The US Bureau of Mines compared column flotation using either fine or coarse bubbles with conventional flotation on a Montana chromite ore. On deslimed ore, fine-bubble column flotation produced a &.7% Cr2O3-grade rougher concentrate with 87% recovery, compared with 43.8% and 43.5% Cr2O3-grade rougher concentrates with 85% and 77% recovery for coarse-bubble column flotation and conventional flotation, respectively. On undeslimed ore, coarse- and fine-bubble column flotation produced rougher concentrates containing approximately 41.5% Cr2O3 with 95% recovery, exceeding conventional flotation, which produced 35.6% Cr2O3 -grade concentrates with 87% recovery.

One possible alternative for the disposal of flue gas desulfurization (FGD) by-products is to use it as backfilling support material in highwall mine adits. The finite element method was used to analyze the variation in stresses and displacements within and around a highwall adit backfilled with FGD materials. The engineering properties of the rock material and the optimum mix of the FGD materials were obtained from laboratory tests. Finite element analyses show that, for the case in question, the roof displacement would decrease about 48% and the peak stress could be decreased by about 58%. The study indicates that fairly weak FGD materials can eventually lead to the stability of backfilled highwall adits.

The Central Florida Phosphate District, one of the most productive phosphate districts in the world, has been mined principally within Polk and Hillsborough Counties, Florida. Recent development is extending the district southward into Hardee, Manatee, and DeSoto Counties. This area is known as the Southern Extension. The combined area of these two phosphate-bearing areas encompasses about 2,000 square miles. Structurally, the district and its Southern Extension lie at the southern end of the Ocala Arch and are flanked by the Hillsborough High to the northwest. South of this area is the South Florida Embayment. The Osceola Low lies to the east. The phosphorite within the Central Florida Phosphate District generally dips very gently (<0.1°) to the south. The boundaries of the central Florida Phosphate District are generally defined by thinning of the phosphorite due the adjacent structurally high areas to the north, west, and east, and by increased clay, CaO, and MgO content reflecting lithologic differences to the east and south. The Bone Valley Member of the Peace River Formation and reworked sediments of more recent age were the primary ore-bearing horizon in the Polk-Hillsborough County area. As those reserves are depleted, the less desirable phosphorites of the Peace River Formation are being exploited in the Southern Extension.

A plant trial of a new on-line pressure vessel rheometer for slurries, developed at Michigan Technological University, was carried out at a nearby copper concentrator. The rheometer measured the flow curves (shear stress vs. shear rate) of chalcocite slurries. Viscosity of non-Newtonian slurries changes with shear rate and so, for such slurries viscosity measurement at a single shear rate (often seen in the literature for grinding and classification studies) cannot be correlated to process performance. For these slurries, viscosity at various shear rates can be measured from flow curves generated by the pressure vessel rheometer. Other rheological properties, such as flow type and yield stress can be determined by this rheometer to better characterize the slurries. The slurry at the copper concentrator consisted of ground chalcocite ore. The solids content in the slurry varied between 30-60 % by weight. Top size of the particles was 125 micron, and 80% passing size was 34 micron. Measurements by the pressure vessel rheometer showed that most of the slurries had pseudoplastic flow at shear rates below -3000 sec-l, where the viscosity of the slurry decreased with increase in shear rate. Above -3000 sec-l, like a Newtonian fluid, the viscosity of the slurry remained steady. Flow curves and viscosity from the pressure vessel rheometer were verified with a Brookfield viscometer and a vibrating sphere viscometer, and the results were found to be accurate.

Rock characterization for geotechnical purposes using the microhardness technique is discussed in this paper. The concept of rock characterization and its steps are logically developed. The geotechnical properties should be functionally tethered to the technological problems for characterization. The overriding geotechnical concern is rock mass stability. The important factors in this respect are rock properties, structural discontinuities, ground water, field stress, temperature and technological factors. The rock properties are the primary factors and the other factors generally affect rock properties. Of the rock properties the strength and elastic properties can form a basis for rock characterization. The microhardness technique can provide these two properties. Study on coal shows that the microhardness impressions can be used for this purpose. On the basis of this study coals of all ranks can be divided into distinct geotechnical groups. The details of these are discussed in this paper.

