English China Clays, the world's largest producer of China Clay, has its main production capacity in the South-West of England, where a complex of pits, refining plants, dryers and ports covers an area of approximately 100 square kilometres. The possibility of a computerised information network was first considered in 1980. The system was required to provide information at the central level and also at local plant level to improve co-ordination and control. Immediate access by any authorised user, and flexibility of interrogation were important aims. A small micro-based prototype system was implemented in 1981, and later that year development of the mainframe system commenced. This latter system will provide at least one terminal in every works location and will allow inter-communication of laboratory test data as well as detailed stock levels and production data. An integrated system for order processing will allow stock levels to be monitored in relation to anticipated requirements. The system has been developed by the Data Processing Department using the IDMS database package running on an ICL ME29 mainframe. It was decided to use microcomputers as terminals, which although more complicated because of protocol emulation allows stand-alone applications to be run on the same equipment. Those applications concerning Production Planning are outlined in the paper. Communication on the network is by synchronous transmission over dedicated lines. All data is stored on the central database with terminals accessing it in a star configuration. The system is currently partially implemented with 30 available screens at 18 separate worksites.

Engineers and psychologists at the University of Kentucky have developed simulation exercises that teach and test proficiency of mining technical personnel for coping with planned and accidental connections between separate air courses in underground mines. The exercises are based upon investigations of actual mine disasters. The exercises are judged as valuable and interesting training materials by experienced mining personnel. Although these specialists generally perform well on the exercises, potentially fatal errors are not uncommon. The use of such realistic exercises may better prepare miners for preventing and coping with underground mine ventilation emergencies.

The effect of particle size on the flotation of coarse particles is analyzed. It is concluded that turbulence and the presence of the froth layer are detrimental to the recovery of coarse particles during conventional flotation. A counter-current column cell is proposed to avoid these two factors. In this column, a net upwards flow of water is prevalent, such that no froth is allowed to form on the top. Also, the levitation of heavy bubble-particle aggregates is helped by the ascending water current. Preliminary work at laboratory level with kilogram-size samples indicated that under similar conditions recoveries in the column were much higher than in conventional cells. Flotation results obtained with coarsely sized phosphate and quartz samples are presented. One interesting feature of this type of column is very fast flotation kinetics. Thus, a short column (only 55-cm collection zone) yielded, full recovery of floatable values.

Mineral processors have evolved from "handbook-based" decision makers to "model-based" decision makers. With this evolution have come significant improvements through increasing productivity, decreasing capital and operating costs and increasing product quality. This paper traces the development of model-based decision-making technology over the last 40 years and documents the benefits resulting from systems optimization using these tools. Some speculation is ventured concerning the future of model-based decision-making tools and their use in the field of mineral processing.

In 1967, a major impoundment to contain phosphate tailings was built near Columbia, TN. Precise records were maintained on the behavior of the impoundment throughout its 20-year active life. The volume of the impoundment was determined. The DNT (dry net tons) of solids added to the impoundment were continuously measured. The rise of the mud line in the impoundment was measured monthly. The density of the settled strata was determined, as required to understand the behavior of the settled tailings. And experiments were per formed to increase the settled density of the clays. The impoundment is currently being retired and stabilized. It covers more than 400 acres and the settled muds are almost 200 ft thick. The clays have been sufficiently solidified with electroendosmosis to support the growth of cypress trees. More than three milllion trees are being planted.

Increasing conveyor capacity and reliability is a common goal for many underground mines. This task is especially challenging when you must work with existing structure, belt, etc. Meeting this challenge, The Pittsburgh & Midway Coal Mining Co. North River Mine switched from constant fill to actively controlled fluid couplings, realizing a capacity increase from 2,100 tons per hour (2,300 stph) to 2,550 tons per hour (2,800 stph), with improved reliability. This paper will present a case study of The Pittsburgh & Midway Coal Mining Co.'s North River Mine underground conveyor haulage system. These conveyors included the main line conveyors as well as a tension controlled tripper booster panel conveyor. Characteristics and performance of the coupling and control system will be illustrated, demonstrating the systems controllability, simplicity, and dependability.

Many oxide silver and molybdenum deposits remain undeveloped because chemical extraction yields poor recoveries or is environmentally unacceptable. Bioreductive leaching of such ore samples at MBX resulted in high extractions of silver and molybdenum. When baseline, three-day, cyanide bottle-roll tests were conducted on manganiferous-oxide silver ore, 13.7% of the silver was extracted. In contrast, 86% of the silver was microbially solubilized into the organic growth medium by bioreduction with 99.8% dissolution of manganese. A followup cyanide bottle-roll test yielded an additional 8.5 % silver dissolution, for a total extraction of 94.5%. Baseline, three-day, acid bottle-roll tests of the iron-oxide molybdenum ore Yielded 1.8% molybdenum. However, bioreduction solubilized 93.3% of the molybdenum into the growth medium. An additional 0.3% molybdenum was solubilized during the followup acid bottle-roll test. Microbial treatment of refractory oxide ores with bioreductive bacteria resulted in higher extractions of silver and molybdenum than conventional chemical leaching. The bioleaching process occurred at a near-neutral pH at ambient temperatures. The bacterial solubilization of silver and molybdenum was achieved without the use of cyanide or sulfuric acid.

