INTRODUCTION The maximum recovery of cleaned coal at the required quality is of major concern to plant operators. However, the quantity and quality of products of coal cleaning, predicted by theoretical calculation based on washability studies and determined in the operation of actual commercial cleaning plants, will be different for each coal. Therefore, during the last half century, coal preparation engineers have repeatedly sought methods for evaluating the technical and economical efficiency of separating coal in coal cleaning equipment and for predicting the quantity and quality of cleaned coal produced, as well as profit- ability for the entire plant. Many formulas have been proposed by investigators to evaluate the efficiency of various coal cleaning operations. Performance criteria in use today are capable of defining all of the important aspects of a given concentrating operation; however, each criterion has certain restrictions or limitations. It is important, therefore, to understand how such formulas can be used and the problems involved in their construction. Technical Measures of Equipment/Plant Performance Conventional measures for evaluating the performance of a preparation plant are generally the same as those used to evaluate equipment performance. Measures involving separation efficiencies are influenced by the following three broadly encompassing primary factors: (1) density composition of the feed coal, (2) design characteristics of the cleaning unit, and (3) relative density of the separation. Since separation efficiencies are dependent on factors involving the nature of the coal, they are termed dependent criteria and represent a very broad technical indicator of an individual process or plant performance. Performance measures known as independent criteria are influenced mainly by quantitative errors inherent in the design and operation of the processing equipment. Economic Measures of Plant Performance True assessment of coal cleaning methods require reference to economic measures such as profitability. During the years in which technical efficiency criteria for characterizing plant performance were being improved, coal preparation engineers were also seeking appropriate economic criteria to assess plant performance. Technical and economic effectiveness of plant performance are important parameters for coal preparation flowsheet design. The relationship of the technical and economic parameters can be formulated in an economic model and mathematical model with the aid of computers. The computerized models

Introduction The Afton property is located 290 km (180 miles) by air east-northeast from Vancouver and 14 km (8.7 miles) west of Kamloops, a city of 60,000 people, in south central British Columbia, Canada. The mine is adjacent to the Trans-Canada Highway at an elevation of 670 m (2198 ft) above sea level. The ore body is a porphyry copper deposit that has undergone supergene alteration. The major economic minerals in the supergene zone are native copper and chalcocite with chalcopyrite and bornite in the hypergene areas. The grade is 1% with an overall copper distribution - 70% native, 25% chalcocite, and 5% chalcopyrite with bornite and covellite. The ore also contains important but variable amounts of gold and silver. The mill was designed to treat 6350 t/d (7000 stpd). Semiautogenous grinding was selected to minimize capital cost and because of the expected high clay content of the ore, which would have caused problems in a conventional crushing and screening plant. Test work indicated that a recovery of 87% was possible in a circuit incorporating both flotation and gravity separation. Flowsheet Run-of-mine ore is crushed in a 1.06 x 1.65-m (3.5 x 5.4-ft) Allis Chalmers gyratory crusher set at 228.6 mm (9 in.), closed side setting. The surge pocket, below the crusher, is emptied by a Hydrastroke feeder onto number one conveyor, which discharges onto a 180,000-t (198,416-st) coarse ore stockpile. Six Hydrastroke feeders on two conveyors withdraw the crushed material from the bottom of the pile. These two conveyors, in turn, discharge onto the belt feeding the semiautogenous mill. The live storage in the stockpile is approximately 22,000 t (24,250 st), sufficient for three days' mill feed. Primary grinding is accomplished in an 8.5-m (28-ft) diam by 3.7-m (12-ft) long Koppers (Hardinge Cascade) mill (Fig. 1) containing a 10% ball charge and driven by a 4000-kW dc variable speed motor. The mill dis¬charge is pumped by a 10 x 12 G.I.W. pump to a 1.22 x 4.88-m (4 x 16-ft) stationary screen sloped at 20°. Screen oversize returns to the semiautogenous mill (SAM), and the undersize flows by gravity to the ball mill discharge pump box. Secondary grinding is performed in a 5-m (16.4-ft) diam by 8.84-m (29-ft) Koppers overflow ball mill driven by a 3430-kW synchronous motor through an air clutch. The mill is in closed circuit with a Krebs Cyclopac containing 10 635-mm (25-in.) cyclones and the cyclone overflow, at 35% solids and 65% to 70% -200 mesh, is flotation feed. In order to limit the buildup of native copper, circulating in the secondary grinding circuit, a portion of the underflow from the cyclones is processed in a circuit containing screens, cyclones, and shaking tables to produce a finished metallic copper concentrate. Primary mill variable speed drive The overall waste to ore ratio at Afton was 4.5:1. The mining was to be done with only three shovels, which meant that it was highly unlikely that more than one of them would be in ore at any one time. The resulting inability to blend the mill feed made it impossible to prevent wide swings in the grade and grindability. The variable speed do drive motor installed on the semiautogenous mill was selected because of the extreme variability of the Afton ore body. This variability has persisted throughout the lifetime of the mine. There are times, however, when due to ore conditions, the mill is operated at full speed (78% of critical) for extended periods of several shifts duration. There are other times when the mill speed may be changed several times in a 12-hour shift due to changing ore conditions. When ore is processed that contains a fairly large proportion of fine native copper, the primary mill speed and, consequently, the tonnage may be reduced to improve the secondary grind and to maintain an acceptable grind and recovery. High clay ores require less mill speed and more dilute grinding densities. In the latter case, the slower primary mill speed also helps to minimize damage to the mill liners. Approximately 57% of the time the mill operates between 90% and 100% of full speed or between 71% and 78% of critical. The variable speed is also used for inching during mill relines.

