla Oya (L=3750m), a long feeder tunnel from Mahatotilla Oya to Kirindi Oya river. The feeder (or power) tunnel Lot consists of a 15554 m long headrace tunnel (HRT), the surge shaft and tank on the upstream of the vertical shaft, a 650 m vertical shaft with steel lining, and an underground powerhouse and a 3650m tailrace tunnel (TRT)."

Deep-hole blasting operations in opencast mines are always associated with some annoyance to the surrounding areas in terms of ground vibration, noise, flyrock, etc. These become more severe when underground mines run parallel to them. Blasting in opencast mines may pose danger to the underground mines in terms of roof/side failures, damage of water dams, isolation/ventilation stoppings and other underground installations. The paper discusses a case study in India on the impact of deep-hole blasting in Ramagundam Opencast Project ? III on the stability of various water dams of GDK-6B Incline coal mine operating in close proximity. The stability of underground water dams of GDK-6B Incline mine was endangered due to deep-hole blasting at OCP-III. There were 15 water dams in seam 3 and 16 dams in seam 4 of the underground mine. The physical strength tests using a Schmidt Hammer instrument were carried out in all the 15 water dams of No. 3 seam and 16 water dams of No. 4 seam. The test revealed that there is a decrease in compressive strength values of three dams of seam 3, namely 6A, 6B and 7. Theose three dams were also directly connected to the water source. Water seepage was also observed from the surfaces of the three dams. However, they were found to be stable in accordance with their design parameters and damage point of view while considering a threshold value of ground vibration as 25 mm/s. It was found that the value of tensile stress generated by a vibration of 25 mm/s was much lower (i.e. 0.171N/mm2) than the tensile strength of the two weakest concrete dams (1.85 N/mm2). Ten experimental blasts were conducted at different working benches of the opencast mine and the ground vibration data were recorded in roof and pillars near various underground water dams. The maximum value of vibration data recorded was 5.9 mm/s in roof near dam no. 1 in seam 3 with the dominant peak frequency of 22 Hz. No adverse effect on either of the dams was observed after that blast. During the period of study, no deterioration/adverse impact was found in any dam of the mine. Based on the results of the study and the analyses of the data, optimized blast design parameters and explosives weight per delay were suggested for the opencast mine to maintain the safety of the underground water dams. Deformable materials are sometimes added to ventilation stopping constructions to prevent damage caused by convergence in coal mines. However, adding deformable materials can significantly reduce the capacity of a stopping to resist transverse loading. As part of its mining health and safety program, the National Institute for Occupational Safety and Health (NIOSH) has conducted research on the effect of various materials with different deformation properties on the transverse loading capability of a stopping wall. Based on a three-point hinge method of failure, a half-wall method of testing in the NIOSH Mine Roof Simulator was used to simulate full-scale wall behavior. This simulated the fracture initiation and eventual failure of the stoppings from transverse loading. The impact of the modulus of elasticity of various deformable materials was examined in this study. A polystyrene foam block with a low modulus of elasticity, which is commonly used as a deformable material, was shown to degrade the transverse load capacity of the stopping by as much 95%. Other materials with higher modulus of elasticity preserved more of the transverse load capacity of the stopping, but were not able to absorb as much convergence. This paper presents the results of a parametric study that quantifies the impact of various deformable materials in block stopping construction under transverse load conditions. "The purpose of this study was to establish the impact of discount rates on cut-off grades for narrow tabular gold deposits as characterized by the goldfields of the Witwatersrand Basin in South Africa. There are various methods available for determining the cut-off grade, from simple breakeven calculations to sophisticated software packages that consider a variety of inputs to optimize the cut-off grade. For this study a simple financial model was created in Microsoft Excel® that links the ore flow, block listing, and the cash flow. This allows the cut-off grade to be optimized considering how the cost of capital and chosen discount rate affect the cash flow.The discounted cash flow (DCF) and resultant net present value (NPV) are a widely used valuation method for production properties according to the South African Code for the Reporting of Mineral Asset Valuation (SAMVAL Code). The financial model in this study utilizes the Solver function, as well as simple Microsoft Excel spreadsheet formulae to optimize the NPV. Solver was chosen as it is a standard feature in Excel and thus no additional software costs are incurred beyond the basic Microsoft Office suite. For the purpose of this study, just narrow tabular gold deposits of the Witwatersrand Basin were considered. An example of a typical ore block listing, as well as the costing figures, was obtained from an operating gold mine. The results obtained from the study financial model were compared to the current cut-off grades obtained from the mine using their proprietary optimizer program, and were found to be comparable. The methodology utilized for this study thus appears valid.The cut-off grade was optimized considering the cash flow, which includes the variable mineral resource royalty tax, the variable gold income tax, as well as the discount rate. By comparing the resultant NPVs using discount rates of zero, 9%, and 12%, the impact of the discount rate on cut-off grades, resultant life of mine, and average mining grades (AMG) could be compared for the example ore block listing. The South African Code for Reporting of Exploration Results, Mineral Resources and Mineral Reserves (SAMREC Code) does not require operations to state if a discount rate was considered in determining mineable reserves. Mining companies approach the question of applying discount rates in determining their cut-off grades, and thus mine planning strategy, in different ways. Due to the negative impact that optimizing purely on NPV has on the life of mine, some choose to optimize only on profit. Other companies have reverted to utilizing pay limits as their primary grade planning strategy. The calculated cut-off grade is then considered to be another planning indicator rather than a hard determination of mineable reserves."