INTRODUCTION A rail rapid transit system called the "Metro" system is presently under construction in the Nation&apos;s Capital area. The agency responsible for the design and construction of the Metro system is the Washington Metropolitan Area Transit Authority, an independent tristate organization set up under an Act of Congress and financed by federal, state, and local public funds supplemented by revenue bonds. When completed, the Metro system will comprise nearly 100 route miles. About fifteen percent of this mileage is now under construction, while designs for the-remainder are in progress. The system is scheduled for completion in about eight years at a cost of approximately 3 billion dollars. The Metro system will involve nearly all types of construction generally used for rapid rail transit projects. About half of the mileage will be underground, comprising approximately 16 miles of rock tunnels, 10 miles of earth tunnels, and nearly 21 miles of cut-and-cover construction in earth (see Figure 1.). The remaining 51 miles of the system is planned to be constructed on the surface as at-grade or elevated structures. The system includes 86 passenger stations, 53 of which will be underground structures. Twelve of the underground stations will be large size chambers in rock while other underground stations will be constructed in earth as cut-and-cover structures. Thus, about one-fifth of the system will be designed as underground structures, namely tunnels and stations, in rock. While surety capacity for the mining industry continues to shrink, States are demanding greater financial certainty for closure/post closure obligations. To combat these demands, larger mining companies are pursuing a Mining Surety Reinsurance Program that requires a significant up front capital contribution. This paper outlines an alter-native program for middle market mining organizations. The program utilizes a “Blended Finite Risk” environmental insurance solution with surety acting as the “front” in states where insurance is not an acceptable form of collateral. Marsh proposes creating separate programs for each State requiring surety. The reason for separate programs stems from each states’ different surety rules. Insurance companies typically require at least $5 million in future value remediation liabilities for finite risk programs. Since most middle market mining companies have obligations that fall below this threshold, the Blended Finite Risk Program contemplates combining several companies closure/post closure liabilities to accomplish the minimum amount required by the insurance company. Why use a Blended Finite Risk Program? One of the primary benefits is the financial assurance that funds will be available for planned remediation. For example, the financial assurance may be required by a government agency. The certainty may help facilitate a merger or acquisition. Additionally, the funds may be part of a CER-CLA PRP settlement. In all cases, the insurer providing coverage would be a secure independent 3rd party. A Blended Finite Risk Program also provides a long-term solution – up to 30 years and in some select cases longer. The benefit to a state or the BLM is the removal of financial uncertainty. An insurance company writing the policy would have an AA or AAA balance sheet. The hardening of surety markets coupled with the tightening of financial assurance requirements in many states have necessitated the posting of 100% collateral. This program substantially reduces these collateral requirements.

INTRODUCTION The early record of tunnel excavating machines in hard rock tunneling has not been one to particularly brag about. We have all heard the stories of major difficulties when trying to break hard rock with machines at promised advance rates of several times that of conventional drill and blast. Unfortunately, sometimes this has not happened. It has been through this trial of the past generations disappointments that today&apos;s TBM&apos;s have evolved to their present high level of performance in a wide range of ground conditions. Today&apos;s machines offer much increased reliability and durability. This translates into high availability to the tunnel contractor. Although there still are occasional disappointments being reported, the state of the art is that reliable and predictable machine excavation of rock now is both a reality and well founded expectation. The most recent editions of Atlas Copco&apos;s MINI/MIDI Fullfacer, we feel, make a strong contribution to the reliable performance of todays TBM&apos;s---especially in small-size rock tunnels. This report will, 1.) explain the equipment and effect of rock both on the cutting technique and machine performance; 2.) list advantages of the non-circular shape, during and after construction; 3.) list applications in civil and mining industries; 4.) discuss North American experiences, performance and costs; 5.) list advantages over drill and blast and; 6.) discuss briefly lease arrangements.