The use of EPB shields in the so-called mixed face conditions has set new demands to man and machine in EPB shield tunneling. EPB shields were initially conceived to drive in the pressurized closed mode in soft ground, whereas hard rock TBMs were designed to work in the unpressurized open mode. The present use of EPB shields in hard rock and mixed face conditions requires the combination of both technologies by finding best compromise solutions. This paper deals firstly with the geotechnical and mechanical interactions between machine and ground. Further on the critical points such as tool wear and tool replacement are exposed, together with a proposal of best solutions.

The 9th Line / 16th Ave tunnels are part of a $700 million expansion of the York Durham Sewage System, north of Toronto. The 15 km of tunnels presented many challenges, including glacial and postglacial deposits, at depths up to 55 m. Due to high hydrostatic heads, the Owner specified EPB tunnelling, however, an alternate was proposed utilising rib and lagging tunnels, combined with a de-watering scheme. State of the art technology was utilised with a new Lovat TBM, incorporating PLC control, soft start water-cooled motors and a head designed to tackle the mixed ground expected. The 9th Line tunnels were completed in 2002. Subsequently the second section of tunnel along 16th Avenue has been awarded to the Joint Venture. This paper presents a case history of the soft ground tunnelling, including design elements, tunnel systems and TBM operations.

Coal extraction by continuous miners (CM) is currently the most common underground method in the US industry and accounts for slightly more than two-thirds of the nation's deep mining production (National Coal Association, 1987). Even if longwall mining should become more commonplace, it can proceed only after ventilation and access entries have been driven by CMs. Since an area of concern continues to be the effects of the dust generated on the health of mineworkers, this paper discusses the relationship between the elemental compositon of mining-generated airborne dust sampled from the immediate ventilation return of a CM and laboratory-generated dust derived from channel samples taken from the mines. There are several potential contributions of this type of study to the coal mining industry. First, after more fundamental knowledge of the causes of Coal Worker's Pneumoconiosis (CWP) is learned, the laboratory-generated respirable dust could be used to identify a potentially hazardous coal seam. Also, this study could possibly aid in understanding the fundamental causes of CWP by producing mining-simulated samples of coal dust that could be used in epidemiological studies. Further. assuming that there is no difference in the elemental composition of a drill-core sample and a channel sample from the same location, a mining company could predict anew mine's respirable dust elemental composition in the immediate ventilation return by using exploratory drill core samples of the roof, coal, and floor rock to prepare the laboratory dust. Ventilation engineers could then use engineering design and control measures during premine planning to reduce the incidence and severity of CWP by better ventilating the potentially hazardous coal seam. If this proper planning prevented any future changes to the ventilation equipment and mine design. much time and money could be saved. Scope of work To investigate the variability of the chemical characteris tics of respirable dust, airborne dust samples from eight underground coal mines located in the eastern and midwestern United States were collected with eight-stage Sierra Model 298 Marple cascade impactors, as well as 25 channel samples of mined material. Each channel sample was removed from the middle of the coal face before mining occurred. Sampling of the mining-generated dust was conducted by Lee (1986) by sampling the entire working sections, primarily for characterization purposes, to obtain information on the locational variability of dust characteristics. Research performed for this study used the elemental analyses of the mining-generated dusts he sampled in the immediate ventilation returns of CMs. The procedure that was used to produce the laboratory generated respirable dust was based on the Hardgrove grindability test since it reflects the pulverizing characteristics of coal. This test was chosen for several additional reasons. First, it is repeatable and reproducible. A consistent amount of input energy is used as well as a specified size range of feed material to be crushed (the channel samples). Second, it is thought to generate secondary dust in a way similar to that of the crushing and grinding of the coal and rock as they pass through the arc-shaped cutting path of the CM's cutter head. The potential effect on dust generation by this secondary grinding mechanism may be at least as much as that produced by primary fragmentation, which is dust produced by the cutting action of the bit against the coal or rock (Roepke. 1984). Finally, the Hardgrove grindability test is well known and is used in the coal industry to guide mineral processing engineers in estimating the capacity of mills used to grind coal. One hypothesis of dust researchers in the Generic Technology Center for Respirable Dust is that the elemental as well as the physical characteristics of coal mine dust will make a difference in the incidence and severity of CWP. Coal mine dust is generated not only from coal, but also from any rock partings contained within the seam or any roof or floor material mined with the coal. Thus, coal mine dust may not have the same elemental characteristics as the coal being mined. Given that hypothesis, mixtures proportional to each thick¬ness mined of roof, coal, and floor rock derived from the channel samples of the face areas from which the respirable dusts were generated by the CMs were used to produce the feed material that was pulverized in the Hardgrove machine.