In recent years limited markets have been developed for fly ash, the dust removed from coal-burning powerplant stacks, but most of it is still dumped in spoils areas at a cost ranging from 20 cents to $1.75 per ton. Aside from this cost, the creation of huge spoils areas can present a considerable aesthetic problem. Since the present annual fly ash output of about 20 million tons will probably reach 30 million by 1970, and because satisfactory disposal areas are becoming more limited, markets for much larger quantities of the waste are needed to keep disposal costs from becoming a significant economic factor in coal-burning powerplant operation. Current stress on air-pollution control and beautification, plus the vital need for good powerplant economy, makes it imperative, therefore, that coal producers and consumers expand markets and develop new applications for fly ash. Markets for established uses can be increased by making a greater effort to sell fly ash. New large tonnage markets for fly ash should be sought via more intensive, coordinated research. The economics of fly ash utilization underscores the vital role that must be played by research. To be competitive with other products, processes for the conversion of fly ash into marketable materials face difficulty in regard to two important economic factors--transportation cost and product utility--the other economic factors are favorable. Raw material costs of fly ash, for example, are quite attractive, and supply is no problem because there are many coal-burning powerplants in operation and many more are planned. Demand for products made from fly ash will grow if their utility is established and a good sales program is initiated. The major problems then are transporta¬tion costs and development of useful products.

Although other methods of mineral concentration have been developed over the years, gravity separation remains one of the most efficient and economical for cleaning coal. The concentrating table and the spiral separator are popular devices used for the separation of minerals by exploiting the differences in specific gravities of the product material and the gangue. While the former device has been servicing the coal industry for over 75 years, the latter seems to have not been employed extensively for coal cleaning purposes in this country. As far as coal preparation is concerned, both separatory devices seem to be most efficient for intermediate to fine size fractions. As it stands there exists a great deal of confusion amongst preparation engineers and plant managers as to whether spirals can have a place in the coal industry. If so, whether their come back is the beginning of the end for concentrating tables, or can they be employed along with concentrating tables to contribute toward more efficient cleaning processes resulting in an improvement in the overall economics of the coal preparation industry. This paper examines the efficiency of both systems for coal processing operations as well as the basic principles, operational variables, economics, advantages and disadvantages associated with each unit operation. Attempts have been made to draw conclusions and make recommendations as to which system would be more beneficial for coals of known characteristics.

The role of governments as a factor in the international non-metallic minerals industry can take several forms. Classically, the government acts as a taxing agent, collecting part of the economic rent on behalf of the country from private-sector mine operators. In addition to its taxation policies, the state can and does provide the practical commercial framework of regulatory and fiscal incentives and restraints that shape the activities of the mining firms. In addition to its functions as an agent of the public interest, the government can choose to take a more direct stake in the mining industry, and has done so in the instance of several industrial minerals that are actively traded on world markets. In this paper, the actions of three governments are reviewed and the consequences of their actions are examined.