The following topics are considered : metallographic structure, crystallographic texture, surface morphology, nucleation and growth, additive monitoring and effects, high current density, substrate related properties including adhesion. The studies were conducted on a variety of scales from laboratory beaker tests to full sized pilot and industrial operating plants.

In 2005, CANMET-MMSL used its pool of expertise in ground control, open pit and underground mine engineering, mineral processing, information technology and applied mineralogy to launch a mine-to-mill research project. The objective of the project was to optimize the distribution of rock breakage energy among blasting, crushing and grinding activities, thereby maximizing the efficiency of energy utilization within comminution processes. Tests were designed to demonstrate that this approach could reduce the energy consumption, thus contributing to the reduction of Green House Gas (GHG) production in the Canadian mining industry. The project was accomplished in collaboration with DynoConsult and Dyno Nobel Canada Inc., a world leader in commercial explosives. Data analysis from 12 blasts (six with electronic and six with pyrotechnic detonators) in three different geological formations of a quarry (soft, medium and hard rock) shows that electronic blasting technology increases rock fragmentation by 15% (in hard rock) to 20% (in soft rock). A more uniform rock fragment size distribution is also obtained. The impact of the improved quality blast product on downstream processes of the quarry is a productivity increase of 5% in rock excavation and transportation, an energy reduction of 10% at the primary crusher and an increase of 15% of the primary crusher throughput. A soft-sensor prototype, based on primary crusher data (i.e. energy consumption, throughput, feed and product size distribution) and a simplified computerized process model, was developed for on-line measurement of the rock operating work index. Additionally, 385 rock samples and specimens were collected and prepared to determine the tensile and compressive strength of the rock material, to evaluate the aggregate crushing work index, and to examine the development of micro- and macro-fractures by means of binocular and SEM microscopy. Blast-induced rock damage was evaluated at the end of the laboratory testing program. Even though a reduction of rock hardness of around 30% was observed after blasting, the impact of the blasting method (i.e. use of electronic or pyrotechnic detonators) on the induced rock damage could not be observed. It is either absent or not perceptible with the accuracy of the measuring techniques and the number of samples analyzed.

In 2005, Dyno Nobel Canada Inc, DynoConsult and CANMET-MMSL used their pool of expertise in blasting, ground control, open pit and underground mining, mineral processing, information technology and applied mineralogy to launch a research project aimed at evaluating the role of electronic detonators in the development of a sustainable energy-efficient rock reduction process. The overall objectives were to improve health and safety in a mining environment and reduce energy consumption and greenhouse gas (GHG) production in the Canadian mining industry. The study was conducted in a quarry located in Nova Scotia, Canada, with the objective of taking advantage of the higher accuracy and flexibility of electronic detonators towards improving blast efficiency and measuring its impact on productivity in a quarry environment and energy savings. Optimising the blast sequence was the first aspect to be considered before starting to look at designing bigger blasts and achieving productivity improvements, without creating additional environmental concerns, as the quarryÆs location was representing a challenge in itself in the surrounding community. The use of high-speed cameras (500 fps) was an improved means of analysing blast dynamics during the firing sequence. Seismic monitoring and linear superposition techniques were also applied to validate the sequences to be tested in all three specific geological areas. The combination of field measurements allowed to identify the optimal blasting sequences that would then be delivered accurately with the electronic initiation systems. The data from 12 blasts (six with electronic detonators and six with pyrotechnic detonators) carried out in three different geological formations (soft, medium and hard rock) showed that the electronic blasting technology could increase rock fragmentation by 15 to 20 per cent. A more uniform distribution of rock fragment size was also obtained. Blast improvements on downstream processes resulted in a five per cent productivity increase in rock excavation and transportation, a ten per cent energy reduction in primary crushing and a 15 per cent increase in the primary crusher throughput. A prototype soft-sensor based on primary crusher data (eg energy consumption, throughput, feed and product size distribution) and a simplified computer process model were developed for online measurement of a rock operating work index. Furthermore, rock samples were collected and specimens were prepared in order to determine the tensile and compressive strength of the rock materials, evaluate the aggregate crushing work index and examine the development of micro and macro-fractures under binocular and scanning electron microscopy (SEM). Blast-induced rock damage was evaluated at the end of the laboratory testing program. A reduction in rock hardness by about 30 per cent was observed after blasting. However, the impact of the blasting method (eg using electronic versus pyrotechnic detonators) on the induced rock damage was either absent or not perceptible within the measurement technique accuracy and the number of samples analysed.