As a result of concern for the citizens of the State of Illinois who owned structures above underground mine workings, the Illinois State Legislature passed House Bill 158 in 1978. This bill amends the Illinois lnsurance Code and creates the Mine Subsidence Reinsurance Fund which is an insurance pool that is to receive a state appropriation of $500,000 as "start-up" money. One hundred thousand dollars has been paid to the fund as of October, 1982. The Fund is to return this appropriation to the State and is to remain self-supporting from premiums. The Fund utilized a pre-existing institution, which also was an insurance pool, the "Fair Plan Facility" and its governing Board, consisting primarily of insurance executives, to administer the program. The Mine Subsidence lnsurance Act went into effect October 1, 1979, and the bill provides that property owners in the State of Illinois may purchase up to $50,000 of mine subsidence insurance which is attached to their fire insurance policy. The deductible is normally 2%, but cannot be less than $250 or more than $500. The annual rate structure for residential structures in 1981 for $50,000 coverage is $10 (frame), and $12 (masonry). The rate structure for commercial buildings is based on the value of the building and the rates for $50,000 maximum coverage is adjusted upward. The insurance was mandated by the State Department of lnsurance and rolled onto the insurance policies of the homeowners in 34 counties which had been recognized as having sufficient exposure to subsidence damage to be covered by the Act. One percent or more of the land surface is undermined in each of the 34 counties. In the other counties undermined in the State of Illinois, insurance is available to the homeowner upon request to the private insurance carrier.

INTRODUCTION Prior to 1705, underground mining was limited to mineral deposits located above or a very small distance below the water table. The development of the steamdriven mining pump was motivated by the need to extract minerals from deposits considerably lower than the water table. Today, the majority of mine pumps are driven by electric motors, although some small utility pumps are driven by compressed air. Of the numerous types of pumps that might be applied to mine service, the two types used most frequently underground are the centrifugal and plunger pumps. Each of these types has its proper application. In most instances, plunger pumps are best for handling low water volumes against high heads, while centrifugal pumps effectively handle either low or high water volumes against low heads or high water volumes against high heads. This chapter describes pumps applied to underground mine service, where the mine service consists of mine drainage (removing mine water as it accumulates), mine dewatering (removing water from a flooded mine), and pumping for special applications such as hydraulic mining and hydraulic hoisting. CENTRIFUGAL AND PLUNGER PUMPS Modern mine pumps are classified as either centrifugal (kinetic) or plunger (positive-displacement) pumps. The following paragraphs describe each of these classifications. Centrifugal Pumps Centrifugal pumps may be grouped into various types, depending upon their various features: Number of Stages: In a single-stage pump, the total head is developed by one impeller, while a multi¬stage pump utilizes two or more impellers acting in one casing to develop the total head. Fig. I shows a cutaway view of a single-stage horizontal split-case double -section centrifugal pump. Fig. 2 shows a cutaway view of a six-stage medium-pressure split-case diffuser-type centrifugal pump. Type of Casing: A volute pump has a casing in the form of a spiral or volute. A circular-casing pump has a casing of constant cross section concentric with the impeller. A diffuser pump is equipped with a diffuser that converts velocity head to pressure head. Shaft Position: A horizontal pump normally has the shaft in a horizontal position, while a vertical pump normally has the shaft in a vertical position. Fig. 3 illustrates a vertical turbine-type slurry pump. Suction: A single-suction pump equips the first stage with a single-suction impeller, with fluid entering the impeller on only one side. The objective of this work was to assess the influence of parameters such as residence time, solid content, and temperature in a process route towards purified rare earth liquor which could be adequate to produce marketable rare earth products. The steps of the process route proposed in this study comprised water leaching of a sulfated rare earth ore and removal of impurities through the purification of the rare earth sulfuric liquor, which is the product of the water leaching step. The sample used in the water leaching experiments was a sulfated rare earth ore produced by the reaction of a beneficiated rare earth ore with sulfuric acid followed by roasting at 700 °C for 2 h in a muffle furnace and cooling at 20 °C. The water leaching experiments showed that the best condition comprised a residence time of 30 min, temperature of 20 °C, and solid content of 10% w/w, resulting in a recovery of 71.3% of the rare earth elements (REE) and a lower impurity extraction, e.g., only 15.0% of Fe, representing the main impurity in the rare earth ore. Even when presenting low amounts of impurities, the rare earth sulfuric liquor still needed to be purified before it can be used in the production of marketable rare earth products. In the study, the rare earth sulfuric liquors were purified in two consecutive neutralization steps, first by dosing the limestone pulp to pH up to 3.5 and secondly by adding the lime pulp to raise the pH from 3.5 to 5.0. The application of two consecutive purification steps at 20 °C resulted in the highest overall REE recoveries (65.4%) throughout all the steps of the process, being 71.3% in the water leaching, 99.6% in the partial purification with limestone pulp, and 92.1% in the purification with lime pulp at 20 °C. Under this condition, there was a total elimination of Fe, P, and Th and a significant reduction in the Al, U, and sulfate concentrations in the purified rare earth liquor. The purified rare earth liquor attained through the experiment is expected to be amenable to be used in the production of marketable products due to the lower impurities/REO mass ratios.