Dr. Emrick, honored guests, distinguished speakers, ladies and gentlemen, I am Langan Swent, Vice President for Environmental Affairs and Occupational Safety and Health, of Homestake Mining Company. Today, I appear on behalf of the American Mining Congress, as chairman of its uranium mine health subcommittee. The American Mining Congress is a trade association of several hundred members, which include the producers of a large proportion of the nation's uranium. I've been asked to make a statement of principles for the uranium industry. There are two types of principles that apply to industry in general, and specifically to the uranium industry. Some have external origins and apply regardless of what industry does or thinks. Others are generated by industry itself and serve as goals for the industry. I'll discuss some of each type. I'll limit my statement to those principles related to the subject of this conference--radiation hazards in mining. I won't take your time trying to explain some of the unrelated principles that we must all contend with, such as Parkinson's Laws, Murphy's Law, and the Peter Principle. First and foremost, industry has a sincere interest in the well-being and health of its employees. There are two basic reasons for this. One is a basic respect for human lives, especially those of people we see and work with every day. No one in management wants to carry the lifelong burden of blame for a life lost due to poor working conditions. Most uranium and other mining is done in small communities. Production workers, maintenance workers, service workers, shift bosses, foremen, superintendents and managers all live in the same community. They attend the same churches. They serve together in civic activities. Their children go to the same schools. If one employee in such a community loses his life due to poor working conditions, those remaining know in a daily and intimate way the resulting personal tragedy, usually of a bereaved widow and fatherless children. This sad experience makes the community, including industry management, intensely sensitive to the need for maintaining good working conditions in the mines. But what about the segment of industry that does not live in the mining communities? Corporate and owner's offices are frequently hundreds of miles from the communities where the mining takes place. Many of these people are not personally acquainted with the workers, and there are few close personal ties between the two communities. The distant staff are, however, still human beings and motivated by the same basic human respect for life. Mr. Manuel Gomez of MSHA and a member of the planning committee for this conference summed this point up expressively when he told me: "No one group has a corner on compassion." In addition to compassion, there is another factor. In both communities the basic assignment to everyone is to produce profits. In carrying out this assignment, supervisory and management people are acutely aware of the high cost of illnesses and accidents. Their objective of maximizing profits is advanced significantly by minimizing illnesses and accidents at the mines. A business that has illnesses and accidents generally suffers from poor employee morale and high employee turnover, both of which detract from profits. Next, I would like to talk about what industry has done in the field that is the subject of this conference. We have worked at all sorts of methods to reduce exposure of employees since the exposure standards were first introduced and then lowered. Other speakers will go into details of technology, and I'll simply comment on exposure results. These are best shown in Table 1. The table shows the average WL to which miners in U.S. underground uranium mines have been exposed since 1937 through 1980. The trend of decreasing radon daughter concentrations throughout the period is obvious. Figure 1 presents this data graphically and shows the trend at a glance. This record begins in 1937 when uranium, as such, really wasn't being mined or sought. The concentrations given by the U.S. Public Health Service were for a few small vanadium mines which carried uranium as a by-product. A few years later, when the Manhattan project to develop the atomic bomb was begun, these mines became the first U.S. uranium mines and the vanadium became the by-product! The radiation hazard then also received attention and the average concentrations began to decline. As knowledge of the reality of the hazard spread, conditions improved. The search for uranium in the U.S. turned up new and larger ore bodies that had to be mined by large underground mines. These mines involved ventilation planning from the beginning, and when they came into production in the late 1950's they lowered the average concentrations greatly. Then in 1960 the American Standards Association adopted a standard setting 1 working level as a satisfactory condition, and several action levels up to 10WL, at which point removal of people from exposure was called for. As a result of the uranium producing states governors' conference in December 1960, state mine inspection agencies, in the early 1960's, began to adopt and enforce the ASA standards. As a result, average concentrations again declined. In 1967, the Federal Radiation Council recommended an annual limitation of 12 WLM per individual. A hydraulic rock breaker was developed in Germany by Helmut Darda and uses a wedge-plug and feathers mechanism powered by a 10,000 p.s.i. power pack. During the past four years these tools have been increasingly used all over North America for secondary breaking of boulders and rock. More recently, techniques have been developed to break rock off the solid in trenches and rock emplacements where blasting is pro¬hibited or very limited. Underground operations are commencing to adopt the splitter for scaling plus including systems which can be efficiently applied to chambers and mines. Mr. Neil Duncan, who was originally scheduled to give the main part of this presentation has, during this past month accepted a position with the Alberta Energy Resources Conservation Board in Calgary. The board encourages its members to take part in seminars such as this but, unfortunately, due to the heavy pressure of work, it was impossible for him to attend this conference. Mr. Duncan has, however, forwarded me his notes and suggest¬ions, and using these, combined with a slide presentation, we feel that we can quickly and clearly define the operations and application of the hydraulic splitting technique as it applies to your profession and tunnelling work. The first question that most of you are asking is, "Why use a hydraulic splitter if you can blast?" Our answer to this is that we are not advocating the use of hydraulic splitting where blasting is feasible - but, during the past decade many applica¬tions have arisen where blasting is not allowed, or restricted

