This is one of a series of circulars dealing with the cost of equipping and developing mining properties in the United States and Canada, prepared and published by the Bureau of Mines in cooperation with various mining and exploration companies. This group of circulars is designed to supplement an earlier series which covered the methods and costs of mining and milling at a large number of producing properties. The oft-repeated expression that the taproot of safety lies in the attitude of the management toward accident-prevention work is indisputable and has become almost an axiom. Trite and somewhat timeworn though the statement may be, it is nevertheless true that the supervisory force must earnestly support a policy of safety and maintain at all times a con¬ siderate regard for the welfare of the employee if that high degree of cooperation of the employee, so vital to the successful prosecution of any safety program, is to be expected. The responsibility for preventing accidents rests upon the management, and in the case of the Spring Canyon Coal Co. such responsibility is recognized and accepted with little or no reservation. This company, aside from the humanitarian aspects involved, believes that safety is good business and not a matter to be treated passively or in a perfunctory manner. The problems with respect to safety that have been met and wholly or partly solved can best be appreciated when some of the natural conditions, adverse and otherwise, existing at this operation are taken into consideration. Mine 1 is about 1 mile north of the town of Spring Canyon, Carbon County, Utah, and is served by both the Denver & Rio Grande Western and Utah Coal Route railways. During the year 1931 the mine produced 312,397 tons, approximately 10 per cent being derived from pillar workings. The normal daily output during the summer months is about 2,000 tons, and during the peak of production in the winter season the daily production varies from 2,500 to 3,000 tons. The number of miners varies from 87 in summer to 220 in winter, and the day men vary in number from 66 in the winter to 45 in the summer; 12 company men are employed the year around. The officers of the company are J. B. Smith, president, San Francisco, California; T. R. Stockett, general manager, Salt Lake City; and G. A. Murphy, superintendent, David Brown, assistant superintendent, and John Sullivan, mine foreman, all of Spring Canyon, Utah.

This paper is one of a series describing methods and costs of recovering sand and gravel from deposits in the United States and deals directly with the operations of the Atlas Sand, Gravel and Stone Co. at Farmington, Conn. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent local expenditures only and not total production costs. It is recognized that publication of total costs might in some instances cause embarasement to individual producers, as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations may ensue.

The mine of the Alpha Portland Cement ..Co., Iroaton, Ohio, ..working in. a. bed of limestone 96 feet thick at a depth of approximately 510 feet below the surface, has established a won¬ derful safety record, having operated 6 years—frcra September 21, 1926,. to September 21, 1932 - without a lost-time accident. This mine, with 61 to 86 employees (average 68) and daily output of 1,000 to 1,200 tons of limestone, operated 1,041 days during the 6-year period, or the equivalent of 578,894 man-hours of exposure. ...... ... . Immediately above the limestone is a 20-foot .bed of hard..sandstone.. At present about 10 feet of limestone is left up as. a roof and.about. 42 feet is being extracted. Of the lower portion of the bed it is believed that about. 25 feet. ..immediately below . the .present workings is suitable for cement and will be extracted later. The mine workings are reached by two rectangular concrete shafts, one a 2-compartment hoisting shaft and the other a 2-compartment air and escape shaft- In the latter shaft one compartment is used as an airway and the other, as a cage compartment fo.r a man and material cage. .. . - . The tipples at both the air shaft: and. hoisting shaft are-of steel. The.ground landings at both shafts are fenced in with hand-operated gates in front of the cage compartments.- The two shafts and the crushing plant, which .is.a part of the hoisting shaft-tipple structure, are adjacent to the mill buildings. The rock is hoisted on self-dumping cages in 4 ton capacity, end-gate, steel cars. An electric hoist with automatic overwind device is used at both the main shaft and air shaft. The controls for the main hoist are in the tipple where the engineman is stationed and from which point he has an unobstructed view of both the ground, landing and the cage coming into the dump.