INTRODUCTION Since several years the author is engaged in research activities in the field of mining method modelling (Oberndorfer, 1993 and 1994). The initial goal was to improve and assist the selection of the most appropriate mining method. However during investigations it became obvious that the most beneficial application of computer support is the fast calculation of numerical assessment rather than the consideration of all, i.e. also qualitative, criterions necessary for final decision. Numerical results serve - together with qualitative considerations based on the experience of the mining engineer - as a basis for decision. The emphasis is on "fast" calculation, as only this property makes it possible to calculate and compare many distinct variations. As long as no procedure exists, which optimizes all involved parameters, calculating many variations is of great important, because it is the only way to increase the chance to pick a alternative "close to optimum", but also to learn about the sensitivity the result will react on changes of input parameters, which are rarely known exactly. Generally speaking many trials give a better basis for final decision. It is no secrete that the most important obstacle towards quick calculations of a series of alternatives is not the processing time of the computer, but the time required for setting the input data in way that the computer can start processing, which is usually inter- active man work on the screen. Furthermore usually several distinct programs are required to cover the whole range of involved problems, with corresponding problems in automatic data transfer. The research work's goal was to overcome these problems. The approach developed was to describe a mining method more in a theoretical way (i.e. to give the computer some degree of "consciousness" on mining methods), which then can be applied under any specific conditions. E.g. a cut-and-fill operation will be "generally" the same in narrow or thick deposit areas, but the resulting keyfigures, e.g. total tonnage, productivity, dilution and loss, or finally costs per ton, will differ significantly. The approach (MMM = mining method modelling) presented reflects a deduction from the general case to a specific one (rather than the other way round). The developed model is general enough to be applicable to any mining method, and also to any degree of precision the mining method should be described, contrary to programs designed for specific mining method layouts which can be adjusted in a more or less wide range. PROGRAM DEVELOPMENT The principle correctness and feasibility of the approach was proved by a prototype program. However this program was more on a research level and far away from application for "real world" problems. The reason for this was, that it was regarded wasted time to re-invent certain tools, e.g. geometry intersection, deposit modelling or visualization. Hence it was tried to attract several software producers to invest in finalizing the model. Unfortunately this endeavor was not successful. Despite this defeat - and after some months of resignation - a final start on the project was decided. he reason for this decision was not at last the research activity in respect of low-cost underground mining methods for bulk- material as a substitute of typical quarry operations due to environmental restriction. This research work - which is in particular important for Austrian mining activities in beautiful and touristically used landscape - requires a lot of calculations in the way described. Both are still in state of progress, but - regarding mining method modelling - preliminary results can be presented. A complete re-programming of the program was required. Most obvious are the changes of programming language and operating system environment. Instead of Pascal under DOS C++ under MS-WindowsNT is now used. Several problems could be solved by this, in particular memory management, device drivers for input/output, and user friendlyness by up-to-date windows technology. However also more basic structures were changed. The idea was to utilize as many existing commercially available programs as possible to minimize programming efforts. WindowsNT helps already a lot by MFC technology, but also due to its multi-task facilities. This feature allows to run simultaneously several pro-