HISTORICAL PERSPECTIVE Environmental protection is not a newcomer to the minerals industry, there having been numerous examples dating from decades ago. Sometimes the awareness of a need for preservation or restoration derived from the ethics and principles of the engineers and management responsible for development and operation of a property. On the other hand, pressures to clean up industrial messes frequently were applied by special interests such as farming and ranching, recreational and conservational groups, and local governing bodies. Mineral industry environmental controls in this century have therefore been a patchwork of good intentions and bad, clean operations and dirty ones. The Hoboken siphon converter for converting copper matte while effectively capturing sulfur dioxide at a relatively high concentration was developed in Olen, Belgium in 1928, a full sixty years ago. The alternative was closure of the Hoboken smelter by Belgian government health officials who had become intolerant of sulfur dioxide emissions which were causing serious respiratory ailments in the river valley in which Olen is situated. As early as 1958, the Anaconda Company had a full-time botanist on its metallurgical research staff with the responsibility of learning how to vegetate the extensive tailings deposits at Anaconda, Montana. By that time, considerable progress had already been made in restoration of Silver Bow Creek, which at one time was “dead” for as far as 40 miles down- stream from the point of entry of acid mine drainage in Butte.

Environmental regulations for noise and air pollution are directly affecting the type of equipment and construction techniques being utilized for pile driving construction using diesel hammers in California and elsewhere. Consequently, the cost of construction is increasing and in some cases, the use of diesel pile hammers has been prohibited. Based on the trend in California and elsewhere in the world, environmental constraints are spreading and becoming more restrictive. The City of Tokyo, Japan, for example has banned the use of diesel hammers. Environmental restrictions on diesel hammers can be satisfied by using modern hammers, clean burning fuels, synthetic lubricants and pre-excavation techniques.

INTRODUCTION Flotation equipment is becoming more definitive in design as well as greater in dimension. The last ten years have witnessed the implementation of large flotation cells ranging in size from 28 to 85 cubic meters. However, small plants still operate with cells as small as 3 cubic meters. These changes have increased the operational sensitivity of the flotation system to the chemical reagents used. No scientific study has been undertaken to develop the relationship between the size of equipment and the response of reagents in the flotation system. Hence, this article is an attempt to present several observations from past experience for the purpose of stimulating future research in an area previously ignored and perhaps subsequently not used to advantage. CONVENTIONAL FLOTATION Recent advances in conventional flotation cell design have been made in two areas: a. Flotation cells are becoming larger, and b. Basic design of flotation cells has changed. They can be classified into two types: deep cell and shallow draft cell. Size and design changes of flotation cells have a greater effect on frother performance than on the performance of other chemical reagents. Hence, the discussion in the following sections is restricted to the impact of frothers in the flotation system. Flotation Cell Size The advent of increasing flotation cell size has resulted in the increase of frother consumption. There appears to be a correlation between reduced horsepower (kilowatt) consumption and increased frother consumption per ton of ore processed in the circuit. This is more prevalent when the frother chemistry remains unchanged. Another reason for increased frother consumption is the increased distance between the rotating central shaft and the lip of the cell for larger flotation machines. Increasing this distance results in increased surface area corresponding to the larger cell size. Reduced power input per ton combined with the need for longer, stronger load support of the froth bubble as a result of increasing cell size has resulted in the development of a new series of stronger and more persistent frothers. By the same token, these newer, stronger frothers are difficult to control when applied to the smaller cells. This is true even at lower dosages because the break point between too much frother and not enough frother for optimum metallurgy is normally very narrow. This problem is often exaggerated when operators have established an optimum setting for pulp level and air for the particular frother in use. Generally, the tendency is to operate the flotation cells simply by adjusting frother dosage. The increase in frother strength to accommodate the large cells often results in the realization, after a retrofit, that the existing pump box or sump which is still handling the same volume of concentrate is no longer adequate in size. Flotation Cell Design The two most common flotation cell designs installed during the past ten years are the deep cell and the shallow draft cell. The deep cell provides for complete mixing of air and pulp at the bottom of the cell. The shallow draft cell does all the mixing/pumping in the bottom haft of the cell whereas the mixing of the air is performed further up the shaft and is brought into contact with the pulp midway up the vortex. There are many preferences for one or the other. It is the author's contention that both designs have very valid concepts and must simply be suited to the particular situation as required by the operator. The following comments are subjective observations which should be explored in greater detail. The deep cell mixes both air and pulp together at the bottom of the cell requiring a full depth ascending of the homogenized air to the surface to form the froth layer. This design, in combination with charged air, provides for good concentrate grade control under adverse conditions of selectivity, especially when faced with a fine grind and a slime-laden gangue. A selective frother can be applied without a competitive loss in recovery. One of the conditions for good selectivity in this environment is operating at medium pulp solids concentration in the range of twenty-six to thirty-four per cent (26-34%). When a higher solids concentration is used in combination with a coarse grind, it becomes difficult to maintain the same recovery with a selective frother due to higher pulp viscosity. This condition sometimes results in an unacceptable coalescence of the air bubbles as they ascend the full height of the deep cell. The increased pulp viscosity at higher solids concentration can also retard the flotation kinetics. The combination of decreased surface area of dispersed air and slower kinetics can result in reduced recovery causing coarse particles to continue to drop