This case study embodies the problems of an underground project under current contracting practices. It will provide a realistic framework for a structured examination of the anatomy of a major complex underground project. Just as it will illustrate the frustrations of the parties to an underground contract, it will also provide a means to examine potential opportunities to provide a better way to develop underground space. Urban Transit Authority (UTA) had planned to expand their heavy rail underground transit system through an extension to an existing line. UTA lacked sufficient funding to guarantee the construction and operation of this planned extension. Venture Partner Associates (VPA) in conjunction with four major department stores entered into an agreement to create a major underground space for a commercial/recreational facility. The concept was to locate the facility adjacent to a planned station and beneath existing aboveground office facilities. This group was known as Commercial Development Corporation (CDC). UTA had reached an agreement with UMTA to provide 20 percent of the line and station costs. UTA then entered into an agreement with CDC to provide the needed additional funding for the station work in return for locating the station adjacent to the planned underground commercial/recreational complex. The agreement called for CDC to contribute 20 percent to the station cost to a maximum of $25 million plus a one percent contribution from commercial/recreational revenues for operating costs.

The Bureau of Mines is investigating the leaching of phosphate values from Florida phosphatic clay wastes using sulfuric acid (H2SO4) as the leaching agent and methanol as the solvent. Acid-alcohol leaching studies were done using research-grade apatite to investigate potential causes of flow extractions. It was found that a barrier layer formed on the surface of the apatite. Initial discovery of the barrier layer was made by analyzing pure apatite samples before and after leaching using an optical microscope. Subsequent Fourier Transform Infrared (FT-IR) analyses proved the coating was calcium sulfate hemihydrate (CaSO4•1/2H2O) and that unreacted apatite existed beneath the coating. Scanning electron microscope (SEM) photographs depict the CaSO4• 1 /2H20 morphology as long slender crystals adhering to the apatite surface. It was also shown that grinding the leached tailings and leaching again in the H2SO4-methanol system resulted in additional phosphate extraction.

Stability of an underground opening can be defined in several ways. To geologists and engineers that are used to working in geological environments where the major parts of the works after careful scaling can be left unsupported during the construction period as well as during operation, any rock mass behavior that requires reinforcement, support or lining may be regarded as a stability problem. To colleagues excavating underground openings in geological environments that require continuous use of reinforcement or support and lining "stability problems" are often associated only with those parts of the work where "standard" construction procedure and method of reinforcement or support and lining is inadequate, and special measures therefore needed. In either case, a major objective is to assess the stability problems correctly -as far as possible at the planning stage -- and choose methods for excavation and reinforcement or support that will bring the opening safely and as economical as possible through the problem areas. INTRODUCTION It is not uncommon that stability problems associated with faults or seams have been described as "unexpected." This term has unfortunately been used to indicate that no one knew that the fault or seam existed prior to excavation. A careful review of documented cases where serious stability problems have occurred revealed that the existence of these zones most often was known, but that their behavior was incorrectly assessed prior to or during construction. Miscalculations have been made in terms of the type and magnitude of loads that developed, and in particular in terms of the time-dependant behavior.

The direct recovery of precious metals from a1kaline cyanide solution is frequently accomplished by the well-established Merrill-Crowe process involving zinc-dust cementation. This is particularly true for silver. Plant data from two operations are presented and analyzed in terms of intrinsic reaction features. In such Merrill-Crowe plants a plate-and-frame filter press acts as a semicontinuous fixed-bed reactor with a distribution of particle retention times. For the plants studied, 99Yo of the silver is recovered with a solution retention time of less than 2 min. Differences in plant operating conditions and product characteristics can be related to the nature of the surface deposit of silver which forms on the zinc particles. From laboratory experiments and plant samples it has been found that the presence of lead in the system activates a change in the silver deposit morphology to the dendritic state which affects the rate of silver deposition as well as the filter cake porosity. Finally the plate-and-frame press is considered from an engineering perspective as a semi- continuous fixed - bed reactor to describe the behavior of the system.