In recent years, there has been a dramatic increase in the number of machine driven soft ground tunnelling projects. This increase is largely due to the technological development of slurry and EPB Shield systems. A new generation of soft ground tunnelling machines, markedly different from those of five years ago, now overcomes ground conditions that until now were too costly and impractical to undertake. The paper reviews the latest soft ground tunnelling machine developments in material transport, guidance and control, seismic surveying, soil conditioning, settlement control, cutting tool applications and variable mode operating systems. Specific projects where this technology has been applied will be highlighted.

7.1 INTRODUCTION Subsidence measurements include surveys of surface and sub- surface movements and measurements and monitoring of surface structural damages. In this chapter the most commonly employed methods are discussed. 7.2 MEASUREMENT OF SURFACE MOVEMENT Surface movements involve two basic components, subsidence and displacement. The other five components (i.e., slope, curvature, strain, twisting, and shearing) are derived from the two basic components. Since all measurements are geometrical, they can be measured by common surveying techniques. 7.2.1 MONUMENTS The first step is to select the types of monuments or surveying stations. Various types of monuments have been employed. The simplest one is a paint mark on the pavement or concrete slab, although this should be discouraged because it is easily affected by artificial or environmental factors. Others use steel or wooden rods, 2 to 3 in. in diameter or square by 2 to 5 ft long, driven all the way down, flush with the ground. Both types of-monuments have no provision for frozen ground heave and both are tampered with easily. A more elaborate type is shown in Fig. 7.1 (O'Rourke et al., 1982). A rebar or iron pipe, 2 in. in diameter by 6 ft long is driven down to nearly flush with ground surface. The top 4-ft section of the hole around the pipe is enlarged to 1 ft in diameter and grouted with concrete. The most sophisticated type of monument is shown in Fig. 7.2 (Conroy and Gyannaty, 1983a). It consists of two hollow steel pipes. The inner I-in. pipe, 10 ft. long is enclosed by a 2-in. pipe at the upper 5-ft. interval. The gap between pipes is filled with foam to isolate the inner pipe from external environmental effects. The bottom of the inner pipe can either remain open or be sealed with a cap, depending on whether the ground is dry or wet. 7.2.2 MONUMENT ARRANGEMENT AND SURVEY LINES The monuments are installed strategically to form survey lines. Three basic types of monument arrangements are shown in Fig. 7.3. Figs. 7.3a and 7.3b are for single and multiple panels respectively; Fig. 7.3~ is mainly for research purposes with multiple survey lines both in longitudinal and transverse directions. This is extremely useful for defining the distributions of ground deformation, as shown in Figs. 2.10 and 2.11. Basically there are two types of survey lines: the whole basin survey line which extends across the panel width or length (e.g., lines R, R, in Fig. 7.3 a&b), and the half basin survey line which covers approximately half of the panel width or length (e.g., lines R, F in Fig. 7.3 &b). Survey lines are generally straight and linear. They should be located on the major crosssections of the subsidence basin. Survey lines must extend beyond the edge of the opening for a sufficient distance so that the edges of the subsidence basin can be determined accurately. The minimum distance from the edge of the opening must be [ ] where h = mining depth, [ ] = angle of draw, and [ ] = 5 to 7 times monument spacing for whole basin surveys, or 8 to 10 times the monument spacing for half basin surveys. There must be at least two controlling monuments at each end of each survey line. Controlling monuments must be located beyond the influence of underground mining. The spacing of the monuments ranges from 15 to 200 ft. The UK National Coal Board (NCB, 1975) recommended a spacing equivalent to 0.20 of the mining depth. Peng and Geng (1982) recommended that the maximum monument spacing be dependent on mining depths as follows:

The Kamyr countercurrent tower leach process consists of a true countercurrent leach ?with a flocculated ore and fibre mixture entering the top of the tower and a cyanide solution or alternative lixiviant as well as a barren wash solution entering the bottom of the tower. It offers the possibility of including the entire leaching, solid-liquid separation and clarification processes into one unit or tower as opposed to the multiple leach tanks, filtration and clarification sections required in a conventional leach and precipitation plant. The tower process has been demonstrated in the laboratory and found to be effective for leaching gold, silver and other amenable ores. Based on laboratory results, Gencor and Kamyr have jointly constructed a 200 ton per day pilot plant in order to prove the process on a larger semi-production plant scale.