The load carrying capacity of oil shale pillars excavated by conventional blasting, presplit blasting, and mechanical mining is evaluated. The study was based on a comparison of in-situ vertical stresses and fractures obtained from overcoring horizontal holes in the Colony Mine, Piceance Creek Basin, Colorado. Results indicate that conventional blasting causes a zone of damage approximately 3 m (10 ft) thick with low stress distributions. Presplit blasting reduces damage significantly, and increases the load carrying capacity in the 3 m (10 ft) thick zone by 5.93 MPa (860 psi). Mechanical mining causes little or no rock damage, and an increase of 9.83 MPa (1425 psi) in strength in the same 3 m (10 ft) thick zone. An example of pillar design is given showing that the use of presplit blasting and mechanical mining techniques can increase the extraction ratio by at least three and five percent, respectively, as compared to conventional blasting. It is speculated that comparable increases in extraction should also occur due to increases in span dimensions.

Underground longwall coal mining sections are operated as sealed gobs if the coal is prone to spontaneous combustion. Sealing along the gate roads during longwall face retreat limits the flow of fresh air (oxygen) into the gob and, thus, deprives the spontaneous combustion reaction of oxygen. In a project sponsored by the National Institute for Occupational Safety and Health (NIOSH), researchers at the Colorado School of Mines have used computational fluid dynamics modeling to simulate the flow of gases in sealed longwall gobs. The models were validated using measurements and observations from the field and demonstrate that targeted injection of nitrogen along the gate roads inby the face can be used to control the size and location of explosive methane clouds within the gob and to minimize or eliminate the explosion hazard resulting from the formation of flammable methane-air mixtures.

Researchers from the National Institute for Occupational Safety and Health have demonstrated that mine-wide ventilation in large-opening stone mines can be improved by using low-pressure, high-volume propeller fans and constructing stoppings in key locations to direct and control airflow. In light of these findings, a comparative study was conducted to determine if a portable diesel-powered propeller fan could per-form more efficiently for dust dilution and transport than an axial vane fan for localized ventilation. The objective of this study is to evaluate both fan types for ventilation efficiency at an underground dump/crusher facility in a limestone mine. Results showed an improvement with the propeller fan to dilute both the respirable dust and the respirable silica dust around the dump/crusher facility. Overall, an average reduction of 20% in respirable dust and silica was observed at the dump/crusher location with the propeller fan.

Traditionally fine aluminum is not used in dry commercial explosives due to the hazard associated with aluminum dust explosions during mixing. An industrial process has been developed which enables the safe use of paint grade Aluminum with ANFO. The addition of fine aluminum particles resulted in increased velocity of detonation of ANFO compositions. Velocities of detonation, in 52mm (2 1/16 in.) diameter confined charges were 20% higher than velocities of detonation of straight ANFO. The detonation performance of fine grained ANFO was not benefited by Al at the diameter tested. Furthermore use of larger Al flakes resulted in decreased velocities of detonation. The results are compatible with the experience of Al addition to high explosives. Tests were also conducted using bio-diesel, finding no substantial difference in the performance of AN fuel explosive compositions which used bio-diesel.