Welcome to Chicago and to the first North American Rapid Excavation and Tunneling Conference. It is a great privilege for me to serve as the Chairman of the Executive Committee of such a Conference. We are here because of the rapidly mounting interest of technicians the world over in turning the potential use of underground space into sensible and economical benefits to people. This Conference certainly provides a major forum of international importance and scope for the exchange and dissemination of up-to-date knowledge on the technology of underground excavation and tunneling. The discussions will also surely delineate the immediate and longterm challenges we must approach in multidisciplinary force. We must exercise leadership in the problems we are trying to solve. Your program shows the breadth of the technical discussions which are going to be underway here during the three days of this Conference. I am not going into technical aspects or detailed discussions of the many uses to which underground space may be devoted. I also will leave to the technical meetings the outline of the state of the art. But I do want to tell you of the progress being made in channeling the expertise of many of the world's foremost authorities on rapid excavation and tunneling to consider the problems, laying the ground work for needed research, and provide the leadership in converting unused subsurface potentials to improve the quality of life. Since the report of the 1972 Rapid Excavation Conference in the city of Chicago, speculation has continued concerning the estimates of tunneling demand. Little has been published that would persuade me to modify substantially the rather tentative estimates that originated with the National Academy of Sciences-National Academy of Engineering (NAS-NAE) study of 1968 which were recomputed by the United States in the survey of the Organization for Economic Cooperation and Development (OECD) in 1970. The OECD estimates, of course, hedged the really difficult question of forecasting civil construction tunneling demands. In the United States contribution, this was done by predicting both an upper and lower bound for important categories of demand. A discounting procedure was then applied to each of the major sectors of expenditures, permitting a forecast that reflected the current subjective assessment of how extensively and how likely cities were to adopt plans that required tunneling. This was done for water, utilities, transportation and other novel underground facilities. The purpose of this paper is a modest one. In it I wish to describe the efforts made since 1972 to generate more thoughtful and more robust estimates of urban sector demands, and to apply what has been learned to the most difficult category of predictions: those for urban mass transit systems. Philip M. Hocker is president of the Mineral Policy Center (MPC), a Washington, DC-based, non-profit organization formed to "address the environmental problems that are caused by mineral development in both the hard-rock mining and onshore oil arenas." Hocker has been involved with resource development and environmental policy issues since the 1970s. He has been a plaintiff in several lawsuits regarding environmental management of federal onshore oil and gas leasing. He was also active in the 1987 campaign to pass the Federal Onshore Oil and Gas Leasing Reform Act. Hocker served on the board of directors of the Sierra Club from 1980 through 1986. He is also a member of SME and spoke at the welcoming luncheon and keynote session of the SME Annual Meeting and Exhibit, Feb. 14, 1994, in Albuquerque, NM. In his role as president of MPC, Hocker has become a major player in the ongoing battle concerning mining law reform. And, while the mining law issue is the most visible and controversial issue confronting the mining industry and MPC, Hocker's organization is also active in clean water reform and other public policy issues that concern natural resource development and the environment. Hocker and MPC invoke a wide spectrum of reactions from the mining industry, most of it negative. Even so, the editors of ME decided that SME members should hear from Hocker his views on domestic mining, including mining law reform, clean water legislation and other environmental issues facing the industry.

An intensive study was started in 1968 to determine the most economical process for winning nickel and cobalt from an extensive de- posit of complex, low grade nickel-cobalt ore (1.6% Ni, 0.10% CO) designated "the Greenvale ore." In 1974 the commercial plant at Yabulu, in Queensland, Australia, began processing the ore. In the interim, a great deal of laboratory and pilot-plant effort was applied to develop technical, process and commercial design data to demonstrate to potential financial backers and customers that a full-scale plant was feasible. The laboratory test work, pilot plant facilities and pro- gram are briefly reviewed in this paper.

The flotation mechanisms of various flotation machines are briefly reviewed. The counter current column flotation mechanism is described in more detail. The merits of counter current column flotation include; improved metallurgical performance in terms of grade and recovery, effective cleaning action in the long cleaning zone with a blanket of fresh water, smaller floor space required due to the vertical configuration of a flotation column, low capital, operational, and maintenance costs due to the absence of moving parts and finally, easier flotation control due to the simplified circuit. The results of column flotation studies on various minerals and coal at CANMET are discussed. Some of the industrial experiences with the Canadian flotation column on various sulphides, oxides and coal are also presented.

The solvent extraction process as it applies to the recovery of metals from solutions on a comnercial basis is described. The four types of classes of sol vent extraction reagents are explained: 1) solvation, 2) acidic, 3) ion-pair, and 4) chelation, and examples of each type of reagent system are given. The uranium and copper extraction examples, using the ion-pair and the chelate reagent types respectively, are presented in greater detail to illustrate the more subtle aspects of reagent evaluation and selection. Practical experiences in the laboratory and at some operating plants are a1 so discussed.

Anomalous geologic or stress conditions ahead of a longwall face have the potential of causing great harm to both the individual miner and the mining operation as a whole. NSA Engineering has been developing seismic tomography techniques to image the panel ahead of the face. This paper presents the results of afield effort in which a 60-m (200-ft) segment of a longwall panel containing a fault zone was surveyed daily as the face approached. Stress distribution, geologic structure and dynamic elastic properties within the panel were plotted and compared to static laboratory measurements. The surveys successfully imaged an anomalous stress concentration that was likely influenced by the presence of the fault zone. The calculated dynamic physical properties generally agreed with the laboratory measurements.