Under the Solid Waste Disposal Act, the Bureau of Mines initiated several accelerated in-house research programs to develop new and improved methods of proper and economic solid waste disposal. The program being conducted at the Bureau' College Park Metallurgy Research Center is concerned with eliminating the current waste of valuable materials in municipal refuse by developing low-cost methods for reclaiming and recycling the metal and mineral values contained in incinerator residues. Each year the United States must collect and dispose of in some manner or other, about 150 to 200 million tons of municipal solid wastes. The monetary output for this service ranks third among public services, exceeded only by the costs for schools and roads based on population growth projections and materials use patterns, the quantity of refuse generated by the early 1980's may approach 300 million tons annually. Currant estimates indicate that only 10 to 20 percent of the total municipal refuse generated is disposed of by incineration. If all refuse were properly incinerated the residues would contain more than 11 million tons of iron and nearly a million tons of mixed nonferrous metals including aluminum, copper, lend, zinc, and tin.

Introduction The Surface Mining Control and Reclamation Act (Public Law 9587) (hereinafter the "Act" or "SMCRA") passed by Congress in August 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations. In 30 U.S.C. § 1272, Congress provided that "[a]ny person having an interest which is or may be adversely affected shall have the right to petition ... to have an area designated as unsuitable for surface coal mining operations." Under the Act, an area can be designated as unsuitable where the mining operation will (1) be incompatible with existing state or local land use plans, (2) affect fragile or historic lands, (3) affect renewable resource lands where mining operations could result in substantial loss or reduction of long-range productivity, or (4) affect natural hazard lands where such operations could substantially endanger life and property. In enacting SMCRA, Congress mandated that each state establish a process to determine which, if any, lands within the state are unsuitable for all or certain types of surface mining operations. In response to this federal legislation, the Kentucky General Assembly adopted a state regulatory program for surface mining that included provisions direct¬ing the Secretary of the Natural Resources and Environmental Protection Cabinet to establish a program for designating lands as unsuitable for surface mining as required by the Act. In recent litigation in Kentucky, several environmental groups filed a lands unsuitable petition, later joined by the University of Kentucky, challenging a proposal by Arch Mineral Corporation to surface mine over 3 million tons of recoverable coal. The petition sought to designate over 10,000 acres of land adjacent to Arch's proposed operations as unsuitable for surface mining operations, basically alleging that the mining would disturb an outdoor laboratory. The filing of the petition activated Kentucky's regulatory scheme for reviewing lands unsuitable petitions that can result in an absolute prohibition against surface mining on the petitioned land for historical, environmental and other related reasons. The designation process involves vague petition requirements creating a situation that Arch argued is devoid of constitutional due process and subject to abuse by the petitioner on many fronts. Arch maintained that the lands unsuitable regulations do not grant adequate protection to Arch's legitimate property rights under the due process clauses of the United States and Kentucky Constitutions and are thus void and unenforceable. The entire process resulting in a decision on the petition took just under 12 months in the Arch case, and although Arch was ultimately successful in preserving its right to mine, Arch's surface mining permit was held up for this period of time. This delay led to the cessation of mining operations by Arch and the idling of over 250 workers. This paper will review the lands unsuitable designation process and the significant implications the process has for existing surface mining operations, currently proposed operations and even those long-range operations not yet contemplated. Special emphasis will be given to Kentucky's lands unsuitable program. Finally, the recent litigation involving Arch Mineral Corporation and its effort to surface mine 81.5 acres of Arch controlled property will be utilized to illustrate this very unusual regulatory scheme. Regulatory background Chapter 30, Subchapter F of the Code of Federal Regulations (C.F.R.) promulgated to implement the provisions of SMCRA, requires that each state establish procedures under the state's surface mining program for designating non-federal and non-Indian state lands as unsuitable for all or certain types of surface coal mining operations. 30 C.F.R. § 764.1. The C.F.R. establishes minimum standards for state lands unsuitable programs and sets out requirements for filing a Lands Unsuitable Petition (hereinafter "LUP"), processing LUPs, decision-making guidelines and hearing requirements. Kentucky has adopted regulations providing for the implementation of the lands unsuitable process as part of the state's regulatory program under SMCRA. The following discussion summarizes the principle components of the Kentucky lands unsuitable program.

