The lawyer's role in underground construction, certainly for the past 20 years, has been principally that of the advocate in disputes resolution. Disputes in underground construction have been steadily increasing, making the lawyer a more prominent participant in the underground construction process. It is widely believed, however, that this is not a salutory state of affairs. It is our thesis that lawyers ought not be eliminated from the process, but rather that their role should be changed. They should function as prophylactics rather than as swords, i.e., they should be used to prevent or reduce disputes rather than, after the fact, to champion their clients' causes. a. Mr. Rubin is a partner in the New York law firm of Postner & Rubin. He has litigated and arbitrated numerous complex construction disputes. He has also participated in efforts to improve contracting practices on committees of ASCE and the National Academy of Engineering. b. This chapter deals with the use of industrial minerals in insulating materials used to control our thermal and acoustical environment. There are numerous products on the market used for thermal and acoustical insulation; they consume substantial quantities of a variety of industrial minerals. Following is a brief review of the theory and function of insulating materials. Acoustics is the science of sound, and architectural acoustics deals with sound in buildings. If this definition is broadened to include transportation vehicles, it is this end use for which acoustical insulations are primarily manufactured. Sound is defined as the auditory sensation in the ear, or the disturbance in a medium which causes this sensation. Acoustical insulation is used to reduce or eliminate noise, defined as unwanted sound. Noise control may be accomplished by the reduction of sound radiation at the source, by utilizing sound reducing construction methods such as staggered studs, etc., to control sound transmission, or by using sound absorbing material on walls, ceilings, and floors (Rossing, 1985). Acoustical insulation functions by absorbing the energy in sound waves in a porous material. As the sound waves penetrate the pores, they are dissipated by reducing the amplitude of vibration of the air molecules by contact with the pore walls, with subsequent conversion of the sound energy to heat energy. Acoustical insulation is generally highly porous, 1.3 cm or greater in thickness, and has interconnected pores. Acoustical insulating materials include fibrous vegetable or mineral matter and cellular organic and inorganic material, such as natural or manufactured foams (Sabine and Moulder, 1979). Acoustical materials are most commonly porous boards and tiles, which are often composite materials with perforated facing. Roof insulation board and lightweight concrete can also contribute to the absorption of noise. Thermal insulation is defined as material used to control the flow of heat. It may be used for heat control from low cryogenic temperatures (below -100°C) to in excess of 2 200°C for applications such as ablative shields for spacecraft. Heat transfer occurs by conduction, convection, or radiation. Conduction is the transfer of heat without the movement of the conducting medium, as through a metal. Heat convection through a liquid or gas takes place by movement of the medium. Forced convection is the basis for heating and cooling equipment, utilizing pumps or blowers to transfer the thermally conditioned fluid. Free or natural convection occurs due to density differences in the fluid. Radiation is the transfer of energy in space (Eckert, 1985). Conduction of heat through a solid is reduced by insulating the body with foams, or fibrous or small celled granular material. Heat transfer through a gas (convection) is controlled by creating many small pores which inhibit the movement of the fluid, substituting a gas of low thermal conductivity, or evacuating the space. Heat radiation can be reduced by the use of materials that reflect or absorb the energy (Glaser, 1967). Thermal insulating materials may be vegetable or mineral fibers, organic or inorganic particles, or foams with small pores, generally used to form a low density thermal barrier. They may be blocks, poured lightweight cementitious materials, bricks, etc.

The flotation chemistry of the commercial INCO matte separation process was investigated. The slow cooling of Bessemer converter matte forms discrete phases of Cu2S and Ni3S2 and a Cu-Ni alloy. After magnetically removing the alloy, the Cu2S and Ni3S2 are separated by flotation at pH 12.4 (saturated lime) using diphenyl guanidine (DPG) as both collector and frother. DPG has been used exclusively in this flotation process because of its unusual selectivity for copper minerals. The surface product resulting from chemisorption of DPG onto the Cu2S was identified as the double salt Cu(DPG)2SO4,.CU(DPG)2(OH)2. The adsorption followed Langmuir behaviour up to a monolayer coverage. In the absence of DPG, the rapid adsorption of oxygen by Cu2S in flotation pulps was observed. The surface product was identified as the insoluble basic copper sulfate CuSO4.3Cu(OH)2 with the production of sulfate ion. In the presence of DPG, the oxidation reaction appears to be suppressed. The frothing properties of DPG and commercial frothers were compared. DPG is not a powerful frother. Batch flotation tests confirmed that DPG is a highly selective collector when compared to most sulfhydryl collectors.