Outcrops of the Nubian Sandstone Series cover approximately 180,000 km2 in southern Egypt. Within the series, oolitic iron ore beds occur. The only comprehensive information available on stratigraphy of the iron beds is for the area east of Aswan, otherwise information is exiguous, sparse or unreliable. Based on this low level of information, the iron potential of the Nubian Sandstone Series was assessed and an exploration strategy formulated specifically tailored to the assessment. The area covered by the Nubian was divided into five regions, each comprised of 100 cells. A spatial distribution, i.e. negative binomial, was assumed adequate to describe the number of targets per cell and was indirectly calculated using a compound poisson distribution. Estimate of the only unknown parameter - the average number of targets per cell - implicitly/explicitly incorporated available geologic and economic information into the assessment. A probability distribution for the number of targets per region was then derived from the cell probability distribution. An allocation model based on the regional probability distribution assessment as well as on an estimate of the exploration effectiveness and on the exploration budget determines the optimal time to be spent in each region.

Although the first published optimum pit limit design algorithm by Lerchs-Grossmann dates back to 1965, the majority of the open-pit mines in the US has not as yet adopted such a rigorous optimization algorithm. Instead, the floating cone approach initially developed by Kennecott Copper in 1961 is still used today for various reasons. However, shortcomings with the floating cone algorithm, particularly for precious metal deposits with erratic mineral distributions, have provided a renewed interest in optimizing algorithms. This paper compares the performance of the floating cone algorithm with the rigorous optimization algorithm of the Lerchs-Grossman&apos;s graph theory and the newly developed maximum network flow algorithm by Hanson (1986). The maximum flow algorithm is a modified version of the logic as initially advocated by Johnson in 1968. Comparisons are made for three different deposits in terms of the total profits generated and the computation times involved. The results of the comparison show that both algorithms produced higher total profitability pits than the floating cone in all three deposits, although the increase in profits never exceeded 1 % of the base design obtained using the floating cone. Between the graph theory and maximum flow, graph theory produced consistently higher profits. The current version of maximum flow, however, cannot be modified to produce the optimum pit. Nevertheless, the authors prefer the maximum flow over the graph theory, simply because it is easy to program as well as to explain.

The research is carried out to investigate the flow mechanics and effectiveness of face ventilation using induction fans, as an effort to provide a more efficient alternative to conventional auxiliary duct or brattice ventilation systems. The induction effects and plume longevity of fluid jets are being studied with the help of a plexi-glass model, using water as the fluid medium and creating a system that is dynamically similar to the flow in mine headings. This scaled model represents a typical 1.5m x 6m x 25m heading connecting to a crosscut. Reynolds Number criteria are used to obtain dynamic similarity of the flow in the designed model to simulate real mining conditions. The role of various parameters such as nozzle position in three dimensions, airway roughness, nozzle geometry, and flow rate in the jet are studied. During the laboratory tests, flow visualization techniques, coupled with still and video photography, were employed to identify the flow patterns. The results indicate that in typical coal mine headings, jet fans can produce effective face ventilation for distance up to 30 meters.