INTRODUCTION During the last decade, several studies in France (e.g., Perraud et al. , 1970; Chameaud et al., 1974, 1979 and 1980) and the United States (e.g., Stuart et al., 1978; Cross et al., 1978, 1980 and 1981) have demonstrated the systematic production of emphysema, fibrosis and tumors in the lungs of animals exposed to radon daughters alone or to mixtures of uranium-mine air contaminants. The studies in beagle dogs have been particularly interesting because of the uncertain etiology of the disease and the (apparently) diverse results of the studies at the University of Rochester and the Pacific Northwest Laboratory (PNL). In the Rochester studies, reported by Morken (1973), beagle dogs were exposed to "normal" room air dust loads and radon daughters from 200 to 10,000 WLM*, delivered in 1 to 50 days (rate of delivery, about 200 WLM per day of exposure). Histological examination of tissues was conducted at 1, 2 and 3 years after exposure for all exposure levels. No cancers were noted in these dogs that received estimated alveolar doses of 34 to 1700 rad (0.34 to 17 Gy). Pathologic changes were found only in the alveolar and bronchiolar regions of the lung. These changes were small, subtle, variable, and widely separated, involving only a very small fraction of lung tissue. Lesions appeared as focal thickening of alveolar septa, with some metaplasia of alveolar cells and some hyperplasia of bronchial epithelium. In the PNL experiments reported by Cross et al. (1978), beagle dogs were exposed in lifespan studies to mixtures of radon daughters (rate of delivery, about 14 WLM per day of exposure), uranium ore dust and cigarette smoke. One group of dogs was exposed to cigarette smoke alone. Except in control and smoke-only groups, the dogs died within 4' years of the first radon daughter exposure, or were killed when death appeared imminent because of pulmonary insufficiency (characterized by rapid, shallow breathing). Control and smoke-only animals were killed at periods corresponding to highmortality periods in the groups exposed to radon daughters and mixtures of uranium ore dust and cigarette smoke. Emphysema and fibrosis were much more prevalent and severe in the lungs of dogs exposed to the mixtures. These dogs also had adenomatous lesions, which progressed to squamous metaplasia of alveolar epithelium, epidermoid carcinoma and bronchioloalveolar carcinoma. Pathologic changes in the upper airways of these dogs were most prominent in the nasal mucosa, and included a few squamous carcinomas in the nasal cavity. Respiratory tract neoplasia was noted after ~4 years exposure and at cumulative exposures exceeding approximately 12,000 WLM. Apart from differences in associated carrier aerosol (room air dust vs. uranium ore dust) and radon-daughter exposure rate (200 WLM/day, shortduration exposure vs. 14 WLM/day, long-duration exposure), the most obvious difference in the Rochester and PNL studies was the observation time following exposure (3 years maximum vs. >4 years). Although neoplasia may not have been observed in the Rochester animals because of the earlier termination of the experiments, it is surprising that other lesions, such as prominent fibrosis and emphysema, were not reported. A follow-up study (reported here) is currently in progress at PNL to determine the pathogenic role of uranium ore dust alone and, in particular, to clarify the role of the ore dust in the production of the massive pulmonary fibrosis observed in the earlier study. Pulmonary function testing (a recently acquired capability) was included in the follow-up study as an indicator of progressive change in lung tissue. MATERIALS AND METHODS Chronic (4 hr/day, 5 days/week) exposures began when the dogs were about 2 1/2 years old. Two identical exposure chambers provided space for simultaneous, head-only exposure of 24 dogs to ~l5 mg/m3 carnotite uranium ore dust. An aerosol diffusion system was incorporated in each chamber in order to channel fresh aerosol past each dog's head; uranium ore dust was added to the inlet room air with Wright Dust Feed Mechanisms* (WDFM). Uranium ore dust and condensation nuclei concentrations were measured daily; chamber aerosols were monitored occasionally for particle-size distributions as described for previous hamster experiments (Cross et al., 1981). The objective of this chapter is to discuss the interrelationship between industrial minerals and chemical manufacturing. It is intended to supplement rather than duplicate the commodity chapters. Particular emphasis is given to the pertinent chemical element and to market factors. Condensing this broad subject into a few pages of this handbook permits treating only the most important elements derived from industrial minerals. Hydrocarbons, which quantitatively dominate as raw materials for the chemical industry, are omitted, as are the metallic elements and the minerals covered in other "use" chapters such as phosphorous, potassium, and nitrogen for fertilizers, and titanium dioxide for pigments. The remaining six elements of major importance are: boron, bromine, chlorine, fluorine, sodium, and sulfur. These elements are treated individually under separate headings. [Table 1] affords an overview of the main industrial minerals, the chemical products derived from them, and end uses of the products. Salt brines have particular importance as raw material sources for the chemical industry. Table 2 is a chart of the chemical compounds derived from four types of brines: (1) Owens Lake-type brines, which are sources of boron and sodium compounds; (2) Midland-type brines, from which bromine, iodine, and chlorides of calcium, magnesium, potassium, and sodium are derived; (3) Searles Lake-type brines, yielding boron, bromine, lithium, magnesium, potassium, and sodium compounds; and (4) Silver Peak- type brines, produced mainly for lithium. MARKET ATTRIBUTES Some of the important market traits common to industrial minerals used by the chemical industry are: 1. They are international commodities, such as fluorspar and sulfur, which largely move to foreign consumers. 2. Grade, and freedom from deleterious elements are important factors affecting their usability in chemical processes. An example is salt (NaCl) used in electrolysis where ultrapure evaporated salt is required to meet rigid specifications. 3. Purified products take on the characteristics of specialty items and command a distinctly higher price than the basic commodity from which they are derived. 4. In practically all cases, chemical users require some sort of cleaning or beneficiation of the naturally-occurring mineral to bring it to specification, and individual specifications may vary from user to user for essentially the same use. 5. In some instances it is necessary to strike a balance between what the vendor can supply and what the buyer requires, with the result that specifications have to be eased to afford the needed materials in marginal cases. 6. Because they tend to be bulk commodities, low cost for handling and transportation are important and such costs may limit the area from which a chemical user can draw his supply. 7. Shipments are usually in bulk and frequently in multiple-car, full-trainload or full-shipload lots to reduce transport costs, which in turn may require large terminal investment facilities. 8. Purchases are generally by contract of one year or longer term, with spot buying playing only a minor role. 9. Contract prices are usually fixed in short term commitments, but may vary according to assay, with premiums and penalties for content above or below the norm; however, general practice is for specifications to be fixed in the contract with minimums being set for the desired material and maximums for undesired elements. In longer term contracts, prices are often escalated on labor, fuel, and other vendor processing costs. 10. Suppliers of individual commodities to the chemical industry tend to be limited in number and are generally medium- to large-size producers that supply a few major consumers. 11. The bulk of the mineral volume is for basic chemical uses, sulfur suppliers to sulfuric acid producers and fluorspar for hydrofluoric acid producers being typical examples. These basic chemical products then are used for the production of other products. 12. Shortage of a supply of adequate quality leads consumers to seek substitutes. In the case of fluorspar, much work is being done on recovery of fluorine from phosphate rock. Success in the form of fluorosilicic acid and/or hydrofluoric acid production could, in time, affect the hydrofluoric acid chemical industry. 13. Markets tend to be characterized by cycles of shortage followed by oversupply, with attendant wide price fluctuations. 14. Baniers to trade can have an adverse effect on the necessary movement of industrial minerals used by the chemical industry in international trade. Antidumping laws, quotas, and tariffs can disrupt or dislocate normal markets. 15. Chemical industry consumers may back-integrate for security of supply or for favorable economics, sometimes by joint ownership and often with experienced mining partners.