New South Wales (NSW) and Queensland dominate Australian black coal production and exports. NSW produced 86 Mt (95 million st) of saleable coal in 1994, a doubling of output since 1980. Asian demand for thermal and coking coal has driven this growth. This high Asian demand is expected to continue and NSW will seek to secure its share. History The history of the New South Wales (NSW) coal industry can be traced to 1797 when coal was first taken from Newcastle to Sydney (Ellis, 1969). At that time, NSW was a British colony, independent from the other colonies, such as Victoria and Queensland. Australia, as a federation of colonies, did not exist until 1901. The Newcastle coal industry grew through the 1800s in line with the growth of the colonies. Several events spurred demand for Newcastle coal. These included: ? The NSW and Victorian gold rushes of the 1850s and associated population growth. ? The development of steamship traffic at the expense of sail. ? The development of railways and town gas supplies. By 1900, Australia was producing 6.4 Mt (7 million st) of coal, most of it from NSW. By then, NSW had established strong export markets in Indonesia, China, Japan and New Zealand. The history of energy consumption is marked by continual competition, changing intensity of use and substitution. From 1900 to 1940, the Queensland, Victorian and Indonesian coal industries developed at the expense of NSW exports. Similarly, New Zealand developed its hydroelectric industry and thus declined as the largest customer for NSW coal. Oil replaced steam in the shipping and railway markets and electricity replaced gas for lighting. Industrial efficiencies also affected coal. Between 1928 and 1938, coal consumed in generating power fell from by 17% on a kilowatt hour basis and, during the same period, the amount of gas produced per ton of coal rose by 18% (Shaw and Bruno). Faced with these pressures, production and exports stagnated. By 1941, Australian black coal production was 14.2 Mt (15.6 million st). NSW's production was 11.7 Mt (12 million st), up only 19% from 1912. Exports had virtually ceased (Fig. 1). In such circumstances, the industry had lost focus. The longtime rule-of-thumb for conveyors was that only one cleaner was needed to solve carryback problems and help keep belt replacement costs under control. That is now being rethought. Belt-cleaning systems manufacturers, designers, and users are shifting to the view that multiple cleaners, placed at key locations on the conveyor and properly maintained, are necessary to solve today's material build-up (carryback) problems. There are still not many statistics on conveyor belt cleaning. But some recent studies support this belief. One study contends that the plant maintenance engineer's biggest problem is keeping the conveyor system running efficiently. The study also said the conveyor itself is responsible for most plant shutdowns. An unscheduled conveyor shutdown can cost more than $100,000/hr and run into millions in lost production in a given year. Other studies pointed out that belt replacement is the greatest single cost of the conveyor system. These studies allude to an important fact: cleaner belts lead to reliability and longer belt life. They showed that a critical relationship exists between characteristics of material being moved and the design of all major conveyor components. In practically all situations this relationship is keyed to belt cleaners, which have long been considered "add-ons" or "accessories." At the Fifth International Coal Utilization Exhibition and Conference, the Sammis Station-Ohio Edison Co. said it installed four belt cleaners on each problem belt. The company found that under certain conditions, when the coal is wet and sticky, carryback can be so heavy that it will flow over two cleaners. Before installing the cleaners, it was necessary to schedule a cleanup crew of four men each day and rent a large vacuum truck for an eight-hour shift. In addition, the company dredged the harbor three times a year, to remove coal spillage. Once the cleaners became operational, however, cleanup costs were reduced to a few days labor every third month. Renting the vacuum truck crew was also eliminated, and harbor dredging became necessary only once each year. In addition, the Mechanical Handling Engineers' Association (MHEA) in London pointed out that standards for cleaners are sorely lacking in the industry. MHEA called for instituting such standards in the future. They also reaffirm using multiple belt cleaners for increased efficiency. MHEA pointed out that some conveyor belts can be cleaned by one device, provided that it is correctly installed and adequately maintained. But MHEA recommended that a system approach be adopted, since this has proved more effective in practice. There are two main reasons why one belt cleaner fails to solve most carryback problems. First, management often reasons that the design of the current cleaner has probably been around for years, so it "must be good." This logic leads to a continued investment in keeping the current model operating, which includes pouring substantial sums of money in "housekeeping" manpower hours because the cleaner does not clean. Second, most single-belt cleaners are specified too late in the design process (indeed, some after the system is operational). This complicates matters since cleaning efficiency is directly proportional to when they are specified: the later the specification, the less efficiency. Cleaning equipment should be taken into consideration before the conveyor's structure is designed and fabricated. Otherwise the space available to install adequate cleaning equipment at the head pulley may be inadequate. Instead of matching conveyor with proper cleaner (as would occur during the design of the conveyor itself), designing a cleaning system "after-the-fact" becomes a matter of matching cleaner to conveyor. This limits choices in cleaners and, therefore, overall cleaning effectiveness. This is why after-the-fact designs of single belt cleaners are costly and rarely successful. While it is always best to specify belt cleaners during early design stages, the multiple-cleaner systems approach makes the timing of cleaner installation less critical. Because of flexible mounting hardware, a well-designed system can lead to 99% efficiency in cleaning and put an end to carryback even after a system is operational. he leaching behavior of palladium in ammoniacal solutions has been investigated by using the rotating disk technique in an autoclave. The study included the effect of rotating speed, temperature, oxygen pressure, composition of ammoniacal solutions, and catalyst on the overall leaching rate. The dissolution of palladium in ammoniacal solutions was discussed in view of the thermodynamics and a kinetic model. Even though the potential-pH diagram suggests that palladium metal can dissolve in ammoniacal solutions at room temperature, it was found that the dissolution was too slow at temperatures below 100°C but was significantly improved at higher temperatures. It was also found that the rotating speed of palladium disk had no effect on the leaching rate. The apparent activation energy was found to be 69.7 kJ/mole. Based on the results obtained, it is concluded that the dissolution of palladium is controlled by chemical reaction.