Metal-mine fires in the United States are not of frequent occurrence and relatively for of those that do occur result in loss of life, although many cause heavy property loss or are costly to extinguish. Over a span of years, however, more lives are lost in metal Trines from fires than from any other of the untoward occurrences which afflict metal mining, such as electrical storms, floods, cave-ins, magazine explosions, or strikes. In perhaps more than 90 per cent of the fires. in metal mines' there is no loss of life; hence, the general public, even the general mining public, seldom hears of these fires, though the property loss frequently reaches hundreds of thousands of dollars; on the other end, in some instances the property damage from an underground metal-mine, fire has been negligible and the loss of life comparatively high. In any comprehensive study of metal-mine fires, ventilation is certain to be found a vital factor. The influence of ventilation on fires and the influence of fires on ventilation are of vital importance. In metal-mine fires very few persons meet death from actual contact Pith heat or flame; nearly all fatalities are duo to asphyxiation or suffocation. A well-planned, well-installed, and well-operated mechanical ventilation system is unquestionably one of the best available present-day protections from loss of life and property in case of fire in a metal mine; that this is true is attested by the usual helplessness of mining officials in trying to handled underground fires in a mine that has not had the foresight to install mechanical equipment to control underground air flow. On the other hand, the establishment of high-velocity air currents without sufficient day by day attention to such details as the method of coursing, or controlling, or confining them most certainly tends to increase dangers from fires rather than to aid in the avoidance or elimination of these dangers; the truth of this latter statement is shown by the fact that the greatest, loss of life in metal-mine fires during the past 20 years has been in relatively well-ventilated workings, and in every case the life loss has been due to some more or less trivial or easily remedied defect in the Ventilating system - usually a defect that has had some reference to doors used or supposed to be used to deflect or control air currents.

This report supplements the date contained in Bureau of Mines Information Circular 6156, "Special features of core drilling in the salt beds of Western Texas and New Mexico," by J. S. Wroth. That circular dealt with the drilling of the first 12 of the 24 potash tests made by the U. S. Bureau of Mines in cooperation with the U. S. Geological Survey; this report is concerned with the drilling of the last 12 tests. ACKNOWLEDGMENTS The writer is indebted to R. E. Heithecker, the Bureau of Mines engineer who had charge of the drilling of tests 13 to 17, for his well-prepared records on the drilling of these tests.

The fiscal year which ended June 30, 1932, although one of acute financial de ression was, nevertheless, one of distinct encouragement to those who have long struggled against the much too prevalent occurrence of accidents in coal mines, especially of coal mine fire and explosion dis- asters, both of which are now known to be readily preventable. Table 1 summarizes some important information about explosions in the United States coalies for the fiscal year which ended June 30, 1932, insofar as such information is available to the safety division of the United States Bureau of Mines, the personnel of which are under instruction to get in touch with and report on all mine explosions in their respective districts, including not only those occurrences with loss of life but also those in which for- tunately no lives, are affected. Table 1 gives data on 33 ignitions in 10 States with a total of 87 deaths for the year; the number of ignitions (33) is considerably groater than the number (26) for the previous fiscal year, and is exactly the aver- age number for the past four fiscal years; the mumber killed in the 33 ignitions (57) is materially lower than that (217) for the preceding fiscal year or the average (150) for the past four fiscal years. The States with the greatest number of deaths from explosions in the fiscal year ending June 30, 1932, were Virginia; 54; West Virginia, 11; Pennsylvania, 7 (6 being in anthracite mines); Alabama and Colorado, 4 each; Illinois and Kentucky, 3 each; and Maryland, 1. The greatest number of ignitions listod wes that for West Virginia, 7; then came Pennsylvania with 6 (2 being in anthracite mines); Alabama with 5; Colorado, Illinois, Tennessee and Virginia, 3 each; and California, Kentucky, and Maryland, 1 each. This circular is one of a series dealing with the exploration, equipping, and development of mining properties, prepared and published by the United States Bureau of Mines in cooperation with various mining and exploration companies in the United States and Canada. This series of papers will supplement an earlier one which covered the methods and costs of mining and milling at a large number of producing mines. The present paper describes the exploration, equipping, and developing of a group of 18 claims remote from rail transportation, and the transport of equipment and heavy supplies for a distance of 120 miles by tractor over ice and winter roads, and of men and lighter supplies by airplane.

In the absence of any subsequent enactment of mining legislation, the Turkish mining law in effect in 1914, when Iraq became a British mandate, is still operative. The Constitution, or Organic Law, of Iraq, adopted by the Constituent Assembly on July 10, 1924, in articles 113 and 114, provides that:3 Ottoman en laws date and thao remained and lave pub- lished on or after that date and which have remained in force in Iraq u to the time of the publication of this law shall remain in force in Iraq' so far as circumstances permit, subject to any modi- fication or repeal in conformity with the proclamations, regula- tions, and laws referred to in the following article, and until they are altered or repealed by the legislative power or the High Court issues a decision rendering them null and void in accordance with the provisions of article 86. (Art. 113.) All proclamations, regulations, and laws by the Commander-in- Chief of His Britannic Majesty's Forces in Iraq, the Civil Commis- sioner, and the High Commissioner, and those issued by the Govern- ment of His Majesty King. Faisal, during the period between Novem- ber 5, 1914, and the date of the coming into force of this Consti- tution, shall be considered to be valid as from the date on which they came into force... (Art. 114.) 4 According to a German authority, it is the Turkish law of March 26, 1906, that, with a few modifications, is still in force. This law (similar to the French law of 1810) is discussed in a separate section of this paper.