INTRODUCTION The Laurens Street section of the Northwest Line of the Baltimore Region Rapid Transit System, located along Pennsylvania Avenue between Pitcher Street and North Avenue is situated in material which cannot be definitely categorized as soil or rock. However, in the area of residual soils in which these tunnels were constructed, considerable attention was required to determine the character of the ground so that the designers and the constructors could properly evaluate the behavior of the ground and plan their respective efforts accordingly. The Laurens Street sections structures consist of twin rock tunnels, station structure, traction power substation, vent shafts at both ends of the station, the midline vent shaft, and the twin mixed-face tunnels. This paper concentrates on the mixed-face tunnels which extend from Station 99+67.03 (O.B.) to Station 102+49.00 (O.B.) at the southern end of the section. Since the completion of the design of this project, the Laurens Street section has been renamed the Upton Station. (See Figures 1 and 2). SUBSURFACE INVESTIGATIONS At early stages, three preliminary studies were performed by the General Soils Consultant (Ref. 1, 2, & 3). The purpose of the first study was to ascertain the generalized geological and subsurface conditions which might be encountered in the region. No borings were performed for this study. It is four years since the seminal study of demand for rapid excavation by the National Academies of Sciences (NAS) and Engineering outlined this technology&apos;s opportunities, requirements and significance to the challenges of urbanization and natural resource conservation. The demand study was quite simple. Opportunities were valued at market while requirements to produce new technologies were valued at cost. The significance of new technology in economic terms was measured by the net discounted gains to users over time. The Academy view in 1968 was that these gains, even most modestly estimated, appeared large enough to justify the bill for research proposed by that Committee (1). In 1970 the question of demands became international in what is recognized as the first international experiment in technological policy analysis, terminating in the Advisory Conference on Tunneling of the Organization for Economic Cooperation and Development (OECD)(2). A monumental demand survey formed the basis for its economic assessment. The twenty-two OECD nations also made an impressive attempt to measure the magnitude of existing research and development efforts. In their recommendations periodical statistical demand forecasting and collection of demand data (Recommendation 1) was given central importance for public planning (Recommendation 2), the financing of public construction (Recommendation 3) and the encouragement of technological advance (Recommendation 4). Their program for international cooperation led to OECD&apos;s establishment of a Directorate for Environmental Affairs, and influenced the organization of the World Environmental Conference meetings now held in Stockholm under United Nations auspices. Declining US ore grades along with skyrocketing energy, materials, labor, and regulatory costs underscored the urgency for technological innovation in the mineral processing area. Re¬liance on the scale-up and automation of unit operations was the sector&apos;s primary battle plan. Debate continues on the upper size limit of concentrating plants and whether process controls should be centralized or distributed in the mill. In the materials handling area, the economics of large-scale and mobile systems, particularly conveyors, were well documented in the literature. Comminution, the most costly and energy consuming area of the processing flowsheet, saw improvements in process controls and liner designs. The trend toward larger grinding units stalled somewhat during the year owing to some operational problems at commercial plants. Research and development of apparently less expensive physical separation processes-that also boast recovery of cleaner and more environmentally acceptable products -gained momentum during the year. Because of escalating capital cost requirements for new plant capacity, the year saw a greater interest by mill designers to re-examine existing capacity. The focus here is clearly to modify or retrofit unit operations with more efficient components as an alternative to installing more costly new equipment. INTRODUCTION The Empire Mine is an iron ore mining, concentrating and pelletizing facility operated by The Cleveland-Cliffs Iron Company in the Upper Peninsula of Michigan. Owners of the mine are Inland Steel, LTV Steel, Wheeling-Pittsburgh Steel and Cleveland-Cliff s. The orebody is a fine-grained, low grade iron formation with magnetite as the primary constituent. Also present are iron carbonates, iron silicates, chert, hematite, goethite and quartz. The original six concentrating lines were started in late 1963. Successive expansions of ten lines in 1967, five lines in 1974 and 3 lines in 1979 have resulted in Empire reaching a present annual capacity of 8.0 million long tons of pellets. The Empire flowsheet was developed over several years of laboratory bench testing, pilot plant testing and testing of a full-scale primary autogenous grinding circuit. Since the original flowsheet was established, modifications have been made based on pilot plant and full-scale plant tests. The present flowsheet for three sections of the concentrator consists of one stage of crushing, two stages of closed circuit autogenous grinding, two stages of magnetic separation, one stage of hydraulic concentration and two stages of flotation (rougher and scavenger). The flowsheet for the fourth section of the concentrator (Empire 4) is the same as the first three sections, except a crusher has been added to crush excess pebbles. The Empire 4 flowsheet appears in the at- tached figure. PRIMARY GRINDING CIRCUIT FLOWSHEET Empire has a total of 24 individual grinding lines. However, at the present time, Line 1 is not being used for processing crude ore. The primary mill on Line 1 is now grinding flux stone for fluxed pellet production and the secondary mill is being used as a ball mill to grind rougher flotation tailings prior to a scavenger flotation circuit.