One of the most commonly employed set of calculations in mill design and research is the material balance, known in wet beneficiation plants, as an Ore and Water Balance. For mill designers, the balance is one of the principal requirements in determining the proper size of launders, pipelines, process equipment, etc. In process development, one of the major goals is the establishment of an optimum balance. The usual procedure for calculating a material balance involves a manual technique utilizing reference tables, pre -obtained data, and a slide rule or desk calculator. With these, the engineer must perform a series of calculations which are repetitious in nature and time consuming. Figure I is the flowsheet of the grinding and flotation circuits for a copper concentrator. The initial ore and water balance was calculated manually and required approximately 24 manhours. Later, a number of changes were made in the balance, each of which required an average of 8 manhours.

Custom Coals, International has installed and is presently testing a 225 kg/hr. (500 lb/hr.) micronized-magnetite, fine-coal cleaning circuit at PETC's Process Research Facility (PRF). The cost-shared project was awarded as part of the Coal Preparation Program's High Efficiency Preparation Subprogram. The project includes design, construction and testing of a fully-integrated, bench-scale circuit, complete with feed coal classification to remove the minus 30 micron slimes, dense-medium cycloning of the 300 by 30 micron feed coal using three different size micronized-magnetite mediums, and medium recovery circuits using drain and rinse screens and various stages and types of magnetic separators. This paper describes the project circuit and goals, including a description of the current project status and the sources of coal and magnetite which are being tested.

This paper is primarily concerned with the exploration for massive sulphide orebodies. In a discussion of this type, it seems appropriate to establish a few definitions so that all parties may consider the same beast and its habitat. First, the term "massive sulphides", as used here, not only denotes a body of mineralized rock containing in excess of 50% sulphides by volume, but a mass of sulphides that respond as a conductor to the electromagnetic (EM) systems currently in use in exploration. "Disseminated sulphides" refer to all of those sulphide occurrences that respond to the Induced Polarization (IP) geophysical methods most commonly in use in porphyry copper exploration. This latter definition may also include the disseminated sulphide halos so frequently found associated with massive mineralization as well as banded and stringer sulphide mineralization. It is plain to see that these two end members of our definitions can easily blend into each other. The term "volcanogenic" refers here to any and all geologic processes that have their origin in volcanic activity. Thus we are concerned here with the exploration for massive sulphide ore deposits derived from and affected by contemporaneous and post mineral volcanic activity. Furthermore, most massive sulphide deposits are apparently formed in a submarine environment, deposited with extrusive rocks and sediments and/or chemical hot spring accumulations, then enclosed and protected by the addition of more volcanic and sedimentary material then, probably folded and deformed into one of their myriad of shapes.