As Assistant Director for Program Support for the Office of Surface Mining Reclamation and Enforcement (OSM), a bureau of the U.S. Department of the Interior, I am responsible for the regulatory and abandoned mine land programs under the Surface Mining Control and Reclamation Act of 1977, which governs the environmental impacts of coal mining. My perspective is influenced by my current position and my previous positions in government and private industry. Sustainability is a cooperative effort of many parties and can only be achieved if each assumes their responsibilities for making it happen. I will highlight some of my thoughts on the role of government in achieving sustainability in the mining arena.

The lining of a mine shaft is one of the most important considerations in the planning and operation of an underground mine. Generally, the function of a shaft lining is to preserve the shaft opening in a manner compatible with the expected mine life and -the other shaft operations. Where shafts are the only means of surface access in a mine, they also serve a critical function for the safety of the entire underground operation. Routine repairs and maintenance work on the shaft linings are only possible in stable strata with only minor interruptions to the shaft operations.

'IM existing predictive methods were chosen for evaluation; an influence function (Bals Theory) and a profile function (hyperbolic). These ere applied to several field measured subsidence profiles over United States coal mines. The effect of homogeneous versus non-homogeneous overburden on surface subsidence is demonstrated and the utilization of Bals Theory as a subsidence predictive method for both types of overburden is examined. The major factor affecting subsidence profile characteristics is the migration of the inflection point toward the centerline of the longwall panel. A computer program was written to aid in the analysis.