This paper presents one of a series of digests of foreign mining legisla- tion and court decisions that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Switzerland has been prepared from the best information available in ashington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consuler officers, to whom it is being referred through the courtesy of the Department of State. Sitzerland is a small country in which little mining is done, yet it has a voluminous body of mining legislation. There are two salt-mining districts in Switzerland; that at Bez, Canton of Vaud, belongs to the Canton but the deposit is worked by a private company; and those at Schweizerhalle, Rheinfelden and Ryburg are worked by a joint stock company formed by the Cantons interested. Iron ore is mined at Gonzen, Canton of St. Gallen, and large beds of gypsum are worked, mainly for domestic consumption. In general, however, although many kinds of minerals are said to have been found in Switzerland, mining operations are irreguler end relatively unimportant. Even during the world war only about 2,500 persons were employed in mining establishments and most of these were in under round stone quarries. On the other hand, the republic comprises 22 Cantons, of which 3 are divided, making 25 units, and in the absence of generel Federal legislation, each of these units virtually has its own distinct mining la Under these circumstances, it is obviously inadvisable to review the mining lars of Switzerland in the same detail as those of other countries which Lave been digested in this series. For the lars of individual Cantons, as well as for a more comprehensive summary of the Swiss legislation as a whole, the reader is referred to a recent German publication." In this island, which is a Crown colony of the British Empire, and where remarkably extensive remains of ancient mining operations-- mainly for copper--exist, the mining law of Turkey governs, rith such modifications as were made necessary by the transfer of the country in 1878 from Turkey to Great Britain, and with such fer ameliorations thereof as have since been ordered by the local authorities. The Turkish law to which Van agenen refers is, no doubt, "2 Shaban, 1285," which though subsequently repealed with respect to Turkey is still in force in Cyprus, inasmuch as the mines regulations (amendment) law of 1925 "is to be read in connection with 2 Shaban, 1285" (articles 61 to 67 of which were repealed by the law of 1925): In the preparation of this digest; access was had to the mines regula- tions (amendment) Iaw, No. 5 of 1882; which Van Wagenen does not mention. Other Cyprian laws, passed since the publication of Van Wagenen's work in 1918, are the following: Eines regulations (amendment) law, 1925, No. 12 of 1925; mining-prospecting permits; notification, No. 539 of 1927; mines regu- lations 1926, No. 1006 of 1926; mines regulations (amendment) rules of court, 1926, No. 144 of 1926; mines regulations (amendment). 1a, 1928, ko. 3 of 1528 (as amended by No. 32 of 1928). Most of these làrs are concerned with the regulation of actual mining operation--safety and sanitary provisions; and, therefore, they ado little important information. The Cyprian Government's official publication says: It is considered that the laws regulating mining in Cyprus are inadequate and antiquated, and a thorough revision is necessary to bring them up to a standard of modern mining practice and to encourage mining ventures in the island. As a preliminary to this the mines regulations, 1926, were issued to govern the workings of the larger mines; and serious attention is now being given to the regulating of prospecting, quarries, machinery in mines, and generally to the bringing of mining in Cyprus into conformity with the other mining countries of the world.

A conviction is growing that depressions and other adverse conditions are not entirely unavoidable if a knowledge of past achievements and shortcomings is intelligently, applied in shaping the course of industry. Mineral producers have available a source of such knowledge concerning; their industry in the statistical records of the United States Bureau of Mines, and by scanning, this increasingly exact history can obtain information on which to found a more stable future. This paper contains a brief history, covering more than 50 years, of the activities of the nonmetallic mineral industries as a group, followed by short histories of each of the more important commodities in which are noted the circumstances that lave influenced their development.