In Colombia, more than 15 regions and around 100 municipalities develop gold mining at different scales, and these operations generate mining waste composed of processing fluids and crushed rock with metals and high silica content. Cement production requires clinker, gypsum and other corrective additives. Clinker results from the partial fusion of some minerals including silica. In this study is proposed to evaluate the effect of the use of mining tailings sands from gold mining in the manufacture of clinker. The proposed methodology will allow the characterization of the sands to manufacture a cement specimen and measure its physical and fire properties

Concentrate flowrates have been measured for the flotation of -100 mesh Lower Kittaning coal in a computer controlled 0.076 m x 3.5 m pilot flotation column. The variables studied were recovery zone height), air flow rate, and solid feed concentration. The size distribution of concentrate and tailings samples were determined. The results obtained show that the concentrate flow rate was independent of collection zone height, but dependent on the gas flow rate, solid loading and particle size. New correlations for column carrying capacity and yield are provided as a function of these fundamental operational parameters.

Underground instrumentation and observations at longwall panels have demonstrated that the growth of main roof causes an extremely high roof weighting on the shields. It can sometimes result in catastrophic effects on the support when the roof weighting intensity far exceeds the support capacity. In this paper, a comprehensive study was conducted on characteristics of main roof breakage and its effects on shields at different locations, based on the monitored shield data, theoretical analysis, and finite element analysis. With the help of theoretical analysis and numerical modeling, stress distribution and redistribution in the main roof were analyzed in detail to define main roof failure modes and understand the maximum roof weighting intensity imposed on the shields. From this study, it was found that the effects of main roof breakage on shields are chiefly related to the shield initial setting condition and the final failure mode of the main roof.

Retreat mining, using yielding steel friction props, over a seven-year period has been successful at a uranium mine operated by Hecla Mining Company in southeast Utah. The support system allow good roof control, maximum profit, complete extraction, and good ventilation. Unusual subsidence observations were made in that some of the surface was raised rather than lowered, Longwall mining, commonly practiced in European coal mines, has a potential of broader application because of mechanization possibilities and better roof control and ventilation at greater depths.

The successful exploration for Austin Taylor and Gen. McRae from 1931 to 1940 obscured the fact that I was reaching a period of transition. This was true both in personal and business life. It was probably fortunate that I did not realize how great a change must come after I passed the age of 50. In the personal life of our family the change came when both our children left home to go to school or college. This made home a different place and, because of the absence of the children, Dorothy could devote much of her time and attention to the art she loved so well. She could spend long periods in New York, the center of the nation's art life. Vacations at Tahoe and long pleasure trips made the separation from the children less disturbing but it could never again be the same as it had been in the first 20 years of our marriage. The change In my business life was just as complete, though a little more gradual. While work for Bralorne and General McRae made the "bite" of the Great Depression less painful for us than it was for most consultants and their families, the fact that I was getting older made a new sort of work inevitable. I was 50 years old and the total grew rapidly. Planes and automobiles that made travel easier even in the wilds of Alaska and northern Canada still made it possible for me to look at new prospects, but increasingly often I was exhausted at the end of a day's climb and, if the nature of my work did not change there would soon be no more work. Fortunately work of a new sort came a little at a time. As I became a director of Bralorne and president of its American subsidiaries I had to take on more administrative work, and success of these operations made others want to employ me to help direct policy and value mines. The day after I reached New York, on January 30th, John Ryan of Anaconda told me where they wanted me to go. Late in 1916 the Russian Czar, desperate for money and supplies with which to carry on his unhappy share In the first World War, sent emissaries to the United States to see if our great mining companies might be interested in trying to find mines and to bring them to production in the millions of acres of the Imperial Estates in Russia and Siberia. It looked like a long chance as no one knew whether or where there might be important ore bodies. Even if they found them it might be a hopeless task to equip them under wartime conditions But the American copper companies had plenty of money and they were used to taking risks. They made a supersecret agreement with the Czar's deputies to send an exploring expedition to Russia at once I never learned the names of the other companies but Anaconda was to man- age the venture. Horace Winchell, then the leading mine geologist In the United States, was to be in charge of operations. Charles Janin, an eminent placer and dredge expert, was to study chances for producing gold and platinum. Though at 33 years of age I was much younger than the others, I was chosen to hunt for copper and other valuable metals. Charles Boynton, a business man who had lived in Russia and had married an attractive Russian woman, was to join the party and carry on any necessary financial or diplomatic affairs. A requirement for geological controls during orebody modeling results from the recognition of heterogeneous geological characteristics and/or abrupt variations in orebody geometries. While purely statistical methods are often sufficient for modeling uniform homogeneous deposits, and the only recourse for many that are extremely complex, geological interpretations can be extremely valuable as controls during the modeling process. The advent of relatively inexpensive, sophisticated graphical computer hardware and software has focused considerable attention on the three dimensional visualization capabilities now available to the mining industry. Orebody geometries can be easily imported into many systems as wireframe or solid models, rendered with shading and color, rotated in space, exploded into composite parts, zoomed into and otherwise displayed to awe any audience. The requirements for an initially meaningful, accurate, geological interpretation are sometimes lost when the focus is on an apparently complex, highly resolved end product. Details of the initial data and sensitivities of modeling assumptions are not always sufficiently scrutinized. Software capabilities have extended the geopoetic license into three dimensions. The new tools, while greatly facilitating model construction and rendering, have done little to expedite basic data preparation and analysis. This paper attempts to briefly summarize the purpose and method of the construction of geological controls. The examples selected are from wire­framing and block modeling; application software processes commonly used in the mining industry today.

Located south of downtown Seattle, the Beacon Hill Station & Tunnels is the key section of the southern segment of Sound Transit’s proposed new LINK light rail system. This paper presents an overview of the design, which includes 4,300 ft of segmentally-lined bore twin tunnels and a deep mined station. With platforms located156 feet below grade, the station itself is only the second large-scale mined station in soil the US. Its complex geometry combined with variable soil conditions—sands, silt sand clays with slickensides—challenged the designer’s to come up with a SEM-based design that addresses the owner’s risk, cost and schedule concerns.

8.1 INTRODUCTION Under room and pillar mining if the extraction ratio is low, (i.e., < 50%) a pillar can support the overburden without collapse and there will be no surface subsidence whatsoever. In other words, if the pillar sizes are properly determined to support the overburden weight, the roof strata cannot cave and there will be no surface subsidence, provided the entry width is small and properly reinforced so that a continuous roof fall leading to piping or the total collapse of the roof does not occur. Under the prevailing mining conditions in the US if only development mining is em¬ployed in room and pillar mining (i.e., no pillar extraction), the extraction ratio is usually less than 50% and generally no surface subsidence will occur. If pillar mining is employed, surface subsidence may occur, depending on the extraction ratio and the size of the remnant pillars (or stumps) left in the gob. The higher the extraction ratio, the smaller the stump pillars left behind in the gob. As the size of the stump pillars becomes smaller, the possibility of their support¬ing the roof without collapse is smaller. If all stumps are crushed completely, the roof will collapse and surface subsidence will occur. Again, whether surface subsidence occurs, it depends on whether the remaining stumps can support the overburden or not. Therefore, since the weight of the overburden which the stump pillars have to support is proportional to the mining depth, a fixed¬size stump pillar can support the overburden at a shallow depth, but will collapse under greater depths. In this context extraction ratio is not the only parameter for determining whether surface subsidence will occur. Furthermore, during pillar mining a pillar can be cut away in many ways to finally reach the same extraction ratio. Therefore, the safest way to determine whether or not sur¬face subsidence will occur in room and pillar mining is to compare the strength of all stump pillars in the panel of interest with the weight of the overburden that the pillars have to support. If they are too small to support the overburden, surface subsidence will occur. Under normal mining practices the characteristics of surface subsidence profiles vary with methods of mining. In the US there are two types of coal mining methods, i.e., longwall and room and pillar mining. Longwall mining is indisputably a total extraction method, but different percentages of coal recovery are achieved in room and pillar mining. Recovery is much higher for sections with pillar extraction than those without pillar extraction. For those without pillar extraction, coal recovery increases with increasing entry width or decreasing pillar size. For those with pillar extrac¬tion, the total coal recovery depends on the amount of coal ex¬tracted from each pillar which is in turn dependent on the roof conditions and methods of pillar extraction. Bauer and Hunt (1981) analyzed the characteristics of the subsidence profiles due to the three types of mining methods in Illinois. Fig. 8.1 shows the range of locations associated with the following profile features: profile edge, maximum tensile curvature, maximum slope, maxi¬mum compressive curvature, and maximum subsidence. The scat¬ter of the data increases with decreasing percentages of extraction. The profile is much sharper for longwall mining and becomes milder as percentage of extraction decreases; for longwall mining the profile edge is always beyond the opening, while in room and pillar mining it may fall within. The location of maximum tensile strain moves outward, while that of the maximum compressive strain moves inward as the percentage of extraction decreases and the maximum subsidence decreases with decreasing extraction ra¬tio. The general concepts discussed in this chapter may not apply to the entry development sections between two longwall panels where roof caving in both panels are very severe and overlap each other. Consequently, it must be treated differently. 