This paper on the out-and-fill method of mining is one of a series on mining methods published by the United States Bureau of Mines. It has been compiled chiefly from recent publications of the bureau describing in detail mining methods and costs at various mines. Other sources of information were the technical press, the Transactions of the American Institute of Mining and Metallurgical Engineers, the Mines Haudbook, and company reports. References other than those mentioned in Table 1, which lists the mines entering into this discussion and gives general data regarding them, are given in the body of the paper. The authors wish to acknowledge the kind assistance of many operating officials, either through correspondence or in the course of numerous visits to their mines. DEFINITION OF CUT-AND-FILL STOPING The out-and-fill method of stoping is that method in which relatively small sections or slices are taken successively from the lower surface of a block of ground by open-stoping methods, the broken ore being removed and each section filled with waste material before the next is mined. This definition excludes shrinkage stoping, even with subsequent filling; it excludes square-set and fill methods; it excludes the Mitchell slice method, which may be classed as underhand square-setting; it excludes the systematic use of stull sets and filling, which is a variation of square-setting; it excludes any method involving the caving of the ore, walls, or overburden during the process of extraction, although caving may be allowed to take place when the waste fill is withdrawn for use in other stopes; and it excludes any open-stope method without filling. Through variations, which will be discussed later, the cut-and-fill method merges into shrinkage stoping, open stoping, or square-setting. The use of casual timber support, such as props, stulls, or timber cribs for holding up weak portions of the back does not constitute a change from cut-and-fill to square-set mining.

This circular is the second of a series presenting methods employed in solving the technical problems encountered in the production of sand and gravel. The first paper3 discussed the methods use in prospecting and exploration. This one teals with the problems involved in bringing a raw prospect to the production stage and considers the various methods of development and the Factors affecting that development. Later publications are planned to present and discuss methods of recovery and treatment. The recovery of sand and ravel from natural deposits and their preparation for market involve a progressive sequence of operating steps or processes. Each step or process presents its own peculiar problems which require different angles of mental approach, methods, and tools, but all are more or less dependent on the step or process which precedes or follows.

Electrical apparatus and circuits began to be used in mines about 50 years ago. A search of the literature on mining reveals that in 1882, umping was being done by electricity in some aines of England. One account tells of a small electric locomotive being used in 1882 "to drive eight corves loaded with coal" in a mine near Dresden. In an account of his visit to some English mines, en American in 1892 mentions that he saw underground electric signals, lights, pumps, hoists, and one revolving- cutter-bar 19wall mining machine,. Among the carl electrical installa- tions in the United States was an electric locomotive in the Lykens Valley Coal Co. mine at Lykens Valley, Pa., in 1887. In 1889 the Sperry electric coal digger was being tried out. Tarce mining machines were placed in the Prospect mine, East Palestine, Ohio, in 1890. An electrical pumping plant was put in oneration during 1892 in the Woodward mine of the Delaware, Lacka- rahma & Western Railroad Co. Thus we Almost coincident with the proposed use of this new servant in under- ground workings, came the thought of making it safe in gassy mines. find an account of a design for a protected stationary electric mine lamp proposed by Edison in 1831. Enclosed-type motors rere developed in the United States and shiped to English collieries about 1903. From those early beginnings there has been continuous progress until to-day one finds hundreds of pieces of specially designed electrical apparatus distributed in American coal mines and in mines of nearly all important coal-producing countries. Along with introduction of this equipment grew the idea of the necessi- ty of government aid, in standardization. In most coal-mining countries to- day the governments either directly or indirectly have a considerable in- fluence in guiding the design of electrical equipment intended for use in Pasay mine

This paper on the square-set system of mining embodies the results of a special study of the subject made as a part of the Bureau of Mines general investigation of mining methods and costs. Data for the paper were gathered by the authors during visits to mines using square-set mining, from Information Circulars prepared by consulting engineers to the Bureau on mining methods at individual mines, and from articles in the technical press and the Transactions of the American Institute of Mining and Metallurgical Engineers. The square-set system of mining is very widely applied and is one of the oldest methods in use in the United States. It is mainly employed for extracting relatively high-grade ore in heavy ground. It is also useful in taking out pillars left in mining by other methods. It is used to some extent as an auxiliary method with many underground systems and as an alternate with cut-and-fill, shrinkage, and open-stope methods when heavy ground is encountered. In some cases as much as 50 per cent of the ore may be extracted by square-setting at mines listed as using some other method of mining. A large tonnage is mined yearly by square-setting, principally in the Western States.

The mining literature is replete with descriptions of methods and costs of operation at producing mines. To day the mine manager can find published information bearing upon almost any problem with which he may be faced. From this literature he can familiarize himself with methods employed by otter operators for coping with problems similar to his own, under more or less parallel conditions. Transaction of mining societies, publications of the U. S. Bureau of Mines, technical journals, and handbooks all afford valuable information dealing with operating methods and costs, Very little has been published, however, regarding methods and costs of equipping and developing new properties and bringing them to tae productive stage. There may be some question in the minds of many as to the value of papers on this subject, due to the great variety of conditions encountered. No two prospects are alike. Obviously, it is impossible to forecast what expenditure will be required to develop a mine from a raw prospect or even to predict whether the prospect can be developed into a productive mine.