8.2 CASE STUDIES Kohli et al. (1982) described several case studies on surface subsidence due to room and pillar mining with pillar extraction. In one case, the seam was 6 ft thick and ranged from 650 to 800 ft deep. The panel was 720 ft wide (Fig. 8.2) and was developed with seven entries. Each entry was 18 ft wide and the pillars were driven at 88 ft center-to-center between entries and crosscuts. Dur¬ing retreating, two additional pillars (pillars J and K) were devel¬oped, two blocks ahead of the pillar line, to take the barrier pillar, 160 ft wide, between panel No. I and No. 2. Pillar extraction began by taking a central slice across the whole panel, beginning from pillar 0 through J. After that, each pillar was sliced by 6 wing-slices, 3 on each side, leaving 4 stumps, 2 on each side. One of each pair was triangular shaped approximately 6 ft wide by 26 ft long. The other was trapezoidal, 26 ft long by 16 ft and 10 ft wide at the upper and lower bases, respectively. This resulted in a total extraction ratio of 85% within the panel. Obviously the stump pillars were not large enough to support the overburden and col¬lapsed completely. The final subsidence profiles were rather smooth, just like those under total extraction (Fig. 8.3). The max¬imum subsidence on Lines A and B was about 3 ft for an average mining height of 6 ft, but the locations of the maximum subsidence were skewed toward panel No. 1. Along Line D, the central por¬tion was flat-bottomed, but the maximum subsidence was only 2 ft, mainly because Line D was only two blocks from the right-side edge. Notice in every profile there was heaving of as much as 0.3 ft, beyond the edges above the solid coal. In another case (Fig. 8.4), the seam was 6 ft thick under 650 to 850 ft cover. Three panels, 710, 400, and 350 ft wide, respec¬tively, were extracted side by side. The entries were 18 ft wide and the pillars at 88 ft center-to-center between entries and crosscuts. Pillar extraction was practiced the same way as described previ¬ously. According to the mine maps, there was no barrier pillar left between the adjacent panels. Thus after extraction the three panels formed a common gob of more than 1460 ft wide. This was re¬flected in the development of the subsidence profile along the county road. After Panel No. I was mined, the maximum subsi¬dence of 1.2 ft occurred at Monument No. 1. This was increased to 1.6 ft after the extraction of Panel No. 2 and went to a further 1.8 ft after the extraction of Panel No. 3. The final maximum subsidence of 4.3 ft occurred at Monuments No. 6 through No. 8, while the remaining portion of the county road showed rebound. However it must be noted that the subsidence profiles were rather bumpy and fluctuated, perhaps an indication of the irregular stump pillars that were left and crushed at various time after mining. A fairly recent development in the field of particle separation is now under investigation to determine its value to the mining industry. The method employed is probability sizing through a vibrating network of decreasing screen openings. While probability sizing as such is not new, the possibility of using it for coarse, highly abrasive ores at high tonnage rates has only recently appeared to merit practical consideration. The advantages to be gained by the use of probability sizing vs. conventional screening methods are: reduced space requirements for a high capacity unit, fewer moving parts, more versatile product sizing selection, reduced maintenance requirements and lower power consumption.
